(CFSP) 2023/1790 (EUMAM Mozambique/1/2024) THE POLITICAL AND SECURITY COMMITTEE, Having regard to the Treaty on European Union, and in particular Article 38 thereof, Having regard to Council Decision (CFSP) 2021/1143 of 12 July 2021 (1) on a European Union Military Training Mission in Mozambique (EUTM Mozambique), and in particular Article 5(1) thereof,

Whereas:

(1) Pursuant to Article 5(1) of Decision (CFSP) 2021/1143, the Council authorised the Political and Security Committee

(PSC) to take decisions concerning the political control and strategic direction of EUTM Mozambique, including the relevant decisions on the appointment of the EU Mission Force Commanders.

(2) The PSC by Decision (CFSP) 2023/1790 (2) appointed Brigadier General João Carlos de BASTOS JORGE GONÇALVES as EU Mission Force Commander for EUTM Mozambique.

(3) On 14 May 2024, the Council adopted Decision (CFSP) 2024/1354 (3), amending the mandate of EUTM Mozambique and providing that the Mission is named the European Union Military Assistance Mission in Mozambique (EUMAM Mozambique) as of 1 September 2024.

(4) On 1 August 2024, the Portuguese authorities proposed Brigadier General Luís Fernando MACHADO BARROSO to succeed Brigadier General João Carlos de BASTOS JORGE GONÇALVES as EU Mission Force Commander for EUMAM Mozambique.

(5) On 2 August 2024, the EU Mission Commander recommended that Brigadier General Luís Fernando MACHADO BARROSO be appointed as EU Mission Force Commander for EUMAM Mozambique from 11 September 2024.

(6) On 5 August 2024, the EU Military Committee supported this recommendation.

(7) A decision on the appointment of Brigadier General Luís Fernando MACHADO BARROSO as EU Mission Force Commander from 11 September 2024 should be taken and Decision (CFSP) 2023/1790 should be repealed,

HAS ADOPTED THIS DECISION:

Article 1 Brigadier General Luís Fernando MACHADO BARROSO is hereby appointed EU Mission Force Commander for the European Union Military Assistance Mission in Mozambique (EUMAM Mozambique) from 11 September 2024.

Article 2 Decision (CFSP) 2023/1790 is hereby repealed.
