1. तत्कालीन भारी उद्योग जवभाग ने इलेजररक और हाइजिड वाहनों को बढावा िेने के जलए 795 करोड़ रुपये के पररव्यय वाली भारत म ें (हाइजिड और) इलेजररक वाहनों का तीव्र अंगीकरण और जवजनमााण (फेम-I) नामक स्ट् कीम िुरू की थी। फेम-I को िुरू म ें 1 अप्रलै 2015 से 2 वर्ा की अवजध के जलए मंिूरी िी गई थी। बाि में, पररव् यय को 795 करोड़ रुपये से बढाकर 895 करोड़ रुपय ेकरते हुए इस स्ट् कीम को 31 माच,ा 2019 तक के जलए बढाया गया।

2. चरण-I की समीक्षा के बाि, भारी उद्योग जवभाग ने 1 अप्रलै , 2019 स े 31 माचा 2024 तक की अवजध के जलए 10,000 करोड़ रुपये के पररव्यय के साथ योिना का चरण-II (फेम-II) तैयार दकया जिसे बाि में बढाकर 11,500 करोड़ रुपये कर दिया गया।

3. इसके बाि, इलेजररक िपु जहया वाहनों (ई-2डब्लल्य)ू और इलेजररक जतपजहया वाहनों (ई-3डब्लल्यू) के जलए सहायता की जनरंतरता बनाए रखन े के जलए, भारी उद्योग मंत्रालय न े 500 करोड़ रुपय े के पररव्यय वाली इलेजररक वाहन संवधान स्ट् कीम-2024 (ईएमपीएस-2024) िुरू की जिस े बाि म ें 778 करोड़ रुपय े के संवर्धात पररव् यय के साथ 1 अप्रलै , 2024 से 30 जसतंबर, 2024 तक की अवजध के जलए बढा दिया गया।

4. तिपु रांत, फेम-II और ईएमपीएस-2024 की समीक्षा के बाि, भारी उद्योग मंत्रालय ने केंद्रीय मंजत्रमंडल की मंिूरी स,े स्ट्कीम मानिंडों के अनरुु प पीएम ई-ड्राइव स्ट् कीम (''स्ट् कीम'') तैयार की जिसका उल्लेख उत्तरवती पैराग्राफों में दकया 6318 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] गया ह।ै ईएमपीएस-2024 के तहत वाहनों की संख्या और व्यय को पीएम ई-ड्राइव स्ट् कीम के तहत वाहनों की संख्या और पररव्यय के अतं गता िाजमल दकया गया ह।ै योिना के मानिंड: सामान्य

5. िेि म ें इलेजररक वाहनों (ईवी) को तेिी से अपनाने, चार्ििंग इंफ्रास्ट्ररचर की स्ट्थापना करन े और ईवी जवजनमाणा पाररतंत्र का जवकास करन े के जलए 10,900 करोड़ रुपय े के पररव्यय के साथ पीएम ई-ड्राइव स्ट् कीम को 1 अर िूबर, 2024 से 31 माचा, 2026 लागू दकया िाएगा। इसके अलावा, 1 अप्रलै 2024 स े 30 जसतंबर 2024 तक की अवजध तक कायााजन्वत की िा रही ईएमपीएस-2024 स्ट् कीम को इस स्ट्क ीम के अंतगात िाजमल दकया गया ह।ै योिना के घिक

6. इस योिना को जनम्नजलजखत घिकों के माध्यम से लाग ूकरने का प्रस्ट्ताव ह:ै क) सजब्लसडी: ई-िपु जहया, ई-जतपजहया, ई-एम्बलु ेंस, ई-रक और ईवी की अन्य नई उभरती श्रेजणयों के जलए मांग प्रोत्साहन, ख) पूंिीगत पररसंपजत्त जनमााण के जलए अनुिान: ई-बस, चार्िगिं स्ट्िेिन नेिवका की स्ट्थापना तथा इस स्ट् कीम के तहत जचजननत परीक्षण एिेंजसयों का उन्नयन, और ग) स्ट् कीम का प्रिासन जिसमें आईईसी (सूचना, जिक्षा और संचार) कायों और पररयोिना प्रबंधन एिेंसी (पीएमए) के जलए िल्ु क िाजमल ह।ैं

7. ई-मोजबजलिी को बढावा िने े के जलए केंद्र सरकार के प्रयासों को राज्य सरकारों से परू क समथान की आवश्यकता ह।ै राज्यों को श्रृंखलाबद्ध तरीके से रािकोर्ीय और गैर-रािकोर्ीय प्रोत्साहन दिए िान े की आवश्यकता ह।ै इस तरह के कुछ प्रोत्साहनों में पथ-कर में छूि/ररयायत, परजमि से छूि, िोल िैरस से छूि/ ररयायत, पार्किंग िुल्क म ें छूि/ररयायत, पंिीकरण िल्ु क में ररयायत आदि िाजमल हो सकते ह।ैं भारी उद्योग मंत्रालय स्ट् कीम की अवजध के िौरान राज्यों को इस तरह के आर्थाक प्रोत्साहन िने े के जलए प्रोत्साजहत करना िारी रखगे ा।

8. भारी उद्योग मंत्रालय भारत सरकार का नोडल मंत्रालय होगा और स्ट् कीम की आयोिना, कायाान्वयन तथा समीक्षा के प्रजत उत्तरिायी होगा। भारी उद्योग मंत्रालय दििाजनिेिों स े संबंजधत मद्दु ों और स्ट् कीम के कायाान्वयन म ें आन े वाली करठनाइयों को िरू करेगा। स्ट्क ीम का पररव्यय

9. प्रिासजनक व् यय 25 25 50*1,*2 कुल – पीएम ई-ड्राइव 5,047 5,853 10,900*3 *1 इस पररव्यय म ेंईएमपीएस-2024 का पररव्यय िाजमल ह।ै *2 प्रिासजनक व्यय में (i) स्ट् कीम के पोिाल का जवकास सजहत ज्ञान भागीिारों और तकनीकी जविेर्ज्ञता के जलए िुल्क: 35 करोड़ रुपये, और (ii) आईईसी की गजतजवजधयााँ, कायाक्रम, प्रििाजनया,ाँ रोड िो, आदि संबंधी 15 करोड़ रुपय ेिाजमल ह।ैं *3 ओईएम को िावा िाजखल करने के जलए 120 दिन दिए िाते ह।ैं ई-बसों, ई-एम्बुलेंस, ई-रकों की जडलीवरी, परीक्षण एिेंजसयों के उन्नयन और चार्ििंग इंफ्रास्ट्ररचर की स्ट्थापना म ेंबहुत अजधक समय लगता ह।ै अतः, जवत्त वर् ा 2024-25 और जवत्त वर्ा 2025-26 के कुछ िावों का जनपिान बाि के वर्ों में दकया िाएगा। पररयोिना कायान्ा वयन और सस्ट्ं वीकृजत सजमजत (पीआईएससी)

