त्यामुळे आताा, आधार (आदिर्थीगका आदिणू इतार अनुदााने, लााभा आदिणू सेवीांचाे लादि�यता दिवीतारणू) अदिधदिनयम, २०१६ (२०१६ चाा १८) च्या कालाम ७ मधीला तारताुदांच्या अनुर्षेंगाने महुाराष्ट्र शाासन पुढेीलाप्रमाणूे अदिधसूदिचाता कारीता आहुे.:- १. (१) योजनेअंतागगता लााभा घेेण्यास पात्रा असलाेलाी व्यक्ताी आधार क्रमांका बाळगता असल्याचाा पुरावीा सादार कारेला दिकांवीा आधार अदिधप्रमाणून कारेला;

(२) योजनेअंतागगता लााभा दिमळवीण्यासाठीी इच्छुंका असलाेलाी काोणूताीहुी व्यक्ताी, दिजच्याकाडे आधार क्रमांका नाहुी दिकांवीा दिजने अद्याादिप आधार नंदाणूीसाठीी अजग काेलाेलाा नाहुी, दिताने योजनेसाठीी नंदाणूी कारण्यापूवीी आधार नंदाणूीकारिरताा अजग कारणूे आवीश्यका असेला, परंता ुअस ेकाी, ताी उक्ता अदिधदिनयमाच्या कालाम ३ अन्वीय ेआधार दिमळदिवीण्यास हुक्कादाार असणू ेआवीश्यका असेला, आदिणू अशाा सवीग व्यक्ताी, आधार नंदाणूीसाठीी अजग कारण्याकारताा नजीकाच्या काोणूत्याहुी आधार काद्रां ास (UIDAIच्या www.uidai.gov.in या संकाेतास्र्थीळावीर यादाी उपलाब्ध) भाेटुं दाेताीला (३) आधार (नंदाणूी आदिणू अद्यायावीता) दिवीदिनयम, २०१६ च्या दिनयम १२ नुसार, अद्यााप आधार नंदाणूी न काेलाेल्या लााभाार्थीीसाठीी संबंदिधता ब्लाॉका दिकांवीा ताालाुकाा दिकांवीा ताहुसीलामध्ये आधार नंदाणूी कांद्रा उपलाब्ध नसल्यास दिवीभाागाने अंमलाबजावीणूी यंत्राणूेच्या माध्यमाताून दिकांवीा UIDAI च्या दिवीद्यामान दिनबंधकाांच्या समन्वीयाने दिकांवीा स्वीतांत्रा UIDAI रदिजस्ट्रार बनून सोयीच्या दिठीकााणूी नावीनंदाणूी सुदिवीधा प्रदाान कारणूे आवीश्यका आहुे परंताु व्यक्ताीलाा आधार दिमळेपय�ता खालाीला ओळखपत्राे सादार कारण्याच्या अधीन राहुून अशाा व्यक्तांना योजनेचाा लााभा दाेण्याता येईला:- (अ) जर दिताने नावीनंदाणूी काेलाी असेला, तार त्यांचाी आधार नंदाणूी आयडी त्मिस्लाप, आदिणू (ब) पुढेीलापैकाी काोणूताेहुी एका काागदापत्रा:-

(i) छुायादिचात्रा असलाेलाे बँका दिकांवीा पोस्टुं पासबुका, दिकांवीा

(ii) दिशाधापदित्राकाा; दिकांवीा

(iii) रााजपकिंत्रत अदिधकाारी दिकांवीा ताहुसीलादाार यांनी दिनगगदिमता काेलाेलाे छुायादिचात्रा असलाेलाे अदिधकाृता लाेटुंर हुेडवीरीला ओळख प्रमाणूपत्रा,दिकांवीा

(iv) इयत्ताा १ लाी नंतार पुढेीला टुंप्प्यांच्या बाबताीता शााळेने दिदालाेलाे बोनाफ़ााईड प्रमाणूपत्रा, दिकांवीा

(v) अंदिताम लााभाावीेळी लााभाार्थ्यांया�चाे अदिवीवीादिहुता असल्याबाबताचाे स्वीयंघेोर्षेणूापत्रा; दिकांवीा

