1.1 राष्ट्रीय इलेक्ट्रॉजिक्ट्स िीजत 2019 (NPE 2019) का िजृ िकोण भारत को इलेक्ट्रॉजिक्ट्स जसस्ट्टम जडजाइि एि ं जिजिमााण (ESDM) के क्षत्रे म ें िैजिक केंद्र के रूप म ें स्ट्िाजपत करिे का ह,ै जिसके जलए उद्योग को िैजिक स्ट्तर पर प्रजतस्ट्पधा ा करि े हते ु सक्षम िातािरण तैयार दकया िा रहा ह।ै NPE 2019 के अंतगात एक प्रमुख रणिीजत सेमीकंडक्ट्टर िेफ़र फैजिकेिि सुजिधाओं की स्ट्िापिा को सुगम बिािा तिा सेमीकंडक्ट्टर जचप्स के जडजाइि एि ं जिजिमााण हते ु संबंजधत पाररजस्ट्िजतकी तंत्र का जिकास करिा ह।ै

1.2 इलेक्ट्रॉजिक्ट्स और सेमीकंडक्ट्टर मूलभूत उद्योग ह ैंतिा राष्ट्र के जलए रणिीजतक िजृ ि स ेभी अत्यंत महत्िपूण ाह।ैं पहल े सेजमकॉि इंजडया कायाक्रम के अतं गात िी गई स्ट्िीकृजतयों ि ेसेमीकंडक्ट्टर उद्योग म ेंउ्लेखिीय रुजच उत्पन्न की ह ैतिा सेमीकंडक्ट्टर पाररजस्ट्िजतकी तंत्र म ेंअपस्ट्रीम उत्पािों की उ्लेखिीय मााँग भी बढाई ह।ै इस गजत को आग ेबढाते हुए, सरकार िे भारत म ें सेमीकंडक्ट्टर क्षत्रे को सतत िीजत-समििा प्रिाि करिे का जिणाय जलया ह ै और “सेजमकॉि 6660 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1]

2.0 – भारत म ें सेमीकंडक्ट्टर जडजाइि एि ं जिजिमााण पाररजस्ट्िजतकी तंत्र के जिकास हते ु योििा” अजधसूजचत की ह।ै सेजमकॉि 2.0 सेमीकंडक्ट्टर उद्योग की संपणू ा मू्य श्ृंखला के जिजभन्न िर्टाक्स को जित्तीय समिाि प्रिाि करता ह ै जिसम ें जचप जडजाइि, फैजिकेिि और पैकेजिंग स ेलेकर पाररजस्ट्िजतकी तंत्र के अन्य जिजभन्न खडं सजममजलत ह।ैं

2. उद्देश्य एक आत्मजिभरा और िजै िक स्ट्तर पर प्रजतस्ट्पधी समे ीकंडक्ट्टर जचप जडिाइि एिं जिजिमाणा पाररजस्ट्िजतकी तत्रं का जिमाणा करिा, िो सभी क्षत्रे ों म ें आर्िका जिकास का समििा करता ह,ै आपर्ू त ा श्खृं ला की सिु ढृ ता बढाकर राष्ट्रीय सरु क्षा को सुिढृ और महत्िपणू ाक्षत्रे ों म ेंतकिीकी िते त्ृ ि भी स्ट्िाजपत करता ह।ै

3. इस योििा के तहत पात्र िर्टाकल को 6 स्ट्तभं ों और 10 (िस) श्जे णयों म ेंजिभाजित दकया गया ह।ै

3.1 स्ट्तभं 1 (जडिाइि): श्णे ी 1: राष्ट्रीय महत्ि और रणिीजतक प्रािजमकताओं के जलए समे ीकंडक्ट्टर Ips, जचप्स, जसस्ट्टम- ऑि-जचप्स (SoCs) और मॉड्यलू का जडिाइि

3.1.1 उद्देश्य: राष्ट्रीय रणिीजतक एि ं महत्त्िपूणा अिसंरचिा के जलए लजक्षत खंड प्रौद्योजगदकयों के जडजाइि, जिकास और पररजियोिि पर ध्याि केंदद्रत करते हुए, सुिढृ , जििसिीय और स्ट्िायत्त सेमीकंडक्ट्टर प्रौद्योजगदकयों का जिमााण करिा।

3.1.2 लक्ष्य खडं : सेमीकंडक्ट्टर इंटेलक्ट्े चुअल प्रॉपटी (IP) कोर, जचप्स, जसस्ट्टम-ऑि-जचप्स (SoCs), और इलेक्ट्रॉजिक उत्पािों के जलए मॉड्यू्स का जडजाइि, िो समय-समय पर राष्ट्रीय महत्ि और रणिीजतक प्रािजमकताओं के आधार पर पहचाि ेिाएाँगे। इस ेप्राप्त करिे के जलए, जबज्डगं ब्ललॉक्ट्स जिकजसत दकए िाएंगे, जििम ेंजिजभन्न प्रकार के कंप्यूट, मेमोरी, RF, पािर, िेटिर्किंग, सेंसर आदि के जलए मािक Ips िाजमल होंगे।

3.1.3 पात्रता:

(i) भारत म ेंजिगजमत और मख्ु यालय िाली कंपजियां, जििकी ििे के भीतर उ्लेखिीय पररचालि और िििजि उपजस्ट्िजत ह ैतिा िो भारतीय िागररकों के स्ट्िाजमत्ि और जियत्रं ण म ें ह,ैं भाग लेि े के जलए पात्र होंगी।

(ii) ऐसी कंपजियां या तो स्ट्ितंत्र रूप स ेअििा िैजिक कंपजियों, अिसु ंधाि एिं जिकास संगठिों, िक्षै जणक संस्ट्िािों आदि के साि कंसोर्टायम मोड म ें भाग ले सकती ह।ैं