10. पीएम ई-ड्राइव स्ट् कीम की समग्र जनगरानी, मंिूरी और कायाान्वयन के साथ-साथ कायाान्वयन चरण में उत्पन्न होन े वाली दकसी भी बाधा/करठनाई को िरू करन े के जलए सजचव (भारी उद्योग) की अध्यक्षता म ें पीआईएससी नामक एक अंतर-मंत्रालयी अजधकार-प्राप्त सजमजत का गठन दकया गया ह।ै सजमजत की संरचना संलग् नक-1 में ह।ै

11. पीआईएससी के पास जनम्नजलजखत िजियााँ होंगी: i. स्ट् कीम के सुचारू कायाान्वयन के जलए स्ट् कीम के मानिंडों को तय करना और साथ ही 10,900 करोड़ रुपय े के समग्र स्ट् कीम पररव्यय के िायरे में, कायाान्वयन चरण के िौरान उत्पन्न होन े वाली दकसी भी बाधा/करठनाई को िरू करना। ii. आवश्यकतानुसार मांग प्रोत्साहन की िरों म ें कमी करना तादक अजधक संख्या म ें वाहनों को आर्थाक प्रोत्साहन प्रिान दकया िा सके। iii. यदि ई-बसों के जलए कम िरें जमलन े पर स्ट् कीम के तहत सहायता प्रिान की िान े वाली ई-बसों की संख्या में वृजद्ध करना। iv. चार्ििंग अवसंरचना की स्ट्थापना के जलए जवत्तीय सहायता की मात्रा का जनधाारण। v. ई-एम्बुलेंस, ई-रक (नई पीढी के ईवी सजहत) को िाजमल करना, उनके परीक्षण मानिंडों, प्रोत्साहन िरों को तय करना और इसके जलए दििा-जनिेि जनधााररत करना। vi. परीक्षण एिेंजसयों के उन्नयन के जलए दििाजनिेिों को मंिूरी िने ा और इसके जलए धन स्ट्वीकृत करना।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] vii. ई-बसों, चार्ििंग इंफ्रास्ट्ररचर और परीक्षण एिेंजसयों के जलए जनधााररत धन में स े किौती नहीं की िाएगी। इन घिकों पर फंजिजबजलिी का जसद्धांत लाग ूनहीं होगा और यदि इन खडं ों के तहत धन न लने े की जस्ट्थजत में धन व्यपगत हो िाएगा। पात्रता

12. केवल वही वाहन प्रोत्साहन के जलए पात्र होंगे िो केंद्रीय मोिर वाहन जनयम (सीएमवीआर) के अनुसार “मोिर वाहन” के रूप में पंिीकृत होंगे। केवल उन्नत बैिरीयुि (प्रौद्योजगकी पररभार्ाएं संलग् नक-2 के अनुसार) और संलग् नक-3 के अनुसार जनष्पािन मानिडं ों को परू ा करने वाल ेवाहन ही इस स्ट् कीम के अतं गता पात्र होंगे।

13. चूाँदक बैिरी की लागत ईवी और आंतररक िहन इंिन (आईसीई) वाल े वाहनों के अजधग्रहण मूल्य म ें अंतर का एक मुख्य कारक ह,ै अतः ईवी के जलए मााँग प्रोत्साहन/अनुिान ऐसे वाहनों में प्रयुर त बैिरी की क्षमता (यानी दकलोवॉि घंिे में माजपत ऊिाा की मात्रा) पर आधाररत होगा। महगं े वाहनों को सरकारी प्रोत्साहन प्राप्त करन े से रोकने के जलए, प्रोत्साहन को संलग् नक-4 के अनुसार अवसीमा मूल्य जविेर् से कम एरस-फैररी मल्ू य वाले वाहनों तक सीजमत रखने का प्रस्ट्ताव ह।ै एरस-फैररी मूल्य का अथा ह ै“अनप्रु योज्य कर स ेपूवा फैररी गेि पर वाहन की कीमत”।

14. सहायता प्रिान दकए िान े वाले वाहनों की खंडवार लजक्षत संख्या, प्रजत दकलोवॉि घंिे आर्थाक प्रोत्साहन, प्रजत वाहन अजधकतम आर्थाक प्रोत्साहन, आर्थाक प्रोत्साहन प्राप्त करन े के जलए अजधकतम एरस-फैररी मूल्य, भारी उद्योग मंत्रालय स े कुल जनजध सहायता और अन्य जववरण सलं ग् नक-4 म ें ह।ैं ई-िपु जहया/ई-जतपजहया के मामल े म,ें जवत्त वर्ा 2024-25 म ें आर्थाक प्रोत्साहन प्रिान दकए िाने वाले वाहनों की सख्ं या ( जिसमें ईएमपीएस-2024 के तहत प्रोत्साहन प्रिान दकए िाने वाल े वाहन भी िाजमल ह)ैं संलग् नक-4 में उजल्लजखत संख्या तक सीजमत रहगे ी। यदि जवत्त वर्ा 2024-25 में ई-िपु जहया/ई-जतपजहया के जलए लक्ष्य पूरा नहीं होता ह,ै तो ऐसी अप्रयुि राजि अगल े वर्ा उपयोग के जलए उपलब्लध होगी। मागं प्रोत्साहन

15. मांग प्रोत्साहन स्ट् कीम का एक महत्वपूणा घिक ह ैिो अजधग्रहण की लागत को कम करके ईवी की मांग पैिा करन े में प्रत्यक्षतः मिि करता ह।ै ईवी के व्यापक अंगीकरण के प्रयोिन से उपभोिाओं (खरीिारों/अजं तम उपयोगकतााओं) के जलए मांग प्रोत्साहन ईवी के क्रय मूल्य म ें अजग्रम ररयायत के रूप म ें उपलब्लध होगा जिसकी भारत सरकार द्वारा ओईएम को प्रजतपूर्त ा की िाएगी। व्यजिगत मामलों के जलए, पीएम ई-ड्राइव ऐप के माध्यम से फेस मोडैजलिी का उपयोग करके आधार ई-केवाईसी प्रमाणीकरण के बाि एक ई-वाउचर तैयार दकया िाएगा। गैर-व्यजिगत खरीिारों के जलए, पीएम ई-ड्राइव पोिाल का उपयोग करके ई-वाउचर तैयार दकया िाएगा। मांग प्रोत्साहन का लाभ उठाने के जलए इस ई-वाउचर का उपयोग दकया िाएगा।

16. मांग प्रोत्साहन के जलए वाहनों की जनम्नजलजखत श्रेजणयां पात्र होंगी: क) िपु जहया वाहन (इलेजररक) (ई-2डब्लल्य)ू ख) जतपजहया वाहन (इलेजररक) जिसमें पंिीकृत ई-रररिा और ई-कािा और एल5 (ई-जतपजहया) िाजमल ह ैं ग) ई-एम्बुलेंस (इलेजररक, प्लग-इन हाइजिड और स्ट्रागं हाइजिड) घ) ई-रक और ईवी की अन्य नई उभरती श्रेजणयां।

