1. सजं क्षप्त िीर्का और प्रारंभ- (1) इन जनयमों का संजक्षप्त नाम आयुर्वेद जिक्षण और अनुसंधान संस्ट्थान, स्नातकोत्तर-फामेसी जनयम, 2024 ह।ै

(2) य ेरािपत्र में उनके प्रकािन की तारीख से प्रर्वृत्त होंगे।

2. पररभार्ाए-ँ (1) इन जनयमों में, िब तक दक संदभा से अन्यथा अपेजक्षत न हो- (क) "अजधजनयम" का अथ ाह ैआयुर्वेद जिक्षण और अनुसंधान संस्ट्थान अजधजनयम, 2020 (2020 का 16); (ख) "आर्वेदक" का अथा उस व्यजि से ह ै िो जनधााररत आर्वेदन पत्र म ें संस्ट्थान के आयुर्वदे के स्नातकोत्तर-फामेसी जडग्री कायाक्रमों में प्रर्वेि के जलए आर्वदे न करता ह;ै (ग) "सह-मागदा िाक" या "सह-पयार्वेक्षक" का अथा िहा ं कही भी आर्वश्यक हो, एक अजतररि मागादिाक या पयार्वेक्षक स े है, जिसे स्ट्कॉलर के अनुसंधान काया की जनगरानी या मागादिान करने के जलए जर्वभागीय अनुसधं ान सजमजत द्वारा अनुमोददत दकया गया ह ैऔर सह-मागदा िका या सह-पयार्वेक्षक संस्ट्थान के पूणाकाजलक फैकल्टी हो सकते ह ैअथर्वा नहीं भी। 1669 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (घ) "सह-प्रधान अन्र्वेर्क" का अथ ा िहां कही भी आर्वश्यक हो, एक अजतररि अन्र्वेर्क स े ह,ै जिस े संस्ट्थागत अनुसंधान सजमजत द्वारा अनुसंधान पररयोिना के जलए प्रधान अन्र्वेर्क की सहायता के जलए अनुमोददत दकया गया हो और र्वह संस्ट्थान का पूणाकाजलक फैकल्टी भी हो भी सकता ह ैऔर नहीं भी। (ङ) "परीक्षा जनयंत्रक" का अथ ासंस्ट्थान के सक्षम प्राजधकारी द्वारा जनयुि परीक्षा जनयंत्रक से है;

(च) "गाइड" या "पयार्वेक्षक" का अथ ा संस्ट्थान की पूणाकाजलक फैकल्टी से ह ै जिसे अकादजमक पररर्द द्वारा िोध स्ट्कॉलर के िोध काया का मागदा िान या पयर्वा ेक्षण करने के जलए अनुमोददत दकया गया है; (छ) "प्रधान अन्र्वेर्क" का अथा संस्ट्थान द्वारा अनुसंधान पररयोिना के जलए नाजमत व्यजि स ेह,ै िो पररयोिना के जनष्पादन के दौरान पररयोिना से संबंजधत मामलों और बौजिक संपदा के सृिन के संबंध म ें संस्ट्थागत अनुसंधान सजमजत के साथ संर्वाद करता ह।ै (ि) "स्ट्कॉलर" का अथा उस व्यजि स े ह ै जिसे स्नातकोत्तर जडग्री कायाक्रम म ें प्रर्वेि ददया गया ह ै और िो इन जनयमों का अनुपालन करता ह;ै (झ) "जिक्षक" का अथा ह ैजनयजमत आधार पर संस्ट्थान में लेक्चरर या सहायक प्रोफेसर, रीडर या सह-प्राध्यापक, प्राध्यापक, फामााकोलॉजिस्ट्ट, फामाास्ट्युरटकल केजमस्ट्ट, फामााकोग्नोजसस्ट्ट, बायोकेजमस्ट्ट और माइक्रोबायोलॉजिस्ट्ट के रूप में जनयिु दकया गया व्यजि,

(2) यहां प्रयिु और पररभाजर्त नहीं दकए गए लेदकन अजधजनयम में पररभाजर्त िब्दों और अजभव्यजियों का र्वही अथ ा होगा िो उन्ह ेंअजधजनयम में ददया गया ह।ै

3. प्रर्विे सजमजत- (1) एक प्रर्विे सजमजत होगी जिसमें जनम्नजलजखत सदस्ट्य होंगे, अथाात्:- सस्ट्ं थान की प्रर्विे सजमजत

1. जनदेिक अध्यक्ष;

2. उपजनदेिक (फामेसी) सदस्ट्य;

3. डीन(िक्षै जणक) सदस्ट्य;

4. प्रयोगिालाओं के प्रमुख (फामााकोलॉिी, फामाास्ट्युरटकल रसायन सदस्ट्य; और जर्वज्ञान, फामााकोग्नॉसी की प्रयोगिाला)।

5. जर्वभागाध्यक्ष (रसिास्त्र एर्व ं भर्ै ज्यकल्पना एर्व ंद्रव्यगुण जर्वभाग) सदस्ट्य

(2) प्रर्वेि सजमजत इन जनयमों के अनुसार परामिा, साक्षात्कार और प्रर्वेि प्रदक्रया के संचालन के जलए उत्तरदायी होगी और प्रर्वेि प्रदक्रया का संचालन करन े के जलए प्रत्येक र्वर् ा संस्ट्थान के जनदेिक द्वारा प्रर्वेि सजमजत का गठन दकया िाएगा।

(3) बैठक का कोरम पूरा करन ेके जलए न्यूनतम पचास प्रजतित सदस्ट्यों की आर्वश्यकता होती ह।ै

4. सस्ट्ं थागत अनसु धं ान सजमजत- (1) एक संस्ट्थागत अनुसंधान सजमजत होगी जिसमें जनम्नजलजखत सदस्ट्य होंगे, अथाात:् - सस्ट्ं थान की सस्ट्ं थागत अनसु धं ान सजमजत

1. जनदेिक अध्यक्ष;

2. उपजनदेिक (स्नातकोत्तर) सदस्ट्य;

3. उपजनदेिक (फामेसी) सदस्ट्य;

4. डीन(िक्षै जणक) सदस्ट्य;

5. सदस्ट्य-सजचर्व, संस्ट्थागत आचार सजमजत सदस्ट्य;

6. सदस्ट्य-सजचर्व, संस्ट्थागत पि ुआचार सजमजत सदस्ट्य;

7. िैर्वसांजययकीजर्वद ् सदस्ट्य;

8. अध्यक्ष द्वारा रोटेिन के आधार पर नाजमत बायोकैजमस्ट्री या पैथोलॉिी सदस्ट्य; या माइक्रोबायोलॉिी प्रमुख[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3

9. अध्यक्ष द्वारा रोटेिन के आधार पर नाजमत फामााकोलॉिी या सदस्ट्य; फामाास्ट्युरटकल केजमस्ट्री या फामााकोग्नॉसी प्रमुख

10. अध्यक्ष द्वारा रोटेिन के आधार पर नाजमत जिक्षण जर्वभागों के तीन सदस्ट्य; प्रमुख

11. संस्ट्थान के लेखा अनुभाग का प्रमुख सदस्ट्य;

12. जनदेिक द्वारा आर्वश्यकतानुसार नाजमत आमंजत्रत बाहरी जर्विेर्ज्ञ सदस्ट्य; और

13. डीन (अनुसंधान) सदस्ट्य-सजचर्व

(2) संस्ट्थागत अनुसंधान सजमजत का गठन जनदिे क द्वारा तीन र्वर्ा की अर्वजध के जलए डीन (अनुसंधान) की अनिु ंसा पर दकया िाएगा।

(3) जसफाररिें करते समय, संस्ट्थागत अनुसंधान सजमजत यह सुजनजित करेगी दक जसफाररिें इन जर्वजनयमों के अनरूु प की गई ह।ैं

(4) सस्ट्ं थागत अनुसंधान सजमजत के पास जनम्नजलजखत िजियां और काया होंगे, अथाात्: - (क) संस्ट्थान की अनुसंधान गजतजर्वजधयों की समीक्षा और जनगरानी करना; (ख) अनुसंधान प्रस्ट्तार्वों और अन्य अनुसंधान पररयोिना से सबं ंजधत मामलों की समीक्षा और अनुमोदन करना;

(ग) जर्वभागीय अनुसंधान सजमजत की जसफाररिों की िांच करना और उजचत जनणाय लने ा; (घ) प्रस्ट्ताजर्वत प्रायोजित अनुसधं ान काय ा या पररयोिना की प्रकृजत, उद्देश्य, गणु र्वत्ता और व्यर्वहायाता जनधााररत करने के जलए प्रायोिक एिेंजसयों के आर्वेदनों की िांच करना और यदद कोई हो तो उसे मंिूरी देना और आर्वश्यक जसफाररिें करना;

(ङ) प्रस्ट्ताजर्वत प्रायोजित अनुसधं ान काया या पररयोिना के जलए प्रधान अन्र्वेर्क की जनयुजि करना; (च) सह-प्रधान अन्र्वेर्क, यदद कोई हो, को प्राथजमकता देकर जर्विेर् पररजस्ट्थजतयों में अनुसधं ान पररयोिनाओं के प्रधान अन्र्वेर्क से बदलना;

(छ) दकसी भी प्रजतजित सगं ठन या एिेंजसयों के साथ समझौता ज्ञापन की समीक्षा और अनिु ंसा करना।

(5) सस्ट्ं थागत अनुसंधान सजमजत र्वर्ा म ेंत्रैमाजसक या कम से कम दो बार बैठक करेगी: बिते दक, संस्ट्थागत अनुसंधान सजमजत के अध्यक्ष अनुसंधान संबंधी गजतजर्वजधयों पर चचा ा करन े के जलए दकसी भी समय बैठक बुलाएंगे।

(6) संस्ट्थागत अनुसंधान सजमजत की प्रत्येक बैठक के बाद सदस्ट्य-सजचर्व बैठक का कायार्वृत्त तैयार करेगा और सदस्ट्यों के बीच जर्वतरण के बाद अध्यक्ष के अनमु ोदन स े सदस्ट्य-सजचर्व द्वारा हस्ट्ताक्षररत दकया िाएगा और कायार्वृत्त की प्रजत जनदेिक और परीक्षा जनयंत्रक तथा अन्य संबंजधतों को भेंिी िाएगी।

(7) बैठक का कोरम पूरा करन ेके जलए न्यूनतम पचास प्रजतित सदस्ट्यों की आर्वश्यकता होती ह।ै

5. जर्वभागीय अनसु धं ान सजमजत- (1) जनदेिक द्वारा फामेसी के प्रत्येक जर्वभाग के जलए एक जर्वभागीय अनुसंधान सजमजत का गठन दकया िाएगा।

(2) जर्वभागों के पणू ा जर्वकास के बाद संस्ट्थान द्वारा प्रत्येक जर्वभाग की जर्वभागीय अनुसंधान सजमजत अलग से गरठत की िाएगी और तब तक, र्वतामान जर्वभागीय अनुसंधान सजमजत िारी रह सकती ह।ै4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(3) सामान्य जर्वभागीय अनुसंधान सजमजत म ें न्यूनतम पांच सदस्ट्य होंग े और कोरम पूरा करन े के जलए न्यनू तम तीन सदस्ट्यों की आर्वश्यकता होगी।

(4) पीएचडी जडग्री र्वाले जनयजमत फैकल्टी जर्वभागीय अनुसंधान सजमजत के सदस्ट्य होंगे और जर्वभागीय अनुसंधान सजमजत म ें जनम्नजलजखत सदस्ट्य होंगे: - (क) मास्ट्टर ऑफ फामेसी (आयर्वु ेद) की जर्वभागीय अनुसंधान सजमजत, -

1. रसिास्त्र एर्वं भैर्ज्य कल्पना के जर्वभाग के प्रमुख अध्यक्ष;

2. द्रव्यगुण जर्वभाग के प्रमुख सदस्ट्य;

3. रसिास्त्र एर्वं भैर्ज्य कल्पना जर्वभाग से एक प्राध्यापक या सह- सदस्ट्य; और प्राध्यापक

4. फामााकोलॉिी, फामाास्ट्युरटकल केजमस्ट्री और फामााकोग्नॉसी जर्वभाग के सदस्ट्य प्रमुख (ख) मास्ट्टर ऑफ साइंस (मेडीजसनल पलांट्स) की जर्वभागीय अनुसंधान सजमजत –

1. द्रव्यगुण जर्वभाग का प्रमुख अध्यक्ष;

2. रसिास्त्र एर्वं भैर्ज्य कल्पना जर्वभाग के प्रमुख सदस्ट्य;

3. द्रव्यगुण जर्वभाग से एक प्रोफेसर या सह-प्राध्यापक सदस्ट्य; और

4. फामााकोलॉिी, फामाास्ट्युरटकल केजमस्ट्री और फामााकोग्नॉसी जर्वभाग के सदस्ट्य प्रमुख

(5) जर्वभागीय अनुसंधान सजमजत अपने एक सदस्ट्य को सदस्ट्य सजचर्व जनयुि करेगी।

(6) डीन (अनुसंधान) को दकसी भी जर्वभागीय अनुसंधान सजमजत की बैठक में भाग लेन े का अजधकार ददया गया ह ै और उसे जर्विेर् बैठक का सदस्ट्य माना िाएगा।

