(2) के खडं (ङ) द्वारा प्रित् त िजियों का प्रयोग करते हुए करना चाहती है, करने के जलए इन जिजनयमों का प्रारूप इसस े प्रभाजित हो सकने िाल े सभी व् यजियों की सूचना के जलए उक्त अजधजनयम की धारा 92 की उप-धारा (1) की अपक्षे ा के अनुसार एतिद्वारा प्रकाजित करती ह ैऔर एतिद्वारा नोठटस दिया िाता ह ैदक उक्त प्रारूप जिजनयमों पर उस जतजथ स े साि दिनों की अिजध समाप् त होने के बाि जिचार दकया िाएगा, जिस जतजथ को इस अजधसूचना को प्रकाजित करन े िाले रािपत्र की प्रजतयााँ िनता को उपलब् ध कराई िाएाँगी। यदि कोई आपजि या सुझाि हो तो उसे मखु य कायाकारी अजधकारी, भारतीय खाद्य सरु क्षा और मानक प्राजधकरण, एफडीए भिन, कोटला रोड, नई दिल् ली-110002 को अथिा regulation@fssai.gov.in पर ई-मले स े भेिा िा सकता ह।ै उक्त प्रारूप जिजनयमों के संबधं म ें दकसी व् यजि स े इस प्रकार जनधााठरत जतजथ तक प्राप् त आपजियों और सुझािों पर भारतीय खाद्य सुरक्षा और मानक प्राजधकरण द्वारा जिचार दकया िाएगा। 3419 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] प्रारूप जिजनयम
1. इन जिजनयमों को खाद्य सुरक्षा और मानक (खाद्य उत्पाि मानक एिं खाद्य सहयोज्य) संिोधन जिजनयम, 2024 कहा िा सकता ह।ै
2. खाद्य सुरक्षा और मानक (खाद्य उत्पाि मानक एिं खाद्य सहयोज्य) जिजनयम, 2011 के अन्द्तगता
(1) जिजनयम 2.3 के अन्द्तगता , (क) काबाजनकृत िल के जलए जडस्ट्पेंसरों में प्रयोग के जलए ससंथेठटक जसरप से संबंजधत उपजिजनयम 2.3.23 में
(i) खंड (1) म ें“ पोषक मधुकारकों “ िब्िों के स्ट्थान पर “ स्ट्िीटनस ा“ का प्रजतस्ट्थापन दकया िाएगा ।
(ii) खंड (2) म ें दिए गए िाक्य “ उत्पाि की कुल जिलेय िोस अिं (एम/एम) 30 प्रजतित स े अन्द्यून नहीं होगा” का लोप दकया िाएगा । (ख) क्यूजलनरी पस्ट्े ट/ टमाटर ि सोय सॉस से जभन्न फलों एिं सजब्ियों के सॉस से संबंजधत उप-जिजनयम
2.3.28 में खडं (2) म ेंिी गई ताजलका के बाि जनम्नजलजखत को अन्द्तः स्ट्थाजपत दकया िाएगा, अथाात; “ नोटः इनकी अम्लता की सीमा (%) सड़न रोकन े िाले प्रसस्ट्ं कृत उत्पािों पर लाग ूनहीं होंगे।“
(2) उप-जिजनयम 2.4 के अन्द्तगात, (क) “मक्के के आटे” के मानक स े संबंजधत उप-जिजनयम 2.4.21 म ें खडं (3) के नीच े की ताजलका म ें कण आकार से संबंजधत पंजि संखया (6) के बाि जनम्नजलजखत अन्द्तः स्ट्थाजपत दकया िाएगा, अथाात;

(1) (2) अल्कोहलीय अम्लता, (H2So के 0.20 4 साथ),अजधकतम (%) 90% अल्कोहल सजहत (ख) “रागी के आटे” के मानक से संबंजधत उप-जिजनयम 2.4.34 के अन्द्तगता खडं (2) के नीचे िी गई ताजलका म ें यूठरक अम्ल ( जमली ग्रा.प्रजत दक.ग्रा.) अजधकतम एिं उससे संबंजधत प्रजिजियों की क्रम संखया (vi) के बाि जनम्नजलजखत अन्द्तः स्ट्थाजपत दकया िाएगा क्रम स.ं आिश्यकताएाँ सीमाए ाँ

