उत्तर प्रदेश मोटरयान (बत्‍तीसवां संशोधन) नियमावली, 2026 के प्रख्‍यापन के सम्‍बन्‍ध में।

उ(cid:517)र (cid:366)देश शासन प(cid:303)रवहन अनुभाग-4 सं(cid:421)ा-1/2026/85/तीस-4-2026/30-4099(099)/36/2025/1895274 लखनऊः िदनांक 30 जनवरी, 2026 अिधसूचना साधारण ख(cid:503) अिधिनयम, 1897 (अिधिनयम सं(cid:421)ा 10, सन् 1897) की धारा 21 के साथ पिठत मोटरयान अिधिनयम, 1988 (अिधिनयम सं(cid:421)ा 59, सन् 1988) की धारा 28, 65, 96 एवं 211 के अधीन श(cid:304)(cid:389)यो ं का (cid:366)योग करके रा(cid:475)पाल उ(cid:517)र (cid:366)देश मोटर यान िनयमावली, 1998 को संशोिधत करने की (cid:778)ि(cid:700) से, िजस िनयमावली को बनाने का (cid:366)(cid:721)ाव करते ह(cid:339), उसका िन(cid:635)िल(cid:304)खत (cid:366)ा(cid:349)प उ(cid:389) अिधिनयम सन् 1988 की धारा 212 की उप धारा (1) के अधीन उससे (cid:366)भािवत होने की स(cid:641)ा(cid:681)ता वाले सम(cid:721) (cid:681)(cid:304)(cid:389)यो ं की सूचना के िलए और उसके स(cid:638)(cid:576) म(cid:336) आपि(cid:517)यां और सुझाव आमंि(cid:361)त करने की (cid:778)ि(cid:700) से एत(cid:542)्वारा (cid:366)कािशत िकया जाता है। (cid:366)(cid:721)ािवत िनयमावली के स(cid:638)(cid:576) म(cid:336), आपि(cid:517)यां और सुझाव, यिद कोई हो,ं िवशेष सिचव, प(cid:303)रवहन अनुभाग-4, उ(cid:517)र (cid:366)देश शासन, बापू भवन, उ(cid:517)र (cid:366)देश सिचवालय, लखनऊ को संबोिधत करके िल(cid:304)खत (cid:349)प म(cid:336) (cid:366)ेिषत िकये जाने चािहए। के वल उ(cid:590)ी ंआपि(cid:517)यो ं और सुझावो ं पर िवचार िकया जाएगा, जो इस अिधसूचना के सरकारी गजट म(cid:336) (cid:366)कािशत िकये जाने के िदनांक से 15 िदन के भीतर (cid:366)ा(cid:593) होगं े। ऐसे (cid:681)(cid:304)(cid:389), िज(cid:590)ोनं े िल(cid:304)खत (cid:349)प म(cid:336) आपि(cid:517)यां और सुझाव दा(cid:304)खल िकये हो,ं िवशेष सिचव, प(cid:303)रवहन अनुभाग-4, उ(cid:517)र (cid:366)देश शासन, बापू भवन, उ(cid:517)र (cid:366)देश सिचवालय, लखनऊ के सम(cid:407) िदनांक

