Parliament Question: Reform of UNSC

Will the Minister of EXTERNAL AFFAIRS be pleased to state:-

(a) the key diplomatic roadmap and outreach campaign launched for India's campaign for a non-permanent seat on the United Nations Security Council (UNSC) for the 2028–2029 term;

(b) the steps taken to build a global consensus on structural reforms of UNSC and text-based negotiations amidst increasing global polarization and institutional paralysis within multilateral bodies;

(c) the manner in which India plans to utilize expanded plurilateral forums, including expanded BRICS, Quad and I2U2, to advance the priorities of the Global South; and 1(d) the financial and technical contributions committed by India towards international capacity-building programmes, including the training of more than 1.95 lakh individuals under capacity-building and scholarship initiatives? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF EXTERNAL AFFAIRS (SHRI KIRTI VARDHAN SINGH) (a to d) India’s approach to its ninth term for a non-permanent seat on the United Nations Security Council (UNSC) 2028-2029 is based on SHANTI – Securing Holistic Advancement through Norms Trust Integrity. The six priorities for the 2028-2029 candidature are: (i) A Voice of Global South (ii) Advancing Reformed Multilateralism (iii) A Future Ready Peacekeeping (iv) Addressing Threats Posed Due to Misuse of AI

(v) Securing Maritime Commons, and (vi) Countering Terror Financing.

Government of India accords highest priority to securing permanent membership for India in an expanded UNSC. This is consistently taken up by India both bilaterally and multilaterally at various levels, including at the highest levels. India has also been 2advocating for early commencement of text-based negotiations with clearly laid out timelines and milestones.

India has consistently acted as a bridge between the developed and developing worlds and as a voice of the Global South. The expanded plurilateral formats have been used as the voice of peace, security and prosperity for all. Understandings reached through these initiatives have enabled India to strengthen relations with partner countries and put forward India’s viewpoint and shape the agenda on global issues such as reformed multilateralism, peace and security, climate change, transnational crime, fight against terrorism, cyber-security, energy and food security.

The Indian Technical and Economic Cooperation (ITEC) is India’s flagship international capacity building programme, implemented by Ministry of External Affairs as a bilateral development partnership programme. Each year, approximately 12,000 slots are offered under the programme. It is estimated that more than 2.25 lakh individuals have been trained under this programme.
