और उि रािपत्र की प्रजतयााँ िनता को 31 मई, 2022 को उपलब्ध करा िी गई र्ी; और उि जिजनयमों के प्रारूप पर िनता से प्राप्त भक्षेपों और सुझािों पर भारतीय खाद्य सुरक्षा और मानक प्राजधकरण द्वारा जिचार दकया गया है;

अत: अब, खाद्य सुरक्षा और मानक अजधजनयम, 2006 ग2006 का संखयांक ए4) की धारा 16 के सार् पठित धारा 92 की उपधारा ग2) के खंड गङ) द्वारा प्रित्त िजियों का प्रयोग करते हुए, भारतीय खाद्य सुरक्षा और मानक प्राजधकरण, खाद्य सुरक्षा और मानक गखाद्य उत्पाि मानक और खाद्य सहयोज्य) जिजनयम, 2011 का और संिोधन करने के जलए जनम्नजलजखत जिजनयम बनाता है, अर्ाफत:-

1. सजं क्षप्त नाम और प्रारंभ. - ग1) इन जिजनयमों का संजिप्त नाम खाद्य सुरक्षा और मानक गखाद्य उत् पाि मानक और खाद्य सहयोज्य ) प्रर्म संिोधन जिजनयम, 2024 है। 6907 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] ग2) ये तारीख 1 मई, 2025 से प्रिृत होंगे, जसिाय जिजनयम 2.4 के उप-जिजनयम 2.4.6 के खंड 24क, 24ख और 24ग िो दक रािपत्र में इनके प्रकािन की तारीख से प्रिृत होंगे।

2. खाद्य सुरक्षा और मानक गखाद्य उत् पाि मानक और खाद्य सहयोज्य ) जिजनयम, 2011, गजिसे इसमें इसके पश्चात उक् त जिजनयम कहा गया ह,ै में),- ग1) जिजनयम 2.1 के,- गक) ‘खोभ के मानक’ से संबंजधत उप-जिजनयम 2.1.6 के मि 2 के उप-मि गख) के नीचे सारणी के स्ट्तंभ ग2) म ें ‘िग्ुध िसा, न् यूनतम, %गद्रव् यमान अनुसार), िुष् क पिार्फ भधार पर’ मानिडं के सामने की प्रजिजि “ए0.0” के स्ट्र्ान पर “27.0” प्रजिजि रखी िाएगी;

गख) ‘चीज़ और चीज़ उत् पाि मानक’ से संबंजधत उप-जिजनयम 2.1.17 के मि 2 के उप-मि गग) की, गi) सारणी में, (अ) क्रम संखया गi) में, चीज़ िीर्फक के अधीन ‘मोज़्िारेल्ला चीज़’ से सम्बंजधत मि ‘च’ और ‘जपज् िा चीज़’ स े संबंजधत मि ‘छ’ तर्ा उनसे संबंजधत प्रजिजियों का लोप दकया िाएगा;

गभ) ‘प्रसंस्ट् कृत चीि स्ट् प्रेड’ से संबंजधत क्रम संखय ा गiv) में मि ‘ख’ और उससे संबंजधत प्रजिजियों के स्ट्र्ान पर जनम् नजलजखत को रखा िाएगा, अर्ाफत्:- “ख. प्रसंस्ट् कृत चीि स्ट्प्र ेड 60.0 50.0 5.0

3. ’उच् च भद्रतफ ा’ जििेर्क िब् ि के सार् उच् च भद्रतफ ा अंि िाले मोज्ज़ारेल्ला चीज़ का अजभनाम भी भएगा’।’’; गग) ‘गाय या भैंस कोलोस्ट्रम और कोलोस्ट्रम उत्पािों के जलए मानक’ से संबंजधत उप-जिजनयम 2.1.2ए के मि 2 में, गi) उप-मि गII) में, खंड गक) में, सारणी की क्रम संख् या 7 की प्रजिजियों के स्ट्र्ान पर जनम् नजलजखत प्रजिजियााँ रखी िाएाँगी, अर्ाफत:्- “7. इम् युनोग्ल ोब्यूजलन् स-िी (IgG), न् यूनतम, %, द्रव् यमान अनुसार 1.फ”;

(ii) उप-मि गII) में, खंड गख) में, सारणी की क्रम संखया फ की प्रजिजियों के स्ट्र्ान पर जनम् नजलजखत प्रजिजियााँ रखी िाएाँगी, अर्ाफत:् - “8. इम् युनोग्ल ोब्यूजलन् स-िी (IgG), न् यूनतम, %, द्रव् यमान अनुसार फ.5”;

(2) जिजनयम 2.2 में,- (क) उप-जिजनयम 2.2.2 में- गi) मि संखय ा (xii) के पश्चात जनम् नजलजखत मि अंत स्ट्र्ाजपत की िाएगी, अर्ाफत्:- “(xiii) िाजतत होन ेपर, इस प्रयोिन के जलए केिल नाइरोिन या अन् य अदक्रय गैस का प्रयोग दकया िाएगा तर्ा उत् पाि में समामेजलत ीसी गैस की मात्रा भयतनानुसार 12 प्रजतित से अजधक नहीं होगी।";

(ख) उप-जिजनयम 2.2.4 में ‘पीनट बटर’ से संबंजधत खंड 11 में “बीिों के जछलके हटा दिए गए ह,ैं को पीस कर तैयार दकया िाता ह।ै इसमें इन जिजनयमों में अनुज्ञा चीनी, द्रव्य ग्लूकोि और भोज्य तेल और िसा हो सकते हैं ।‘’ िब्िों के स्ट्र्ान पर “बीिों को उनके जछल् के के सार् अर्िा उनके जबना पीसकर तैयार दकया गया । उत् पाि में इन जिजनयमों में अनुमत िकफरा, लिण, द्रि ग् लुकोि, गु़े , िहि और खाद्य तेल तर्ा िसा डाले िा सकते हैं।“ िब्ि रखे िाएंगे;

गग) उप-जिजनयम 2.2.6 में खंड 2 के उप-खंड गख) में, िब्ि ‘िायु’ का लोप दकया िाएगा; गघ) उप-जिजनयम 2.2.7 की िसू री सारणी में िर्िफन िैतून का तेल, िैतून का तेल गठरफाइंड िैतून तेल) और िैतून केपोमेि का तेल गठरफाइंड िैतून केपोमेि का तेल) से संबंजधत स्ट्तंभ ग19), ग20) और ग21) क्रमि: और उनमें प्रजिजियों के स्ट्र्ान पर जनम् नजलजखत प्रजिजियााँ रखी िाएाँगी, अर्ाफत्:- ग19) ग20) ग21) “- - - - - - - - -4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] - - - 0-0.0ए 0-0.0ए 0-0.0ए

(3) जिजनयम 2.3 के उप-जिजनयम 2.3.4ए में खंड 1 में िब्ि “ताम्र” का लोप दकया िाएगा; ग4) जिजनयम 2.4 के, उप-जिजनयम 2.4.6 में,- (क) खंड 24 में उपखंड ग2) के अधीन चािल के मानकों संबंधी सारणी की,-

