1. सजं िप्त िीषकि और प्रारंभ क) इन जवजनयमों को "एन एम सी, राष्ट्रीय जनकास परीिा जवजनयम, 2023" कहा िाएगा। ख) ये जवजनयम रािपत्र म ेंउनके प्रकािन की तारीख स े िीघ्र प्रवत्तृ हो िाएगें।

2. पठरभाषाए ँ क) "अजधजनयम" स ेराष्ट्रीय आयुर्विज्ञान आयोग अजधजनयम, 2019 [2019 का अजधजनयम 30] अजभप्रेत ह ै। ख) "अध्यि" से धारा 5 के तहत जनयुि राष्ट्रीय आयुर्विज्ञान आयोग का अध्यि अजभप्रेत ह।ै ग) "आयोग" "एनएमसी" से धारा 3 के अधीन गठित राष्ट्रीय आयुर्विज्ञान आयोग अजभप्रेत ह।ै 4090 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] घ) "पठरषि" या "मैक" से धारा 11 के अधीन गठित जचदकत्सा सलाहकार पठरषि अजभप्रेत ह।ै ङ) "जविेिी जचदकत्सा स्नातक" से भारत के अलावा दकसी अन्य िेि से मेजडकल जडग्री के साथ स्नातक अजभप्रते होगा और वह भारत में जचदकत्सा की आधुजनक प्रणाली का अभ्यास करने के जलए पिं ीकरण के जलए मान्यता प्राप्त ह,ै िो उपयुि जनकायों और भारत सरकार द्वारा समय-समय पर अजधसूजचत और लाग ू होन े वाली आवश्यकताओं और ितों की पूर्ति के जवषयाधीन है। च) "सिस्ट्य" स े धारा 5 के तहत जनयुि आयोग का सिस्ट्य अजभप्रते होगा और इसम ें उसका अध्यि भी िाजमल होगा । छ) "राष्ट्रीय जनकास परीिा" (एनईएक्सटी): राष्ट्रीय आयुर्विज्ञान आयोग अजधजनयम 2019 म ें जवजनर्ििष्ट राष्ट्रीय जनकास परीिा का संजिप्त रूप। ि) "अजधसूचना" से भारत के आजधकाठरक रािपत्र में प्रकाजित अजधसूचना अजभप्रते और "अजधसूजचत" अजभव्यजि को तिनुसार समझा िाएगा। झ) "जनधािठरत" से इस अजधजनयम के अधीन बनाए गए जनधािठरत जनयम अजभप्रेत ह।ै ञ) "अध्यि" से अजधजनयम की धारा 18 के अधीन जनयुि एक स्ट्वायत्त बोडि का अध्यि अजभप्रेत ह।ै ट) "मान्यता प्राप्त जचदकत्सा योग्यता" से धारा 35 या धारा 36 या धारा 37 या धारा 40 के अधीन मान्यता प्राप्त जचदकत्सा योग्यता अजभप्रेत ह,ै िैसा भी मामला हो । ि) "जवजनयम" से इस अजधजनयम के अधीन आयोग द्वारा बनाए गए जवजनयम अजभप्रेत ह ै। ड) "अनुसूची" से इस अजधजनयम की अनुसूची अजभप्रेत ह।ै व्याख्या - इन जवजनयमों में प्रयिु िब्ि और वाक्यांि िो यहां पठरभाजषत नहीं ह,ैं लदे कन राष्ट्रीय जचदकत्सा आयोग अजधजनयम, 2019 म ेंपठरभाजषत ह,ैं उनका वही अथ िहोगा िो उन्ह ेंसौंपा गया ह।ै 3 सामान्य

1. आयोग या एक उपयुि जनकाय या प्राजधकरण या संस्ट्थान िसै ा दक आयोग द्वारा अनुमोदित दकया गया ह,ै राष्ट्रीय जनकास परीिा आयोजित करेगा िैसा दक यहां जवजनर्िष्टि दकया गया ह ै:

2. राष्ट्रीय जनकास परीिा (एनईएक्सटी) जनम्नजलजखत का आधार बनेगी: i. भारत म ें जचदकत्सा की आधुजनक प्रणाली का अभ्यास करन े के जलए पंिीकरण करने के जलए जचकत्सा स्नातक की पात्रता को प्रमाजणत करना और इसजलए लाइसेंस परीिा के रूप म ेंकायि करना। ii. व्यापक जचदकत्सा जवजिष्टताओं में िेि में स्नातकोत्तर जचदकत्सा जििा पाठ्यक्रमों में प्रवेि लेने को इच्छुक लोगों को प्रवेि िेन े के उद्देश्य से पात्रता और रैंककंग जनधािठरत करना और इसजलए स्नातकोत्तर जचदकत्सा जििा के पाठ्यक्रमों में प्रवेि के जलए प्रवेि परीिा एिेंसी के रूप में कायि करना।

3. राष्ट्रीय जनकास परीिा (एनईएक्सटी) जनम्न पर लाग ूहोगा: i. राष्ट्रीय महत्व के संस्ट्थानों सजहत राष्ट्रीय आयुर्विज्ञान आयोग द्वारा अनुमोदित सभी मेजडकल कॉलेिों म ें एमबीबीएस की जडग्री हाजसल करने वाल ेसभी स्नातक मेजडकल छात्र। ii. भारत म ें एक पंिीकृत जचदकत्सा व्यवसायी के रूप में जचदकत्सा का अभ्यास करने के जलए लाइसेंस प्राप्त करने और राज्य रजिस्ट्टर या राष्ट्रीय रजिस्ट्टर म ें नामांकन के जलए राष्ट्रीय जचदकत्सा आयोग द्वारा जविेिी जचदकत्सा स्नातक लाइसेंस जवजनयमन की आवश्यकता को परू ा करने वाले सभी जविेिी जचदकत्सा स्नातक का मामला इस तरह स े हो िैसा दक जवजनयमों द्वारा जवजनर्ििष्ट दकया िा सकता ह।ै iii. कोई अन्य व्यजि जिसके पास मेजडकल जडग्री ह,ै िैसे िैिजणक पाठ्यक्रम, प्रिे ण या दकसी अन्य उद्देश्यों के जलए, िैसा दक राष्ट्रीय आयुर्विज्ञान आयोग द्वारा समय-समय पर जनयत अजधसूचना या जवजनयमों के माध्यम से जनर्ििष्ट और अनुमोदित दकया िा सकता ह।ै iv. वे सभी जिन्ह ें इस तरह के अभ्यास के जलए उस समय लागू जवजनयम के अनुसार अभ्यास करने के जलए लाइसेंस दिया गया ह ै और व े राष्ट्रीय जचदकत्सा रजिस्ट्टर / राज्य जचदकत्सा रजिस्ट्टर म ें पंिीकृत ह,ैं िैसा[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 भी मामला हो और िो व्यापक जचदकत्सा जवजिष्टताओं के अनरूु प स्नाकोत्तर पाठ्यक्रम म ें प्रविे पान े को इच्छुक हो ।

