Parliament Question: International Cooperation on Digital Public Infrastructure

GOVERNMENT OF INDIA MINISTRY OF EXTERNAL AFFAIRS LOK SABHA UNSTARRED QUESTION NO- 3291 ANSWERED ON- 07/08/2026 INTERNATIONAL COOPERATION ON DIGITAL PUBLIC INFRASTRUCTURE

3291. SHRI MITESHBHAI RAMESHBHAI PATEL:

Will the Minister of EXTERNAL AFFAIRS be pleased to state:

(a) the number of countries with which India has signed Memoranda of Understanding or cooperation agreements for Digital Public Infrastruc- ture (DPI), along with the key areas of cooperation;

(b) the key details of all such agreements;

(c) the progress made in the implementation of these agreements, in- cluding the deployment of India's digital public goods and capacity-build- ing initiatives in partner countries;

(d) the institutional framework adopted for coordinating DPI partner- ships with partner countries and the concerned Ministries and agencies; and

(e) the roadmap for expanding India's international cooperation on Di- gital Public Infrastructure, particularly with countries of the Global South for the next three years? 1ANSWER THE MINISTER OF STATE IN THE MINISTRY OF EXTERNAL AFFAIRS (SHRI KIRTI VARDHAN SINGH)

(a) The framework inter-Governmental Memorandum of Understanding

(MoU) on Digital Public Infrastructure (DPI), titled “Cooperation in the Field of Sharing Successful Digital Solutions Implemented at Population scale for Digital Transformation” has been signed with 24 countries till date to facilitate the exchange of experiences, best practices, and India Stack technology solutions.

(b) The key objective of the framework MoU on DPI is to advance digital transformation for the benefit of partner countries through capacity building for public officials, exchange of best practices, development of pilot solutions, facilitation of private sector contacts, among others.

(c) The Government regularly facilitates study visits and technical interactions for delegations from partner countries, enabling their engagement with key DPI institutions in India, such as the Unique Identification Authority of India (UIDAI), the National e-Governance 2Division (NeGD) of MeitY, the National Payments Corporation of India

(NPCI) etc. These engagements enable partner countries to draw on India’s experience in developing their DPI and to discuss collaboration opportunities and implementation modalities for DPI solutions. Some of the recent visits include delegations from Sri Lanka, Kenya, Rwanda, Nepal, Indonesia, and South Africa. DPI-based projects funded by GoI are currently being implemented in Sri Lanka, Myanmar, Kenya, and Guyana;

with DPI projects under finalisation with Mauritius and Seychelles. (d & e) The roadmap for cooperation on DPI is developed in close consultation with the respective partner countries, as India’s developmental cooperation model is demand driven and as per the needs, priorities and aspirations of partner countries. Finalisation of individual DPI solutions with partner countries is coordinated through technical discussions with their designated authorities, for which representatives of concerned Ministries and agencies are invited to participate, as required.