17.02.2026 को 03:00 बजे अपरा(cid:590) म(cid:336) उनके काया(cid:330)लय क(cid:407) सं(cid:421)ा-434 म(cid:336) सुनवाई के िलए उप(cid:304)(cid:725)त हो सकते ह(cid:339)। (cid:366)ा(cid:349)प िनयमावली उ(cid:517)र (cid:366)देश मोटरयान (ब(cid:797)त ीसवां संशोधन) िनयमावली, 2026 संि(cid:407)(cid:593) 1. (1) यह िनयमावली उ(cid:517)र (cid:366)देश मोटर यान (ब(cid:797) तीसवां संशोधन) िनयमावली, 2026 नाम और कही जायेगी। (cid:366)ार(cid:641) (2) यह सरकारी गजट म(cid:336) (cid:366)कािशत िकये जाने के िदनांक से (cid:366)वृ(cid:517) होगी। िनयम 2 2. उ(cid:517)र (cid:366)देश मोटरयान िनयमावली, 1998, िजसे आगे ‘’उ(cid:389) िनयमावली’’ कहा गया का है, म(cid:336) िनयम 2 म(cid:336),:- संशोधन (क) ख(cid:503) (बाईस) के प(cid:827) चात्, िन(cid:635)िल(cid:304)खत ख(cid:503) बढ़ा िदया जायेगा, अथा(cid:330)त्:- ‘’(बाईस-क)’’ “सारथी पोट(cid:330)ल” का ता(cid:523)य(cid:330) िश(cid:407)ाथ(cid:334) अनु(cid:466)(cid:304)(cid:593), चालन अनु(cid:466)(cid:304)(cid:593), कं ड(cid:387)र अनु(cid:466)(cid:304)(cid:593) जैसी सेवाओ ं के ऑनलाइन प(cid:303)रदान हेतु भारत सरकार (cid:554)ारा रा(cid:700)(cid:332)ीय सूचना िव(cid:466)ान के (cid:574) (एन0आई0सी0) के मा(cid:559)म से िवकिसत, संचािलत एवं अनुरि(cid:407)त पोट(cid:330)ल से है। (ख) ख(cid:503) (स(cid:517)ाईस) के प(cid:827) चात्, िन(cid:635)िल(cid:304)खत ख(cid:503) बढ़ा िदया जायेगा, अथा(cid:330)त्:- ‘’(स(cid:517)ाईस-क)’’ ”वाहन पोट(cid:330)ल“ का ता(cid:523)य(cid:330) यानो ं के रिज (cid:830) ट(cid:332)ीकरण, िफटनेस, परिमट, ट(cid:332)ेड सिट(cid:330)िफके ट, कराधान आिद सेवाओ ंके ऑनलाइन प(cid:303)रदान हेतु भारत सरकार (cid:554)ारा रा(cid:700)(cid:332)ीय सूचना िव(cid:466)ान के (cid:574) (एन0आई0सी0) के मा(cid:559)म से िवकिसत, संचािलत एवं अनुरि(cid:407)त पोट(cid:330)ल से है। 1िनयम 11 3. उ(cid:389) िनयमावली म(cid:336) िनयम 11 के प(cid:827) चात्, िन(cid:635)िल(cid:304)खत िनयम बढ़ा िदये जाय(cid:336)गे, का अथा(cid:330)त्:- संशोधन चालन अनु(cid:466)(cid:304)(cid:593) म(cid:336) 11-क. (1) यिद िकसी चालन अनु(cid:466)(cid:304)(cid:593) धारक को यह (cid:466)ात ज(cid:585) ितिथ होता है िक उसकी अनु(cid:466)(cid:304)(cid:593) म(cid:336) ज(cid:585) ितिथ गलत अंिकत हो गई प(cid:303)रवत(cid:330)न है, तो वह ज(cid:585) ितिथ म(cid:336) प(cid:303)रवत(cid:330)न हेतु रा(cid:475) म(cid:336), िजसम(cid:336) वह िनवास करता है या अपना कारबार चलाता है, िकसी अनु(cid:466)ापन (cid:366)ािधकारी को आवेदन कर सके गा।

(2) यह आवेदन सारथी पोट(cid:330)ल पर के (cid:574)ीय मोटर यान िनयमावली, 1989 के िनयम 32 की सारणी के (cid:354)म सं(cid:783) या 08 पर िविनिद(cid:330)(cid:829) ट फीस की रािश जमा करते (cid:352)ए ऑनलाइन िकया जाएगा और ज(cid:585) ितिथ के (cid:366)माण के (cid:349)प म(cid:336) िन(cid:635)िल(cid:304)खत द(cid:721)ावेजो ं म(cid:336) से िकसी एक द(cid:721)ावेज को अिनवाय(cid:330) (cid:349)प से सारथी पोट(cid:330)ल पर अपलोड िकया जाएगाः - (एक) मा(cid:586)ता (cid:366)ा(cid:593) बोड(cid:330) (cid:554)ारा जारी हाई (cid:715)ू ल (cid:366)माणप(cid:361);