(1) पोहा का जनमााण अच्छी गुणििा िाले धान से दकया िाता ह।ै पोह े का रंग प्राकृजतक हो, साफ-सुथरे हो, दकटाणुनािक से मुि हों तथा फफूाँिी ि फंगस से मिु हो। यह चािल, चािल के जछलके एिं दकसी भी बाहरी चीि िैसे गिं गी, पत्थर, चूह ेि कीड़े-मकोड़ े एि ं अखाद्य अनािों से मुि हो। यह दकसी भी अन्द्य अनाि के िानों स े मुि हो। पैककंग से पूि ासभी तरह की बारी चूण ा हटाने के जलए इसे छाना िाना चाजहए।
(2) स्ट्िाि एिं फ्लेिर म ें यह अच्छा होना चाजहए। यह बासी या सड़ा हुआ न हो एिं दकसी भी गंिे, आपजििनक स्ट्िाि एिं फ्लेिर से मिु हो।
(3) यह जनम्नजलजखत मानकों के अनरूु प हो: क्रम स.ं मानिंड सीमाए ाँ

(4) उपरोि के अलािा प्रयोिनानसु ार पोहा में खाद्य सुरक्षा और मानक (संिषू क, आजिष और अिजिि) जिजनयम, 2011 के प्रािधानों का भी अनुपालन दकया िाएगा।
2.4.42 चािल का आटा
(1) चािल के आटे का रंग सफेि या धूजमल सफेि चूणा िैसा हो। इसमें जििेष सुगंध हो एिं बाहर की दकसी भी प्रकार की सुगधं न हो। यह बाहरी तत्िों से मुि हो।
(2) चािल का आटा जनम्नजलजखत मानकों के अनरूु प हो: क्रम सखं या मानिंड सीमाए ाँ

(3) उपरोि के अलािा प्रयोिनानसु ार चािल के आटे म ें खाद्य सुरक्षा और मानक (संिषू क, आजिष और अिजिि) जिजनयम, 2011 के प्रािधानों का भी अनपु ालन दकया िाएगा।
(3) जिजनयम 2.6 म ें (क) उप-जिजनयम 2.6.1 के अन्द्तगात, ‘जडब्बाबंि मछली उत्पाि’ के मानकों के संबंध मे खंड (8) के स्ट्थान पर जनम्नजलजखत को अन्द्तः स्ट्थाजपत दकया िाएगा, अथाात; “ 8. जडब्बाबिं मछली उत्पाि (क) जडब्बाबंि मछली उत्पािों से आिय जिजभन्न प्रकार के मत्स्ट्य अथाात दफनदफि, क्रुस्ट्टैजियन और मोलस्ट्कस का तेल, पानी या अन्द्य उजचत माध्यम या अन्द्य दकसी िोस माध्यम में पैक करन े से ह।ै (ख) जििरण
(i) उत्पाि की पठरभाषा – जडब्बाबंि मछली उत्पािों को दफनदफि, क्रुस्ट्टेजसयन्द्स और मोलस्ट्कस से प्राप्त दकया िाता ह।ैं
(ii) प्रदक्रया की पठरभाषा- जडब्बाबंि मछली उत्पािों को भली भााँजत बंि करके सील दकए गए कंटेनरों म ें पैक दकया िाता ह ैऔर पयााप्त प्रसंस्ट्करण प्रदक्रया द्वारा िाजणजज्यक िीिाणुरजहणता सुजनजित करना चाजहए।
(iii) प्रस्ट्तुजत
(1) उत्पाि को जनम्नजलजखत पैककंग मीजडया में स े दकसी एक म ें प्रस्ट्तुत दकया िाना चाजहए िैस े उत्पाि से जनकलन े िाला रस, नमकीन िल, खाद्य तेल, टमाटर सॉस या करी।
(2) कैन या डब्बे में दकसी भी तरह की िश्ृ यमान बाह्य िोष िैसे डेंट, पैनसलगं , सूिन या िगं लगा हुआ नहीं होना चाजहए।
(3) कैन या डब्बे को खोलन े पर उसकी सामग्री म ें दकसी भी तरह का उल्लेखनीय जिघटन प्रिर्िता नहीं होना चाजहए। अलग हो िाने िाले टुकड़ो को जिघठटत इकाई माना िाएगा। जनकाले गए रव्यमान के आधार पर गणना की गई मछली के अलग जहस्ट्स े का प्रजतित 5 जडब्ब े के औसत के आधार पर रव्यमान के 5 प्रजतित से अजधक नहीं होना चाजहए।
