Parliament Question: Crop Diversification in Haryana

be pleased to state:

(a) whether any special scheme or incentive programme is being implemented by the Government to promote crop diversification with the objective of water conservation, raising the incomer of farmers and promoting sustainable farming in Haryana, particularly in Sonipat and Hisar Lok Sabha Constituency and if so, the number of farmers benefitted, funds allocated and the alternate crops included thereof during the last three years;

(b) the steps taken to provide financial assistance, training, marketing facilities and technical support to farmers under the crop diversification;

(c) whether the Government has any official data of suicides committed by farmers due to reasons related to agricultural loans or indebtedness in Haryana during the last three years and if so, the year-wise and district-wise details thereof;

(d) the steps taken by the Government to prevent said incidents and to provide debt relief, availability of institutional credit, crop insurance and psycho-social support to farmers; and

(e) the details of the impact of these schemes in the Sonipat Parliamentary Constituency? ANSWER MINISTER OF STATE FOR AGRICULTURE AND FARMERS WELFARE कृ िष एवं िकसान क(cid:670)ाण रा(cid:475) मं(cid:361)ी (SHRI RAM NATH THAKUR)

(a) & (b): The Department of Agriculture and Farmers Welfare (DA&FW) is promoting diversification in Haryana through the Crop Diversification Programme (CDP) under Pradhan Mantri - Rashtriya Krishi Vikas Yojana (PM-RKVY), since 2013-14 to divert the area from water intensive paddy cultivation to alternative crops such as shree anna, pulses, oilseeds, coarse cereals etc. Ten districts in Haryana namely Ambala, Yamuna Nagar, Karnal, Kaithal, Jind, Fatehabad, Sirsa, Panipat, Kurukshetra and Sonipat are covered under CDP. A Central Share of Rs. 5204 lakhs has been allocated to the State of Haryana under CDP in the last three years. CDP being a centrally sponsored scheme is implemented by the concerned states covered under the programme and district wise beneficiary details are maintained by the state. The state has included Maize, Moong, Urd and Arhar as alternate crops for paddy in their annual action plans Under CDP, assistance is provided for alternative crop demonstrations, farm mechanization & value addition, site-specific interventions and contingency activities related to awareness generation & capacity building.

In addition to the above, The Government of India is encouraging crop diversification among the farmers through the state governments to grow crops such as coarse cereals, Shree Anna (millets) under the National Food Security & Nutrition Mission(NFSNM), Pulses under Mission for Atmanirbharata in Pulses, oilseeds under the National Mission on Edible Oil (NMEO-OS) and horticultural crops under the Mission for Integrated Development of Horticulture (MIDH). The State Government of Haryana has informed that in addition to various other interventions, the state is also implementing its scheme ‘Mera Pani Meri Virasat’ (MPMV) to provide incentives and bonuses to farmers for crop diversification.

(c) to (e): The National Crime Records Bureau (NCRB) under the Ministry of Home Affairs compiles and disseminates information on suicides in its publication titled ‘Accidental Deaths and Suicides in India’ (ADSI). The report upto 2024 is available on NCRB website (https://ncrb.gov.in).

The Government has introduced yield-based Pradhan Mantri Fasal Bima Yojana

(PMFBY) and weather index based Restructured Weather Based Crop Insurance Scheme

(RWBCIS) from Kharif 2016 to provide financial support to farmers suffering crop loss/damage arising out of natural calamities, adverse weather incidence and to stabilize the income of farmers etc. This scheme is voluntary for State/UTs as well as farmers.

Further, it is State Government’s prerogative to notify districts and crops for implementation, as per the provisions of PMFBY. The scheme is being implemented in 25 States/UTs. All willing farmers are eligible to enroll under the scheme.

Agriculture is a State Subject. However, the Government of India is supplementing the states through a comprehensive range of Central Sector and Centrally Sponsored Schemes and programmes aimed at increasing farmers’ income across all States/UTs including Haryana, encompassing entire spectrum of agriculture, including credit, insurance, income support, infrastructure, crops (including horticulture), seeds, mechanization, marketing, organic and natural farming, farmer collectives, irrigation, extension, procurement of crops from farmers and digital agriculture.