या (दो) नगर िनगम/नगरपािलका/तहसील के स(cid:407)म (cid:366)ािधकारी (cid:554)ारा जारी ज(cid:585) (cid:366)माणप(cid:361); या (तीन) मु(cid:421) िचिक(cid:534)ा अिधकारी (cid:554)ारा जारी ज(cid:585) (cid:366)माणप(cid:361)। िट(cid:596)णी- यिद (cid:366)प(cid:361) 7 म(cid:336) िचप रिहत लैिमनेटेड काड(cid:330) अथवा (cid:733)ाट(cid:330) काड(cid:330) (cid:366)कार का चालन अनु(cid:466)(cid:304)(cid:593) जारी िकया जाता है, तो (cid:349)पये 200 का अित(cid:303)र(cid:389) शु(cid:651) (cid:366)भा(cid:303)रत िकया जायेगा। 11-ख: पहाड़ी (cid:407)े(cid:361)ो ंम(cid:336) यान को चलाने हेतु पृ(cid:703)ांकन िकसी वग(cid:330) या अिभवण(cid:330)न के मोटर यानो ंको चलाने के िलए चालन अनु(cid:466)(cid:304)(cid:593) धारक कोई (cid:681)(cid:304)(cid:389) जो त(cid:534)मय िकसी वग(cid:330) या अिभवण(cid:330)न के मोटर यान का चालन अनु(cid:466)(cid:304)(cid:593) धारण करने या (cid:366)ा(cid:593) करने के िलए िनरिह(cid:330)त नही ंहै, िजस रा(cid:475) म(cid:336) वह िनवास करता है अथवा कारबार चलाता है, िकसी अनु(cid:466)(cid:304)(cid:593) (cid:366)ािधकारी को पहाड़ी (cid:407)े(cid:361) म(cid:336) यान चलाने के िलए चालन अनु(cid:466)(cid:304)(cid:593) म(cid:336) पृ(cid:703)ांकन हेतु आवेदन कर सकता है। यह आवेदन के (cid:574)ीय मोटर यान िनयमावली, 1989 के िनयम 32 की सारणी के (cid:354)म सं(cid:421)ा 08 पर िविनिद(cid:330)(cid:700) फीस की धनरािश जमा कर िविनिद(cid:330)(cid:700) आवेदन (cid:366)ा(cid:349)प म(cid:336) सारथी पोट(cid:330)ल पर ऑनलाइन िकया जायेगा। पहाड़ी (cid:407)े(cid:361) म(cid:336) यान चलाने का स(cid:407)मता (cid:366)माण प(cid:361) आवेदक (cid:554)ारा िकसी (cid:366)(cid:529)ायन चालन (cid:366)िश(cid:407)ण के (cid:574) या के (cid:574)ीय अथवा रा(cid:475) सरकार के मा(cid:559)म से ऐसा (cid:366)माण प(cid:361) जारी करने के िलए (cid:366)ािधकृ त िकसी अ(cid:586) सं(cid:725)ा/संगठन से (cid:366)ा(cid:593) िकया जायेगा और आवेदन के साथ सारथी पोट(cid:330)ल पर अपलोड िकया जायेगा। पहाड़ी (cid:407)े(cid:361) म(cid:336) यान चलाने का ऐसा पृ(cid:703)ांकन; पृ(cid:703)ांिकत िकये जाने के िदनांक से 5 वष(cid:330) की अविध हेतु िविधमा(cid:586) होगा और इस िनयम म(cid:336) उ(cid:304)(cid:671)(cid:304)खत के (cid:574)/सं(cid:725)ा/सं(cid:725)ान (cid:554)ारा जारी पुन(cid:686)या(cid:330) (cid:366)िश(cid:407)ण 2(cid:366)माण प(cid:361) के आधार पर 5 वष(cid:330) की अ(cid:356)तर अविध के िलए नवीकृ त िकया जायेगा। िट(cid:596)णी:- यिद (cid:366)प(cid:361)-7 म(cid:336) िचप रिहत लैिमनेटेड काड(cid:330) या (cid:733)ाट(cid:330) काड(cid:330) (cid:366)कार की चालन अनु(cid:466)(cid:304)(cid:593) जारी की जाती है, तो 200 (cid:349)पये की अित(cid:303)र(cid:389) फीस (cid:366)भा(cid:303)रत की जायेगी। िनयम 51 4. उ(cid:389) िनयमावली के िनयम 51 के उप िनयम (2) के परंतुक म(cid:336)- का (क) ख(cid:503) (तीन) के प(cid:827) चात् िन(cid:635)िल(cid:304)खत ख(cid:503) बढ़ा िदया जायेगा, अथा(cid:330)त्:- संशोधन (तीन-क). रिज(cid:720)(cid:332)ीकरण सं(cid:421)ा का (cid:366)ितधारण:- (एक) यिद िकसी यान का (cid:738)ामी अपने पुराने यान की रिज(cid:720)(cid:332)ीकरण सं(cid:421)ा को उसी (cid:366)वग(cid:330) के अपने नये यान पर पोट(cid:330) कराने के (cid:366)योजन से (cid:366)ितधारण कराना चाहता है, तो उसके (cid:554)ारा वाहन पोट(cid:330)ल पर िविनिद(cid:330)(cid:700) आवेदन (cid:366)ि(cid:354)या के अनु(cid:349)प आवेदन िकया जाएगा। (दो) ऐसे आवेदन पर रिज(cid:720)(cid:332)ीकरण (cid:366)ािधकारी (cid:554)ारा पुराने यान की रिज(cid:720)(cid:332)ीकरण सं(cid:421)ा को वाहन (cid:738)ामी के प(cid:407) म(cid:336) (cid:366)ितधा(cid:303)रत करते (cid:352)ए पुराने यान का रिज(cid:720)(cid:332)ीकरण िनर(cid:721) करेगा और वाहन (cid:738)ामी को पुराने यान की रिज(cid:720)(cid:332)ीकरण सं(cid:421)ा को (cid:366)ितधा(cid:303)रत करने हेतु (cid:366)प(cid:361) सं(cid:421)ा-एस0आर0 18-क म(cid:336) (cid:366)ितधारण (cid:366)माण-प(cid:361) जारी करेगा। (तीन) (cid:366)ितधारण (cid:366)माण-प(cid:361) जारी होने की ितिथ से 01 वष(cid:330) की अविध तक के िलए िविधमा(cid:586) होगा। (cid:366)ितधारण (cid:366)माण-प(cid:361) के समा(cid:593) होने की (cid:304)(cid:725)ित म(cid:336) पुराने यान की रिज(cid:720)(cid:332)ीकरण सं(cid:421)ा को नये यान पर पोट(cid:330) कराने की अनुमित समा(cid:593) हो जाएगी। ऐसे मामले म(cid:336) (cid:366)ितधारण (cid:366)माण-प(cid:361) म(cid:336) उ(cid:304)(cid:671)(cid:304)खत पुराने यान की रिज(cid:720)(cid:332)ीकरण सं(cid:421)ा भी रिज(cid:720)(cid:332)ीकरण (cid:366)ािधकारी (cid:554)ारा िनर(cid:721) कर दी जाएगी। (ख) नीचे (cid:721)(cid:641)-1 म(cid:336) िदए गए िव(cid:552)मान ख(cid:503) (चार) के (cid:725)ान पर (cid:721)(cid:641)-2 म(cid:336) िदया गया ख(cid:503) रख िदया जायेगा, अथा(cid:330)त्:- (cid:721)(cid:641)-1 (cid:721)(cid:641)-2 (िव(cid:552)मान ख(cid:503)) (एत(cid:542)्वारा (cid:366)ित(cid:725)ािपत ख(cid:503)) (चार) दोनो ं यानो ं के अिभलेखो ं का (चार) पोट(cid:330) िकये गए/(cid:366)ितधा(cid:303)रत िकये गए रखरखाव और अनुर(cid:407)ण ऐसे यानो ं के अिभलेखो ं का अनुर(cid:407)ण ऐसे रिज(cid:720)(cid:332)ीकरण (cid:366)ािधकारी का क(cid:517)(cid:330)(cid:681) रिज(cid:720)(cid:332)ीकरण (cid:366)ािधकारी का क(cid:517)(cid:330)(cid:681) होगा। होगा। (ग) ख(cid:503) (सात) म(cid:336), उप ख(cid:503) (ख) के (cid:729)(cid:700)ीकरण के प(cid:827) चात् िन(cid:635)िल(cid:304)खत उपख(cid:503) बढ़ा िदया जायेगा, अथा(cid:330)त्:- “(ग) इस िनयम के (cid:366)योजनाथ(cid:330) ”पुराना यान“ का ता(cid:523)य(cid:330) उ(cid:517)र (cid:366)देश म(cid:336) रिज(cid:720)(cid:332)ीकृ त यान से है और ”नया यान“ का ता(cid:523)य(cid:330) नये खरीदे गये यान से है।“

