L.-33004/99 xxxGIDHxxx सी.जी.-डी.एल.-अ.-05102024-257724 xxxGIDExxx CG-DL-E-05102024-257724 असाधारण EXTRAORDINARY भाग III—खण् ड 4 PART III—Section 4 प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 772] नई दिल्ली, िुक्रिार, अक्त बू र 4, 2024/आजि न 12, 1946 No. 772] NEW DELHI, FRIDAY, OCTOBER 4, 2024/ASVINA 12, 1946 भारतीय खाद्य सरु क्षा और मानक प्राजधकरण अजधसचू ना नई दिल्ली, 3 अक् तूबर, 2024 फा.स.ं आरसीडी-01002/1/2021-रेग्यलु टे री-एफएसएसएआई-भाग(2).—खाि् य सुरक्षा और मानक (खाि् य कारबार का अनुज्ञापन और रजिस्ट्रीकरण) जिजनयम, 2011 में और संिोधन के जलए कजतपय जिजनयमों का जनम्नजलजखत प्रारूप, जिसे भारतीय खाद्य सरु क्षा और मानक प्राजधकरण केंद्र सरकार के पूिव अनुमोिन से, खाि्य सुरक्षा और मानक अजधजनयम, 2006 (2006 का संखयांक 34) की धारा 92 की उप-धारा (2) के खंड (ण) द्वारा प्रित्त िजियों का प्रयोग करते हुए बनाने का प्रस्ट्ताि करता ह,ै इससे प्रभाजित होन े िाले संभाजित सभी व् यजियों को सूचना िेने के जलए उि अजधजनयम की धारा 92 की उप-धारा (1) की अपेक्षा के अनसु ार एतिद्वारा प्रकाजित दकया िाता ह ै और यह नोटटस दिया िाता ह ै दक उक्त प्रारूप जिजनयमों पर उस जतज से सा दिनों की अिजध समा् त होने के बाि जिचार दकया िाएगा, जिस जतज को इस अजधसूचना को प्रकाजित करन े िाले रािपत्र की प्रजतयााँ िनता को उपलब् ध कराई िाएाँगी आपजत्त अ िा सुझाि, यदि कोई हो, मुखय कायवकारी अजधकारी, भारतीय खाि्य सुरक्षा और मानक प्राजधकरण, एफडीए भिन, कोटला रोड, नई दिल् ली- 110002 को अ िा regulation@fssai.gov.in पर ईमेल के माध्यम स े भेिा िा सकता ह ै उि प्रारूप जिजनयमों के संबंध में जनर्िष्टव अिजध की समाजि से पहल े प्राि होन े िाली आपजत्तयों और सुझािों पर खाद्य प्राजधकरण द्वारा जिचार दकया िाएगा 6439 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] प्रारूप जिजनयम
1. इन जिजनयमों को खाद्य सुरक्षा और मानक (खाि्य व्यिसाय का अनज्ञु ापन और पंिीकरण) संिोधन जिजनयम, 2024 कहा िा सकता ह ैं
2. खाद्य सुरक्षा और मानक (खाि्य व्यिसाय का अनुज्ञापन और पंिीकरण) जिजनयम, 2011 म,ें -
(1) जिजनयम 2.1 म,ें उप-जिजनयम 2.1.21 के बाि, जनम्नजलजखत उप-जिजनयम अंतःस्ट् ाजपत दकए िाएंगे, अ ावत्: - “2.1.22 लाइसेंस िारी करने और पंिीकरण को जडजिटल बनाने का प्रािधान खाद्य प्राजधकरण समय-समय पर उन प्रदक्रयाओं को स्ट्िचाजलत करने से संबंजधत जनणवय ले सकता ह ै जिनमें जडजिटल उपकरणों के माध्यम से सत्यापन दकया िा सकता ह ै जिससे लाइसेंस िारी करने और पंिीकरण करने म ें लगने िाल े समग्र समय और प्रयास को कम दकया िा सके खाद्य प्राजधकरण द्वारा तय दकए गए ऐस े स्ट्िचालनों को छोड़कर, एफएसएस अजधजनयम, 2006 के तहत जनधावटरत अन्य जनयामक कायों और उसके अतं गतव बनाए गए जनयमों और जिजनयमों का प्रयोग संबंजधत क्षेत्राजधकार जनयामक प्राजधकाटरयों द्वारा दकया िाएगा
(2) अनुसूची 4 म,ें भाग I म,ें 'खुिरा मछली और मत्स्ट्य उत्पाि की िकु ान' से संबंजधत उप-भाग (ग) के बाि, जनम्नजलजखत उप-भाग अंतःस्ट् ाजपत दकया िाएगा, अ ावत:् - उप-भाग (घ) प्रा जमक िग्ु ध उत्पािक जििषे रूप स े प्रा जमक िधू उत्पािकों और ऐस े छोटे डेयरी धारकों के जलए, िो दकसी भी डेयरी सहकारी सजमजत के सिस्ट्य नहीं ह ैंऔर िधू उत्पािन करके जबना दकसी प्रसस्ट्ं करण के सीध ेमानि उपभोग के जलए जबक्री करत ेह ैं 'िधू का प्रा जमक उत्पािन' उन पद्धजतयों को संिर्भवत करता ह ै िहां आम तौर पर िधू िहु न े िाली मिीनों का उपयोग नहीं दकया िाता ह,ै कच्चे िधू को उत्पािक के स्ट्तर पर िीजतत नहीं दकया िाता ह ै और/या कच्चे िधू को कैन में ले िाया िाता ह ै और जनमावता द्वारा ही उपभोिाओं को घर-घर जितटरत दकया िाता ह ै अपयावि प्रा जमक उत्पािन पद्धजतयों के कारण िधू में होने िाले संिषू ण की संभािना को कम करने के जलए, डेयरी संचालकों को नीचे जनर्िष्टव साफ-सफाई और स्ट्िच्छता संबंधी आियकताओं, खाद्य सुरक्षा उपायों और अन्य जनयंत्रण उपायों का पालन करना चाजहए:
1. पयािव रण स्ट्िच्छता-
(i) गौिाला: गौिाला और खजलहान साफ, हिािार और अच्छी रोिनी िाल े होन े चाजहए स्ट् ानीय प्राजधकारी द्वारा जनधावटरत दििाजनिेिों का पालन करत े हुए यह सुजनजित करें दक गोबर और मूत्र की जनकासी सीधे सीिर में करन ेकी उजचत व्यिस्ट् ा हो या उसे समय-समय पर हटाया िाए
(ii) अच्छी आिास त ा खाि जनपटान प्रणाली सुजनजित करें
(iii) चारा और पानी: खराब सुिास िाले आहार से बचना चाजहए फामव म ें जिजभन्न प्रयोिनों िैसे दक न की सफाई, िधू िहु न े और िधू के भंडारण के जलए प्रयिु उपकरणों की सफाई के जलए उपयोग दकए िान े िाल े पानी की गुणित्ता संतोषिनक होनी चाजहए अत: स्ट्िच्छ पये िल आपूर्तव सिैि उपलब्ध रहनी चाजहए यह सुजनजित करने के जलए उपाय दकए िाने चाजहए दक िधू िेने िाले िानिर िजू षत पानी या अन्य ऐस े पयाविरणीय संिषू कों का सेिन न करें या उन तक उनकी पहुचं न हो, िो मनुष्यों में फैलने िाली बीमाटरयों का कारण बन सकते ह ैंया िधू को िजू षत कर सकते ह ैं