(7) अध्यक्ष प्राध्यापक के श्रेणी का होगा और उसकी अनुपलब्धता की जस्ट्थजत में जनदिे क सामान्य जर्वभागीय अनुसंधान सजमजत के सदस्ट्यों में स ेदकसी एक उपयुाि व्यजि को अध्यक्ष के रूप में जनयिु कर सकता ह।ै

(8) जर्वभागीय अनुसंधान सजमजत के अध्यक्ष के पास संस्ट्थान के कमाचाररयों में स े ऐसे सदस्ट्यों को अस्ट्थायी सदस्ट्य के रूप म ें चुनने का अजधकार होगा िो उनके जर्वचार-जर्वमिा म ेंसहायक हो सकता ह।ै

(9) संबंजधत मागादिाक या पयर्वा ेक्षक या सह-मागादिाक या सह-पयार्वेक्षक को केर्वल उनके पयार्वेक्षण के तहत स्ट्कॉलरों की प्रस्ट्तुजत के दौरान जर्वभागीय अनुसंधान सजमजत की बैठक म ेंभाग लेन े के जलए आमंजत्रत दकया िाएगा।

(10) जर्वभागीय अनुसंधान सजमजत आर्वश्यकता पड़ने पर या कम से कम त्रैमाजसक बैठक करेगी।

(11) जर्वभागीय अनुसंधान सजमजत के पास जनम्नजलजखत िजियां और काया होंगे, अथाात:् - (क) अनुसंधान के उस क्षेत्र को मंिूरी देना जिसमें स्ट्कॉलरों को अनुसंधान करन े की जसफाररि की िाएगी; (ख) यदद आर्वश्यक हो, तो औजचत्य के साथ मागादिाक या पयर्वा ेक्षक को बदलन े की जसफाररि करना; और (ग) िोध कायों की प्रगजत ररपोटा का मूल्यांकन करना और िोध काया से संबंजधत अन्य सभी मुद्दों पर चचाा करना।

(12) जर्वभागीय अनुसंधान सजमजत की प्रत्येक बैठक के बाद जर्वभागीय अनुसंधान सजमजत का सदस्ट्य-सजचर्व बैठक का कायार्वृत्त तैयार करेगा और सदस्ट्यों के बीच जर्वतरण करन े के बाद, उस पर सदस्ट्य-सजचर्व और जर्वभागीय अनुसंधान सजमजत के अध्यक्ष द्वारा हस्ट्ताक्षर दकए िाएंगे।

(13) कायार्वृत्त की एक प्रजत डीन (िैक्षजणक) और डीन (अनुसधं ान) को भेिी िाएगी।

(14) जर्वभागीय अनुसंधान सजमजत में दकसी भी जर्वर्वाद की जस्ट्थजत में, मामला संस्ट्थागत अनुसंधान सजमजत को भेिा िाएगा, जिसका जनणाय अंजतम और बाध्यकारी होगा।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5

6. स्नातकोत्तर जडग्री कायक्रा म म ें उपलब्ध जर्विर्े ज्ञताएं:- (1) संस्ट्थान जनयम 6 के उप-जनयम (2) के भाग (क) और (ख) म ें दकए गए उल्लेख के अनुसार जर्वजभन्न जर्विेर्ज्ञताओं में स्नातकोत्तर जडग्री प्रदान करेगा।

(2) जनम्नजलजखत जर्विेर्ज्ञता और जर्वभागों में स्नातकोत्तर जडग्री की अनुमजत दी िाएगी, अथाात:् - (क) ताजलका के कॉलम (4) म ें उजल्लजखत मास्ट्टर ऑफ फामेसी (आयुर्वेद) उपाजध कायाक्रम को ताजलका के कॉलम (2) और

(3) म ेंउजल्लजखत जर्विेर्ज्ञता और जर्वभाग में अनुमजत दी िाएगी– ताजलका क्र. जर्विर्े ज्ञता का नाम जर्वभाग जिसम ें फामसे ी- कायक्रा म और जर्विर्े ज्ञता परू ा स्नातकोत्तर उपाजध सचं ाजलत की करन े के बाद प्रदान की िाने स.ं िानी ह ै र्वाली उपाजध

7. स्नातकोत्तर उपाजध कायक्रा म म ें प्रर्विे के जलए पात्रता- (1) मास्ट्टर ऑफ फामेसी (आयुर्वेद) उपाजध कायाक्रम में प्रर्वेि के जलए, अभ्यथी दकसी मान्यता प्राप्त जर्वश्वजर्वद्यालय से बी.फामाा (आयुर्वेद) होना चाजहए।

(2) मास्ट्टर ऑफ साइंसेि (मडे ीजसनल पलांट्स) उपाजध कायाक्रम में प्रर्वेि के जलए, अभ्यर्थायों को जर्वज्ञान (अध्ययन के एक जर्वर्य के रूप म ें र्वनस्ट्पजत जर्वज्ञान- बोटनी) फामेसी, कृजर्, आयुर्वेद, जसि, यनू ानी या इसके समकक्ष र्वैधाजनक जर्वश्वजर्वद्यालय या केंद्रीय भारतीय जचदकत्सा पररर्द द्वारा मान्यता प्राप्त र्वैधाजनक जनकाय द्वारा दी िाने र्वाली समतुल्य जर्वर्य में स्नातक उपाजध होनी चाजहए।

8. प्रर्विे की जतजथ- स्नातकोत्तर उपाजध कायाक्रम में प्रर्वेि र्वर् ा म ें एक बार, अजधमानतः प्रत्येक कैलेंडर र्वर् ा के अगस्ट्त-जसतंबर के महीने में होगा।

9. प्रर्विे का तरीका- (1) संस्ट्थान की फामेसी की प्रर्वेि सजमजत प्रर्वेि प्रदक्रया का संचालन करेगी।

(2) प्रर्वेि सजमजत के अध्यक्ष प्रर्वेि प्रदक्रया से संबंजधत गोपनीय कायों के जलए उप-सजमजतयों की जनयुजि करेंगे।

(3) मास्ट्टर ऑफ फामेसी (आयुर्वेद) म ें प्रर्वेि के जलए, अभ्यथी को संस्ट्थान द्वारा जनधााररत योग्यता मानदंडों के अनुसार स्नातकोत्तर प्रर्वेि परीक्षा उत्तीणा करनी होगी और इस उद्देश्य के जलए अभ्यथी को एक जनधााररत आर्वेदन पत्र म ें संस्ट्थान द्वारा जनधााररत जतजथ के भीतर और समय-समय पर घोजर्त िुल्क ऑनलाइन मोड के माध्यम से भुगतान करके आर्वेदन करना होगा, िो संस्ट्थान की र्वेबसाइट पर उपलब्ध होगा।

(4) सौ अंकों की बहुजर्वकल्पीय प्रश्नपत्र स्ट्र्वरूप की जलजखत प्रर्वेि परीक्षा होगी, िो बैचलर ऑफ फामेसी (आयुर्वेद) के पाठ्यक्रम पर आधाररत होगी।

(5) प्रर्वेि परीक्षा की मेररट केर्वल र्वतामान प्रर्वेि प्रदक्रया के जलए मान्य होगी और अगले र्वर्ा के जलए आग े नहीं बढाई िाएगी।

(6) संस्ट्थान की गरठत सजमजत प्रत्येक श्रेणी के योग्य आर्वेदकों की प्रर्वेि परीक्षा के मेररट स्ट्कोर (अस्ट्सी प्रजतित र्वेटेि) और स्नातक उपाजध कायाक्रम के अंजतम र्वर्ा के प्रजतित (बीस प्रजतित र्वेटेि) के आधार पर मेररट सचू ी तैयार करेगी।

(7) मेररट सूची के अनुसार अभ्यर्थायों को काउंसललंग के जलए बुलाया िाएगा और प्रत्येक श्रणे ी म ें काउंसललंग के जलए बुलाए गए अभ्यर्थायों की संयया सीटों की संयया से दो गुना होगी।

(8) काउंसललगं के जलए बुलाए गए अभ्यथी को संस्ट्थान द्वारा जनर्दाष्ट समय सीमा के भीतर सभी आर्वश्यक मलू दस्ट्तार्वेिों के साथ उपजस्ट्थत होना होगा।

(9) मेररट के क्रम म ें अभ्यथी अपनी संबंजधत श्रणे ी में सीटों की उपलब्धता के अनुसार अपनी पसंद की जर्विेर्ज्ञता का चयन करेंगे।

(10) मास्ट्टर ऑफ साइंसेि (मडे ीजसनल पलांट्स) उपाजध कायक्रा म में प्रर्वेि स्नातक उपाजध की योग्यता परीक्षा की मेररट के आधार पर होगा।

(11) जर्वदेि से प्रर्वेि चाहन े र्वाले जर्वदेिी नागररक अभ्यर्थायों को अपने आर्वेदन आयुर्वेद जिक्षण और अनुसंधान संस्ट्थान या भारतीय सांस्ट्कृजतक संबंध पररर्द (जर्वदेिी नागररकों के जलए आयुर् छात्रर्वृजत्त का लाभ उठाने के जलए), भारत सरकार, नई ददल्ली के माध्यम स ेप्रस्ट्तुत करने होंगे।

(12) जर्वदेिी नागररक अभ्यर्थया ों को प्रर्वेि परीक्षा स े छूट दी गई ह ै और जर्वदेिी अभ्यथी के जलए एक सीट पर प्रर्वेि अभ्यथी के मेररट के आधार पर होगा।

(13) सभी चयजनत अभ्यर्थायों मेजडकल दफटनेस के अधीन होंगे और िब तक उन्ह े जचदकत्सकीय रूप से दफट घोजर्त नहीं दकया िाता तब तक उन्ह ेंजडग्री कायाक्रम में िाजमल होने की अनुमजत नहीं दी िाएगी।

10. आरक्षण- (1) जर्वजभन्न श्रेजणयों (अनुसूजचत िाजत, अनुसूजचत िनिाजत, अन्य जपछड़ा र्वगा, आर्थाक रूप से कमिोर र्वग ा और बेंचमाका ददव्यांगता) के जलए आरक्षण, प्रर्वेि के समय भारत सरकार के कार्माक और प्रजिक्षण जर्वभाग के ददिाजनदिे ों के अनरूु प होगा।

(2) एक नॉन-स्ट्टाइपेंडरी र्वाली सीट समतुल्य उपाजध र्वाले जर्वदेिी नागररक अभ्यर्थायों के जलए आरजक्षत होगी और इन अभ्यर्थायों को भारतीय सांस्ट्कृजतक संबंध पररर्द स ेप्राप्त आर्वदे न के माध्यम से आयुर् मंत्रालय द्वारा नाजमत दकया िाएगा।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 7

(3) यदद आरजक्षत कोटे की सीटों में से कोई ररजि जनकलती है, तो उसे केंद्र सरकार के लाग ू मानदंडों का सयती से पालन करते हुए भरा िाएगा।

11. स्ट्टाइपडें - (1) जिन स्ट्कॉलरों को स्ट्टाइपडें सीटों पर प्रर्वेि ददया िाता ह,ै उन्ह ें संस्ट्थान द्वारा समय-समय पर अर्वजध िो दो र्वर्ों स े अजधक की नहीं होंगी, के जलए जनधााररत माजसक स्ट्टाइपेंड का भुगतान दकया िाएगा, बित े दक उनकी उपजस्ट्थजत, मयु य प्रजिक्षण, अनसु ंधान प्रगजत और आचरण संतोर्िनक हो तथा प्रथम र्वर् ा की परीक्षा म ें असफल होन े पर, स्ट्टाइपेंड, परीक्षा उत्तीणा करने और अगल ेर्वर्ा पदोन्नजत तक के जलए रोक दी िाएगी।

(2) सत्र के बीच में पढाई छोड़ने र्वाले स्ट्कॉलरों को दो लाख रूपये बांड राजि के साथ स्नातकोत्तर जडग्री कायाक्रम में िाजमल होने से लेकर स्ट्कॉलर को भगु तान की गई स्ट्टाइपेंड की परू ी राजि र्वापस करनी होगी।

(3) संस्ट्थान के जनदेिक ऐसे मामलों पर जनणाय लेन े के जलए सक्षम प्राजधकारी होंग े और अध्ययन अर्वजध के दौरान दकसी स्ट्कॉलर की मृत्यु की जस्ट्थजत म,ें स्ट्टाइपेंड की कोई र्वसूली नहीं की िाएगी।

12. बाडं - (1) प्रत्येक चयजनत अभ्यथी को अनुलग्नक के अनसु ार जनधााररत प्रपत्र में स्नातकोत्तर जडग्री कायाक्रम में िाजमल होने से पहले संस्ट्थान के साथ बांड जनष्पाददत करना होगा।

(2) यदद छात्र बीच में ही कायक्रा म छोड़ देता ह,ै तो छात्र को संस्ट्थान स े रीजलर्व होन े के जलए मुआर्विे के रूप म ें संस्ट्थान को अजग्रम भगु तान दकए गए स्ट्टाइपेंड के साथ दो लाख रुपय ेका अजग्रम भगु तान करना होगा।