17. िन-सामान्य के जलए सावािजनक पररवहन का दकफायती और पयाावरण-अनुकूल जवकल्प प्रिान करन े पर अजधक बल िते े हुए, स्ट् कीम मुख्य रूप से सावािजनक पररवहन के जलए उपयोग दकए िान े वाले वाहनों या ई-जतपजहया, ई-रक और ईवी की अन्य नई उभरती श्रेजणयों में वाजणजज्यक उद्देश्यों के जलए पंिीकृत वाहनों पर लागू होगी। हालांदक, वाजणजज्यक उपयोग के अलावा, स्ट् कीम के तहत जनिी या कॉपोरेि स्ट्वाजमत्व वाल े और पंिीकृत ई-िपु जहया वाहन भी पात्र होंगे। ई-एम्बुलेंस के जलए पात्र लाभार्थायों के बारे में जनणाय स्ट्वास्ट््य और पररवार कल्याण मंत्रालय के परामिा स ेजलया िाएगा।

18. ई-िपु जहया और ई-जतपजहया वाहन श्रेजणयों के जलए जवत्त वर्ा 2024-25 में 5,000 रुपय े प्रजत दकलोवॉि घंिा और जवत्त वर्ा 2025-26 में 2,500 रुपये प्रजत दकलोवॉि घंिे की मांग प्रोत्साहन राजि प्रिान करने का प्रस्ट्ताव ह।ै सहायता प्रिान दकए िान े वाल े वाहनों की संख्या और प्रजत वाहन आर्थाक प्रोत्साहन की ऊपरी सीमा संलग्न क-4 में ह।ै साथ ही, ई-िपु जहया/ई-जतपजहया के जलए प्रोत्साहन राजि एरस-फैररी मूल्य के 15% तक होगी।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5

19. ई-3डब्लल्य ू की अजग्रम लागत को दकफायती स्ट्तर पर लाने के जलए एकत्रीकरण को भी अपनाया िा सकता ह।ै कायाान्वयन का जववरण कन्विसें एनिी सर्वासेि जलजमिेड (सीईएसएल) तैयार करेगा।

20. ई-एम्बुलेंसों का जववरण (जिसमें उनकी संख्या, पात्र लाभाथी, अजधकतम सजब्लसडी, प्रििान मानिंड आदि िाजमल होंगे) स्ट् वास्ट् ् य और पररवार कल् याण मंत्रालय, सड़क पररवहन और रािमाग ा मंत्रालय, राज्य सरकारों, परीक्षण एिेंजसयों और अन्य जहतधारकों के परामिा से अलग से अजधसूजचत दकया िाएगा। प्रोत्साहन के जलए केवल वे ई-एम्बुलेंस पात्र होंगे िो स्ट् वास्ट् ् य और पररवार कल् याण मंत्रालय द्वारा अनुमोदित मानकों को पूरा करते हों।

21. ई-रकों और ईवी की अन्य नई उभरती श्रेजणयों के जलए संगत जववरण (जिनम ें सहायता प्रिान दकए िाने वाल े वाहनों की संख्या, अजधकतम सजब्लसडी, जनष्पािन मानिडं आदि िाजमल होंग)े संबंजधत जहतधारकों के परामि ा स े अलग से अजधसूजचत दकए िाएंगे। ई-रक के मामले म,ें समान या अजधक सकल वाहन भार (िीवीडब्लल् यू) वाल े आईसीई रकों के जलए सड़क पररवहन और रािमाग ा मंत्रालय द्वारा अजधकृत पंिीकृत वाहन स्ट्क्रैपपंग सुजवधा (आरवीएसएफ) से िारी स्ट्क्रैपपंग प्रमाणपत्र प्रस्ट्ततु करन े पर ही आर्थाक प्रोत्साहन प्रिान दकया िाएगा। आरवीएसएफ स्ट्क्रैपपगं प्रमाणपत्र की हस्ट्तांतरणीयता सड़क पररवहन और रािमागा मंत्रालय के मानिंडों के अनुसार होगी। स्ट्क्रैपपंग प्रमाणपत्र की पुजि करन े के जलए जनगरानी प्रणाली लाग ूकी िाएगी। ई-बस:ें

22. इस स्ट् कीम में 14,028 ई-बसों के रोल आउि के जलए 4,391 करोड़ रुपये के पररव्यय की पररकल्पना की गई ह।ै इस स्ट् कीम के तहत 2 करोड़ रुपये से कम एरस-फैररी कीमत वाली ई-बसों के जलए ही आर्थाक प्रोत्साहन दिया िाएगा। िोनों वर्ों के जलए 10,000 रुपय े प्रजत दकलोवॉि घिं े का एकसमान अनुिान िने े का प्रस्ट्ताव ह।ै ई-बसों का आकार और प्रजत ई-बस अजधकतम प्रोत्साहन इस प्रकार ह:ै ताजलका 2: प्रजत ई-बस आकार और अजधकतम प्रोत्साहन ई-बस का आकार प्रजत ई-बस अजधकतम प्रोत्साहन मानक बस, लंबाई >10 मीिर और <=12 मीिर 35,00,000 रुपय े जमडी बस, लंबाई >8 मीिर और <=10 मीिर 25,00,000 रुपय े जमनी बस, लंबाई >6 मीिर और <=8 मीिर 20,00,000 रुपय े

23. ई-बस अनुिान जनम्नजलजखत में से न्यूनतम होगा: क) 10,000 गुणा (x) दकलोवॉि घिं े में माजपत बैिरी क्षमता। ख) अजधकतम आर्थाक प्रोत्साहन बस के आकार के अनुसार, ऊपर ताजलका संख्या 2 के मुताजबक। ग) सीईएसएल द्वारा प्रजतस्ट्पधी बोली के माध्यम से प्राप्त मूल्य के अनुसार ई-बस की लागत का 20%।

24. यदि बसों के जलए कम िरों का पता चलता ह,ै तो पीआईएससी 4391 करोड़ रूपए के प्रस्ट्ताजवत पररव्यय के भीतर स्ट्कीम के तहत सहायता प्रिान की िान े वाली ई-बसों की संख्या बढा सकती ह।ै

25. प्रारंभ म,ें 40 लाख स े अजधक आबािी वाले नौ िहरों- मबुं ई, दिल्ली, बेंगलुरू, हिै राबाि, अहमिाबाि, चेन्नई, कोलकाता, सूरत और पणु े को लजक्षत दकया िाएगा। अतं र-िहरी/अंतर-राजज्यक ई-बसों को िुरू करने पर भी राज्य सरकारों और अन्य जहतधारकों के परामि ासे जवचार दकया िाएगा।

26. ई-बसों के जलए सहायता राज्य/नगर पररवहन उपक्रमों (एसिीयू) के माध्यम से पररचालन व्यय (ओपेरस)/सकल लागत अनुबंध (िीसीसी) मॉडल पर प्रिान की िाएगी। सीईएसएल द्वारा प्रजतस्ट्पधी बोली के माध्यम से एकत्रीकरण मॉडल पर ई-बसों की खरीि िारी रहगे ी।

27. ई-बसों के जलए अनुिान एसिीयू को जनम्नजलजखत पड़ावों के अनुसार िारी दकया िाएगा:6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] ताजलका 3: ई-बसों के जलए भुगतान िारी करन े के जलए महत्वपूणा पड़ाव दकश्त सख्ं या दकश्त िारी करन ेके जलए पड़ाव भारी उद्योग मत्रं ालय द्वारा िी िान े वाल ेसहायता का प्रजतित 1 आपूर्ता आिेि िारी करन े और चयजनत बोलीिाताओं के साथ 20% एसिीयू द्वारा करार पर हस्ट्ताक्षर करने के बाि; मोजबलाइिेिन अजग्रम के रूप म ें 2 ई-बसों का वाजणजज्यक प्रचालन िुरू होने पर 30% 3 ई-बसों के सफल वाजणजज्यक प्रचालन के 6 महीन े बाि 25% 4 ई-बसों के सफल वाजणजज्यक प्रचालन के 18 महीन े बाि 25%