(iv) िहां तक संभि हो, स्ट् ानीय प्राजधकारी द्वारा िारी ''डेयरी फामों और गौिालाओं के पयाविरणीय प्रबंधन के जलए दििाजनिेिों'' का पालन दकया िाना चाजहए[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3
2. िधू का स्ट्िच्छ उत्पािन -
(i) पि ु धारण क्षेत्र - धारण क्षेत्र को साफ और खाि, जमट्टी या दकसी अन्य आपजत्तिनक सामग्री के संचय स े मुि रखा िाना चाजहए और इसका रखरखाि इस तरह से दकया िाना चाजहए जिससे पिु संक्रमण या िधू के िजू षत होने के खतरे को कम दकया िा सके इस क्षेत्र के कारण िानिरों के स्ट्िास्ट््य पर प्रजतकूल प्रभाि नहीं पड़ना चाजहए, जििेष रूप से, कूड़े और अस्ट्तबल क्षेत्र का रखरखाि इस तरह से दकया िाना चाजहए दक नों पर चोट लगने और न रोगों के िोजखम को कम दकया िा सके
(ii) िधू िहु ने के क्षेत्र और संबंजधत सुजिधाएाँ - इन्ह ेंअिांजछत िानिरों िैसे सूअर, कुक्कुट और अन्य िानिरों से मिु रखा िाना चाजहए जिनकी उपजस्ट् जत से िधू िजू षत हो सकता ह ै पटरसर आसानी से साफ होने िाला होना चाजहए, जििेषकर गंिगी या संक्रमण िाले क्षेत्रों में इन क्षेत्रों में ऐसा फिव होना चाजहए जिस पर से तरल पिा ों की जनकासी हो सके और कचरे के जनपटान के पयावि साधन होने चाजहए िधू िहु ने म ें उपयोग के जलए और पिुओं के न त ा िधू जनकालने के जलए उपयोग दकए िान े िाले उपकरणों की सफाई के जलए पीन े योग्य पानी की पयावि आपूर्तव होनी चाजहए यह क्षेत्र खाि के ढेर िैसे सभी संिषू ण के स्रोतों से उजचत िरू ी पर होना चाजहए
(iii) पिु स्ट्िास्ट््य- पिु रोगों को रोकने या रोगों के संचरण के िोजखम को जनयंजत्रत करने और रोगग्रस्ट्त पिओंु के ििा उपचार को जनयंजत्रत करने के जलए स्ट् ानीय प्राजधकारी/पिुजचदकत्सक के परामिव से पयावि प्रबंधन उपाय लाग ू दकए िान े चाजहए िधू उन पिुओं स े प्राि होना चाजहए िो माइकोबैक्टीटरयम ट्यूबकुवलोजसस, कॉजक्सएला बनेटी, ब्रुसेला एबॉटवस िैसे प्रेरक कारकों से होने िाली प्रणालीगत बीमाटरयों से मिु हों, िो िधू के माध्यम स े मनुष्य में फैल सकती ह ैं िानिरों को साल्मोनले ोजसस, एंथ्रेक्स, जिगेलोजसस, एंटरोपै ोिेजनक ई.कोली, स्ट्रे्टोकोकस और अन्य िीिाण ु संक्रमण और िायरल संक्रमण िैसे दक िैक्सीजनया, स्ट्यूडो काउपॉक्स, लूपपंग इल (टटक िजनत एन्सेफलाइटटस), भोिन और मुंह के रोग आदि भी नहीं होने चाजहए यह सुजनजित दकया िाना चाजहए दक िधू उन िानिरों से प्राि न दकया िाए जिनके सामान्य स्ट्िास्ट््य म ें कोई िृ यमान खराबी हो और जिनके िननांग प में स्राि सजहत कोई संक्रमण हो, िस्ट्त और बुखार के सा एंटराइटटस हो, या न म ेंसूिन दिख रही हो यदि आजधकाटरक तौर पर मिु न हों, तो िधू उन झडुं ों या पिओंु से प्राि दकया िाना चाजहए िो आजधकाटरक जनयंत्रण में हों और स्ट् ानीय प्राजधकरण द्वारा जनधावटरत उन्मलू न कायवक्रमों के अधीन हों
(iv) पिु जचदकत्सा औषजधयााँ - पिु रोगों की संभािना को कम करने के जलए अच्छी पालन पद्धजतयों का उपयोग दकया िाना चाजहए जिससे पिु जचदकत्सा ििाओं का उपयोग भी कम होगा केिल उन्हीं पि ु जचदकत्सा ििाओं का उपयोग दकया िाना चाजहए जिन्ह ें पिु आहार में जमला कर या प्रत्यक्ष रूप से (मौजखक/इंिेक्िन) दिए िान े के जलए सक्षम प्राजधकारी द्वारा अजधकृत दकया गया ह ै एंटीबायोटटक से उपचाटरत पि ु के िधू का जनधावटरत दिनों तक सिैि त्याग करें, क्योंदक िधू में एंटीबायोटटक अिजिष्ट हो सकते ह ैं िो िधू की गुणित्ता या उपभोिा के स्ट्िास्ट््य को प्रभाजित कर सकते ह ैं प्रा जमक रूप से सक्षम अजधकाटरयों को िानिरों के संबंध म ें िानकारी िी िाए और उनका पंिीकरण करिाया िाए
(v) स्ट्िच्छता से िधू िहु ना- िधू िेने िाले पिुओं को य ासंभि साफ अिस्ट् ा में रखा िाना चाजहए िधू िहु ने की प्राकृजतक प्रदक्रया अपनाई िानी चाजहए ऑक्सीटोजसन िैसी अमानिीय पद्धजतयों के माध्यम से िबरिस्ट्ती िधू िहु ना प्रजतबंजधत दकया िाना चाजहए िधू िहु ने से पहले न को साफ कर लेना चाजहए यदि बछड़े के माध्यम से उत्तेिन दकया िाता ह,ै तो िधू जपलान े के बाि भी न को धोएं न धोने और िधू िहु न े के जलए अलग-अलग बतवन का उपयोग दकया िाना चाजहए िधू की कुछ प्रारंजभक धाटरयों (फोरजमल्क) को बाहर फेंक िेना चाजहए हमेिा पूरा िधू िहु ना सुजनजित करें क्योंदक न में बचे िधू में रोगाण ु पनपते ह ैं जिसके पटरणामस्ट्िरूप मैस्ट्टाइटटस हो सकता ह ै िधू िहु ने के बाि टीट जडप (यानी कीटाणुनािक, आयोडोफोर आदि) स े नों को4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] कीटाणुरजहत करें, तादक रोगाण ु न नजलका म ें प्रिेि न कर सकें पि ु की त्िचा, िधू िहु ने के उपकरण (यदि और िब भी उपयोग दकया िाता ह)ै , हडैं लर और सामान्य िातािरण िैसे दक संिषू ण के मल स्रोतों के संबंध म ें प्रभािी स्ट्िच्छता रीजतयााँ प्रयिु की िानी चाजहए पिुओं का िधू िाह े हा स े िहु ा िाए या मिीन से, अच्छी स्ट्िच्छता बनाए रखना आियक ह ै इसके जलए जनम्नजलजखत आियक ह;ै
