L.-33004/99 सी.जी.-डी.एल.-अ.-10082026-275350 xxxGIDHxxx CG-DL-E-10082026-275350 xxxGIDExxx असाधारण EXTRAORDINARY भाग III—खण् ड 4 PART III—Section 4 प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 490] नई दिल्ली, सोमिार, अगस्ट्त 10, 2026/श्रािण 19, 1948 No. 490] NEW DELHI, MONDAY, AUGUST 10, 2026/SHRAVAN 19, 1948 भारतीय खाद्य सरु क्षा और मानक प्राजधकरण अजधसचू ना नई दिल्ली, 7 अगस्ट् त, 2026 फा. स.ं SS-T0SP08(NOTI)/1/2026-Standard-FSSAI.— खाद्य सुरक्षा और मानक (स्ट्कूली बच्चों के जलए सुरजक्षत खाद्य और संतुजलत आहार) जिजनयम, 2020 में और संिोधन करने के जलए कजतपय जिजनयमों का जनम्नजलजखत प्रारूप, जिसे भारतीय खाद्य सुरक्षा और मानक प्राजधकरण केंद्र सरकार के पूिव अनुमोिन से खाद्य सुरक्षा और मानक अजधजनयम, 2006 (2006 का संखयांक 34) की धारा 92 की उपधारा (2) के खडं (v) द्वारा प्रित्त िजियों का प्रयोग करत े हुए बनाने का प्रस्ट्ताि करता ह,ै इससे प्रभाजित होने िाले संभाजित सभी व् यजियों को सूचना िेने के जलए उि अजधजनयम की धारा 92 की उप-धारा (1) की अपेक्षा के अनुसार एतिद्वारा प्रकाजित दकया िाता ह ैऔर यह नोटिस दिया िाता ह ै दक उक्त प्रारूप जिजनयमों पर उस तारीख से साठ दिनों की अिजध समाप् त होने के बाि जिचार दकया िाएगा, जिस तारीख को इस अजधसूचना को प्रकाजित करने िाल ेरािपत्र की प्रजतयााँ िनता को उपलब् ध कराई िाएाँगी। आक्षेप अथिा सुझाि, यदि कोई हो, मखु य कायवकारी अजधकारी, भारतीय खाद्य सुरक्षा और मानक प्राजधकरण, एफडीए भिन, कोिला रोड, नई दिल् ली - 110002 को अथिा ईमले द्वारा regulation@fssai.gov.in पर भेिा िा सकता ह।ै उि प्रारूप जिजनयमों के संबंध में दकसी व्यजि से जनर्िवष्ट अिजध की समाजि से पूिव प्राि होने िाले आक्षेपों अथिा सुझािों पर भारतीय खाद्य सुरक्षा और मानक प्राजधकरण द्वारा जिचार दकया िाएगा। 6154 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] प्रारूप जिजनयम
1. इन जिजनयमों को खाद्य सुरक्षा और मानक (स्ट्कूली के जलए सुरजक्षत खाद्य और संतुजलत आहार) संिोधन जिजनयम, बच्चों 2026 कहा िा सकता ह।ै
2. खाद्य सुरक्षा और मानक (स्ट्कूली के जलए सुरजक्षत खाद्य और संतुजलत आहार) जिजनयम, 2020 (जिस े आग े उि बच्चों जिजनयम के रूप में संिर्भवत दकया गया ह)ै म,ें-
(1) ‘मॉजनिररंग और जनगरानी’ से संबंजधत जिजनयम 6 के बाि जनम्नजलजखत जिजनयम अंतःस्ट्थाजपत दकया िाएगा, अथावत:् - “7. इन जिजनयमों के प्रयोिनाथव, ‘अजतटरि िसा या अजतटरि िकवरा या सोजडयम की मात्रा िाले’ खाद्य उच्च उत्पाि भारतीय आयुर्िवज्ञान अनुसंधान पटरषि द्वारा िारी भारतीयों के जलए आहार संबंधी दििाजनिेि-2024 के अनुसार जनम्नित होंगे:
िसा: जिस खाद्य िस्ट्तु में ठोस रूप में प्रजत 100 ग्राम में 4.2 ग्राम से अजधक अजतटरि िसा अथिा तरल रूप उच्च में प्रजत 100 जमलीलीिर म ें 1.5 ग्राम स ेअजधक अजतटरि िसा हो, उसे ‘उच्च’ िसायुि माना िाएगा। िकवरा: जिस खाद्य िस्ट्तु में ठोस रूप में प्रजत 100 ग्राम म ें3 ग्राम से अजधक अजतटरि िकवरा अथिा तरल रूप उच्च में प्रजत 100 जमलीलीिर म ें 2 ग्राम से अजधक अजतटरि िकवरा हो, उसे ‘उच्च’ िकवरायुि माना िाएगा। नमक: जिस खाद्य िस्ट्त ु म ें ठोस रूप म ें प्रजत 100 ग्राम म ें 0.625 ग्राम स े अजधक नमक अथिा तरल रूप में उच्च प्रजत 100 जमलीलीिर में 0.175 ग्राम स ेअजधक नमक हो, उस े‘ ’ नमकयुि माना िाएगा।” उच्च राजित पुनहानी, मुखय कायवकारी अजधकारी [जिज्ञापन-III/4/असा./259/2026-27] नोि - खाद्य सुरक्षा और मानक (स्ट्कूली के जलए सुरजक्षत खाद्य और संतुजलत आहार) जिजनयम, 2020 भारत के रािपत्र, बच्चों असाधारण, भाग III, खंड 4 में अजधसूचना संखया फा. सं. 15(1)2016/School Children Regulation/Enf/ FSSAI, दिनांक 4 जसतंबर, 2020 द्वारा प्रकाजित दकए गए थे। FOOD SAFETY AND STANDARDS AUTHORITY OF INDIA