(i) क्रम सं. (ii) की प्रजिजियों के स्ट्र्ान पर जनम् नजलजखत प्रजिजियााँ रखी िाएाँगी, अर्ाफत्:- “गii) गa) काबफजनक बाहरी पिार्फ [इनमें पिु मूल की अिुजियााँ गमृत कीट सजहत) 0.1% से 1.5 0.8 1.5 0.8 अजधक न हों] गद्रव् यमान अनुसार प्रजत ित), से अजधक नहीं गb) अकाबफजनक बाहरी पिार्फ गद्रव् यमान अनुसार प्रजत ित), से अजधक नहीं 0.2 0.2 0.2 0.2

(ii) क्रम सं. (iv) की प्रजिजियों के स्ट्र्ान पर जनम् नजलजखत प्रजिजियााँ रखी िाएाँगी, अर्ाफत्:-

(iv) क्षजतग्रस्ट्त धान जिसके अंतगफत गममी से और जसरे से क्षजतग्रस्ट्त चािल भी ह ैं गद्रव् यमान 5.0 5.0 8.0 8.0”; अनुसार प्रजत ित), से अजधक नहीं[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5

(iii) क्रम सं. (v) और उससे सम्बंजधत प्रजिजियों का लोप दकया िाएगा;

(iv) स्ट् पष् टीकरण की मि संखय ा गङ) में “जसरे से खराब चािल” िब् िों के स्ट्र्ान पर “जसरे से क्षजतग्रस्ट्त चािल” िब्ि रखे िायेंगे; गख) खंड 24 के पश्चात जनम् नजलजखत खंड अंत स्ट्र्ाजपत दकया िाएगा, अर्ाफत्:- ‘'24क. िढ़ृ ीकृत चािल कनफल गएफभरके) बनाने के जलए चािल का भटा

(1) िढ़ृ ीकृत चािल कनफल बनाने के जलए प्रयुक् त चािल का भटा सफेि से लेकर धूजमल सफेि रंग का हो। िह मुक् त प्रिाही हो, लाक्षजणक गंध िाला हो और उससे असामान् य गंध न भए और िह बाहरी सामग्री से मुक् त हो।

(2) िढ़ृ ीकृत चािल कनफल बनाने के जलए प्रयुक् त चािल का भटा मानकों के अनुरूप हो, िैसा नीचे सारणी में जिजन्ििफ दकया िाए: सारणी क्र.सं. अपेक्षा सीमा ग1) ग2) गए)

1. कण साइि ग%)गसे अजधक नहीं) 60 मेि ग250 मायक्रोन) से 90% छन िाए

2. भद्रतफ ा, % द्रव् यमान अनुसार, से अजधक नहीं 14.0 ए. अम् ल में अघुलनिील राख, % द्रव् यमान अनुसार गिुष् क रूप में), से अजधक 0.15 नहीं

4. एल्कोहलीय अम् लता, %, से अजधक नहीं 0.1फ

5. यूठरक ीजसड, mg/kg, से अजधक नहीं 100.0 गए) उपयुफक् त के अजतठरक् त, िढ़ृ ीकृत चािल कनफल बनाने के जलए प्रयुक् त चािल का भटा खाद्य सुरक्षा और मानक गसंिर्ू क, भजिर् और अिजिष् ट) जिजनयम 2011 के उपबंधों, िो भी लागू हों, का अनुपालन करेगा । 24ख. िढ़ृ ीकृत चािल कनफल गएफभरके) बनाने के जलए जिटाजमन-खजनि का पूिफ जमश्रण

(1) जिटाजमनों और खजनिों का पूिफ जमश्रण सूक्ष् म पोर्क तत् िों गजिटाजमनों और खजनिों) का िांजछ त अनुपात में जमश्रण होता ह,ै िो िढ़ृ ीकृत चािल कनफल बनाने के जलए पौजिकीकारक के रूप में प्रयोग के जलए तैयार होता ह।ै

(2) जिटाजमनों और खजनिों का पूिफ जमश्रण मुक् त प्रिाही पाउडर के रूप में हो, उसमें गााँिें न हों, िह अच् छे ग्रेड के जिटाजमनों और खजनिों से बना हो तर्ा उसमें जिटाजमन और खजनि जिजन्िष्फ ट अनुपात में हों।

(3) जिटाजमनों और खजनिों का पूिफ जमश्रण सफेि से लेकर धूजमल सफेि रंग का हो, िह हल् की गंध का हो, िह प्रयोग में भसान हो, उसमें कोई भपजत्तिनक या अिांछनीय रंग, गंध और बाहरी सामग्री न हो।

(4) जिटाजमनों और खजनिों के पूिफ जमश्रण का उत् पािन स्ट् िच् छ अिस्ट्र् ाओं म में जनर्मफत और अनुरजक्षत पठरसरों में दकया िाए।

(5) जिटाजमनों और खजनिों का पूिफ जमश्रण भौजतक-रासायजनक अपेक्षाओं म के अनुरूप हो, िैसा नीचे सारणी में जिजन्ििफ दकया िाए: सारणी क्रम सं. अपेक्षा सीमा ग1) ग2) गए)

(6) जिटाजमनों और खजनिों के पूिफ जमश्रण में जनम् नजलजखत रसायन होंग,े िो प्रीजमक् स सांद्र की जस्ट्र्जत में लेबल पर घोजर्त मान के 95% होंगे: (क) माइक्रोनीकृत फेठरक पायरोफॉस्ट् फेट या सोजडयम भयरन (III) एजर्लीन डायाजमइनटेराएजसटेटराइहाइड्रेट गसोजडयमफेरेडेटेट- NaFeEDTA);

(ख) फोजलक एजसड; और गग) सायनोकोबालाजमन या हाइड्रोक् सीकोबालाजमन। ग7) जिटाजमनों और खजनिों के पूिफ जमश्रण में जनम् नजलजखत रसायन भी हो सकते हैं, िो प्रीजमक् स सांद्र की जस्ट्र्जत में लेबल पर घोजर्त मान के 95% होंगे:

गक) जज़ंक ऑक् साइड; गख) रेठटजनल पाजल्मटेट; गग) र्ायजमन हाइड्रोक् लोराइड, या र्ायजमन मोनोनाइरेट; गघ) राइबोफ्लेजिन, या राइबोफ्लेजिन 5’-फॉस्ट् फेट सोजडयम; गङ) जनकोठटनामाइड, या जनकोठटजनक एजसड; और गच) पायरीडॉजक् सन हाइड्रोक् लोराइड। गफ) उपयुफक् त के अजतठरक् त, जिटाजमनों और खजनिों का पूिफ जमश्रण खाद्य सुरक्षा और मानक गसंिर्ू क, भजिर् और अिजिष् ट) जिजनयम, 2011 के उपबंधों की अनुपालना करेगा । 24ग. िढ़ृ ीकृत चािल कनफल