(i) िधू िहु ने िाल ेकर्मवयों की अच्छी व्यजिगत स्ट्िच्छता
(ii) पिुओं के न, स्ट्तनाग्र, कमर, पार्श्व भाग और पेट को साफ करें
(iii) िधू िहु ने स ेसंबंजधत बतवनों/उपकरणों को साफ और कीटाणुरजहत करें
(iv) स्ट्तनाग्र/ न के ऊतकों को दकसी भी प्रकार की क्षजत से बचाएाँ िधू िहु ते समय पिओंु को खाना जखलाने या कूड़े को रखने/हटाने से बचना चाजहए तादक खाि या धलू के कारण िधू िहु ने से संबंजधत उपकरण और िधू िहु न ेका िातािरण संक्रजमत होने की संभािना कम हो सके िधू िहु ने के काय व इस प्रकार दकए िाने िाजहए दक त्िचा और िधू िहु ने के सामान्य िातािरण से उत्पन्न खाद्य िजनत रोगाणओंु और बाहरी पिा ों या िैजनक साफ-सफाई और कीटाणुिोधन के कारण उत्पन्न रासायजनक अिजिष्टों को कम दकया िा सके
(vi) िधू िहु न े स े संबंजधत उपकरण और कैन- िधू िहु ने के उपकरण, िधू के सीध े संपकव में आन े िाल े बतवनों की जडिाइपनंग और उनका रखरखाि इस तरह दकया िाना चाजहए दक िे ीक से साफ दकए िा सकें, संक्षारण प्रजतरोधी हों और उनसे इतनी मात्रा में पिा व िधू में न िाए,ाँ जिससे उपभोिा के स्ट्िास्ट््य को खतरा हो उनम ें ऐसा कोई गड्ढा, चटकन, िरार या खाली स्ट् ान नहीं होना चाजहए जिसके कारण ीक से सफाई करने में बाधा हो सफाई और कीटाणुिोधन जनयजमत रूप स े और पयावि समायािजध पर दकया िाना चाजहए उपकरण को इस तरह जडिाइन दकया िाना चाजहए दक यह सामान्य कायों के िौरान स्ट्तनाग्र और नों को नुकसान न पहुचं ाए ये उपकरण और कैन अजधमानतः ऐसी सामग्री से बने होने चाजहए जिन पर िंग न लगे और िो गैर- अििोषी हों िैसे दक स्ट्टेनलेस स्ट्टील, गैल्िनाइज्ड लोहा या एल्यूमीजनयम िधू के कैन के ढक्कन को िायु-रोधक बनाने के जलए कभी भी कागि, कपड़े आदि का प्रयोग न करें िधू के कैन का उपयोग दकसी भी ऐसे हाजनकारक पिा व को भंडाटरत करन े के जलए नहीं दकया िाना चाजहए िो बाि म ें िधू को िजू षत कर सकता ह ै िधू की टंदकयों और कैन का उपयोग केिल िधू और िधू उत्पािों के भडं ारण के जलए दकया िाना चाजहए
(vii) िधू िहु ने िाले कर्मवयों का स्ट्िास्ट््य और व्यजिगत स्ट्िच्छता- िधू िहु ने िाले कर्मवयों का स्ट्िास्ट््य अच्छा होना चाजहए हा ों और अग्रबाहुओं (कोहनी तक) को बार-बार और िधू िहु ने या िधू प्रबंधन से पहले हमिे ा धोना चाजहए िधू िहु ते समय उपयिु कपड़े पहनने चाजहए ऐसे व्यजि को िधू नहीं िहु ना चाजहए जिसके हा ों या अग्रबाहुओं पर खरोंच या कटाि दिखाई िे दकसी भी चोट को िल प्रजतरोधी पट्टी से ढकना चाजहए जिन व्यजियों को ऐसे रोगों से पीजड़त होने या उनके िाहक होने का संिेह हो जिनसे िधू के संक्रजमत होने की संभािना हो, उन्ह ें पिुओं स े िधू िहु न े का कायव नहीं करना चाजहए िधू िहु न े िाल े व्यजि को हिै ा, टाइफाइड, जड् ीटरया और तपेदिक िैसी संक्रामक बीमाटरयााँ नहीं होनी चाजहए और इन बीमाटरयों के संबंध में जनयजमत आधार पर उनकी कड़ी जनगरानी की िानी चाजहए
3. िधू प्रबधं न, भडं ारण और पटरिहन - आम तौर पर दिन में कम से कम िो बार िानिरों का िधू िहु ा िाता ह ै ऐसी डेयटरयों से िधू िहु न े के 3-4 घंटे के भीतर उपभोिाओं को िधू जितटरत कर दिया िाता ह ै यदि सारा िधू जितटरत नहीं दकया िा सका और बाि में जितरण के जलए रखा िाना ह,ै तो िधू को 4-6 जडग्री सेजल्सयस पर उपयिु प्रिीतन में संग्रजहत दकया िाना चाजहए िधू भंडारण का क्षेत्र िधू िहु ने के क्षेत्रों और िानिरों को रखे िाने िाले दकसी क्षेत्र से पयावि िरू ी पर होना चाजहए तादक िधू को िानिरों द्वारा िजू षत होने स े बचाया िा सके यदि इस क्षेत्र को अलग रखना संभि न हो, तो िधू को िजू षत होने से बचाने के जलए पयावि उपाय दकए िान े चाजहए जिन जस्ट् जतयों म ें िधू को फाम व पर िीजतत नहीं दकया िा सकता है, उन जस्ट् जतयों म ें िधू को[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5 संग्रजहत करके जनजित समय सीमा के भीतर (अजधमानतः िधू िहु ने के 04 घंटे के भीतर) प्रसंस्ट्करण सुजिधा के संग्रह केंद्र को जितटरत कर िेना चाजहए यदि पटरिहन के िौरान िधू के सपं कव में आने िाली सतह ें पयावि रूप से साफ न हों और िधू उच्च तापमान पर हो, जिससे रोगाणओंु का जिकास होता ह,ै तो िधू की गुणित्ता खराब हो िाएगी
4. डेयरी की साफ-सफाई -
(i) िधू के कैन की समुजचत सफाई - िधू के कैन खाली करने के तुरंत बाि उन्ह ेंजनम्नानुसार साफ दकया िाना चाजहए: क) ंडे पानी से धोएं ख) ब्रि और गमव जडटिेंट से रगड़ें (दकसी भी सुगंधहीन तरल साबुन का उपयोग दकया िा सकता ह)ै ग) ंडे पानी स ेधोएं घ) यदि उपलब्ध हो तो उबलत े पानी या भाप स े कीटाणुिोधन (स्ट्िच्छीकरण) करें या जनमावता के जनिेिों के अनुसार िाजणजज्यक ब्रांड द्वारा तैयार दकए गए सोल्युिन या हाइपोक्लोराइट िैसे डेयरी सैजनटाइपिंग सोल्युिन का उपयोग करें ङ) कैन को सुखाने िाले रैक पर सुखाएं कैन को सुखाने के िौरान सूरि की रोिनी में रखन े से बैक्टीटरया को मारन े में िृजद्ध होगी