(vi) दिवीभाागाने दिवीदिहुता काेलाेलाे इतार काोणूताेहुी दास्ताऐवीज परंताु पुढेे असे काी, वीरीला काागदापत्राे त्या प्रयोजनासाठीी राज्याने दिनयुक्ता काेलाेल्या अदिधकााऱ्याद्वाारे तापासलाी जाऊ शाकातााता. २. योजनंतागगता, लााभाार्थ्यांया�ना सहुजरीत्या लााभा दिमळावीा यासाठीी उक्ता आवीश्यका बाबंबाबता लााभाार्थींना मादिहुताी कारून दाेण्याकारिरताा प्रदिसद्धीी माध्यमांमधून व्यापका प्रदिसद्धीी कारण्याता येईला याचाी दिवीभााग आपल्या अंमलाबजावीणूी यंत्राणूेच्या माध्यमाताून व्यवीस्र्थीा कारेला.महाारााष्ट्र शाासन रााजपत्र असाधााराण भााग चाारा-अ, फेेब्रुुवाराी १६, २०२६/माघ २७, शाके १९४७ 3 ३. लााभाार्थीीच्या खराब बायोमेदिट्रक्समुळे दिकांवीा काोणूत्याहुी काारणूामुळे आधार प्रमाणूीकारणू अयशास्वीी झााल्यास, अशाा सवीग प्रकारणूांमध्ये, खालाीला उपाययोजना अवीलांबण्याता येताीला (अ) बोटुंांच्या ठीशाांचाी गुणूवीत्ताा खराब असल्यास, सुदिवीधाजनका लााभा प्रदाानाकारिरताा, प्रमाणूीकारणूासाठीी एकादित्राता जोखीम मादिहुताी प्रणूालाी (IRIS) स्काॅन दिकांवीा चाेहुरा अदिधप्रमाणून सुदिवीधा अवीलांबण्याता येईला, त्याद्वाारे दिवीभााग त्याच्या अंमलाबजावीणूी यंत्राणूेच्या माध्यमाताून IRIS स्काैनर दिकांवीा चाेहुरा अदिधप्रमाणूनासहुीता बोटुंांच्या ठीश्यांद्वाारे अदिधप्रमाणूनाचाी व्यवीस्र्थीा कारेला, (ब) बोटुंाचां ेठीस ेदिकांवीा IRIS स्कानॅ दिकांवीा चाेहुरा अदिधप्रमाणून इ. च्या माध्यमातानू बायोमेदिट्रका अदिधप्रमाणून यशास्वीी न झााल्यास, शाक्य आदिणू अनुज्ञेेय असेला ताेर्थीे प्रकारणूपरत्वीे, वीन टुंाइम पासवीडड दिकांवीा मयागदिदाता वीेळ वीैधताा असलाेलाे काालाावीधी-आधारिरता वीन- टुंाइम पासवीडडद्वाारे अदिधप्रमाणून उपलाब्ध कारून दाेण्याता येईला, (का) बायोमेदिट्रका दिकांवीा आधार वीन-टुंाइम पासवीडड दिकांवीा काालाावीधी-आधारिरता वीन-टुंाइम पासवीडड इ.च्या माध्यमाताून प्रमाणूीकारणू शाक्य नाहुी, अशाा इतार सवीग प्रकारणूांमध्य ेआधार पत्राावीर छुापण्याता आलाल्े या क्यआू र काोडच्या आधार ेज्याचां ी अदिधकाृताताा तापासलाी जाऊ शाकाताे अशाा भाौदिताका आधार पत्राांच्या आधारे योजने अंतागगता लााभा दिदालाे जाऊ शाकातााता आदिणू दिवीभााग, अंमलाबजावीणूी यंत्राणूेच्या माध्यमाताून सोयीच्या दिठीकााणूी क्यूआर काोड रीडरचाी व्यवीस्र्थीा कारेला.

४. उपरोक्ता मुद्याांव्यदितारीक्ता, काोणूताीहुी वीास्तादिवीका लााभाार्थीी लााभाापासनू वींदिचाता राहु ूनय ेयाकारिरताा, दिवीभााग अमं लाबजावीणूी यंत्राणूच्े या माध्यमाताून डीबीटुंी दिमशान, काॅदिबनेटुं सदिचावी, भाारता सरकाार यांचाे काायागलायीन आदाेशा, दिदा. १९ दिडसंबर, २०१७ मध्ये आखून दिदालाेल्या अपवीादा हुातााळणूी प्रणूालाीचाे अनुसरणू कारेला.

NOTIFICATION The AAdhAAr (TArgeTed delivery of finAnciAl And oTher SubSidieS, benefiTS And ServiceS) AcT, 2016.

