1. सजं क्षप्त िीर्का और प्रारंभ- (1) इन जनयमों का संजक्षप्त नाम आयुर्वेद जिक्षण और अनुसंधान संस्ट्थान, स्नातकोत्तर-आयुर्वेद जनयम, 2024 ह।ै

(2) य ेरािपत्र में उनके प्रकािन की तारीख से प्रर्वृत्त होंगे।

2. पररभार्ाए-ँ (1) इन जनयमों में, िब तक दक संदभा से अन्यथा अपेजक्षत न हो- (क) "अजधजनयम" का अथ ाह ैआयुर्वेद जिक्षण और अनुसंधान संस्ट्थान अजधजनयम, 2020 (2020 का 16); (ख) "आर्वेदक" का अथा उस व्यजि से ह ै िो जनधााररत आर्वेदन पत्र म ें संस्ट्थान के आयुर्वेद के स्नातकोत्तर जडग्री कायाक्रमों म ें प्रर्वेि के जलए आर्वेदन करता ह;ै (ग) "सह-मागदा िाक" या "सह-पयार्वेक्षक" का अथा िहा ं कही भी आर्वश्यक हो, एक अजतररि मागादिाक या पयार्वेक्षक स े ह,ै जिसे स्ट्कॉलर के अनुसंधान काया की जनगरानी या मागादिान करने के जलए जर्वभागीय अनुसधं ान सजमजत द्वारा अनुमोददत दकया गया ह ैऔर सह-मागदा िका या सह-पयार्वेक्षक संस्ट्थान के पूणाकाजलक फैकल्टी हो सकते ह ैअथर्वा नहीं भी। (घ) "परीक्षा जनयंत्रक" का अथ ासंस्ट्थान के सक्षम प्राजधकारी द्वारा जनयुि परीक्षा जनयंत्रक से है;

1668 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (ङ) "परीक्षा अनुिासनात्मक कारार्वाई सजमजत" का अथ ा अनुिासनात्मक कारार्वाई के उद्दश्े य से डीन (िैक्षजणक), डीन (स्नातकोत्तर), दो नामांदकत सदस्ट्यों और परीक्षा जनयंत्रक स ेजमलकर बनी एक सजमजत ह।ै (च) "गाइड" या "पयार्वेक्षक" का अथ ा संस्ट्थान की पूणाकाजलक फैकल्टी से ह ै जिसे अकादजमक पररर्द द्वारा िोध स्ट्कॉलर के िोध काया का मागदा िान या पयर्वा ेक्षण करने के जलए अनुमोददत दकया गया है;

