Parliament Question: Slum Rehabilitation Scheme

GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS LOK SABHA UNSTARRED QUESTION NO. 3013 TO BE ANSWERED ON AUGUST 06, 2026 SLUM REHABILITATION SCHEME NO. 3013 DR. ALOK KUMAR SUMAN:

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:

(a) the present status of slum rehabilitation schemes in the country;

(b) the steps taken by the Government to provide affordable housing in urban areas;

(c) the progress made under housing schemes for the urban poor;

(d) the present status of the land allocation policy for housing projects; and

(e) the manner in which housing development is being undertaken under the Smart Cities Mission? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU)

(a) to (d): ‘Land’ and ‘Colonisation’ are State subjects. Therefore, schemes related to housing, slum rehabilitation and land allocation for housing projects for their citizens are implemented by States/Union Territories (UTs) in their respective areas. However, Ministry of Housing and Urban Affairs (MoHUA) supplements the efforts of States/UTs by providing Central Assistance under Pradhan Mantri Awas Yojana – Urban (PMAY-U) since June 25, 2015 to provide pucca houses to all eligible urban beneficiaries including urban homeless and slum dwellers across the country.

Based on the learnings from the experiences of implementation of PMAY- U, MoHUA has revamped the scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from 01.09.2024 for implementation in urban areas across the country to support 1 crore additional eligible beneficiaries. PMAY-U 2.0 is implemented through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership …2/--2-

(AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme

Based on the project proposal submitted by States/Union Territories

(UTs), a total of 127.68 lakh houses including 16.20 lakh under PMAY-U

2.0 have been sanctioned by the Ministry including slums in cities across the country as 13.07.2026. Out of which, 121.03 lakh houses have been grounded, 99.07 lakh are completed of which 96.73 lakh are occupied across the country as on 13.07.2026 under PMAY-U & PMAY-U 2.0. A total of ₹2.12 lakh crores of Central Assistance has been approved of which ₹1.81 lakh crore have been released to States/UTs based on the compliances submitted by them. Out of total houses sanctioned under the scheme, more than 29 lakh houses have been sanctioned to slum dwellers.

(e): The Smart Cities Mission (SCM) adopted an integrated approach to urban development, wherein housing was as part of comprehensive city planning rather than as a standalone component. Since the SCM period is over on 31.03.2025, no new schemes are being undertaken now.