5. उ(cid:389) िनयमावली म(cid:336) िनयम 84 के प(cid:827) चात् िन(cid:635)िल(cid:304)खत िनयम बढ़ा िदया जायेगा, अथा(cid:330)त्:- 3िनयम 84 परिमट के गैर 84-क. (1) यिद कोई परिमट धारक अपने यान का उपयोग का उपयोग की परिमट िविधमा(cid:586)ता की अविध के भीतर िकसी अविध के िलए संशोधन सूचना नही ंकरना चाहता है तो वह िनयम 125 म(cid:336) िविहत फीस के साथ (cid:366)प(cid:361) एस0आर0 32-क म(cid:336), उपयु(cid:389) प(cid:303)रवहन (cid:366)ािधकरण को, िजसके (cid:554)ारा परिमट जारी की गयी थी, आवेदन (cid:366)(cid:721)ुत करेगा।

(2) आवेदक परिमट के गैर उपयोग हेतु आवेिदत अविध के िलए कारण उ(cid:304)(cid:671)(cid:304)खत करते (cid:352)ए वाहन पोट(cid:330)ल पर ऑनलाइन आवेदन करेगा।

(3) परिमट के गैर उपयोग की अविध (cid:366)थम(cid:778)(cid:700)या अिधकतम तीन माह की अविध के िलए होगी और त(cid:523)(cid:686)ात (cid:366)(cid:529)ेक बार िनयम 125 म(cid:336) िविहत फीस के साथ (cid:366)प(cid:361) एस0आर0 32-क म(cid:336) वाहन पोट(cid:330)ल पर ऑनलाइन आवेदन करने पर तीन माह की दो अविधयो ं के िलए होगी। िनयम 6. उ(cid:389) िनयमावली म(cid:336) िनयम 125 की सारणी म(cid:336) (cid:354)म सं(cid:421)ा 3 और उससे स(cid:638)ंिधत 125 का (cid:366)िवि(cid:700)यो ं के प(cid:827) चात्, िन(cid:635)िल(cid:304)खत (cid:354)म सं(cid:421)ा और उससे स(cid:638)ंिधत (cid:366)िवि(cid:700)याँ (cid:721)(cid:641)वार संशोधन बढ़ा दी जाय(cid:336)गी, अथा(cid:330)त्:- “3-क परिमट के गैर उपयोग के 270.00 84-क” (cid:366)(cid:466)ापन की सूचना (cid:366)प(cid:361) 7. उ(cid:389) िनयमावली म(cid:336) (cid:366)प(cid:361) एस0आर0-18 के प(cid:827) चात्, िन(cid:635)िल(cid:304)खत (cid:366)प(cid:361) बढ़ा िदया एस0आर जाएगा, अथा(cid:330)त्:- 0 18-क (cid:366)प(cid:361) एस0आर0-18-क का बढ़ाया [िनयम 51 दे(cid:304)खये] जाना पुराने यान की रिज(cid:720)(cid:332)ीकरण सं(cid:421)ा के (cid:366)ितधारण हेतु (cid:366)ितधारण (cid:366)माण-प(cid:361) (cid:366)ितधारण ((cid:303)रट(cid:336)शन) के िलए आवेदन सं(cid:421)ा ...................... िदनांक..................

