1. सजं िप्त नाम और प्रारम्भ.—(1) इन जनयमों का संजिप्त नाम संसदीय काय य मंत्रालय, स्ट्टाफ कार चालक (जििेष श्रेणी), स्ट्टाफ कार चालक (श्रेणी-।), स्ट्टाफ कार चालक (श्रणे ी-॥), स्ट्टाफ कार चालक (सामान्य श्रेणी) भती जनयम, 2025 ह।ै

(2) य ेरािपत्र म ें उनके प्रकािन की तारीख को प्रिृत्त होंगे।

2. पदों की सख्ं या, िगीकरण और िते न मट्रै रक्स म ेंस्ट्तर.—उि पदों की संख्या, उनका िगीकरण और िेतन मैट्ररक्स म ें उनके स्ट्तर ि े होंगे, िो इन जनयमों स े उपाबद्ध अनुसूची के स्ट्तंभ (2) स ेस्ट्तंभ (4) म ें जिजनर्दयष्ट ह।ै

3. भती की पद्धजत, आय-ु सीमा और अहतय ाएं आदद.—उि पदों पर भती की पद्धजत, आय-ु सीमा, अहतय ाएं और उसस े संबंजधत अन्य बातें िे होंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) म ेंजिजनर्दयष्ट ह।ैं 5051 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]

4. जनरहतय ा.— िह व्यजि,— (क) जिसन े ऐसे व्यजि स े जिसका पजत या जिसकी पत्नी िीजित ह,ै जििाह दकया ह,ै या जििाह की संजिदा ह;ै या (ख) जिसन े अपने पजत या अपनी पत्नी के िीजित रहते हुए दकसी व्यजि से जििाह दकया ह,ै या जििाह की संजिदा ह,ै उि पद पर जनयुजि का पात्र नहीं होगा। परन्तु यदद केन्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जििाह ऐस े व्यजि और जििाह के अन्य पिकार को लागू स्ट्िीय जिजध के अधीन अनज्ञु ेय ह ै और ऐसा करन े के जलए अन्य आधार ह ैं तो िह दकसी व्यजि को इस जनयम के प्रितनय स े छूट दे सकेगी।

5. जिजर्ल करन े की िजि.—िहा ं केन्रीय सरकार की यह राय ह ै दक ऐसा करना आिश्यक या समीचीन ह,ै िहां िह उसके जलए िो कारण ह ैंउन्ह ेंलखे बद्ध करके, इन जनयमों के दकसी उपबंध को दकसी िगय या प्रिगय के व्यजियों की बाबत आदेि द्वारा जिजर्ल कर सकेगी।

6. व्यािजृ त्त.— इन जनयमों की कोई बात ऐस ेआरिणों, आय-ु सीमा म ेंछूट और अन्य ट्ररयायतों पर प्रभाि नहीं डालगे ी, जिनका केन्रीय सरकार द्वारा इस संबंध म ेंसमय-समय पर िारी दकए गए आदेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछड़ा िगो, भूतपूि य सैजनकों और अन्य जििषे प्रिग य के व्यजियों के जलए उपबंध करना अपेजित ह।ै अनसु चू ी पद का नाम पदों की सख्ं या िगीकरण िते न मट्रै रक्स म ें चयन पद ह ैया सीध े भती दकए स्ट्तर अचयन पद िान े िाल े व्यजियों के जलए आय-ु सीमा

(10) (11) प्रोन्नजत जिसके न हो सकने पर प्रजतजनयुजि प्रोन्नजत: द्वारा। िेतन मैट्ररक्स के स्ट्तर—5 (29200 – 92300 रू.) म ें ऐस े स्ट्टाफ कार चालक (श्रणे ी-।), जिन्होंन े उस श्रेणी म ें तीन िषय जनयजमत सेिा की ह ै तर्ा सुसंगत ित्रे म ें एक स े दो सप्ताह का प्रजििण सफलतापिू यक पूरा कर जलया हों। ट्रटप्पण: िहा ंऐस ेकजनष्ठ व्यजियों के संबंध म,ें जिन्होंन ेअपनी अहकय या पात्रता सेिा पूरी कर ली ह,ै प्रोन्नजत के जलए जिचार दकया िा रहा ह,ै िहा ं उनस े ज्येष्ठ व्यजियों के सबं ंध में भी जिचार दकया िाएगा परन्त ु यह तब िब दक उनके द्वारा की गई ऐसी अहकय या पात्रता सेिा, अपेजित अहकय या पात्रता सेिा के आधे स े अजधक स े या दो िषय स,े इनम ें से िो भी कम हो, कम न हो और उन्होंने अपन े ऐस े कजनष्ठ व्यजियों सजहत, जिन्होंने ऐसी अहकय /पात्रता सेिा पहल ेही परू ी कर ली ह,ै अगली उच्चतर श्रेणी म ें प्रोन्नजत के जलए अपनी पट्ररिीिा की अिजध सफलतापिू यक पूरी कर ली हो। प्रजतजनयजु ि:

केन्रीय/राज्य/संघ राज्य िेत्रों की सरकार के अधीन ऐसे अजधकारी:-— (क) (i) िो मलू काडर या जिभाग म ें जनयजमत आधार पर सदिृ पद धारण दकए हुए ह;ैं या

(ii) जिन्होंन ेमलू काडर या जिभाग म ेंिेतन मैट्ररक्स के स्ट्तर-5(29200– 92300 रू.) या समतल्ु य म ें जनयजमत आधार पर जनयुजि के पश्चात ् स्ट्टाफ कार चालक (श्रेणी-।) की श्रेणी म ें तीन िष य सेिा की ह;ै और (ख) जिनके पास जनम्नजलजखत अहतय ाएं हों, अर्ायत:—

(i) मोटर कारों के जलए जिजधमान्य चालन अनुज्ञजप्त;

(ii) मोटर यंत्र का ज्ञान (अभ्यर्ी को यान की छोटी-मोटी खराजबयों को ठीक करने के योग्य होना चाजहए); और

(iii) दकसी मान्यताप्राप्त बोडय या संस्ट्र्ा स े 10िीं किा उत्तीणय या समतुल्य। ट्रटप्पण 1: पोषक प्रिग य के ऐस े जिभागीय अजधकारी, िो प्रोन्नजत की सीधी पंजि म ेंह,ैं प्रजतजनयुजि पर जनयुजि के जलए जिचार दकए िाने के पात्र नहीं होंगे। इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जिचार दकए िान े के पात्र नहीं होंगे।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] ट्रटप्पण 2: प्रजतजनयुजि की अिजध, जिसके अंतगयत केन्रीय सरकार के उसी या दकसी अन्य सगं ठन/जिभाग में इस जनयुजि स ेठीक पहले धाट्ररत दकसी अन्य काडर बाह्य पद पर प्रजतजनयुजि की अिजध ह,ै साधारणतया तीन िषय स ेअजधक नहीं होगी। ट्रटप्पण 3: प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आय-ु सीमा आिेदन प्राप्त करने की अंजतम तारीख को 56 िषय स ेअजधक नहीं होगी। यदद जिभागीय प्रोन्नजत सजमजत ह,ै तो उसकी सरं चना। भती करन े म ेंदकन पट्ररजस्ट्र्जतयों म ेंसघं लोक सिे ा आयोग स ेपरामि य दकया िाएगा।

(12) (13) समहू ‘ख’ जिभागीय प्रोन्नजत सजमजत (प्रोन्नजत या पजु ष्ट के सबं धं म ें जिचार करन े के लाग ू नहीं होता| जलए):

1. सजचि, संसदीय काय य मंत्रालय - अध्यि;

2. जनदिे क (प्रिासन) या उप सजचि (प्रिासन), संसदीय काय य मंत्रालय - सदस्ट्य;

3. दकसी अन्य मंत्रालय या जिभाग स े नामजनदेजिती अिर सजचि या उससे ऊपर की पंजि का अजधकारी। - सदस्ट्य| ट्रटप्पण: िहा ंऊपर क्म संख्या 1 स े3 तक के सदस्ट्यों म ेंस ेकोई भी अनुसूजचत िाजत या अनुसूजचत िनिाजत स े संबंजधत नहीं ह,ै िहा ं मंत्रालय के भीतर या अन्य मंत्रालय या जिभाग स ेअनुसूजचत िाजत या अनुसूजचत िनिाजत स ेसंबंजधत एक समूह-क अजधकारी को भी जिभागीय प्रोन्नजत सजमजत के सदस्ट्य के रूप म ें सहयुि दकया िाएगा। पद का नाम पदों की सख्ं या िगीकरण िते न मट्रै रक्स म ें चयन पद ह ै सीध े भती दकए स्ट्तर या अचयन पद िान े िाल े व्यजियों के जलए आय-ु सीमा