(छ) "संस्ट्थागत पि ु आचार सजमजत" का अथा ह ै पांच र्वर्ा की अर्वजध के जलए िानर्वरों पर प्रयोगों के जनयंत्रण और पयार्वेक्षण के जलए सजमजत, जिसमें िैर्व र्वज्ञै ाजनक, पि ु गृह सुजर्वधा के प्रभारी र्वैज्ञाजनक, जर्वजभन्न िैजर्वक अनुिासन के दो र्वैज्ञाजनक, एक पिुजचदकत्सक मुख्य नामांदकत व्यजि, ललंक नामांदकत व्यजि, बाहरी संस्ट्थान से र्वैज्ञाजनक और सामाजिक िागरूक नामांदकत व्यजि, िाजमल ह;ैं (ि) "संस्ट्थागत आचार सजमजत" का अथा भारतीय जचदकत्सा अनुसंधान पररर्द के संजर्वधान के अनुसार तीन र्वर् ा की अर्वजध के जलए गरित सजमजत स े ह,ै जिसमें अध्यक्ष (संस्ट्थान के बाहर से), सदस्ट्य सजचर्व (आयुर्वेददक जचदकत्सक), दािाजनक या नीजतिास्त्री, जचदकत्सा जर्विेर्ज्ञ, बुजनयादी जचदकत्सा र्वैज्ञाजनक (फामााकोलॉजिस्ट्ट), संस्ट्थान के बाहर स े जचदकत्सक, जचदकत्सा जर्विेर्ज्ञ-आयुर्वेददक जर्वज्ञान, समुदाय के सामान्य व्यजि-मजहला और परुु र्, समाि र्वैज्ञाजनक और कानूनी सलाहकार िाजमल ह;ैं (झ) "प्रधान अन्र्वेर्क" का अथ ा संस्ट्थान द्वारा अनुसंधान पररयोिना के जलए नाजमत उस व्यजि से ह ै िो पररयोिना के जनष्पादन के दौरान पररयोिना से संबंजधत मामलों और बौजिक संपदा के सृिन के संबंध म ें संस्ट्थागत अनुसधं ान सजमजत के साथ संर्वाद करता ह।ै (ञ.) "स्ट्कॉलर" का अथ ा उस व्यजि से ह ै जिसे स्नातकोत्तर जडग्री कायाक्रम के जलए प्रर्वेि ददया गया ह ै और िो इन जनयमों का अनुपालन करता ह;ै (ट) "जिक्षक" का अथा ह ै जनयजमत आधार पर संस्ट्थान में लेक्चरर या सहायक प्रोफेसर, रीडर या सह-प्राध्यापक, प्रोफेसर और बुजनयादी जर्वज्ञान जर्वभाग में फामााकोलॉजिस्ट्ट, फामाास्ट्युरटकल केजमस्ट्ट, फामाका ोग्नोजसजसस्ट्ट, बायोकेजमस्ट्ट, माइक्रोबायोलॉजिस्ट्ट, पैथोलॉजिस्ट्ट और रेजडयोलॉजिस्ट्ट तथा िैर्व-संबि क्षेत्र में अन्य समकक्ष पद के रूप में जनयिु दकया गया व्यजि, और (ि) "जडग्री कायाक्रम की अर्वजध" का अथा उस न्यूनतम अर्वजध से ह ै जिसमें छात्र संस्ट्थान और जर्वभाग म ें भाग लेगा, जिसम ें संस्ट्थान द्वारा अंजतम (तीसरे) र्वर्ा की परीक्षा में सफलतापूर्वाक उत्तीणा घोजर्त दकए िाने तक जनर्वासी या गैर-जनर्वासी छात्र के रूप में जबताया गया समय भी िाजमल ह।ै

(2) यहां प्रयिु और पररभाजर्त नहीं दकए गए लेदकन अजधजनयम में पररभाजर्त िब्दों और अजभव्यजियों का र्वही अथ ा होगा िो उन्ह ेंअजधजनयम में ददया गया ह।ै

3. प्रर्विे सजमजत- (1) एक प्रर्विे सजमजत होगी जिसमें जनम्नजलजखत सदस्ट्य होंगे, अथाात्:- सस्ट्ं थान की प्रर्विे सजमजत

1. जनदेिक अध्यक्ष;

2. उपजनदेिक (स्नातकोत्तर) सदस्ट्य;

3. डीन(िक्षै जणक) सदस्ट्य;

4. आयुर्वेद के तीन जर्वभागों के प्रमखु ों को अध्यक्ष द्वारा अजधमानतः रोटेिन के सदस्ट्य; और आधार पर नाजमत दकया िाएगा

5. सहायक रजिस्ट्रार (प्रिासजनक) सदस्ट्य-सजचर्व

(2) सजमजत इन जनयमों के अनसु ार आयुर्वेद जिक्षण और अनुसधं ान संस्ट्थान म ेंप्रर्वेि प्रदक्रया की जनगरानी करेगी।

(3) प्रत्येक र्वर्ा संस्ट्थान के जनदिे क द्वारा प्रर्वेि सजमजत का गिन दकया िाएगा।

(4) बैिक का कोरम पूरा करन ेके जलए न्यूनतम पचास प्रजतित सदस्ट्यों की आर्वश्यकता होती ह।ै[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3

