Ms. No. 310, Agriculture-Farmers Welfare (AM1), 26th December 2025, மாார்கழி 11, விசுவாாவாசு, திருவாள்ளுவார் ஆண்டு-2056.] No. SRO B-2/2026.—In exercise of the powers conferred by sub-section (4) of Section 22 of the Tamil Nadu Agricultural Produce Marketing (Regulation) Act, 1987 (Tamil Nadu Act 27 of 1989) and the proviso to Article 309 of the Constitution of India and in supersession of the Special Rules for the Tamil Nadu Agricultural Marketing Service, published with the Agriculture Department’s Notification No.SRO B.191(9.7)/89, at pages 12-13 of Part III- Section 1(b) of the Tamil Nadu Government Gazette, dated the 5th July 1989, the Governor of Tamil Nadu hereby makes the following Special Rules for the Tamil Nadu Agricultural Marketing Service (Section 45 in Volume II of the Tamil Nadu Service Manual, 2016).
2. The rules hereby re-issued shall be deemed to have come into force on and from the 2nd April 2018 in respect of the category of Senior Secretary of Market Committees and it shall come into force with effect from the date of publication in the Tamil Nadu Government Gazette in respect of the post of Secretary of Market Committees.
1. Constitution.—The service shall consist of the following categories namely:-
(i) Senior Secretary of Market Committee
(ii) Secretary of Market Committee.
2. Appointment.— (a) Appointment to the category of Senior Secretary of Market Committee shall be made,
(i) By recruitment by transfer from among the Deputy Directors of Agriculture (Extension) in the Tamil Nadu Agricultural Extension Service; and
(ii) By promotion from among the Secretaries of Market Committees in the Tamil Nadu Agricultural Marketing Service:
Provided that the appointment to the category by the methods (i) and (ii) mentioned above shall be made not exceeding 50% of the total cadre strength of the category:
(b) Appointment to the category of Secretary of Market Committee shall be made —
(i) By recruitment by transfer from among the Assistant Director of Agriculture (Extension) in the Tamil Nadu Agricultural Extension Service; or
(ii) By recruitment by transfer from among the Category-I in the Tamil Nadu Agricultural Marketing Subordinate Service:
Provided that the appointment to the category by the methods (i) and (ii) mentioned above shall be made not exceeding 50% of the total cadre strength of the category:
Provided further that the appointment to the category of Secretary of Market Committee by the method (ii) indicated above shall be made from the combined seniority list of holders of the posts in category-I in the Tamil Nadu Agricultural Marketing Subordinate Service, based on the date of their regular appointment to it.
3. Preparation of annual list of approved candidates.— For the purpose of preparation of the annual list of approved candidates for appointment to the categories in the service, the crucial date on which the candidates should have acquired the prescribed qualification shall be the 1st April of the panel year.
4. Qualifications.— No person shall be eligible for appointment to the category by the methods specified in column (1) of the Table below unless he possesses the qualifications specified in the corresponding entries in column (2) thereof:

(i) By recruitment by transfer Must possess a Degree in B.Sc. (Agriculture)
(ii) By recruitment by transfer (i) Must have completed service as Superintendent of Market or Inspector of Licensed Premises and Manager in the Tamil Nadu Agricultural Marketing Subordinate Service or both for a period of not less than five
years:
Provided that the holders of the categories of Manager in the Tamil Nadu Agricultural Marketing Subordinate Service must have worked as Superintendent of Market or Inspector of Licensed Premises or both for a period of not less than one year out of the total period of five years.
(ii) Must have passed the following tests, namely:-
(a) Government Technical Examination in Agriculture in Higher Grade;
(b) Account Test for Executive Officers; or Account Test for Subordinate Officers Part I and Part II; and
(c) Departmental Test for Agricultural Marketing Department Employees or Departmental Test conducted by the Tamil Nadu Public Service Commission;
(iii) Must have successfully completed the Market Secretaries Training Course conducted by the Government of India, Ministry of Rural Reconstruction, Directorate of Marketing and Inspection.
5. Probation.— (a) Every person appointed as Secretary of Market Committee shall from the date on which he joins duty be on probation for a total period of one year on duty within a continuous period of two years.
(b) The Director of Agricultural Marketing and Agri Business shall be the authority competent to declare the satisfactory completion of probation of the holders of the post of Secretary of Market Committee.
6. Training.— Every person appointed as Secretary of Market Committee by recruitment by transfer from the Tamil Nadu Agri Marketing Subordinate Service who is below 53 years of age shall within the period of probation undergo Foundational Course ‘B’ Training conducted at the Anna Administrative Staff College, Chennai and a pass in the test conducted at the end of the said training.
Provided further that every person appointed so above age of 53 years shall be exempted from undergoing the said training.
7. Appointing Authority.─ The Government shall be the appointing authority for the categories indicated in
rule 1 above.

HEALTH AND FAMILY WELFARE DEPARTMENT Amendments to Special Rules for the Re-designation of nomenclature of the post of Refrigeration Mechanic Grade-II as Air Condition and Refrigeration Mechanic Grade-I for Tamil Nadu Medical Subordinate Service.