3.1.4 अन्य ित:ें

(i) कायाान्ियि कंपिी जिकजसत समे ीकंडक्ट्टर समाधािों के िीर्ाकाजलक अपग्रडे , समिाि और अिुरक्षण प्रिाि करि े के जलए जिममेिार होगी।

(ii) कायाान्ियि कंपिी सुरक्षा, जियाात जियंत्रण, जििेिी अजधग्रहण या जियंत्रण और अन्य रणिीजतक जिचारों स े संबंजधत भारत सरकार के जियमों और जििेिों का पालि करेगी।

(iii) IP अजधकार आिेिक कंपिी और सी-डैक के सह-स्ट्िाजमत्ि म ें होंगे। सी-डैक इि सह-स्ट्िाजमत्ि िाले IP का व्यािसाजयक रूप स े उपयोग तब तक िहीं करेगा िब तक दक आिेिक कंपिी अपि े संजििात्मक िाजयत्िों का जििाहि करि े म ें जिफल िहीं हो िाती।[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 3

3.1.5 कायान्ा ियि तत्रं और जित्तीय सहायता:

(i) पहचाि की गई लजक्षत खडं प्रौद्योजगदकयों के जिकास हते ु प्रस्ट्ताि के जलए अिरु ोध (आरएफपी) सी-डैक द्वारा िारी दकया िाएगा, जिसम ें जित्तीय सहायता और जचप जडिाइि अिसंरचिा के समिाि, पररयोििा की अिजध, प्रस्ट्तुजत समयसीमा तिा अन्य प्रासंजगक जियम एि ंित ेंिैसे पहलओंु का जििरण दिया िाएगा। सफल बोलीिाता का चयि प्रजतस्ट्पधी बोली प्रदक्रया के माध्यम स ेदकया िाएगा।

(ii) तकिीकी एिं जित्तीय मापिंडों के आधार पर सी-डैक द्वारा आिेििों का म्ू यांकि दकया िाएगा, और आरएफपी के अिुमोदित जियमों एि ं ितों के आधार पर जित्तीय सहायता जितररत की िाएगी।

3.2 स्ट्तभं 1 (जडिाइि): श्णे ी 2: िाजणजययक क्षत्रे के जलए समे ीकंडक्ट्टर Ips, जचप्स और SoCs का जडिाइि

3.2.1 उद्देश्य: भारत को फैबलेस सेमीकंडक्ट्टर जचप जडिाइि के जलए िैजिक स्ट्तर पर प्रजतस्ट्पधी केंद्र के रूप म ें स्ट्िाजपत करिा, ििाचार को बढािा ििे ा, जित्तीय और जचप जडिाइि अिसरंचिा का जिस्ट्तार करके इंटेलेक्ट्चुअल प्रॉपटी और उत्पाि स्ट्िाजमत्ि का जिमााण करिा, साि ही र्रेल ू सेमीकंडक्ट्टर जचप जडिाइि कंपजियों के जलए उद्यम पूंिी जित्त पोषण को गजत िेिा।

3.2.2 लक्ष्य खडं : िाजणजययक क्षत्रे म ें जियोजित दकए िािे िाले इलक्ट्े रॉजिकी उत्पािों के जलए सेमीकंडक्ट्टर Ips, जचप्स और जसस्ट्टम-ऑि-जचप्स (SoCs) का जडिाइि और जिकास।

3.2.3 पात्रता:

(i) भारत म ेंजिगजमत और मख्ु यालय िाली कंपजियां, जििकी ििे के भीतर उ्लेखिीय पररचालि और िििजि उपजस्ट्िजत ह,ै और भारतीय िागररकों या भारत के प्रिासी िागररकों (OCI) के स्ट्िाजमत्ि और जियंत्रण म ें ह,ैं भाग लिे े के जलए पात्र होंगी।

(ii) ऐसी कंपजियां या तो स्ट्ितंत्र रूप स े अििा िैजिक कंपजियों, अिुसंधाि एि ं जिकास संगठिों और िक्षै जणक संस्ट्िािों के साि कंसोर्टायम मोड म ेंभाग ल े सकती ह।ैं

3.2.4 अन्य ित:ें

(i) कायाान्ियि कंपिी सुरक्षा, जियाात जियंत्रण, जििेिी अजधग्रहण या जियंत्रण और अन्य रणिीजतक जिचारों स े संबंजधत भारत सरकार के जियमों और जििेिों का पालि करेगी।

(ii) IP अजधकार तिा उससे संबंजधत सभी जडिाइि और जिकास फाइलें भारत के भीतर ही रहगें ी।

(iii) पात्र आिेिक अिुसंधाि, जिकास और ििाचार (RDI) योििा के तहत भी लाभ उठा सकत े ह।ैं4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1]

3.2.5 जित्तीय सहायता:

(i) इस श्ेणी के तहत जित्तीय सहायता और इसका पररमाण जिम्नािुसार ह:ै क्र. स ं सहायता सरं चिा # योग्य आििे क सहायता की श्णे ी और सहायता का तरीका इसका पररमाण 1 जडिाइि (क) भारतीय िैक्षजणक राष्ट्रीय EDA टू्स जग्रड जिक्रेता कंपजियों के साि इन्रास्ट्रक्ट्चर संस्ट्िाि तिा पात्र संबंजधत अिुबंधों के तक केंद्रीकृत पहुचं सहायता (DIS) स्ट्टाटाअप और जियमों और ितों के (ख) म्टी-प्रोिेक्ट्ट िेफर MSMEs अिुसार पात्र सगं ठिों को

(MPW) जिमााण सेिाओं पहुचं प्रिाि की िाएगी। के जलए केंद्रीकृत पहुचं (ग) उपरोि अिुच्छेि IP कोर