(10) (11) प्रोन्नजत जिसके न हो सकने पर प्रजतजनयुजि द्वारा। प्रोन्नजत: िेतन मैट्ररक्स के स्ट्तर-4 (25500 – 81100 रू.) म ें ऐस े स्ट्टाफ कार चालक (श्रेणी-॥), जिन्होंन े उस श्रेणी म ें 06 िष य जनयजमत सेिा की ह ै या िेतन मैट्ररक्स के स्ट्तर -4 (25500 – 81100 रू.) म ें स्ट्टाफ कार चालक (श्रणे ी-॥) और िते न मैट्ररक्स के स्ट्तर-2 (19900– 63200 रू.) म ें स्ट्टाफ कार चालक (सामान्य श्रेणी) के रूप म ेंसंयुि रूप स े 15 िष य सेिा की ह ै और सरकार द्वारा जिजनर्दयष्ट रेड परीिा उत्तीणय कर ली ह ै तर्ा स्ट्टाफ कारों की छोटी-मोटी मरम्मत करन े के जलए मोटर तंत्र का अच्छा तकनीकी ज्ञान ह ै और सुसंगत ित्रे म ें एक स े दो सप्ताह का प्रजििण सफलतापूियक परू ा दकया ह।ै ट्रटप्पण 1: िहां ऐस े कजनष्ठ व्यजियों के संबंध म,ें जिन्होंन े अपनी अहकय /पात्रता सेिा पूरी कर ली ह,ै प्रोन्नजत के जलए जिचार दकया िा रहा ह,ै िहा ंउनस ेज्यष्ठे व्यजियों के संबंध म ेंभी जिचार दकया िाएगा परन्त ुयह तब िब दक उनके द्वारा की गई ऐसी अहकय या पात्रता सेिा, अपेजित अहकय /पात्रता सेिा के आधे स े अजधक स े या दो िषय स,े इनम ें स े िो भी कम हो, कम न हो और उन्होंन े अपन े ऐस े कजनष्ठ व्यजियों सजहत, जिन्होंन े ऐसी अहकय /पात्रता सेिा पहल े ही पूरी कर ली ह,ै अगली उच्चतर श्रणे ी म ें प्रोन्नजत के जलए अपनी पट्ररिीिा की अिजध सफलतापूियक पूरी कर ली हो। ट्रटप्पण 2: प्रोन्नजत के जलए न्यनू तम अहकय सेिा की संगणना करने के प्रयोिन के जलए, िेतन मैट्ररक्स के स्ट्तर-2 (19900—63200 रू.) म ें सिार हरकारा या स्ट्टाफ कार चालक (सामान्य श्रेणी) के रूप म ें जनयजमत आधार पर की गई सिे ा को जनयजमत आधार पर तत्सस्ट्र्ानी िेतन स्ट्तर म ें जनयुजि की प्रारंजभक तारीख स े स्ट्टाफ कार चालक (सामान्य श्रेणी) के रूप म ें की गई सेिा समझा िाएगा।6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] प्रजतजनयजु ि:

केन्रीय/राज्य/संघ राज्य िेत्रों की सरकार के अधीन ऐसे अजधकारी:— (क) (i) िो मलू काडर/जिभाग म ेंजनयजमत आधार पर सदिृ पद धारण दकए हुए ह;ैं या

(ii) जिन्होंने मूल काडर/जिभाग म ें िेतन मैट्ररक्स के स्ट्तर-2 (19900 – 63200 रू.) या समतुल्य म ें जनयजमत आधार पर जनयुजि के पश्चात ् स्ट्टाफ कार चालक (सामान्य श्रणे ी) की श्रेणी म ें नौ िषय सेिा की ह;ै और (ख) जिनके पास जनम्नजलजखत अहतय ाएं हों, अर्ायत

(i) मोटर कारों के जलए जिजधमान्य चालन अनुज्ञजप्त;

(ii) मोटर यंत्र का ज्ञान (अभ्यर्ी को यान की छोटी-मोटी खराजबयों को ठीक करने के योग्य होना चाजहए); और

NOTIFICATION New Delhi, the 25th July, 2025 G.S.R. 504(E).— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Parliamentary Affairs, Staff Car Driver (Grade I), Staff Car Driver(Grade II), Staff Car Driver(Ordinary Grade) and Dispatch Rider (Group ‘C’ posts) Recruitment Rules, 2012, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Staff Car Drivers in the Ministry of Parliamentary Affairs, namely:—— \

1. Short title and commencement.—(1) These rules may be called the Ministry of Parliamentary Affairs, Staff Car Driver (Special Grade), Staff Car Driver (Grade-I), Staff Car Driver (Grade-II) and Staff Car Driver (Ordinary Grade) Recruitment Rules, 2025.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in the pay matrix.—The number of the said posts, their classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

(a) who has entered into or contracted marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for doing so, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, ex-Servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

(ii) knowledge of motor mechanism (The candidate should be able to remove minor defects in vehicle); and

(iii) Tenth standard pass or equivalent from a recognised Board or Institution.

Note 1: The Departmental Officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion.

Note 2: Period of deputation including period of deputation in another ex- cadre post held immediately preceding this appointment in the same or some other organization or Department shall ordinarily not exceed three years.

Note 3: The maximum age-limit for appointment by deputation shall be not exceeding 56 years as on the closing date of receipt of applications.
