1. इन जिजनयमों का संजक्षि नाम खाद्य सुरक्षा और मानक (खाद्य उत्पाि मानक और खाद्य सहयोज्य) संिोधन जिजनयम, 2026 ह।ै

2. खाद्य सुरक्षा और मानक (खाद्य उत्पाि मानक और खाद्य सहयोज्य) जिजनयम, 2011 म,ें (जिस े इसमें इसके पश्चात उि जिजनयम कहा गया ह)ै , -

(1) जिजनयम 2.2 में, "जिलायक जनष्कर्षवत कच्ची िनस्ट्पजत का तले (सीधे मानि उपभोग के जलए नहीं)" से संबंजधत उप-जिजनयम 2.2.9 के पश्चात, जनम्नजलजखत उप-जिजनयम अंतःस्ट्थाजपत दकया िाएगा, अथावत:् - "2.2.10 गौण बीि तले (जमच वबीि तले , खरबिू ा बीि तले , ओकरा बीि तले और टमाटर बीि तले )

1. जििरण – यह सामग्री जनर्िवष्ट पौध/े पौधों के साफ, अच्छे और पठरपक्व बीिों से ऐसी जिजधयों का उपयोग करके प्राि की िाएगी िो तेल के अंतर्नवजहत गुणों को पठरिर्तवत न करें। तले साफ होना चाजहए और उसमें जिकृतगंजधता, अपजमश्रक, तलछट, जनलंजबत और अन्य बाहरी पिाथव, अलग हुआ पानी और जमलािटी रंग तथा सुिासकारी पिाथ व या खजनि तेल नहीं होना चाजहए। ये तेल जनम्नजलजखत मानकों के अनरूु प होने चाजहए: - सीमाएाँ क्र. स.ं मानिडं कोल्ड प्रस्ट्े ड और िर्िनव पठरष्कृत

(1) (2) (3) (4) 1 105°C पर िाष्पिील पिाथ,व अजधकतम 0.2% 0.2% 2 अघलु निील अिुजियााँ, अजधकतम 0.05% 0.05% 3 साबुन सामग्री, अजधकतम 0.005% 0.005% 4 अम्लता मान (mg KOH/g िसा) 4.0 0.6 5 लौह (Fe), अजधकतम 5.0 जमग्रा/दकग्रा 2.5 जमग्रा/दकग्रा 6 तांबा (Cu), अजधकतम 0.4 जमग्रा/दकग्रा 0.1 जमग्रा/दकग्रा छानन ेके बाि नमनू े को 24 घंटे के जलए 30°C पर रखन े के बाि उसमें कोई गंिलापन नहीं होना चाजहए। आिेमोन तले के जलए दकए गए परीक्षण का पठरणाम नकारात्मक होना चाजहए।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 इसके अलािा, यदि तले जिलायक (हक्े सेन) जनष्कषवण की जिजध द्वारा प्राि दकया िाता है, तो इसके पठरष्करण के बाि ही मानि उपभोग के जलए इसकी आपूर्तव की िाए और यह जिजनयम 2.2.1(16) के तहत जनधावठरत मानक के अनुरूप होना चाजहए। इस प्रकार पठरष्कृत तेल में 5.0 mg/kg से अजधक हक्े सेन नहीं होना चाजहए। प्रेस्ट्ड जिजध से प्राि तले म ेंहक्े सेन अिजिष्ट नहीं होने चाजहए।

2. खाद्य सहयोज्य - पठरष्कृत तले में पठरजिष्ट क में अनुमत खाद्य सहयोज्य हो सकते ह।ैं प्रेस्ट्ड तले म ेंकोई भी योिक उपयोग करने की अनुमजत नहीं ह।ै

3. सिं षू क, आजिष और अिजिष्ट - इस मानक के अंतगवत आने िाला उत्पाि खाद्य सुरक्षा और मानक (संिषू क, आजिष और अिजिष्ट) जिजनयम, 2011 के अनरूु प होना चाजहए।

