Parliament Question: 'Namo Cities' under NCR Regional Plan-2041

GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS LOK SABHA UNSTARRED QUESTION NO. 1927 TO BE ANSWERED ON JULY 30, 2026 ‘NAMO CITIES' UNDER NCR REGIONAL PLAN-2041 NO. 1927 SHRI GURMEET SINGH MEET HAYER:

Will the Minster of HOUSING AND URBAN AFFAIRS be pleased to state:

(a) the current status, salient features and financial framework of the proposed "Namo Cities" under the NCR Regional Plan-2041;

(b) whether the Government proposes to develop similar greenfield city models across other regions of the country and if so, the details thereof;

(c) the total number of entirely greenfield cities developed in the country during the last fifteen years; and

(d) whether there is any proposal to develop integrated smart townships or green cities along the Delhi-Amritsar-Katra Expressway in the State of Punjab and if so, the details thereof? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU)

(a): As per 12th Schedule of the Constitution of India, Urban development, including urban planning, regulation of land use and development of new cities and townships, is the function of Urban Local Bodies (ULBs)/ States. The Government of India supplements the efforts of States through policy guidance, technical assistance and various schemes and programmes. The National Capital Region Planning Board, in its 42nd meeting held on 16th June 2026, considered the Draft Regional Plan-2041 for the National Capital Region. Under the Plan “Scheme for RRTS Growth Nodes” are proposed to be developed as mixed-use, transit-oriented developments at selected existing or proposed stations along the Namo Bharat/Regional Rapid Transit System (RRTS) corridors. A performance- linked incentive framework of ₹5,000 crore has been proposed as a blend of grant, loan and guarantee support, including a grant component of ₹1,000 crore. The proposed NCRPB assistance is intended to catalyse infrastructure investment and planned development of these urban growth nodes.

(b) to (d): The Government of India is facilitating the development of greenfield industrial cities and nodes across different regions under the National Industrial Corridor Development Programme (NICDP), a Central Sector Scheme intended to create greenfield industrial smart cities/clusters of global standards administered by the Department for Promotion of Industry and Internal Trade, Ministry of Commerce and Industry. So far, 20 projects have been approved under NICDP including the Integrated Manufacturing Cluster at Rajpura-Patiala in Punjab, details of which are placed at Annexure.

During the last fifteen years, several State Governments have initiated or expanded greenfield cities and new urban centres, including Dholera Special Investment Region and GIFT City in Gujarat, Amaravati in Andhra Pradesh, Atal Nagar–Nava Raipur in Chhattisgarh, KSC New Town in Maharashtra and new-city development initiatives in Odisha. These projects are at different stages of planning and implementation and are being taken up through the respective State planning, statutory and budgetary frameworks.