(4) उत्पाि में संबंजधत प्रिाजत की गंध, स्ट्िाि और रंग रूपी जििेषता मौिूि होनी चाजहए।
(5) जडब्बाबंि झींगा मछली को इस प्रकार प्रस्ट्तुत दकया िा सकता हःै (क) जछली झींगा मछली- िह झींगा जिसका जसर अलग कर उसके पृष्ठस्ट्थ को हटाए जबना छील दिया गया हो; (ख) साफ दकया हुआ या जिराएं अलग की हुई झींगा मछली - जछली हुई झींगा मछली जिसका जपछला भाग कटा ि खुला हो तथा पृष्ठस्ट्थ का जहस्ट्सा कम से कम पूाँछ के बगल के अंजतम खंड तक हटा दिया गया हो। साफ दकए गए या जिरा-रजहत झींगा उत्पाि का जहस्ट्सा उस सामग्री का 95 प्रजतित होगा। (ग) टूटी हुई झींगा मछली- 10 प्रजतित से अजधक झींगा मछली उत्पाि जिसमें चार से कम खंडो के जछलके िाला जहस्ट्सा झींगा के टुकड़ ेहोते ह,ैं इसमें नस हो सकता ह ैया हटा दिया िाता ह;ै (घ) जडब्बाबंि झींगा मछली उत्पाि को लेबल पर जिजनर्िाि उसकी िास्ट्तजिक जगनती एि ंआकार के अनुसार पैक दकया िाना चाजहए। (ग) अपेक्षाएाँ-
(i) कच्ची सामग्री
1. मत्स्ट्य उत्पाि या मछली जडब्बाबंि दफनदफि की तैयारी के जलए उपयोग की िाने िाली सामग्री, िो दक मानि उपभोग के जलए होगी, का जनमााण उच्च गणु ििा िाले तािे मत्स्ट्य उत्पािों से होगा।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5 ऐसे मत्स्ट्य उत्पािों से जसर और जगल्स का जहस्ट्सा पूरी तरह हटा दिया िाएगा तथा िल्क और पछूाँ को भी हटाया िा सकता ह।ै जिसरण प्रदक्रया से गुिरन े िाल े मत्स्ट्य उत्पाि स े अडं े, जपिा एि ं िृक्क आदि जनकाल े िाने चाजहए। यदि आंत ें न जनकाली गई हों तो िह व्यिहाठरक रूप से जबना पचे हुए आहार या प्रयुि आहार से मुि होना चाजहए।
2. झींगा मत्स्ट्य उत्पाि यह उत्पाि मानि उपभोग के जलए प्रयिु होन े िाला तािा एिं उच्च गुणििा का होना चाजहए।
3. केकड़े का मांस जडब्बाबंि केकड़ े का मांस. केकड़े के जनर्ििा प्रिाजतयों स े तयै ार दकया िाएगा, िो प्रसंस्ट्करण िुरू होने स े तुरंत पहले िीजित ह ैंऔर मानि उपभोग के जलए उपयुि गणु ििा के हों।
4. िंबुक मसल्स तािी गुणििा के होंगे और खराब होने के दकसी भी लक्षण स ेमुि होंगे।
5. जस्ट्िड ररंग्स जस्ट्िड ररंग्स को तािा गणु ििा िाले परू े साफ दकए गए जस्ट्िड से तैयार दकए िाएगा िो खराब होने के दकसी भी लक्षण से मिु होंगे । (ख) अन्द्य सामग्री पैककंग माध्यम और उपयोग की िाने िाली अन्द्य सभी सामजग्रयााँ खाद्य स्ट्तर की गुणििा की होंगी और इन जिजनयमों में जनधााठरत सभी लागू मानकों के अनुरूप होंगी। (ग) अपघटन कच्चे माल (मछली) म ें परीक्षण की गई नमनू ा इकाई के औसत के आधार पर 50 जमलीग्राम/दकलोग्राम से अजधक जहस्ट्टामाइन नहीं होना चाजहए। यह केिल मछली की उन प्रिाजतयों पर लागू होगा जिनमें खतरनाक स्ट्तर का जहस्ट्टामाइन बनाने की क्षमता ह ै िैसा दक खाद्य सुरक्षा और मानक (संिषू क, आजिष और अिजिि) जिजनयम, 2011 में उजल्लजखत ह।