1. (1) इन जनयमों का संजिप्त नाम भारत सरकार (कायय-आबंटन) (तीन सौ जछयासीवां संिोधन) जनयम, 2026 ह।ै
(2) ये तुरंत प्रवृत्त होंगे।
2. भारत सरकार (कायय-आबंटन) जनयम, 1961 म,ें -
(1) प्रर्म अनुसूिी म ें िीर्यक “17क. आवासन और िहरी काय य मंिालय” के पश् िात्, जनम्नजलजखत उप-िीर्यक अंतःस्ट्र्ाजपत दकए िाएगं े, अर्ातय : - “(i) रािधानी जवकास जवभाग
(ii) िहरी जवकास जवभाग”;

(2) जद्वतीय अनुसूिी म,ें - (क) “आवासन और िहरी कायय मंिालय” िीर्यक के अधीन, प्रजवजियों के स्ट्र्ान पर, जनम्नजलजखत रखा िाएगा, अर्ायत:- “क. रािधानी जवकास जवभाग
1. जनम्नजलजखत के जसवाय संघ की संपजत्तयां, िाह ेवे भूजम हों या भवन, अर्ायत:- (क) वे िो रिा मंिालय, रेल मंिालय और परमाण ु ऊिाय जवभाग और अंतररि जवभाग के हों; (ख) ऐसे भवन या भूजम, जिनके सजं नमायण या अियन के जलए जवत् तपोर्ण जसजवल संकमय बिट से जभन्न बिट से दकया गया हो;
(ग) ऐसी भूजम या भवन, जिनका जनयंिण उनके जनमायण या अियन के समय या उसके पश् िात ् स्ट्र्ायी रूप से अन् य मंिालयों और जवभागों को सौंप दिया गया हो।
2. संघ सरकार के सभी जसजवल सकं मय और भवन, जिनके अन्त गतय , सड़कों को छोड़कर और रेल मंिालय, डाक जवभाग, िरू संिार जवभाग, परमाण ुऊिाय जवभाग और अंतररि जवभाग द्वारा जनष्प ादित या उनके भवनों को छोड़कर, संघ राज्य िेिों के जसजवल संकमय और भवन भी ह।ैं
3. उद्यान कृजर् संदियाएं।
4. केन्रीय लोक जनमाणय जवभाग।
5. मंिालय के जनयंिणाधीन सरकारी होस्ट्टलों सजहत सरकारी सम्पिाओं का प्रिासन। महानगरों म ेंकायायलयों का अवस्ट्र्ापन या वहां से उनका जवसियन।
6. जवज्ञान भवन में िगह का आबटं न।
7. िार पुनवायस बािारों, अर्ायत् सरोजिनी नगर माकेट, िंकर माकेट, प्लेिर गाडयन माकेट और कमला माकेट का प्रिासन।
8. जवस्ट्र्ाजपत व्यजि (प्रजतकर और पुनवायस) अजधजनयम, 1954 (1954 का 44) के अधीन दिल्ली राष्ट्रीय रािधानी राज्य िेि में सरकार द्वारा जनर्मयत सम्पजत्तयों की बाबत पट्टा या हस्ट्तांतरण जवलेख िारी करना और पट्टा जवलेखों का संपररवतनय करना, ऐसी सम्पजत्तयों स े लगी हुई भूजम की अजतररि परट्टयों और सुधारक िेिों का आबटं न।
9. दिल्ली राष्ट्रीय रािधानी राज्य िेि में बड़े पैमाने पर भूजम के अियन, जवकास और जनपटान की स्ट्कीम।ें

1. रेल आधाररत प्रणाजलयों की तकनीकी योिना रेल मंिालय, रेल बोड य को आबंरटत कायय- मिों के अधीन रहत े हुए, बस पररवहन और सड़कों सजहत िहरी पररवहन प्रणाजलयों की योिना और समन्वय।
2. ऐसी रेल आधाररत िहरी पररवहन प्रणाजलयों से जभन् न िो भारतीय रेल द्वारा जवत् तपोजर्त ह,ैं रेल आधाररत िहरी पररवहन प्रणाजलयों के जलए अजधकतम और न्यूनतम िरों तर्ा भाड़ों का जनयतन।
3. नगर जनगम सीमाओं या दकसी अन्य संलग्न िेि के भीतर रामवे, जिसके अन्त गतय उन् नत रतु गामी राम भी ह।ैं
4. नगर और ग्राम योिना; महानगरीय िेिों की योिना और जवकास से संबंजधत जवर्य, इस िेि में अंतराष्ट्रय ीय सहकाररता और तकनीकी सहायता।

