Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state:
(a) the total number of beneficiaries supported under the Prime Minister's Employment Generation Programme (PMEGP) and PM Vishwakarma scheme since their inception, State/UT-wise and year-wise and district-wise for Andhra Pradesh;
(b) the number of Scheduled Caste (SC) beneficiaries supported under PMEGP and PM Vishwakarma scheme since their inception, State/UT-wise and scheme, year-wise and district-wise for Andhra Pradesh; and
(c) whether the Government has conducted any assessment of the outreach and inclusion of Scheduled Castes under these schemes and if so, the details and the findings thereof along with the corrective measures undertaken to improve coverage and participation? ANSWER MINISTER OF STATE FOR MICRO, SMALL AND MEDIUM ENTERPRISES (SUSHRI SHOBHA KARANDLAJE)
(a): As per available data, the total number of beneficiaries supported under the Prime Minister’s Employment Generation Programme (PMEGP), State/UT‑wise, year‑wise and district‑wise in the State of Andhra Pradesh since FY 2017‑18 is given at Annexure I. Further, the total number of beneficiaries supported under the PM Vishwakarma scheme, State/UT‑wise, year‑wise and district‑wise in the State of Andhra Pradesh since its inception i.e. FY 2023‑24 is given at Annexure II.
(b): As per available data, the total number of Scheduled Caste (SC) beneficiaries supported under PMEGP, State/UT‑wise, year‑wise and district‑wise in the State of Andhra Pradesh since FY 2017‑18 is given at Annexure III. Further, the total number of SC beneficiaries supported under the PM Vishwakarma scheme, State/UT‑wise, year‑wise and district‑wise in the State of Andhra Pradesh since its inception i.e. FY 2023‑24 is given at Annexure IV.
(c): The Ministry conducted an evaluation study of PMEGP through a third party agency to assess the performance of the PMEGP units across all States/UTs and diverse demographic, social, and enterprise categories, including Scheduled Castes. Majority of PMEGP units reported increase in average annual income, improvement in standard of living and positive profitability across sectors over the years. Further, corrective measures undertaken by the Government to improve coverage and participation of beneficiaries including those belonging to SC category under PMEGP include the
following:: 2 : i. To facilitate greater participation of SC entrepreneurs, they are classified under Special Category of beneficiaries which are eligible for higher MM subsidy rates and lower own contribution of the project cost.
ii. Establishment of PMEGP Helpdesks at State Offices to provide real-time assistance and hand- holding support to potential beneficiaries. iii. A wide range of more than 1,000 Model of Detailed Project Reports prepared on various industries has been made available on the PMEGP portal.
iv. Awareness and outreach programmes in all the States/UTs including backward and under- performing areas, Aspirational districts, NER etc. to identify potential beneficiaries and provide handholding support during the application process.
Further, as per the findings of concurrent evaluation of the PM Vishwakarma Scheme conducted by IIM Mumbai covering a total of 11,591 beneficiaries, including scheduled castes across all States and Union Territories and incorporated feedback from stakeholders viz. bank officials, Common Service Centres (CSCs), India Post personnel and training centres, 93% reported moderate to significant increase in income following training, indicating that acquired skills translated into tangible economic benefits.