4. आयोग समय-समय पर उपयुि जवजनयमों और/या अजधसूचना द्वारा व्यापक जचदकत्सा जवजिष्टताओं म ें स्नातकोत्तर पाठ्यक्रमों में प्रवेि के उद्देश्य से राष्ट्रीय जनकास परीिा के पठरणामों का उपयुि उपयोग करन े के तरीके को जवजनर्ििष्ट करेगा।

5. यह जनजहत ह ै दक िब भी राष्ट्रीय जनकास परीिा लाग ू होता ह,ै तो संबंजधत समकि मौिूिा परीिाओं को समाप्त कर दिया िाएगा/उस उद्देश्य के जलए लागू नहीं की िाएगी, जिसके जलए राष्ट्रीय जनकास परीिा उपयुि होगी। हालाँदक, यदि जपछले बैचों के जलए मौिूिा परीिाएँ लागू ह ैं िैसा दक आयोग द्वारा तय दकया िा सकता ह,ै तो मौिूिा परीिाएँ ऐसे समय तक िारी रहगें ी िो आयोग द्वारा उपयिु समझा िाए । यह इस समझ पर आधाठरत होगा दक राष्ट्रीय जनकास परीिा अंततः समकि मौिूिा परीिाओं को बिल िेगा। स्ट्कोर का उपयोग और जवजभन्न परीिाओं के सामान्यीकरण और राष्ट्रीय जनकास परीिा, िब समवती रूप से लागू हो, इस तरह के उद्देश्य के जलए उपयुि हो सकता ह,ै िब भी आवश्यक हो और आयोग द्वारा अजधसूजचत दकया िाएगा। अध्याय 2 राष्ट्रीय जनकास परीिा की व्यापक रूपरेखा और सामान्य जविषे ताएं

2.1 राष्ट्रीय जनकास परीिा चरण 1 i. राष्ट्रीय जनकास परीिा चरण 1 एक सैद्ांजतक परीिा होगी। ii. प्रश्न एक या एक से अजधक प्रकार के बहुजवकल्पीय प्रकार के होंगे। iii. परीिाएं कंप्यूटर आधाठरत ऑनलाइन मोड के माध्यम से आयोजित की िाएंगी। iv. आयोग जचदकत्सा संस्ट्थानों म ें व्यापक जवजिष्टताओं स्नातकोत्तर सीटों पर प्रवेि के जलए नाजमत प्राजधकारी द्वारा सामान्य परामि ि आयोजित करन े के तरीके को जवजनयमों और / या अजधसूचना द्वारा जवजनर्ििष्ट करेगा। भारत सरकार सभी व्यापक जवजिष्टताओं वाली स्नातकोत्तर सीटों की काउंसललंग के जलए एिेंसी का जनधािरण और अजधसूजचत करेगा। v. परीिा में III एमबीबीएस/अंजतम एमबीबीएस, भाग 1 और भाग 2 िोनों के जवषयों को िाजमल करत े हुए छह पपे र िाजमल होंगे:

▪ जचदकत्सा और संबद् जवषय ▪ सििरी और संबद् जवषय ▪ प्रसूजत एवं स्त्री रोग ▪ बाल जचदकत्सा ▪ ओथोठरनोलरींगोलॉिी ▪ नेत्र जवज्ञान [ एमबीबीएस I और एमबीबीएस II के अंतगित आने वाले सभी जवषयों के अनुप्रयुि पहलू एव ं एमबीबीएस III/ अंजतम एमबीबीएस भाग 1 के अंतगित आन े वाल े सभी जवषयों के अनुप्रयिु पहल ू ] vi. वे सभी छात्र जिन्होंने आयोग द्वारा अनुमोदित/मान्यता प्राप्त मेजडकल कॉलेि से III एमबीबीएस/अंजतम एमबीबीएस पाठ्यक्रम पूरा कर जलया ह,ै वे परीिा म ेंिाजमल होने के पात्र होंगे। vii. जनयजमत राष्ट्रीय जनकास परीिा चरण 1 परीिाएं वषि में िो बार मई और नवंबर के महीनों में या आयोग द्वारा अजधसूजचत दकसी अन्य समय में आयोजित की िाएंगी।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] viii. राष्ट्रीय जनकास परीिा के चरण 1 म ें उपजस्ट्थत होने के प्रयासों की संख्या पर कोई प्रजतबंध नहीं है, बित े उम्मीिवार न े एमबीबीएस पाठ्यक्रम म ें िाजमल होन े के 10 वषों के भीतर राष्ट्रीय जनकास परीिा चरण 1 और चरण 2 परीिा िोनों उत्तीणि की हों। ix. स्ट्कोर में सुधार के जलए राष्ट्रीय जनकास परीिा चरण 1 परीिा में उपजस्ट्थत होन े के प्रयासों की संख्या पर कोई प्रजतबंध नहीं ह,ै बित े स्ट्कोर म ें सुधार के जलए य े परीिाए ं राष्ट्रीय जनकास परीिा चरण 2 के पूरा होन े के बाि ली िाती ह।ैं राष्ट्रीय मानक परीिा के चरण 2 के परू ा होने तक स्ट्कोर में सुधार के जलए उम्मीिवार राष्ट्रीय जनकास परीिा चरण 1 में उपजस्ट्थत होन े का हकिार नहीं ह।ै x. अगला चरण 1 पारंपठरक जवश्वजवद्यालय/III एमबीबीएस/अंजतम एमबीबीएस भाग II की संस्ट्थागत थ्योरी परीिाओं को प्रजतस्ट्थाजपत करेगा। III एमबीबीएस / फाइनल एमबीबीएस पाटि 1 और III एमबीबीएस / फाइनल एमबीबीएस पाटि II प्रैजक्टकल / क्लीजनकल परीिाएं तब तक पारंपठरक रूप से आयोजित होती रहगें ी िब तक दक आयोग द्वारा अन्यथा अजधसूजचत नहीं दकया िाता।

