Signed by authority of Transport for London Andy Lord Commissioner 23rd October 2026 Transport for LondonEXPLANATORY NOTE (This note is not part of the Regulations) These Regulations, made by TfL under the powers conferred on it by the Pedicabs (London) Act 2024 (c. 7), amend 4 sets of regulations made by TfL under that Act in February 2026. Those regulations regulate pedicab vehicles, drivers and operators and the fares which passengers may be charged for the hire of a pedicab and prescribe the fees which TfL may charge in relation to pedicab vehicles, drivers and operators licences.
Regulation 3 provides for the amendments specified in regulations 4 to 6 to be made to the Pedicab Vehicles (London) Regulations 2026 (“the pedicab vehicles regulations”).
Regulation 4 inserts in regulation 2 of the pedicab vehicles regulations (which defines certain terms used in the pedicab vehicles regulations) definitions of two additional terms required as a result of the amendments made by regulation 6 of these Regulations Regulation 5 amends regulation 4(12) of the pedicab vehicles regulations so that, in addition to information supplied to TfL with an application for a London pedicab vehicle licence under regulation 4 of the pedicab vehicles regulations, TfL may also share any other information supplied to it in accordance with regulation 4 as well as any change in that information with such persons and bodies as TfL considers necessary or appropriate. An example of the intended use of this power is the sharing of information provided to TfL concerning modifications which may have been made to the motor output of a pedicab vehicle with the police and any change in the information supplied to TfL with an application relating to the storage and charging of pedicab batteries with the London fire brigade.
Regulation 6 amends regulation 5 of the pedicabs vehicles regulations to require a person to whom a London pedicab vehicle licence is issued to maintain in force a policy of insurance which has been specified by TfL. This provides flexibility so that TfL can ensure that a licence holder has the most appropriate insurance in place for the pedicab vehicle.
In addition, regulation 6 amends regulation 5 of the pedicab vehicles regulations to require a licence holder to produce their certificate of insurance for inspection by a police constable or TfL authorised officer if requested to do so. Further, regulation 6 amends regulation 5 of the pedicab vehicles regulations to require a licence holder to provide a copy of the certificate of insurance to the person licensed by TfL to drive the pedicab under the Pedicab Drivers (London) Regulations
2026.
Regulation 7 provides for the amendments specified in regulations 8 to 10 to be made to the Pedicab Drivers (London) Regulations 2026 (“the pedicab drivers regulations”).
Regulation 8 amends regulation 1(3) of the pedicab drivers regulations to defer the coming into force of regulation 3 of the regulations from 30th October 2026 to 27th November 2026.
Regulation 9 amends regulation 2 of the pedicab drivers regulations to insert a definition of a new term as a result of the amendment to regulation 5 of those regulations made by regulations 10 of these Regulations.
Regulation 10 amends paragraph (6) of regulation 5 of the pedicab drivers regulations so that a person to whom TfL has granted a driver’s licence under the pedicab drivers regulations is required to maintain in force a policy of insurance which is specified by TfL rather a policy of insurance against public liability risks which provides a minimum indemnity of £5 million pounds.
This provides flexibility so that TfL can ensure that a licence holder has the most appropriate insurance in place to drive a pedicab.
Regulation 10 also amends paragraph (8) of regulation 5 of the pedicab drivers regulations to require a holder of a pedicab driver’s licence to a carry a copy of the certificate of vehicle insurance held under regulation 5(1) of the Pedicab Vehicles (London) Regulations 2026. This is in addition to the existing requirement for the driver to carry a copy of that persons insurance heldunder regulation 5(6) of the pedicab drivers regulations. The driver is required to produce both documents if required to do so be a police constable or authorised officer.
Regulation 11 provides for the amendments specified in regulations 12 to 15 to be made to the Pedicab Operators (London) Regulations 2026 (“the pedicab operators regulations”).
Regulation 12 amends regulation 1(2)(b) of the pedicab operators regulations to defer the coming into force of regulations 3 and 10 to 28 of the regulations from 30th October 2026 to 27th November 2026.
Regulation 13 inserts in regulation 2 of the pedicab operators regulations (which defines certain terms used in the pedicab operators regulations) a further definition of an additional term required as a result of the amendments made by regulation 14 of these Regulations.
Regulation 14 amends regulation 16 of the pedicab operators regulations so that the particulars set out in that regulation required to be entered in the record of pedicab bookings (required to be kept under regulation 15 of the pedicab operators regulations) must be entered in the record before the pedicab journey commences.
Regulation 15 amends paragraph 5 of the schedule to the pedicab operators regulations so that, rather than prescribing the insurance a licence holder is required to have, TfL may require the licence holder to maintain in force a policy of insurance which has been specified by TfL. This provides flexibility so that TfL can ensure that an operator licence holder has the most appropriate insurance in place.
In addition, regulation 15 also amends paragraph 5 of the Schedule to the pedicab operators regulations so that TfL may require a licence holder to produce a copy of the certificate of insurance to a police constable or TfL authorised officer when requested to do so. Further, an operator is also required to provide a copy of the certificate of insurance to the pedicab driver and the pedicab vehicle licence holder if required to do so by TfL.
Regulation 15 also amends paragraph 10 of the schedule to the pedicab operators regulations to remove the requirement for an operator to provide to TfL particulars of the location of storage facilities for pedicab vehicles which it controls or manages. This removes a duplication of a similar requirement in the pedicab vehicles regulations.
Regulation 16 provides for the amendments specified in regulation 17 to be made to the Pedicabs
(London) (Fares and Fees) Regulations 2026 (“the pedicab fares and fees regulations”).
Regulation 17 amends regulation 1(2) of the pedicab fares and fees regulations to defer the coming into force of regulations 3 to 5 and 9 of the regulations from 30th October 2026 to 27th November
2026.