6. स्ट्र्ानीय सरकार, अर्ायत ् नगर जनगमों का (दिल्ली नगर जनगम को छोड़कर), नगर पाजलकाओं का (नई दिल्ली नगर पाजलका सजमजत को छोड़कर) और पंिायती राि संस्ट् र्ाओं को छोड़कर अन्य स्ट्र्ानीय स्ट्वायत्त िासनों का गठन और उनकी िजियां।
7. िहरी िेिों से संबंजधत (िल िजि मंिालय को सौंपे गए िल योिना और समन्वय के सम्पणू य राष्ट्रीय पररप्रेक्ष्य के अधीन रहते हुए) िल प्रिाय, मलव्ययन, िल-जनकास तर्ा स्ट्वच्छता और आबंरटत िल संसाधनों स े िुड़ाव। इस िेि म ें अंतराष्ट्रय ीय सहकाररता और तकनीकी सहायता।
8. िेिीय फ्रेमवकों और नेिनल जग्रडों की योिना और जवकास से संबंजधत सभी जवर्य।
9. िलवायु और िलवायु अनुकूलन।
10. केन्रीय स्ट् र्ानीय स्ट्व-िासन पररर्ि।्
11. आवास नीजत और काययिम तैयार करना (ग्रामीण आवास को छोड़कर, जिसे ग्रामीण जवकास जवभाग को सौंपा गया ह)ै , योिना स्ट्कीमों के कायायन्वयन का पनु र्वयलोकन, आवास, जनमायण सामग्री और तकनीक संबंधी आकं ड़ों का संग्रहण और प्रसारण, जनमायण लागत घटाने के जलए साधारण उपाय और राष्ट्रीय आवास नीजत का केन्रीय उत्तरिाजयत्व।
12. मानव बजस्ट्तयां, जिसके अंतगयत संयुि राष्ट्र मानव बस्ट्ती आयोग, एिएसएमआई, आईएिसी तर्ा आवासन और मानव-बस्ट्ती के िेि म ें अंतरायष्ट्रीय सहकाररता और तकनीकी सहायता भी ह।ैं
13. िहरी जवकास, जिसके अंतगयत मजलन बस्ट्ती सफाई स्ट्कीमें तर्ा झुग्गी-झोंपड़ी हटान े की स्ट्कीम ें भी ह।ैं इस िेि में अंतराष्ट्रय ीय सहयोग और तकनीकी सहायता।
14. केन्रीय सरकार के कमयिाररयों हते ु भवन जनमाणय अजग्रम संबंधी सभी जवर्य।
15. राष्ट्रीय सहकारी आवास पररसंघ।
16. िहरी रोिगार और िहरी गरीबी उपिमन संबंधी जवजिि काययिमों का कायायन्वयन, जिसके अंतगतय समय-समय पर बनाए गए अन्य काययिम भी ह।ैं
17. िहरी िेि स े संबंजधत राष्ट्रीय काययिम / जमिन िैस े अबनय िलै ेन्ि फंड, अमतृ , एसबीएम, एिएफए-अबयन, पीएम स्ट्वजनजध।

NOTIFICATION New Delhi, the 22nd July, 2026 S.O. 4040(E).— In exercise of the powers conferred by clause (3) of article 77 of the Constitution, the President hereby makes the following rules further to amend the Government of India (Allocation of Business) Rules, 1961,
namely: -
1. (1) These rules may be called the Government of India (Allocation of Business) Three Hundred and Eighty- sixth Amendment Rules, 2026.
(2) They shall come into force at once.
2. In the Government of India (Allocation of Business) Rules, 1961, -
(1) in THE FIRST SCHEDULE, after the heading “17A. Ministry of Housing and Urban Affairs (Awasan aur Shahari Karya Mantralaya)”, the following sub-headings shall be inserted, namely: - “(i) Department of Capital Development (Rajdhani Vikas Vibhag)
(ii) Department of Urban Development (Shahari Vikas Vibhag)”;
(2) in THE SECOND SCHEDULE,-
(a) under the heading “MINISTRY OF HOUSING AND URBAN AFFAIRS (AWASAN AUR SHAHARI KARYA MANTRALAYA)”, for the entries, the following shall be substituted,
namely:- “A. DEPARTMENT OF CAPITAL DEVELOPMENT (RAJDHANI VIKAS VIBHAG)
1. Properties of the Union, whether lands or buildings, with the following exceptions,
namely: -
(a) those belonging to the Ministry of Defence, the Ministry of Railways and the Department of Atomic Energy and the Department of Space;
(b) buildings or lands, the construction or acquisition of which has been financed otherwise than from the Civil Works Budget;
(c) buildings or lands, the control of which has at the time of construction or acquisition or subsequently been permanently made over to other Ministries and Departments.

