Will the Minister of Women and Child Development be pleased to state:

(a) whether the funds allocated under POSHAN Abhiyan and the Integrated Child Development Services (ICDS) are not being fully and effectively utilised in Sonipat and Hisar Parliamentary Constituencies in Haryana;

(b) if so, the details of the funds approved, released/utilised indicating the number of Anganwadi Centres and number of Pregnant/Lactating mothers and children benefited in the said Parliamentary Constituencies during the last three years, year-wise;

(c) the details of the steps taken by the Government for strengthening Anganwadi Centres, preventing malnutrition/providing quality nutrition services to pregnant/lactating women and children in the said constituencies;

(d) the details of the underutilisation of funds along with the corrective measures being taken by the Government to address them; and

(e) whether the Government is implementing any special action plan to ensure effective implementation of the schemes, improvement in nutritional outcomes and timely utilisation of the funds, if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF WOMEN AND CHILD DEVELOPMENT (SHRIMATI SAVITRI THAKUR)(a) to (e) In the 15th Finance Commission, components of nutritional support for children below the age of 6 years, pregnant women and lactating mothers, Adolescent Girls (14 – 18 years); Early Childhood Care and Education [3-6 years]; Anganwadi infrastructure including modern, upgraded Saksham Anganwadi, Poshan Abhiyaan and Scheme for Adolescent Girls were reorganised under Mission Saksham Anganwadi and Poshan 2.0.

Under Mission Saksham Anganwadi and Poshan 2.0, a package of six services i.e Supplementary Nutrition (SNP), Pre-school Non-formal Education, Nutrition & Health Education, Immunization, Health Check-up, and Referral Services are provided to the eligible beneficiaries through Anganwadi Centres across the country including State of Haryana. Three of the six services, viz., Immunization, Health check-up and Referral Services are related to health and are provided through National Health Mission (NHM) & Public Health Infrastructure. These services are

provided to the eligible registered beneficiaries i.e children up to the age of 6 years, Pregnant Women and Lactating Mothers across the country and Adolescent Girls in the age group of 14 to 18 years in Aspirational Districts of States and all districts of North Eastern Region through the platform of Anganwadi Centre.

Under Mission Saksham Anganwadi and Poshan 2.0, two lakh Anganwadi Centres (AWCs) located in Government buildings have been sanctioned including 2,804 AWCs in the State of Haryana for upgradation as Saksham Anganwadis for delivery of improved nutrition and for Early Childhood Care and Education in the 15th Finance Commission cycle. Saksham Anganwadis are

provided with infrastructure such as LED screens, water filtration system, Poshan Vatika, Early Childhood Care and Education (ECCE) material and Building as Learning Aid (BALA) paintings.

Under Mission Saksham Anganwadi and Poshan 2.0, various steps have been undertaken to improve the infrastructure facilities at Anganwadi Centres (AWCs). During 15th Finance Commission cycle, 40,000 Anganwadi Centres have been sanctioned for construction in convergence with MGNREGS.

Further, States/UTs have also been advised to continue to tap funds for construction of AWC buildings from various schemes such as Member of Parliament Local Area Development Scheme

(MPLADS), Rural Infrastructure Development Fund (RIDF), Finance Commission Grants to Panchayati Raj Institutions, Multi- Sectoral Development Programme (MSDP) of Ministry of Minority Affairs, etc.

The Ministry has introduced ‘Poshan Tracker’ digital application as an important governance tool for real time monitoring and tracking of all Anganwadi Centres (AWCs), Anganwadi Workers

(AWWs) and beneficiaries on defined indicators under Mission Saksham Anganwadi and Poshan

2.0. Poshan Tracker app has enabled the Ministry to review the implementation of the scheme on various parameters and to make course correction. It has facilitated near real time data collection for Anganwadi Services such as, opening of AWCs, daily attendance of children, ECCE activities,Growth Monitoring of children, Provision of Hot Cooked Meal (HCM) and Take-Home Ration

(THR), Growth Measurement etc.

The district wise details of beneficiaries, infrastructure facilities, service delivery at anganwadi centres etc across the country including State of Haryana can be accessed from Poshan Tracker at

https://www.poshantracker.in/statistics.

Mission Saksham Anganwadi and Poshan 2.0 is a Centrally Sponsored scheme. Central Government is responsible for the overall planning and policy under the scheme whereas its day to day implementation falls under the ambit of State Government or UT administration. State and UT wise details of funds released and utilized in the last three years under Mission Saksham Anganwadi and Poshan 2.0 is placed at Annexure.

Ministry has created a dedicated portal for submission of Utilization Certificate (UCs) and Statement of Expenditure (SOE), so as to ensure that all the UCs and SOEs are available at a single place for effective monitoring of funds utilization. Also, sustained engagement/ video conferences are held with all States and UTs regularly to monitor the utilization of funds under various components.

Further, to improve transparency and accountability, Mission Saksham Anganwadi and Poshan

2.0 has been onboarded on SNA SPARSH which works on ´just in time´ method.