3.2.3 के अिुसार (र्) कमप्यूट सब- जसस्ट्टमस सभी पात्र आिेिक

(CSS) (ङ) पोस्ट्ट-जसजलकॉि िैजलडेिि सेिाओं तक पहुचाँ 2 उत्पाि जडिाइि (क) योग्य स्ट्टाटा- सीड फंजडंग (₹15 करोड़ पररयोििा लागत के 50 जलक्ट्ं ड प्रोत्साहि (P- अप्स/MSMEs तक) प्रजतित या ₹15 करोड़, DLI) िो भी कम हो, की राजि की माइलस्ट्टोि-जलंक्ट्ड एडिांस सीड फंजडंग प्रजत आिेिि प्रिाि की िाएगी। इदिटी सह-जििेि (₹15 इदिटी सह-जििेि उि करोड़ स ेअजधक) कंपजियों को प्रिाि दकया िाएगा जिन्होंिे िेंचर कैजपटल (VC) और/या प्राइिेट इदिटी (PE) जििेिकों स े जित्त पोषण प्राप्त दकया ह,ै िो VC/PE जििेिकों द्वारा पेि दकए गए जियमों और ितों के अधीि होगा। (ख) पात्र कंपजियां रॉय्टी जित्तपोषण कंपजियों को सह-जििेि (उपरोि अिुच्छेि के आधार पर रॉय्टी

3.2.3 के अिुसार) जित्तपोषण प्रिाि दकया िाएगा, इस ित ा के स्ट्टाटा-अप्स/ अधीि दक लाभािी[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 5 MSMEs को कंपिी अपिे उत्पाि/ छोड़कर प्रौद्योजगकी की िुद्ध आय (िेट रेिेन्य)ू का 5 प्रजतित रॉय्टी के रूप म ें भुगताि करेगी िब तक दक प्रिाि की गई जित्तीय सहायता का 1.5 गुिा राजि प्राप्त िहीं हो िाती इदिटी सह-जििेि इदिटी सह-जििेि उि कंपजियों को प्रिाि दकया िाएगा जिन्होंिे िेंचर कैजपटल (VC) और/या प्राइिेट इदिटी (PE) जििेिकों स े जित्त पोषण प्राप्त दकया ह,ै िो VC/PE जििेिकों द्वारा पेि दकए गए जियमों और ितों के अधीि होगा

(ii) जिकास जिक्प: लाभािी कंपिी, जिम्नजलजखत ितों के अधीि, दकसी भी जित्तपोषण तंत्र से या तो अपि ेस्ट्िय ं के जििेक पर, अििा योििा के अंतगात पात्रता या अन्य ितों को पूरा करिा बंि कर ििे े पर, बाहर जिकल सकती ह:ै (क) सीड फंजडंग या इदिटी सह-जिििे : जिि कंपजियों ि े सीड फंजडंग और/या इदिटी सह-जििेि सहायता प्राप्त की ह,ै िे सरकार द्वारा प्रिाि की गई कुल सीड फंजडगं की राजि तिा सरकार के पास धाररत इदिटी के प्रचजलत बाजार मू्य के समतु्य राजि, अििा प्रिाि की गई कुल जित्तीय सहायता (जिसम ें सीड फंजडगं और इदिटी सह-जििेि िाजमल ह)ैं की 1.5 गुिा राजि, िो भी अजधक हो, का भुगताि करके जिकास (एजग्जट) कर सकती ह।ैं (ख) रॉय्टी जित्तपोषण: रॉय्टी जित्तपोषण का जिक्प चुिि े िाली कंपजियााँ, यदि अंजतम दकस्ट्त के जितरण की जतजि स ेचार (4) िषों के भीतर जिकास (एजग्जट) करती ह,ैं तो उन्ह ेंप्रिाि की गई जित्तीय सहायता की 1.5 गिु ा राजि का पुिभगुा ताि करिा होगा; अििा यदि जिकास अंजतम दकस्ट्त के जितरण की जतजि स े चार (4) िषों के बाि होता ह,ै तो उन्ह ें प्रिाि की गई जित्तीय सहायता की िो (2) गिु ा राजि का पुिभगुा ताि करिा होगा।

3.3 स्ट्तभं 1 (जडिाइि): श्णे ी 3: पररजियोिि-आधाररत प्रोत्साहि (DLI), समे ीकंडक्ट्टर Ips/जचप्स/SoCs के पररजियोिि हते ु

3.3.1 उद्देश्य: लागत अक्षमताओं को कम करके लक्ष्य खडं प्रौद्योजगदकयों के पररजियोिि को बढािा िेिा तादक उिकी प्रजतस्ट्पधाात्मकता म ें सुधार हो सके।

3.3.2 लक्ष्य खडं : सेमीकंडक्ट्टर इंटेलेक्ट्चुअल प्रॉपटी (IP) कोर, जचप्स और जसस्ट्टम-ऑि-जचप्स (SoCs), जिन्ह ेंयोििा की र्ोषणा के बाि पहली बार लॉन्च दकया गया हो तिा योििा की र्ोषणा से पहले आिेिक द्वारा ऐसे उत्पािों की कोई पूिा जबक्री ि की गई हो।6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1]

3.3.3 पात्रता: इस योििा की श्ेणी 1 और 2 के तहत पात्र आिेिक इस श्ेणी के तहत आिेिि िमा कर सकते ह।ैं

3.3.4 जित्तीय सहायता: लजक्षत खडं ों की िद्धु जबक्री पर पाचाँ (5) िषों की अिजध के जलए 9% की िर स े प्रजतपर्ू त ा प्रिाि की िाएगी। यह प्रोत्साहि प्रजत आििे ि अजधकतम ₹30 करोड़ तक सीजमत होगा तिा एक ही कंपिी (समहू कंपजियों सजहत) को लजक्षत खडं ों के अतं गता जिजभन्न उत्पािों के जलए कुल जमलाकर अजधकतम ₹120 करोड़ तक का प्रोत्साहि दिया िा सकेगा।