28. गैर-ओपेरस मॉडल पर पवता ीय और उत्तर-पूवी राज्यों, द्वीपीय क्षेत्रों, तिीय क्षेत्रों आदि िैसे जवजिि भौगोजलक क्षेत्रों में एसिीयू द्वारा बसों की खरीि और प्रचालन पर भी भारी उद्योग मंत्रालय जवचार कर सकता ह।ै

29. िहरों/राज्यों को बस आवंिन करते समय िहरों/राज्यों की उन बसों को प्रथम वरीयता िी िाएगी जिन्ह ें सड़क पररवहन और रािमाग ा मंत्रालय वाहन स्ट्क्रैपपगं स्ट्कीम के दििाजनिेिों का पालन करत े हुए प्राजधकृत आरवीएसएफ के माध्यम से पुरानी एसिीयू बसों को स्ट्क्रैप करन े के बाि खरीिा िा रहा ह।ै स्ट्क्रैपपगं प्रमाणपत्र की पुजि के जलए अनुवीक्षण प्रणाली स्ट्थाजपत की िाएगी। चार्ििंग अवसंरचना:

30. इस स्ट्कीम में इलेजररक वाहन उपयोगकतााओं के बीच जविास पैिा करने के प्रयोिन से वाहनों की जवजभन्न श्रेजणयों के जलए पयााप्त सावािजनक चार्ििंग बुजनयािी ढांचे की स्ट्थापना हते ु 2.000 करोड़ रुपये की सहायता की पररकल्पना की गई ह।ै इसे केन्द्रीय मंत्रालयों/प्राजधकरणों, राज्य सरकारों, केन्द्रीय सावािजनक क्षेत्रक उद्यमों (सीपीएसई) आदि की भागीिारी लेकर कायााजन्वत दकया िाएगा। स्ट्कीम में िहर की सीमाओं के भीतर इलेजररक वाहन चार्ििंग बुजनयािी अवसंरचना स्ट्थापना के अलावा, चयजनत अंतर-िहरी/अंतर-राजज्यक रािमागों को भी इलेजररक वाहन के जलए तैयार करने की पररकल्पना की गई ह।ै रािमागों पर चािार स्ट्थापना के जलए मागों की पहचान सड़क पररवहन और रािमागा मंत्रालय तथा अन्य जहतधारकों के परामिा से की िाएगी।

31. चार्ििंग अवसंरचना की स्ट्थापना के जलए जवत्तीय सहायता की मात्रा, बेंचमाका कीमतें, गन की संख्या और अन्य तकनीकी पैरामीिर [जिसमें अपस्ट्रीम अवसंरचना (मीिर के पीछे) के जलए समथान िाजमल है] का जनधाारण पीआईएससी द्वारा जवद्युत मंत्रालय और अन्य जहतधारकों के परामिा से दकया िाएगा।

32. इलेजररक मोजबजलिी को बढावा िेने के जलए चार्ििंग अवसंरचना की स्ट्थापना हते ु पररयोिना लागत (अपस्ट्रीम जवद्युत अवसंरचना सजहत) की 100% सीमा तक जवत्तपोर्ण की नम्यता उपलब्लध कराई िा सकती ह।ै

33. ये सभी चार्ििंग अवसंरचनाएं “इलेजररक वाहन चार्ििंग अवसंरचना की स्ट्थापना और संचालन के जलए दििाजनिेि-2024”जवर्य पर जवद्युत मंत्रालय (एमओपी) द्वारा संख्या 12/2/2018-ईवी दिनांक 17 जसतंबर 2024 के माध् यम स े िारी दकए गए और समय-समय पर संिोजधत दकए गए दििाजनिेिों के अनुसार स्ट्थाजपत की िाएंगी।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 7

34. चार्ििंग अवसंरचना पररयोिनाओं म ें पेंिोग्राफ चार्ििंग, फ्लैि चार्ििंग आदि िैस े वाहनों के जवद्युतीकरण के जलए आवश्यक अवसंरचना पररयोिनाएं भी िाजमल हो सकती ह।ैं नवीकरणीय ऊिाा स्रोतों को चार्ििंग अवसंरचना, स्ट्मािा जग्रड, आईसीिी के उपयोग आदि से िोड़न े को प्रोत्साजहत दकया िाएगा। परीक्षण एिजें सयों को सहायता:

35. परीक्षण एिेंजसयां केंद्रीय मोिरयान जनयमावली और पीएम ई-ड्राइव स्ट्कीम के तहत इलेजररक वाहनों के परीक्षण में अहम ह।ैं उन्ह ें आईसीई वाहनों के परीक्षण के जलए तैयार दकया गया था। परीक्षण दकए िाने वाले इलेजररक वाहनों की संख्या म ें वृजद्ध को िेखते हुए, सुजवधाओं को बेहतर करन े की आवश्यकता ह।ै इस स्ट्कीम के तहत इस संबंध में 780 करोड़ रुपए का प्रावधान दकया गया ह।ै भारी उद्योग मंत्रालय के तहत परीक्षण एिेंजसयों को सहायता की मंिूरी के जलए दििाजनिेि अलग स ेिारी दकए िाएंगे। आईईसी सजहत स्ट्कीम का प्रिासन

36. पीएम ई-ड्राइव स्ट्कीम के सुचारू संचालन और कायाान्वयन के जलए, वेब पोिाल सजहत ज्ञान भागीिारों/तकनीकी जविेर्ज्ञता और संभार (लॉजिजस्ट्िरस) सहायता की आवश्यकता होगी। इस स्ट्कीम के जलए पयााप्त सूचना, जिक्षा और संचार (आईईसी) काया की भी आवश्यकता होगी। इसके जलए 50 करोड़ रुपये का पररव्यय प्रस्ट्ताजवत ह।ै चरणबद्ध जवजनमाणा कायक्रा म (पीएमपी)

37. फ़ेम-II स्ट्कीम के तहत, पीएमपी को लागू दकया गया था और जवजनमााताओं को समय-समय पर इलेजररक वाहन घिकों के स्ट्थानीकरण पर बल िेते हुए पीएमपी के अनुपालन का िाजयत्व सौंपा गया था। पीएम ई-ड्राइव के तहत पात्रता प्राप्त करने के जलए मलू उपकरण जवजनमााताओं को सलं ग्न क-5 के अनुसार इलेजररक वाहन संबंधी पीएमपी का अनुपालन करना होगा। इसी प्रकार, इस स्ट्कीम के तहत पात्रता के जलए सलं ग् नक-6 के अनसु ार इलेजररक वाहन चार्ििंग अवसंरचना/सावािजनक चार्ििंग स्ट्िेिन संबंधी पीएमपी का अनुपालन करना होगा। हालांदक, भारी उद्योग मंत्रालय इलेजररक वाहन पाररतंत्र के जवकास को ध्यान म ेंरखते हुए पीएमपी में संिोधन कर सकता ह।ै