(1) िढ़ृ ीकृत चािल कनफल गएफभरके) यानी िढ़ृ ीकृत चािल, चािल के भकार के िाने होते हैं जिनमें जनष्कासन के माध्यम से उत्पादित जिटाजमन और खजनि होते ह।ैं

(2) िढ़ृ ीकृत चािल कनफल अंजतजमत जििेर्ताओं म में चािल के समान होने चाजहए और उनमें िगु ंध नहीं होनी चाजहए।

(3) िढ़ृ ीकृत चािल कनफल भौजतक-रासायजनक अपेक्षाओं म के अनुरूप होने चाजहए, िैसा नीचे सारणी में जिजन्ििफ दकया िाए- सारणी क्र. स. अपेक्षा सीमा ग1) ग2) गए)

1. भद्रतफ ा, % द्रव् यमान अनुसार, से अजधक नहीं 12.0

2. द्रव्यमान में टूटे हुए चािल के िानों का प्रजतित, से अजधक नहीं 1.0

3. द्रव्यमान में बाहरी तत्ि का प्रजतित, अजधकतम 0.001

4. गममी के कारण खराब हुए िानों सजहत खराब चािल के िाने अनुपजस्ट्र्त

6. पायठरडॉजक्सन (जिटाजमन पायठरडॉजक्सन हाइड्रोक्लोराइड 7.5 - 12.5 15 - 25 B ), 6 m g/100 g ठटप्पण: 1:50 या 1:100 के पोर्ण-स्ट्तर िाले िढ़ृ ीकृत चािल कनफल खंड 24गग) के उप-खंड गए) में जिजन्ििफ मानकों की अनपु ालन करेगा । ग5) उपरोि के सार्-सार्, िढ़ृ ीकृत चािल कनफल खाद्य सुरक्षा और मानक गसंिर्ू क, भजिर् और अिजिि) जिजनयम, 2011 के यर्ा जिजन्ििफ उपबंधों की अनपु ालन करेगा । ग6) िढ़ृ ीकृत चािल कनफल को केिल औद्योजगक प्रयोिन से पौजिकीकृत चािल बनाने के जलए ही बेचा िाएगा। इसे न तो खुले रूप में और न ही सीधे उपभोिा को बेचा िाएगा। ग7) िढ़ृ ीकृत चािल कनफल के प्रत्येक पैकेि पर जनम्नजलजखत उजियााँ होनी चाजहए- िढ़ृ ीकृत चािल कनफल को चािल के सार् "1:50 या 1:100" के अनुपात में जमजश्रत दकया िाना ह।ै 'स्ट्ितंत्र उत्पाि के रूप में उपभोग ना करें' 'चािल या चािल के भटे के जिकल्प के रूप में प्रयोग न करें' “;

ग5) जिजनयम 2.5 में, उप-जिजनयम 2.5.ए में, ‘भमजलत अंडा' से संबंजधत खंड 5 के स्ट्र्ान पर जनम्नजलजखत को रखा िाएगा, अर्ाफत्:- “5. भमजलत अंडा गजपकल्ड एग्स)

(1) इस खंड में जिजन्ििफ मानक "भमजलत अंडा” पर लागू होंगे िो पके हुए अंडों को अचार बनाने की मुखय सामग्री के रूप में जसरका, तेल और नमक के सार् जमलाकर तैयार दकए िाते ह ैंऔर दकसी उपयुि पैककंग सामग्री में पैक दकए िाते हैं।

(2) इस प्रिग फ के अंतगफत कई प्रदक्रयाओं म का िणफन ह ै गउिाहरण के जलए पयाफप्त रूप से उबालना, अचार बनाना, पठरपक्व होना भदि) जिनसे मर्ु गफयों गगैलस गैलस) या बटेर गकॉटर्नफक्स कॉटर्नफक्स िपाजनका) के अंडों की उपयोगािजध को संरजक्षत दकया िाता ह ैऔर बढ़ाया िाता ह।ै

(3) इन उत्पािों को एक अहकफ कर्न के सार् तैयार दकया िाएगा जिसस ेइसकी िास्ट्तजिक प्रकृजत का इस प्रकार पता चल सके दक उपभोिा भ्रजमत न हो और इस मानक के अंतगफत भने िाले उत्पािों के बीच में भ्रांजत उत्पन्न न हो।

(4) इस खंड के प्रयोिन के जलए, - गक) अचार का घोल िो नमक, पानी, खाद्य तेल, जसरका, मसालों और सीज़जनंग का जमश्रण ह।ै गख) भमजलत अंडे िह उत्पाि ह ै िो पयाफप्त रूप से उबले हुए, स्ट्िास्ट््यकर और अिजूर्त अंडों से अचार के घोल का उपयोग करके स्ट्िच्छ पठरजस्ट्र्जतयों में बनाया िाता ह।ै ग5) भमजलत अंडों को जनम्नजलजखत िो प्रकारों में िगमीकृत दकया िा सकता ह:ै गक) जसरका-भधाठरत भमजलत अंडा- गi) ताज़े अंडों को कम से कम 24 घंटे के जलए सामान्य तापमान पर रखा िाना चाजहए। गii) अंडों को 2 प्रजतित नमक गw/v) िाले पानी में 10 जमनट तक उबाला िाए। अंडों को िंडे पानी में िंडा करके, छीलकर, धोया िाए। गiii) अचार के घोल में जसरका और पानी ग50:50 v/v), फ प्रजतित गw/v) सामान्य नमक और 2 प्रजतित गw/v) प्रत्येक के अनुसार मसाला जमश्रण, लहसुन और अिरक होना चाजहए। गiv) घोल को 10 जमनट तक उबालने के बाि साफ मलमल के कप़े े से छाना िाए।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 9