4. सस्ट्ं थागत अनसु धं ान सजमजत- (1) एक संस्ट्थागत अनुसंधान सजमजत होगी जिसमें जनम्नजलजखत सदस्ट्य होंगे, अथाात:् - सस्ट्ं थान की सस्ट्ं थागत अनसु धं ान सजमजत

1. जनदेिक अध्यक्ष;

2. उपजनदेिक (स्नातकोत्तर) सदस्ट्य;

3. उपजनदेिक (फामेसी) सदस्ट्य;

4. डीन(िक्षै जणक) सदस्ट्य-सजचर्व;

5. सदस्ट्य-सजचर्व, संस्ट्थागत आचार सजमजत सदस्ट्य;

6. सदस्ट्य-सजचर्व, संस्ट्थागत पि ुआचार सजमजत सदस्ट्य;

7. िैर्वसांजख्यकीजर्वद ् सदस्ट्य;

8. बायोकैजमस्ट्री या पैथोलॉिी या माइक्रोबायोलॉिी प्रमुख को अध्यक्ष द्वारा सदस्ट्य; अजधमानतः रोटेिन के आधार पर नाजमत दकया िाएगा जिसे अध्यक्ष द्वारा अंजतम रूप ददया िा सकता ह।ै

9. फामााकोलॉिी या फामाास्ट्युरटकल केजमस्ट्री या फामााकोग्नॉसी प्रमुख को अध्यक्ष सदस्ट्य; द्वारा अजधमानतः रोटेिन के आधार पर नाजमत दकया िाएगा जिस े अध्यक्ष द्वारा अंजतम रूप ददया िा सकता ह।ै

10. जिक्षण जर्वभागों के तीन प्रमुखों को अध्यक्ष द्वारा अजधमानतः रोटेिन के आधार सदस्ट्य; पर नाजमत दकया िाएगा जिसे अध्यक्ष द्वारा अंजतम रूप ददया िा सकता ह।ै

11. संस्ट्थान के लेखा अनुभाग का प्रमुख सदस्ट्य;

12. अध्यक्ष द्वारा नाजमत तीन आमंजत्रत बाहरी जर्विेर्ज्ञ। सदस्ट्य; और

13. डीन (अनुसंधान) सदस्ट्य-सजचर्व बैिक का कोरम न्यनू तम पचास प्रजतित होगा।

(2) संस्ट्थागत अनुसंधान सजमजत का गिन जनदिे क द्वारा तीन र्वर्ा की अर्वजध के जलए डीन (अनुसंधान) की अनिु ंसा पर दकया िाएगा।

(3) जसफाररिें करते समय, संस्ट्थागत अनुसंधान सजमजत यह सुजनजित करेगी दक जसफाररिें इन जर्वजनयमों के अनरूु प की गई ह ैंऔर उसके पास जनम्नजलजखत िजियां और काया होंगे, अथाात्: - (क) संस्ट्थान की अनुसंधान गजतजर्वजधयों की समीक्षा और जनगरानी करना;

(ख) अनुसंधान प्रस्ट्तार्वों और अन्य अनुसंधान पररयोिना से सबं ंजधत मामलों की समीक्षा और अनुमोदन करना; (ग) जर्वभागीय अनुसंधान सजमजत की जसफाररिों की िांच करना और उजचत जनणाय लने ा; (घ) प्रस्ट्ताजर्वत प्रायोजित अनुसधं ान काय ा या पररयोिना की प्रकृजत, उद्देश्य, गणु र्वत्ता और व्यर्वहायाता जनधााररत करने के जलए प्रायोिक एिेंजसयों के आर्वेदनों की िांच करना और यदद कोई हो तो उसे मंिूरी देना और आर्वश्यक जसफाररिें करना;

