Parliament Question: Status of AMRUT 2.0 in Katni

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to

state:

(a) whether the Government has assessed the outcomes of Atal Mission for Rejuvenation and Urban Transformation (AMRUT) 2.0 in improving urban water security and civic services in Katni and if so, the details thereof;

(b) the status of projects relating to expansion of household piped water supply, sewerage, septage management, water body rejuvenation and rainwater harvesting in the city;

(c) whether any deficiencies relating to project delays, intermittent water supply, sewerage coverage, wastewater treatment, road restoration or operation and maintenance have been identified under AMRUT 2.0 and if so, the details thereof along with the corrective measures taken thereon;

(d) whether digital monitoring, water quality surveillance and citizen feedback mechanisms are being used to monitor project performance under AMRUT 2.0 and if so, the details thereof; and

(e) the measures proposed to be taken to expand household piped water supply, ensure reliable and safe drinking water, strengthen sewerage infrastructure and provide sustainable, climate-resilient urban water services in Katni? (a) to (e): Atal Mission for Rejuvenation and Urban Transformation

2.0 (AMRUT 2.0) is launched in the year 2021 in all Urban Local Bodies

(ULBs)/ cities including in the State of Madhya Pradesh, enabling the cities to become 'self-reliant' and 'water secure'. Providing universal …2/--2- coverage of sewerage and septage management in 500 AMRUT cities is one of the major focus areas of AMRUT 2.0. Rejuvenation of water bodies and development of green spaces and parks are other components of the mission. Under the Mission, States/ Union Territories (UTs) are empowered to select, appraise, prioritize and implement projects.

Under AMRUT 2.0, in Katni, the State of Madhya Pradesh has taken up 04 projects worth ₹95.98 crore, which includes 01 water supply project worth ₹55 crore, 01 sewerage and septage management project worth ₹38.50 crore and 02 water body rejuvenation projects worth ₹2.48 crore. The State of Madhya Pradesh has informed that the water supply project in Katni includes laying of 122.7 km water distribution network and 29.07 km of clear water rising main, 7 overhead water tanks, 3000 households water tap connection and installation of 2158 smart water metres. The sewerage project in Katni includes laying of 43 km sewer network, 6 MLD sewerage treatment plant, 9 MLD intermediate pumping station and 6827 household connections.

To strengthen digital monitoring, AMRUT 2.0 advocates incorporation of smart components in water supply schemes, including online water quality sensors, Supervisory Control and Data Acquisition (SCADA) systems, GIS-based asset mapping, bulk and consumer metering, and AI/IoT-based monitoring solutions. The water supply project in Katni has provision of SCADA systems and water meters. The State has also informed that Citizen feedback is collected through the Nagar Nigam portal and Jan Sunwai grievance redressal system.

The projects under AMRUT 2.0 are implemented by the States. The Mission has provision of the State High Powered Steering Committee

(SHPSC) headed by the Chief Secretary of the State to monitor and supervise implementation of the scheme at the State/ UT level. …3/--3- Further, an Apex Committee constituted under the Mission, reviews and monitor the Mission periodically. For assessment and monitoring of work done under AMRUT 2.0 in the States/ UTs, there is provision of Independent Review and Monitoring Agencies (IRMAs). Also, the progress is periodically reviewed and monitored through regular video conferences/ webinars/ workshops/ site-visits etc. by Ministry of Housing and Urban Affairs (MoHUA) with the States/ UTs. There is a dedicated AMRUT 2.0 online portal for tracking the progress and project-wise outcomes provided by the States/ UTs.