3.4 स्ट्तभं 2 (मिीि ेंऔर सामग्री): श्णे ी 4: समे ीकंडक्ट्टर जिजिमाणा पाररजस्ट्िजतकी तत्रं

3.4.1 उद्देश्य: एक आत्मजिभरा और िैजिक स्ट्तर पर प्रजतस्ट्पधी समे ीकंडक्ट्टर जिजिमाणा पाररजस्ट्िजतकी तत्रं का जिमाणा करिा तिा इस ेिैजिक इलेक्ट्रॉजिकी म्ू य श्खृं लाओं म ेंभागीिारी हते ु सक्षम बिािा।

3.4.2 लक्ष्य खडं : समे ीकंडक्ट्टर उपकरणों के जलए अिसु धं ाि एि ं जिकास सजु िधाओं की स्ट्िापिा, समे ीकंडक्ट्टर-ग्रडे कच्च े माल के जिजिमाणा हते ु सुजिधाओं की स्ट्िापिा, साि ही सेमीकंडक्ट्टर जिमााण (फैजिकेिि) और पैकेजिंग सुजिधाओं में उपयोग के जलए कैजपटल उपकरणों, पुििािीिीकृत उपकरणों, उिके उप-असेंबली और र्टकों का जिजिमााण और/या असेंबली, तिा सेमीकंडक्ट्टर परीक्षण एिं जििेषता जिधाारण सजु िधाओं की स्ट्िापिा।

3.4.3 पात्रता और जित्तीय सहायता: परीक्षण एिं जििेषता जिधाारण सुजिधा को छोड़कर, आिेिकों से अपेक्षा की िाती ह ै दक िे “प्रस्ट्ताजित इकाई के जलए प्रौद्योजगदकयों के स्ट्िामी हों या उिके जलए लाइसेंस प्राप्त प्रौद्योजगदकयााँ उिके पास उपलब्लध हों।” पात्र उप-िर्टाक्स, उिकी पूंिी जििेि सीमा और भारत सरकार स े जित्तीय सहायता िीचे सूचीबद्ध ह:ैं क्रस ं पात्र उप-िर्टाक्स न्यिू तम पिूं ी न्यिू तम रािस्ट्ि सीमा (समूह जिििे सीमा कंपजियों सजहत) आििे ि भारत सरकार स े िमा करि े के िषा स े पहल े जित्तीय सहायता तीि जित्त िष ा म ें स े दकसी एक म ें (क) सेमीकंडक्ट्टर उपकरणों के जलए ₹300 करोड़ ₹120 करोड़ अिुसंधाि एि ंजिकास सुजिधाओं की स्ट्िापिा (ख) सेमीकंडक्ट्टर ग्रडे कच्चे माल (रंट ₹50 करोड़ ₹20 करोड़ एंड / बैक-एडं ) के जलए जिजिमााण सुजिधाओं की समतु्य आधार पर स्ट्िापिा करिा, िैस,े िेफर, पूंिीगत व्यय का 30% फोटो मास्ट्क, फोटोरेजसस्ट्ट, सब्लसरेट, रसायि, गैसों, सामग्री, जडस्ट्प्ले फैब के जलए ग्लास आदि। (ग) सेमीकंडक्ट्टर परीक्षण एि ं ₹100 करोड़ ₹40 करोड़ जििेषता जिधाारण सुजिधाएं (र्) सभी सेमीकंडक्ट्टर जिमााण और ₹300 करोड़ ₹120 करोड़ समतु्य आधार पर पैकेजिंग सुजिधाओं म ेंउपयोग के पूंिीगत व्यय का 30% जलए उपकरण/ ििीिीकरण तिा[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 7 उपकरण, उप-असेंबली, र्टकों र्रेलू जिजिमााताओं स े का जिमााण और/या संयोिि प्राप्त बीओएम मू्य के 10% / 8% / 6% / 4% / 2% का उत्पािि आधाररत प्रोत्साहि

(PLI)। PLI प्रोत्साहि जित्त िषा 2028-29 स े िुरू होि े िाले 5 िषों के जलए लागू होगा, िो पात्र पूंिीगत व्यय के 50 प्रजतित की समग्र सीमा के अधीि होगा।

3.5 स्ट्तभं 3 (अजधक फैब्लस की स्ट्िापिा): श्णे ी 5: जसजलकॉि समे ीकंडक्ट्टर िफे र फैब्लस

3.5.1 उद्देश्य: भारत को आत्मजिभरा बिािे और िजै िक इलक्ट्े रॉजिक्ट्स म्ू य श्खृं लाओं म ें भागीिारी सजु िजित करि े हते ु िैजिक स्ट्तर पर प्रजतस्ट्पधी समे ीकंडक्ट्टर फैजिकेिि सजु िधा का जिमाणा करिा।

3.5.2 लक्ष्य खडं : जसजलकॉि समे ीकंडक्ट्टर िेफर फैब की स्ट्िापिा

3.5.3 पात्रता और जित्तीय सहायता: िेफर का आकार स्ट्िाजपत क्षमता प्रौद्योजगकी 300 mm 40,000 िेफर स्ट्टाटा / माह या अजधक प्रस्ट्ताजित प्रौद्योजगकी प्रदक्रया के जलए उत्पािि ग्रेड लाइसेंस प्राप्त प्रौद्योजगदकयों का माजलक या पररचालि अिभु ि स्ट्िाजमत्ि न्यिू तम पिूं ी जिििे सीमा ₹20,000 करोड़ का न्यूितम पूंिी जििेि (₹200 जबजलयि) आिेिि िमा करिे के िषा स े पहले के तीि जित्तीय िषों में स े दकसी में भी ₹7,500 करोड़ न्यिू तम रािस्ट्ि सीमा (₹75 जबजलयि) का न्यूितम रािस्ट्ि (समूह कंपजियों / संयुि उद्यम सजहत) भारत सरकार स ेजित्तीय सहायता पात्र पूंिीगत व्यय के प्रजतित के रूप म ेंजित्तीय सहायता समत्ुय आधार पर 40%