(ङ) प्रस्ट्ताजर्वत प्रायोजित अनुसधं ान काया या पररयोिना के जलए प्रधान अन्र्वेर्क की जनयुजि करना; (च) सह-प्रधान अन्र्वेर्क, यदद कोई हो, को प्राथजमकता देकर जर्विेर् पररजस्ट्थजतयों में अनुसधं ान पररयोिनाओं के प्रधान अन्र्वेर्क से बदलना; और (छ) राष्ट्रीय और अंतराष्ट्रा ीय जर्वश्वजर्वद्यालय या सस्ट्ं थान अथर्वा दकसी भी प्रजतजित सगं िन या एिेंजसयों के साथ समझौता ज्ञापन की समीक्षा और अनिु ंसा करना।

(4) सस्ट्ं थागत अनुसंधान सजमजत र्वर्ा म ेंत्रैमाजसक या कम से कम दो बार बैिक करेगी:4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] बिते दक, संस्ट्थागत अनुसंधान सजमजत के अध्यक्ष अनुसंधान संबंधी गजतजर्वजधयों पर चचा ा करन े के जलए दकसी भी समय बैिक बुलाएंगे।

(5) संस्ट्थागत अनुसंधान सजमजत की प्रत्येक बैिक के बाद सदस्ट्य-सजचर्व बैिक का कायार्वृत्त तैयार करेगा और सदस्ट्यों के बीच जर्वतरण के बाद अध्यक्ष के अनुमोदन से सदस्ट्य-सजचर्व द्वारा हस्ट्ताक्षररत दकया िाएगा और कायार्वृत्त की प्रजत सदस्ट्यों, जनदेिक और परीक्षा जनयंत्रक और अन्य संबंजधतों को भेंिी िाएगी।

(6) बैिक का कोरम पूरा करन ेके जलए न्यूनतम पचास प्रजतित सदस्ट्यों की आर्वश्यकता होती ह।ै

5. जर्वभागीय अनसु धं ान सजमजत- (1) जनदेिक द्वारा संस्ट्थान के प्रत्येक जिक्षण जर्वभाग के जलए संबंजधत जर्वभागाध्यक्ष की अनुिंसा पर तीन र्वर्ा की अर्वजध के जलए एक जर्वभागीय अनसु ंधान सजमजत का गिन दकया िाएगा और प्रत्येक जर्वभागीय अनुसंधान सजमजत म ेंन्यनू तम पांच सदस्ट्य होंगे।

(2) कोरम परू ा करन े के जलए न्यूनतम पचास प्रजतित की आर्वश्यकता होती ह ै और पीएचडी जडग्री र्वाले जनयजमत जिक्षक जर्वभागीय अनुसंधान सजमजत के सदस्ट्य होंगे।

(3) जर्वभागीय अनुसंधान सजमजत में जनम्नजलजखत सदस्ट्य िाजमल होंगे, अथाात्: - सस्ट्ं थान की जर्वभागीय अनसु धं ान सजमजत

1. जर्वभागाध्यक्ष अध्यक्ष;

2. जर्वभाग के सभी प्रोफेसर सदस्ट्य;

3. जर्वभाग के टीलचंग स्ट्टाफ से रोटेिन पर एक सह-प्राध्यापक सदस्ट्य;

4. जर्वभाग के टीलचंग स्ट्टाफ से रोटेिन पर एक सहायक प्राध्यापक सदस्ट्य सजचर्व;

5. जर्वभागीय अनुसंधान सजमजत स े अध्यक्ष द्वारा नामांदकत एक जिक्षक िो अन्य जर्वभाग सदस्ट्य; और से होगा

6. अध्यक्ष द्वारा नामांदकत अनुसंधान प्रयोगिाला का एक प्रमुख सदस्ट्य

(4) डीन (अनुसंधान) को दकसी भी जर्वभागीय अनुसंधान सजमजत की बैिक में भाग लेन े का अजधकार ददया गया ह ै और उसे जर्विेर् बैिक का सदस्ट्य माना िाएगा।

(5) अध्यक्ष प्रोफेसर के श्रणे ी का होगा और यदद जर्वभाग का प्रमुख प्रोफेसर के श्रणे ी का नहीं है, तो जनदेिक उसी जर्वभाग के एक सह-प्राध्यापक या उपयुि व्यजि को अध्यक्ष के रूप म ेंजनयुि कर सकता ह।ै

