GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS LOK SABHA UNSTARRED QUESTION NO. 2046 TO BE ANSWERED ON JULY 30, 2026 FUND ALLOCATION FOR ANDHRA PRADESH UNDER PMAY-U NO. 2046 SHRI SRIBHARAT MATHUKUMILLI:
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) the details of Central Assistance sanctioned, released and utilised under Pradhan Mantri Awas Yojana - Urban (PMAY-U) along with the number of houses sanctioned, grounded and completed, State/UT-wise including Andhra Pradesh, particularly for Visakhapatnam district;
(b) the reasons for Andhra Pradeshโs completion rate remaining significantly lower than several other States despite having one of the highest numbers of houses sanctioned in the country;
(c) whether this gap is attributable to shortage of Central funds released, delays in State-level fund utilisation, land-related issues, contractor non- performance or technical/planning capacity constraints and if so, the details thereof, State/UT-wise, particularly district-wise for Andhra Pradesh;
(d) the time-bound action plan, if any, to expedite completion of pending houses across Andhra Pradesh, particularly in Visakhapatnam; and
(e) whether any additional financial or technical assistance is proposed and if so, the details thereof? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU)
(a) to (e): Ministry of Housing and Urban Affairs (MoHUA) has been implementing Pradhan Mantri Awas Yojana - Urban (PMAY-U) since
25.06.2015 to provide all weather pucca houses with basic civic amenities to eligible urban beneficiaries across the country. Based on the learnings from the experiences of implementation of PMAY-U, MoHUA has revamped the scheme and launched PMAY-U 2.0 โHousing ...2/--2- for Allโ Mission with effect from 01.09.2024 for implementation in urban areas across the country to support 1 crore additional eligible beneficiaries. Based on the project proposal submitted by States/UTs, a total of 127.68 lakh houses under PMAY-U and PMAY-U 2.0 have been sanctioned by the Ministry. Out of which, 121.03 lakh houses have been grounded and
99.07 lakh are completed/ delivered to the beneficiaries across the country as on 13.07.2026. Under PMAY-U 2.0 a total of 16.20 lakh houses have been sanctioned across the country with the Central Assistance of โน23,383 crores.
PMAY-U has been extended up to 30.09.2026 only for the completion of houses sanctioned on or before 31.03.2024 and started on or before
31.12.2025. Based on the project proposals submitted by State of Andhra Pradesh, a total of 19.07 lakh houses have been sanctioned under PMAY-U, of which 3.71 are non-starter houses. Against the 15.36 lakh started houses, a total of 11.38 lakh houses have been completed and 10.75 lakh houses are occupied, so far.
Under PMAY-U, the State is eligible for a maximum Central Assistance of โน23,507.44 crore for started houses. However, Central Assistance amounting to โน23,665.79 crore has already been released to the State, resulting in an excess release of โน158.35 crore. Accordingly, the Government of Andhra Pradesh has been requested to refund the excess amount released by the Ministry. Furthermore, any excess amount available with State Government is adjusted against further releases under PMAY-U/PMAY-U 2.0.
Under PMAY-U 2.0, a total of 61,084 houses have been sanctioned in the State of Andhra Pradesh, out of which 43,947 houses have been grounded. Of these, 1,980 houses have been completed/delivered to the beneficiaries. Further, Central Assistance amounting to โน882.32 crore has been sanctioned, of which โน406.39 crore has been released to the State.
...3/--3- A total of 1,87,595 houses have been sanctioned for the district of Vishakhapatnam, of which 49,270 are non-starter. Out of 1,36,908 started houses, 1,09,094 have been completed. The committed Central Assistance is โน2,930 crore of which, โน2,289 crore has already been released. The details of houses sanctioned, grounded and completed along with Central Assistance approved, released and utilized under the schemes across the country including Andhra Pradesh are at Annexure.
The progress of the scheme can also be accessed on the PMAY-U dashboard (https://dashboard.pmay-urban.gov.in).
The timeline for completion of houses/projects varies from State to State and it generally takes 12-36 months in different verticals of the scheme and as per Detailed Project Reports (DPRs) of respective projects.
The completion timeline for houses depends on various factors like availability of encumbrance free land, financial constraints of States and beneficiaries, issues related to trunk infrastructure, increase in the cost of construction materials, delays in obtaining statutory clearances/No Objection Certificates (NOCs) and disruptions caused by unforeseen circumstances including State of Andhra Pradesh and Vishakhapatnam. The Ministry conducts regular reviews with the States/UTs to monitor progress of implementation of the scheme and expedite completion & occupancy of sanctioned houses within the stipulated timeline.