ै (घ) अंजतम उत्पाि- (क) उत्पाि बाह्य सामजग्रयों, गिं गी और दकरदकरापन से मुि होगा। (ख) अंजतम उत्पाि का जनष्काजषत भार कैन या जडब्ब े की िल धारण क्षमता के 70 प्रजतित स े कम नहीं होना चाजहए। (ग) तैयार उत्पाि (कैन) का बाहरी भाग िगं , डेंट या उभार और बकसलंग से मिु होना चाजहए (घ) गोल जडब्बे के जलए हडे स्ट्पसे 5-10 जममी की सीमा म ेंहोना चाजहए। (ड.) लिण िल उपचाठरत जडब्बो की ििा सारदिन और मकै रल के अंजतम उत्पाि म ें सोजडयम क्लोराइड की प्रजतितता 3.5 प्रजतित होगा। साइठरक एजसड जनिाल के रूप में लिण िल की अम्लता 0.06 और 0.20 प्रजतित (एम/िी) के बीच होगी। (ङ) संिषू क, िीि जिष और अिजिि इस मानक में सजम्मजलत दकए गए उत्पाि खाद्य सुरक्षा और मानक (संिषू क, िीि जिष और अिजिि) जिजनयम, 2011 का अनुपालन करेंगे। इस मानक के अतं गता आने िाले उत्पाि इन जिजनयमों के पठरजिि ख म ें िी गई सूक्ष्मिीिजिज्ञानी आिश्यकताओं का अनुपालन करेंगे। (च) खाद्य सहयोज्य केिल इन जिजनयमों के अतं गता अनुमोदित खाद्य संयोिकों का उपयोग दकया िाएगा। (छ) स्ट्िच्छता उत्पाि को खाद्य सरु क्षा और मानक (खाद्य कारबार का अनुज्ञापन और रजिस्ट्रीकरण) जिजनयम, 2011 की अनुसूची 4 म ें दिए गए दििार्नािेिों तथा खाद्य सुरक्षा और मानक अजधजनयम, 2006 के प्रािधानों के तहत समय-समय पर प्रिान दकए गए दकसी भी अन्द्य मागाििान के अनुसार तैयार और प्रबंजधत दकया िाएगा।6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (ि) पैकेसिंग और लेबसलगं (क) जडब्बाबंि उत्पािों को उपयुि एिं िगं से मुि कंटेनरों में पैक कर भली-भााँजत सील दकया िाएगा। डब्ब े रोगन्द्यिु होंग,े उपयोग में लाया गया रोगन अजिषले ा होगा और उनकी गणु ििा ऐसी होगी दक यह डब्बे की सामग्री में दकसी तरह की बाह्न स्ट्िाि और गंध न जमलाए और उत्पाि के प्रसंस्ट्करण और भडं ारण के िौरान जछल न िाए। रोगन या लाह ऐसा हो दक तले या लिण िल में घलु निील नहीं हो। (ख) पैक दकए गए उत्पािों पर खाद्य सुरक्षा और मानक (पैकेसिंग) जिजनयमन, 2018 तथा खाद्य सुरक्षा और मानक (लेबसलगं एिं प्रििना ) जिजनयम, 2020 के तहत जनधााठरत प्रािधान लाग ूहोंगे। (ख) 'मछली के अचार’ के मानक से संबंजधत उप-जिजनयम 2.6.1.14 म,ें खंड (ग) में, मछली के अचार संबंधी अपेक्षाओं की ताजलका में क्रम सखं या 3 के सामने प्रजिजियों के स्ट्थान पर जनम्नजलजखत प्रजतस्ट्थाजपत दकया िाएगा, अथाात;् क्रम स.ं जििषे ताए ं अपक्षे ाए ं

3. तरल भाग के एजसठटक अम्ल के रूप में अम्लता, रव्यमान अनसु ार %, न्द्यनू तम 2.5
