(a) whether the Government has implemented the single-window Krishi Nivesh Portal to automate the processing of private agro-industrial investments;

(b) if so, the details of the automated tracking modules used to streamline the verification of industrial eligibility for multiple Central subsidies;

(c) the details of the structural checks deployed to curb administrative duplicity and speed up local clearance timelines for food processing warehouse setups;

(d) the criteria used to prioritize project approvals for infrastructure developments planned within identified aspirational blocks and tribal zones;

(e) the details of the measures taken to cross-verify investor financial capability documentation dynamically with Central banking and tax records for validation; and

(a) to (f): A statement is laid on the Table of the House.STATEMENT REFERRED TO IN REPLY TO PART (a) TO (f) OF LOK SABHA STARRED QUESTION NO. 326 FOR 11TH AUGUST, 2026 REGARDING KRISHI NIVESH PORTAL

(a) to (e) : Yes. The Department of Agriculture & Farmers Welfare has developed the Krishi Nivesh Portal as a digital information platform to serve as a repository of information on investment opportunities through eligible Central and State Government schemes, incentives, policies related to agriculture and allied activities. It provides scheme-wise information, eligibility conditions, implementing agencies, operational guidelines and links to the respective portals, as applicable, thereby enabling prospective investors to make informed investment decisions. At present 19 schemes/ programmes related to investment in Agriculture and Allied activities implemented by various Ministries of the Government of India have been on boarded on the Krishi Nivesh Portal. The Portal does not automate the processing of investment proposals or the verification of beneficiary/investor’s financial capacity or eligibility for subsidies or incentives administered by different Ministries or implementing agencies.

Appraisal, verification, clearance and approval relating to applications submitted to avail benefits under various schemes is undertaken by the respective Ministries, Departments, State Governments, Financial Institutions and other Competent Authorities in accordance with the applicable scheme guidelines, rules and procedures. Any geographical prioritization or preferential treatment is governed by the guidelines of the respective Scheme.

(f): Private-sector capital expenditure commitment towards rural infrastructure modernization depends on various factors including availability of basic infrastructure, access to finance, regulatory framework, technical / digital connectivity, social and environmental considerations, market potential, risk perceptions etc. However, the Government of India supports comprehensive investments in rural infrastructure through various schemes and programmes.

The Agriculture Infrastructure Fund (AIF) of the Department of Agriculture and Farmers Welfare facilitates medium and long-term financing through eligible lending institutions for the creation of post-harvest infrastructure at the farm-gate and viable farming assets including warehouses, cold storages, processing units, godowns and logistics facilities. The scheme provides loans at an interest rate capped at up to 9% with 3% interest subvention and credit guarantee coverage up to ₹2 crore. As on 15.07.2026, total 2,08,828 agriculture infrastructure projects have been sanctioned under AIF, with a loan amount of ₹93,374.35 crore and investment mobilization of ₹161,537.22 crore. The sanctioned projects include 31,164 Processing Centers, 18,810 Warehouses, 190 Silos, 4,547 Sorting & Grading Units, 3,075 Cold Stores & Cold Chains along with other infrastructure projects, including logistics vehicles, pack houses, ripening chambers etc. AIF has significantly augmented rural storage capacity, reduced post-harvest losses, improved food security, and facilitated scientific storage of agricultural produce closer to the farm gate thereby reducing distress sale and enhancing price realization.In addition, the Integrated Scheme for Agriculture Marketing (ISAM) supports State governments in governing the agricultural produce marketing through creation and improvement of market structures, capacity building and generating access to market information through sub schemes namely Agriculture Marketing Infrastructure (AMI) and e- NAM (National Agriculture Market). Under Agriculture Marketing Infrastructure (AMI) scheme, creation of post-harvest marketing infrastructure including modern warehouses infrastructure is promoted across the country. Under the scheme, subsidy @ 33.33% for NER, Hilly Areas, Women/SC/ST promoters, PACS & FPOs etc. and @25% for others are

provided for eligible projects. The National Agriculture Market (e-NAM), is an all-India electronic trading (e-trading) portal which virtually integrates physical Agricultural Produce Market Committees (APMCs). The platform provides farmers access to a larger pool of buyers through transparent online bidding, better price discovery and direct payment of sale proceeds into their bank accounts. The platform also facilitates inter-State trade by enabling buyers across the country to participate in online bidding. From 2014-15 and up to

10.07.2026, a total of 16814 godowns with a capacity of 504.44 lakh MT have been assisted and subsidy of ₹ 3488.37 crore has been released. Further, 9884 marketing infrastructure projects (other than storage) have been assisted, and subsidy of ₹ 1147.51 crore has been released. As on 30th June 2026, 1.89 crore farmers and 2.78 lakh traders are registered on e-NAM.

The Mission for Integrated Development of Horticulture (MIDH) is a Centrally Sponsored Scheme being implemented w.e.f. 2014-15, for holistic growth of the horticulture sector covering fruits, vegetables, root and tuber crops, mushrooms, spices, flowers, aromatic & medicinal plants, coconut, cashew, cocoa. The Scheme envisages support for creation of post-harvest management (PHM) and marketing for better price realization of produce. From 2014-15 to 2025-26, 1,009 nurseries, 1.65 lakh post-harvest units, 22,226 market infrastructure units and 1,949 cold storages with a capacity of 8.50 million tonnes have been established.