(ii) िधू िहु न े की मिीन ें- यदि िधू िहु न ेिाली मिीनों का उपयोग अंगू े से िधू िहु ने की पारंपटरक पद्धजत के अजतटरि दकसी पद्धजत के जलए दकया िाता ह,ै तो जनम्नजलजखत अनिु ंजसत रीजत के अनुसार प्रत्येक उपयोग के बाि उनकी समजु चत सफाई और स्ट्िच्छीकरण दकया िाना चाजहए:
क) ंडे पानी से धोएं ख) गमव पानी से धोएं ग) जघसे हुए रबर के भागों को जनयजमत रूप से समय पर बिलना चाजहए
(3) अनुसूची 4 म,ें 'िधू और िग्ु ध उत्पाि' से संबंजधत भाग III के बाि, जनम्नजलजखत उप-भाग अंतःस्ट् ाजपत दकया िाएगा, अ ावत:् - भाग III(क) प्रा जमक िग्ू ध उत्पािक छोटे िधू डेयरी के माजलकों सजहत प्रा जमक िग्ू ध उत्पािकों की िह श्रणे ी जिसम ेंिधू उत्पािन म ेंसलं ग्न ि ेमाजलक िाजमल ह ैं िो दकसी भी डेयरी सहकारी सजमजतयों के सिस्ट्य नहीं ह ैं और जबना दकसी प्रसस्ट्ं करण के िधू की जबक्री करत े ह ैं इनके जलए महत्िपणू वजिचारणीय जिषय जनम्नजलजखत ह-ैं ‘िधू के प्रा जमक उत्पािन’ का आिय उन रीजतयों स े ह ै िहा ं साधारणतः िधू उत्पािन के जलए मिीनों का उपयोग नहीं दकया िाता ह,ै कच्चे िधू को उत्पािक के स्ट्तर पर ंडा नहीं दकया िाता ह ैत ा उपभोिाओं को घर म ें जितरण के जलए कच्च े िधू को जडब्बे में भरकर ल े िाया िाता हो अपयावि प्रा जमक उत्पािन रीजतयों के माध्यम स े िधू के िजू षत होन े की संभािना को कम करने के जलए, डेयरी संचालकों को स्ट्िच्छता और स्ट्िास्ट््यकर आियकताओं, खाद्य सुरक्षा उपायों और नीच े जनर्िष्टव अन्य जनयंत्रण उपायों का पालन करना चाजहए:
5. िातािरण की स्ट्िच्छता -
(i) गौिाला : अस्ट्तबल और खजलहान साफ, हिािार और रोिनीयुि होने चाजहए स्ट् ानीय प्राजधकारी द्वारा जनधावटरत दििाजनिेिों का पालन करते हुए यह सुजनजित दकया िाना चाजहए दक गोबर और मूत्र की उजचत जनकासी सीधे सीिर में हो अ िा उसे समय - समय पर हटाया िाता हो
(ii) अच्छी आिासीय सुजिधा एि ं खाि जनपटान व्यिस्ट् ा सुजनजित की िानी चाजहए6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]
(iii) पि ु चारा और पानी : पिओंु के जलए स्ट्िाियुि आहार का उपयोग नहीं दकया िाना चाजहए फामव म ें जिजभन्न प्रयोिनों िैसे दक न की सफाई, िधू जनकालने और िधू के भंडारण के जलए उपयोग दकए िान े िाल े उपकरणों की सफाई के जलए प्रयोग दकए िाने िाल े िल की गणु ित्ता संतोषिनक होनी चाजहए अत: स्ट्िच्छ पेयिल आपूर्त व की सुजिधा सिैि उपलब्ध रहनी चाजहए यह सुजनजित करन े के जलए उजचत उपाय दकए िान े चाजहए दक िधू िेने िाले पिु िजूषत िल या अन्य पयाविरणीय प्रिषू कों के संपकव में न आएं अ िा उनका सेिन न करें ऐस े प्रिषू क मनुष्यों म ें फैलन े िाली बीमाटरयों का कारण बनन े के सा -सा िधू को िजू षत भी कर सकते ह ैं
(iv) स्ट् ानीय प्राजधकारी द्वारा िारी ''डेयरी फामों और गौिालाओं के पयाविरण प्रबंधन हते ु दििाजनिेिों'' का य ासंभि रूप स े पालन दकया िाना चाजहए
6. िग्ु ध का स्ट्िच्छ उत्पािन -
(i) पि ु आिासीय क्षेत्र - पि ु आिासीय क्षेत्र को साफ और खाि, जमट्टी या दकसी अन्य आपजत्तिनक सामग्री के संचय से मुि रखा िाना चाजहए जिससे पिु संक्रमण या िधू के िजू षत होन े का खतरा कम हो िगह ऐसी हो िो िानिरों के स्ट्िास्ट््य पर प्रजतकुल प्रभाि ना डाल,े जििेष रूप से कूड़े और अस्ट्तबल क्षेत्र को इस तरह स े बनाए रखा िाना चाजहए दक नों में दकसी भी प्रकार की चोट एिं रोगों के िोजखम को कम दकया िाए
(ii) िधू िेने िाले क्षेत्र एिं उससे िुड़ी सुजिधाएाँ - िधू िेने िाले क्षत्रे ों और संबंजधत सुजिधाओं को अिांजछत पिओु ाँ िैसे सूअर, मुगी और ऐसे दकसी भी अन्य पिुओं से मिु रखा िाना चाजहए जिनकी उपजस्ट् जत से िधू िजू षत हो सकता ह ै पिु पटरसर ऐसे हों जिन्ह ें आसानी से साफ दकया िा सके, जििेषकर ऐसे क्षेत्र िहााँ गंिगी या संक्रमण की संभािना हो िहााँ तरल पिा ों की जनकासी एि ं अपजिष्ट जनपटान की सुजिधा के जलए उजचत फिव जनर्मवत होन े चाजहए िधू जनकालत े समय और पिुओं के न की सफाई त ा िधू जनकालन े के जलए उपयोग दकए िाने िाले उपकरणओं में उपयोग के जलए पीने योग्य िल आपूर्तव की पयािव सुजिधा होनी चाजहए क्षेत्र को खाि के ढेर िसै े संिषू ण के सभी स्त्रोतों से प्रभािी ढंग से अलग रखा िाना चाजहए
(iii) पिु स्ट्िास्ट््य-पिु रोगों को रोकने या रोग संचरण के िोजखम को जनयंजत्रत करने और स्ट् ानीय प्राजधकारी/पिुजचदकत्सक के परामि व स े रोगग्रस्ट्त पिओंु के ििा उपचार को जनयंजत्रत करने के जलए पयावि प्रबंधन उपाय लाग ू दकए िाने चाजहए िधू उन पिओंु स े प्राि होना चाजहए िो Mycobacterium tuberculosis, Coxiella burnetti, Brucella abortus, िैसे प्रेरक कारकों िाल े जनयजमत रोगों से मिु हों क्योंदक य े रोग िधू के माध्यम स े मनुष्य म ें फैल सकत े ह ैं इसके सा ही िग्ु धधारी पिु साल्मोनेलोजसस, एंथ्रेक्स, जिगले ोजसस, एंटरोपै ोिेजनक ई.कोली, स्ट्रे्टोकोकस और अन्य िीिाणु संक्रमण और िायरल संक्रमण िैसे िैक्सीजनया, स्ट्यूडो काउपॉक्स, लूपपंग इल (टटक िजनत एन्सेफलाइटटस) भोिन और मुंह के रोग आदि िैसे िीिाणु रोगों स े भी मुि होना चाजहए िधू िने े िाले पि ु िारीटरक रूप से स्ट्िस्ट््य होन े चाजहए, उन्ह ें दकसी भी प्रकार की बीमारी अ ावत िननागं प पर दकसी भी संक्रमण से स्त्राि, िस्ट्त ि बुखार के सा डायटरया त ा न म ें दकसी भी प्रकार की सूिन नहीं होनी चाजहए यदि आजधकाटरक तौर पर मुफ़्त नहीं ह,ै तो िधू उन झुंडों या पिओंु स े जनकाला िाना चाजहए िो स्ट् ानीय प्राजधकरण द्वारा प्रिान दकए गए आजधकाटरक जनयंत्रण और उन्मूलन कायवक्रमों के अधीन ह ैं