(v) अचार के घोल को 70 ± 2°C तक गरम करके जछले हुए अंडों पर डाला िाए।

(vi) जछले हुए अंडों और अचार के घोल का औसत अनुपात 1:1.25 गw/v) होना चाजहए।

(vii) भमजलत अंडों को पूिफ से रोगाणुहीन गpre-sterilized) कांच के कंटेनर में सामान्य तापमान पर 4फ घंटों तक रखा िाना चाजहए। गख) तेल-भधाठरत भमजलत अंडा – गi) अचार की ग्रेिी खाद्य तेल में मसाले, साबुत मसाले और साधारण नमक को उजचत अनुपात में भून कर तैयार की िाए। गii) जछले हुए अंडों को खाद्य िसाएतेल में उनका रंग सुनहरा होने तक भूना िाए। गiii) जछले हुए अंडे, ग्रेिी और जसरका गएजसठटक एजसड) को जछले हुए अंडों के ििन के 2 प्रजतित की मात्रा में जमलाना चाजहए। गiv) ग्रेिी में अंडों का अनुपात ± 1 प्रजतित के लचीलेपन के सार् 70:ए0 के अनुपात में होना चाजहए। गv) पूि फसे रोगाणुहीन कांच के कंटेनरों में भमजलत अंडों को 4फ घंटे के जलए रखा िाना चाजहए। ग6) भिश्यक सामग्री,- गक) अंडा: अंडे का अचार बनाने के जलए केिल अच्छे और स्ट्िास्ट््यकर, पयाफप्त रूप से उबले और जछले हुए अंडे का ही उपयोग दकया िाना चाजहए। गख) जसरका: यह 5 से फ प्रजतित गv/v) की मात्रा में एजसठटक एजसड का एक िलीय घोल होना चाजहए। भसुत, सफेि खाद्य ग्रेड के जसरके का उपयोग दकया िाना चाजहए। गग) खाद्य तेल: मसालों और साबुत मसालों को भूनने के जलए केिल िुि, स्ट्िास्ट््यकर और खाद्य तेल का ही उपयोग दकया िाना चाजहए। गघ) साधारण नमक गड.) मसाला जमश्रण: गi) मसाला जमश्रण में मोटी सौंफ, जमचफ बुकनी गपाउडर), इलायची, अििायन, िालचीनी, लौंग, ज़ीरा, काली जमचफ, हल्िी मसाले होंगे, परंतु जसफफ इन मसालों तक सीजमत नहीं होगा । गii) मसाले स्ट्िच्छ, अिजूर्त, स्ट्िास्ट््यकर और मानि उपभोग के जलए सभी प्रकार से उपयुि होंगे और सुसंगत मानकों के अनुरूप होंगे। ग7) िैकजल्पक सामग्री- गक) पानी गख) अनुमत सुिासकारक गग) अनुमत िणफ कारक गकलररंग एिेंट) गघ) अनुमत पठररक्षी गफ) उत्पाि संरचना संबंधी अपेक्षाओं म के अनुरूप होने चाजहए, िैसा नीचे सारणी में जिजन्ििफ दकया िाए अर्ाफत्:- सारणी क्र.सं. जििेर्ताएाँ भिश्यकताएाँ जसरका भधाठरत तेल भधाठरत ग1) ग2) गए) ग4)

ग6) उप-जिजनयम 2.6.1 में, 'सारडीन तेल' से संबंजधत खंड ग12) के स्ट्र्ान पर जनम्नजलजखत को प्रजतस्ट्र्ाजपत दकया िाएगा, अर्ाफत्: – “12. मछली का तेल-

(1) मछली के तेल से मानि उपभोग के उद्देश्य से ताज़ा और िमी हुई मछली, सीपिार मछली गिेलदफि) औरएया उनके अंगों से प्राप्त तेल अजभप्रेत ह ै।

(2) नाजमत मछली के तेल जिजिि कच्चे माल से प्राप्त होते ह ैंिो प्रमुख मछली या सीपिार मछली गिेलदफि) की प्रिाजतयों की जििेर्ता होती है जिनसे तेल जनकाला िाता ह,ै इन तेलों का स्रोत एंकोिी या टूना या दक्रल्ल या मेनहडै ेन या सैल्मन से होगा।

(3) मछली के तेल गअनाजमत) मछली या िेलदफि की नाजमत प्रिाजतयों के अजतठरि एक या अजधक प्रिाजतयों से प्राप्त होते हैं और मछली के जिगर के तेल िाले जमश्रण भी िाजमल ह।ैं

(4) मछली के जिगर के तेल गनाजमत) मछली के जिगर से प्राप्त होते ह ैं और फैटी ीजसड, जिटाजमन या अन्य उन संघटकों से बन े होते ह ैंिो उस प्रिाजत के जिगर से प्राप्त होते ह ैंजिससे तेल जनकाला गया ह।ै तेल का स्रोत कॉड जलिर होना चाजहए।

(5) मछली के जिगर का तेल गअनाजमत) मछली की नाजमत प्रिाजतयों के अजतठरि एक या अजधक प्रिाजतयों के जिगर से प्राप्त होता ह।ै

(6) सांदद्रत मछली का तेल मछली के उस तेल से बनता ह ै िो जिजिि फैटी एजसड का संकेंद्रण बढ़ाने के जलए िलीय संलयन गहाइड्रोजलजसस), जिभािन गफ्रैक्िनेिन), िीतलीकरण गजिन्टराइज़ेिन) औरएया री-एस्ट्टरीदफकेिन िैसी गकेिल इन्हीं प्रदक्रयाओं म तक सीजमत नहीं) प्रदक्रयाओं म से प्राप्त दकया िाता ह।ै गi) सांदद्रत मछली के तेल में ए5 से 50 mएm % फैटी एजसड होता है, िो राइजग्लसराइड्स औरएया फॉस्ट्फोजलजपड के रूप में C20:5 गn-ए) ईकोसापेंटाइनोइक एजसड गईपीए) और C22:6 गn-ए) डोकोसाहक्ै साइनोइक एजसड (डीएचए) का योग होता ह।ै गii) अत्यजधक सांदद्रत मछली के तेल में 50 mएm % से अजधक फैटी एजसड होता ह ैिो राइजग्लसराइड्स औरएया फॉस्ट्फोजलजपड्स के रूप में ईपीए और डीएचए का योग होता ह।ै ग7) सांदद्रत मछली के तेल इर्ाइल एस्ट्टर मछली के तेल से प्राप्त होत े ह ैं और मुखय रूप से फैटी एजसड इर्ाइल एस्ट्टर से बने होते ह।ैं

(i) सांदद्रत मछली के तेल इर्ाइल एस्ट्टर में इर्ेनॉल के एस्ट्टर के रूप में फैटी एजसड होते ह ैंजिनमें से 40 से 60 mएm % ईपीए और डीएचए का योग होते ह।ैं

(ii) अत्यजधक सांदद्रत मछली के तेल इर्ाइल एस्ट्टर में इर्ेनॉल के एस्ट्टर के रूप में फैटी एजसड होते ह ैंजिनमें से 60 mएm % से अजधक ईपीए और डीएचए का योग होते हैं। गफ) ये तेल साफ, सस्ट्पेंडेड या अन्य बाहरी पिार्फ, जिलग पानी, जमलाए गए रंगीन या सुिासकारी पिार्फ या खजनि तेल से मुि होने चाजहए। ग9) इनमें अन्य जलजपड और प्राकृजतक रूप से मौिूि गैर-सैपोजनफायबल घटक हो सकते हैं। ग10) इन तेलों की प्रसंस्ट्करण प्रदक्रयाएाँ िैसे िोधन और िुजिकरण पूणफ होने के पश्चात इनकी मानि उपभोग के जलए भपूर्तफ की िाएगी।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 11 ग11) पठरष्कृत मछली के तेल की उत्पािन प्रदक्रया में भम तौर पर कई चरण िाजमल होते हैं िैसे उच्च तापमान पर बार-बार गमफ करना, क्षारीयएअम्लीय प्रिोधन और पानी को बार-बार हटाना। ग12) मछली के तेल के उत्पािन में कुछ प्रसंस्ट्करण के चरण गिैसे सेपोनीदफकेिन, री-एस्ट्टरीदफकेिन, रांस-एस्ट्टरीदफकेिन) भी िाजमल हो सकते हैं। ग1ए) पठरष्कृत मछली के तेल में रांस फैटी एजसड नहीं होना चाजहए [C18:1n-7t गिैक्सीजनक एजसड) और C18:2n-6t, 9t गजलनोलेलाइजडक एजसड) को छो़े कर] द्रव्यमान में 2.0% से अजधक। ग14) कच्चा मछली का तेल और कच्चा मछली के जिगर का तेल िोधन और िुजिकरण की प्रसंस्ट्करण प्रदक्रयाएाँ करके मानि उपभोग के जलए बनाया िाता ह।ै ग15) ये तेल सारणी में उजल्लजखत अपेक्षाओं म: नाजमत मछली के तेल और मछली के जिगर के तेल की श्रेजणयों की फैटी एजसड गएफए) संरचना गकुल फैटी एजसड के प्रजतित के रूप में व्यि), िैसा लागू हो, के सार्-सार् खाद्य सुरक्षा और मानक गखाद्य उत्पाि मानक और खाद्य सहयोज्य) जिजनयम, 2011 के पठरजिि क की अनुपालन करेगा । ग16) गुणित्ता मापिंड - ये तेल जनम्नजलजखत जिजनििे ों के अनुरूप होने चाजहए, अर्ाफत्:

जिटाजमन ए तेल के रेठटनल समतुल्यएजमजल के 40 µg से कम नहीं जिटाजमन डी 1.0 µg/जमजल से कम नहीं प्रसंस्ट्करण के िौरान होने िाली क्षजत की भरपाई अजतठरि जिटाजमन ए और इसके एस्ट्टर और जिटाजमन डी से की िाएगी। ग19) लेबजलंग अपेक्षाएं– गक) मछली के तेलों के रखे गए नामों के मामले में, मछली के जिगर के तेल और इसके कच्चे स्ट्िरुपों के मामलों में खुिरा और गैर- खुिरा कंटेनरों के लेबल पर प्रिाजतयों के नाम की घोर्णा की िाएगी। गख) सालमोन तेल के लेबल पर यह घोर्णा की िाएगी दक क्या सालमोन पक़े ी गई मछली ह ैया ये फामफ पोजर्त ह।ै गग) प्राकृजतक रुप से जिद्यमान या जिटाजमन ए और जिटाजमन डी की जमलायी गई मात्रा मछली के जिगर के तेल के लेबल पर घोजर्त की िाएगी। गघ) ईपीए और डीएचए की मात्रा सभी मछली के तेलों और मछली के जिगर के तेल के लेबल पर घोजर्त की िाएगी। गङ) उपयुफि िर्णफत लेजबजलंग अपेक्षाओं म के अजतठरि, खाद्य सुरक्षा और मानक गलेबजलंग और प्रििफन) जिजनयम, 2020 के अधीन जिजहत उपबंध भी इन उत्पािों पर लागू होंगे।”;

ग7) जिजनयम 2.9 में, उप-जिजनयम 2.9.4ए के पश्चात, जनम्नजलजखत को अंत स्ट्र्ाजपत दकया िाएगा, अर्ाफत्:– “2.9.44 सूखी अििायन.- ग1) सूखी अििायन, साबुत और कटी सूखी अििायन साबुत और कटी से तात्पयफ पेरोसेजलनम दक्रस्ट्पम गसमानार्मी: पेरोसजेलनम होटेंस, पेरोसेजलनम सैठटिम, एजपयम पेरोसेजलनम) की एकल कल्टीिार की साबुत, कटी, टूटी सूखी पजत्तयों स े ह।ै ग2) सूखी अििायन की गंध तेि, जिजिि होगी और स्ट्िाि मटमैले या स़े े हुए सजब्ियों तर्ा अन्य बाह्य िगु ंधों से रजहत होगा।14 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] गए) सूखी अििायन का रंग गहरे हरे रंग की अपेक्षा हल्का होगा। ग4) यह पूणफ रुप से िजृिगोचर अिैि या िैजिक पिार्ों जिसमें फफूंिी, िीजित या मृत कीट, कृतंकों के ऊतकों, और दकसी पिु या मानि मूल के मल से मुि होगी। ग5) इसमें जिजन्ििफ पािप प्रिाजतयों से जभन्न अन्य कोई पािप नहीं होंगे। ग6) इसके द्वारा अपेक्षाओं म का अनुपालन दकया िाएगा, िैसा नीचे सारणी में जिजन्ििफ दकया िाए:

NOTIFICATION New Delhi, the 21st October, 2024 F. No. STD/FA/38/FSSAI(Part-1).—Whereas certain draft regulations, namely the draft Food Safety and Standards (Food Products Standards and Food Additives) Amendment Regulations, 2022, were published as required by sub-section (1) of section 92 of the Food Safety and Standards Act, 2006 (34 of 2006) vide the notification of the Food Safety and Standards Authority of India, number F.No. STD/FA/38/FSSAI, dated the 25th May, 2022, in the Gazette of India, Extraordinary, Part III, section 4, for inviting objections and suggestions from all persons likely to be affected thereby;

And whereas the copies of the said Gazette were made available to the public on the 31st May, 2022;

And whereas the objections and suggestions received from the public in respect of the said draft regulations have been considered by the Food Safety and Standards Authority of India;

Now, therefore, in exercise of the powers conferred by clause (e) of sub-section (2) of section 92 read with

section 16 of the Food Safety and Standards Act, 2006 (34 of 2006), the Food Safety and Standards Authority of India hereby makes the following regulations further to amend the Food Safety and Standards (Food Products Standards and Food Additives) Regulations, 2011, namely:-

1. Short title and commencement. - (1) These regulations may be called the Food Safety and Standards (Food Products Standards and Food Additives) First Amendment Regulations, 2024.

(2) They shall come into force on 1st May, 2025, except clause 24A, 24B and 24C of sub-regulation 2.4.6 of regulation 2.4 which shall come into force on the date of their publication in the Official Gazette.

2. In the Food Safety and Standards (Food Products Standards and Food Additives) Regulations, 2011 (hereinafter referred as said regulations), -

(1) in regulation 2.1,-

(a) in sub-regulation 2.1.6 relating to the ‘Standard for Khoa’, in item 2, in sub-item (b), in the table, in column

(2) against the Parameter ‘Milk fat, minimum, %, (m/m), dry matter basis’, for the entry “30.0”, the entry “27.0” shall be substituted;[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 25

(b) in sub-regulation 2.1.17 relating to the ‘Standard for Cheese and Cheese Products’, in item 2, under sub-item

(c),-

(i) in the table -

(A) in serial number i, under the heading Cheese, item ‘f’ relating to ‘Mozzarella Cheese’ and item ‘g’ relating to ‘Pizza Cheese’ and the entries relating thereto shall be omitted;

Note:

1. Fat in dry matter shall be 18% (minimum) and 20% (minimum), respectively, for low moisture and high moisture mozzarella cheese.

