2. भारतीि सांजयिकीि संस्ट्थान अजधजनिम, 1959 के अंतगतय सजमजत के संबंध में धारा 8(1) के जवचाराथय जवषि इस प्रकार ह:ैं

(I) भारतीि सांजयिकीि संस्ट्थान (आईएसआई) आगामी जवत्तीि वषय (एफवाई) म ें िुरू दकए िाने के जलए इसके द्वारा प्रस्ट्ताजवत काियक्रमों/पठरिोिनाओं को तत्काल पूवयवती जवत्तीि वषय की 15 जसतम्बर तक सजमजत के समक्ष प्रस्ट्ततु करेगा । तथाजप, जवत्तीि वषय 2024-25 के जलए, काियक्रमों/पठरिोिनाओं की सूचना के साथ-साथ इनका ब्िौरा और बिटीि आवश्िकताएँ, आदि दिनांक 31-10-2023 तक सजमजत के समक्ष प्रस्ट्तुत की िाएंगी ।

(ii) सजमजत, आईएसआई द्वारा प्रस्ट्तुत दकए गए प्रस्ट्ताव की समीक्षा करेगी और उन काियक्रमों/पठरिोिनाओं, जिन्ह ें आगामी जवत्तीि वषय के जलए संस्ट्थान द्वारा िरूु दकए िाने हते ु उपििु समझा िाता ह,ै के साथ-साथ प्रत्िेक काियक्रम/पठरिोिना की बिटीि आवश्िकता की अंजतम सूची तैिार करेगी और तत्काल पूवयवती जवत्तीि वषय की तारीख 22 जसतम्ब र तक प्रस्ट्तुत करेगी । तथाजप, जवत्तीि वषय 2024-25 के जलए, सजमजत काियक्रमों/पठरिोिनाओं के साथ-साथ इनके ब्िौरे और बिटीि आवश्िकताओं आदि की अंजतम सूची मंत्रालि में दिनांक 15.11.2023 तक प्रस्ट्तुत करेगी ।

(iii) काियक्रमों/पठरिोिनाओं के प्रस्ट्तावों की समीक्षा करते समि, सजमजत आईएसआई को िह सुझाव भी िेगी दक आईएसआई द्वारा दकिा िान े वाला व् िि अनुमोदित बिट के भीतर और सामान्ि जवत् तीि जनिमों के अनपु ालन म ें तथा जवत्त मंत्रालि के समि- समि पर िथा संिोजधत अन्ि महत्वपूणय दििा-जनिेिों के अनुसार हों ।

(iv) सजमजत की बैिक प्रत्िेक जतमाही में कम-स-े कम एक बार अवश्ि आिोजित की िाएगी तादक वह आईएसआई की वतयमान में चल रही पठरिोिनाओं की समीक्षा कर सके और अपनी ठटप्पजणिों की एक प्रजत मत्रं ालि को िेत े हुए उन्ह ें आईएसआई के समक्ष प्रस्ट्तुत कर सके ।

(v) भारत सरकार द्वारा इस संबंध में समि-समि पर कोई अन्ि जिम्मेिारी सौंपी िा सकती ह ै।

3. सजमजत को भारतीि सांजयिकीि संस्ट्थान द्वारा सजचवालिी सहािता प्रिान की िाएगी । सजमजत का मुयिालि नई दिल्ली म ेंहोगा ।

4. सजमजत के गैर सरकारी सिस्ट्ि (i) व्यि जवभाग दिनांक 13/07/2017 के कािायलि ज्ञापन संयिा 19030/1/2017 -ई.

1V के अनुसार टीए/डीए (ii) पात्रता के अनुसार आईएसआई गस्ट्े ट हाउस में आवास के पात्र होंगे ।

5. सजमजत की बैिकों के आिोिन के संबंध में गैर-सरकारी सिस्ट्िों से संबंजधत व्यि, इस जवषि वस्ट्तु के अधीन सरकारी जनिमों के अनुसार, भारतीि सांजयिकीि संस्ट्थान द्वारा वहन दकिा िाएगा और सरकारी सिस्ट्िों के संबंध म ें िह उनकी पात्रता के अनुसार उनके संबंजधत मंत्रालि/संस्ट्थान द्वारा वहन दकिा िाएग । [फा. सं. आई-12011/16/2013-आईएसआई] चन्द्रिीप कुमार झा उप महाजनिेिक MINISTRY OF STATISTICS AND PROGRAMME IMPLEMENTATION

NOTIFICATION New Delhi, the 26th September, 2023 S.O. 4252(E).—In exercise of the powers conferred by sub-section (1) of Section 8 of the Indian Statistical Institute Act, 1959 (No.57 of 1959), the Central Government hereby constitutes a Committee for the period from 01.04.2023 to 31.03.2026 with the following composition:

2. The Terms of Reference (ToR) of the Section 8(1) Committee under the Indian Statistical Institute Act, 1959 are as under:- i. The Indian Statistical Institute (ISI) shall present before the Committee the programmes/projects it proposes to undertake in the upcoming Financial Year (FY) by 15th September of the immediate preceding FY. However, for FY 2024-25, the information of programmes/projects be submitted to Committee by 31- 10-2023 along with its details and budget requirements, etc.

ii. The Committee shall review the proposal presented by ISI and prepare and submit its finalized list of programmes/projects which are deemed appropriate to be undertaken by the Institute for the upcoming FY by 22nd September of immediate preceding FY along with the budget requirement for each programmes/projects. However, for FY 2024-25, the committee shall submit its finalized list of programmes/projects to the Ministry by 15-11-2023 along with its details and budget requirements, etc.

iii. While reviewing the proposals of programmes/projects, the committee shall also advise ISI that the expenditure incurred by ISI is within the approved budget and in adherence to General Financial Rules and other relevant guidelines of Ministry of Finance as amended from time to time.

iv. The Committee will meet at least once in every quarter to review the ongoing projects of ISI and submit its observations to the ISI, with a copy to the Ministry. v. Any other responsibility in the above matter, as may be assigned by the Government from time to time.

3. Secretarial assistance to the Committee shall be rendered by Indian Statistical Institute.

The Headquarters of the Committee will be at New Delhi.

4. Non-official members of the Committee shall be entitled to (i) TA/DA as per Department of Expenditure O.M. NO. 19030/1/2017-E.IV dated 13.07.2017 (ii) Accommodation in ISI guest house as per entitlement.

5. The expenditure in respect of Non-Official Members on conducting the meetings of the Committee, as per Government Rules governing the subject matter, shall be borne by the Indian Statistical Institute and that in respect of the Official Members shall be borne by their respective Ministry/Institute, as per their entitlement.