(6) जर्वभागीय अनुसंधान सजमजत के अध्यक्ष के पास संस्ट्थान के स्ट्टॉफ म ें से ऐसे सदस्ट्य को अस्ट्थायी सदस्ट्य के रूप में चनु न े का अजधकार होगा िो उनके जर्वचार-जर्वमिा में सहायक हो सकता ह।ै

(7) जर्वभागीय अनुसंधान सजमजत आर्वश्यकता पड़न े पर या कम से कम त्रैमाजसक बैिक करेगी।

(8) जर्वभागीय अनुसंधान सजमजत के पास जनम्नजलजखत िजियां और काया होंगे, अथाात्: - (क) अनुसंधान के उस क्षेत्र को मंिूरी देना जिसमें स्ट्कॉलरों को अनुसंधान करन े की जसफाररि की िाएगी; (ख) यदद आर्वश्यक हो, तो औजचत्य के साथ मागादिाक या पयर्वा ेक्षक को बदलन े की जसफाररि करना;

(ग) िोध कायों की प्रगजत ररपोटा का मूल्यांकन करना और िोध काया से संबंजधत अन्य सभी मुद्दों पर चचाा करना।

(9) जर्वभागीय अनुसंधान सजमजत की प्रत्येक बैिक के बाद जर्वभागीय अनुसंधान सजमजत का सदस्ट्य-सजचर्व बैिक का कायार्वृत्त तैयार करेगा और सदस्ट्यों के बीच जर्वतरण करने के बाद, सजमजत के अध्यक्ष के अनुमोदन स े सदस्ट्य-सजचर्व द्वारा हस्ट्ताक्षर दकए िाएंगे।

(10) कायार्वृत्त की एक प्रजत डीन (िैक्षजणक) और डीन (अनुसधं ान) को भेिी िाएगी।

(11) जर्वभागीय अनुसंधान सजमजत में दकसी भी जर्वर्वाद की जस्ट्थजत म,ें मामला संस्ट्थागत अनुसंधान सजमजत को भेिा िाएगा, जिसका जनणाय अंजतम और बाध्यकारी होगा।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5

6. स्नातकोत्तर आयर्वु दे जडग्री कायाक्रम म ें उपलब्ध जर्विर्े ज्ञताए ं - (1) संस्ट्थान जर्वजभन्न आयुर्वेद जर्विेर्ज्ञताओं में स्नातकोत्तर आयुर्वेद जडग्री प्रदान करेगा।

(2) जर्विेर्ज्ञता का नाम और जर्वभाग जिसमें स्नातकोत्तर जडग्री संचाजलत होनी है, जनम्नजलजखत ताजलका म ेंउजल्लजखत ह:ै - ताजलका क्र.स.ं जर्विर्े ज्ञता का नाम र्वह जर्वभाग जिसम ेंस्नातकोत्तर उपाजध सचं ाजलत की िानी ह।ै

1. आयुर्वेद संजहता एर्वं जसिांत आयुर्वेद के मौजलक जसिांत;

2. द्रव्य गणु जर्वज्ञान द्रव्यगुण;

3. रस िास्त्र एर्व ंभैर्ज्य कल्पना रस िास्त्र एर्व ंभैर्ज्य कल्पना;

4. कायजचदकत्सा कायजचदकत्सा;

5. पंचकमा पंचकम;ा

6. रोग जनदान एर्वं जर्वकृजत जर्वज्ञान रोग जनदान एर्वं जर्वकृजत जर्वज्ञान;

7. स्ट्र्वस्ट्थर्वृत्त स्ट्र्वस्ट्थर्वृत्त तथा योग;