(iv) पिु जचदकत्सा संबंजधत औषजधयााँ-पिु रोगों की संभािना एिं पि ु जचदकत्सा औजषजधयों के प्रयोग को कम करने के जलए अच्छी पि-ु पालन प्रदक्रयाओं का उपयोग दकया िाना चाजहए इस बात का ध्यान रखा िाना चाजहए दक केिल उन्हीं पिु जचदकत्सा औषजधयों का उपयोग हो जिन्ह ें सक्षम प्राजधकारी द्वारा पिु आहार या प्रत्यक्ष प्रिासन (ओरल/इंिेक्िन) म ें िाजमल करने के जलए अजधकृत दकया गया ह ै ऐसा पिु िो जनर्िष्टव दिनों की अिजध तक एंटीबायोटटक स े उपचाटरत हो, उसके िधू का उपयोग नहीं दकया िाना चाजहए क्योंदक िधू म ें एंटीबायोटटक अििेष हो सकत े ह ैंिो िधू की गणु ित्ता या उपभोिा के स्ट्िास्ट््य को प्रभाजित कर सकते ह ैं इस बात पर जििेष रूप से बल दिया िाना चाजहए दक सक्षम प्राजधकारी द्वारा पिु को स्ट्िस्ट् घोजषत कर[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 7 उन्ह ें पंिीकृत भी दकया गया हो
(v) िधू िहु न े की स्ट्िच्छ प्रदक्रया - िहााँ तक संभि हो िधू ारू पिओंु को साफ-सू रा रखना चाजहए िधू िहु न े की प्राकृजतक प्रदक्रया अपनाई िाए ऑक्सीटोजसन िैसी अमानिीय अभ्यासों के सा िबरिस्ट्ती िधू िहु ना प्रजतबंजधत होगा िधू िहु ने स े पहले न को साफ कर लेना चाजहए यदि बछड़े का उपयोग उत्तेिक के रूप म ें उपयोग दकया िा रहा ह ैतो िधू जपलाने क बाि न को पानी से साफ दकया िाना चाजहए न धोन ेऔर िधू िहु ने के जलए अलग— अलग बतवन रखन े की सलाह िी िाती ह ै िुरूआत म ें िधू की कुछ जस्ट्र्स (फोरजमल्क) को बाहर फेंक िेना चाजहए हमेिा यह सुजनजित करें दक िधू पूरा ही िहु ा िाए क्योंदक न में बच े िधू पर रोगाण ु पनपेंग ें जिसेक पटरणामस्ट्िरूप स्ट्तनिाह का खतरा हो सकता ह ै िधू िहु न े के बाि टीट जडप (अ ातव कीटाणुनािक, आयोडोफोर आदि) से स्ट्तनाग्र को कीटाणुरजहत करें तादक स्ट्तनाग्र नजलका में रोगाणओंु के प्रिेि पर रोक लगाया िा सके पिु की त्िचा, िधू िने े िाले उपकरण (यदि और िब भी उपयोग दकया िाता ह)ै , हडैं लर और सामान्य िातािरण िैसे मल स्त्रोतों के संिषू ण के संबंध में प्रभािी स्ट्िच्छता अभ्यासों को लाग ू दकया िाना चाजहए चाह े पिुओं का िधू हा से जनकाला िाए या मिीन से, स्ट्िच्छता रीजतयों का पालन अत्यंत आियक ह ै इस संबंध में जनम्नजलजखत का खयाल रखा िाना चाजहए -
(i) िधू िहु न ेिाल ेकार्मवक की िैयजिक स्ट्िच्छता
(ii) पिुओं के न, स्ट्तनाग्र, कच्छ, पि भाग, उिर भाग की स्ट्िच्छता
(iii) िग्ू ध िहु ने के जलए प्रयोग दकए िाने िाले पात्र/ उपकरण साफ एिं कीटाणुरजहत हो
(iv) स्ट्तनाग्र/ न के दकसी ऊत्तक को दकसी भी प्रकार से नुकसान नहीं पहुचाँ ना चाजहए िधू िहु त े समय पिओंु को खाना जखलाने या कूड़े को रखने/हटाने स े बचना चाजहए तादक िधू िेने िाल े उपकरण और िधू िने े िाल े िातािरण म ें खाि या धलू स े संक्रमण की संभािना कम हो सके िधू िहु ने की प्रदक्रया इस प्रकार हो दक पि ु की त्िचा का संपकव खाद्य िजनत पै ोिेन, बाह्य पिा ों, सामान्य िधू िहू न े के िातािरण एिं सफाई ि कीटाणुिोधन दिनचयाव से उत्पन्न रासायजनक अििेषों से कम से कम हो िधू जनकालन े िाल े उपकरण एिं कैन - िधू जनकालने िाले उपकरण एिं िधू के सीध े संपकव म ें आन े िाल े बतवनों को इस तरह जडिाइन और रखरखाि दकया िाना चाजहए दक िे उजचत तरीके स े साफ दकए िा सकें, संक्षारण प्रजतरोधी हों, उपकरण ऐसे हों दक दकसी भी तरह के अखाद्य एिं बाह्य पिा ों को िधू में स्ट् ानांतरण न दकया िा सके जिससे उपभोिा के स्ट्िास्ट््य के जलए खतरा पैिा हो उपकरणों या बतवनों म ें ऐसा कोई खरोंच का जनिान, िरार, जछद्र या गड्ढा नहीं होना चाजहए िो उजचत सफाई म ें बाधा उत्पन्न कर सके उनकी सफाई और कीटाणुिोधन जनयजमत रूप स े समय-समय पर दकया िाना चाजहए उपकरण को इस तरह जडजाइन दकया िाना चाजहए दक यह िधू िहु ने की सामान्य प्रदक्रया के िौरान नों और स्ट्तन के अग्रभागों को नुकसान न पहुचं ाए ये उपकरण और जडब्बे प्रा जमक रूप से िगं रोधक और गैर-अििोषक सामग्री िैसे स्ट्टेनलेस स्ट्टील, गल्ै िनाइज्ड लोहा या एल्यूमीजनयम स े जनर्मवत होने चाजहए िधू के जडब्बे के ढक्कन की हिा को बंि करन े के जलए कागि, कपड़े आदि का प्रयोग करन े से बचना चाजहए िधू के जडब्ब े का उपयोग दकसी भी हाजनकारक पिा व को सग्रं हीत करने के जलए नहीं दकया िाना चाजहए िो बाि म ें िधू को िजू षत कर सकता ह ै िधू की टंदकयों और जडब्बों का उपयोग केिल िधू और िधू स े बने उत्पािों को संग्रजहत करने के जलए दकया िाना चाजहए
