1. सजं क्षप्त नाम और प्रारंभ : (1) इन जनिमों का संजक्षप्त नाम सांजयिकी और काियक्रम कािायन्विन मंत्रालि, राष्ट्रीि प्रजतदि य सवेक्षण कािायलि, क्षेत्र संकाि य प्रभाग, आिुजलजपक श्रणे ी –II, भती जनिम, 2023 ह ैं।
(2) ि ेजनिम रािपत्र में उनके प्रकािन की तारीख स ेप्रवृत्त होंगे ।
2. लाग ूहोना – िे जनिम, इन जनिमों से उपाबद्ध अनुसूची के स्ट्तंभ (1) में जवजनर्दयष्ट पदों पर लाग ूहोंगे ।
3. पद सयं िा, वगीकरण और वते न मट्रै रक्स म ें स्ट्तर – उि पदों की संयिा, उनका वगीकरण और उनका वेतन मैट्ररक्स म ें स्ट्तर िा वेतनमान वे होंग ेिो इन जनिमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्दयष्ट ह ैं। 1280 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
4. भती की पद्धजत, आि ु सीमा, अहतय ाएँ आदद – उि पद पर भती की पद्धजत, आि ु सीमा, अहतय ाएँ और उसस े संबंजधत अन्ि बात ें वे होंगी िो उि अनसु ूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्दयष्ट ह।ैं
5. जनरहतय ा – वह व्यजि – (क) जिसने ऐस ेव्यजि स,े जिसका पजत िा पत्नी िीजवत ह,ैं जववाह दकिा ह;ै िा जववाह की संजवदा की ह ैिा (ख) जिसने अपने पजत िा अपनी पत्नी के िीजवत रहत े हुए दकसी व्यजि से जववाह दकिा है, िा जववाह की संजवदा की ह ै उि पद पर जनिुजि का पात्र नहीं होगा :
परन्त ु िदद केन्रीि सरकार का िह समाधान हो िाता ह ै दक ऐसा जववाह उस व्यजि और जववाह के अन्ि पक्षकार को लागू स्ट्वीि जवजध के अधीन अनुज्ञेि ह ै और ऐसा करन े के जलए अन्ि आधार ह ैं तो वह दकसी व्यजि को इस जनिम के प्रवतयन से छूट दे सकेगी ।
6. जिजर्ल करन े की िजि – िहां केन्रीि सरकार की िह राि ह ै दक ऐसा करना आवश्िक िा समीचीन है, वहाँ वह उसके जलए िो कारण ह,ैं उन्ह े लेखबद्ध करके, इन जनिमों से दकसी उपबंध को दकसी वगय िा प्रवगय के व्यजििों की बाबत, आदिे द्वारा जिजर्ल कर सकेगी ।
7. व्यवजृ त - इन जनिमों की कोई बात, ऐसे आरक्षणो, आि ु सीमा में छूट और अन्ि ट्ररिाितों पर प्रभाव नहीं डालगे ी, जिनका केन्रीि सरकार द्वारा इस संबंध में समि-समि पर िारी दकए गए आदिे ों के अनुसार अनुसूजचत िाजतिों, अनुसूजचत िनिाजतिों, भूतपूव यसैजनकों और अन्ि जविेष प्रवगय के व्यजििों के जलए उपबंध करना अपेजक्षत ह ै। अनसु चू ी पद का नाम पदों की संयिा वगीकरण वेतन मैट्ररक्स में स्ट्तर चिन पद ह ैिा अचिन पद ।
(1) (2) (3) (4) (5) आिुजलजपक श्रेणी-II 33*(2023) साधारण केन्रीि सेवा, वेतन मैट्ररक्स में स्ट्तर- लागू नहीं होता । *काियभार के आधार पर समूह ‘ग’, अरािपजत्रत, 4, (25500-81100 पट्ररवतयन दकिा िा अनुसजचवीि रु0) सकता ह।ै सीधे भती दकए िाने वाले व्यजििों के जलए आिु- सीमा । सीधे भती दकए िाने वाले व्यजििों के जलए अपेजक्षत िैजक्षक और अन्ि अहतय ाएं ।
(6) (7) 18 से 27 वषय के बीच । (i) दकसी मान्िताप्राप्त बोडय िा जवश्वजवद्यालि से 12वीं कक्षा उत्तीणय िा समतुल्ि ; (केन्रीि सरकार द्वारा समि समि पर िारी दकए गए अनुदेिों िा आदेिों से अनुसार सरकारी सेवकों के जलए 40 (ii) कुिल परीक्षण मानदंड – वषय तक जिजर्ल की िा सकती ह ै। ) श्रुतलेख : दस जमनट में 80 िब्द प्रजत जमनट की दर से । ट्रटप्पण : आिु-सीमा अवधाट्ररत करने के जलए जनणायिक अनुजलजपकरण :
तारीख कमयचारी चिन आिोग द्वारा जवज्ञाजपत की िाएगी । 50 जमनट (अंग्रेिी) 65 जमनट (जहन्दी) (केवल कम्पप्िूटर पर )[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 सीधे भती दकए िाने वाल े पट्ररवीक्षा की अवजध, भती की पद्धजत : भती सीध े प्रोन्नजत िा प्रजतजनिुजि/ आमले न व्यजििों के जलए जवजहत िदद कोई हो । होगी िा प्रोन्नजत द्वारा िा द्वारा भती की दिा में व ेश्रेजणिां आिु और िैजक्षक अहतय ाए ं प्रजतजनिुजि/ आमले न द्वारा जिनस े प्रोन्नजत िा प्रजतजनिुजि/ प्रोन्नत की दिा म ें लाग ू तर्ा जवजभन्न पद्धजतिों द्वारा आमेलन दकिा िाएगा । होंगी । भरी िाने वाली ट्ररजििों की प्रजतितता ।

(ii) समूह ‘ग’ जवभागीि प्रोन्नजत सजमजत (क्षेत्रीि कािायलिों म ें पुजष्टकरण के संबंध में जवचार करन े के जलए) उसमें जनम्नजलजखत होंगे।

NOTIFICATION New Delhi, 14th February, 2023 G.S.R. 138.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Ministry of Statistics and Programme Implementation, Field Operations Division, National Sample Survey Office (Stenographer Gr.II), Recruitment Rules, 2011, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Stenographer Grade – II, Field Operations Division, National Sample Survey Office in the Ministry of Statistics and Programme Implementation, namely:-
1. Short title and commencement.– (1) These rules may be called the Ministry of Statistics and Programme Implementation, National Sample Survey Office, Field Operations Division, Stenographer Grade - II, Recruitment Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.- These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.
3. Number of post, classification and level in the pay matrix.– The number of post, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.
4. Method of recruitment, age limit, qualifications, etc. – The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
5. Disqualification.– No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5
6. Power to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving.– Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be
provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