13. जडग्री कायक्रा म की अर्वजध और उपजस्ट्थजत- (1) स्नातकोत्तर जडग्री कायाक्रम की अर्वजध दो र्वर्ों की होगी, जिसमें से पहला र्वर्ा सामान्य पाठ्यक्रम के जलए समर्पात होगा और अंजतम (दसू रा) र्वर् ा िोध प्रबंध या पररयोिना काया के साथ जर्विेर् पाठ्यक्रम के जलए समर्पात होगा।

(2) यदद छात्र दकसी भी कारण से संस्ट्थान के प्राजधकारी की उजचत अनुमजत के साथ उपाजध कायाक्रम बीच में छोड़ देता ह,ै तो उसे प्रर्वेि की तारीख स ेछह र्वर्ा की अजधकतम अर्वजध के भीतर उपाजध कायाक्रम पूरा करन े की अनुमजत दी िाएगी।

(3) स्ट्कॉलरों को परीक्षा म ें िाजमल होने के जलए पात्र बनन े के जलए कुल व्याययान और प्रैजक्टकल की कुल संयया का अलग- अलग कम स े कम पचहत्तर प्रजतित उपजस्ट्थत होना आर्वश्यक होगा और इस उद्देश्य के जलए, उप जनदेिक (फामेसी) की जसफाररि पर, जनदेिक एक र्वर्ा में पांच प्रजतित तक उपजस्ट्थजत की कमी को माफ करने के जलए सक्षम प्राजधकारी होगा।

(4) उप जनदेिक (फामेसी) या जनदेिक की पूर्वा अनुमजत के जबना स्ट्कॉलर की लगातार तीस ददनों से अजधक अनुपजस्ट्थजत पर, स्नातकोत्तर जडग्री कायाक्रम में प्रर्वेि जबना दकसी सूचना के स्ट्र्वचाजलत रूप से समाप्त हो िाएगा।

(5) स्ट्कॉलरों को जडग्री कायाक्रम के दौरान फामेसी और उन्ह ेंआर्वंरटत अन्य कताव्यों म ेंभाग लेना आर्वश्यक होगा।

(6) अंजतम (जद्वतीय) र्वर्ा के स्ट्कॉलरों को अध्ययन के दौरान िोध प्रबंध और अन्य िोध काया के जलए आर्वंरटत जर्वभाग म ें उपजस्ट्थत होना आर्वश्यक होगा।

(7) स्ट्कॉलरों को जर्विेर् व्याययान, प्रदिान, कायािाला, सेजमनार, प्रजिक्षण, अध्ययन दौरे और ऐसी अन्य गजतजर्वजधयों म ें भाग लने ा आर्वश्यक होगा िो संस्ट्थान द्वारा समय-समय पर आयोजित की िा सकती ह।ैं

(8) स्ट्कॉलरों को अध्ययन अर्वजध के दौरान एक साथ दकसी अन्य पूणाकाजलक जडग्री कायाक्रम म ें िाजमल होन े की अनुमजत नहीं दी िाएगी, लेदकन गाइड, जर्वभाग के प्रमुख, उपजनदेिक (फामेसी) और संस्ट्थान के जनदेिक की अनुमजत के बाद ही उन्ह ें सौंपे गए कताव्यों और अध्ययन में बाधा डाल े जबना जडपलोमा या प्रमाणपत्र पाठ्यक्रम में िाजमल होने की अनुमजत दी िा सकती ह।ै

(9) यदद स्ट्कॉलर को जडग्री कायक्रा म के कायाकाल के दौरान दकसी सरकारी जनकाय म ें स्ट्थायी जनयुजि के जलए चुना िाता ह,ै तो स्ट्कॉलर सेर्वाओं को ज्र्वाइन कर सकता ह ैऔर स्ट्कॉलर संस्ट्थान म ें ज्र्वाइन होन े की तारीख से छह र्वर् ा की अर्वजध के भीतर जनयोिा से उजचत अनुमजत प्राप्त करन े के बाद जडग्री कायाक्रम पूरा कर सकता ह।ै

(10) यदद स्ट्कॉलर सेर्वा में िाजमल होने के एक र्वर्ा बाद संस्ट्थान में िाजमल होन े की तारीख स े छह र्वर्ा की अर्वजध के भीतर अध्ययन परू ा करन े म ें जर्वफल रहता है, तो प्रर्वेि रद्द माना िाएगा और यदद र्वह स्ट्टाइपेंडरी सीटों पर ह ैतो, जर्वजनयम 11 के उप-जर्वजनयम (3) के तहत स्ट्टाइपेंड र्वापस देय होगा।

(11) अध्ययन म ें दोबारा िाजमल होन े के मामल े में, स्ट्कॉलर को प्रत्येक र्वर् ा म ें पचहत्तर प्रजतित उपजस्ट्थजत के मानदंड को पूरा करना होगा और उसे अंजतम (जद्वतीय) परीक्षा में उपजस्ट्थत होने से पहल े िोध प्रबंध पूरा करना होगा और यदद स्ट्कॉलर इन मानदडं ों को परू ा करने म ेंजर्वफल रहता है, तो र्वह अंजतम (जद्वतीय) र्वर्ा की परीक्षा म ेंबैठन े के जलए पात्र नहीं होगा।8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

14. प्रजिक्षण की पिजत- (1) आयुर्वेददक फामेसी या और्धीय पौधों या अनुसंधान में गहन प्रजिक्षण के साथ-साथ संबंजधत जर्विेर्ज्ञता में तलु नात्मक और महत्र्वपूणा अध्ययन ददया िाएगा, जिसके जलए सेर्वाकालीन प्रजिक्षण और प्रायोजगक पर बल ददया िाएगा।

(2) स्ट्कॉलरों को अपनी-अपनी जर्विेर्ज्ञता में दकए गए िोध काया की जर्वजधयों और तकनीकों के बारे में िानना आर्वश्यक ह।ै

(3) स्ट्कॉलरो को अपनी जर्विेर्ज्ञता या जर्वर्य म ें स्नातक छात्रों के जिक्षण और प्रजिक्षण कायक्रा मों में भाग लेना आर्वश्यक होगा।

(4) प्रजिक्षण का उद्दश्े य स्ट्कॉलर के ज्ञान को बढाना और जर्विेर्ज्ञ के रूप म ेंस्ट्र्वतंत्र काया करना होगा।

(5) एक योिनाबि कायाक्रम पर संपणू ा और गहन प्रजिक्षण स्ट्कॉलरों को ददया िाएगा और ऐसे कायाक्रम आर्वश्यक होन े पर उप जनदेिक (फामेसी) या जनदिे क के जनरीक्षण और िांच के जलए उपलब्ध कराय ेिायेंगे।

(6) जडग्री कायाक्रम के दौरान जिक्षण प्रौद्योजगकी और अनुसंधान जर्वजधयों में पयााप्त प्रजिक्षण प्रदान दकया िाएगा।

(7) अध्ययन दौरा जिक्षण और प्रजिक्षण का एक जहस्ट्सा होगा और अध्ययन दौरा परू ी तरह से फामेसी या और्धीय पौधों या अनुसंधान से संबंजधत स्ट्थानों पर होगा और इसका उद्दश्े य क्षेत्र की अजतररि िानकारी और ज्ञान को िोड़ना होगा और अध्ययन दौरे में भारत म ेंजनम्नजलजखत स्ट्थानों का दौरा िाजमल हो सकता है, अथाात:् - (क) आयुर्वेददक उद्योग;

(ख) िड़ी-बूरटयों या और्धीय पौधों के अर्वलोकन के जलए कोई र्वन या स्ट्थान; (ग) अनुसंधान केंद्र और प्रयोगिालाएं; (घ) आयुर्वेद और फामेसी से संबजधत पुरातत्र्व स्ट्थल; और (च) प्रमुख राष्ट्रीय िक्षै जणक संस्ट्थान।

(8) जनदेिों का माध्यम लहदं ी, अंग्रेिी या संस्ट्कृत म ेंहोगा।

15. परीक्षाए-ँ (1) स्नातकोत्तर जडग्री कायाक्रम में दो मुयय परीक्षाएँ होंगी, िो दक प्रथम र्वर्ा की परीक्षा और अंजतम (जद्वतीय) र्वर्ा की परीक्षा ह।ैं

(2) प्रथम र्वर्ा की परीक्षा प्रथम िैक्षजणक र्वर्ा के अतं में अध्ययन के प्रथम र्वर्ा के पाठ्यक्रम के जलए जनधााररत जर्वर्यों में आयोजित की िाएगी।

(3) अंजतम (जद्वतीय) र्वर् ा की परीक्षा जर्विेर्ज्ञता के जर्वर्य से संबंजधत िोध प्रबंध या पररयोिना काय ा के साथ जर्विेर् पाठ्यक्रम में अंजतम (जद्वतीय) िक्षै जणक र्वर्ा के अतं म ेंआयोजित की िाएगी।

(4) परीक्षा सामान्यतः िुलाई माह में होगी।

(5) प्रारंजभक और अंजतम र्वर्ा की परीक्षा उत्तीणा करने के जलए आर्वश्यक न्यनू तम अंक सैिाजं तक और प्रायोजगक (जिसम ें प्रायोजगक और मौजखक परीक्षा िहां भी लागू हो, िाजमल ह)ैं में अलग-अलग पचास प्रजतित होंगे, िैसा दक इन जनयमों की अंक जर्वतरण ताजलका में जनर्दष्टा ह ैऔर कोई ग्रेस अंक स्ट्र्वीकाया नहीं होगा।

(6) पैंसठ प्रजतित और उससे अजधक अंक प्राप्त करन े र्वाला छात्र को जर्वर्य म ें प्रथम श्रेणी और पचहत्तर प्रजतित और उससे अजधक अंको पर जर्वर्य में जर्वजिष्टता प्रदान दकए िाएगं े और ये पुरस्ट्कार पूरक परीक्षाओं के जलए लागू नहीं होंगे।

16. प्रथम र्वर् ा की परीक्षा की योिना- (1) छह सैिांजतक पपे र होंग,े प्रत्येक तीन घंटे की अर्वजध और सौ अंकों का होगा, उसके बाद प्रायोजगक और मौजखक परीक्षा होगी।

(4) ऊपर उजल्लजखत जर्विेर्ज्ञताओं के प्रत्येक पेपर के जलए पाठ्यक्रम संबंजधत जर्वभाग द्वारा जनधााररत दकया िाएगा और अकादजमक जनकाय द्वारा अनुमोददत दकया िाएगा तथा समय-समय पर संिोजधत दकया िाएगा।

(5) प्रथम र्वर् ा के एक जर्वर्य म ें अनुत्तीण ा होने र्वाल े छात्र को अंजतम (जद्वतीय) र्वर् ा के सत्र को िारी रखन े की अनुमजत दी िाएगी, बित े दक छात्रों को अंजतम (जद्वतीय) र्वर् ा की परीक्षा म ें िाजमल होन े की अनुमजत तब तक नहीं दी िाएगी िब तक छात्र प्रथम र्वर्ा की परीक्षा के सभी जर्वर्यों में उत्तीणा नहीं हो िाता।

(6) दो से अजधक जर्वर्यों म ें अनत्तु ीणा होने र्वाल े छात्र को अंजतम (जद्वतीय) र्वर्ा म ें अपनी अर्वजध िारी रखन े की अनुमजत नहीं दी िाएगी।

(7) प्रथम र्वर्ा की अगली परू क परीक्षा प्रत्येंक छह महीन े में आयोजित की िाएगी और अजधकतम चार र्वर्ों की अर्वजध के भीतर प्रथम र्वर् ा की परीक्षा उत्तीणा करन े के जलए अजधकतम चार परीक्षण (मुयय परीक्षा सजहत) ददए िाएंगे और अजधकतम सीमा के भीतर उत्तीणा होने की उसकी असमथाता की जस्ट्थजत में छात्र को जडग्री कायाक्रम आग े िारी रखने की अनुमजत नहीं दी िाएगी।

17. अजं तम (जद्वतीय) र्वर् ाकी परीक्षा की योिना- (1) स्नातकोत्तर उपाजध कायाक्रम के एक भाग के रूप में, प्रत्येक स्ट्कॉलर को अंजतम (जद्वतीय) र्वर् ा में संबंजधत जर्विेर्ज्ञता और पाठ्यक्रम से सबं ंजधत जर्वर्य पर िोध-प्रबंध तयै ार करना होगा।

(2) सभी स्ट्कॉलर िो अंजतम (जद्वतीय) र्वर् ा की परीक्षा म ें िाजमल होना चाहत े हैं, उन्ह ें संस्ट्थान द्वारा जनर्दाष्ट जतजथ को या उससे पहले अनुमोदन के जलए िोध प्रबंध प्रस्ट्तुत करना होगा।

(3) प्रत्येक सौ अंकों का सैिांजतक पेपर तीन घंटे की अर्वजध का होगा, उसके बाद सौ अंकों की प्रायोजगक और मौजखक परीक्षा होगी।