38. यह मांग पक्ष स्ट्कीम ह ै इस स्ट्कीम के अंतगता िेय आर्थाक प्रोत्साहन/अनुिान स्ट्वतंत्र रूप से होगी औरऑिोमोजबल तथा संघिक उद्योग के जलए उत्पािन-संबद्ध प्रोत्साहन (पीएलआई) स्ट्कीम के अतं गता प्रित्त आर्थाक प्रोत्साहन तथा उन्नत रसायन सेल संबंधी पीएलआई स्ट्कीम (पीएलआई-एसीसी) के अजतररि होगा। हालांदक, भारी उद्योग मंत्रालय ईवी के जलए राज्य/सघं राज्यक्षेत्र सरकारों को मौदद्रक और गैर-मौदद्रक सहायता प्रिान करन े के जलए प्रोत्साजहत करेगा। मागं प्रोत्साहन प्राप्त करन ेकी ितें

39. मांग प्रोत्साहन प्राप्त करन े के जलए यह अपेजक्षत ह ै दक मलू उपकरण जवजनमााता (ओईएम) भारी उद्योग मंत्रालय स े पंिीकृत हो। साथ ही,ओईएम के पंिीकरण के पश्चात ् उनके प्रत्येक मॉडल के जलए भी भारी उद्योग मंत्रालय का अनुमोिन प्राप्त करना होगा।

40. प्रत्येक वाहन मॉडल को संलग् नक-3 के अनरूु प जनष्पािन और िक्षता के मामले में न्यनू तम तकनीकी पात्रता प्राप्त करनी होगी और सीएमवीआर के जनयम 126 के अंतगात यथाअजधसूजचत मान्यताप्राप्त परीक्षण एिेंजसयों से जनधााररत िाइप अनुमोिन लेनी होगी/मानक परीक्षण प्रदक्रया पूरी करनी होगी। ई-एम्बुलेंस, ई-रक और अन्य नई उभरती ईवी श्रेजणयों के जलए तकनीकी पात्रता मानिंड, यथा- रेंि, जबिली खपत, गजत संवधान आदि को अलग स े अजधसूजचत दकया िाएगा। साथ ही, ई-एम्बुलेंस को स्ट्वास्ट््य और पररवार कल्याण मंत्रालय द्वारा अपेजक्षत मानकों को पूरा करना होगा।

41. मांग प्रोत्साहन संबंधी अहता ा मानिंडों को परू ा करने के जलए इलेजररक वाहन (ईवी) और उनके जवजवध प्रकार तथा संस्ट्करण म ेंजनम्नांदकत होः-8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (क) भारत म ेंजवजनर्मात;

(ख) सलं ग् नक-5 (समय-समय पर यथासंिोजधत) के अनुसार चरणबद्ध जवजनमााण कायाक्रम (पीएमपी) म ें यथावजनर्िाि ऐसे पुिों का स्ट्थानीय स्ट्तर पर जवजनमााण अथवा असेंबली हुई हो; (ग) प्रकार अनुमोिन, वगीकरण, श्रणे ीकरण, पररभार्ा, सड़क उपयुिता, पंिीकरण आदि के मामल े म ें सीएमवीआर में जनजहत उपबंधों को पूरा करत े हों;

(घ) मान्यता-प्राप्त परीक्षण एिेपसंयों से पीएम ई-ड्राइव पात्रता मूल्यांकन का प्रमाण-पत्र प्राप्त दकया हो; (ङ) जवजनमााता की ओर से बैिरी सजहत व्यापक वारंिी िी गई हो जिसमें जबक्री के पश्चात् वाहन के िीवन- काल के िौरान के जलए पयााप्त सुजवधाएं िाजमल ह।ैं इस प्रयोिनाथा न्यूनतम अपेजक्षत वारंिी जनम्नानुसार होगी :- ताजलका 4: वाहन श्रेणी-वार वारंिी जववरण वाहन श्रणे ी वारंिी ई-िपु जहया 3 दकलोमीिर अथवा 20,000 दकलोमीिर चालन (िो भी पहले हो) ई-जतपजहया (ई-रररिा और ई-कािा) 3 वर्ा अथवा 40,000 दकलोमीिर चालन (िो भी पहले हो) ई-जतपजहया (L5) 3 वर्ा अथवा 80,000 दकलोमीिर चालन (िो भी पहले हो) ई-एंबुलेंस अलग से अजधसूजचत दकया िाएगा ई-बस प्रस्ट्ताव के जलए सीईएसएल के अनुरोध (RFP) के अनुसार वाहन श्रणे ी वारंिी ई-रक और अन्य नए उभरते इलेजररक अलग स ेअजधसूजचत दकया िाएगा। वाहन (च) ई-जतपजहया, ई-एंबुलेंस, ई-बस और ई-रक (और अन्य नए उभरते इलेजररक वाहन) म ें उपयुि जनगरानी उपकरण लगे हों तादक कुल ईधाँ न बचत को जवजनजश्चत करने के जलए माइलेि को सही समय पर िाना िा सके;

(छ) िांपडंग ऐसी हो जिससे यह संकेत जमले दक उसे स्ट्कीम के अंतगात ख़रीिा गया ह।ै िांजडग ब्लयोरा भारी उद्योग मंत्रालय द्वारा उपलब्लध कराया िाएगा। मांग प्रोत्साहन का संजवतरण

42. मांग प्रोत्साहन का संजवतरण ई-सक्षम फ्रेमवका और भारी उद्योग मंत्रालय के अतं गता स्ट्थाजपत तंत्र के माध्यम से दकया िाएगा। जबक्री के समय एक प्रमाजणत ई-वाउचर तैयार दकया िाएगा और मागं प्रोत्साहन का लाभ उठान े के जलए इसका उपयोग दकया िाएगा। वाहन जवजनमााता (ओईएम अथवा मलू उपकरण जवजनमााता) मांग प्रोत्साहन की प्रजतपूर्त ा संबंधी िावा जनपिान के जलए भारी उद्योग मत्रं ालय को जनयजमत रूप से प्रस्ट्तुत करेंगे। िावे की प्रजतपूर्ता संबंधी दििाजनििे अलग से िारी दकए िाएंगे। स्ट्कीम प्रचालन

43. स्ट्कीम के सहि प्रचालन और कायाान्वयन हते ु ज्ञान भागीिारों/तकनीकी जविेर्ज्ञता और अन्य संभार सहायता की व्यवस्ट्था की िाएगी।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 9 पररयोिना प्रबंधन एिेंसी (पीएमए)

