Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:

(a) the details of the milestones achieved under the Namo Bharat Regional Rapid Transit System (RRTS), particularly following the full operationalisation of the 82-kilometre Delhi-Ghaziabad-Meerut corridor in February, 2026;

(b) the details of the current ridership metrics and punctuality standards including the framework for multimodal convergence with existing metro networks and bus terminals to facilitate seamless commuter mobility;

(c) the details of the current status and projected roadmap for the subsequent Phase-I corridors and the proposed linkage to Jewar Airport to ensure interoperable regional connectivity; and

(d) the details of the specific interventions implemented by the National Capital Region Transport Corporation (NCRTC) to foster transit- oriented development, integrate renewable energy solutions and provide inclusive fare structures for marginalised categories? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU)

(a): The 82.15 Km long India’s first Namo Bharat Regional Rapid Transit System (RRTS) corridor namely, Delhi-Ghaziabad-Meerut RRTS corridor (which includes 23 km of Meerut metro network on same infrastructure) has become fully operational since February, 2026.

(b): National Capital Region Transport Corporation Ltd. (NCRTC), the implementing agency for Namo Bharat RRTS, has informed that as on date, over 3.8 crores commuters have availed the Namo Bharat services since beginning of operation with a punctuality level of over 99%. Further, on Delhi-Ghaziabad-Meerut Namo Bharat RRTS corridor, effective multi- modal integration has been established with 03 Metro lines, 02 Railway stations and 04 Bus terminals, conforming to the guidelines outlined by Unified Traffic and Transportation Infrastructure (Planning and Engineering) Centre, DDA.

(c): In Phase-I, three Namo Bharat RRTS corridors have been prioritized namely, (i) Delhi-Ghaziabad-Meerut, (ii) Delhi-Gurugram-Alwar and (iii) Delhi-Panipat. The Delhi-Ghaziabad-Meerut Namo Bharat RRTS corridor is fully operational since February, 2026. Further, NCRTC has submitted the Detailed Project Reports (DPRs) for the Namo Bharat RRTS corridors from Delhi to Karnal, Delhi to Bawal, Bawal to Behror and Ghaziabad to Noida International Airport. The Namo Bharat RRTS projects are cost intensive proposals and therefore, undergo intensive examination at different levels in Central Government. After such examination, Central Government considers financial assistance to RRTS projects, based on feasibility of the proposal and availability of resources.

(d): NCRTC has informed that it has implemented several specific interventions across the Delhi-Ghaziabad-Meerut Namo Bharat RRTS corridor, such as, (i) TOD Zones of the Delhi-Ghaziabad-Meerut have been delineated and notified in Masterplans of Ghaziabad and Meerut along with special areas for TOD, (ii) Under Delhi TOD policy, 2021, NCRTC has prepared Influence Zone Plans (IZP) for the TOD Nodes at Jangpura and Sarai Kale Khan. Further, as per provisions of Delhi TOD Policy, 2026, any new RRTS corridor will automatically be considered under TOD in Delhi.

NCRTC has further informed that a cumulative rooftop solar capacity of

7.8 MWp has been successfully installed to harness green energy. In respect of fare structure, NCRTC has informed that a 35% discount on base fare is being provided to all commuters. Additionally, NCRTC has also introduced concept of loyalty points, which are earned by commuters by traveling on RRTS network, which is used for availing discount.