(4) 'खाद्य सामान्द्य नमक' से संबंजधत उप-जिजनयम 2.9.30 के बाि जिजनयम 2.9 म,ें खडं (6) के बाि जनम्नजलजखत अंतःस्ट्थाजपत दकया िाएगा, अथाात्; “(7) खाद्य सधें ा नमक खाद्य सधें ा नमक (गलु ाबी नमक और सेंधा नमक) का अथा ह ै खारे चट्टानों के खनन से प्राप्त दक्रस्ट्टलीय िोस पिाथा। यह सफेि, गलु ाबी या भूरे रंग का हो और िश्ृ य संिषू ण, जमजिका, बालू या अन्द्य बाहरी जमलािट या अिुजियों से मुि हो। यह जनम्नजलजखत मानकों के अनुरूप हो, अथाात्:- क्रम स.ं अपक्षे ाएं मात्रा
(1) (2) (3) 1 सोजडयम क्लोराइड, िुष्क आधार पर रव्यमान अनुसार प्रजतित, (न्द्यूनतम) 96.0 2 सोजडयम क्लोराइड के अलािा पानी में घुलनिील पिाथा, िुष्क आधार पर रव्यमान 1.0 अनुसार प्रजतित, (अजधकतम) 3 िल म ेंअघुलनिील पिाथ,ा िुष्क आधार पर रव्यमान अनुसार प्रजतित, (अजधकतम) 1.0 4 आराता, रव्यमान अनुसार प्रजतित, (अजधकतम) 1.0 5 SO , प्रजतित (m/m) 1.0 -3.0 4 6 आयरन (Fe) (पीपीएम), (अजधकतम) 50 7 पीएच (5% िलीय घोल) 6.0-7.5
(8) खाद्य काला नमक खाद्य काला नमक का अथा ह ै दक्रस्ट्टलीय िोस पिाथ ा िो सामान्द्य खाद्य नमक/सेंधा नमक को सोजडयम सल्फेट, सोजडयम बाइसल्फेट, फेठरक सल्फेट के साथ अकेल े या संयोिन में संसाजधत करके तैयार दकया गया । यह भूरे या काले रंग का हो और दकसी भी िश्ृ य संिषू क, जमजिका, बाल ूया अन्द्य बाहरी जमलािट या अिुजियों से मुि हो। यह जनम्नजलजखत मानकों के अनरूु प हो, अथाात:् - क्रम स.ं अपक्षे ाएं मात्रा

NOTIFICATION New Delhi, the 5th June, 2024 No. STD/42-FA/Notification/2023.—The following draft of certain regulations further to amend the Food Safety and Standards (Food Products Standards and Food Additives) Regulations, 2011, which the Food Safety and Standards Authority of India proposes to make with previous approval of the Central Government, in exercise of the powers conferred by clause (e) of sub-section (2) of section 92 read with section 16 of the Food Safety and Standards Act, 2006 (34 of 2006) is hereby published as required under sub-section (1) of section 92 of the said Act for the information of all persons likely to be affected thereby and notice is hereby given that the said draft regulations shall be taken into consideration after the expiry of the period of sixty days from the date on which copies of the Gazette containing this notification are made available to the public.
Objections or suggestions, if any, may be addressed to the Chief Executive Officer, Food Safety and Standards Authority of India, FDA Bhawan, Kotla Road, New Delhi- 110002 or sent on email at regulation@fssai.gov.in Objections or suggestions, which may be received from any person with respect to the said draft regulations before the expiry of period so specified, shall be considered by the Food Safety and Standards Authority of India.