(6) ऊपर उजल्लजखत जर्वजिष्टताओं के प्रत्येक पेपर के जलए पाठ्यक्रम संबंजधत जर्वभाग द्वारा जनर्दाष्ट दकया िाएगा और अकादजमक जनकाय द्वारा अनुमोददत दकया िाएगा और समय-समय पर संिोजधत दकया िाएगा।

(7) अंजतम (जद्वतीय) र्वर्ा के अनत्तु ीणा छात्रों के जलए आगामी पूरक परीक्षा प्रत्येक छह महीने म ेंआयोजित की िाएगी।

(8) स्नातकोत्तर जडग्री कायाक्रम की कुल अर्वजध छह र्वर् ासे अजधक नहीं होगी।

18. परीक्षा का सचं ालन - (1) सैिांजतक और प्रायोजगक परीक्षाओं के समय, परीक्षकों की जनयुजि जनदेिक द्वारा की िाएगी।

(2) परीक्षक प्रत्येक जर्विेर्ज्ञता या जर्वर्य के जलए सौ अंकों के तीन सैिांजतक प्रश्न पत्र तैयार करेगा और प्रायोजगक या मौजखक परीक्षा उन परीक्षकों द्वारा आयोजित की िाएगी जिन्होंने सैिांजतक पेपर तैयार दकया ह।ै

(3) परीक्षा म,ें प्रत्येक सैिांजतक प्रश्न पत्र कुल सौ अंकों का होगा, जिसमें दो भाग होंगे, अथाात् भाग ए और भाग बी।

(4) एक उत्तर पुजस्ट्तका के जलए दो अलग-अलग परीक्षकों द्वारा दो मूल्यांकन होंगे तादक एकल मूल्यांकन म ेंअसंतुजलत प्रकृजत और पररणामी अजप्रय जस्ट्थजत को कम दकया िा सके।

(5) दोहरे मल्ू यांकन के बाद, दोनों स्ट्कोरो में कुल अंको के बीस प्रजतित तक जभन्नता होने पर दोनो स्ट्कोरो के औसत को अंजतम स्ट्कोर माना िाएगा।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 11

(6) जभन्नात्मक अंकों के मामल े में, यदद जभन्न 0.5 या उससे ऊपर ह,ै तो इस े अगल े उच्चतम अकं तक पणू ाांदकत दकया िाएगा और यदद स्ट्कोर 0.5 से नीचे ह ैतो इसे जनचले अंक मान तक पणू ाांदकत दकया िाएगा।

(7) दोहरे मल्ू यांकन के अतं में, यदद दो स्ट्र्वतंत्र स्ट्कोरो के बीच अंतर कुल अंको के बीस प्रजतित से अजधक ह ै तो ऐसी उत्तर पुजस्ट्तकाओं का तीसरे पात्र परीक्षक द्वारा मल्ू यांकन कराया िाएगा।

(8) उत्तर पुजस्ट्तका के मल्ू यांकन के जलए दो अलग-अलग परीक्षकों में से एक परीक्षक बाहरी होगा।

(9) प्रायोजगक परीक्षा के जलए, दो परीक्षक होंगे, एक बाहरी होगा और एक प्रत्येक जर्विेर्ज्ञता या जर्वर्य के जलए आंतररक होगा।

(10) िोध प्रबंध दो परीक्षकों को भेिा िाएगा, एक बाहरी होगा और एक आंतररक या गाइड होगा और परीक्षकों द्वारा िोध प्रबंध की समीक्षा करन े पर, र्वही परीक्षक अंजतम (जद्वतीय) र्वर् ा के स्ट्कॉलर के जलए प्रायोजगक और मौजखक परीक्षा एर्व ं िोध प्रबंध तथा मौजखक परीक्षा दोनों का संचालन करेंगे।

(11) इन जनयमों म ें उजल्लजखत एक मान्यता प्राप्त स्नातकोत्तर जिक्षक, जिसके पास कुल पाचँ र्वर्ा का जिक्षण अनुभर्व है, जिसमें से संबंजधत जर्वर्य में दो र्वर्ा का स्नातकोत्तर जिक्षण का अनुभर्व ह ै र्वही स्नातकोत्तर परीक्षा के जलए परीक्षक के रूप म ें जनयुि होन े के जलए पात्र होगा।

(12) परीक्षा के समय दकसी भी कारण स े बाहरी परीक्षक की अनुपलब्धता के मामल े में, पीठासीन अजधकारी इसकी सूचना परीक्षा जनयंत्रक को देते हुए परीक्षा आयोजित करने के जलए नए परीक्षक को जनयुि करेंगे और नर्वजनयुि परीक्षक अजधमानतः बाहरी होंग े और ऐसे परीक्षक की अनपु लब्धता की जस्ट्थजत म ें संबंजधत जर्वर्य के आंतररक र्वररि फैकल्टी को जनयुि दकया िाएगा।

19. िोध प्रबधं - (1) स्नातकोत्तर जडग्री कायाक्रम के एक भाग के रूप में, प्रत्येक स्ट्कॉलर संबंजधत जर्विेर्ज्ञता से संबंजधत जर्वर्य पर एक िोध प्रबंध तैयार करेगा और प्रत्येक िोध प्रबधं का जर्वर्य प्रायोग उन्मुख, जनरथाक दोहरार्व से मुि और आयुर्वेद जर्वज्ञान के जर्वकास में सहायक होगा।

(2) प्रत्येक स्ट्कॉलर अंजतम (जद्वतीय) र्वर् ा के प्रारंभ म ें िोध प्रबंध के जलए प्रस्ट्ताजर्वत िोध काय ा का सायनोजपसस तैयार करेगा और अनुमोदन के जलए जर्वभागीय अनुसंधान सजमजत के समक्ष प्रस्ट्तुत करेगा।

(3) सायनोजपसस में िोध प्रबंध का पूरा िीर्ाक, काया की आर्वश्यकता, काय ा की कायायोिना, जर्वभाग के नाम के साथ काय ा के जलए आर्वश्यक बिट और मागादिाक या पयार्वेक्षक तथा सह-मागादिाक अथर्वा सह-पयार्वेक्षक के नाम और पदनाम का स्ट्पष्ट रूप से उल्लेख करना होगा।

(4) प्रत्येक स्ट्कॉलर मागदा िाक या पयार्वेक्षक द्वारा हस्ट्ताक्षररत काया की प्रगजत रपोटा प्रत्येक सत्र के अंत म ें जर्वभागीय अनुसंधान सजमजत के समक्ष प्रस्ट्तुत करेगा और जर्वभागीय अनसु ंधान सजमजत काया की प्रगजत का मूल्यांकन और जनगरानी करेगी और तदनुसार इसका अनुमोदन करेगी और अनुसंधान काया पूणा होन े के बाद स्ट्कॉलर संस्ट्थान द्वारा आयोजित सेजमनार में प्रस्ट्तुजत के रूप म ेंअपना िोध-प्रबंध प्रस्ट्ततु करेगा।

(5) िोध प्रबंध में स्ट्कॉलर द्वारा चुनी गई समस्ट्या पर दकए गए िोध के तरीकों और संभार्वनाओं को ररकॉड ापर रखा िाएगा और संस्ट्थान द्वारा अनुमोददत गाइड या पयार्वेक्षक के मागादिान में पूरा करना होगा।

(6) िोध प्रबंध के जलए दकये गए काम का उपयोग साजहत्य की खोि, इसके महत्र्वपूण ा अध्ययन और इसके प्रायोजगक अनुप्रयोग और सीखने के जलए होगा और िोध प्रबंध में स्ट्कॉलर द्वारा दकये गय ेस्ट्र्वयं के अनुसंधान िाजमल होंगे।

(7) िोध प्रबंध में साजहत्य की आलोचनात्मक समीक्षा, पिजत, िोध के पररणाम, अध्ययन के िोध जनष्कर्ों के आधार पर की गई चचा,ा सारांि, जनष्कर् ाऔर संदभा िाजमल होंगे।

(8) िोध-प्रबंध को ए4 आकार के कागि के दोनों तरफ एक इंच के मार्िान के साथ टाइप दकया िाना चाजहए और टाइलपंग 12 के फ़ॉन्ट आकार म ें टाइर्मस न्यू रोमन के फ़ॉन्ट के साथ 1.5 लाइन ररजि और िीर्ाक के साथ की िानी चाजहए। कर्वर संस्ट्थान द्वारा जनर्दाष्ट मानक प्रारूप म ेंहोगा और देर्वनागरी जलजपयों के जलए यूजनकोड फोंट का उपयोग करना होगा।

(9) िोध प्रबंध या काया म ें कहीं भी दकसी व्यजि की तस्ट्र्वीर नहीं लगाई िाएगी और साथ ही काया दकसी को समर्पात नहीं करना होगा और िीर्ाक कर्वर और आतं ररक कर्वर का पैटन ासस्ट्ं थान द्वारा ददए गए जनदेिों के अनुसार होगा।

(10) िोध प्रबंध आमतौर पर चाटा, आरेख, फोटोग्राफ, ग्रंथ सचू ी आदद सजहत टाइप दकए गए दो सौ पचास पिृ ों स े अजधक नहीं होना चाजहए।

(11) िोध प्रबंध म ें जनष्कर्ा को कर्वर करने र्वाल े अंजतम सारांि एक हिार पांच सौ िब्दों की मयाादा में िाजमल करना होगा।12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(12) स्ट्कॉलर को अंजतम परीक्षा से दो महीने पहल े तथा संस्ट्थान द्वारा जनधााररत अंजतम जतजथ से पूर्वा िोध प्रबंध िमा करना होगा, न दक अंजतम जतजथ के बाद।

(13) िोध प्रबंध में स्ट्कॉलर, मागादिाक या पयार्वेक्षक और सह-मागादिाक या सह-पयार्वेक्षक द्वारा जर्वजधर्वत हस्ट्ताक्षररत प्रमाण पत्र िाजमल होगा जिसमें कहा गया हो दक गाइड के प्रत्यक्ष पयार्वेक्षण के तहत स्ट्कॉलर द्वारा काम दकया गया ह ै और डेटा एकत्र दकया गया ह ैिो प्रमाजणत करता ह ैदक र्वतामान िोध प्रबंध में उद्धतृ काया को उजचत रूप से स्ट्र्वीकार दकया गया ह।ै

(14) मागादिाक या पयार्वेक्षक और सह-मागदा िाक या सह-पयर्वा ेक्षक के प्रमाण पत्र के साथ बाध्य िोध प्रबंध और सारांि की प्रजतयों की संयया सॉफ्ट कॉपी के साथ जनर्दष्टा जतजथ के भीतर संस्ट्थान द्वारा समय-समय पर जनधााररत दकए गए ददिाजनदेिों के अनुसार जर्वभाग के प्रमुख द्वारा अग्रेजर्त करनी होगी।

(15) िोध प्रबंध का मूल्यांकन संस्ट्थान द्वारा जनयिु दो जनणाायकों द्वारा दकया िाएगा, जिनमें स े एक बाहरी और एक आंतररक (अनुसंधान काय ाका मागादिाक या पयार्वेक्षक) होगा।

(16) परीक्षकों द्वारा िोध प्रबधं के अनुमोदन के बाद ही स्ट्कॉलर को स्नातकोत्तर जडग्री कायाक्रम के अंजतम (जद्वतीय) र्वर्ा की परीक्षा में बैठने की अनुमजत दी िाएगी।

(17) यदद िोध प्रबंध अनुमोददत नहीं दकया िाता ह,ै तो इस े जनणाायकों की रटपपजणयों के साथ स्ट्कॉलर को र्वापस कर ददया िाएगा और इसे िोध प्रबंध की मौजखक परीक्षा के दौरान स्ट्कॉलर द्वारा जर्वस्ट्तृत लबंद-ु दर-लबंद ुस्ट्पष्टीकरण के साथ संिोजधत दकया िाएगा और यदद, यह परीक्षकों को संतुष्ट नहीं करेगा, तो यह िोध प्रबंध के अंकों में प्रदर्िात होगा।

(18) िोध प्रबंध, अनुमोददत होने पर, संस्ट्थान की संपजत्त बन िाएगा और स्ट्कॉलरों द्वारा दकए गए िोध काया से संबंजधत दकसी भी प्रकािन और बौजिक संपदा अजधकारों में इस संस्ट्थान से संबिता र्वाल ेलेखक के रूप में पयार्वेक्षक या मागदा िाक के नाम का उल्लेख करना होगा और यदद दकसी जस्ट्थजत में इसे कायााजन्र्वत नहीं दकया िाता है, तो संस्ट्थान कानूनी कारार्वाई िुरू कर सकता ह।ै

(19) संबंजधत जर्विेर्ज्ञता से सह-मागादिाक या सह-पयार्वेक्षक को सह-चयन करके अतं र-जर्वर्यक अनुसंधान दकया िा सकता ह।ै

(20) यह र्वांछनीय ह ै दक प्रत्यके स्ट्कॉलर अपन े या अपने र्वतमा ान िोध प्रबंध काय ा के आधार पर एक िोध पत्र कम स े कम जर्वश्वजर्वद्यालय अनुदान आयोग-िैक्षजणक अनुसंधान और नैजतकता संघ (यूिीसी-सीएआरई) में अनुक्रजमत, समीक्षा र्वाली पजत्रका में प्रकाजित करें।

