be pleased to state:

(a) the details of the total cultivable land available in the country during the last five years, State-wise;

(b) the details of the average income of an agricultural household during the last five years, State-wise;

(c) the details of the measures taken to increase the income of farmers engaged in agriculture, and the percentage of rural households dependent on agriculture for their livelihood;

(d) whether the Government will consider running any special scheme for the farming households of West Champaran district of Bihar; and

(a): As per the latest Land Use Statistics 2024-25, published by the Department of Agriculture and Farmers Welfare, the State/UT-wise details of cultivable land across the country, during the last five years are given in the Annexure-I.

(b) & (c): The number and average monthly income of agricultural households in the country are periodically estimated through the “Situation Assessment Survey (SAS) of Agricultural Households”, conducted by the National Statistics Office (NSO), Ministry of Statistics and Programme Implementation (MoSPI). As per the latest Situation Assessment Survey (January, 2019 – December, 2019) conducted by MoSPI through 77th round of NSS in the rural areas, the estimated number of rural households in the country is 17.24 crore , out of which 9.30 crore are agricultural households, constituting about 54 per cent of the total rural households in the country. These agricultural households derive their livelihood primarily through agricultural activities.As per Situation Assessment Survey, the average income per agricultural household from various sources was estimated at Rs. 10,218/- per month. The State/UT‑wise average monthly income per agricultural household from different sources is given in the Annexure II. Since the last SAS was conducted in 2019, the extent of average monthly income per agricultural household during the last three years is not available.

(d) & (e): Agriculture is a State Subject. Government supports the efforts of States through appropriate policy measures, budgetary support and various schemes/ programmes to enhance the welfare of farmers and make agriculture more remunerative across the country including West Champaran district of Bihar. The Government has implemented several policies and developmental programmes to increase agricultural productivity, reduce the cost of cultivation, promote crop diversification, ensure remunerative returns and provide income support to farmers.

These initiatives cover the entire spectrum of agriculture including credit, insurance, income support, infrastructure, crops including horticulture, seeds, mechanization, marketing, organic and natural farming, farmer collectives, irrigation, extension activities, procurement of crops etc. Additionally, Government had increased MSPs for all mandated Kharif, Rabi and other Commercial crops with a minimum return of 50 percent over cost of production from 2018-19 onwards.