Draft Regulations
1. These regulations may be called the Food Safety and Standards (Food Products Standards and Food Additives) Amendment Regulations, 2024.
2. In the Food Safety and Standards (Food Products Standards and Food Additives) Regulations, 2011,14 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]
(1) in regulation 2.3,
(a) in sub-regulation 2.3.23 relating to Synthetic Syrup for use in Dispensers for carbonated water,
(i) in clause 1 the word “nutritive sweeteners” shall be substituted with the word “sweeteners”.
(ii) in clause 2, the words “The total soluble solid content (m/m) of the product shall not be less than 30 percent” shall be omitted.
(b) in sub regulation 2.3.28 relating to Culinary Pastes / Fruits and Vegetable Sauces Other Than Tomato Sauce and Soya Sauce, after the table provided at serial no. 2, the following shall be inserted, namely;
“Note: These limit of acidity (%) shall not be applicable for retort/aseptically processed products.”
(2) in regulation 2.4,
(a) in sub regulation 2.4.21 relating to ‘Standards of Whole Maize (Corn) Flour’, in the table under clause (3), after the row (6) relating to particle size, the following shall be inserted, namely;

(1) The flattened rice shall be prepared from sound good quality paddy. The beaten rice shall be natural in colour, unstained, free from live infestation, moulds and fungi. It shall be free from paddy, paddy husks, any extraneous matter like dirt, stones, rat and insect dropping and non-food grains. It should be free from other food grains. Before packing it shall be sieved to remove all fine powder.

(3) It shall conform to the following standards:

2.4.42 Rice flour
(1) Rice flour shall be white to off white powder. It shall be free flowing with characteristic odour and no off odour. It shall be free from foreign matter.

(3) in regulation 2.6,
(a) in sub-regulation 2.6.1, for the clause (8) relating to ‘Standards of Canned Fishery Products’, the following shall be substituted, namely; “8. Canned Fishery Products:
(a) Canned fishery products means canned finfish, crustaceans and molluscs solid packed or packed in oil, water or other suitable medium.
(b) Description
(i) Product Definition Canned fishery products are obtained from the finfish, crustaceans and molluscs.
(ii) Process Definition Canned fishery products are packed in hermetically sealed containers and shall have received a processing treatment sufficient to ensure commercial sterility.
(iii) Presentation16 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]
(1) The product shall be presented in one of the following packing media: own juice, brine or water, edible oil, tomato sauce or curry.
(2) The can shall not show any visible external defects like denting, paneling, swelling or rusting.
(3) The contents of the can, on opening shall not display any appreciable disintegration. Pieces from which portions have separated out would be treated as disintegrated units. The percentage of detached portion of fish calculated on the basis of the drained mass shall not exceed 5 percent by mass based on the average of 5 cans.
(4) The product shall have the odor, flavor and color characteristic of the species.
(5) The canned shrimp product may be presented as:
(a) Peeled shrimp- shrimp which have been headed and peeled without removal of the dorsal tract;
(b) Cleaned or de-veined – peeled shrimp which have had the back cut open and the dorsal tract removed at least up to the last segment next to the tail. The portion of the cleaned or de–veined shrimp shall make up 95% of the shrimp contents;
(c) Broken shrimp – more than 10% of the shrimp contents consist of pieces of peeled shrimp of less than four segments with or without the vein removed;
(d) Canned shrimp may be designated as to size in accordance with the actual count range declared on the label.
(c) Requirements. -
(i) Raw Material
1. Fish The material used for preparation of canned finfish shall be from fresh fish of a quality fit to be sold fresh for human consumption.
Heads and gills shall be completely removed, scales and tail may be removed. The fish may be eviscerated. If eviscerated it shall be practically free from visceral parts other than roe, milt or kidney. If ungutted, it shall be practically free from undigested feed or used feed.
2. Shrimp Shrimp shall be of a quality fit to be sold fresh for human consumption.
3. Crab meat Canned crab meat shall be prepared from crab of the species specified, which are alive immediately prior to the commencement of processing and of a quality suitable for human consumption.