Ms. No. 572, Health and Family Welfare (C2), 23rd December 2025, மாார்கழி 8, விசுவாாவாசு, திருவாள்ளுவார் ஆண்டு-2056.] No. SRO B-3/2026.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Tamil Nadu hereby makes the following amendments to the Special Rules for the Tamil Nadu Medical Subordinate Service (Section 21 in Volume III of the Tamil Nadu Service Manual, 2016)6 TAMIL NADU GOVERNMENT GAZETTE [Part III—Sec. 1(b) Amendments In the said Rules, in Part II, under "BRANCH IV - General",-
(1) in rule 1, under the heading Class IV, in Category 7, for the expression "Refrigeration Mechanic, Grade-II" the expression "Air Condition and Refrigeration Mechanic, Grade-I" shall be substituted.
(2) in rule 2, in sub-rule (a), in the tabular column, under the heading "Class IV" in column (1), for the entry "Category- 7 Refrigeration Mechanic, Grade-II" in column (1) and the corresponding entries in column (2) thereof, the following entries shall, respectively, be substituted, namely.-
(i) By promotion from the post of Air Condition and "Air Condition and Refrigeration Mechanic, Grade-I Refrigeration Mechanic Grade-II; or
(ii) By transfer from any other category or class; or
(iii) By recruitment by transfer from any other service".
(3) in ANNEXURE I (referred to in rule 4), in the tabular column, under the heading Class IV, in Category 7, for the entry "Refrigeration Mechanic, Grade-II" in column (1) and the corresponding entries relating thereto in column
(2), the following entries shall, respectively, be substituted, namely:- "Air Condition and Refrigeration Mechanic, Grade I Head of the department concerned".
(4) in rule 6, in sub-rule (a), in the TABLE, under the heading Class IV, in Category 7, for the entry "Refrigeration Mechanic, Grade-II" in column (1) and the corresponding entries relating thereto in column (2), the following entries shall, respectively, be substituted, namely:- "Air Condition and Refrigeration Mechanic, Grade-I Must not have completed the age of 45 years".
(5) in ANNEXURE II (referred to in rule 7), in the tabular column, under the heading Class IV, in Category 7, for the entry "Refrigeration Mechanic, Grade-II" in column (1) and the corresponding entries relating thereto in column (2), the following entries shall, respectively, be substituted, namely - "Air Condition and Refrigeration Mechanic, Grade-I By promotion
(i) Must possess a Diploma in Refrigeration and Air Conditioning awarded by the Directorate of Technical Education, Tamil Nadu; and
(ii) Satisfactory service for a period of not less than ten years as Air Condition and Refrigeration Mechanic, Grade-II By transfer from any other category or class or recruitment by transfer from any other service -
(i) Must possess a Diploma in Refrigeration and Air Conditioning awarded by the Directorate of Technical Education, Tamil Nadu; and
(ii) Must have practical experience in Refrigeration and Air Conditioning installing/repairing and maintenance for a period of not less than five years".Jan. 14, 2026] TAMIL NADU GOVERNMENT GAZETTE 7 Amendments to the Special Rules for the Merging and re-designation of nomenclature of the post of Air Condition Mechanic and Refrigeration Operator as Air Condition and Refrigeration Mechanic Grade-II for Tamil Nadu Medical Subordinate Service.
[G.O. Ms. No. 573, Health and Family Welfare (C2), 23rd December 2025, மாார்கழி 8, விசுவாாவாசு, திருவாள்ளுவார் ஆண்டு-2056.] No. SRO B-4/2026.— In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Tamil Nadu hereby makes the following amendment to the Rules published with the Health and Family Welfare Department Notification S.R.O No B-122/87, dated the 24th February, 1987 of Part III-section 1(b) of the Tamil Nadu Government Gazette, dated 15th April, 1987 and S.R.O No B-226/88, dated the 6th June, 1988.
Amendments In the said Rules.-
(1) for rule 1, the following rule shall be substituted namely:- "The Provision contained in the Tamil Nadu Government Servants (Conditions and Service) Act, 2016 (Tamil Nadu Act 14 of 2016) and the Special Rules applicable to the holders of the permanent posts in Branch IV of Tamil Nadu Medical Subordinate Service shall apply to the holders of the temporary post of Air Condition and Refrigeration Mechanic Grade, II in the Medical and Rural Health Services and the Medical Education Department,
subject to the modifications specified below namely:-"
(2) for rule 3, the following rule shall be substituted namely:- "3. Appointment.- Appointment to the post shall be made as follows:-
(i) By Direct Recruitment; or
(ii) By transfer from any other class or category; or
(iii) By recruitment by transfer from any other service".
(3) for rule 4, the following rule shall be substituted namely:- "4. Appointment Authority.- The appointing authority for the post shall be the Head of the department concerned".
(4) in rule 5,-
(1) for sub-rule (a), the following sub-rule shall be substituted namely:- "(a) Age.- Must not have completed the age of 32 years on the first day of July".
(ii) in sub-rule (b), in THE TABLE, under the heading "Qualifications" in column (2) against the entry "Direct Recruitment" under the heading "Methods of appointment" in column (1) thereof, the following entries shall be
substituted namely:- "Must possess a Diploma in Refrigeration and Air Conditioning awarded by the Directorate of Technical Education, Tamil Nadu".
(5) in rule 7, for the proviso, the following proviso shall be substituted namely:- "Provided that on and from
01.01.2016, the monthly pay shall be calculated in the level of pay of Rs. 19500-71900 (Level 8)".
(6) after rule 7, the following rule shall be added, namely: "Savings.- Nothing contained in these rules shall adversely affect any person holding the post as on the date".
