Political and Security Committee Decision (CFSP) 2024/1908 of 4 July 2024 on the appointment of the EU Mission Force Commander of the European Union military mission to contribute to the training of Somali security forces (EUTM Somalia) and repealing Decision (CFSP) 2023/615 (EUTM Somalia/2/2024)

Official Journal EN of the European Union L series 2024/1908 8.7.2024 POLITICAL AND SECURITY COMMITTEE DECISION (CFSP) 2024/1908 of 4 July 2024 on the appointment of the EU Mission Force Commander of the European Union military mission to contribute to the training of Somali security forces (EUTM Somalia) and repealing Decision (CFSP) 2023/615 (EUTM Somalia/2/2024) THE POLITICAL AND SECURITY COMMITTEE, Having regard to the Treaty on European Union, and in particular Article 38 thereof, Having regard to Council Decision 2010/96/CFSP of 15 February 2010 on a European Union military mission to contribute to the training of Somali security forces (1), and in particular Article 5 thereof,

Whereas:

(1) On 15 February 2010, the Council adopted Decision 2010/96/CFSP, which established a European Union military mission to contribute to the training of Somali security forces (EUTM Somalia).

(2) Pursuant to Article 5(1) of Decision 2010/96/CFSP, the Political and Security Committee (PSC) is to exercise the political control and strategic direction of EUTM Somalia, and is authorised by the Council to take the relevant decisions in accordance with Article 38 of the Treaty on European Union, including decisions on the appointment of the EU Mission Force Commander for EUTM Somalia.

(3) On 14 March 2023, the PSC adopted Decision (CFSP) 2023/615 (2), appointing Brigadier General Fulvio POLI as EU Mission Force Commander for EUTM Somalia from 23 March 2023.

(4) On 17 May 2024, the Italian military authorities proposed the appointment of Brigadier General Giuseppe ZIZZARI to succeed Brigadier General Fulvio POLI as EU Mission Force Commander for EUTM Somalia (the ‘proposed appointment’).

(5) On 4 June 2024, the EU Military Committee supported the proposed appointment and agreed that the PSC appoint Brigadier General Giuseppe ZIZZARI as EU Mission Force Commander for EUTM Somalia from 11 July 2024.

(6) A decision on the appointment of Brigadier General Giuseppe ZIZZARI as EU Mission Force Commander for EUTM Somalia should be taken.

(7) Decision (CFSP) 2023/615 should be repealed,

HAS ADOPTED THIS DECISION:

Article 1 Brigadier General Giuseppe ZIZZARI is hereby appointed as EU Mission Force Commander for the European Union military mission to contribute to the training of Somali security forces (EUTM Somalia) from 11 July 2024.

Article 2 Decision (CFSP) 2023/615 is hereby repealed.

Article 3 This Decision shall enter into force on 11 July 2024.
