Ministry of Tribal Affairs “DBT Tribal Portal and Tribal Scholarship Disbursement” प्रव तथ: 12 AUG 2026 12:44PM by PIB Delhi Union Minister for Tribal Affairs Shri Durgadas Uikey informed Rajya Sabha that currently, the Ministry is already leveraging the benefit of DBT Tribal Portal by accessing the data of beneficiaries submitted by the respective State/UT for monitoring and generating MIS reports for the implementation of pre-matric and post-matric scholarship schemes. The States/UTs have also been given facilities to upload queries, documents, utilization certificates, statement of expenditure etc. which has reduced processing time and reduced grievances. The details of the number of beneficiaries reported by the States/UTs on the DBT Tribal Portal for the pre-matric and post-matric scholarship schemes during the last three financial years are given at Annexure-I.
The Pre-Matric and Post-Matric Scholarship Schemes are the Centrally Sponsored Schemes and implemented through respective States/UTs. The disbursement of scholarships is carried out by the concerned State/UT through their own portal or NSP portal. The progress made through the Portal are
given as under: - i. End-to-End Digitization: Transition from paper-based processing to scheme-specific digital portals. ii. Common Data Standard: Implementation of standard data format for seamless web-service API based data sharing between States/UT portals/ National Scholarship Portal (NSP) and the DBT Tribal Portal of the Ministry iii. Faster Communication and Online Processing: Online upload of Utilization Certificates (UCs), Statements of Expenditure (SoE), and queries by States, significantly reducing processing time and administrative delays.
iv. Public Transparency & Outcome Dashboards: Integration of beneficiary and transaction data with the Performance Dashboard of the Ministry, DBT Mission, Prayas Dashboard, and NITI Aayog for outcome tracking.
The data of beneficiaries reported by the State/UTs in the DBT Tribal Portal have been useful for monitoring and generating MIS reports. Integration of National Scholarship Portal with States/UTs scholarship portal enables data validation and automated deduplication checks across schemes and databases.
Under Pre-Matric and Post-Matric Scholarship Schemes for ST students, to eliminate parking of funds at State level, minimize delays in release of scholarship, and ensure transparency of fund flow, the Ministry has adopted the SNA SPARSH Model for release of central share under Pre-Matric and Post-Matric Scholarship Scheme. This serves as a Just-in-Time Disbursement Framework under which the Central Share funds are release in "Just-in-time" as and when the bills are raised by respective State Govt for payment of scholarship. Once the bills for scholarship payment is approved, both Central Share as well asState Share fund is directly transferred from RBI account to Student beneficiary account on through DBT.
This eliminates the parking of central share funds at state level and minimize delay in disbursement of scholarship.
Under Central Sector Schemes of Scholarship implemented directly by the Ministry, a robust digital mechanism is established through the National Scholarship Portal (NSP), Ministry’s Scholarship Portal and the Public Financial Management System (PFMS) to facilitate Direct Benefit Transfer (DBT).
Removal of physical application process and manual verification by Institute/District/State authorities has streamlined approval workflows and reduced the overall application processing time. Transfer of Scholarship amount through Direct Benefit Transfer (DBT) into the beneficiary student bank accounts ensures that financial benefit reaches targeted ST students in time and without involvement of intermediaries.