NOTIFICATION New Delhi, the 7th August, 2026 F. No. SS-T0SP08(NOTI)/1/2026-Standard-FSSAI.—The following draft of certain regulations, further to amend the Food Safety and Standards (Safe food and balanced diets for children in school) Regulations, 2020, which the Food Safety and Standards Authority of India proposes to make with the previous approval of the Central Government, in exercise of the powers conferred by clause (v) of sub- section (2) of section 92 of the Food Safety and Standards Act, 2006 (34 of 2006), is hereby published as required by sub-section (1) of section 92 of the said Act for the information of all persons likely to be affected thereby and notice is hereby given that the said draft regulations shall be taken into consideration after the expiry of a period of sixty days from the date on which copies of the Gazette containing this notification are made available to the public.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 Objections or suggestions, if any, may be addressed to the Chief Executive Officer, Food Safety and Standards Authority of India, FDA Bhawan, Kotla Road, New Delhi- 110002 or sent on email at regulation@fssai.gov.in .
Objections or suggestions, which may be received from any person with respect to the said draft regulations before the expiry of the period so specified, shall be considered by the Food Safety and Standards Authority of India.
Draft Regulations
1. These regulations may be called the Food Safety and Standards (Safe food and balanced diets for children in school) Amendment Regulations, 2026.
2. In the Food Safety and Standards (Safe food and balanced diets for children in school) Regulations, 2020, (herein after referred as said regulation), -
(1) After regulation 6 relating to ‘Monitoring and surveillance’, the following regulation shall be inserted,
namely:- “7. For the purpose of these regulations, the food products ‘high in added fat or added sugar or sodium’ shall be as per the Dietary Guidelines for Indians-2024, ICMR, as given below:
High Fat: Food containing more than 4.2g/100g of added fat in solid or more than 1.5g /100 ml in liquid form is considered 'high'
High Sugar: Food containing more than 3g/100g of added sugar in solid or more than 2 g/100 ml in liquid form is considered 'high'.
High Salt: Food containing more than 0.625g/100g of salt in solid or more than 0.175 g/100 ml in liquid form is considered high.