4. Mussels The mussels shall be of fresh quality and free from any evidence of spoilage and degradation.
5. Squid Rings Squid rings shall be prepared from fresh quality whole cleaned squids without any evidence of spoilage and deterioration.
(ii) Other Ingredients The packing medium and all other ingredients used shall be of food grade quality and conform to all applicable standards prescribed in these regulations.
(iii) Decomposition[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 17 The raw material (fish) shall not contain more than 50 mg/Kg of histamine based on the average of the sample unit tested. This shall apply only to species of fish with potential to form hazardous level of histamine as mentioned in Food Safety and Standards (Contaminants, Toxins and Residues) Regulations, 2011.
(iv) Final Product a. The product shall be free from foreign materials, filth and from grittiness. b. The drained weight of the final product shall not be less than 70% of water holding capacity of the can.
c. The exterior of finished product (can) shall be free from rust, dents or bulging and buckling d. The head space shall be in the range of 5-10 mm for round cans. e. The percentage of sodium chloride in the final product of sardine and mackerel shall be 3.5 percent in the case of brine treated cans. The acidity of brine as citric acid anhydrous shall be between 0.06 and 0.20 percent (m/v).
(v) Contaminants, Toxins and Residues. - The products covered in this standard shall comply with Food Safety and Standards (Contaminants, toxins and Residues) Regulations, 2011.
The products covered in this standard shall comply with the microbiological requirements given in Appendix B of these regulations.
(vi) Food Additives. - Only the food additives permitted under these regulations shall be used.
(vii) Hygienic. - The product shall be prepared and handled in accordance with the guidelines provided in Schedule 4 of the Food Safety and Standards (Licensing and Registration of Food Businesses) Regulations, 2011 and any other such guidance provided from time to time under the provisions of the Food Safety and Standard Act, 2006.
(viii) Packaging and Labelling. -
(a) Canned products shall be packed in suitable containers, free from rust and hermetically sealed. Cans shall be lacquered, the lacquer used shall be non-toxic and shall be of such quality that it does not impart any foreign taste and smell to the contents of the cans and does not peel off during processing and storage of the product. The lacquer shall not be soluble in oil or brine.
(b) The provisions laid down under Food Safety and Standards (Packaging) Regulation, 2018 and Food Safety and Standards (Labelling and Display) Regulations, 2020, shall apply to the pre-packaged product.
(b) in sub-regulation 2.6.1.14 relating to ‘Standards of Fish Pickles’, in clause (c), in the Table relating to Requirements for Fish Pickles, for the entries against serial number 3, the following shall be substituted, namely;

(8) Edible Black Salt Edible Black Salt means crystalline solid material prepared by treating common edible salt/rock salt with sodium sulfate, sodium bisulfate, ferric sulfate either singly or in combination. It shall be grey or black in colour and shall be free from any visible contaminants, clay, grit or other extraneous adulterants or impurities.

(5) (a) in sub-regulation 2.10.6 relating to Beverages Non-alcoholic:
(i) for clause 1 relating to Carbonated Water, the following shall be substituted, namely; “1. Carbonated Beverages means Beverages containing water conforming to the standards prescribed for Packaged Drinking Water or mineral water under Food Safety and Standard Act, 2006, with added carbon dioxide under pressure and shall contain any of the ingredients as specified in sub-clause (1), singly or in combination:”
(ii) in sub clause (1) of clause 1 relating to Carbonated Water, in the proviso starting with words “Provided further…...” the word ‘water’ shall be substituted with the word ‘beverages’.
(iii) after clause 1 relating to Carbonated Beverages as so renamed, the following shall be inserted, namely; “1a. Carbonated Water means product containing water conforming to the standards prescribed for Packaged Drinking Water or mineral water under Food Safety and Standard Act, 2006, with added carbon dioxide under pressure.”
(iv) in sub-clause (IV) of clause 2 relating to Caffeinated Beverages, the word ‘Water’ shall be substituted with the word ‘beverages’.