6. Allotment of accommodation in Vigyan Bhawan.
7. Administration of four Rehabilitation Markets viz. Sarojini Nagar Market, Shankar Market, Pleasure Garden Market and Kamla Market.
8. Issue of lease or conveyance deeds in respect of Government built properties in the National Capital Territory of Delhi under the Displaced Persons (Compensation and Rehabilitation) Act, 1954 (44 of 1954) and conversion of lease deeds, allotment of additional strips of land and correctional areas adjoining such properties.

10. Delhi Development Authority.
11. Master Plan of Delhi, coordination of work in respect of the Master Plan and Slum Clearance in the National Capital Territory of Delhi.
12. Erection of memorials in honour of freedom fighters in the National Capital Territory of Delhi.
13. Development of Government colonies.
14. The Delhi Water Supply and Sewage Disposal Undertaking of the Municipal Corporation of Delhi.
15. Allotment of Government land in the National Capital Territory of Delhi.
16. Administration of Rajghat Samadhi Committee.
17. All matters relating to Planning and Development of the National Capital Region and administration of the National Capital Region Planning Board Act, 1985 (2 of 1985).

20. National Capital Regional Transport Corporation.
21. Delhi Metro Rail Corporation.

24. The Delhi Rent Control Act, 1958 (59 of 1958).
25. Delhi Urban Art Commission, the Delhi Urban Art Commission Act, 1973 (1 of 1974).
B. DEPARTMENT OF URBAN DEVELOPMENT (SHAHARI VIKAS VIBHAG)
1. Planning and coordination of urban transport systems including bus transport and roads, with technical planning of rail based systems being subject to the items of work allocated to the Ministry of Railways, Railway Board.
2. Fixing of maximum and minimum rates and fares for rail-based urban transport systems, other than those funded by the Indian Railways.
3. Tramways including elevated high speed trams within municipal limits or any other contiguous zone.
4. Town and Country Planning; matters relating to the Planning, and Development of Metropolitan Areas, International Cooperation and Technical Assistance in this field.
5. International cooperation and technical assistance for all urban matters.
6. Local Government, that is to say, the constitution and powers of the Municipal Corporations (excluding the Municipal Corporation of Delhi), Municipalities (excluding the New Delhi Municipal Committee), other Local Self-Government Administrations excluding Panchayati Raj Institutions.
7. Water supply (subject to overall national perspective of water planning and coordination assigned to the Ministry of Jal Shakti), sewage, drainage and sanitation relating to urban areas and linkages from allocated water resources. International Cooperation and Technical Assistance in this field.
8. All matters relating to Planning and Development of Regional Frameworks and National Grids.
9. Climate and climate adaptation.

11. Formulation of housing policy and programme (except rural housing which is assigned to the Department of Rural Development), review of the implementation of the Plan Schemes, collection and dissemination of data on housing, building materials and techniques, general measures of reduction of building costs and nodal responsibility of National Housing Policy.
12. Human Settlements including the United Nations Commission for Human Settlements, HSMI, IHC, and International Cooperation and Technical Assistance in the field of Housing and Human Settlements.
13. Urban Development including Slum Clearance Schemes and the Jhuggi and Jhonpri Removal Schemes. International Cooperation and Technical Assistance in this field.
14. All matters pertaining to House Building Advance for Central Government employees.
15. National Cooperative Housing Federation.
16. Implementation of the specific programmes of Urban Employment and Urban Poverty Alleviation including other programmes evolved from time to time.
17. Urban sector related National Programmes/Missions such as Urban Challenge Fund, AMRUT,SBM,HFA-Urban, PMSvanidhi.
18. All matters relating to the Housing and Urban Development Corporation (HUDCO).
19. Matters relating to Hindustan Prefab Limited.
20. National Institute of Urban Affairs.

24. Administration of the Requisitioning and Acquisition of Immovable Property Act, 1952 (30 of 1952).
25. The Public Premises (Eviction of Unauthorised Occupants) Act, 1971 (40 of 1971).

27. Administration of the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014 (7 of 2014).
28. Administration of the Real Estate (Regulation and Development) Act, 2016 (16 of