3.9.1 उद्देश्य: ििे म ें सेमीकंडक्ट्टर और जडस्ट्प्ले मन्ै युफैक्ट्चररंग प्रौद्योजगदकयों म ें अिुसधं ाि एि ं जिकास क्षमता को सुिढृ करिा।

3.9.2 लक्ष्य खडं : CMOS-आधाररत फैजिकेिि, जसजलकॉि फोटोजिक्ट्स, जडस्ट्प्ल े फैजिकेिि, एडिांस्ट्ड पैकेजिंग के जलए जचपलेट-आधाररत प्रौद्योजगदकयों या सेमीकंडक्ट्टरों स े संबंजधत दकसी भी अन्य उन्नत प्रौद्योजगदकयों के जलए उन्नत प्रदक्रया प्रौद्योजगदकयों सजहत प्रौद्योजगदकयों का जिकास करिा।

3.9.3 पात्रता: सेमीकंडक्ट्टर कंपजियां, या तो स्ट्ियं अििा िैक्षजणक संस्ट्िािों या अिुसंधाि एि ं जिकास संगठिों आदि के साि गठबंधि (कंसोर्टायम) में।

3.9.4 जित्तीय सहायता: पररयोििा लागत (कैपेक्ट्स और ओपक्ट्े स) का 75% तक (रायय प्रोत्साहि सजहत), जिसम ें पात्र पूंिीगत व्यय और पररचालि व्यय िाजमल होंगे। आिश्यकतािुसार इसम ें अिुसंधाि, जिकास और ििाचार (RDI) योििा के अतं गता आंजिक जित्त पोषण भी सजममजलत दकया िा सकता ह।ै िोडल एिेंसी द्वारा जित्तीय सहायता के जलए प्रस्ट्तािों पर जिचार दकया िाएगा।

3.10 स्ट्तभं 6 (प्रजतभा जिकास): श्णे ी 10: प्रजतभा जिकास

3.10.1 उद्देश्य: स्नातक, स्नातकोत्तर, डॉक्ट्टरेट और िॉप-फ्लोर स्ट्तर के तकिीजियि/ऑपरेटरों तक जिस्ट्तृत जडिाइि, फैजिकेिि और पैकेजिंग डोमेि और संबंजधत पाररजस्ट्िजतकी तत्रं म ें कुिल पेिेिरों का पोषण करके भारत म ें एक सुिढृ , बहु-स्ट्तरीय सेमीकंडक्ट्टर प्रजतभा पाररजस्ट्िजतकी तंत्र जिकजसत करिा, जिससे सेमीकंडक्ट्टर उद्योग म ें आत्मजिभारता, िैजिक प्रजतस्ट्पधाात्मकता और जिरंतर ििाचार को सक्षम दकया िा सके।

3.10.2 लक्ष्य खडं :

(i) जडिाइि: क्षमता जिमााण पररयोििाओं सजहत उन्नत जचप जडिाइि उपकरण, म्टी-प्रोिेक्ट्ट िेफर (MPW) जिमााण सेिाओं, पोस्ट्ट-जसजलकॉि सत्यापि उपकरण आदि तक पहुचं प्रिाि करिा।

(ii) जिजिमाणा : समर्पात प्रजिक्षण अिसरंचिा की स्ट्िापिा और समिाि करिा और िॉप-फ्लोर िििजि के व्यािहाररक प्रजिक्षण के जलए मौिूिा अिसरंचिा का लाभ उठािा और समििा करिा, और व्यािहाररक, उद्योग-प्रासंजगक प्रजिक्षण प्रिाि करिे के जलए मौिूिा राष्ट्रीय िैिोफैजिकेिि और प्रदक्रया प्रयोगिालाओं को सुिढृ करिा।

3.10.3 पात्रता: भारतीय िक्षै जणक संस्ट्िाि, अिुसंधाि एि ं जिकास संगठि और प्रयोगिालाएं, िैज्ञाजिक संस्ट्िाएं, र्रेल ू प्रजिक्षण सस्ट्ं िाि/संगठि।

3.10.4 जित्तीय सहायता: पररयोििा लागत (कैपेक्ट्स और ओपेक्ट्स) का 75% तक (रायय प्रोत्साहि सजहत), जिसम ें पात्र पूंिीगत व्यय और पररचालि व्यय िाजमल होंगे। िोडल एिेंसी द्वारा जित्तीय सहायता के जलए प्रस्ट्तािों पर जिचार दकया िाएगा।

4. पररयोििा की अिजध: इस योििा के अंतगात समर्िात पररयोििाओं की अिजध, पररयोििा-स-े पररयोििा आधार पर जिधााररत की िाएगी, िो अजधमाितः 6 िष ा तक हो सकती ह।ै

5. आििे ि प्रदक्रया: यह योििा प्रारंजभक रूप स ेतीि (3) िषों की अिजध के जलए आिेििों के जलए खुली रहगे ी। आिेिि िोडल एिेंसी के पोटाल के माध्यम स े आिेिि जिंडो के िौराि िमा दकए िािे ह।ैं

6. िोडल एिसें ी

6.1 इंजडया सेमीकंडक्ट्टर जमिि (आईएसएम) सेमीकॉि 2.0 के जलए िोडल एिेंसी होगी। िोडल एिेंसी सी-डैक की मिि स ेIPs/जचप्स/SoCs के जडिाइि और पररजियोिि स े सबं ंजधत तीि श्ेजणयों को कायााजन्ित कर सकती ह।ै

