Council Decision (EU) 2026/1329 of 4 June 2026 authorising the opening of negotiations for sectoral agreements between the Union and Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia, respectively, on roaming on public mobile communications networks

Official Journal EN of the European Union L series 2026/1329 11.6.2026 COUNCIL DECISION (EU) 2026/1329 of 4 June 2026 authorising the opening of negotiations for sectoral agreements between the Union and Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia and Serbia, respectively, on roaming on public mobile communications networks THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on the Functioning of the European Union, and in particular Article 207(4), first subparagraph, in conjunction with Article 218(3) and (4), thereof, Having regard to the recommendation from the European Commission,

Whereas negotiations should be opened with a view to concluding agreements between the Union and Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia, respectively, on roaming on public mobile communications networks,

HAS ADOPTED THIS DECISION:

Article 1 The opening of negotiations for sectoral agreements between the Union and Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia, respectively, on roaming on public mobile communications networks is hereby authorised.

Article 2 The Commission is hereby nominated as the Union negotiator.

Article 3 The negotiating directives set out in the addendum to this Decision are hereby addressed to the Commission.

Article 4 The negotiations shall be conducted in consultation with the Working Party on Enlargement and Countries Negotiating Accession to the EU (COELA), which is hereby designated as the special committee provided for in Article 218(4) of the Treaty on the Functioning of the European Union. The Commission shall report regularly to that special committee on the progress of the negotiations.

Additionally, negotiations on roaming issues shall be conducted in consultation with the Working Party on Telecommunications and Information Society.

Article 5 This Decision is addressed to the Commission.