44. स्ट्कीम को पीएमए के माध्यम से कायााजन्वत दकया िाएगा िो सजचवालय सेवा, प्रबंधकीय और कायाान्वयन सहयोग करने तथा भारी उद्योग मंत्रालय द्वारा समय-समय पर सौंपे गए अन्य उत्तरिाजयत्वों के जनवाहन के प्रजत उत्तिायी होगी। स्ट्कीम के कायाान्वयन संबंधी कायों के जलए पीएमए जनम्नांदकत के प्रजत भी उत्तरिायी होगाः क) स्ट्कीम के ऑनलाइन पोिला का जवकास और अनरु क्षण। ख) ओईएम के पिं ीकरण/मॉडल अनमु ोिन हते ु आविे न प्रसस्ट्ं करणl ग) स्ट्कीम के अतं गता आर्थका प्रोत्साहन सजं वतरण हते ु िावा पात्रता की िाचं । घ) स्ट्कीम की प्रगजत और जनष्पािन सबं धं ी डेिा का सकं लन। ङ) स्ट्कीम के कायान्ा वयन सबं धं ी कोई अन्य मामला।

45. उपभोिा िागरुकता सृिन और स्ट्कीम संवधान हते ु आवश्यक होने पर भारी उद्योग मंत्रालय, उद्योग संघ और स्ट्वैजछछक संगठन आदि जिक्षा और प्रजिक्षण, प्रचार, व्यापाररक सजम्मलन, सगं ोष्ठी, सम्मेलन आदि के माध्यम से उपयुि आईईसी कायाक्रम चलाएंगे।

1. उन्नत बैिररया ं ‘उन्नत बैिरी’ नई पीढी की बैिररयों िैसे जलजथयम पॉलीमर, जलजथयम आयरन फॉस्ट्फेि, जलजथयम कोबाल्ि ऑरसाइड, जलजथयम िाइिेनेि, जलजथयम जनकल मगैं नीि कोबाल्ि, जलजथयम मगैं नीि ऑरसाइड, मेिल हाइड्राइड, पिंक एयर, सोजडयम एयर, जनकल पिंक, जलजथयम एयर, जलजथयम आयरन मगैं नीि फॉस्ट्फेि (एलएफएमपी), सोजडयम- आयन, सॉजलड स्ट्िेि इलेररोलाइि बैिरी और जवकास के तहत या उपयोग म ेंआन े वाली अन्य समान रसायन का प्रजतजनजधत्व करती ह।ै इसके अलावा, इस बैिरी का जवजिि घनत्व कम से कम 70 डब्ल ल् यूएच/केिी और चक्र िीवन कम से कम 1000 चक्र होना चाजहए।

2. इलेजररक रीिनरेरिव िेककंग जसस्ट्िम एकीकृत वाहन िेककंग जसस्ट्िम िो िेक लगान े के िौरान वाहन की गजति ऊिाा को जवद्युत ऊिाा म ेंपररवर्तात करता ह।ै

3. इंिन ‘स्ट्िॉप-स्ट्िािा’ व्यवस्ट्था एक प्रणाली जिसके द्वारा वाहन के प्रणोिन के जलए आवश्यक कर्ाण िजि के आधार पर पररचालन की जस्ट्थजतयों म ें वाहन जनयंत्रण इकाई द्वारा हाइजिड इलेजररक वाहन में इंिन को चाल ू या बंि दकया िाता ह।ै

4. ऑफ व्हीकल चार्ििंग (ओवीसी) वाहन म ें ररचािेबल ऊिाा भडं ारण प्रणाली (आरईईएसएस) म ें बाहरी चार्ििंग का प्रावधान ह।ै

5. बैिरी इलेजररक व्हीकल (बीईवी) ऐसा वाहन िो केवल इलेजररक मोिर द्वारा संचाजलत होता है; जिसकी कर्ाण ऊिाा की आपूर्त ा केवल वाहन में स्ट्थाजपत कर्णा बैिरी द्वारा की िाती ह;ै और जिसमें 'इलेजररक रीिेनरेरिव िेककंग जसस्ट्िम' होता ह।ै

6. हाइजिड इलेजररक व्हीकल (एचईवी) िैसा दक 6 नवंबर 2023 को केंद्रीय मोिर वाहन (नौवां सिं ोधन) जनयम, 2023 [िीएसआर 823(ई)] या समय-समय पर यथा संिोजधत जनयम के जनयम 125एम में पररभाजर्त दकया गया ह।ै

7. स्ट्रॉन्ग हाइजिड इलेजररक व्हीकल िैसा दक 6 नवंबर 2023 को केंद्रीय मोिर वाहन (नौवां सिं ोधन) (एसएचईवी) जनयम, 2023 [िीएसआर 823(ई)] या समय-समय पर यथा संिोजधत जनयम के जनयम 125एम में पररभाजर्त दकया गया ह।ै

NOTIFICATION New Delhi, the 29th September, 2024 S.O. 4259(E).— PM Electric Drive Revolution in Innovative Vehicle Enhancement (PM E-DRIVE) Scheme.

Background:

1. The then Department of Heavy Industry had launched a scheme, namely Faster Adoption and Manufacturing of (Hybrid &) Electric Vehicles in India (FAME-I), for promotion of electric and hybrid vehicles with an outlay of ₹795 crore. FAME-I was initially approved for a period of 2 years, commencing from 1st April 2015. The scheme was subsequently extended up to 31st March 2019 with an enhancement in outlay from ₹795 crore to ₹895 crore.

2. After review of the phase I, DHI formulated Phase II of the scheme (FAME-II) with an outlay of ₹10,000 crore which was subsequently enhanced to ₹11,500 crore for the period from 1st April, 2019 to 31st March 2024.

3. Thereafter, to maintain continuity of support for electric two wheelers (e-2Ws) and electric three wheelers (e-3Ws), MHI launched the Electric Mobility Promotion Scheme 2024 (EMPS-2024) with18 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] an outlay of ₹500 crore, which was subsequently enhanced to ₹778 crore, for the period from 1st April 2024 till 30th September 2024.

4. Further, after review of FAME-II and EMPS-2024, Ministry of Heavy Industries (MHI) formulated PM Electric Drive Revolution in Innovative Vehicle Enhancement (PM E-DRIVE) scheme (“the Scheme”) with the approval of the Union Cabinet as per the scheme parameters given in subsequent paragraphs. The number of vehicles and the expenditure under EMPS-2024 is subsumed under the number of vehicles and outlay of PM E-DRIVE Scheme.

Scheme Parameters: General:

5. The PM E-DRIVE Scheme, with an outlay of ₹10,900 crore, shall be implemented from 1st October 2024 to 31st March 2026, for faster adoption of electric vehicles (EVs), setting up of charging infrastructure and development of EV manufacturing eco-system in the country. Further, EMPS-2024 being implemented for the period from 1st April 2024 to 30th September 2024 is subsumed under this Scheme.

Components of the Scheme

6. The scheme is proposed to be implemented through the following components: a) Subsidies: Demand incentives for e-2W, e-3W, e-ambulances, e-trucks & other new emerging EV categories, b) Grants for creation of capital assets: e-buses, establishment of network of charging stations & upgradation of testing agencies identified under this Scheme, and c) Administration of Scheme including IEC (Information, Education & Communication) activities and fee for project management agency (PMA).

7. The efforts of the Central Government to promote e-mobility need supplemental support from State Governments. States need to offer bouquet of fiscal and non-fiscal incentives. Some such incentives may include waiver / concessional road tax, exemption from permit, waiver / concessional toll tax, waiver / concessional parking fees, concessional registration charges, etc. MHI will continue to encourage States to offer such incentives during the scheme duration.