The National Horticulture Board (NHB) implements credit-linked back-ended subsidy schemes to promote the creation of modern infrastructure across the horticulture value chain, including production, post-harvest management, and scientific storage of horticultural produce. Financial assistance ranging from 35% to 50% of the eligible project cost is provided for establishing commercial horticulture projects such as protected cultivation, pack houses, grading and packing units, primary processing units, ripening chambers, and reefer vehicles.

Assistance is also provided for the establishment and modernisation of Cold Storages, Controlled Atmosphere (CA) Storages, and Onion Storages with a capacity exceeding 5,000 metric tonnes at the rate of 35% of the eligible project cost, which is enhanced to 50% for Northeastern, Hilly and Scheduled Areas. These interventions strengthen post-harvest infrastructure, reduce post-harvest losses, improve storage and marketing facilities, and enable better price realisation for horticultural produce. Since 2016-17, a total of 3440 Protected Cultivation Projects with a subsidy of ₹933.46 Crores covering 5094.94 Acres, 303 Post Harvest Management projects with a subsidy of ₹. 51.13 Crores and 354 Primary Processing Units with a subsidy of ₹47.55 Crores have been created. 539 Cold Storages with a capacity of 32.75 LMT have been created with a subsidy of ₹.834.45 Crores.The National Mission on Edible Oils (NMEO)-Oil Seeds supports and strengthens the value chain through support for seed production, post-harvest management, processing and value addition. The Mission promotes investment in oil extraction by providing financial assistance for the establishment of oil mills and extraction units at 33% of the project cost, subject to maximum assistance of ₹9.90 lakh per unit, thereby fostering the growth of agro- based industries. During 2025–26, financial assistance was provided for the establishment of 400 oil mills under the Mission.

The Ministry of Food Processing Industries (MoFPI) is driving transformation in India's agri-value chain through three flagship schemes. Under the Pradhan Mantri Kisan SAMPADA Yojana (PMKSY), as on 30.06.2026, the Ministry has sanctioned 1,735 projects under component schemes with a total project cost of ₹ 33,163.34 cr and approved grant in aid/subsidy of ₹ 9,258.60 Crores. Under the Scheme, the country's food preservation and processing capacity has risen twenty-six-fold, from 10.64 lakh metric tonnes per year before 2014 to 283.94 lakh metric tonnes per year as on 30.06.2026. Under the scheme The Pradhan Mantri Micro Food Processing Enterprises (PMFME) Scheme, launched in 2020- 21, has strengthened micro-enterprises closer to the farm gate, with 2.0 lakh loans sanctioned with a project cost of ₹20,400 crore, seed capital of ₹1,438.28 crore approved for over 4.18 lakh members. Under the Production Linked Incentive Scheme for Food Processing Industry (PLISFPI), as on 30.06.2026 total 163 proposals under different categories have been approved. These proposals have a committed investment of ₹ 7722 Crores.

The Animal Husbandry Infrastructure Development Fund (AHIDF) promotes agro- based industries by supporting investment in dairy and animal husbandry infrastructure through eligible entrepreneurs, FPOs, MSMEs, cooperatives and private companies to establish and modernize processing and value addition facilities. It encourages private sector participation, generates rural employment, and enhances farmers' income through value addition and improved market linkages. As on date, 591 projects have been approved under the AHIDF, involving a total project cost of ₹23,693.87 crore and term loans of ₹16,410.01 crore. Interest subvention of ₹678.11 crore has been released under the scheme.

The Department of Fisheries is implementing Fisheries and Aquaculture Infrastructure Development Fund (FIDF) since 2018-19 with outlay of ₹ 7522.48 crore to strengthen fisheries infrastructure through concessional finance and interest subvention for enhanced production, value addition, market access and employment. The Department has so far approved 253 projects with a total project cost of ₹6657.58 crores under the Scheme. Of these, projects involving eligible loans amounting to ₹4039.72 crores have been approved for interest subvention to support export promotion-related fisheries infrastructure established by various private companies and entrepreneurs across the country.

The Department of Rural Development (DoRD) has undertaken significant measures to modernize rural infrastructure and strengthen livelihoods. The Department is implementing Pradhan Mantri Gram Sadak Yojana (PMGSY) and Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) across the country. With the launch of theViksit Bharat Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB- GRAM G), effective from July 2026, the focus has shifted toward sustainable works in water security, core rural infrastructure, livelihood-related assets and mitigation of extreme weather events, ensuring poverty alleviation through durable infrastructure and employment generation.

Pradhan Mantri Gram Sadak Yojana (PMGSY) is a special intervention to provide all weather road connectivity to eligible unconnected habitations in the country. The Government launched PMGSY-IV in September 2024, for the period of 2024-25 to 2028-29, targeting unconnected habitations with a population of 500+ in plain areas and 250+ in Special Category areas as per Census 2011. Since inception of PMGSY, a total of 7,97,196 kms road length (1,85,656 roads and 10,421 bridges) have been completed till now. Under MGNREGS, more than 907 lakh assets have been created in from FY 2014-15 to FY 2026- 27 till 30-06-2026. Also, creation of individual assets was 17.6% in FY 2013-14 which increased to 63.62% in FY 2026-27 (as on 30.06.2026).

Together, these initiatives collectively contribute towards development of rural infrastructure and ensuring long-term livelihood security. ***********