(b) in sub-regulation 2.10.8 relating to Packaged Drinking Water (other than Mineral Water) after the Table 3, for the Note, the following shall be substituted, namely;[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 19 “Note: where water for use in a food product is specified to be conforming to the standards of Packaged Drinking Water, in such cases the minimum limit specified for calcium, magnesium and TDS shall not apply.”
(6) in Chapter 3 relating to SUBSTANCES ADDED TO FOOD,
(a) in appendix A, Table 14 relating to Beverages, excluding dairy products, in the Food Category system 14.2.3 (Grape Wines), against the food additive Diammonium diphosphate, INS No. 342(ii), in column (6) relating to Note, the words “(for sparkling wines)” shall be omitted.
(b) in appendix A, Table 14 relating to Beverages, excluding dairy products, in the Food Category system 14.2.4, Wines (other than grape), in column 3, after the food additive ‘SULFITES’ and the entries relating thereto in columns (4) to (6), the following shall be inserted, namely;

(c) For the food additive, INS 342(ii), the words Diammonium diphosphate, Diammonium orthophosphate shall be substituted with Diammonium Hydrogen phosphate throughout the FSS (Food Products Standards and Food Additives) Regulation, 2011.
(7) in Chapter 3, Appendix B, -
(a) In Table 1(A),
(i) for serial no. 8, the words “Commercially Sterile**” shall be omitted.
(ii) The footnote under the table, starting with words “**Commercial…” and ending with the words “…Examination of Food.” shall be omitted.
(b) In Table 1(B),
(i) the column with heading “Clostridium botulinum” shall be omitted;
(ii) for Serial no. 8, all columns shall be merged and substituted with the word “Commercially Sterile*”;
(iii) for Serial no. 14, for the entry in column related to “c” under “Listeria monocytogenes” shall be substituted with “0”;
(iv) in the row relating to ‘Test Methods’ for the column relating to “Escherichia coli”, the entry “ISO 16649-2” shall be substituted with “ISO 16649-3”;
(v) under the Table, the following footnote shall be inserted, namely, - “*Commercial sterility should be established as per APHA (2015). Canned Foods—Tests for Commercial Sterility. Compendium of Methods for the Microbiological Examination of Food.”
(c) In Table 2(A),
(i) in the column relating to Escherichia Coli, for the entry under “m” for Limit (cfu), against serial no.11 relating to ‘All other cheeses categories including fresh cheeses / Cheddar / Cottage /Soft /Semi Soft’, the entry “Absent/g” shall be substituted;
(ii) in the column relating to Coliform Count, the entry against “Test Methods”, shall be substituted with “IS 5401: Part 2/ ISO 4831”;
(iii) in the column relating to Staphylococcus aureus, the entry against “Test Methods” shall be substituted with “ISO 6888-3”;
(iv) in the row relating to ‘Test Methods’, the entry “ISO 16649-2” for the column “Escherichia coli” shall be substituted with “ISO 16649-3”;
(d) In Table 2(B),20 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]
(i) In the last column, the words “Enterobacter sakazakii” in heading row shall be omitted.
(ii) In the column relating to Listeria monocytogenes, the entries under “m” for Limit (cfu) against serial no. 5, 6, 7, 9, 12, 13, 14 shall be substituted with “Absent/25g”;
(e) After Table 2(B),
(i) for paragraph relating to “For Regulator” under the heading “Sampling Plans and Guidelines”, the lines starting from “A set (n) of …” and ending with “…three test results” shall be omitted;
(ii) for Table relating to “Reference Test methods”

(g) In Table 3(B),
(i) In column (3), for the entry in first row, the word “Salmonella” shall be substituted with the word “Salmonella*”;
(ii) in the footnote, the following shall be inserted, namely; “*For high value spices like Saffron, the sample size can be reduced upto 0.5 g but the ratio of the dilution as per ISO 6579-1 has to be maintained. In such case, the result should be expressed as Absent in 0.5g”;
(h) After Table 3(B),
(i) for paragraph relating to “For Regulator” under the heading “Sampling Plans and Guidelines”, the lines starting from “Three sets, each…” and ending with “…with specified criteria” shall be omitted;
