L.-33004/99 सी.जी.-डी.एल.-अ.-17122025-268583 CG-DLxx-xEG-I1D7H1x2x2x0 25-268583 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 5640] नई दिल्ली, बुधिार, दिसम्ब र 17, 2025/अग्रहायण 26, 1947 No. 5640] NEW DELHI, WEDNESDAY, DECEMBER 17, 2025/AGRAHAYANA 26, 1947 कार्मकि , लोक जिकायत और पिें न मत्रं ालय (कार्मिक और प्रजिक्षण जिभाग) अजधसचू ना नई दिल्ली, 17 दिसम् बर, 2025 का.आ. 5835(अ).— िबदक पहचान स्ट्थाजपत करन े हते ु आधार संख्या का उपयोग व्यजियों को सुजिधािनक और जनबािध रीजत स े सजससडी, लाभ और सेिाए ं प्राप्त करन े म ें सक्षम बनाता ह,ै पहचान स्ट्थाजपत करने के जलए जिजिध िस्ट्तािेिों की आिश्यकता को समाप्त करता ह,ै प्रदियाओं को सरल बनाता ह ैऔर पारिर्िति ा एि ं िक्षता को बढािा िेता ह:ै - और िबदक केंद्रीय सरकार न े तारीख 15 मई, 2025 के संख्या का.आ. 2173 (अ), के द्वारा भारत के रािपत्र, असाधारण, भाग II, खंड 3, उप-खंड (ii) म ें एक अजधसूचना िारी की ह,ै जिसम ें राष्ट्रीय भती एिेंसी को हा/ं नहीं या/और ई-केिाईसी अजधप्रमाणन सुजिधाओं का उपयोग करते हुए एनआरए पोर्िल पर रजिस्ट्रीकरण सजहत परीक्षा के जिजभन्न चरणों के िौरान, आिेिकों, लोक परीक्षा पिाजधकाररयों और लोक परीक्षाओं म ेंिाजमल अन्य जहतधारकों की पहचान स्ट्थाजपत करन े के जलए, स्ट्िैजछिक आधार पर, आधार अजधप्रमाणन की अनुमजत िी गई ह:ै - 8462 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] और िबदक केंद्रीय सरकार ने उि अजधसूचना का अजधिमण करना िनजहत म ेंआिश्यक और समीचीन समझा ह:ै- और िबदक इलक्ट्े रॉजनक्ट्स और सूचना प्रौद्योजगकी मंत्रालय, भारत सरकार ने भारतीय जिजिष्ट पहचान प्राजधकरण (यूआईडीएआई) के साथ परामिि करने के पश्चात,् राष्ट्रीय भती एिेंसी को अजधप्रमाणन करने की सहमजत प्रिान की ह ै और आधार संख्या धारक की पहचान स्ट्थाजपत करन े के जलए अजधप्रमाणन के िौरान आधार संख्या का उपयोग करन े की अनुमजत िी ह ैतथा इस ेआधार (जित्तीय और अन्य सहाजयदकय,े सुजिधाओं और सेिाओं का लजययत पररिान) अजधजनयम, 2016 (जिस े इसम ेंइसके पश्चात अजधजनयम कहा गया ह)ै की धारा 4 की उप-धारा (4) के खंड (ख) के उप-खंड (ii) के साथ परित सुिासन के जलए आधार अजधप्रमाणन (समाि कल्याण, निाचार, ज्ञान) जनयम, 2020 (जिसे इसमें इसके पश्चात उि जनयम कहा गया ह)ै के जनयम 5 के अधीन अजधसूजचत दकया ह:ै - और िबदक, उि जनयमों के जनयम 3 के उप-जनयम (1) के अधीन यथासंिर्भित सुिासन सुजनजश्चत करने और निाचार को समथि बनान े तथा ज्ञान का प्रसार करने के जलए जडजिर्ल प्लेर्फामों के उपयोग हते ु आधार अजधप्रमाणन दकया िाएगा और उि प्रयोिन के जलए आधार अजधप्रमाणन का जनष्पािन स्ट्िैजछिक आधार पर दकया िाएगा और उि राष्ट्रीय भती एिेंसी सुिासन को सुजनजश्चत करने और निाचार को समथि बनान े और ज्ञान के प्रसार के जलए जडजिर्ल प्लेर्फॉमों के उपयोग हते ु आधार अजधप्रमाणन करेगी:- अब, अत: केंद्रीय सरकार उि जनयमों के जनयम 5 के साथ परित उि अजधजनयम की धारा 4 की उप-धारा (4) के खंड (ख) के उप-खंड (ii) के अनुसरण म ें और तारीख 15 मई, 2025 के संख्या का.आ.2173(अ) के द्वारा िारी की गई अजधसूचना के अजधिमण म,ें ऐसे अजधिमण स े पहल े की गई या दकए िान े स े लोप की गयी बातों के जसिाए, एतद्द्वारा अजधसूजचत करती ह ैदक आधार अजधप्रमाणन स्ट्िैजछिक आधार पर होगा और राष्ट्रीय भती एिसें ी, - (क) इसम ें अजधप्रमाणन के प्रयोिन के जलए आधार संख्या धारक की सहमजत प्राप्त करेगी;