6.2 आईएसएम आिेिि आमंजत्रत करिे, योििा के तहत प्राप्त आिेििों का तकिीकी और जित्तीय मू्यांकि करि;े आिेिकों के चयि की अिुिंसा करिे; तिा समय-समय पर इलक्ट्े रॉजिकी और सूचिा प्रौद्योजगकी मंत्रालय द्वारा सौंप े गए अन्य िाजयत्िों का जििाहि करिे के जलए उत्तरिायी होगी।

6.3 जिजिि जिकास और ििाचार की संस्ट्कृजत को बढािा िेिे हते ,ु आईएसएम िषा 2026 स े समे ीकंडक्ट्टर डीप टेक पुरस्ट्कार की र्ोषणा कर सकता ह।ै

7. आििे क(ओं) की स्ट्िीकृजत

7.1 िोडल एिसें ी द्वारा म्ू याकं ि: आिेिक(ओं) का म्ू यांकि िोडल एिेंसी द्वारा जिरंतर आधार पर दकया िाएगा। मू्यांकि म ें जित्तीय और तकिीकी मािकों िैसे प्रदक्रया प्रौद्योजगदकयां, पररयोििा कायाान्ियि क्षमता, संचालि क्षमता, ऑफटेक आदि िाजमल होंगे।

7.2 मू्यांकि/आकलि के बाि, आिेििों को िोडल एिेंसी द्वारा इलेक्ट्रॉजिकी और सूचिा प्रौद्योजगकी मंत्रालय को अग्रेजषत दकया िाएगा।

7.3 सेमीकंडक्ट्टर जडिाइि श्ेजणयों और प्रजतभा जिकास के जलए िोडल एिेंसी द्वारा अिुिंजसत ऐस े प्रस्ट्ताि जििकी पररयोििा लागत ₹100 करोड़ स े कम होगी, उन्ह ें इलेक्ट्रॉजिकी और सूचिा प्रौद्योजगकी मंत्रालय के सजचि द्वारा[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 11 अिुमोदित दकया िाएगा। जिि पररयोििाओं की लागत ₹100 करोड़ स ेअजधक तिा ₹500 करोड़ तक होगी, उन्ह ें इलेक्ट्रॉजिकी और सूचिा प्रौद्योजगकी मंत्री द्वारा अिुमोदित दकया िाएगा। जिि पररयोििाओं की लागत ₹500 करोड़ स े अजधक होगी, उिके प्रस्ट्तािों को िोडल एिेंसी की अििु ंसा पर इलेक्ट्रॉजिकी और सूचिा प्रौद्योजगकी मंत्रालय द्वारा मंजत्रमंडल के अिमु ोिि हते ु प्रस्ट्ततु दकया िाएगा।

7.4 अन्य सभी श्ेजणयों के जलए, िोडल एिेंसी द्वारा अिुिंजसत प्रस्ट्तािों को इलेक्ट्रॉजिकी और सूचिा प्रौद्योजगकी मंत्रालय द्वारा मंजत्रमंडल के अिुमोिि हते ु प्रस्ट्तुत दकया िाएगा। केंद्रीय मंजत्रमंडल द्वारा अिुमोिि प्रिाि दकए िाि ेके पिात, इि प्रस्ट्तािों को इलेक्ट्रॉजिकी और सूचिा प्रौद्योजगकी मंत्रालय द्वारा आिेिक(ओं) को सूजचत करिे हते ु िोडल एिेंसी को अग्रेजषत दकया िाएगा।

8. प्रोत्साहिों का सजं ितरण: इलक्ट्े रॉजिकी और सूचिा प्रौद्योजगकी मंत्रालय अिुमोदित आिेिक(ओं) को योििाओं के अंतगता जित्तीय सहायता के जितरण हते ु बिटीय प्रािधाि करेगा। जित्तीय सहायता का संजितरण िोडल एिेंसी द्वारा अिुमोिि की ितों के आधार पर दकया िाएगा।

9. प्रभाि म्ू याकं ि: योििाओं का मध्यािजध म्ू यांकि उिके कायाान्ियि के तीि िष ा पिात अििा आिश्यकता के अिुसार दकया िाएगा, तादक योििाओं के प्रभाि का आकलि दकया िा सके। ऐस े प्रभाि म्ू यांकि के आधार पर, योििा को िारी रखि/े संिोजधत करिे का जिणाय जलया िा सकता ह।ै

Subject: Semicon 2.0 - Scheme for development of Semiconductor Design and Manufacturing Ecosystem in India F. No. W-38/6/2025-IPHW —1. Background

1.1. The National Policy on Electronics 2019 (NPE 2019) envisions positioning India as a global hub for Electronics System Design and Manufacturing (ESDM) by creating an enabling environment for the industry to compete globally. A key strategy under NPE 2019 is to facilitate the establishment of semiconductor wafer fabrication facilities and the associated ecosystem for the design and fabrication of semiconductor chips.

1.2. Electronics and Semiconductors are foundational industries and are also of strategic importance for the country.

Approvals under first Semicon India Programme have generated significant interest in the semiconductor industry and has also led to significant demand for upstream products in semiconductor ecosystem. Building on this momentum, the Government has decided to provide and the sustained policy support to the semiconductor sector in India by notifying the “Semicon 2.0” – Scheme for the development of Semiconductor Design and Manufacturing Ecosystem in India. Semicon 2.0 provides fiscal support to various verticals across the complete value chain of the semiconductor industry, ranging from chip design, fabrication and packaging to various segments of the semiconductor ecosystem.

2. Objective To build a self-reliant and globally competitive semiconductor chip design and manufacturing ecosystem that supports economic growth across all sectors, strengthens national security by enhancing supply chain resilience and also establishes technological leadership in critical sectors.

3. The eligible verticals under the Scheme have been divided into 6 pillars and 10 (ten) categories.

3.1. Pillar 1 (Design): Category 1: Design of Semiconductor IPs, Chips, System-on-Chips (SoCs), and Modules for National Importance and Strategic Priorities12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1]

3.1.1. Objective: To build resilient, trusted, and sovereign semiconductor technologies by focusing on designing, development, and deployment of target segment technologies for the national strategic and critical infrastructure.