7. स्नातकोत्तर जडग्री कायक्रा म म ेंप्रर्विे के जलए पात्रता-

(1) आर्वेदक को प्रर्वेि के िैक्षजणक र्वर्ा के जलए केंद्र सरकार द्वारा नाजमत प्राजधकरण द्वारा आयोजित अजखल भारतीय आयुर् स्नातकोत्तर प्रर्वेि परीक्षा उत्तीण ा करनी होगी और स्नातकोत्तर जडग्री कायाक्रम म ें प्रर्विे के जलए जपछल े प्रर्वेि परीक्षा की मेररट पर जर्वचार नहीं दकया िाएगा।

(2) आर्वेदक के पास केंद्रीय भारतीय जचदकत्सा पररर्द या भारतीय जचदकत्सा राष्ट्रीय पिजत आयोग द्वारा मान्यता प्राप्त दकसी भी र्वैधाजनक जर्वश्वजर्वद्यालय या र्वैधाजनक जनकाय स े बचै लर ऑफ आयुर्वेद मेजडजसन एडं सिरा ी की जडग्री या र्वैधाजनक जनकायों द्वारा प्रदत्त कोई समकक्ष जडग्री होनी चाजहए और एक र्वर्ा की पूर्वा-पंिीकरण इंटनाजिप की आर्वश्यक अर्वजध परू ी करनी चाजहए और भारतीय जचदकत्सा पिजत के केंद्रीय रजिस्ट्टर या राज्य रजिस्ट्टर म ेंनामांदकत होना चाजहए।

8. प्रर्विे की जतजथ - स्नातकोत्तर जडग्री कायाक्रम में प्रर्वेि एक र्वर्ा में एक बार होगा।

9. प्रर्विे का तरीका - (1) संस्ट्थान में स्नातकोत्तर जडग्री कायाक्रम के जलए प्रर्वेि हते ु इच्छुक आर्वेदकों को जनधााररत योग्यता मानदंडों के अनुसार केंद्र सरकार द्वारा नाजमत प्राजधकरण द्वारा आयोजित अजखल भारतीय आयुर् स्नातकोत्तर प्रर्वेि परीक्षा के माध्यम से अहता ा प्राप्त करनी होगी।

(2) अभ्यथी अजखल भारतीय आयुर् स्नातकोत्तर प्रर्वेि परीक्षा आयोजित करने के जलए नाजमत परीक्षा प्राजधकरण द्वारा जनधााररत जतजथ के भीतर, समय-समय पर ऑनलाइन मोड के माध्यम से घोजर्त आर्वेदन िुल्क के साथ एक जनधााररत आर्वेदन पत्र में आर्वेदन करेगा।

(3) अजखल भारतीय आयुर् स्नातकोत्तर प्रर्वेि परीक्षा का जर्वर्वरण संस्ट्थान की र्वेबसाइट और अजखल भारतीय आयुर् स्नातकोत्तर प्रर्वेि परीक्षा आयोजित करन े के जलए नाजमत प्राजधकरण की र्वेबसाइट पर उपलब्ध होगा।

(4) ऑनलाइन प्रर्वेि परीक्षा के जलए परीक्षा केंद्र प्राजधकरण द्वारा जनधााररत दकए िाएंग े और संस्ट्थान की र्वेबसाइट और अजखल भारतीय आयुर् स्नातकोत्तर प्रर्वेि परीक्षा आयोजित करने के जलए नाजमत प्राजधकारी की र्वेबसाइट पर उपलब्ध होंगे।

(5) पररणाम और अजखल भारतीय मेररट सूची संस्ट्थान की र्वेबसाइट तथा अजखल भारतीय आयुर् स्नातकोत्तर प्रर्वेि परीक्षा आयोजित करने के जलए नाजमत प्राजधकरण की र्वेबसाइट पर प्रकाजित की िाएगी।

(6) काउंसललगं केंद्र सरकार द्वारा नाजमत प्राजधकारी द्वारा जनधााररत दकए गए अनुसार की िाएगी।