2.2 राष्ट्रीय जनकास परीिा चरण 2 i. राष्ट्रीय जनकास परीिा का चरण 2 म ें सात नैिाजनक जवषयों/जवषयों को िाजमल करत े हुए एक व्यावहाठरक / नैिाजनक और मौजखक परीिा होगी। ▪ जचदकत्सा और संबद् जवषयों ▪ सििरी और संबद् जवषयों ▪ प्रसूजत एवं स्त्री रोग ▪ बाल जचदकत्सा ▪ ओथोठरनोलरींगोलॉिी ▪ आथोपेजडक्स और पीएमआर (िारीठरक जचदकत्सा और पुनवािस) ii. परीिा वस्ट्तुपरक, जक्लजनकल केस आधाठरत, जसम्युलेटेड केस/मरीि आधाठरत होगी जिसका उद्देश्य एक भारतीय मेजडकल ग्रेिुएट से अपेजित व्यावहाठरक/जक्लजनकल कौिल, निै ाजनक जनणिय लने े और संचार कौिल का मल्ू यांकन करना ह।ै iii. परीिा व्यजिगत रूप से आयोजित की िाएगी और संबंजधत राज्य स्ट्वास्ट्थ्य जवश्वजवद्यालयों/संस्ट्थानों द्वारा तय दकए गए मानकों और दििाजनिेिों का पालन करत े हुए आयोजित की िाएगी। िहा ं राज्य स्ट्वास्ट्थ्य जवश्वजवद्यालय मौिूि नहीं ह,ैं आयोग संबंजधत कॉलेिों के जलए राष्ट्रीय जनकास परीिा चरण 2 आयोजित करने के जलए अजधकृत जवश्वजवद्यालय/संस्ट्थान पर जनणिय लेगा। iv. वषि में िो बार जनयजमत राष्ट्रीय जनकास परीिा चरण 2 परीिा होगी। v. राष्ट्रीय जनकास परीिा चरण 2 पूरक परीिा वष ि में िो बार आयोजित की िाएगी और केवल उन उम्मीिवारों तक सीजमत ह ै िो सात जवषयों में से एक या अजधक में असफल रह े ह ैं और जवषयों को िोहरान े की आवश्यकता ह।ै यदि कोई अभ्यथी तीन से अजधक जवषयों में अनुत्तीणि होता ह,ै तो उसे पूरक परीिा म ें सभी सात जवषयों में नए जसरे से उपजस्ट्थत होना होगा। vi. राष्ट्रीय जनकास परीिा चरण 2 म ें उपजस्ट्थत होन े के प्रयासों की संख्या पर कोई प्रजतबधं नहीं ह,ै बित े उम्मीिवार न े एमबीबीएस पाठ्यक्रम म ें िाजमल होन े के 10 वषों के भीतर राष्ट्रीय जनकास परीिा चरण 1 और राष्ट्रीय जनकास परीिा चरण 2 परीिा उत्तीण ि की हो।

2.3 राष्ट्रीय जनकास परीिा स्ट्कोर

1. स्ट्कोररंग की स्ट्वरुप i. राष्ट्रीय जनकास परीिा चरण 1 में अंकों की गणना पूरी संख्या के रूप में की िाएगी िो उजचत ििमलव के साथ रॉ स्ट्कोर के रूप म ें काम करेगी और बाि में संबंजधत प्रजतित [अजधकतम 100 म ें स े अकं ] उपयिु ििमलव के साथ गणना की िा सकती ह ैयदि आवश्यक हो।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5 ii. राष्ट्रीय जनकास परीिा 2 परीिा पठरणाम केवल मल्ू यांकन दकए िा रह े उपयुि योग्यता के अजधग्रहण के आधार पर उत्तीणि/असफल घोजषत दकया िाएगा।

2. उत्तीण िहोन े के जलए न्यनू तम अकं i. उत्तीण ि होन े के जलए न्यूनतम अंक 50% [100 म ें से 50] या राष्ट्रीय जनकास परीिा चरण-1 के जलए अजधकतम संभव रॉ स्ट्कोर का आधा होगा। ii. राष्ट्रीय जनकास परीिा चरण-1 के जलए, छह पेपरों म ें से प्रत्येक म ें न्यूनतम 50% [100 म ें से 50] या परीिा उत्तीणि करने के जलए अजधकतम संभव रॉ स्ट्कोर का आधा स्ट्कोर दकया िाना चाजहए राष्ट्रीय जनकास परीिा चरण-1 चक्र में उपयिुि उम्मीिवार के स्ट्कोर की गणना के जलए जवचार दकया िाएगा। स्ट्पष्टीकरण 1: उम्मीिवार क न े 2 जवषयों में न्यूनतम उत्तीणि अंक प्राप्त दकए ह ैं और 4 जवषयों में असफल रहा ह।ै वह / वह राष्ट्रीय जनकास परीिा चरण -1 के राष्ट्रीय जनकास परीिा चक्र म ें उपजस्ट्थत हो सकता ह ै और यदि उसन े बाकी 4 जवषयों में न्यनू तम उत्तीणि अंक प्राप्त दकए ह,ैं तो उसे उपयिुि मानिंडों को पूरा करने वाला माना िाएगा। स्ट्पष्टीकरण 2: उम्मीिवार क न े 2 जवषयों में न्यनू तम उत्तीणि अंक प्राप्त दकए ह ैं और 4 जवषयों में असफल रहा ह।ै वह राष्ट्रीय जनकास परीिा चरण-1 के राष्ट्रीय जनकास परीिा चक्र में उपजस्ट्थत हो सकता ह ै और यदि उसने 2 जवषयों में न्यनू तम उत्तीणि अंक प्राप्त दकए ह,ैं तो वह राष्ट्रीय जनकास परीिा चरण-1 के राष्ट्रीय जनकास परीिा चक्र म ें उपजस्ट्थत हो सकता ह ै और यदि उसने स्ट्कोर दकया ह ै िेष 2 जवषयों म ें न्यूनतम उत्तीणि अंक ह ैंतो उसे उपरोि मानिंडों को परू ा करने वाला माना िाएगा।

3. व्यापक जवजिष्टताओं म ें स्नातकोत्तर पाठ्यक्रमों म ें प्रविे के उद्देश्य स े योग्यता जनधाठि रत करन े के जलए राष्ट्रीय जनकास परीिा चरण 1 के अकं ों की गणना i. व्यापक जविेषताओं म ें स्नातकोत्तर पाठ्यक्रम म ें प्रवेि के जलए योग्यता जनधािठरत करन े के उद्देश्य से केवल एकल राष्ट्रीय जनकास परीिा चरण -1 परीिा म ें प्रत्येक पेपर/ जवषय में प्राप्त कच्चे अंकों के योग से गणना की िाएगी। ii. व्यापक जविेषताओं में स्नातकोत्तर पाठ्यक्रम म ें प्रवेि के जलए मेठरट का जनधािरण करने के जलए राष्ट्रीय जनकास परीिा चरण -1 का स्ट्कोर पांच साल के जलए वैध रहगें े। हालाँदक, यदि उम्मीिवार राष्ट्रीय जनकास परीिा चरण -1 के राष्ट्रीय जनकास परीिा चरण -1 स े लेकर अगली परीिा चक्र म ें उपजस्ट्थत होता ह,ै तो जपछला राष्ट्रीय जनकास परीिा चरण -1 का स्ट्कोर व्यापक जवजिष्टताओं म ें स्नातकोत्तर पाठ्यक्रमों में प्रवेि के जलए रैंक के जनधािरण के जलए अमान्य होगा और केवल अंजतम प्रयास राष्ट्रीय जनकास परीिा चरण -1 का स्ट्कोर जनधािरण के जलए जवचार दकया िाएगा। iii. एक िैिजणक वष ि म ें व्यापक जवजिष्टताओं म ें स्नातकोत्तर पाठ्यक्रमों में प्रवेि के जलए रैंक जनधािठरत करन े के जलए, उम्मीिवार को समय-समय पर आयोग द्वारा जनधािठरत तरीके से रैंक के स्ट्तर को लागू करने की आवश्यकता होती ह।ै केवल वे उम्मीिवार जिन्होंने रैंक बनान े के जलए आवेिन दकया ह,ै व े उस िैिजणक वषि चक्र में प्रवेि के पात्र होंगे। iv. रैंक बनाने के जलए टाई ब्रेकर जनयम:

क) एकल का स्ट्कोर चरण-1 परीिा में प्रत्येक पेपर/जवषय म ें प्राप्त अपठरष्कृत अंकों का सामान्यीकृत योग राष्ट्रीय जनकास परीिा चरण- I परीिा चक्र के जलए राँ अंकों के योग के सामान्यीकरण की जवजध आयोग द्वारा आवश्यक होने पर अजधसूजचत की िाएगी। ख) राष्ट्रीय जनकास परीिा चरण -1 में िाजमल कम अवसरों वाले उम्मीिवार को उच्च रैंक दिया िाएगा। ग) वरीयता के जनम्नजलजखत क्रम म ेंउच्च अंक वाले उम्मीिवार को उच्च रैंक दिया िाएगा:

4. राष्ट्रीय जनकास परीिा स्ट्कोर की उपयोजगता i. राष्ट्रीय जचदकत्सा आयोग के अजनवाय िरोटेरटंग मजे डकल इंटनजि िप जवजनयम 2021 द्वारा िाजसत इंटनजि िप को आग ेबढ़ान ेके जलए अनजं तम पिं ीकरण के जलए एक भारतीय मजे डकल स्नातक की योग्यता स्नातक जचदकत्सा जििा प्रिान करन े के जलए आयोग द्वारा मान्यता प्राप्त कॉलेि स े एक मेजडकल छात्र अजनवायि रोटेरटंग इंटनिजिप के जलए पात्र होगा, बिते दक जनम्नजलजखत सभी मानिडं परू े हों:

क) राष्ट्रीय जनकास परीिा चरण -1 के छह थ्योरी पेपसि म ें से प्रत्येक में पास करें िैसा दक ऊपर बताए गए सेक्िन 2.3 (2) में दिया गया ह।ै और ख) III एमबीबीएस / अंजतम एमबीबीएस (भाग 2) में उत्तीणि व्यावहाठरक / नैिाजनक परीिा संबंजधत जवश्वजवद्यालय / संस्ट्थान द्वारा जवजनयजमत ii. राष्ट्रीय आयर्ु वज्ञि ान आयोग के अजनवाय ि रोटेरटंग मजे डकल इंटनजि िप जवजनयम 2021 द्वारा िाजसत इंटनजि िप को आग ेबढ़ान ेके जलए अनजं तम पिं ीकरण के जलए एक जविेिी मजे डकल स्नातक की योग्यता एक मेजडकल छात्र जिसन े जविेिों में स्नातक जचदकत्सा जििा पूरी की ह ै और आयोग के जविेिी मेजडकल ग्रेिुएट जवजनयमों में प्रिान की गई और लाग ू की गई आवश्यकताओं को परू ा दकया ह,ै ऐस े छात्रों अजनवायि रोटेरटंग इंटनिजिप के जलए पात्र होगा, बित े दक जनम्नजलजखत मानिडं परू े हों:

अ) ऊपर धारा 2.3 (2) म ें दिए गए उपबंधो के अनुसार राष्ट्रीय जनकास परीिा चरण चरण 1 के छह थ्योरी पेपर में स ेप्रत्येक में उत्तीणि हो । iii. भारत म ें जचदकत्सा की आधजु नक प्रणाली का अभ्यास करन े के जलए लाइससें िेन े की पात्रता और इस तरह के अभ्यास के जलए राष्ट्रीय जचदकत्सा रजिस्ट्टर / राज्य जचदकत्सा रजिस्ट्टर म ें पिं ीकृत होन े की पात्रता। भारतीय जचदकत्सा स्नातक या जविेिी जचदकत्सा स्नातक राष्ट्रीय जचदकत्सा रजिस्ट्टर / राज्य जचदकत्सा रजिस्ट्टर म ें पंिीकृत होन े के पात्र होंग े िैसा भी मामला हो और भारत म ें जचदकत्सा की आधुजनक प्रणाली का अभ्यास करन े के जलए लाइसेंस प्रिान दकया िाता है, बित े जनम्नजलजखत सभी को परू ा दकया िाए:

क) धारा 2.3 (4) (i) उपखंड (क) और (ख) या धारा 2.3 (4) (ii) म ें प्रिान की गई आवश्यकताओं को परू ा करन े के बाि लागू इंटनिजिप की उजचत अवजध पूरी कर ली ह।ै ख) राष्ट्रीय जनकास परीिा चरण 2 [व्यावहाठरक / नैिाजनक] परीिा उत्तीणि की ह ै िैसादक धारा 2.2 में लाग ू हो सकती ह।ै ग) राष्ट्रीय आयुर्विज्ञान आयोग के मेजडकल प्रैजक्टिनरों के पंिीकरण और प्रैजक्टस मेजडजसन जवजनयमों के लाइसेंस के अनुसार आवश्यकताओं की पूर्ति। घ) आयोग द्वारा समय-समय पर अजधसूजचत दकसी भी अन्य आवश्यकताओं को उपयिु माना िा सकता ह।ै[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 7 iv. आयोग द्वारा अनमु ोदित कॉलिे /सस्ट्ं थान म ें बोडि जविषे ता जवषयों म ें स्नातकोत्तर जचदकत्सा पाठ्यक्रमों म ें प्रविे के जलए पात्रता। वे सभी जिन्ह ेंअभ्यास करने के जलए लाइसेंस प्रिान दकया गया ह ैऔर िो इस तरह के अभ्यास के जलए राष्ट्रीय जचदकत्सा रजिस्ट्टर / राज्य जचदकत्सा रजिस्ट्टर म ें पंिीकृत ह,ैं उपयुिि धारा 2.3 (4) उपधारा

(iii) की आवश्यकताओं को परू ा करत े ह,ैं व्यापक रूप स े जवजिष्ट स्नातकोत्तर जचदकत्सा पाठ्यक्रमों म ें प्रवेि के जलए पात्र ह।ैं आयोग द्वारा अनुमोदित एक कॉलेि म ें जविेष जवषय म ें प्रवेि के जलए पात्र ह,ै बिते जनम्नजलजखत सभी मानिडं परू े हों- क) उपयुिि धारा 2.3 (4) उपधारा (iii) के अधीन प्रिान की गई आवश्यकताओं को पूरा करन े के जलए भारत म ें जचदकत्सा की आधुजनक प्रणाली का अभ्यास करन े के जलए पात्र माना गया ह ैऔर लाइसेंस दिया गया ह।ै ख) इस उद्देश्य के जलए आयोग द्वारा अनुमोदित नाजमत प्राजधकारी के माध्यम से आयोग द्वारा जनधािठरत तरीके से सामान्य परामि िमें भाग जलया हो । व्याख्या - वे सभी जिन्ह ें इस जवजनयम के िरूु होन े के पूवि अभ्यास करन े का लाईसेंस िारी दकया गया ह ै और िो राष्ट्रीय जचदकत्सा रजिस्ट्टर/राज्य जचदकत्सा रजिस्ट्टर म ें पंिीकृत ह ैं और िो ब्यपक जवजिष्टताओं वाले स्नाकोत्तर पठ्यक्रमों में प्रवेि पान े के इच्छुक हो, उन्ह े राष्ट्रीय जनकास परीिा के केवल चरण 1 म ें सजम्मजलत होन े की आवश्यकता ह ै। v. *उपयिुि के अलावा अन्य उद्देश्यों के जलए राष्ट्रीय जनकास परीिा स्ट्कोर का उपयोग [धारा 2.3 (4) की उपधारा (i) स े(iv)] भारत सरकार, राज्य सरकारें, भारत सरकार का कोई भी संगिन, राज्य सरकारें, कोई स्ट्वायत्त या जनिी जनकाय/संस्ट्था रोिगार, छात्रवृजत्त, फैलोजिप आदि िैसे उद्देश्यों के जलए राष्ट्रीय जनकास परीिा चरण 1 स्ट्कोर का उपयोग कर सकती ह।ैं *एमबीबीएस की जडग्री फाइनल एमबीबीएस पास करने और एक साल की इंटनिजिप सफलतापूविक पूरी करने के बाि प्रिान की िाएगी। अध्याय 3 सामान्य िानकारी

3.1 राष्ट्रीय जनकास परीिा चरण 1 के बारे म ेंिानकारी

1. राष्ट्रीय जनकास परीिा चरण 1 का उद्देश्य राष्ट्रीय जनकास परीिा चरण 1 उच्च गणु वत्ता वाले बहुजवकल्पीय प्रश्न (एमसीक्यू) पर आधाठरत एक व्यापक कंप्यूटर-आधाठरत परीिा होगी, िो वस्ट्तुपरकता सुजनजित करेगी और एक सुरजित तरीके से असंदिग्ध जनष्ठा के साथ राष्ट्रव्यापी जवतरण और संचालन का पालन करेगी। एमसीक्यू आइटम भारतीय मेजडकल स्नातक या जविेष रूप से भारत में जचदकत्सा की आधुजनक प्रणाली का अभ्यास करन े वाले स्नातक से अपेजित ििताओं से िुड ेज्ञान के उच्च ित्रे को संबोजधत करेंगे।

2. मिों का जवतरण और प्रश्नों का ज्ञान स्ट्तर i. जचदकत्सा जििा के उच्च ित्रे के मूल्यांकन को सुजनजित करन े के जलए, अजधकांि मिों म ें उच्च स्ट्तर की समझ, जवश्लेषणात्मक कौिल नैिाजनक समस्ट्या-समाधान का परीिण दकया िाएगा िो ििताओं से िडु े ह।ैं ii. राष्ट्रीय जनकास परीिा चरण 1 प्रारूप का उद्दश्े य मेजडकल छात्रों द्वारा रट्टा सीखन े को हतोत्साजहत करना ह।ै iii. केस जवगनेट्स/जक्लजनकल केस पठरिश्ृ य परीिा का मिबतू पैटनि होगा। iv. सभी जवषयों में एमसीक्यू आइटम लगभग जनम्नानुसार जवतठरत दकए िाएंग:े8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] ▪ समस्ट्या-समाधान और जवश्लेषणात्मक कौिल प्रकार 60-70% ▪ समझने की िजि 20-30% ▪ स्ट्मरण रखन े की प्रवृजत्त 5-10% हालांदक, जवतरण में बिलाव की उम्मीि की िा सकती ह ै v. ििताओं के अजधग्रहण से संबंजधत ज्ञान का स्ट्तर लगभग होगा:

3. पपे र और जवषयों का जवतरण i. राष्ट्रीय जनकास परीिा चरण 1 परीिा में प्रश्नों और समय आवंटन में संबंजधत वरीयता के साथ छह जवषय के पेपर होंगे। ii. फॉरेंजसक मेजडजसन एंड टॉजक्सकोलॉिी (एफएमटी) और कम्युजनटी मेजडजसन सजहत एमबीबीएस के अन्य सभी जवषयों के अनुप्रयिु पहलओंु को प्रासंजगक नैिाजनक जवषयों में मुख्य धारा म ेंिाजमल दकया िाएगा। iii. प्रत्येक पेपर म ेंलगभग 10% प्रश्न संबंजधत जवषयों के अनप्रु युि पहलओंु से संबंजधत होंगे। iv. जनम्नजलजखत ताजलका 1 प्रत्यके पेपर में जवषयों को संबंजधत मिों की संख्या और आवंठटत समय के साथ ििािता ह ै । पत्र जवषय मिों की संख्या अवजध

3.2 राष्ट्रीय जनकास परीिा चरण 2 के बारे म ेंिानकारी

1. अगल ेचरण 2 के सबं धं म ेंउद्देश्य अगला चरण 2 इंटनिजिप परू ा होने के बाि आयोजित की िान े वाली एक व्यापक व्यावहाठरक / नैिाजनक परीिा होगी जिसमें जविेष रूप से भारत में जचदकत्सा की आधुजनक प्रणाली के अभ्यास के जलए आवश्यक नैिाजनक जनिान, रोगी परीिा और नैिाजनक जनणिय लेन,े व्यावहाठरक और संचार कौिल म ेंििताओं का मूल्यांकन दकया िाएगा।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 9

2. मल्ू याकं न के तरीके प्रत्यके परीिा म ेंिाजमल होंग:े - • वास्ट्तजवक मामल े • वस्ट्तपु रक सरं जचत निै ाजनक परीिा (ओएससीई) • यदि सभं व हो तो अनकु रण संतोषिनक या असंतोषिनक प्रिििन की िमता के आधार पर ग्रेलडगं के केवल िो स्ट्तर होंग े"सिम" या "उत्तीणि"/"सिम नहीं" या "असफल"।

4. समय अनसु चू ी राष्ट्रीय जनकास परीिा चरण 2 की समय-सारणी और तौर-तरीके राष्ट्रीय जचदकत्सा आयोग और संबंजधत अजधकृत जवश्वजवद्यालयों/संस्ट्थानों द्वारा इंटनिजिप पूरा होने के बाि और उस वषि के स्नातकोत्तर पाठ्यक्रमों के जलए प्रवेि प्रदक्रया से पहल े तय दकए िाएंगे।

3.3 राष्ट्रीय जनकास परीिा और सबं जं धत घटनाओं की समय साठरणी राष्ट्रीय जनकास परीिा, इंटनिजिप और जवस्ट्ततृ जविेषज्ञता स्नातकोत्तर पाठ्यक्रमों म ें प्रवेि की पूरी प्रदक्रया की समय- सारणी आयोग और आयोग द्वारा अजधकृत अन्य जनकायों द्वारा घोजषत की िाएगी। प्रस्ट्ताजवत/संभाजवत समय-सारणी नीचे िी गई ताजलका में िी गई ह,ै िो समय-समय पर आवश्यक पठरवतनि ों के अधीन ह ैऔर उजचत रूप से अजधसूजचत की गई ह।ै क्र.सं. कायिक्रम परीिा/िरूु होन े की तारीख पठरणाम/पणू ि होन े की जतजथ

NOTIFICATION New Delhi, the 27th June, 2023 F. No. CDN-19012/15/2022/Coord.-NMC.—In exercise of the overall powers conferred upon the National Medical Commission in general and particularly vide Section 15 read with Section 57 of the National Medical Commission Act, 2019 [Act 30 of 2019], the National Medical Commission hereby make the following Regulations, namely-

Chapter 1 PRELIMINARY, SHORT-TITLE, DEFINITIONS

1. Short Title and Commencement a) These regulations shall be called the “NMC, National Exit Test Regulations, 2023.’’ b) These Regulations shall come into force at once from the date of their publication in the official Gazette.

2. Definitions a) “Act” shall mean the National Medical Commission Act, 2019 (Act 30 of 2019). b) “Chairperson” shall mean the Chairperson of the National Medical Commission appointed under Section 5 of the Act.

c) "Commission" or "NMC" means the National Medical Commission constituted under Section 3 of the Act. d) "Council" or "MAC" means the Medical Advisory Council constituted under section 11 of the Act. e) "Foreign Medical Graduate" shall mean a graduate with a medical degree from any country other than India;

and recognized for registration to practice modern system of medicine in India subject to fulfillment of requirements and conditions as may be notified and applicable by the appropriate bodies and the Government of India from time to time.

f) "Member" shall mean a Member of the Commission appointed under Section 5 of the Act and shall include the Chairperson thereof. g) "NExT": shall be the abbreviated form for National Exit Test as specified in the Act.

h) "Notification" means notification published in the Official Gazette of India and the expression "notify" shall be construed accordingly. i) "Prescribed" means prescribed by rules made under this Act.

j) "President" means the President of an Autonomous Board appointed under Section 18 of the Act. k) "Recognized medical qualification" means a medical qualification recognized under Sections 35 or 36 or 37or 40, of the Act, as the case may be.

l) "Regulations" means the Regulations made by the Commission under this Act. m) "Schedule" means the Schedule of this Act.

Interpretation – Words and phrases used in these Regulations which are not defined here, but defined in the National Medical Commission Act, 2019 shall have the same meaning assigned to them there.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 11

3. General

1. The Commission or an appropriate body or authority or institution as approved by the Commission shall conduct the National Exit Test as specified hereunder.

2. The National Exit Test (NExT) shall form the basis of: i. Certifying the eligibility of the medical graduate to register to practice the modern system of medicine in India and therefore serve as a Licentiate Examination.

ii. Determining the eligibility and ranking for the purpose of admission of those desirous of pursuing further Postgraduate Medical Education in the country in broad medical specialities and therefore serve as an entrance Examination for admission to courses of Postgraduate Medical Education.

3. The following shall undertake the National Exit Test (NExT) i. All undergraduate medical students pursuing the degree of MBBS in all Medical Colleges as approved by the National Medical Commission including Institutes of National Importance.

ii. All Foreign Medical Graduates fulfilling the requirement of foreign medical graduate Licentiate Regulation by the National Medical Commission for the purpose of obtaining a licence to practice medicine as a registered medical practitioner in India and for enrollment in the State Register or the National Register, as the case may be in such manner as may be specified by regulations.

iii. Any other person with a Medical Degree for purposes such as pursuing an academic course, observership or any other purposes as may be specified and approved by the National Medical Commission through due notification or regulations from time to time.

iv. All those who have been granted a Licence to practice and are Registered in the National Medical Register / State Medical Register as the case may as per applicable regulation at that time for such practice &who wish to take admission to Postgraduate courses in broad specialities.

4. The Commission shall specify, from time to time, by appropriate regulations and /or notification the applicable manner of utilizing the results of the NExT for the purpose of admission to Postgraduate Courses in broad medical specialties through mechanisms such as common counselling by designated authority.

5. It is implied that whenever the NExT is in force, the corresponding equivalent existing Examinations shall be phased out/cease to be applicable for the purpose for which the NExT shall be appropriate. However, if for previous batches the existing examinations are applicable as may be decided by the Commission, then the existing examinations shall continue for such time as deemed appropriate to the Commission with the understanding that the NEXT shall eventually replace the corresponding equivalent existing examinations.

The use of scores and normalization of different examinations and the NEXT, when applicable concurrently, for such purpose as may be appropriate, shall be determined as and when necessary and notified by the Commission.

Chapter 2 Broad outline and General Features of the NExT

2.1 NExT Step 1 i. NExT Step 1 shall be a Theory Examination. ii. The Questions shall be one or more than one type of Multiple-Choice Type. iii. The Examinations shall be conducted through a Computer Based Online mode.

iv. The Commission will specify by regulations and/or by notification the manner of conducting common counselling by the designated authority for admission to the postgraduate broad- specialties seats in the medical institutions. The Government of India will decide and notify the agency of counseling of all broad specialties postgraduate seats.

v. The Examination shall consist of Six papers covering subjects of III MBBS /Final MBBS, both Part 1 and Part 2: ▪ Medicine and allied disciplines ▪ Surgery and allied disciplines ▪ Obstetrics and Gynaecology12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] ▪ Paediatrics ▪ Otorhinolaryngology ▪ Ophthalmology (Applied aspects of all subjects covered under I MBBS and II MBBS & Applied aspects of all subjects covered under III MBBS /Final MBBS Part 1) vi. All those students who have completed the III MBBS /Final MBBS course from a medical college approved/recognized by the Commission shall be eligible to appear in the examination.

vii. There shall be regular NExT Step 1 Examinations held twice a year in the months of May and November or any other time as may be notified by the Commission. viii. There is no restriction to the number of attempts to appear in NExT Step 1 provided the candidate has passed both NExT Step 1 and NExT Step 2 Examination within 10 years of joining the MBBS Course.

ix. There is no restriction to the number of attempts to appear in the NExT Step 1 Examination to improve scores provided these examinations for improvement of scores are taken after completion of NExT Step 2. Candidate is not entitled to appear in NExT step I for improvement of score till completion of NExT 2.

x. The NEXT Step 1 shall replace the conventional university/institutional Theory Examinations of III MBBS /Final MBBS Part II. III MBBS /Final MBBS Part 1 and III MBBS/ Final MBBS Part II Practical/ clinical examinations shall continue to be held conventionally unless otherwise notified by the Commission.

2.2 NExT Step 2 i. NEXT Step 2 shall be a Practical /Clinical and Viva Voce Examination covering seven clinical subjects/disciplines. ▪ Medicine and allied disciplines ▪ Surgery and allied disciplines ▪ Obstetrics and Gynaecology ▪ Paediatrics ▪ Otorhinolaryngology ▪ Ophthalmology ▪ Orthopaedics and PMR (Physical Medicine and Rehabilitation) ii. The examination shall be Objective Structured, Clinical Case Based, Simulated Cases /Patients aimed at evaluating Practical /Clinical skills, clinical decision-making and communication skills expected of an Indian Medical Graduate.

iii. The examination shall be held in person and shall be conducted by the respective state Health Universities / Institutions following the standards and guidelines provided by the Commission.

Where state Health Universities do not exist, the Commission shall decide on the University/ Institution authorized to conduct NExT Step 2 for respective colleges. iv. There shall be a Regular NExT Step 2 Examination twice a year.

v. A NExT Step 2 Supplementary Examination shall be held twice a year and is restricted to only those candidates who have failed in one or more of the seven subjects and are required to repeat subjects.

If a candidate fails in more than three subjects, she/He must appear in all the seven subjects afresh in supplementary examination. vi. There is no restriction to the number of attempts to appear in NExT Step 2 provided the candidate has passed NExT Step 1 and NExT Step 2 Examination within 10 years of joining the MBBS Course.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 13

2.3 NExT Score

1. Nature of Scoring i. The marks in NExT Step 1 shall be calculated as whole number which shall serve as the Raw Scores with appropriate decimals and subsequently corresponding Percentages [marks out of a maximum of 100] with appropriate decimals may be calculated if required.

ii. NExT 2 Examinations results shall be declared as only Pass/Fail based on the acquisition of appropriate competence that is being evaluated.

2. Minimum scores to Pass: i. The minimum marks for passing shall be 50% [50out of 100] OR half of the maximum possible Raw scores for NExT Step-1. ii. For the NExT Step-1, in each of the six papers a minimum of 50% [ 50 out of 100] OR half of the maximum possible Raw Scores should be scored to pass the examination.

For calculations of above candidate score across NExT-Step-1 examination cycle will be considered.

Explanation 1: Candidate A has scored minimum passing marks in 2 subjects and failed in 4 subjects. He/ She can appear in NExT exam cycle of NExT Step-1 and if She/He has scored the minimum passing marks in rest 4 subject then He/ She will be considered to have fulfilled the above criteria.

Explanation 2: Candidate A has scored minimum passing mark in 2 subjects and failed in 4 subjects. He/ She can appear in NExT exam cycle of NExT Step-1 and if She/He has scored the minimum passing marks in 2 subjects then She/ He can appear in NExT exam cycle of NExT Step-1 and if She/he has scored the minimum passing marks in remaining 2 subjects then She/he will be considered to have fulfilled the above criteria.

3. Calculation of NExT Step 1 scores for determining merit for the purpose of admission to Postgraduate courses in broad specialties i. for the purpose of determining merit for admission to broad specialty Postgraduate Course shall be calculated from the sum of raw scores obtained in each paper /subject in single NExT step-1 examination only.

ii. For determining merit for admission to broad -specialty Postgraduate Course the NEXT Step-1 scores shall remain valid for five years. However, if candidate is appeared in NExTexam cycle of NExT step-1 then previous NExT step-1 score would be invalid for determination of rank for admission into Postgraduate courses in broad specialties and only last attempt NExT step-1 score would be considered for determination of the rank.

iii. To determine rank for admission into Postgraduate courses in broad specialties in an academic year, the candidate need to apply generation of a rank in a manner as prescribed by the Commission time to time. Only those candidates who have applied for generation of rank will be entitled for admission in that academic year cycle.

iv. Tie breaker rule for generation of rank: a) The Normalized sum of raw scores obtained in each paper /subject in single NExT step-1 examination. Method of Normalization of sum of raw scores for across NExT Step-I examination cycle will be notified as and when necessary, by the commission.

b) Candidate with Lower attempts of NExT step-1 will be given higher rank. c) Candidate with Higher marks in following order of preference will be given higher

rank:

1. Medicine and allied disciplines

2. Surgery and allied disciplines

3. Obstetrics and Gynaecology

4. Paediatrics

5. Otorhinolaryngology

4. Utility of NExT Scores i. Eligibility of an Indian Medical Graduate for Provisional registration to pursue Internship as governed by the Compulsory Rotating Medical Internship Regulations 2021of the National Medical Commission A Medical student from a college recognized by the Commission for imparting undergraduate medical education shall be eligible for Compulsory Rotating Internship provided all of the following

criteria are met: a) Pass in each of the six Theory Papers of NExT Step-1 as provided in Section 2.3 (2) as indicated above.

AND b) Pass in III MBBS/ Final MBBS (Part 2) Practical / Clinical Examination as regulated by the concerned University/Institution ii. Eligibility of a Foreign Medical Graduate for Provisional Registration to pursue Internship as governed by the Compulsory Rotating Medical Internship Regulations2021 of the National Medical Commission A medical student who has completed undergraduate medical education overseas and has fulfilled the applicable requirements provided in the Foreign Medical Graduate Regulations of the Commission shall be eligible for Compulsory Rotating Internship as approved for such students

provided the following criteria are met: a) Pass in each of the six Theory Papers of NExT Step 1 as provided in Section 2.3 (2) as indicated above. iii. Eligibility for grant of Licence to practice modern system of medicine in India and eligibility to be registered in the National Medical Register / State Medical Registers for such practice.

Indian Medical graduate or foreign medical graduate shall be eligible to be registered in the National Medical Register / State Medical Register as the case may be andlicence to practice modern system of

medicine in India provided all of the following are met with: a) Has completed the appropriate duration of Internship as applicable, having fulfilled the requirements provided in Section 2.3 (4) (i) Subsection (a) and (b) or Section 2.3 (4)

(ii) as may be applicable. b) Has passed the NExT Step 2[Practical / Clinical] Examination provided in Section 2.2 as may be applicable. c) Fulfillment of requirements as per Registration of Medical Practitioners and Licence to Practice Medicine Regulations, of the National Medical Commission.

d) Any other requirements may be considered appropriate by the Commission as notified from time to time. iv. Eligibility for admission to Postgraduate Medical Courses in Board specialty subjects in a college/institution approved by the Commission.

All those who have been granted Licence to practice and are Registered in the National Medical Register / State Medical Register for such practice having fulfilled the requirements in Section 2.3

(4) Subsection (iii) above, are eligible for admission to Postgraduate Medical Courses in broad specialty subjects in a college approved by the Commission provided all of the following criteria are met with-.

a) Has been eligible and granted Licence to practice modern system of medicine in India having fulfilled the requirements provided under Section 2.3 (4) Subsection (iii) above. b) Has participated in the manner of common counselling as prescribed by the Commission through designated authority approved by the Commission for the purpose.

Explanation:- All those who have been granted a Licence to practice and are Registered in the National Medical Register / State Medical Register before the commencement of this regulation & who wish to take admission to Postgraduate courses in broad specialities need to appear in NExT Step-I Only.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 15 v. *Utilization of NExT Scores for purposes other than above [Section 2.3 (4) Subsections (i) to

(iv)] The Government of India, the State Governments, any organization of the Government of India, the State Governments, any autonomous or private body /institution may utilize the NExT Step 1 scores for purpose such as employment, scholarship, fellowship etc.

*MBBS degree will be awarded after passing of Final MBBS and successful completion of one-year internship.

CHAPTER 3 GENERAL INFORMATION

3.1 Information regarding NExT Step 1

1. The objective of NExT Step 1 The NExT Step 1 will be a comprehensive computer-based examination based on high-quality Multiple- Choice Questions (MCQs) ensuring objectivity and following nation-wide delivery and conduction with robust fidelity in a secure manner. The MCQ items would address higher domains of knowledge aligned to competencies expected of an Indian Medical Graduate or a graduate practicing modern system of medicine especially in India.

2. Distribution of Items and knowledge level of Questions i. To ensure assessment of higher domains of medical learning, a majority of items shall test higher level comprehension, analytical skills clinical problem-solving that are aligned to competencies.

ii. NExT Step 1 format is intended to discourage rote learning by medical students. iii. Case vignettes / clinical case scenarios shall be the overwhelming Pattern of examination. iv. MCQ items in all subjects shall be distributed approximately as follows:

• Problems-solving and analytical skill types 60-70% • Comprehension type 20-30% • Recall type 05-15% However, variations in the distribution may be expected. v. The level of Knowledge related to the acquisition of competencies shall be approximately:

• Must Know 60% • Nice to Know 30% • May Know 10%

3. Papers and Distribution of Subjects i. The NExT Step 1 examination will have six subject papers with respective weightage in items and time allocation. ii. Applied aspects of all other subjects of MBBS including Forensic Medicine and Toxicology (FMT) and Community Medicine will be mainstreamed into the relevant clinical subjects.

iii. In each paper approximately 10% items will pertain to applied aspects of related subjects. iv. The following Table 1 provides the subjects in each paper with respective number of items and time allotted.

3.2 Information regarding NExT Step 2

1. Objective regarding NEXT Step 2 The NEXT Step 2 shall be a comprehensive practical / clinical examination to be conducted after completion of Internship that evaluated competencies in clinical diagnosis, patient examination and clinical decision- making, practical and communication skills necessary for practice of modern system of medicine especially in India.

2. Evaluation methods

Each examination would comprise of: - • Actual cases • Objective Structured Clinical Examination (OSCE) • Simulations if possible Depending on the ability of satisfactory or unsatisfactory performance there shall be only two level of grading "Competent or "Pass" / "Not Competent" or "Fail."

3. Distribution of Subjects The following subjects shall be evaluated during NExT Step 2: i. Medicine and allied subjects ii. Surgery and allied subjects iii. Obstetrics and Gynaecology iv. Paediatrics v. Otorhinolaryngology vi. Ophthalmology vii. Orthopaedics and Physical Medicine & Rehabilitation (PMR)

4. Time Schedule The time schedule and modalities of NExT Step 2 shall be decided by the National Medical Commission and the respective authorized Universities / Institutions after completions of internship and prior to the admission process for the Postgraduate Courses of that year.

3.3 Time Schedule of NExT Examination and associated events The time schedule of the entire process of NExT Examination, internship and admission to broad specialty Postgraduate courses shall be announced by the Commission and other bodies authorized by the Commission.

The proposed / likely time schedules are provided in the table below subject to changes as may be necessary from time to time and duly notified appropriately.