(vi) िधू िहु ने िाले कार्मवकों का स्ट्िास्ट््य एिं िैयजिक स्ट्िच्छता - िधू िहु ने िाले कार्मवकों का स्ट्िास्ट््य अच्छा होना चाजहए इस बात का ध्यान रखा िाना चाजहए दक ि े अपन े हा ों और अग्रबाहुओं (कोहनी तक) को बार-बार धोएाँ और जििेष रुप से िधू िहु न े या िधू के बतवनों को उ ान े स े पहल े हमिे ा धोना चाजहए यह भी आियक ह े ि े िधू िहु त े समय उपयुि कपड़े पहनें ऐस े व्यजि को िधू नहीं जनकालना चाजहए जिसके हा ों या बाहों पर खरोंच या कट दिखाई िे दकसी भी तरह के चोट को िल प्रजतरोधी पट्टी से ढंकना चाजहए जिन व्यजियों को िधू से संक्रजमत होने िाली जबमाटरयों से पीजड़त होने या उनके िाहक होने का संिेह हो, उन्ह ें पिुओं से िधू नहीं जनकालना चाजहए कार्मवक हिै ा, टाइफाइड, जड् ीटरया तपेदिक िैसी संक्रामक बीमाटरयों8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] से मुि हो एि ंजनयजमत रूप से इन बीमाटरयों से बचने का प्रयास करे
7. िधू का रख-रखाि, भडं ारण एिं पटरिहन- साधारणतः पिओु ाँ स े दिन में कम से कम िो बार िधू जनकाला िाता ह ै ऐसी डेयटरयों स े िधू जनकालन े के 3-4 घंटे के भीतर उपभोिाओं को िधू जितटरत कर दिया िाता ह ै िधू का पणू व रूप स े जितरण नहीं दकये िाने त ा बाि के जलए बचा कर रखे िाने की जस्ट् जत में इसे 4-6 जडग्री सेजल्सयस पर उपयुि प्रिीतन म ें सग्रं जहत दकया िाना चाजहए िधू के भंडारण के जलए प्रयोग दकए िाने िाल े पटरसर त ा पिओंु को रखे िान े िाल े क्षेत्र एि ं िधू जनकालन े िाले क्षेत्रों के बीच पयावि िरू ी होनी चाजहए तादक िानिरों द्वारा िधू को िजू षत होने स े बचाया िा सके यह अलगाि संभि न होने पर यह सुजनजित करन े हते ु उपाय दकए िान े चाजहए दक िधू दकसी भी प्रकार स े िजू षत न हो ऐसी जस्ट् जत म ें िहा ं िधू को फामव पर ंडा करने की सुजिधा उपलब्ध नहीं ह ै िहााँ यह आियक ह ैदक इसे जनजित समय सीमा के भीतर प्रसंस्ट्करण सुजिधा स े लैस संग्रह केन्द्र म ें संग्रजहत और जितटरत करन े (अजधमानतः िधू िने े के 04 घंटे के भीतर) की सुजिधा उपलब्ध हो पटरिहन के िौरान इस बात का ध्यान रखा िाना चाजहए दक िधू के संपकव में आन े िाली सतह ेंपयावि रूप से साफ हों त ा रोगाणओंु की िृजद्ध हते ु िधू उच्च तापमान पर हो अन्य ा िधू की गुणित्ता नष्ट होने की परू ी संभािना हो सकती ह ै
8. डेयरी की स्ट्िच्छता –
(i) िधू के जडब्बों की उजचत सफाई -िधू के जडब्ब ेखाली होन े के तरु ंत बाि उन्ह ेंजनम्नानुसार साफ दकया िाना चाजहए : (क) ंडे पानी से साफ करें (ख) ब्रि और गमव जडटिेंट से रगड़े ( दकसी भी असुगंजधत तरल िाल े साबुन का प्रयोग दकया िा सकता ह)ै (ग) ंडे पानी से साफ करें (घ) यदि उपलब्ध हो तो उबलते पानी या भाप से स्ट्टरलाइिेिन (सैजनटटिेिन) करें या जनमावता के जनिेिों के अनुसार हाइपोक्लोराइट या दकसी भी िाजणजज्यक ब्रांड का प्रीपेरेिन िैसे डेयरी सैजनटाइपिंग सोल्यूिन का उपयोग करें (ङ) जडब्बों को जनजित रैक पर ही सुखाएाँ सूरि की रोिनी के संपकव में आने से जडब्बों को जिप से सुखाने के िौरान बैक्टीटरया को मारने म ेंमिि जमलेगी
(ii) िधू जनकालने म ेंसहायक मिीन ें- िधू जनकालने के जलए प्रयोग की िाने िाले पारंपटरक तरीके अ ावत अंगू े से िधू जनकालने की प्रदक्रया के अलािा यदि मिीनों का उपयोग दकया िाता हो तो बताई गई रीजत के अनुसार प्रत्येक उपयोग के बाि उसकी उजचत सफाई की िानी चाजहए:

NOTIFICATION New Delhi, the 3rd October, 2024 F.No. RCD-01002/1/2021-Regulatory-FSSAI-Part(2).—The following draft of certain regulations further to amend the Food Safety and Standards (Licensing and Registration of Food Business) Regulations, 2011, which the Food Safety and Standards Authority of India, with previous approval of the Central Government, proposes to make in exercise of the powers conferred by clause (o) of sub-section (2) of section 92 of the Food Safety and Standards Act, 2006 (34 of 2006), is hereby published as required by the sub-section (1) of section 92 of the said Act for the information of all persons likely to be affected thereby and notice is hereby given that the said draft regulations will be taken into consideration after the expiry of the period of sixty days from the date on which copies of the Official Gazette in which this notification is published are made available to the public;
Objections or suggestions, if any, may be addressed to the Chief Executive Officer, Food Safety and Standards Authority of India, Food and Drug Administration Bhawan, Kotla Road, New Delhi- 110002 or sent on email at regulation@fssai.gov.in;
Objections and suggestions, which may be received with respect to the said draft regulations before the expiry of the period so specified, will be considered by the Food Authority.