4. खाद्य स्ट्िच्छता - उत्पाि को खाद्य सुरक्षा और मानक (खाद्य कारबार का अनुज्ञापन और रजिस्ट्रीकरण) जिजनयम, 2011 की अनुसूची 4 और खाद्य सुरक्षा और मानक अजधजनयम, 2006 (2006 का संखयांक 34) के उपबधं ों के तहत समय-समय पर प्रिान दकए गए दकसी भी अन्य ऐसे मागवििवन के अनुसार तैयार और संचाजलत दकया िाएगा।

5. लबे ललगं - इस मानक के अंतगवत आने िाल े उत्पाि को खाद्य सुरक्षा और मानक (लेबललगं और प्रििवन) जिजनयम, 2020 के अनुसार लेबल दकया िाना चाजहए।”;

(2) जिजनयम 2.3 म,ें “रंिन खाद्य पिाथ”व स ेसंबंजधत उप-जिजनयम 2.3.65 के पश्चात, जनम्नजलजखत उप-जिजनयम अतं ःस्ट्थाजपत दकया िाएगा, अथावत:् - “2.3.66 खाद्य बीि

1. सीधे मानि उपभोग के जलए खाद्य बीि से तात्पयव ह ै िे बीि, िो िनस्ट्पजत या जतलहन से प्राि होते ह।ैं यह उत्पाि कच्चा, भुना हुआ, लेजपत और/या नमक यिु हो सकता ह।ै इनम ें जमिासकारक, मसाल े और खड े मसाले तथा उत्पाि के जलए उपयिु कोई भी अन्य सामग्री जमलाई िा सकती ह।ै उत्पाि अच्छा, संपणू व, साफ, पयावि रूप स े सूखा, रंग में एकसमान और िीजित या मतृ कीडों, जिकृतगंजधता, िश्ृ यमान बाहरी पिाथ,व िश्ृ यमान फफूंिी, कृंतक संिषू ण और जमलािटी रंग से मुि होना चाजहए।

2. उत्पाि जनम्नजलजखत प्रकार के हो सकते ह:ैं क. खाद्य िनस्ट्पजत बीि: इनमें तरबूि, खीरा, खरबूिा, कद्ि,ू आदि के बीि िाजमल ह।ैं ख. खाद्य जतलहन: इनम ेंसूरिमखु ी, जतल, अलसी, आदि के बीि िाजमल ह।ैं4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

3. उत्पाि जनम्नजलजखत आिश्यकताओं के अनरूु प होना चाजहए, अथावत्: - क्र. स.ं मानिडं सीमाए ाँ

(1) (2) (3) 1 नमी (द्रव्यमान के अनुसार प्रजतित), अजधकतम 8.00 % 2 मुि िसा अम्ल (िुष्क द्रव्यमान आधार पर प्रजतित), अजधकतम 1.25% 3 अकाबवजनक/काबवजनक बाहरी पिाथव, अजधकतम 0.1%”;

NOTIFICATION New Delhi, the 21st May, 2026 F.No. SS-T0FA(NOTI)/4/2025-Standard-FSSAI.— The following draft of certain regulations further to amend the Food Safety and Standards (Food Products Standards and Food Additives) Regulations, 2011, which the Food Safety and Standards Authority of India proposes to make with previous approval of the Central Government, in exercise of the powers conferred by clause (e) of sub-section (2) of section 92 read with section 16 of the Food Safety and Standards Act, 2006 (34 of 2006) is hereby published as required under sub-section (1) of section 92 of the said Act for the information of all persons likely to be affected thereby and notice is hereby given that the said draft regulations shall be taken into consideration after the expiry of the period of sixty days from the date on which copies of the Gazette containing this notification are made available to the public.

