Ministry of Finance DGTS, MZU in association with Government Law College, Mumbai organises Special Event on ‘Rule of Law and Transparent Governance’ to mark India’s 80th Independence Day प्रव तथ: 14 AUG 2026 5:55PM by PIB Mumbai : Mumbai, August 14, 2026 The Directorate General of Taxpayer Services (DGTS), Mumbai Zonal Unit, in association with Government Law College, Mumbai, organised a hybrid special event on “Rule of Law and Transparent Governance” today, as part of the celebrations of India’s 80th Independence Day. The programme was organised with the objective of promoting awareness and understanding of the Rule of Law, constitutional values, transparency, accountability and responsible governance among students, legal professionals, tax practitioners, officers of CBIC and other stakeholders. The programme also sought to highlight the importance of these values in strengthening democratic institutions, public trust and responsible citizenship.

The programme commenced with the welcome of dignitaries, academicians, legal professionals, officers and students by Government Law College, Mumbai. Addressing the gathering virtually, Shri Sumit Kumar, Principal Additional Director General, DGTS, Mumbai Zonal Unit, highlighted the importance of the Rule of Law, transparency and accountability in ensuring lawful and responsible governance and strengthening public trust. His address set the context for the deliberations on “Rule of Law and Transparent Governance”. He emphasised that in tax administration, clear communication, accessibility of information and responsiveness are essential for promoting certainty, informed compliance and stakeholder confidence.

Referring to the programme being organised on the eve of the 80th Independence Day, Shri Sumit Kumar stated that the occasion provides a meaningful opportunity to celebrate the values and ideals that underpin the nation’s democratic journey and to reaffirm the collective commitment to the Constitution, democratic values, Rule of Law and responsible citizenship, which form the foundation of the Republic and democracy. He also emphasised that Independence Day reminds citizens of the responsibilities that accompany their rights and freedoms and the need to uphold constitutional values that strengthen the nation and its democratic institutions.The Special Address on “Rule of Law and Transparent Governance” was delivered virtually by Prof. (Dr.) Dilip Ukey, Vice Chancellor, Maharashtra National Law University, Mumbai. He provided valuable insights into the constitutional, legal and institutional dimensions of the Rule of Law and transparent governance. He emphasised that the purpose of democracy is the welfare of the people and not to put curbs on them. He stated that the primary objective of democracy is to bring about social and economic transformation in the lives of the people. He further emphasised that democracy and the Rule of Law are inseparable and that the notion of the Rule of Law has been rooted in India since ancient times. However, he noted that the concept has acquired new dimensions in modern times.

As the nation celebrates its 80th Independence Day, the programme served as a timely reminder of the importance of the Constitution, Rule of Law, transparency, accountability and responsible citizenship in strengthening democracy. The celebration was marked by the rendition of the National Anthem and the Maharashtra State Anthem, reflecting the spirit of patriotism and respect for the Nation and the State.

The programme witnessed enthusiastic participation from students, faculty members, legal professionals, tax professionals, officers of CBIC, academicians and other stakeholders. The discussions provided an opportunity to reflect on law, governance and public accountability, while reinforcing the importance of constitutional and democratic values.

The programme also reflected DGTS, MZU’s continued commitment to strengthening taxpayer outreach, with a focused emphasis on the MSME sector, taxpayer education and effective grievance redressal. Such engagements, including collaborations with industry and academic institutions, play a crucial role in enhancing awareness of governance frameworks, improving compliance and fostering an informed and empowered taxpayer base.