Draft Regulations
1. These regulations may be called the Food Safety and Standards (Licensing and Registration of Food Business) Amendment Regulations, 2024.
2. In the Food Safety and Standards (Licensing and Registration of Food Business) Regulations, 2011,
(1) in regulation 2.1, after sub-regulation 2.1.21, the following sub-regulations shall be inserted, namely: - “2.1.22 Provision for Digitising the Issuance of License and Registration Food Authority, may from time to time, take decisions on automating the processes where verifications are possible through digital tools to reduce overall time and effort required in the issuance of License and Registration. Except such automations, as decided by the Food Authority, other regulatory functions as laid down under the FSS Act, 2006 and Rules and Regulations, made thereunder will be exercised by the respective jurisdictional regulatory authorities.”
(2) in Schedule 4, in part I, after Sub-part (c) related to ‘Retail fish and fish products shop’, the following sub-part shall be inserted, namely: - Sub-part (d) Primary Milk producers Specific considerations for primary milk producers including small dairy holders who are not members of any dairy cooperative societies and involved in producing milk and offering for sale for direct human consumption without any processing.
‘Primary production of milk’ refers to the practises where milking machines are not generally used, raw milk is not chilled at the producer’s level and /or the raw milk is transported in cans, if the same is distributed to consumers, door- to-door by the producer itself. In order to reduce the likelihood of milk contamination through inadequate primary production practises, the dairy operators should conform to the sanitary and hygienic requirement, food safety
measures and other controls as specified below:
1. Environmental Hygiene-
(i) Cow-Shed: The stables and barns should be clean, well ventilated and well lighted. Ensure proper drainage of dung and urine directly to the sewer or frequent removal, following the guidelines prescribed by the local authority.
(ii) Good housing and manure disposal system should be assured.
(iii) Feed & Water: Feeds giving off flavour should be avoided. The quality of water used at farm for different purposes such as cleaning of the udder, for cleaning equipment used for milking and storage of milk should be of satisfactory quality. Hence, clean potable water supply should always be available.
Measures shall be taken to ensure that Milking animals do not consume or have access to contaminated water or other environmental contaminants likely to cause diseases transmissible to humans or contaminate milk.10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]
(iv) As far as may apply, ‘’Guidelines for Environmental Management of Dairy Farms and Gaushalas’’ issued by local authority may be followed.
2. Hygienic production of milk-
(i) Animal Holding Area- Holding area should be kept clean and free from accumulations of manure, mud or any other objectionable materials and maintained in a manner that minimizes the risk of animal infection or contamination of the milk. Such area should not adversely affect the health of animals, in particular, the litter and the stabling area should be maintained in a manner that minimizes the risk of teat injuries and udder diseases.
(ii) Milking areas and related facilities- Should be kept free from undesirable animals e.g, pigs, poultry a d other animals whose presence may result in the contamination of milk. The premises should be easy to clean, especially in areas subject to soiling or infection. They should have flooring constructed to facilitate draining of liquids and adequate means of disposing waste. Should have adequate supply of potable water for use when milking and in cleaning the udder of the animals and equipment used for milking. The area should have effective separation from all sources of contamination such as manure heaps.
(iii) Animal Health- Adequate management measures should be implemented to prevent animal diseases or control of risk of transmission of the diseases and to control drug treatment of diseased animals in consultation of local authority/ veterinarian. The milk should originate from animals free from systemic diseases whose causative agents such as Mycobacterium tuberculosis, Coxiella burnetti, Brucella abortus, which can be transmitted to man through milk. The animals should also be free from bacterial diseases such as salmonellosis, anthrax, shigellosis, enteropathogenic E.Coli, Streptococcus and other bacterial infections and viral infections such as vaccinia, pseudo cowpox, louping ill (Tick borne encephalitis), food & mouth diseases etc.
Milk should be drawn from animals that do not show visible impairment of the general state of health and which are not suffering from any infection of the genital tract with discharge, enteritis with diarrhoea and fever, or recognizable inflammation of the udder.
If not officially free, then the milk should originate from herds or animals that are under official control and eradication programmes as provided by the local authority.
(iv) Veterinary Drugs-Good husbandry procedures should be used to reduce the likelihood of animal diseases and thus reduce use of veterinary drugs. Only those veterinary drugs that have been authorized by the competent authority for inclusion in animal feed or direct administration (oral/injections) should be used.
Always discard the milk from the animal treated with antibiotics for the prescribed days, as the milk may have antibiotic residues that may affect the quality of the milk or health of a consumer.
It is preferred that the animals shall be declared to the competent authorities and registered.