20. गाइड या पयर्वा क्षे क- (1) जनयम 21 म ें उजल्लजखत संबंजधत जर्वर्य या जर्विेर्ज्ञता का एक मान्यता प्राप्त स्नातकोत्तर जिक्षक, जिसके पास संबंजधत जर्विेर्ता या जर्वर्य में एक र्वर् ा का स्नातकोत्तर जिक्षण अनुभर्व हो, मागादिाक या पयार्वेक्षक के जलए पात्र होगा।

(2) गाइड या पयार्वेक्षक को स्ट्कॉलरों का आर्वंटन संस्ट्थान द्वारा जर्वभागीय अनुसंधान सजमजत और डीन (िैक्षजणक) के परामि ा से तैयार दकए गए रोस्ट्टर और संबंजधत गाइड या पयार्वेक्षक के तहत सीटों की उपलब्धता और प्रत्येक र्वर् ा के जलए प्रत्येक गाइड या पयार्वेक्षक के तहत अजधकतम तीन स्ट्कॉलरों के आधार पर दकया िाएगा।

(3) िब गाइडों की संयया आनपु ाजतक रूप से कम हो, तो संकाय सदस्ट्य की योग्यता और पदनाम को ध्यान म ें रखत े हुए, उनके पास अजतररि स्ट्कॉलरों का भी पंिीकरण दकया िा सकता ह।ै

(4) िोध प्रबंध पूरा होन े से पहले गाइड की सेर्वाजनर्वृजत्त के मामले में, संबंजधत जर्वर्य तथा जर्वभाग का अगला पात्र सह- मागादिाक या सह-पयार्वेक्षक या जिक्षक जनदेिक से उजचत अनुमजत जमलन ेके बाद गाइड की जिर्ममेदारी लगे ा।

(5) यदद दकसी स्ट्कॉलर का गाइड दकसी कारण स े सेर्वाजनर्वृत्त हो गया ह ै या पद से इस्ट्तीफा द े ददया ह ै और उसके मागादिना में िोध काया पूरा हो चुका ह ैतथा उसे जर्वभाग प्रमुख द्वारा प्रमाजणत दकया िाता ह ैतो जनदेिक को उसी गाइड या पयार्वेक्षक के अधीन िोध प्रबंध प्रस्ट्ततु करने की अनुमजत देने का अजधकार ह।ै

(6) दकसी भी जर्विेर्ज्ञता में उप-जर्वजनयम (1) में उजल्लजखत योग्य गाइड या पयार्वेक्षक की अनुपलब्धता के मामले में, संस्ट्थान के जनदेिक को अंतररम उपाय के रूप में गाइड या पयार्वेक्षक के जलए पात्रता मानदडं में छूट दने े का अजधकार ह।ै

21. स्नातकोत्तर जिक्षक के रूप म ें मान्यता - जनम्नजलजखत योग्यताएं और अनुभर्व रखन े र्वाले संस्ट्थान के फैकल्टी को स्नातकोत्तर जिक्षक के रूप में मान्यता दी िाएगी:- (क) संबंजधत जर्वर्य या जर्विेर्ज्ञता में स्नातकोत्तर जडग्री; और (ख) स्नातकोत्तर जडग्री के बाद स्नातकोत्तर जिक्षण या अनुसंधान का न्यूनतम तीन र्वर् ा का अनुभर्व या स्नातकोत्तर जडग्री के बाद स्नातक के तहत न्यूनतम पाचं र्वर्ा का जिक्षण अनुभर्व; या[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 13 (ग) आयुर्वेद या दकसी अन्य बुजनयादी जर्वज्ञान में स्नातकोत्तर जडग्री के साथ न्यनू तम पांच र्वर्ा का िोध या औद्योजगक अनुभर्व रखने र्वाल ेफैकल्टी को संबंजधत जर्वर्य या जर्विेर्ज्ञता के जलए संस्ट्थान के जर्विीटटंग स्नातकोत्तर जिक्षक के रूप में मान्यता दी िा सकती ह।ै

22. र्वके ेिन और छुरिया-ँ (1) संस्ट्थान के प्राजधकारी द्वारा जनधााररत दकए गए अनुसार सदी और गमी के मौसम के दौरान स्ट्कालरो को पंद्रह ददनों की छुरियाँ दो बार दी िायगे ी और र्वेकेिन के साथ दकसी भी प्रकार की छुिी नहीं िोड़ी िायगे ी:

बिते दक जनदिे क के पास असाधारण पररजस्ट्थजतयों म ेंअजतररि छुिी स्ट्र्वीकृत करन े की िजि होगी।

(2) जिन स्ट्कॉलरों को खेल, सेजमनार, अध्ययन दौरे में भाग लने े के जलए प्राजधकारी द्वारा प्रजतजनयुि या अनुमजत दी गई है, उन्ह ें ड्यूटी या जर्विेर् छुिी दी िाएगी और ऐसी छुरियां एक र्वर्ा में पंद्रह ददनों से अजधक नहीं होंगी; हालाँदक, जनदेिक द्वारा जर्विेर् मामल े म ेंछुिी को अजधकतम पद्रं ह ददनों तक बढाया िा सकता ह।ै

(3) स्ट्कॉलरों को पंिीकृत जचदकत्सा व्यर्वसायी का जचदकत्सा प्रमाण पत्र प्रस्ट्तुत करने पर एक र्वर् ा में पंद्रह ददनों की जचदकत्सा छुिी की भी अनुमजत दी िाएगी, इस छुिी को अगले िैक्षजणक र्वर् ा तक नहीं बढाया िा सकता ह।ै

(4) जर्विेर् पररजस्ट्थजतयों म,ें स्ट्कॉलर को पंिीकृत जचदकत्सा व्यर्वसायी द्वारा िारी र्वैध जचदकत्सा प्रमाण पत्र के साथ जचदकत्सा आधार के तहत अजधकतम साठ ददनों तक जचदकत्सा अर्वकाि का लाभ उठाने की अनुमजत दी िाएगी।

(5) स्ट्टाइपडें सीटों पर प्रर्वेि पाने र्वाल े स्ट्कॉलरों को जनम्नजलजखत के साथ जनयम 22 के उप-जर्वजनयम (1) स े (4) के तहत उजल्लजखत प्रार्वधानों का पालन करना होगा, अथाात्: - (क) स्ट्कॉलरों को प्रत्येक र्वर् ा दस ददनों तक आकजस्ट्मक छुिी की अनुमजत दी िाएगी और ऐसी छुिी को छुरियों या रजर्वर्वार के साथ िोड़ा िा सकता ह ै और स्ट्कॉलर छुरियों सजहत एक समय में अजधकतम दस ददनों तक ऐसी छुिी का लाभ उठा सकते ह;ैं (ख) छुरियों के बीच म,ें अर्वकाि को छुिी माना िाएगा; और (ग) आकजस्ट्मक अर्वकाि को छुिी और जचदकत्सा अर्वकाि के साथ नहीं िोड़ा िा सकता है, और ऐसी छुिी को अगल े िैक्षजणक र्वर् ा में आग ेनहीं बढाया िा सकता ह।ै

(6) िहां भी पात्रता हों, ज्र्वाइलनंग के बाद मातृत्र्व लाभ अजधजनयम, 1961 (1961 का 53) के अनुसार स्ट्कॉलरों को मातृत्र्व या बाल देखभाल अर्वकाि ददया िाएगा, ऐसे स्ट्कॉलरों को जनयम 13 के उप-जर्वजनयम (1) म ें जनर्दाष्ट अध्ययन अर्वजध पूरी करनी होगी।

(7) उप-जनयम (6) म ें उजल्लजखत छुिी, अध्ययन की अर्वजध के दौरान महत्र्वपूणा दस्ट्तार्वेज़ प्रस्ट्तुत करने पर एक बार दी िाएगी और इस छुिी के साथ दकसी भी प्रकार की छुिी नहीं िोड़ी िाएगी।

(8) जनदेिक के पास असाधारण पररजस्ट्थजतयों में तीस ददन तक की छुिी स्ट्र्वीकृत करन े की िजि ह ै और असाधारण पररजस्ट्थजतयों म ेंस्ट्र्वीकृत ऐसी छुरियों के जलए कोई स्ट्टाइपेंड नहीं ददया िाएगा।

(9) ऐसी छुिी िो असाधारण पररजस्ट्थजतयों म ेंस्ट्र्वीकृत हो, के जलए दकसी स्ट्टाइपडें का भगु तान नहीं दकया िाएगा।

(10) डीन (िक्षै जणक) की पूर्वा मंिूरी के जबना या ऊपर उजल्लजखत सीमा से अजधक स्ट्टाइपेंडरी या नॉन-स्ट्टाइपडें री स्ट्कॉलरों द्वारा ली गई दकसी भी अनुजचत छुिी या अनुपजस्ट्थजत को िानबूझकर राखी गई अनुपजस्ट्थजत माना िाएगा और ऐसी अर्वजध के जलए कोई स्ट्टाइपेंड नहीं ददया िाएगा, और अनिु ासनात्मक कारार्वाई प्रस्ट्ताजर्वत की िा सकती ह ै जिसमें छात्रर्वृजत्त की समाजप्त और संस्ट्थान द्वारा भगु तान दकए गए स्ट्टाइपेंड की र्वसूली िाजमल हो सकती ह।ै

(11) प्राजधकारी के पास जबना दकसी स्ट्पष्टीकरण के अर्वकाि सजहत छुिी रद्द करने का अजधकार सुरजक्षत ह।ै

23. अनजु चत साधनों और उच्छृंखल आचरण पर जनयत्रं ण- (1) कोई भी छात्र परीक्षा और तत्संबंधी कायों के संबंध म ें अनुजचत साधनों का उपयोग या अव्यर्वजस्ट्थत आचरण नहीं करेगा, और ऐसा करने पर उसे संस्ट्थान के परीक्षा के प्रार्वधानों के अनुसार अपराध की प्रकृजत और गंभीरता के आधार पर दडं नीय अपराध माना िाएगा।

(2) ररपोटा प्राप्त होने पर या दकसी भी छात्र के कदाचार के संबंध में दकसी परीक्षा या परीक्षण के मामले का पता चलने पर, जनदेिक द्वारा जनयुि परीक्षा अनुिासनात्मक कारार्वाई सजमजत को उसमें जनधााररत प्रदक्रयाओं का पालन करने के बाद छात्र को दंजडत करने की िजि होगी और यदद अभ्यथी के जर्वरुि परीक्षा में कदाचार का आरोप जसि हो िाता ह ै तो सजमजत द्वारा उस जर्वद्याथी को जनम्नजलजखत में से कोई एक या अजधक दडं ददया िा सकता है, अथाात्:-14 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (क) दकसी परीक्षा में स्ट्कोलर के प्रर्वेि को रद्द करना या अस्ट्र्वीकार करना और उसके द्वारा भुगतान की गई कोई भी फीस िब्त करना;

(2) परीक्षा हॉल में परीक्षा के जर्वर्य स े संबंजधत सामग्री लाना अथाात्:- दो परीक्षाओं म ें बैठन े स े र्वंजचत (क) पेपर,पुस्ट्तक या नोट्स; या दकया िा सकता ह ै (ख) छात्र द्वारा पहने गए कपड़ों के दकसी भी जहस्ट्स े पर या उसके िरीर के दकसी भी जहस्ट्से, या टेबल अथर्वा डेस्ट्क पर जलजखत नोट्स; या (ग) फ़ुट-रूल या सेट-स्ट्वायर,प्रोरैक्टर, स्ट्लाइड रूलर आदद िसै उपकरण जिन पर नोट्स जलख ेहों।

(3) उत्तर-पुजस्ट्तका स े नकल करना पाया गया या जसि हो िाता ह ै अथर्वा दो परीक्षाओं म ें बैठन े स े र्वंजचत अन्यथा यह स्ट्थाजपत हो िाता ह ैदक छात्र ने, दकया िा सकता ह ै (क) परीक्षा के दौरान या उसके बाद दकसी भी समय दकसी भी तरीके से दकसी भी कागिात, दकताबें, नोट्स, उत्तर-पुजस्ट्तका या दकसी अन्य स्रोत स े नकल की या मदद ली; या (ख) दकसी अन्य छात्र को अपनी उत्तर-पुजस्ट्तका स े नकल करने की अनुमजत दी; या (ग) दकसी अन्य छात्र स े सहायता प्राप्त की ह ैया सहायता की ह;ै या (घ) दकसी अन्य छात्र के साथ अपनी उत्तर-पुजस्ट्तका या उसके दकसी भाग का आदान-प्रदान दकया

(4) प्रश्न पत्र (या उसके दकसी भाग) म ें बाहर स े उत्तीण ा होन े या उत्तीणा होन े का दो परीक्षाओं म ें बैठन े स े र्वंजचत प्रयास करने पर दकया िा सकता ह ै

(5) आपजत्तिनक सामग्री को जनगलना, उस े लेकर भाग िाना या उसे गायब तीन परीक्षाओं म ेंबैठने स े र्वंजचत दकया िा सकता ह ै कर देना या दकसी अन्य तरीके से नष्ट करना ।

