Official Journal EN of the European Union L series 2026/1470 11.9.2026 COMMISSION DELEGATED REGULATION(EU) 2026/1470 of 2 July 2026 amending Delegated Regulation (EU) 2022/2202 by updating the list of selected cross-border projects in the field of renewable energy (Text with EEA relevance) THE EUROPEAN COMMISSION, Having regard to the Treaty on the Functioning of the European Union, Having regard to Regulation (EU) 2021/1153 of the European Parliament and of the Council of 7 July 2021 establishing the Connecting Europe Facility and repealing Regulations (EU) No 1316/2013 and (EU) No 283/2014(1), and in particular Article 25(1), point (b), thereof,

Whereas:

(1) Regulation (EU) 2021/1153 establishes a category of cross-border projects in the field of renewable energy that contribute to decarbonisation, to completing the internal energy market and to improving the security of energy supply. Pursuant to Article 7(1) of Regulation (EU) 2021/1153, those cross-border projects are set up by a cooperation agreement between two or more Member States or between one or more Member States and one or more third countries, as set out in Articles 8, 9, 11 and 13 of Directive (EU) 2018/2001 of the European Parliament and of the Council(2).

(2) The selection of cross-border projects in the field of renewable energy is subject to the general criteria and procedures set out in Regulation (EU) 2021/1153 and to further specific selection criteria and details of the selection process set out in Commission Delegated Regulation (EU) 2022/342(3).

(3) Cross-border projects in the field of renewable energy are selected and included in a list drawn up for this purpose by means of delegated acts.

(4) The inclusion of cross-border projects in the field of renewable energy in the list makes them eligible to apply for funding under the Connecting Europe Facility.

(5) Following a call for proposals published on 2 September 2025 and closed on 5 February 2026, three new renewable energy cross-border projects were selected. The selected projects were assessed by external experts and by experts from the European Climate, Infrastructure and Environment Executive Agency and the European Commission. The assessment examined in particular the cost-effective exploitation of renewable energy and implementation of the projects through different renewable energy technologies, including geothermal energy, onshore wind and solar photovoltaic.

(6) The Commission notified the assessment results relating to the selected new renewable energy cross-border projects to the Expert Group for renewable energy cross-border projects(4)(‘the Expert Group’). Following the agreement of the Expert Group, the selected new renewable energy cross-border projects should be included in the list.

(7) The inclusion of projects in the list of renewable energy cross-border projects is subject to their compliance with Union law, including with the outcome of the relevant environmental assessment and permit procedures.

(8) For the purposes of implementing Part IV, point 4(h), of the Annex to Regulation (EU) 2021/1153, the Commission submitted to the Expert Group the annual progress report on the projects already in the list of cross-border projects in the field of renewable energy. The progress report identified one project for which implementation will not be continued in its current cross-border configuration due to significant challenges and uncertainties. Following the agreement of the group, that renewable energy cross-border project should be withdrawn from the list.

(9) Commission Delegated Regulation (EU) 2022/2202(5)should therefore be amended accordingly,

HAS ADOPTED THIS REGULATION:

Article 1 Article 1 of Delegated Regulation (EU) 2022/2202 is replaced by the following: ‘Article 1 The list of cross-border projects in the field of renewable energy selected pursuant to Part IV, point 4(g), of the Annex to Regulation (EU) 2021/1153 shall be as follows:
