1. संजक्षप् त नाम और प्रारंभ:- (1) य े जनयम केंद्रीय जसजिल सिे ा (िगीकरण, जनयंत्रण और अपील) जनयमािली, 2025 कहलाएंगे।

(2) ये िासकीय रािपत्र म ेंइनके प्रकािन की तारीख स ेप्रिृत्त होंग।े

2. केंद्रीय जसजिल सेिा (िगीकरण, जनयंत्रण और अपील) जनयमािली, 1965(इसके पश्चात उि जनयमों के रूप म ें संिर्भित), म ेंजनयम 10 में, उप-जनयम (1) म ेंपरंतुक के जलए जनम्नजलजखत परंतुक को प्रजतस्ट्थाजपत दकया िाएगा, नामत:- “बित ेदक ऐस ेमामले, िहा ंजनलंबन का आिेि भारतीय लेखापरीक्षा और लेखा सेिा के दकसी सिस्ट्य के संबंध म ें या दकसी सहायक महालेखाकार या सामान्य केंद्रीय सेिा समहू ‘क’ या समतुल्य (भारतीय लखे ापरीक्षा और लेखा सेिा के जनयजमत सिस्ट्य के अलािा) के सिस्ट्यया भारतीय लेखापरीक्षा और लेखा जिभाग में केंद्रीय जसजिल पि के समूह ‘क’ को धाररत करने िाले दकसी व्यजि के संबंध म ेंजनयंत्रक और महालेखापरीक्षक द्वारा दकया गया हो, को 243 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] छोड़कर िहा ंजनलंबन आिेि, जनयुजि प्राजधकारी स ेजनम्न दकसी प्राजधकारी द्वारा दकया गया ह,ै िहां ऐसा प्राजधकारी जनयुजि प्राजधकारी को तत्काल उन पररजस्ट्थजतयों की ररपोर्ि िगेा जिनमें यह आिेि दकया गया था ”;

3. उि जनयमों म,ें जनयम 12 म,ें उप-जनयम(4) म ें खंड (क) के जलए, जनम्नजलजखत खंड को प्रजतस्ट्थाजपत दकया िाएगा, नामतः- “ (क) जसिाय इसके दक िहां जनयम 11 के खडं (v) अथिा खंड (vi) म ेंजनर्ििष्ट शास्ति जनयंत्रक और महालेखा परीक्षक द्वारा भारतीय लेखापरीक्षा और लेखा सेिा, दकसी सहायक महालेखाकार के दकसी सिस्ट्य या सामान्य केंद्रीय सेिा समूह ‘क’ (भारतीय लेखापरीक्षा और लेखा सेिा के जनयजमत सिस्ट्य के अलािा) के दकसी सिस्ट्य या भारतीय लेखापरीक्षा और लेखा जिभाग में केंद्रीय जसजिल पि समूह ‘क’ धारण, करन ेिाल ेदकसी व्यजि पर लगाया िाता ह,ै तो उस जनयम के खंड (v) स े(ix) म ेंजनर्ििष्ट कोई शास्ति, जनयुजि प्राजधकारी स ेअधीनस्ट्थ दकसी भी प्राजधकारी द्वारा नहीं लगाया िाएगा।“ [फा. सं. 11012/3/2021-कार्मिक नीजत(क-III)] मनोि कुमार जद्विेिी, अपर सजचि रर्प्प णी: मख्ु य जनयम,अजधसूचना संख्या का. आ. 3703 दिनांक 20 निंबर, 1965 के माध्यम से भारत के रािपत्र में प्रकाजित दकए गए थे और इसे 20 िून 2024 को भारत के रािपत्र में प्रकाजित अजधसूचना सं. सा.का.जन. 337(अ) दिनांक 29 मई, 2024 के माध्यम स ेअजं तम बार संिोजधत दकया गया था। MINISTRY OF PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS (Department of Personnel and Training)

NOTIFICATION New Delhi, the 12th January, 2026 G.S.R. 21(E).—exercise of powers conferred by the proviso to article 309 of the Constitution,the President hereby makes the following rules further to amend the Central Civil Services (Classification, Control and Appeal) Rules, 1965, namely:-

1. Short title and commencement. - (1) These rules may be called, the Central Civil Services (Classification, Control and Appeal) Amendment Rules, 2025.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Central Civil Services (Classification, Control and Appeal) Rules, 1965(hereinafter referred to as the said rules), in rule 10, in sub-rule (1), for the proviso, the following proviso shall be substituted, namely: - “Provided that, except in the case of an order of suspension made by the Comptroller and Auditor General in regard to a member of the Indian Audit and Accounts Service and in regard to an Assistant Accountant General or a member of General Central Service Group ‘A’ or equivalent (other than a regular member of the Indian Audit and Accounts Service) or a person holding a Central Civil Post Group ‘A’ in the Indian Audit and Accounts Department, where the order of suspension is made by an authority lower than the appointing authority, such authority shall forthwith report to the appointing authority the circumstances in which the order was made.”;

3. In the said rules, in rule 12, insub-rule (4) for clause (a), the following clause shall be substituted, namely: - “(a) except where the penalty specified in clause (v) or clause (vi) of rule 11 is imposed by the Comptroller and Auditor General on a member of the Indian Audit and Accounts Service, an Assistant Accountant General or a member of General Central Service Group ‘A’ (other than a regular member of the Indian Audit and Accounts Service) or a person holding a Central Civil Post Group ‘A’ in the Indian Audit and Accounts Department, no penalty specified in clause (v) to (ix) of that rule shall be imposed by any authority subordinate to the appointing authority.