(6) दकसी उत्तर-पुजस्ट्तका को अंदर या बाहर ले िाना या उसे बदलना अथर्वा तीन परीक्षाओं म ेंबैठने स े र्वंजचत उत्तर जलखने के बाद बदल देना (परीक्षा के दौरान या बाद म ें दकसी व्यजि दकया िा सकता ह ै की सहायता या सहायता के बगैर या दकसी व्यजि के जमलीभगत स)े ।

(7) उत्तर-पुजस्ट्तका पयार्वेक्षक को न सौंपना या उत्तर-पुजस्ट्तका को नष्ट कर देना। दो परीक्षाओं म ें बैठन े स े र्वंजचत दकया िा सकता ह ै

(8) परीक्षा हॉल म ें गंभीर कदाचार या कमाचाररयों के साथ दव्यु ार्वहार अथर्वा दो परीक्षाओं म ें बैठन े स े र्वंजचत परीक्षा हॉल के अदं र या बाहर परीक्षा ड्यूटी पर जनयिु कमाचाररयों के दकया िा सकता ह ै साथ बल प्रयोग।

(9) अर्वज्ञा, सीट पररर्वतान, परीक्षा हॉल में या उसके आसपास दव्यु ार्वहार या एक परीक्षा म ें बैठन े स े र्वंजचत दकया िा सकता ह ै उत्तर पुजस्ट्तका पर दकसी अन्य छात्र की सीट संयया जलखना।

(10) अंक बढान े या खाली पन्नों पर उत्तर जलखने के जलए परीक्षक के पास तीन परीक्षाओं म ेंबैठने स े र्वंजचत[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 15 िाना। दकया िा सकता ह ै

(11) प्रजतरू पण-प्रजतरूपणकताा (िो दकसी अन्य छात्र के जलए जलखता ह)ै , यदद छात्र को संस्ट्थान स े स्ट्थायी रूप स े र्वंजचत करना। र्वह इस संस्ट्थान का छात्र होने के साथ-साथ प्रजतरूजपत छात्र भी ह।ै

(12) िब उ त्तर-पुजस्ट्तका म ें िाजमल हो, संबंजधत जर्वर्य का पररणाम रद्द दकया िा सकता ह ै (क) अपमानिनक या अश्लील अथर्वा धमकी भरी भार्ा; या (ख) परीक्षक स ेअपील; या (ग) पहचान प्रकट करन े के जलए जर्वजिष्ट जचह्न या जचह्न।

(13) आर्वेद न पत्र में दकसी भी प्रकार की गलत िानकारी के आधार पर परीक्षा एक परीक्षा म ें बैठन े स े र्वंजचत म ें प्रर्वेि। दकया िा सकता ह ै

(14) यदद छात्र र्वीजडयो फुटेि म ें बात करते या कोई अन्य कदाचार करते हुए एक परीक्षा म ें बैठन े स े र्वंजचत या परीक्षा हॉल म ें मोबाइल फोन या कोई अन्य इलेक्रॉजनक गैिेट रखत े दकया िा सकता ह ै हुए पाया िाता ह।ै

(4) दकसी भी परीक्षा में दकसी भी अनुजचत साधन या कृत्य को अभ्यथी के जर्वरूि जसि दकया िाता है, िो उप-जर्वजनयम

(3) म ें उजल्लजखत नहीं ह,ै जनदिे क द्वारा जनयुि परीक्षा अनिु ासनात्मक कारार्वाई सजमजत के पास छात्र द्वारा प्रयिु अनुजचत साधनों या कृत्यों के मामल े के अनुसार सिा जनधााररत करन े की िजि होगी।

24. उपाजध प्रदान करना- जिन स्ट्कॉलरों न े जडग्री कायाक्रम पणू ा कर जलया ह ै और अंजतम (जद्वतीय) र्वर्ा की परीक्षा म ें सफल घोजर्त दकए गए ह,ै उन्ह ेंजनम्नजलजखत जडग्री प्रदान की िाएगी- (क) मास्ट्टर ऑफ फामेसी (आयर्वु ेद);

(ख) मास्ट्टर ऑफ साइंसेि (मेडीजसनल पलांट्स); संबंजधत जर्विेर्ज्ञता में, संस्ट्थान के आगामी दीक्षांत समारोह म ें व्यजिगत रूप स े या उनकी अनुपजस्ट्थजत म ें उसके जर्वकल्प को आर्वश्यक िल्ु क के भुगतान पर जडग्री प्रदान की िायगे ी।

25. िल्ु क - संस्ट्थान के िासी जनकाय द्वारा समय-समय पर जनधााररत दकया गया िुल्क स्ट्कॉलरों स े जलया िाएगा िो उन पर लाग ू ह ैऔर संस्ट्थान के जडग्रीधारकों को नामांकन िल्ु क का भुगतान करन े स े छूट दी िाएगी।

26. जर्वजर्वध- स्नातकोत्तर जडग्री कायाक्रम करने र्वाले स्ट्कॉलरों को दकसी भी र्वैतजनक या अर्वैतजनक जनयुजियों या सेर्वा अथर्वा काम करने या स्ट्र्व-रोिगार करने की अनुमजत नहीं दी िाएगी और स्ट्कॉलर को दकसी भी नई नौकरी या जनयुजि के जलए आर्वेदन िमा करते समय संस्ट्थान स े 'अनापजत्त प्रमाण पत्र' प्राप्त करने के जलए जनदेजित दकया िाता ह ैऔर स्ट्टाइपेंडरी सीटो के मामले म,ें जडफ़ॉल्टर, अनुिासनात्मक कारार्वाई िैसे दक स्ट्टाइपेंड की र्वसूली और प्रर्वेि समाजप्त के जलए पात्र होंगे।

NOTIFICATION New Delhi, the 27th February, 2024 F. No. L-12015/25/2021-AS (III).- In exercise of the powers conferred by clause (k), sub-section (1) of

section 28 and clause (f) of section 13 of the Institute of Teaching and Research in Ayurveda Act, 2020 (16 of 2020), the Institute of Teaching and Research in Ayurveda, with the previous approval of the Central Government, hereby makes the following regulations, namely:-

1. Short title and commencement.- (1) These regulations may be called the Institute of Teaching and Research in Ayurveda, Post Graduate- Pharmacy Regulations 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Definitions.- (1) In these regulations, unless the context otherwise requires,-

(a) “Act” means the Institute of Teaching and Research in Ayurveda Act, 2020 (16 of 2020);

(b) "applicant" means an individual who applies for admission to the Post Graduate degree programmes of the institute in a prescribed application form;

(c) “Co-Guide” or "Co-Supervisor" means an additional Guide or Supervisor, wherever needed, as approved by the Departmental Research Committee to supervise or guide the research work of the scholar and the Co-guide or Co- Supervisor may or may not be a fulltime faculty of the institute;

(d) “Co-Principal Investigator” means an additional investigator, wherever needed, as approved by the Institutional Research Committee to help the Principal Investigator for research project and he may or may not be a fulltime faculty of the Institute.

(e) "Controller of Examinations" means Controller of Examinations appointed by the competent authority of the institute;

(f) “Guide” or "Supervisor" means a member of the full time faculty of the institute who has been approved by the Academic Council to guide or supervise the research work of the research scholar;

(g) “Principal Investigator” means person nominated by the Institute for research project to communicate with Institutional Research Committee in relation to project related matters and generation of intellectual property during execution of project.

(h) "Scholar" means a person who has been admitted for the Post Graduate degree programme and in compliance with these regulations;

(i) “Teacher” means a person appointed as Lecturer or Assistant Professor, Reader or Associate Professor, Professor and a person appointed as Pharmacologist, Pharmaceutical Chemist, Pharmacognosist, Biochemist and Microbiologist in the institute on regular basis;

(2) The words and expressions used in these regulations and not defined, but defined in the Act shall have the same meaning as assigned in the Act.

3. Admission Committee.- (1) There shall be an admission committee consisting of the following members,

namely:- Admission Committee of the Institute.

1. Director Chairperson;

2. Deputy Director (Pharmacy) Member;

3. Dean (Academic) Member;

4. Heads of Laboratories (Laboratory of Pharmacology, Pharmaceutical Members; and Chemistry, Pharmacognosy).

5. Heads of Departments (Department of Rasashastra and Bhaishajya Members.

Kalpana and Dravyaguna)

(2) The admission committee shall be responsible for conducting counseling, interview and admission process in accordance with these regulations and admission committee shall be constituted by the Director of the institute every year to conduct the admission process.

4. Institutional Research Committee.- (1) There shall be an Institutional Research Committee consisting of the following members, namely:- Institutional Research Committee of the Institute.

1. Director Chairperson;

2. Deputy Director (Post Graduate) Member;

3. Deputy Director (Pharmacy) Member;

4. Dean (Academic) Member;

5. Member Secretary, Institutional Ethics Committee Member;

6. Member Secretary, Institutional Animal Ethics Committee Member;

7. Biostatistician Member;

8. Head‐ of Biochemistry or Pathology or Microbiology, nominated by Member; the Director on a rotation basis

9. Head- of Pharmacology or Pharmaceutical Chemistry or Member;

Pharmacognosy, nominated by the Director on a rotation basis

10. Three head of the teaching departments nominated by Members; the Director on a rotation basis.

11. Head, Account section of the institute Member;

12. Invitee External expert(s) by the Director as required Member(s); and

13. Dean (Research) Member-Secretary.

(2) The Institutional Research Committee shall be constituted by the Director on the recommendations of the Dean (Research) for a period of three years.

(3) The Institutional Research Committee, while making the recommendations shall ensure that the same are in conformity with these regulations.

(4) The Institutional Research Committee shall have the following powers and functions, namely:-

(a) to review and monitor the research activities of the institute;

(b) to review and approve the research proposals and other research project related matters;

(c) to examine the recommendations of the Departmental Research Committee and make appropriate decisions;

(d) to scrutinise the applications of the sponsoring agencies for determining the nature, purpose, quality and feasibility of the proposed sponsored research work or project and to approve and make necessary recommendations, if any;

(e) to appoint the Principal Investigator for the proposed sponsored research work or project;

(f) to change the Principal Investigator of research projects under special circumstances by giving preference to the Co‐ Principal Investigator, if any;

(g) to review and recommend the Memorandum of Understanding with the any reputed organisation or agencies.

(5) Institutional Research Committee shall meet quarterly or at least twice in year:

Provided that the Chairperson of the Institutional Research Committee shall call the meeting at any time to address the research related activities.

(6) After each Institutional Research Committee meeting, Member-Secretary shall prepare the minutes of the meeting and after circulation among members shall be signed by Member-Secretary with the approval of Chairperson and copy of the minutes shall be communicated to the Director and Controller of Examination and other concerned.

(7) Minimum fifty per cent. members are required to fulfil the quorum of the meeting.

5. Departmental Research Committee.- (1) For each department of Pharmacy, a Departmental Research Committee shall be constituted by the Director.

(2) The Departmental Research Committee of each department shall be constituted separately by the Institute after development of full fledge departments and till then, the present Departmental Research Committee may continue.

(3) The common Departmental Research Committee shall consist of minimum five members and minimum three members are required to fulfill the quorum.20 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(4) A regular faculty with Ph.D. degree shall be member of the Departmental Research Committee and the

Departmental Research Committee shall have the following members namely:-

(A) DEPARTMENTAL RESEARCH COMMITTEE OF MASTER OF PHARMACY (AYURVEDA),-

1. The Head of the department of Rasashastra and Chairperson;

2. The Head of department of Dravyaguna Member;

3. One Professor or Associate Professor from the Members; and department of Rasashastra and Bhaishajya Kalpana

4. Head of Departments of Pharmacology, Members.

(b) Departmental Research Committee of Master of Sciences (Medicinal Plants),-

1. The Head of the department of Dravyaguna Chairperson;

2. The Head of department of Rasashastra and Member;

Bhaishajya Kalpana

3. One Professor or Associate Professor from the Members; and department of Dravyaguna

4. Head of Departments of Pharmacology, Members.

Pharmaceutical Chemistry, and Pharmacognosy

(5) The Departmental Research Committee shall appoint one of its members as Member-Secretary.

(6) The Dean (Research) is empowered to attend any Departmental Research Committee meeting and shall be considered as member of the particular meeting.

(7) The Chairperson shall be in the rank of Professor and in case of his unavailability, the Director may appoint suitable person as Chairperson among the members of common Departmental Research Committee.

(8) The Chairperson of Departmental Research Committee shall have power to co-opt such members of the staff of the institute as may be helpful to them in their deliberation as temporary member.

(9) The concerned Guide or Supervisor or Co-guide or Co-supervisor shall be invited to participate in the Departmental Research Committee meeting only during the presentation of scholars under their supervision.

(10) The Departmental Research Committee shall meet whenever require or at least quarterly.

(11) The Departmental Research Committee shall have the following powers and functions, namely:-

(a) to approve the field of research in which the scholars shall be recommended to carry on research;

(b) to recommend the change the Guide or Supervisor with justification, if necessary; and

(c) to evaluate the progress reports of the research works and to discuss all other issues related to research work.

(12) After each Departmental Research Committee meeting, the Member-Secretary of the Departmental Research Committee shall prepare the minutes of the meeting and after circulation among members shall be signed by the Member-Secretary and Chairperson of the Departmental Research Committee.