3.1.2. Target Segment: Semiconductor Intellectual Property (IP) cores, Chips, System-on-Chips (SoCs), and Modules for electronic products, as may be identified from time to time based on national importance and strategic priorities. To achieve this, building blocks will be developed, including standard IPs for various types of Compute, Memory, RF, Power, Networking, Sensors, etc.

3.1.3. Eligibility:

(i) Companies incorporated and headquartered in India, having a significant operational and manpower presence within the country, and that are owned and controlled by Indian citizens, shall be eligible to participate.

(ii) Such companies may participate either independently or in consortium mode with global companies, R&D organisations, academic institutions, etc.

3.1.4. Other Conditions:

(i) The implementing company shall be responsible for providing long-term upgrades, support, and maintenance of the semiconductor solutions developed.

(ii) The implementing company will comply with Government of India rules and directives related to security, export control, foreign acquisition or control, and other strategic considerations.

(iii) The IP rights will be co-owned by the applicant company and CDAC. CDAC will not commercially use the co-owned IP until the applicant company fails to discharge its contractual obligations.

3.1.5. Implementation Mechanism and Fiscal Support:

(i) Request for Proposal (RfP) for the development of identified target segment technologies shall be issued by C-DAC, detailing aspects such as fiscal support and chip design infrastructure support, project duration, submission timelines, and other relevant terms and conditions. The selection of the successful bidder will be done through a competitive bidding process.

(ii) The applications will be evaluated by the C-DAC based on technical and financial parameters, and fiscal support will be disbursed based on approved terms and conditions of the RfP.

3.2. Pillar 1 (Design): Category 2: Design of Semiconductor IPs, Chips and SoCs for the Commercial Sector

3.2.1. Objective: To position India as a globally competitive hub for fabless semiconductor chip design, fostering innovation, creation of intellectual property and product ownership by way of extending fiscal and chip design infrastructure support, as well as catalysing venture capital funding for domestic semiconductor chip design companies.

3.2.2. Target Segment: Design and development of semiconductor IPs, Chips and System-on-Chips (SoCs) for electronics products targeted to be deployed in the commercial sector.

3.2.3. Eligibility:

(i) Companies incorporated and headquartered in India, having a significant operational and manpower presence within the country, and owned and controlled by Indian citizens or Overseas Citizens of India

(OCIs), shall be eligible to participate.

(ii) Such companies may participate either independently or in consortium mode with global companies, R&D organisations, and academic institutions.

3.2.4. Other Conditions:

(i) The implementing company will comply with Government of India rules and directives related to security, export control, foreign acquisition or control, and other strategic considerations.

(ii) The IP rights and all associated design and development files will remain within India.

(iii) The eligible applicant may also avail the benefits under the Research, Development, and Innovation

(RDI) Scheme.

3.2.5. Fiscal support:

(ii) Exit option: The beneficiary company may exit from any of the funding mechanisms, either on its own discretion or upon ceasing to meet the eligibility or other conditions under the Scheme, subject to the

following:

(a) Seed funding or equity co-investment: Companies that have availed seed funding and/or equity co-investment support may exit by paying an amount equivalent to the aggregate of the seed funding provided and the prevailing market value of the equity held by the Government, or 1.514 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] times the total financial support provided (including seed funding and equity co-investment), whichever is higher.

(b) Royalty Financing: Companies opting for royalty financing may exit by repaying 1.5 times the financial support provided if the exit occurs within four (4) years from the date of the last disbursement, or two (2) times the financial support provided if the exit occurs beyond four (4) years from the date of the last disbursement.

3.3. Pillar 1 (Design): Category 3: Deployment-Linked Incentive (DLI) for Semiconductor IPs/ Chips/ SoCs for deployment

3.3.1. Objective: To promote the deployment of target segment technologies by mitigating cost disabilities to improve their competitiveness.

3.3.2. Target Segment: Semiconductor Intellectual Property (IP) cores, Chips and System-on-chips (SoCs), which are launched for the first time after the announcement of the scheme and have no prior sales of such products by the applicant prior to the scheme announcement.

3.3.3. Eligibility: Applicants eligible under Categories 1 and 2 of this scheme may submit applications under this Category.

3.3.4. Fiscal support: Reimbursement at the rate of 9% on net sales of target segments for a period of five (5) years, subject to a maximum incentive ceiling of ₹30 crore per application and an aggregate ceiling of ₹120 crore per company (including group companies) across multiple products within the target segments.

3.4. Pillar 2 (Machines and Materials): Category 4: Semiconductor manufacturing ecosystem

3.4.1. Objective: To build a self-reliant and globally competitive semiconductor manufacturing ecosystem and enabling its participation in the global electronics value chains.

3.4.2. Target Segment: Setting up R&D facilities for semiconductor equipment, manufacturing facilities for semiconductor-grade raw materials and Manufacturing and/or Assembly of Capital Equipment/refurbish Equipment, their sub-Assemblies, components for use in semiconductor fabrication and packaging facilities, and Semiconductor Test and characterization Facilities.

3.4.3. Eligibility and Fiscal Support: The applicants are expected to “Own or possess licensed technologies for the proposed unit”, except for the Test and characterisation facility.

The eligible sub-verticals, their capital investment threshold and fiscal support from Government of India are listed as

below:

The PLI incentive will be applicable for 5 years starting from FY 2028-29 subject to an overall ceiling of 50% of the eligible capex.

3.5. Pillar 3 (Setting up more Fabs): Category 5: Silicon Semiconductor Wafer Fabs

3.5.1. Objective: To build a globally competitive semiconductor fabrication facility to make India self-reliant and participate in the global electronics value chains.

3.5.2. Target Segment: Setting up Silicon Semiconductor Wafer Fabs

3.5.3. Eligibility and Fiscal Support:

3.6.1. Objective: To build a globally competitive semiconductor manufacturing facility across different technologies to make India self-reliant and participate in the global electronics value chains.

3.6.2. Target Segment: Setting up Compound Semiconductors / Photonics / Sensors (including MEMS) Fab / Discrete Semiconductors Fab.

3.6.3. Eligibility and Fiscal Support:

3.8.1. Objective: Build a self-reliant and globally competitive semiconductor ATMP/OSAT facility.

3.8.2. Target Segment: Setting up Semiconductor Assembly, Testing, Marking and Packaging (ATMP) / Outsourced Semiconductor Assembly and Test (OSAT) Facility.

3.8.3. Eligibility and Fiscal Support:

3.9. Pillar 5 (Research and Development): Category 9: R&D for advanced semiconductor technologies

3.9.1. Objective: Strengthen the R&D capability in semiconductor and display manufacturing technologies in the country.

3.9.2. Target Segment: Develop technologies, including advanced process technologies for CMOS-based fabrication, Silicon Photonics, display fabrication, chiplet-based technologies for advanced packaging or any other advanced technologies related to semiconductors.

3.9.3. Eligibility: Semiconductor companies, either on their own or in a consortium with academic institutions or R&D organisations, etc.

3.9.4. Fiscal Support: Up to 75% (including State Incentive) of the Project Cost (Capex and Opex), which will include eligible capital expenditure and operational expenditure. This may also include the part funding under the Research, Development, and Innovation (RDI) Scheme, wherever necessary. Proposals will be considered for the fiscal support by the Nodal Agency.

3.9.5. Separate guidelines containing details regarding eligibility criteria, fiscal support, etc. shall be released with the approval of Minister for Electronics and Information Technology.

3.10. Pillar 6 (Talent Development): Category 10: Talent Development

3.10.1. Objective: Develop a robust, multi-tiered semiconductor talent ecosystem in India by nurturing skilled professionals across design, fabrication and packaging domains and related ecosystem, spanning undergraduate, postgraduate, doctoral, and shop-floor level technician/operators, thereby enabling self- reliance, global competitiveness, and sustained innovation in the semiconductor industry.

3.10.2. Target Segment:

(i) Design: To provide access of advance chip design tools, multi-project wafer (MPW) fabrication services, post-silicon validation tools etc. including capacity building projects.

(ii) Manufacturing: Establish and support dedicated training infrastructure and leverage and support existing infrastructure for hands-on training of shop-floor manpower, and strengthen existing national nanofabrication and process laboratories to impart practical, industry-relevant training.

3.10.3. Eligibility: Indian academic institutions, R&D organizations and laboratories, scientific societies, Domestic Training institutions/Organizations.

3.10.4. Fiscal Support: Up to 75% (including State Incentive) of the Project Cost (Capex and Opex), which will include eligible capital expenditure and operational expenditure. Proposals will be considered for the fiscal support by the Nodal Agency.

3.10.5. Separate guidelines containing details regarding eligibility criteria, percentage of fiscal support etc. shall be released with the approval of Minister for Electronics and Information Technology.

4. Project duration: The duration of the projects to be supported under this scheme, shall be determined on project- to-project basis preferably upto 6 years.

5. Application Procedure: The scheme shall be initially open for applications for a period of Three (3) years. The applications are to be submitted through portal of the Nodal Agency during the application window.

6. Nodal Agency

6.1. India Semiconductor Mission (ISM) shall be the Nodal Agency for Semicon 2.0. The Nodal agency may implement the three categories related to design and deployment of IPs/Chips/SoCs with the help of CDAC.

6.2. ISM will be responsible for inviting the applications, carrying out technical and financial appraisal of the applications received under the scheme; recommending selection of applicants; and carrying out other responsibilities as assigned by the Ministry of Electronics and Information Technology from time to time.

6.3. To promote niche developments and the culture of innovation, ISM may announce semiconductor deep tech awards from 2026.18 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1]

7. Approval of Applicant(s)

7.1. Evaluation by Nodal Agency: The applicant(s) will be evaluated by the Nodal Agency on an ongoing basis.

Evaluation will include financial and technical parameters such as process technologies, project implementation capacity, operation capability, offtake etc.

7.2. Upon appraisal/ evaluation, the applications shall be forwarded by the Nodal Agency to Ministry of Electronics and Information Technology.

7.3. The proposal(s) as recommended by the Nodal Agency for semiconductor design categories and Talent development with the project cost less than ₹100 crore will be approved by Secretary, MeitY. Projects costing above ₹100 crore and up to ₹500 crore will be approved by Minister of Electronics and Information Technology.

For project cost more than ₹500 crore, the proposal(s) as recommended by the Nodal Agency be placed by Ministry of Electronics and Information Technology for approval by Cabinet.

7.4. For all other categories, the proposal(s) as recommended by the Nodal Agency should be placed by Ministry of Electronics and Information Technology for approval by Cabinet. After the approval is accorded by the Union Cabinet, these will be forwarded by Ministry of Electronics and Information Technology to the Nodal Agency for communication to the applicant(s).

8. Disbursement of Incentives: Ministry of Electronics and Information Technology shall make budgetary provisions for disbursal of fiscal support to approved applicant(s) under the schemes. The disbursement of the fiscal support shall be done by the Nodal Agency based on approval conditions.

9. Impact Assessment: Mid-term appraisal of the schemes shall be done after three years of their implementation or as per requirement to assess the impact of the schemes. Based on such an impact assessment, a decision may be taken to continue/modify the scheme.

10. Scheme Guidelines: The scheme guidelines shall be issued by Ministry of Electronics and Information Technology

(MeitY) separately.

11. Amendment of Scheme and Guidelines: The scheme and its guidelines may be reviewed and amended periodically or as per requirement with the approval of Minister of Electronics and Information Technology.