2. Suitable qualifiers linked to Fat in dry matter specified in column (5), shall be used in conjunction with the designation ‘Mozzarella Cheese’.

3. The designation of mozzarella cheese with high moisture content shall also be accompanied by the qualifying term ‘High moisture’.”;

(i) in sub-item (I), in clause (a), in the Table, against serial number 7, for the entries, the following entries shall be substituted, namely:- “7. Immunoglobulins-G (IgG), minimum, %, (m/m) 1.8”;

It may contain sugar, liquid glucose and edible oils and fats permitted in these regulations”, the words “with or without seed coat. Sugar, salt, liquid glucose, jaggery, honey and edible oils and fats permitted in these regulations may be added to the product” shall be substituted;

(d) in sub-regulation 2.2.7, in the second Table, for entries under column (19), (20) and (21) relating to Virgin olive oils, Olive oil (Refined olive oil) and Olive Pomace oil (Refined Olive Pomace oil) respectively, the following entries shall be substituted, namely:-

(a) in clause 24, in the table under sub-clause (2) relating to the Standards for rice,-

(i) for the entries against serial number (ii), the following shall be substituted, namely:- “(ii) (a) organic extraneous matter [out of 1.5 0.8 1.5 0.8 this impurities of animal origin (including dead insects) shall not be more than 0.1 per cent] (per cent. by mass), not more than

(1) Rice flour used for preparation of fortified rice kernel shall be white to off white powder, free flowing with characteristic odour and no off odour and shall be free from foreign matter.

(2) Rice flour used for preparation of fortified rice kernel shall conform to the standards as specified in the

(3) In addition to the above, rice flour used for preparation of fortified rice kernel shall comply with the provisions of the Food Safety and Standards (Contaminants, Toxins and Residues) Regulations, 2011 as applicable.

24B. VITAMIN-MINERAL PREMIX FOR PREPARATION OF FORTIFIED RICE KERNEL (FRK)

(1) Vitamin and Mineral Premix (VMP) is combination of micronutrients (vitamins and minerals) in desired proportion ready for use as fortificant in the manufacturing of fortified rice kernels.

(2) Vitamin and Mineral Premix shall be free flowing powder without any lumps, made from food grade form of vitamins and minerals and shall contain vitamins and minerals in specified proportions.

(3) Vitamin and Mineral Premix shall be white to off white in colour with faint odour, easy to use and free from any objectionable or undesirable colour, odour and foreign matter.

(4) Vitamin and Mineral Premix shall be manufactured in premises built and maintained under hygienic conditions.

(5) Vitamin and Mineral Premix shall conform to the physico chemical requirements as specified in the Table

(6) Vitamin and Mineral Premix shall contain the following chemicals which shall be minimum 95% of stated value on the label in case of premix concentrate,-

(a) Micronized ferric pyrophosphate or sodium iron (III) ethylenediaminetetraacetatetrihydrate (sodium feredetate -NaFeEDTA);

(b) Folic acid; and

(7) Vitamin and Mineral Premix may also contain the following chemicals, which shall be minimum 95% of stated value on the label in case of premix concentrate,-

(a) Zinc oxide (ZnO);

(b) Retinyl palmitate;

(d) Riboflavin, or riboflavin 5’-phosphate sodium;

(e) Nicotinamide, or nicotinic acid; and

(f) Pyridoxine hydrochloride.

(8) In addition to the above, vitamin and mineral premix shall comply with the provisions of Food Safety and Standards (Contaminants, Toxins and Residues) Regulations, 2011.

24C. FORTIFIED RICE KERNEL

(1) Fortified Rice Kernels (FRK) are Rice shaped kernels containing vitamins and minerals produced through extrusion.

(2) Fortified rice kernels shall resemble the rice as closely as possible in final attributes and shall be free from off odour.

(3) Fortified rice kernels shall conform to the physico chemical requirements as specified in the Table

Note: Fortified Rice Kernels with fortificant levels 1:50, or 1:100 shall comply with standards specified in sub-clause (3) of clause 24C.

(5) In addition to the above, fortified rice kernels shall comply with the provisions of the Food Safety and Standards (Contaminants, Toxins and Residues) Regulations, 2011 as specified.30 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(6) Fortified rice kernel shall only be sold for industrial purpose for manufacturing fortified rice and shall neither be sold in loose form nor be sold directly to the consumer.

(7) Each package of fortified rice kernel shall carry the following statements,- The Ratio in which Fortified Rice Kernels is to be blended with rice kernels “1:50 OR 1:100” ‘NOT TO BE CONSUMED AS AN INDEPENDENT PRODUCT’ ‘NOT TO BE CONSTRUED AS SUBSTITUTE FOR RICE OR RICE FLOUR’ ”;

(5) in regulation 2.5, in sub-regulation 2.5.3, for clause 5 relating to ‘Pickled Eggs’, the following shall be substituted,

namely:- “5. Pickled Eggs

(1) The standard specified in this clause shall apply to "Pickled eggs” which are prepared using cooked eggs with vinegar, oil and salt as a major pickling ingredient and have been packed in any suitable packing material.

(2) This category describes several treatment methods (for example hard boiling, pickling, maturation, etc.) that preserve and extend the shelf life of the hens’ (Gallus gallus) or quail (Coturnix coturnix japanica) eggs.

(3) These products shall be designated with a qualifying statement which describes the true nature in such a way that it does not mislead the consumer and that it does not lead to confusion with products covered by this Standard.

(4) For the purposes of this clause, -

(a) Pickle solution means a combination of salt, water, edible oil, vinegar, spices and seasonings.

(b) Pickled eggs is the product prepared under hygienic conditions from hard-boiled, sound and wholesome eggs using pickle solution.

(5) Pickled eggs may be categorised into following two types:

(a) Vinegar-based pickled eggs.- (i) Fresh eggs shall be stored at ambient temperature for at least twenty four hours.

(ii) Eggs are simmered in water containing two per cent. salt (w/v) for ten minutes, cooled in cold water, peeled and washed.

(iii) Pickling solution shall consist of vinegar and water (50:50 v/v), eight per cent. (w/v) common salt and two per cent. (w/v) each spice mixture, garlic and ginger.

(iv) The solution shall be boiled for ten minutes and then filtered using clean muslin cloth. (v) Pickling solution shall be heated to 70 ± 2 °C and poured onto the peeled eggs.

(vi) The average proportion of peeled eggs to pickle solution shall be in the ratio of 1:1.25 (w/v).

(vii) The pickled eggs shall be aged for forty-eight hours at ambient temperature in pre-sterilized glass container.

(b) Oil-based pickled eggs.- (i) The pickle gravy shall be prepared by frying spices, condiments and common salt in edible oil in a suitable proportion.

(ii) Peeled eggs shall be fried in edible fat/oil to make their colour golden brown.

(iii) Peeled eggs, gravy and acetic acid at the rate of two per cent. to the weight of peeled eggs shall be mixed.

(iv) The proportion of eggs to gravy shall be in the ratio of 70:30 with tolerance of ± one per cent.