(13) A copy of the minutes shall be communicated to the Dean (Academic) and (Dean) Research.

(14) In case of any dispute in Departmental Research Committee, the matter shall be referred to the Institutional Research Committee, whose decision shall be final and abiding.

6. Specialties available for Post Graduate Degree Programme:- (1) The Institute shall grant the Post Graduate Degree in various specialties as mentioned in clauses (a) and (b) of sub-regulation (2) of regulation 6.

(2) The Post Graduate Degree shall be allowed in the following specialty and departments, namely:-

7. Eligibility for admission in Post Graduate Degree programme.- (1) For admission in Master of Pharmacy (Ayurveda) degree programme, the candidate shall be a B. Pharm (Ayurveda) from a recognised University.

(2) For admission in Master of Sciences (Medicinal Plants) degree programme, the candidate shall be a graduate in any one of the disciplines i.e. Science (Botany as one of the subject of study), Pharmacy, Agriculture, Ayurveda, Siddha, Unani or its equivalent awarded by statutory University or statutory body recognised by the Central Council of Indian Medicine.

8. Date of Admission.- Admission in Post Graduate Degree programme shall be once in a year, preferably in the month of August-September of every calendar year.22 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

9. Mode of Admission.- (1) The Admission committee of Pharmacy of the Institute shall conduct the admission process.

(2) The Chairperson of the admission committee shall appoint sub-committees for confidential works related to admission process.

(3) For admission in Master of Pharmacy (Ayurveda), the candidate has to qualify through Post Graduate Entrance examination according to qualifying criteria laid down by the institute and for this purpose candidate shall apply in a prescribed application form, which shall be available on the website of the institute within the date fixed by the institute along with the application fees declared time to time through online mode.

(4) There shall be written entrance examination of one hundred marks, which shall be based on multiple choice question paper on syllabus of Bachelor of Pharmacy (Ayurveda).

(5) The merit of entrance examination shall be valid only for the current admission process and shall not carry forward to next year.

(6) The constituted committee of the institute shall prepare merit lists of the qualified applicants of each category based on their entrance examination merit score (eighty per cent. weightage) and final year percentage of bachelor degree programme (twenty per cent. weightage).

(7) According to the merit list candidates shall be called for counseling and in each category, the number of candidates called for counseling shall be two times the number of seats.

(8) The candidate called for counseling shall have to physically present along with all necessary original documents within the time limit specified by the institute.

(9) The candidate in order of merit shall exercise their choice of specialty according to availability of seats in their respective category.

(10) The admission to Master of Sciences (Medicinal Plants) degree programme shall be on merit basis of the qualifying examination of Bachelor degree.

(11) Foreign National candidates seeking admission from abroad shall submit their applications to Institute of Teaching and Research in Ayurveda or through Indian Council for Cultural Relations (for availing AYUSH Scholarship for foreign nationals), Government of India, New Delhi.

(12) The foreign national candidates are exempted from the entrance examination and the admission to one seat for foreign candidate is on the basis of the merit of the candidature.

(13) All the selected candidates shall be subjected to medical fitness and shall not be permitted to join the degree programme unless declared medically fit.

10. Reservation.- (1) The reservation for different categories (Scheduled Caste, Scheduled Tribe, Other Backward Class, Economically Weaker Section, Person with benchmark disabilities) shall be as per guidelines from Department of Personnel and Training, Government of India at the time of admission.

(2) One non-stipendiary seat shall be reserved for foreign national candidates having equivalent degree and these candidates shall be nominated by the Ministry of Ayush from the application received from the Indian Council for Cultural Relations.

(3) If any vacancy arises out of reserved quota seats, it shall be filled strictly by following the applicable Central Government reservation norms.

11. Stipend.- (1) The scholars who are admitted on stipendiary seats shall be paid monthly stipend as determined by the institute from time to time for a period not exceeding two years subject to their satisfactory attendance, main training, research progress and conduct, and in case of failure in first year examination, stipend shall be stopped till passing the examination and promotion to next year.

(2) The scholars giving up studies in the middle of the session shall be required to refund the whole amount of stipend paid to the scholar since joining the Post Graduate degree programme along with bond amount of Rupees two Lakhs.

(3) The Director of the institute shall be the competent authority to decide such cases and in the event of the death of a scholar during the study, no recovery of the stipend paid shall be made.

12. Bond.- (1) Every selected candidate shall have to execute a bond with the Institute before joining the Post Graduate degree programme in the prescribed form as per Annexure.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 23

(2) If the scholar leaves the programme in between, the scholar shall have to pay Rupees two Lakhs to the Institute as compensation in advance to get relieved from the Institute along with the stipend paid in advance.

13. Tenure of degree programme and attendance.- (1) The duration of Post Graduate Degree programme shall be two years, out of which first year shall be devoted to common course and final (second) year devoted to specialty course with dissertation or project work.

(2) If a student due to any reason leaves the degree programme in between with a due permission of authority of the institute, he shall be allowed to complete the degree programme within maximum duration of six years from the date of admission.

(3) The scholars shall be required to attend at least seventy-five per cent. of total lectures and practical separately to become eligible to appear in the examination and for the purpose, on the recommendation of Deputy Director (Pharmacy), the Director shall be competent authority for condoning the deficiency of attendance up to five per cent. in a year.

(4) On continued absence of the scholar for more than thirty days without prior permission of the Deputy Director (Pharmacy) or Director, the admission in Post Graduate degree programme shall be terminated automatically without any notice.

(5) The scholars shall be required to attend the Pharmacy and other duties as allotted to them during the degree programme.

(6) The final (second) year scholars shall be required to attend the allotted department for dissertation and other research work during the tenure of study.

(7) The scholars shall attend special lectures, demonstrations, workshop, seminars, training, study tours and such other activities which may be arranged by the institute from time to time.

(8) The scholars shall not be permitted to join any other full time degree programme simultaneously during study period, but may be permitted to join diploma or certificate course, without disturbing the assigned duties and studies, only after permission from Guide, Head of the department, Deputy Director

(Pharmacy) and Director of the institute.

(9) If the scholar gets selected for a permanent appointment in any Government body during the tenure of degree programme, the scholar may join the services and may complete the degree programme after getting due permission from the employer within a period of six year from the date of joining in the Institute.

(10) If the scholar fails to complete the study within a period of six years from the joining date in the institute, after a year joining to service, the admission shall be deemed cancelled and he shall be liable under sub- regulation (3) of regulation 11, if on stipendiary seats.

(11) In case of rejoining the study, the scholar shall fulfill the criteria of seventy-five per cent. attendance in each year and dissertation completion before appearing for the final (second) examination and if the scholar fails to fulfill these criteria, he shall not be eligible to appear for the final (second) year examination.

14. Method of Training.- (1) Intensive training shall be given in Ayurvedic pharmacy or medicinal plants or research along with comparative and critical study in the respective specialty for which the emphasis shall be given on in- service training and practical.

(2) The scholars are required to know about the methods and techniques of research work done in their respective specialty.

(3) The scholars shall be required to participate in the teaching and training programmes of Under Graduate scholars, in their specialty or subject.

(4) The training shall aim to extend the knowledge of the scholar to undertake independent work as a specialist.

(5) The thorough and intensive training on a planned programme shall be given to the scholars and such programme shall be available for the inspection and scrutiny of the Deputy Director (Pharmacy) or Director if required.

(6) Adequate training in teaching technology and research methods shall be provided during the degree programme.24 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(7) Study tour shall be a part of teaching and training and the study tour shall strictly be at the places related to the Pharmacy or Medicinal Plants or Research and shall aim to add the sum of extra information and knowledge of the field and the study tour may include the visit of following places in India, namely:-

(a) ayurvedic industry;

(b) any forest or place for observation of herbs or medicinal plants;

(c) research centers and laboratories;

(d) archeological sites related to Ayurveda and Pharmacy; and

(e) leading National academic Institutes.

(8) Medium of instructions shall be in Hindi, English or Sanskrit.

15. Examinations.- (1) The Post Graduate degree programme shall have two main examinations, which are first year examination and final (second) year examination.

(2) The first year examination shall be held at the end of the first academic year in the subjects prescribed for the first year course of study.

(3) The final (second) year examination shall be held at the end of the final (second) academic year in the specialty course with dissertation or project work in concerned subject of specialisation.

(4) The examination shall generally be held in the month of July.

(5) The minimum marks required for passing the first and final year examination shall be fifty per cent. in theory and in practical (that include practical and viva- voce wherever applicable) separately in each subject as specified in marks distribution table of these regulations. No grace marks shall be admissible.

(6) A student obtaining sixty-five per cent. and above marks shall be awarded first class in the subject and seventy-five per cent. and above marks shall be awarded distinction in the subject and these award shall not be applicable for supplementary examinations.

16. Scheme of the first year examination.- (1) There shall be six theory papers, each of three hours duration and of hundred marks, followed by practical and viva voce examination.

(4) The syllabus for each paper of the specialties mentioned above shall be prescribed by the concerned department and approved by Academic body and shall be amended from time to time.

(5) The student failing in one subject of first year shall be allowed to keep the terms of the final (second) year, provided the student shall not be allowed to appear in final (second) year examination unless the student passes all the subjects of first year examination.

(6) The student failing in more than two subjects shall not be allowed to keep his or her term of the final

(second) year.

(7) The subsequent supplementary examination of first year shall be held every six months and maximum four trials (including the main examination) shall be given to pass the first year examination within a period of maximum of four years and the student shall not be allowed to continue the degree programme further in case of his or her inability to pass within the maximum limit.

17. Scheme of final (second) year examination.- (1) As a part of Post Graduate Degree programme, each scholar shall prepare a dissertation on the subject related to concerned specialty and syllabus in final

(second) year.

(2) All scholars who intend to appear in the final (second) year examination shall submit the dissertation on or before the date specified by the institute and its approval.

(3) There shall be theory papers each of hundred marks and of three hours duration, followed by practical and viva voce examination of hundred marks.

(8) Total duration of Post Graduate degree programme shall not exceed six years.

18. Conduct of examination.- (1) At the time of theory and practical examinations, the examiners shall be appointed by the Director.

(2) Examiner shall set three theory question paper of hundred marks each, for each specialty or subject and the practical or via voce examination shall be conducted by the examiners who have set the theory paper.

(3) In the examination, each theory question paper shall be of total hundred marks, consisting of two parts, namely, Part A and Part B.

(4) There shall be two evaluations for an answer book by two different examiners so that lopsided nature in single evaluation and consequent unpleasant situation is mitigated.

(5) After double evaluation, in case of variation of both the scores up to twenty per cent. of the total marks then the average of both the scores shall be considered as final score.

(6) In case of fractional scores, if the fraction is 0.5 or above, it shall be rounded up to next highest digit and if the score is below 0.5 it shall be rounded up to the lower digit value.

(7) At the end of double evaluation, if the variation between two independent scores is more than twenty per cent. of the total marks, then such answer books shall be considered for evaluation by third eligible examiner.

(8) Among two separate examiners for evaluation of answer book, one examiner shall be external.

(9) For practical examination, there shall be two examiners, one shall be external and one from internal for each specialty or subject.

(10) The dissertation shall be send to two examiners, one from external and one from internal or Guide and on review of dissertation by examiners, the same examiners shall conduct both, the practical and viva voce and dissertation and viva voce examinations for final (second) year scholar.

(11) A recognised Post Graduate teacher as mentioned in these regulations with five years total teaching experience out of which two years Post Graduate teaching experience in concerned subject shall be eligible to be appointed as examiner for the Post Graduate examination.

(12) In case of unavailability of external examiner due to any cause at the time of examination, the Presiding Officer shall appoint the new examiner to conduct the examination with intimation to the Controller of Examination and the newly appointed examiner preferably shall be external and in case of unavailability of such examiner, internal senior faculty of concerned subject is to be appointed.

19. Dissertations.- (1) As a part of Post Graduate degree programme, each scholar shall prepare a dissertation on the subject related to concerned specialty and the subject of every dissertation may be practical oriented, devoid of unpromising repetitions and shall be helpful in the development of science of Ayurveda.

(2) Every scholar shall prepare synopsis of proposed research work for dissertation at the starting of final

(second) and present before Departmental Research Committee for its approval.

(3) The synopsis shall clearly mention the full title of the dissertation, need of the work, action plan of work, budget required for the work along with the name of the department and the name and designation of the Guide or Supervisor and Co- guide or Co-supervisor.

(4) Every scholar shall present the progress report of the work duly signed and forwarded by the Guide or Supervisor to the Departmental Research Committee at the end of each term and the Departmental Research Committee shall assess and monitor the progress of the work and approve it accordingly and at the completion of research work, scholar shall present his or her research work in form presentation in seminar to be arranged by the Institute.

(5) The dissertation shall place on record the methods and potentiality of the research carried out by the scholar on the problem selected by him and completed under the guidance of the Guide or Supervisor approved by the Institute.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 27

(6) The working for the dissertation shall be well utilised for learning to search the literature, its critical study and its practical application and dissertation shall consist of the scholar’s own account of research.

