NOTIFICATION New Delhi, the 14th October, 2026 S.O. 5642(E).— Whereas, the Central Government considers it necessary and expedient in the public interest, to relax the restrictions imposed by the Tobacco Board Act, 1975 (4 of 1975);

And whereas, the Central Government considers it necessary in the public interest to dispose of the flue cured virginia tobacco produced by the registered growers at the authorised auction platforms of the Board in the State of Andhra Pradesh;

Now, therefore, in exercise of the powers conferred by sub-section (1) of section 30 of the Tobacco Board Act, 1975 (4 of 1975), and in the public interest, the Central Government hereby relaxes the operation of the provisions of sub-section (1) of section 10 read with sub-section (1) of section 14A of the said Act, in the State of Andhra Pradesh, for the auctions during the crop season 2026-2027, and permits the sale of excess flue cured virginia tobacco produced by registered growers at the auction platforms authorised by the Board.

No. 5/3/2019-EP (Agri-VI) Pt.] NITIN KUMAR YADAV, Additional Secy. अजधसचू ना नई दिल्ली, 14 अक् तूबर, 2026 का.आ. 5643(अ).— तंबाकू बोडड अजधजनयम, 1975 (1975 का अजधजनयम 4) की धारा 20क द्वारा प्रित्त िजियों का प्रयोग करते हुए, केंद्र सरकार, एतिद्वारा बोडड को यि अजधकार िेती ि ैदक वि बोडड के पंिीकृत व्यापाठरयों और डीलरों को आंध्र प्रििे राज्य में उनके द्वारा अजधकृत नीलामी मंचों पर फसली मौसम वर्ड 2025-2026 के िौरान नीलामी के पंिीकृत उत्पािकों द्वारा उत्पादित अजतठरि फ्ल ू क्योड ड विीजनया तंबाकू खरीिन े की अनुमजत िे, िो जनम्नजलजखत ितों के अध्यधीन ि,ै अथाडत:् - (क) पंिीकृत उत्पािक द्वारा िेय जबक्री की आय का एक प्रजतित सामान्य सेवा िुल्क, कोटा के पांच प्रजतित तक उत्पादित अजतठरि फ्लू-क्योर विीजनया तंबाकू के जलए प्रत्यके पंिीकृत उत्पािक द्वारा तंबाकू कोर् में योगिान के रूप म ेंदिया िाएगा। (ख) पंिीकृत उत्पािक द्वारा िेय जबक्री आय के एक प्रजतित के सामान्य सेवा िुल्क को छोड़कर, प्रजत दकलोग्राम िो रुपये और जबक्री आय का पांच प्रजतित, कोटा की पांच प्रजतित सीमा से अजधक और िस प्रजतित तक उत्पादित अजतठरि फ्ल-ू क्योर विीजनया तंबाकू के जलए तंबाकू कोर् म ेंयोगिान दकया िाएगा। (ग) पंिीकृत उत्पािक द्वारा िेय जबक्री आय के एक प्रजतित के सामान्य सेवा िुल्क को छोड़कर, प्रजत दकलोग्राम िो रुपये की राजि तंबाकू कोर् में िस प्रजतित की सीमा से अजधक और कोटे के बीस प्रजतित तक उत्पादित अजतठरि फ्ल-ू क्योर विीजनया तंबाकू के जलए योगिान की िाएगी;

NOTIFICATION New Delhi, the 14th October, 2026 S.O. 5643(E).— In exercise of the powers conferred by section 20A of the Tobacco Board Act, 1975 (4 of 1975), the Central Government hereby authorises the Board to allow the registered traders and dealers of that Board to purchase at their auction platforms authorised by them in the State of Andhra Pradesh during the auctions for the crop season 2026-27, the excess flue cured virginia tobacco produced by registered growers in the State of Andhra Pradesh during the crop season 2026-2027, subject to the following conditions, namely:-

(a) a normal service charge of one per cent. of the proceeds of sale, payable by the registered grower, shall be contributed to the Tobacco Fund by every registered grower for the excess flue cured virginia tobacco produced up to the extent of five per cent. of the quota;

(b) an amount of rupees two per kilogram and five per cent. of the proceeds of sale, excluding the normal service charge of one per cent of the proceeds payable by the registered grower, shall be contributed to the Tobacco Fund by every registered grower for the excess flue cured virginia tobacco produced over and above limit of five per cent. and up to ten per cent. of the quota;

(c) an amount of rupees two per kilogram and ten per cent. of the proceeds of sale, excluding the normal service charge of one per cent. of the proceeds payable by the registered grower, shall be contributed to the Tobacco Fund by every registered grower for the excess flue cured virginia tobacco produced over and above the limit of ten per cent. and up to twenty per cent of the quota;

(d) an amount of rupees two per kilogram and fifteen per cent. of the proceeds of sale, excluding the normal service charge of one per cent. of the proceeds payable by the registered grower, shall be contributed to the Tobacco Fund by every registered grower for the excess flue cured virginia tobacco produced over and above the limit of twenty per cent. of the quota.
