Will the Minister of PLANNING be pleased to state:
(a) the details of the total value of assets monetised since the launch of the National Monetisation Pipeline (NMP) in Financial Year 2021–22, State, sector and year-wise;
(b) the details of the measures taken by the Government to provide technical assistance and capacity building to Public Sector Undertakings (PSUs) for better implementation of monetization strategies under the pipeline;
(c) the details of the steps taken by the Government under the NMP to unlock value from brownfield infrastructure assets;
(d) whether the Government is considering to expand the scope of the NMP to include urban civic assets, sports infrastructure and digital infrastructure and if so, the details thereof; and
(e) whether the Government is considering to develop co-investment models involving sovereign wealth funds, pension funds and multilateral agencies for infrastructure monetization under the NMP and if so, the details thereof? (a) to (e): The National Monetisation Pipeline (NMP) included assets with monetisation potential of Rs. 6 lakh crore during the four-year period from 2021-22 to 2024-25, against which around Rs. 5.3 lakh crore was achieved which included achievement of Rs 3.87 lakh crore during the first three years and Rs 1.43 lakh crore during the fourth year. The achievements of the key sectors under NMP (around Rs. lakh crore) include Roads- 1.1, Railways- 0.3, Power- 0.5, Page 1 of 2Petroleum and Natural Gas- 0.4, Coal- 2, Shipping- 0.2, Mines- 0.4 and Urban- 0.1. NMP primarily includes linear assets such as highways, transmission lines, pipelines etc. which often span multiple states. The state wise details are not maintained under NMP.
NMP included guidebook detailing various types of monetisation models including direct contractual models, structured financing models and also the broad features of each model detailing key requirements, indicative concession period, bid parameter and potential projects under each mode as a guidance to the project sponsoring authorities including Public Sector Undertakings. NMP also included global case studies to help the project sponsoring authorities to benefit from the same. Further, the detailed aspects such as scope of the project and structure of the project are normally finalised on case-to-case basis by project sponsoring authorities in accordance with extant guidelines and applicable regulations. The proposals are further appraised and approved by the competent authority as per extant guidelines and delegation of powers.
The Union Budget 2025-26 announced the launch of NMP 2025-30 to plough back Rs. 10 lakh crore to further accelerate the creation of infrastructure in the country. This above target would be met from the infrastructure assets falling under the purview of key Ministries/Departments.
The mode of monetisation, eligibility requirements for participation of the bidders in bidding for such monetisation are decided by the project sponsoring authorities based on the project type and potential participation followed by appraisal and approval of competent authority as per extant guidelines.
