Will the Minister of AGRICULTURE AND FARMERS WELFARE कृ(cid:874)ष एवं (cid:873)कसान क(cid:227)याण मं(cid:287)ी be pleased to state:
(a) whether the Government is aware that despite Yavatmal district being declared severely drought-affected and its 'Aanewari' being less than 50%, the farmers of the district have not yet received the benefits of the Pradhan Mantri Fasal Bima Yojana (PMFBY) for the Kharif year 2025-26;
(b) whether with regards to the crop insurance disbursed in the State of Maharashtra, the affected farmers of Yavatmal district alone have been deprived of the benefits of the said scheme and if so, the reasons behind the said discriminatory action;
(c) whether the Union Government is considering the serious condition of the farmers of Yavatmal district and will issue directions for an immediate inquiry against the crop insurance companies; and
(d) whether immediate compensation for Kharif crop insurance will be ensured to the said drought-affected farmers through supplementary demands? ANSWER MINISTER OF STATE FOR AGRICULTURE AND FARMERS WELFARE कृ(cid:874)ष एवं (cid:873)कसान क(cid:227)याण रा(cid:207)य मं(cid:287)ी (SHRI RAMNATH THAKUR)
(a) & (b): As informed by the State Government of Maharashtra, out of the total claims of Rs. 506.75 lakh for Kharif 2025 season in Yavatmal district under Pradhan Mantri Fasal Bima Yojana (PMFBY), claims of Rs. 491.97 lakh have been paid to the eligible farmers.
As per PMFBY Operational Guidelines, claims are determined as per provisions contained in the operational guidelines of the scheme. Government of Maharashtra has issued resolution dated 24.06.2025 clarifying that the data declared by any Government Department or Agency regarding ‘Paisaewari’/’Annewari’, drought, scarcity or flood damage are not to be considered for the purpose of claims calculation under PMFBY.(c): As per provisions of the PMFBY, claims are worked out using ‘digiclaim’ module on National Crop Insurance Portal (NCIP), on the basis of yield data furnished by the State Government and technological yield provided under Yield Estimation System Based on Technology (YESTECH). Insurance companies are required to settle the claims within 21 Days from calculation of claims on National Crop Insurance Portal (NCIP) and receipt of premium subsidy by Insurance Companies. In case payment is not made as per timelines mentioned above penalty of 12% is auto-calculated and levied through NCIP w.e.f. Kharif 2024 season.