8. MHI shall be the nodal Ministry in Government of India and will be responsible for planning, implementation and review of the scheme. MHI shall address issues related to the guidelines and for removal of difficulties in the implementation of the scheme.

Scheme Outlay

9. The breakup of fund allocation year wise, component-wise, for the Scheme’s duration is given

of Scheme portal: ₹35 crore, and (ii) IEC activities, events, exhibitions, roadshows, etc.: ₹15 crore. *3 OEMs are given 120 days to file claims and there is a high lead time for delivery of e-buses, e- ambulances, e-trucks, upgradation of testing agencies and setting up of charging infrastructure. Therefore, some claims of FY 2024-25 and FY 2025-26 will be settled during the later years.

Project Implementation and Sanctioning Committee (PISC)

10. An inter-ministerial empowered committee viz. PISC headed by Secretary (Heavy Industries) is constituted for overall monitoring, sanctioning and implementation of PM E-DRIVE as well as to remove any obstacles/ difficulties that may arise in the implementation stage. The composition of the committee is given in Annexure-1.

11. The PISC shall have the power to: i. Decide the scheme parameters for smooth implementation of the Scheme as well as to remove any obstacles/ difficulties as may arise during implementation stage within the overall Scheme outlay of ₹ 10,900 crore.

ii. Downward revision of rates of demand incentive, as required, enabling incentivisation of a higher number of vehicles. iii. Increase the number of e-buses to be supported under the Scheme, in case lower rates are discovered for e-buses.

iv. Quantum of financial support for setting up of charging infrastructure. v. Inclusion of e-ambulances, e-trucks (including new generation EVs), decide their testing parameters, incentive rates and laying down guidelines for the same.

vi. Approve the guidelines for upgradation of testing agencies and sanction funds for the same.20 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] vii. The allocation of e-buses, charging infrastructure and testing agencies will not be reduced from the funds earmarked for them. The principle of fungibility does not apply to these components and funds will lapse if there is no offtake under these segments.

Eligibility

12. Vehicles which are registered as “Motor Vehicle” as per the Central Motor Vehicle Rules (CMVR) will only be eligible for incentives. Vehicles fitted with only advanced batteries (technology definitions as per Annexure-2) and satisfying performance criteria as in Annexure-3 will only be eligible under the Scheme.

13. Since cost of batteries is one of the main factors of difference in acquisition price of EVs and internal combustion engine (ICE) vehicles, the demand incentive/ grant for EVs would be based on battery capacity (i.e. energy content measured in kWh) used in such vehicles. In order to restrict very high- end vehicles from availing Government incentives, it is proposed to restrict incentives to vehicles with ex-factory price less than a particular threshold value as in Annexure-4. Ex-factory price shall mean “price of the vehicle at the factory gate before applicable taxes”.

14. Segment wise target number of vehicles to be supported, incentive per kWh, maximum incentive per vehicle, maximum ex-factory price to avail incentive, total fund support from MHI and other details are given in Annexure-4. In case of e-2W/e-3W, the number of vehicles to be incentivised in FY 2024-25, inclusive of vehicles to be incentivised in EMPS-2024, shall be restricted to the numbers mentioned in Annexure-4. In case the target for e-2W/e-3W in FY 2024-25 is not met then such unutilized amount shall be available for utilization in the subsequent year.

Demand incentive

15. Demand incentives are an important component of the Scheme which directly help in demand generation of EVs by way of reducing the cost of acquisition. Demand incentive shall be available for consumers (buyers/end users) in the form of an upfront reduced purchase price of EVs to enable wider adoption, which will be reimbursed to the OEM by the Government of India. For individual cases, an e-Voucher will be generated post Aadhaar e-KYC authentication using face modality through PM E-DRIVE app. For non-individual buyers, e-Voucher will be generated using PM E- DRIVE portal. This e-Voucher shall be used to avail the demand incentive.

16. Following categories of vehicles will be eligible for demand incentive: a) Two Wheelers (electric) (e-2W) b) Three-wheeler (electric) including registered e-rickshaws & e-carts and L5 (e-3W) c) e-ambulances (electric, plug in hybrid & strong hybrid) d) e-trucks and other new emerging EV categories.

17. With greater emphasis on providing affordable and environment friendly public transportation options for the masses, Scheme will be applicable mainly to vehicles used for public transport or those registered for commercial purposes in e-3W, e-trucks and other new emerging EV categories.

However, in addition to commercial use, privately or corporate owned and registered e-2W will also be eligible under the Scheme. Eligible beneficiaries for e-ambulances shall be decided in consultation with Ministry of Health and Family Welfare (MoHFW).

18. It is proposed to extend a demand incentive of ₹5,000 per kWh in FY 2024-25 and of ₹2,500 per kWh in FY 2025-26 for e-2W and e-3W categories. The number of vehicles to be supported and upper cap on incentive per vehicle is specified in Annexure-4. The incentive for e-2W/ e-3W shall be further capped at 15% of ex-factory price.

19. Aggregation may also be adopted for bringing the upfront cost of e-3W at an affordable level. Details will be worked out by Convergence Energy Services Limited (CESL) for implementation.

20. Details for e-ambulances including their numbers, eligible beneficiaries, maximum subsidy, performance criteria, etc. will be notified separately based on consultation with MoHFW, MoRTH, state governments, testing agencies and other stakeholders. 21. The relevant details for e-trucks & other new emerging EV categories including number of vehicles to be supported, maximum subsidy, performance criteria, etc. will be notified separately based on consultation with relevant stakeholders. In the case of e-trucks, incentive will be provided only against furnishing scrapping certificate issued by MoRTH authorised registered vehicle scrapping facility(ies) (RVSF) for ICE trucks of equal or higher gross vehicle weight (GVW). Transferability of RVSF scrapping certificate shall be as per norms of MoRTH. A monitoring system to confirm the scrapping certificate will be put in place.

e-buses:

22. The Scheme envisages an outlay of ₹4,391 crore for roll out of 14,028 e-buses. Only e-buses with ex- factory price less than ₹2 crore will be incentivised under this Scheme. It is proposed to extend a uniform grant of ₹10,000 per kWh for both the years. The size of the e-buses and maximum incentive per e-bus is as follows:

23. The e-bus grant will be lowest of the following: a) ₹10,000 multiplied by battery capacity measured in kWh b) Maximum incentive according to size of bus, as per table no. 2 above. c) 20% of cost of e-bus according to the price discovered through competitive bidding by CESL.

24. In case lower rates are discovered for buses, the number of buses to be supported under the Scheme may be increased by the PISC within the proposed outlay of ₹4,391 crore for e-buses.

25. Nine cities with population of more than 40 lakh viz. Mumbai, Delhi, Bangalore, Hyderabad, Ahmedabad, Chennai, Kolkata, Surat, and Pune will be targeted initially. Roll out of inter-city/ inter- state e-buses shall also be considered in consultation with state governments and other stakeholders.

26. Support for e-buses will be provided through State/ city transport undertakings (STUs) on operational expenditure (OPEX)/ gross cost contract (GCC) model. Procurement of e-buses on aggregation model through competitive bidding shall continue to be done by CESL.