एत(cid:542)्वारा उपयु(cid:330)(cid:389) विण(cid:330)त यान के रिज(cid:720)(cid:332)ीकरण सं(cid:421)ा का (cid:366)ितधारण उ(cid:517)र (cid:366)देश मोटरयान िनयमावली, 1998 के िनयम 51 के अधीन िकया जाता है। यह (cid:366)ितधारण (cid:366)माण-प(cid:361), िनग(cid:330)त होने की ितिथ से 01 वष(cid:330) तक की अविध के िलए िविधमा(cid:586) होगा। (cid:366)ितधारण (cid:366)माण-प(cid:361) की िविधमा(cid:586)ता समा(cid:593) होने की (cid:304)(cid:725)ित म(cid:336) पुराने यान की रिज(cid:720)(cid:332)ीकरण सं(cid:421)ा को नये यान पर पोट(cid:330) कराने की अनुमित समा(cid:593) हो जाएगी। ऐसी दशा म(cid:336) (cid:366)ितधारण (cid:366)माण-प(cid:361) म(cid:336) उ(cid:304)(cid:671)(cid:304)खत पुराने यान की रिज(cid:720)(cid:332)ीकरण सं(cid:421)ा भी रिज(cid:720)(cid:332)ीकरण (cid:366)ािधकारी (cid:554)ारा िनर(cid:721) कर दी जाएगी। रिज(cid:720)(cid:332)ीकता(cid:330) (cid:366)ािधकारी के ह(cid:721)ा(cid:407)र, पदनाम 4मुहर (cid:725)ान.....................

Notification No. 1/2026/85/ XXX-4-2026/30-4099(099)/36/2025/1895274 Lucknow; Dated: 30 January, 2026 The following draft rules which the Governor proposes to make in exercise of the powers under sections 28, 65, 96 and 211 of the Motor Vehicles Act, 1988 (Act No. 59 of 1988) read with section 21 of the General Clauses Act, 1897 (Act No. 10 of 1897) with a view to amend the Uttar Pradesh Motor Vehicles Rules, 1998, are hereby published as required under sub-section (1) of section 212 of the said Act of 1988 for the information of all persons likely to be affected thereby and with view to invite objections or suggestions in respect thereof;

Objections or suggestions, if any, with respect to the proposed rules should be sent in writing addressed to the Vishesh Sachiv, Parivahan Anubhag-4, Uttar Pradesh Shasan, Bapu Bhawan, Uttar Pradesh Sachivalaya, Lucknow. Only such objections or suggestions as are received within fifteen days from the date of publication of this notification in the Official Gazette shall be taken into consideration;

The persons who file their objections or suggestions in writing may appear before Vishesh Sachiv, Parivahan Anubhag-4, Uttar Pradesh Shasan, Bapu Bhawan, Uttar Pradesh Sachivalaya, Lucknow in his office room no. 434 for hearing on 17.02.2026 at 03:00 PM.

DRAFT RULES THE UTTAR PRADESH MOTOR VEHICLES (THIRTY SECOND AMENDMENT) RULES, 2026 Short title and 1.(1) These rules may be called the Uttar Pradesh Motor commencement Vehicles (Thirty Second Amendment) Rules, 2026.

(2) They shall come into force with effect from the date of their publication in the Official Gazette.