No. ICDS-2026/CR19/Desk 06.— Whereas, the use of Aadhaar as identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency and enables beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one’s identity ;

And whereas, the Women and Child Development Department (hereinafter referred to as the “Department”) is administering the ‘Lek Ladki Scheme’ (hereinafter referred to as the “Scheme”) to provide financial assistance to the girl child who has been born on or after the 1st April 2023 in the family holding yellow or orange ration card, between the age group from birth till 18 years of age, which is being implemented by Commissioner, Integrated Child Development Service Scheme, Maharashtra State, Navi Mumbai.( hereinafter referred to as the “ implementing Agency”).

And whereas, under the scheme, financial assistance as specified in the table below (hereinafter referred to as the “benefit”) is given to the girl child who has been born on or after the 1st April,2023 in the family holding yellow or orange ration card, between the age group from birth till 18 years of age (hereinafter referred to as the “beneficiaries”) as per the extent Scheme guidelines, as follows:— Sr. No. Stage of the Scheme for availing benefit Amount (in rupees)

And whereas, the aforesaid Scheme involves recurring expenditure incurred from the Consolidated Fund of the State of Maharashtra.

Now, therefore, in pursuance of the provisions of the section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016), the Government of Maharashtra hereby notifies the following, namely:-

1. (1) An individual eligible for receiving the benefit under the Scheme shall be required to furnish proof of possession of Aadhaar number or undergo Aadhaar authentication;

(2) Any individual desirous of availing benefit under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrolment before registering for the Scheme provided that she is entitled to obtain Aadhaar as per section 3 of the said Act, and such individuals shall visit any Aadhaar enrolment centre [list available at the Unique Identification Authority of India (UIDAI) website www.uidai.gov.in] to get enrolled for Aadhaar;महाारााष्ट्र शाासन रााजपत्र असाधााराण भााग चाारा-अ, फेेब्रुुवाराी १६, २०२६/माघ २७, शाके १९४७ 5

(3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department through its implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Department through its implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming

a UIDAI Registrar itself:

Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme shall be given to such individual, subject to the production of the following documents, namely:-

(a) if she has enrolled, her Aadhaar Enrolment Identification Slip; and

(b) any one of the following documents, namely :—

(I) Bank or Post Office Passbook with Photo; or

(II) Ration Card; or

(III) Certificate of identity having photo of such person issued by a Gazetted Officer or a Tehsildar on an official letter head; or

(IV) Bonafied Certificate issued by School to beneficiary in case of 1st standard and thereafter stages ; or

(V) Self declaration for being unmarried in case of the beneficiaries availing last installment; or

(VI)any other document as specified by the Department:

Provided further that, the above documents may be checked by an officer specifically designated by the Department for that purpose.

2. In order to provide benefit to the beneficiaries under the Scheme conveniently, the Department through its implementing Agency shall make all the required arrangements to ensure that wide publicity through the media shall be given to the beneficiaries to make them aware of the said requirement.

3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any reason, the following remedial mechanisms shall be adopted, namely :—

(a) in case of poor fingerprint quality, Integrated Risk Information System (IRIS) scan or face authentication facility shall be adopted for authentication, thereby the Department through its implementing Agency shall make provisions for (IRIS) scanners or face authentication along with finger-print authentication for delivery of benefits in a seamless manner ;

(b) in case the biometric authentication through fingerprints or (IRIS) scan or face authentication is not successful, whenever feasible and admissible authentication by Aadhaar One-Time Password or Time-based One-Time Password with limited time validity, as the case may be, shall be offered ;

(c) in all other cases where biometric or Aadhaar One-Time Password or Time-based One-Time Password authentication is not possible, benefit under the Scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response (QR) Code printed on the Aadhaar letter and the necessary arrangement of Quick Response Code reader shall be provided at the convenient locations by the Department through its implementing Agency.6 महाारााष्ट्र शाासन रााजपत्र असाधााराण भााग चाारा-अ, फेेब्रुुवाराी १६, २०२६/माघ २७, शाके १९४७

4. In addition to the above, in order to ensure that no bonafide beneficiary under the Scheme is deprived of his due benefit, the Department through its implementing Agency shall follow the exception handling mechanism as outlined in the Office Memorandum of DBT Mission, Cabinet Secretariat, Government of India, dated 19th December 2017.

5. This notification shall come into effect from the date of its publication in the Maharashtra Government Official Gazette.