(7) The dissertation shall consist of critical review of literature, methodology, results of the research, discussion on the basis of research findings of the study, summary, conclusion and references.

(8) The dissertation must be typed on both side of the paper of A4 size with a margin of one inch on either side and the typing shall be done in the font size of 12 with the fonts of Times New Roman with 1.5 line spacing and the title cover shall be in standard format as specified by the Institute and for Devanagari scripts Unicode fonts shall be used.

(9) No where in the dissertation or work, the photo of an individual be fixed as well as the work shall not be dedicated to anybody and the pattern of the title cover and the inner covers shall be as per the directives given by the Institute.

(10) The dissertation ordinarily shall not exceed two hundred and fifty typed pages including charts, diagrams, photographs, bibliography, and like.

(11) The dissertation shall contain at the end a summary of not more than one thousand and five hundred words covering the conclusion.

(12) The scholar shall have to submit the dissertation preferable two months before the final examination and not later than the last date fixed by the Institute.

(13) The dissertation shall contain the certificate duly signed by scholar, Guide or Supervisor and Co-guide or Co-supervisor stating that the work has been carried out and data has been collected by scholar himself under direct supervision of the Guide certifying that the works cited in present dissertation are duly acknowledged.

(14) Number of copies of the bound dissertation and summary along with soft copy with the certificate of Guide or Supervisor and Co-guide or Co-supervisor shall be submitted within the specified date, duly forwarded by the Head of the department as per the guideline decided by Institute from time to time.

(15) The dissertation shall be assessed by two adjudicators appointed by the institute, out of which one shall be external and one internal (Guide or Supervisor of the research work).

(16) The scholar shall be permitted to appear in the final (second) year examination of Post Graduate degree programme only after approval of the dissertation by the examiners.

(17) If the dissertation is not approved, it shall be returned to the scholar with the remarks of the adjudicators and the same shall be rectified by scholar during dissertation viva voce with detailed point to point clarification and if, same shall be not satisfy the examiners, that shall be reflected in the marks of dissertation.

(18) The dissertation, when approved, shall become the property of the Institute and any publication and Intellectual property rights relating to research work carried by scholar must mentioned the name of the Supervisor or Guide as one of the author with affiliation to this Institution and if is not implemented in any case, the institute may initiate the legal actions.

(19) Inter-disciplinary research may be done by co-opting the Co-guide or Co- supervisor from the concerned specialty.

(20) It is desirable that every scholar publish one research paper based on his current dissertation work in peer reviewed journal, at least indexed at University Grans Commission-Consortium for Academic Research and Ethics (UGC-CARE).

20. Guide or Supervisor.- (1) A recognised Post Graduate Teacher as mentioned in regulation 21, of the concerned subject or specialty with one year Post Graduate teaching experience in the concerned specialty or subject shall be eligible for Guide or Supervisor.

(2) Allotment of the scholars to the Guide or Supervisor shall be done on the basis of a roster prepared by the Institute in consultation with Departmental Research Committee and Dean (Academic) and availability of the seats under concerned Guide or Supervisor and maximum three scholars every year under each Guide or Supervisor.

(3) When the numbers of guides proportionately are less, then considering merit and designation of the faculty member, extra scholars may also be registered.28 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(4) In case of retirement of Guide before the completion of the dissertation, the next eligible Co-guide or Co-supervisor or teacher of the concerned subject or department shall take responsibility of the Guide, after getting due permission from the Director.

(5) If a guide of any scholar is retired or resign from the post due to any reason and the research work under his or her guidance been completed and the same has been certified by the Head of Department and thereafter the Director is empowered to allow the submission of dissertation under the same Guide or Supervisor.

(6) In case of unavailability of eligible Guide or Supervisor as mentioned in sub-regulation (1) in any specialty, the Director of the Institute is empowered to relax the criteria for eligibility as Guide or Supervisor as an interim measure.

21. Recognition as Post Graduate Teacher.- Faculty of the Institute having following qualifications and

experience shall be recognised as Post Graduate teacher namely:-

(a) Post Graduate degree in concerned subject or specialty; and

(b) minimum three years of Post Graduate teaching or research experience after Post Graduate degree or minimum five years Under Graduate teaching experience after Post Graduate degree; or

(c) a faculty having minimum five years research or industrial experience with Post Graduate degree in Ayurveda or any other basic science may be recognised as visiting Post Graduate teacher of the institute for the concerned subject or specialty.

22. Vacations and Leave.- (1) Two vacations of fifteen days each shall be allowed to the scholars during winter and summer seasons as decided by the authority of the institute and no any kind of leave can be

attached with vacation: provided that the Director shall have power to sanction extra leave in extra ordinary circumstances.

(2) The duty or special leave shall be granted to the scholars who are deputed or allowed by the authority to take part in the sports, seminar, study tour and such leave shall not exceed fifteen days in a year; however, the leave may be extended maximum up to fifteen days in special case by the Director.

(3) The scholars shall also be allowed fifteen days medical leave in a year on submission of medical certificate of a registered medical practitioner, this leave cannot be carry forwarded to the next academic year.

(4) Under special circumstances, the scholar shall be allowed to avail medical leave up to the maximum sixty days under medical ground with the valid medical certificate issued by the registered medical practitioner.

(5) For the scholars admitted on stipendiary seats shall abide to the provisions mentioned under sub- regulations (1) to (4) of regulation 22 along with the following, namely:-

(a) the scholars shall be allowed casual leave up to ten days each year and such leave may be joined with the holidays or Sundays and the scholars may avail such leave maximum up to ten days at a time including holidays;

(b) in between holidays, a holidays shall be considered as holidays; and

(c) the casual leave cannot be joined with vacation and medical leave, and such leave cannot be carry forwarded to the next academic year.

(6) Where eligible, maternity or Child care leave shall be given to the scholars as per the Maternity Benefit Act, 1961 (53 of 1961), however after joining, such scholars have to complete the study period as specified in sub-regulation (1) of regulation 13.

(7) The leave mentioned in sub-regulation (6) shall be allowed once during the period of study on production of substantial document and no any kind of leave shall be attached with this leave.

(8) The Director has power to sanction up to thirty days leave in extra ordinary circumstances and no stipend shall be paid for such kind of leave which is sanctioned in extra ordinary circumstances.

(9) No stipend shall be paid for such kind of leave which is sanctioned in extra ordinary circumstances.

(10) Any unreasonable leave or absence availed by stipendiary or non-stipendiary scholars without the previous approval of the Dean (Academics) or in excess of limit mentioned above shall be treated as willful absence and no stipend shall be granted for such period, and may invite disciplinary action which may include termination of the candidature and recovery of the stipend paid by the institute.

(11) The authority reserves the right to cancel the leave including vacation without any explanation.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 29

23. Control of unfair means and disorderly conduct.- (1) No student shall use unfair means or indulge in disorderly conduct at, or in connection with the examination and doing so shall be considered as on punishable offence depending upon the nature and gravity of the offence as per the provision of examination of the Institute.

(2) On receipt of a report or on detection of a case regarding the misconduct of any student at any examination or tests, the Examination Disciplinary Action Committee appointed by the Director shall have the power to punish the student after following the procedures as laid down therein and any one or more of the following punishment may be awarded by the committee to the student where a charge of misconduct at an examination is held proved against the candidate, namely:-

(a) cancelling or rejecting his admission to an examination and forfeiting fees if any, paid by him;

(b) cancelling his result of the examination with which the charge is connected;

(c) debarring him for a specific period which may be five years or more or permanently from joining any programme of the institute;

(3) The schedule below provides punishment in column (3) or unfair means or acts mentioned in column (2) of said schedule.

(3) Copying is found or established from answer-book or it is otherwise Disqualification from appearing in established that the student has, examinations for two exams

(a) copied or taken help from any papers, books, notes, answer-book or any other sources in any manner during the examination or at any time thereafter; or

(b) allowed another student to copy from his or her answer-book; or

(c) received help from or has helped another student; or

(d) exchanged his or her answer-book or apart thereof with another student.

(4) On passing or attempting to pass on the question paper (or part thereof) Disqualification from appearing in outside examinations for two exams

(5) Destruction of incriminating material(s) by swallowing, running away Disqualification from appearing in with it or causing its examinations disappearance or by any other means. for three exams

(6) Smuggling in or out of an answer-book or replacing or getting it Disqualification from appearing in replaced after attempting answers (during or after the examination with examinations for three exams or without the help or connivance of any person).

(7) Non delivery of answer-book to the supervisor or destroying the answer Disqualification from appearing in book. examinations for two exams

(8) Serious misconduct in the examination hall or Disqualification from misbehavior with staff or using force with the staff appointed on exam appearing in examinations for two30 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] duty inside or outside the exams examination hall.

(9) Disobedience, change of seat, misbehavior in or around examination hall Disqualification from appearing in or writing another student’s seat examinations number on the answer-book. for one exam

(10) Approaching examiner for raising marks or for writing the answer on Disqualification from blank pages. appearing in examinations for three exams

(11) Impersonation–impersonator (who writes for another Permanently debarring the student from Institute student), if is a student of this institute as well as impersonated student.

(12) When answer-book contains, Cancelling the result of respective subject

(a) abusive or obscene or threatening language; or

(b) appeal to the examiner; or

(c) distinctive mark or sign to disclose the identity.

(13) Admission to the examination on any kind of false representation in the Disqualification from appearing in application form. examinations for one exam

(14) If the student is found talking or doing any other malpractice in the Disqualification from appearing in video footage or keeping mobile phone or any other electronic gadgets examinations for one exams in the examination hall.

(4) Any unfair means or acts in any examination is held proved against the candidate, which are not mentioned in sub-regulation (3), the Examination Disciplinary Action Committee appointed by the Director shall have the power to decide the punishment as per the case of unfair means or acts by the student.

24. Award of the Degree.- The scholars who have completed the degree programme and have been declared successful in the final (second) year examination shall be awarded the degree of,-

(a) Master of Pharmacy (Ayurveda);

(b) Master of Sciences (Medicinal Plants); in specialty concerned, on payment of necessary fees, either in person or in absentia at his option at the succeeding convocation of the institute.

25. Fees.- The fees as decided by the Governing Body of the Institute from time to time shall be charged from the scholars as may be applicable to them and the degree holders of the Institute shall be exempted from paying the enrolment fees.

26. Miscellaneous.- The scholars undergoing Post Graduate degree programme shall not be permitted to undertake any paid or unpaid appointments or service or work or engage himself in self-employment and the scholar shall be directed to obtain ‘No Objection Certificate’ from the Institute while, submitting an application for any new job or appointments and the defaulters are liable for disciplinary actions such as recovery of stipend, in case of stipendiary seats and termination of admission.

27. Discretionary powers of authority.- The Director of the Institute has the final authority for any discrepancy in the interpretation of provisions of these regulations, and for reasons to be recorded in writing, may relax any provisions of these regulations with the approval or ratification of the Governing Body of Institute.

(first surety) here in after called collectively referred to as the sureties of the second part on favour of the Institute of Teaching and Research in Ayurveda, Jamnagar.

Whereas the student when admitted to the two years Post Graduate Pharmacy degree programme will be getting a stipend of ₹…………. per month in the first year and ₹…………. per month in the second year of his / her training in this institution, and whereas the Institute of Teaching and Research in Ayurveda has agreed to award the same on terms here in after security for due performance by the student for the said terms.

Now this bond witnesses as follows:-

1. In pursuance of the said agreement and in consideration of Institute of Teaching and Research in Ayurveda giving to the students a stipend of ₹………….per month for the first year and ₹………….per month in the second year of the Post Graduate student during the programme of the training as aforesaid, the student hereby convenience with the Institute of Teaching and Research in Ayurveda that he / she shall carry on with his / her studies in the Post Graduate Pharmacy degree programme and complete the degree programme after appearing at all the examinations as required under the rules.

2. After commencement of the said degree programme for a period of two years (successfully) that, I hereby agree and abide by that I will serve the institution or any other institutions ordered and directed to me by Institute of Teaching and Research in Ayurveda for a period of two years and if I breach of this condition on committing default in serving the Institution than I hereby agree and undertake that in case of a default on my part I shall be liable to refund in total emoluments of the said Post Graduate degree programme drawn by me for a period of two years and I shall liable to pay all the expenses incurred for me by the institution.

3. In the pursuance of the said agreement, that if the said scholar while in institution shall duly and faithfully devote to and execute, perform and discharge all the duties without causing and inquiry loss or damage by reason of any act, default, negligence, or error in judgments to the Institution.

4. In pursuance of the said agreement and for consideration aforesaid the student and sureties hereby agree that if the student would fail to complete the degree programme in accordance with the covenant in that behalf contain or in clause (1) above or shall discontinue his / her studies for any reason what so ever the student and sureties shall jointly and separately liable to pay to the Institute of Teaching and Research in Ayurveda, the total amount of fellowship paid by the Institute of Teaching and Research in Ayurveda and received by the scholar as aforesaid.

Student and sureties are hereby further agreed that if the student leaves the institute without any sufficient reason within 2 (two) months of the admission or due to any reason after 2 (two) months of the Admission, then he / she to pay Rs. 2,00,000/- (Rs. Two Lakhs only) to the Institute, In advance to get back his / her original certificates / mark sheets.