7Amendment of 2. In the Uttar Pradesh Motor Vehicles Rules, 1998,

rule 2 hereinafter referred to as the “said rules”, in rule 2,-

(a) after clause (xxii), the following clause shall be inserted,

namely:- “(xxii-a) “SARATHI Portal” means the portal developed, operated and maintained by the Government of India through National Informatics Centre (NIC) for online delivery of services like Learner License, Driving License and Conductor License etc.;”

(b) after clause (xxvii), the following clause shall be inserted, namely:- “(xxvii-a) “VAHAN Portal” means the portal developed, operated and maintained by the Government of India through National Informatics Centre (NIC) for online delivery of services like registration, fitness, permit, trade certificate, taxation of vehicles etc.;” Amendment of 3. In the said rules, after rule 11, the following rules shall

rule 11 be inserted, namely:- “Change 11-A. (1) If a driving licence holder finds of Date that his date of birth is wrongly mentioned of Birth in his licence, he may apply for change of in date of birth to any licensing authority in Driving the State, in which he resides or carries on Licence his business.

(2) This application will be submitted online on the Sarathi portal by depositing the amount of fee specified at serial no. 08 of the table to rule 32 of the Central Motor Vehicles Rules, 1989 and any one of the following documents for proof of date of birth will be mandatorily uploaded on the

Sarathi portal:-

(i) High School Certificate issued by a recognized Board; or

(ii) Birth Certificate issued by the competent authority of the 8Municipal Corporation/Municipality/Tehsil; or

(iii) Birth certificate issued by the Chief Medical Officer.

Note: If laminated card or smart card type driving licence without chip in Form 7 is issued, an additional fee of Rs. 200 will be charged.”

Rule 11-B: Endorsement to drive vehicle in Hilly Areas Any person holding a driving licence to drive any class or description of motor vehicles who is not for the time being disqualified for holding or obtaining a driving licence to drive any other class or description of motor vehicles may apply , to any licensing authority in the State, in which he resides or carries on his business, for endorsement in the driving licence to drive vehicle in a hilly area. This application will be made online on the Sarathi portal on the specified application format by depositing the amount of fee specified at Serial 08 of the table of Rule 32 of the Central Motor Vehicles Rules,

1989. A certificate of competence to drive vehicle in hilly areas will be obtained by the applicant from an accredited driving training centre or any other institution/ organization authorized by the Central or State Government to issue such certificates and shall be uploaded on the Sarathi portal along with the application. Such endorsement to drive vehicle in hilly areas shall be valid for a period of 5 years from the date of endorsement and shall be renewed for a further period of 5 years on the basis of refresher training certificate 9issued by the Centre/Institute/Institute mentioned in this rule.

Note: If laminated card or smart card type driving licence without chip in Form 7 is issued, an additional fee of Rs. 200 will be charged.

Amendment of 4. In the said rules, in the proviso to sub-rule (2) of rule 51,-

rule 51 (a) after clause (iii), the following clause shall be inserted,

namely:- “(iii)-a. Retention of Registration Number-(One) If the owner of a vehicle wishes to retain the registration number of his old vehicle for the purpose of porting it to his new vehicle of the same category, then he will apply as per the application process specified on the VAHAN portal.

(Two) On such application, the registering authority shall cancel the registration of the old vehicle while retaining the registration number of the old vehicle in favour of the owner of the vehicle and will issue a retention certificate in Form SR 18-A to the vehicle owner for retaining the registration number of the old vehicle.

(Three) The retention certificate shall be valid for a period of one year from the date of issue. In the case of the expiry of the retention certificate, the permission to port the registration number of the old vehicle to the new vehicle will expire. In such a case, the registration number of the old vehicle mentioned in the retention certificate will also be cancelled by the registering authority.”

In the said rules, after rule 84, the following rule shall

(1) If a permit holder intends not to use of Non- his vehicle for any period within the period of validity of the permit, he shall furnish the Use of application in Form SR-32-A along with the Permit fee prescribed in rule 125, to the appropriate Transport Authority by which the permit was issued.

(2) The applicant shall apply online on the VAHAN Portal for non-use of the permit for the period applied for, mentioning the reason.

(3) The period of non-use of the permit will be for a maximum period of three months in the first instance and thereafter for two periods of three months each time by applying online on the VAHAN portal in Form SR-32-A along with the fee specified in rule 125.” Amendment of 6.