27. The grant for e-buses will be released to STUs as per the following milestones:

28. Procurement and operation of buses by STUs in unique geographies like hilly and north-eastern states, island territories, coastal regions, etc. on non-OPEX model can also be considered by MHI.

29. While allocating buses to cities/states, first preference shall be given to those number of buses of cities/states, which are being procured after scrapping old STU buses, through authorised RVSFs following the MoRTH Vehicle Scrapping Scheme guidelines. A monitoring system to confirm the scrapping certificate will be put in place.

Charging infrastructure:

30. The Scheme envisages support of ₹2,000 crore for setting up of adequate public charging infrastructure for various categories of vehicles to instil confidence amongst EV users. This will be implemented through involvement of Central ministries/ authorities, State Governments, Central Public Sector Enterprises (CPSEs), etc. In addition to setting up EV charging infrastructure within city limits, the Scheme also envisages selected inter-city/ inter-state highways to be made EV ready.

Routes for setting up chargers on highways will be identified in consultation with MoRTH and other stakeholders.

31. The quantum of financial support, benchmark prices, number of guns & other technical parameters for setting up of charging infrastructure, including support for upstream infrastructure (behind the meter), shall be determined by PISC in consultation with Ministry of Power (MoP) and other stakeholders.

32. Flexibility of funding for establishment of charging infrastructure, to the extent of 100% of cost (including upstream power infrastructure) of the project, may be made available for promoting electric mobility.

33. All these charging infrastructures will be established as per Ministry of Power (MoP) guidelines issued vide No. 12/2/2018-EV dated 17th September 2024 on the subject “Guidelines for Installation and Operation of Electric Vehicle Charging Infrastructure-2024” and as amended from time to time.

34. Projects for charging infrastructure may also include infrastructure projects required for extending electrification for running of vehicles like pantograph charging, flash charging, etc. Inter-linking of renewable energy sources with charging infrastructure, smart grid, use of ICT, etc. shall be encouraged.

Support to Testing agencies:

35. The testing agencies are a key element for testing of EVs under CMVR and PM E-DRIVE Scheme.

They were geared towards testing ICE vehicles. In view of the increase in the number of EVs to be tested, there is a need to upgrade the facilities. A provision of ₹780 crore in this regard has been made under the Scheme. The guidelines for sanction of assistance to the testing agencies under MHI will be issued separately.

Administration of Scheme including IEC

36. For smooth operation & implementation of PM E-DRIVE Scheme, there will be a need for knowledge partners/ technical expertise and logistics support including web portal. The Scheme would also require adequate Information, Education & Communication (IEC) activity. For this purpose, an outlay of ₹50 crore is proposed.

Phased Manufacturing Programme (PMP)

37. Under the FAME-II scheme, PMP was implemented and manufacturers were obligated to follow the PMP outlining the localization of EV components over time. PMP for EVs as per Annexure-5 will have to be followed by OEMs to be eligible for support under PM E-DRIVE. Similarly, PMP for EV charging infrastructure/ public charging stations as per Annexure-6, will have to be followed for eligibility under this Scheme. However, MHI may amend PMP, keeping in view the evolution of EV ecosystem.

38. This is a demand side Scheme and incentive/ grant payable under this Scheme will be independent of and in addition to incentives given under production linked incentive (PLI) scheme for automobile and auto components industry (PLI-Auto) and PLI scheme for advanced chemistry cell (PLI-ACC).

However, MHI will encourage State/UT Governments to extend fiscal and non-fiscal support to EVs.[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 23

Conditions to avail Demand Incentives:

39. In order to avail demand incentive, OEM is required to be registered with MHI. Further, after registration of the OEM, each of their EV models will need to be approved by MHI.

40. Each vehicle model needs to satisfy minimum technical eligibility criteria with regard to performance and efficiency of vehicles as provided at Annexure-3 and get it type approved as per prescribed / standard test procedure at the recognised testing agencies as notified under the Rule 126 of CMVR.

Technical eligibility criteria for e-ambulances, e-trucks and other new emerging EV categories viz. range, electricity consumption, speed, acceleration, etc. will be notified separately. Further, e- ambulances will be required to meet the standards as may be required by MoHFW.

41. To meet the qualifying criteria for the demand incentives, the electric vehicles (EVs) including its variants and versions, should:

(a) be manufactured in India;

(b) have local manufacturing & assembly of such parts as are specified in the phased manufacturing programme (PMP) as per Annexure-5 as amended from time to time;

(c) meet provisions contained in CMVR in terms of type approval, classification, categorization, definition, road worthiness, registration, etc.;

(d) obtain certificate of PM E-DRIVE eligibility assessment from recognised testing agencies;

(e) be accompanied by comprehensive warranty including that of battery from the manufacturer and to have adequate facilities for after sales service for the life of the vehicle. For this purpose, minimum warranty required shall be as follows:

(f) be fitted with suitable monitoring devices in e-3W, e-ambulance, e-bus and e-truck (& other new emerging EVs) to know the mileage of vehicles for determining the total fuel savings on a real time basis;

(g) should have such branding which shall indicate that it has been purchased under the Scheme.

The branding details shall be provided by MHI.

Disbursement of Demand Incentives

42. The demand incentive shall be disbursed through an e-enabled framework and mechanism setup under MHI. An authenticated e-Voucher will be generated at the time of sale and will be used to avail the demand incentive. The manufacturers of vehicles (OEMs or Original Equipment Manufacturers) will submit their claims for reimbursement of demand incentive regularly to MHI for settlement.

Detailed guidelines for reimbursement of claim will be issued separately.24 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] Scheme operationalization

43. For smooth operation and implementation of the Scheme, knowledge partners / technical expertise and other logistics support may be put in place.

Project Management Agency (PMA)

44. The Scheme shall be implemented through a PMA, which shall be responsible for providing secretarial, managerial and implementation support and carrying out other responsibilities, as assigned by MHI from time to time. For carrying out activities related to the implementation of the Scheme, PMA would inter-alia be responsible for:

a) Development & maintenance of online portal for the Scheme. b) Processing application for registration of OEMs/ model approval. c) Examination of claims eligible for disbursement of incentives under the Scheme.

d) Compilation of data regarding progress and performance of the Scheme. e) Any other matter pertaining to implementation of the Scheme.

45. A suitable IEC program shall be undertaken for creating consumer awareness and promotion of the Scheme, on a need basis, through education and training, publicity, organization of business meets, seminars, conferences, symposia, etc. by MHI, industry associations, voluntary organizations, etc.

46. This is a fund limited Scheme. Total payout under the Scheme shall be limited to the scheme outlay of ₹10,900 crore. In case the funds for the Scheme or its relevant sub-components are exhausted prior to the terminal date of the Scheme i.e. 31st March 2026, then the Scheme or its relevant sub- components will be closed accordingly i.e. no further claims will be entertained.

4. Off Vehicle Charging Rechargeable Energy Storage System (ReESS) in the vehicle has

(OVC) a provision for external charging.

5. Battery Electric Vehicle A vehicle which is powered exclusively by an electric motor;

(BEV) whose traction energy is supplied exclusively by traction battery installed in the vehicle; and has an ‘Electric Regenerative Braking System’.

6. Hybrid Electric Vehicle As defined in Rule 125M of Central Motor Vehicles (Ninth