(v) Pickled eggs shall be aged for forty-eight hours in pre-sterilised glass containers.

(6) Essential ingredients,-

(a) Egg: Sound and wholesome hard boiled and peeled eggs shall only be used for the production of egg pickle.

(b) Vinegar: It is an aqueous solution of acetic acid at five to eight per cent. (v/v). Distilled, white food grade vinegar shall be used.

(d) Common Salt

(e) Spice mix:

(i) The spice mix shall contain spices, including but not limited to anise, chili powder, cardamom, caraway, cinnamon, clove, cumin, black pepper and turmeric.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 31

(ii) Spices shall be clean, sound, wholesome and fit for human consumption in all respects and conform to the relevant standards.

(7) Optional ingredients,-

(a) Water.

(b) Permitted flavors.

(d) Permitted preservatives.

(9) The products may contain Food Additives permitted in Appendix A.

(10) The products shall conform to the microbiological requirement given in Appendix B.”;

(6) in sub-regulation 2.6.1, for clause (12) relating to ‘Sardine Oil’, the following shall be substituted, namely:- “12. Fish Oil:

(1) Fish Oil means oils intended for human consumption derived from the fresh and frozen fish, shellfish and/or their parts.

(2) Named fish oils are derived from specific raw materials which are characteristic of the major fish or shellfish species from which the oil is extracted and source of these oils shall be from Anchovy or Tuna or Krill or Menhaden or Salmon.

(3) Fish oils (unnamed) are derived from one or more species of fish or shellfish, other than named ones and include mixtures with fish liver oils.

(4) Named fish liver oils are derived from the liver of fish and are composed of fatty acids, vitamins or other components that are representative of the livers from the species from which the oil is extracted. Source of oil shall be Cod liver.

(5) Fish liver oil (unnamed) are derived from the livers of one or more species of fish, other than the named ones.

(6) Concentrated fish oils are derived from fish oils which have been subjected to processes that may involve, but are not limited to, hydrolysis, fractionation, winterization and/or re-esterification to increase the concentration of specific fatty acids.

(i) concentrated fish oil contains 35 to 50 m/m % fatty acids as sum of C20:5 (n-3) eicosapentaenoic acid

(EPA) and C22:6 (n-3) docosahexaenoic acid (DHA) in the form of triglycerides and/or phospholipids.

(ii) highly concentrated fish oil contains more than 50 m/m % fatty acids as sum of EPA and DHA in the form of triglycerides and/or phospholipids.

(7) Concentrated fish oils ethyl esters are derived from fish oils and are primarily composed of fatty acids ethyl esters.

(i) concentrated fish oil ethyl esters contain fatty acids as esters of ethanol of which 40 to 60 m/m % are as sum of EPA and DHA.

(ii) highly concentrated fish oil ethyl esters contain fatty acids as esters of ethanol of which more than 60 m/m % are as sum of EPA and DHA.

(8) These oils shall be clear, free of suspended or other foreign matter, separated water, added coloring or flavoring substances or mineral oil.32 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(9) It may contain other lipids and unsaponifiable constituents naturally present.

(10) These oils shall be supplied for human consumption after they have undergone further processing, e.g. refining and purification.

(11) The refined fish oils production process typically includes several steps such as repeated heating at high temperatures as well as alkali or acid treatments and repeated removal of the water phase.

(12) Fish oils may also be subjected to processing steps (for example saponification, re-esterification, trans- esterification).

(13) The refined fish oils shall not contain trans fatty acids [excluding C18:1n-7t (Vaccenic acid) and C18:2n-6t, 9t (linolelaidic acid)] more than 2.0 % by mass.

(14) Crude fish oils and crude fish liver oils are oils intended for human consumption after they have undergone further processing, e.g. refining and purification.

(15) These oils shall comply with requirements mentioned under Table: Fatty acid (FA) composition of named fish oil and fish liver oil categories (expressed as percentage of total fatty acids), as applicable, as well as with Appendix A of the Food Safety and Standards (Food Products Standards and Food Additives) Regulations, 2011.

(16) Quality Parameters. - These oils shall conform to the following specifications, namely:-

(17) Other essential compositional criteria,-

(a) for Anchovy oil from Engraulis ringens, the sum of EPA and DHA shall be at least 27% (expressed as percentage of total fatty acids).

(b) for krill oils, the content of phospholipids shall be at least 30 w/w %.

(18) Vitamins,- In addition to quality parameters mentioned in Table relating to Quality Parameters, the fish liver oils shall also comply with the following vitamin requirements, namely:- Vitamin A Not less than 40 µg of retinol equivalents/ml of oil Vitamin D Not less than 1.0 µg/ml Losses during processing may be restored by the addition of Vitamin A and its esters and Vitamin D.

(19) Labelling requirements,-

(a) the name of species shall be declared on the label of retail and non-retail containers in case of named fish oils, fish liver oils and its crude forms.34 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(b) it shall be declared on the label of salmon oil whether the salmon is wild caught or farm-raised.

(c) the content of vitamin A and vitamin D, naturally present or restored, shall be declared on the label of fish liver oils.

(d) the content of EPA and DHA shall be declared on the label of all fish oils and fish liver oils.

(e) in addition to the labelling requirements mentioned above, the provisions prescribed under the Food Safety and Standards (Labelling and Display) Regulations, 2020 shall also apply to these products.”;

(7) in regulation 2.9, after sub-regulation 2.9.43, the following shall be inserted, namely:- “2.9.44 Dried Parsley. - (1) Dried Parsley, whole and cut means the whole, cut, broken dried leaves of a single cultivar of Petroselinum crispum (syn: Petroselinum hortense, Petroselinum sativum, Apium petroselinum).

(2) Dried parsley shall have a strong, characteristic odour and flavour and shall be free from earthy or decaying vegetable odours and foreign odours.

(3) The colour of dried parsley shall be light to relatively dark green.

(4) It shall be practically free from visible foreign inorganic or organic matter including molds, living or dead insects, tissue of rodents and excreta of any animal or human origin.

(5) It shall not contain any other plant species other than those specified.

(iii) Ground dried parsley shall be fine enough to pass completely through a sieve of a nominal aperture size of 500 μm.”;

(8) in regulation 2.10, in sub-regulation 2.10.1 relating to ‘Tea’,

(a) in clause 1, for the entries against item (g), the following shall be substituted, namely:- “Iron Filings (mg/kg) Not more than 125”;

(b) in clause 2, for the entries against item (g), the following shall be substituted, namely:- “Iron Filings (mg/kg) Not more than 125”;

Soups and broths (ready-to-eat soups and broths, including canned, bottled, and frozen; mixes for soups and broths).

Sauces and like products (emulsified sauces and dips; non- emulsified sauces; mixes for sauces and gravies; clear sauces).

Fruit and vegetable nectars (fruit nectar; vegetable nectar, concentrates of fruit nectar, concentrates of vegetable nectar).

