be pleased to state:

(a) whether the Government has reviewed the cost norms under Mission for Integrated Development of Horticulture (MIDH), if so, the year of the latest revision and the existing cost norms for major interventions, category-wise; and

(b) whether the Government maintains data on empanelled vendors/agencies implementing MIDH interventions and the units established through them, if so, the details thereof, State/UT-wise and category-wise? (a): Yes. The Government has reviewed the cost norms under Mission for Integrated Development of Horticulture (MIDH) for various interventions aimed at promoting the adoption of modern horticulture technologies by farmers. The review indicated that the cost norms for various components, including protected cultivation, micro-irrigation, mulching and other horticulture development technologies, required revision in view of the escalation in the cost of inputs and materials over time. Therefore, the Operational Guidelines of the Mission for Integrated Development of Horticulture (MIDH) were revised in 2025. Under the revised guidelines, the cost norms for various interventions have been enhanced and provisions have been made for supporting the latest technologies in the horticulture sector.

(b): Under MIDH, assistance is provided on the basis of Annual Action Plans (AAPs) received from the States/UTs. The AAPs are prepared by the States/UTs in accordance with their assessed requirements, existing infrastructure, priority areas and availability of resources. The Operational Guidelines of the Mission for Integrated Development of Horticulture (MIDH) do not contain any specific provision for empaneling vendors/agencies for implementing MIDH interventions. However, under Mission Management component of MIDH, 2.5% of total annual allocation is provided to State Horticulture Missions for managing various activities at State & District level.*******