(ख) आधार अजधप्रमाणन स े इनकार करने अथिा कराने म ें असमथ ि होने के कारण आधार संख्या धारक को दकसी भी सेिा स े मना नहीं करेगी; और (ग) आधार संख्या धारक को पहचान के जनम्नजलजखत िैकजल्पक और व्यिहायि साधनों के बारे म ें सूजचत करेगी, अथाित ् -

(i) पनै काड;ि

(ii) ड्राइविंग लाइसेंस;

(iii) पासपोर्ि;

(iv) सरकारी कायािलय या मान्यता प्राप्त संस्ट्था द्वारा िारी फोर्ो पहचान पत्र;

(v) मतिाता पहचान पत्र।

NOTIFICATION New Delhi, the 17th December, 2025 S.O. 5835(E).— WHEREAS the use of Aadhaar number to establish identity enables individuals to receive subsidies, benefits and services in a convenient and seamless manner, obviates the need for multiplicity of documents to establish identity, simplifies processes and promotes transparency and efficiency;

AND WHEREAS the Central Government has issued a notification in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (ii), vide number S.O 2173 (E), dated the 15th May, 2025 allowing the National Recruitment Agency to perform Aadhaar authentication, on voluntary basis, for establishing the identity of applicants, public examination functionaries and other stakeholders involved in public examinations, during various stages of examination, including registration on the portal of NRA, using Yes/No or/and e-KYC authentication facilities;

AND WHEREAS the Central Government has considered it necessary and expedient in the public interest to supersede the said notification;

AND WHEREAS the Ministry of Electronics and Information Technology, Government of India, after consultation with the Unique Identification Authority of India (UIDAI), has consented to allow the National Recruitment Agency to perform authentication and be permitted the use of Aadhaar number during authentication for establishing identity of Aadhaar number holder and notify the same under rule 5 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020 (hereinafter referred to as the said rules) read with sub-clause (ii) of clause (b) of sub-section (4) of section 4 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (hereinafter referred to as the Act);

AND WHEREAS the Aadhaar authentication shall be performed for usage of digital platforms to ensure good governance and enablement of innovation and the spread of knowledge as referred to under sub-rule (1) of rule 3 of the said rules and the performance of Aadhaar authentication for the said purpose shall be on voluntary basis and that the said National Recruitment Agency shall perform the Aadhaar authentication for usage of digital platforms to ensure good governance and enablement of innovation and the spread of knowledge;

NOW, THEREFORE, in pursuance of sub-clause (ii) of clause (b) of sub-section (4) of section 4 of the Act read with rule 5 of the said rules and in supersession of the notification issued vide S.O 2173 (E), dated the 15th May, 2025, except as respects things done or omitted to be done before such supersession, the Central Government hereby notifies that the Aadhaar authentication shall be on voluntary basis and the National Recruitment Agency shall,–

(a) obtain the consent of the Aadhaar number holder for the purpose of authentication herein;

(b) not deny any service to the Aadhaar number holder for refusing to, or being unable to, undergo Aadhaar authentication; and

(c) inform the Aadhaar number holder of the following alternate and viable means of identification,

namely:—

(i) PAN Card;

(ii) Driving Licence;

(iii) Passport;

(iv) Photo Identity card issued by Government office or recognised institution;

(v) Voter Identity Card.
