Council Decision (CFSP) 2026/1856 of 24 July 2026 amending Decision (CFSP) 2016/610 on a European Union CSDP Military Training Mission in the Central African Republic (EUTM RCA)

Official Journal EN of the European Union L series 2026/1856 27.7.2026 COUNCIL DECISION (CFSP) 2026/1856 of 24 July 2026 amending Decision (CFSP) 2016/610 on a European Union CSDP Military Training Mission in the Central African Republic (EUTM RCA) THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on European Union, and in particular Article 42(4) and Article 43(2), thereof, Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,

Whereas:

(1) On 19 April 2016, the Council adopted Decision (CFSP) 2016/610(1), which established a European Union CSDP Military Training Mission in the Central African Republic (EUTM RCA) with a mandate until 19 September 2018.

(2) On 8 July 2025, the Council adopted Decision (CFSP) 2025/1341(2), which extended the mandate of EUTM RCA until 19 September 2026.

(3) On 26 June 2026, the Political and Security Committee recommended that the mandate of EUTM RCA be extended by three months until 31 December 2026 to allow for the completion of the holistic strategic review of EUTM RCA and of the European Union CSDP Advisory Mission in the Central African Republic.

(4) Decision (CFSP) 2016/610 should be amended accordingly.

(5) EUTM RCA will be conducted in the context of a situation which may deteriorate and could impede the achievement of the objectives of the Union’s external action as set out in Article 21 of the Treaty,

HAS ADOPTED THIS DECISION:

Article 1 Decision (CFSP) 2016/610 is amended as follows:

(1) in Article 10, the following paragraph is added: ‘9. The financial reference amount for the common costs of EUTM RCA for the period from 20 September 2026 until 31 December 2026 shall be EUR 1,54 million. The percentage of the reference amount referred to in Article 51(2) of Decision (CFSP) 2021/509 shall be 0 % in commitments and 0 % for payments.’;

(2) in Article 13, paragraph 2 is replaced by the following: ‘2. The mandate of EUTM RCA shall end on 31 December 2026.’.