3. Non-alcoholic ("soft") beverages (water-based flavoured drinks, including "sport," 1 per cent.”; “energy,” or "electrolyte" drinks and articulated drinks, carbonated water-based flavoured drinks, non-carbonated water-based flavoured drinks, including punches and ades, concentrates (liquid or solid) for water-based flavoured drinks, hot cereal and grain beverages, excluding cocoa).

(11) in Chapter 3,

(I) in APPENDIX A,-

(a) under the heading “I. FOOD CATEGORY SYSTEM”, in the food category ‘4.2.1.3’, for the words “processed vegetables”, the words “processed and packaged vegetables” shall be substituted;

(b) under the heading “ II. FOOD CATEGORY DESCRIPTIONS”,-

(i) for the description of food category ‘4.2.1.3’, the following shall be substituted, namely:- “4.2.1.3 Peeled, cut or shredded, minimally processed and packaged vegetables [(including mushrooms and fungi, roots and tubers, fresh pulses and legumes, and aloe vera) sea weeds, nuts and seeds] Fresh vegetables, e.g. peeled raw potatoes that are presented to the consumer to be cooked at home (for example, in the preparation of hash brown potatoes). Note: In high value low volume (less than 100 g) and large retail pack (pack more than 1 kg) sizes, the sample plan may be modified (e.g. Absence of Salmonella in 10g or 5g in the case of former or ‘n’ number of samples to be taken from different sites of one large pack) accordingly on case to case basis with the prior approval of Food Safety and Standards Authority of India.

Definition: Definition of Baker’s Yeast (Compressed and Dried) are the same as provided in these regulations.

Stage where the Microbiological Standards shall apply: The microbiological standards (food safety criteria) specified above define the acceptability of a batch or lot and shall be met in respect of the products at the end of the manufacturing process and the products in the market during their shelf- life.

Food Business Operator shall ensure that all food safety criteria as specified above are complied with.

Sampling Plan and Guidelines

For Regulator: The sampling for different microbiological standards specified above shall be ensured aseptically at manufacturing units and/or at retail points, as applicable, by a trained person with specialised knowledge in the field of microbiology following guidelines in the Food Safety and Standards (Food Products and Food Additives) Regulations, 2011 and ISO: 17728:2015 (Confirmed in 2019). The samples shall be stored and transported in frozen condition at -18°C (±2°C) or under refrigerated conditions at 2-5°C as applicable except for the products that are recommended to be stored at room temperature by the manufacturer to enable initiation of analysis within 24 hours of sampling. Preservatives shall not be added to sample units intended for microbiological examination. The desired number of sample units as per sampling plan given in the table above shall be taken from same batch or lot and shall be submitted to the notified laboratories. Three sets, each containing ‘n’ number of samples (n as defined in the sampling plan e.g. if n=5, then total number of samples to be drawn is 15) shall be drawn. Each of these three sets shall be tested in three different accredited laboratories. The final decision shall be based on the results of three accredited laboratories. In the case of Food Safety Criteria, the results from all the three laboratories should indicate compliance with the specified criteria. There will be no provision for retesting or re-sampling for microbiological testing. For Food Business Operator: Food Business Operator shall perform testing as appropriate as per the microbiological standards in Table above to ensure verification of compliance with the microbiological requirements. Food Business Operator shall decide themselves subject to minimum prescribed under Food Safety and Standards (Licensing and Registration of Food Businesses) Regulations, 2011, the necessary sampling and testing frequencies to ensure compliance with the specified microbiological requirements. Food Business Operator may use analytical methods other than those described in “reference test methods” given below for in-house testing only. However, these methods shall not be applicable for regulatory compliance purpose.

Sampling Plan:

The terms n, c, m and M used in this standard have the following meaning, namely:- n = number of units comprising a sample. c = Maximum allowable number of units having microbiological counts above m for 2- class sampling plan and between m and M for 3- class sampling plan.

m = Microbiological limit that separates unsatisfactory from satisfactory in a 2- class sampling plan or acceptable from satisfactory in a 3-class sampling plan.

M = Microbiological limit that separates unsatisfactory from satisfactory in a 3-class sampling plan.

Stage where the Microbiological Standards shall apply:

The microbiological standards with respect to the products categories specified in Table-11A (Process Hygiene Criteria) indicate the acceptable functioning of the production process. These are not to be used as requirements for releasing the products in the market. These are indicative values above which corrective actions are required in order to maintain the hygiene of the process in compliance with food law. These shall be applicable at the end of the manufacturing process. The Microbiological Standards in Table-11B (Food Safety Criteria) define the acceptability of a batch or lot and shall be met in respect of the product at the end of the manufacturing process and the products in the market during their shelf- life.

Action in case of unsatisfactory result:

In case of non-compliance in respect of process hygiene criteria specified in Table - 11A, the Food Business Operator

shall:  check and improve process hygiene by implementation of guidelines in Schedule 4 of Food Safety and Standards (Licensing and Registration of Food Businesses) Regulations, 2011; and,  Ensure that all food safety criteria as specified in Table -11B (Food Safety Criteria) are complied with.

Sampling Plans and Guidelines

For Regulator: The sampling for different microbiological standards specified in Table-11A and 11B shall be ensured aseptically at manufacturing units and/or at retail points, as applicable, by a trained person with specialized knowledge in the field of microbiology following guidelines in the Food Safety and Standards (Food Products and Food Additives) Regulations, 2011 and ISO: 17728:2015 (Confirmed in 2019). The samples shall be stored and transported in frozen condition at -18°C (±2°C) or under refrigerated conditions at 2-5°C as applicable except the products that are recommended to be stored at room temperature by the manufacturer to enable initiation of analysis within twenty four hours of sampling. Preservatives shall not be added to sample units intended for microbiological examination. The desired number of sample units as per sampling plan given in Table-11A and 11B shall be taken from same batch/lot and shall be submitted to the notified laboratory. A set (n) of five samples shall be tested from three different accredited laboratories and the final decision shall be drawn based on three test results. There will be no provision for retesting or re-sampling for microbiological testing. The testing in laboratory shall be ensured as per reference test methods given below in reference test methods for regulatory compliance.

For Food Business Operator: Food Business Operator shall perform testing as appropriate as per the microbiological standards in Table-11A and 11B to ensure validation and verification of compliance with the microbiological[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 39 requirements. Food Business Operator shall decide themselves the necessary sampling and testing frequencies to ensure compliance with the specified microbiological requirements. Food Business Operator may use analytical methods other than those described in reference test methods given below for in-house testing only. However, these methods shall not be applicable for regulatory compliance purpose.

Reference test methods: The following test methods shall be applied as reference methods.

Reference test methods- latest version shall apply. In case where an ISO method adopted by the BIS is specified (e.g.

IS XXXX / ISO YYYY), latest version of the ISO method (or its BIS equivalent, if available) shall apply. Test methods prescribed in Food Safety and Standards Authority of India Manual of Methods of Analysis of Foods (Microbiological Testing) may also be referred along with the IS/ISO methods specified for Process Hygiene Criteria and Food Safety Criteria.
