Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) the total area of Delhi Development Authority (DDA) land under encroachment in Delhi?
(b) the action taken by the DDA to remove the said encroachments;
(c) whether any system of drone surveillance has been introduced to monitor illegal construction on agricultural land in NCT of Delhi and if so, the details thereof; and
(d) the number of cases of illegal construction detected following such drone surveillance along with the action taken by the Government in the said cases? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU)
(a): Encroachments on DDA land are dynamic in nature and the extent of land under encroachment varies due to continuous removal drives, fresh instances of encroachment and periodic verification.
(b): DDA undertakes demolition and eviction actions on a regular basis, with the assistance of the Delhi Police and other concerned agencies, wherever required. In cases involving demarcation of land, matters pending before Courts, or issues requiring decisions of the competent authorities, including the Religious Committee/GNCTD, further action is taken after completion of the requisite formalities and subject to the outcome of such proceedings.

(c): A five-year tripartite Memorandum of Understanding (MoU) was signed on 29.08.2024 among DDA, MCD and the Survey of India for carrying out biannual drone re-surveys of the entire NCT of Delhi, supported by a Project Management Unit for the development of a comprehensive GIS/LIS-based land management and monitoring system. The survey commenced in 2024. The first round has been completed and the second round is presently in progress. Periodic drone surveys will be done with the intention of monitoring illegal constructions.
(d): Detection of encroachments through drone surveys requires comparison of data from at least two survey cycles. The second round of the drone survey is presently in progress. Efforts to use the change detection technologies with the help of Survey of India and other agencies are being undertaken.