(v) Hygienic Milking-The milking animals should be maintained in as clean state as possible. Natural process of milking shall be followed. Forceful milking with inhumane practises like oxytocin shall be prohibited. Udder should be cleaned before milking. If the calf is used for excitation, wash the udder after suckling also. Separate utensils are recommended for washing of udder and for milking. Initial few strips of milk (foremilk) should be thrown out. Always ensure complete milking as the microbes will grow on the left over milk in udder resulting in mastitis. Disinfect the teats by teat dip (i.e. disinfectants, iodophor etc.) after milking, to restrict entry of microbes to the teat canal. Effective hygienic practises be applied in respect of the skin of animal, the milking equipment (if and whenever used), the handler and general environment e.g, faecal sources of contamination. Good hygiene is essential whether the animals are milked by hand or machine. This requires;
(i) Good personal hygiene of the milking personnel
(ii) Clean udders, teats, groins, flanks and abdomens of the animals
(iii) Clean and disinfected milking vessels/equipment &
(iv) Avoidance of any damage to the tissue of the teat/udder Feeding of the animals or placement/removal of litter should be avoided while milking in order to reduce the likelihood of contamination of the milking equipment and the milking environment from manure or dust.
Milking operations should minimize the introduction of food borne pathogens and foreign matter from skin and general milking environment as well as chemical residues from cleaning & disinfection routines.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 11
(vi) Milking Equipment & Cans- Milking equipment, utensil intended to come into direct contact with milk should be designed and maintained in such a way that they can be adequately cleaned, corrosion resistant, and not capable of transferring substances to milk in such quantities as to present a health risk to the consumer. There shall be no dent, cracks, crevices or recesses that can interfere with proper cleaning. Cleaning & disinfection should be done regularly and with sufficient frequency. The equipment should be designed such that it does not damage teats and udder during normal operation.
These equipment and cans should be preferably made up of non-rusting and non-absorbent materials such as Stainless steel, galvanized iron or aluminium. Never use paper, cloth etc. to air tight the lid of the milk can. Milk cans should not be used to store any harmful substance that may subsequently contaminate milk. Milk tanks and cans be used only to store milk and milk products.
(vii) Health and personnel hygiene of milking personnel- Milking personnel should be in good health. Hands & forearms (up to elbow) should be washed frequently and always washed before initiating milking or handling of milk. Suitable clothing should be worn during milking. Milking should not be performed by person having exposed abrasions or cuts on their hands or forearms. Any injury must be covered with water –resistant bandage. Individuals suspected to be suffering from, or to be carrier of, diseases likely to be transmitted to the milk, should not be milking the animals. Milker should be free from contagious diseases like cholera, typhoid, diphtheria and tuberculosis and should be monitored for these diseases rigorously on regular basis.
3. Handling, storage and transportation of milk- Generally, animals are milked at least twice a day. The milk is distributed to the consumers within 3-4 hours of milking from such dairies. If could not distribute completely and is to be kept for later distribution, the milk shall be stored in suitable refrigeration at 4-6 °C. Premises for the storage of milk should have adequate separation between milking areas and any premises where animals are housed in order to prevent contamination of milk by animals. Where separation is not possible, adequate measures should be taken to ensure that the milk is not contaminated. In situations where the milk cannot be chilled on the farm, collection and delivery of this milk to a collection centre of processing facility within certain time limits, preferably within 04 hours from milking) may be required. The quality of milk will deteriorate during transit, if the surfaces that are in contact with milk are not sufficiently clean and milk is at high temperature supporting the growth of microbes.
4. Dairy Sanitation –
(i) Proper sanitation of milk cans - Immediately after cans are emptied of milk they should be cleaned as
follows:
(a) Cold water rinse.
(b) Scrubbing with brush and warm detergent (any unperfumed liquid soap will do).
(c) Cold water rinse.
(d) Sterilization (sanitisation) with boiling water or steam if available or use dairy sanitising solution such as hypochlorite or commercial brand preparations in accordance with manufacturer's instructions.
(e) Dry cans on a drying rack. Exposure to sunlight will enhance killing off bacteria during drip drying of cans.
(ii) Milking Machines- If milking machines are used for milking other than the conventional thumb milking, proper cleaning and
sanitation of the same shall be done after each use according to recommended practice:
(a) Cold Water rinse.
(b) Hot water rinse.
(c)Timely replacement of worn out rubber parts should be undertaken regularly.
(3) in Schedule 4, after part III related to ‘Milk and Milk Products’, the following sub-part shall be inserted, namely: - PART III(a) Primary Milk producers Specific considerations for primary milk producers including small dairy holders who are not members of any dairy cooperative societies and involved in producing milk and offering for sale for direct human consumption without any processing.
‘Primary production of milk’ refers to the practises where milking machines are not generally used, raw milk is not chilled at the producer’s level and /or the raw milk is transported in cans, if the same is distributed to consumers, door-12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] to-door by the producer itself. In order to reduce the likelihood of milk contamination through inadequate primary production practises, the dairy operators should conform to the sanitary and hygienic requirement, food safety
measures and other controls as specified below:
5. Environmental Hygiene-
(v) Cow-Shed: The stables and barns should be clean, well ventilated and well lighted. Ensure proper drainage of dung and urine directly to the sewer or frequent removal, following the guidelines prescribed by the local authority.
(vi) Good housing and manure disposal system should be assured.
(vii) Feed & Water: Feeds giving off flavour should be avoided. The quality of water used at farm for different purposes such as cleaning of the udder, for cleaning equipment used for milking and storage of milk should be of satisfactory quality. Hence, clean potable water supply should always be available.
Measures shall be taken to ensure that Milking animals do not consume or have access to contaminated water or other environmental contaminants likely to cause diseases transmissible to humans or contaminate milk.
(viii) As far as may apply, ‘’Guidelines for Environmental Management of Dairy Farms and Gaushalas’’ issued by local authority may be followed.
6. Hygienic production of milk-
(viii) Animal Holding Area- Holding area should be kept clean and free from accumulations of manure, mud or any other objectionable materials and maintained in a manner that minimizes the risk of animal infection or contamination of the milk. Such area should not adversely affect the health of animals, in particular, the litter and the stabling area should be maintained in a manner that minimizes the risk of teat injuries and udder diseases.
(ix) Milking areas and related facilities- Should be kept free from undesirable animals e.g, pigs, poultry a d other animals whose presence may result in the contamination of milk. The premises should be easy to clean, especially in areas subject to soiling or infection. They should have flooring constructed to facilitate draining of liquids and adequate means of disposing waste. Should have adequate supply of potable water for use when milking and in cleaning the udder of the animals and equipment used for milking. The area should have effective separation from all sources of contamination such as manure heaps.
(x) Animal Health- Adequate management measures should be implemented to prevent animal diseases or control of risk of transmission of the diseases and to control drug treatment of diseased animals in consultation of local authority/ veterinarian. The milk should originate from animals free from systemic diseases whose causative agents such as Mycobacterium tuberculosis, Coxiella burnetti, Brucella abortus, which can be transmitted to man through milk. The animals should also be free from bacterial diseases such as salmonellosis, anthrax, shigellosis, enteropathogenic E.Coli, Streptococcus and other bacterial infections and viral infections such as vaccinia, pseudo cowpox, louping ill (Tick borne encephalitis), food & mouth diseases etc.
