What solidarity mechanisms exist under the Asylum and Migration Management Regulation?

The AMMR replaces the Dublin system's first-country-of-entry rule with mandatory solidarity contributions from all Member States: relocation of asylum seekers to other Member States, financial solidarity contributions (€20,000 per person not relocated), or equivalent operational support (personnel, equipment, capacity building in third countries). An annual solidarity pool is determined by the Council based on Commission assessments of migration pressure.