Objections or suggestions, if any, may be addressed to the Chief Executive Officer, Food Safety and Standards Authority of India, FDA Bhawan, Kotla Road, New Delhi- 110002 or sent on email at regulation@fssai.gov.in Objections or suggestions, which may be received from any person with respect to the said draft regulations before the expiry of period so specified, shall be considered by the Food Safety and Standards Authority of India.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5 Draft Regulations

1. These regulations may be called the Food Safety and Standards (Food Products Standards and Food Additives) Amendment Regulations, 2026.

2. In the Food Safety and Standards (Food Products Standards and Food Additives) Regulations, 2011, (hereinafter referred to as the said regulations), -

(1) in regulation 2.2, after sub-regulation 2.2.9 relating to “Solvent Extracted Crude Vegetable Oils (not for direct human consumption)”, the following sub-regulation shall be inserted, namely: - “2.2.10 Minor Seed Oils (Chilli seed oil, Muskmelon seed oil, Okra seed oil and Tomato seed oil)

1. Description.- The material shall be obtained from clean, sound and mature seeds of the specified plant(s) using methods that do not alter inherent qualities of the oil. The oil shall be clear and free from rancidity, adulterants, sediment, suspended and other foreign matter, separated water and added colouring and flavoring substances or mineral oil. These oils shall conform to the following standards: - S. No. Parameter Limits Cold Pressed and Virgin Refined

(1) (2) (3) (4) 1 Matter volatile at 105°C, 0.2% 0.2% Maximum 2 Insoluble impurities, Maximum 0.05% 0.05% 3 Soap content, Maximum 0.005% 0.005% 4 Acid value (mg KOH/g fat) 4.0 0.6 5 Iron (Fe), Maximum 5.0 mg/kg 2.5 mg/kg 6 Copper (Cu), Maximum 0.4 mg/kg 0.1 mg/kg There shall be no turbidity after keeping the filtered sample at 30°C for 24 hours.

Test for Argemone oil shall be negative.

Further, if the oil is obtained by the method of solvent (hexane) extraction, it shall be supplied for human consumption only after refining and it shall conform to the standard laid down under regulation 2.2.1(16). The oil so refined shall not contain hexane more than 5.0 mg/kg. The oil obtained by pressed method shall be free from hexane residues.

2. Food Additives. - Refined oil may contain food additives permitted in Appendix A.

No additives permitted for use in pressed oil.

3. Contaminants, Toxins and Residues. - The product covered in this standard shall comply with the Food Safety and Standards (Contaminants, toxins and Residues) Regulations, 2011.

4. Food Hygiene. - The product shall be prepared and handled in accordance with the guidance provided in Schedule 4 to the Food Safety and Standards (Licensing and Registration of Food Businesses) Regulations, 2011 and any other such guidance provided from time to time under the provisions of the Food Safety and Standards Act, 2006 (34 of

2006).

5. Labelling. - The product covered by this standard shall be labelled in accordance with the Food Safety and Standards (Labelling and Display) Regulations, 2020.”;

(2) in regulation 2.3, after sub-regulation 2.3.65 relating to “Colouring Foods”, the following sub-regulation shall be inserted, namely: -6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] “2.3.66 Edible seeds

1. Edible seeds for direct human consumption are seeds obtained either from vegetable and oilseed. The product may be raw, roasted, coated and/or salted. Sweeteners, spices and condiments and any other ingredients suitable to the product may be added. The product shall be sound, whole, clean, sufficiently dried, uniform in colour and free from living or dead insects, rancidity, visible foreign matter, visible moulds, rodent contamination and added colouring.

2. The product may be of following types: a. Edible Vegetables Seeds: It includes seeds from watermelon, cucumber, muskmelon, pumpkin, etc. b. Edible oilseed: It includes seeds from sunflower, sesame, flaxseed, etc.

3. The product shall conform to the following requirements, namely: - S. No. Parameter Limits

(3) in Appendix A, under the heading “IV.