(7) जर्वदेिी नागररकों या नामांदकत जिक्षकों अथर्वा जचदकत्सा अजधकाररयों को छोड़कर, प्रायोजित या नामांदकत उम्मीदर्वारों को जर्वजनयम 7 में जनर्दाष्ट पात्रता के साथ प्रर्वेि परीक्षा में अहता ा प्राप्त करना भी आर्वश्यक होगा।

(8) प्रर्वेि हते ु इच्छुक जर्वदेिी नागररक उम्मीदर्वारों को अपना आर्वेदन आयुर्वेद जिक्षण और अनुसंधान संस्ट्थान या भारतीय सांस्ट्कृजतक संबंध पररर्द (जर्वदिे ी नागररकों हते ु आयुर् छात्रर्वृजत्त का लाभ उिाने के जलए), भारत सरकार, नई ददल्ली के माध्यम से प्रस्ट्तुत करन े होंग ेऔर उन्ह ेंअजखल भारतीय आयुर् स्नातकोत्तर प्रर्वेि परीक्षा स ेछूट दी गई ह।ै

(9) सभी चयजनत अभ्यथी मेजडकल दफटनेस के अधीन होंग े और िब तक उन्ह ें जचदकत्सकीय रूप से दफट घोजर्त नहीं दकया िाता तब तक उन्ह ेंजडग्री प्रोग्राम में िाजमल होन े की अनुमजत नहीं दी िाएगी।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 7

10. आरक्षण- (1) जर्वजभन्न श्रेजणयों अनुसूजचत िाजत, अनुसूजचत िनिाजत, अन्य जपछड़ा र्वगा, आर्थाक रूप से कमिोर र्वग ा और बेंचमाका जर्वकलागं ता र्वाल ेव्यजियों के जलए आरक्षण, प्रर्विे के समय भारत सरकार के कार्माक और प्रजिक्षण जर्वभाग के ददिाजनदेिों के अनुरूप होगा।

(2) केंद्र सरकार द्वारा नामांदकत उम्मीदर्वारों और राज्य सरकार या संघ राज्य क्षेत्र प्रिासन द्वारा प्रायोजित उम्मीदर्वारों के जलए तीन सीटें आरजक्षत की िाएंगी, जिनके पास संबंजधत जर्विर्े ज्ञता या जर्वर्य म ें स्नातकोत्तर जडग्री कायाक्रम र्वाल े सरकारी संस्ट्थान या कॉलेि नहीं ह,ैं उन पर समय-समय पर आयुर् मंत्रालय द्वारा प्रदान दकए गए ददिाजनदेि के अनुसार नामांकन के जलए जर्वचार दकया िाएगा।

(3) जर्वदेिी नागररक उम्मीदर्वारों के जलए तीन नॉन-स्ट्टाइपेंडरी सीटें आरजक्षत की िाएगं ी और इन उम्मीदर्वारों को भारतीय सांस्ट्कृजतक संबंध पररर्द से प्राप्त आर्वेदन के माध्यम से आयुर् मंत्रालय द्वारा नाजमत दकया िाएगा।

(4) यदद आरजक्षत कोटे की सीटों में से कोई ररजि जनकलती है, तो उसे केंद्र सरकार के लाग ू मानदंडों का सख्ती से पालन करते हुए भरा िाएगा।

11. स्ट्टाइपडें - (1) जिन स्ट्कॉलरों को स्ट्टाइपडें सीटों पर प्रर्वेि ददया िाता ह,ै उन्ह ें संस्ट्थान द्वारा समय-समय पर अर्वजध िो तीन र्वर्ा से अजधक की नहीं होंगी, के जलए जनधााररत माजसक स्ट्टाइपेंड का भगु तान दकया िाएगा, बिते दक उनकी उपजस्ट्थजत, मुख्य प्रजिक्षण, अनुसंधान प्रगजत, आचरण और अस्ट्पताल का काम संतोर्िनक हो तथा प्रारंजभक परीक्षा में असफल होन े की दिा म,ें परीक्षा उत्तीणा करन े और अगल ेर्वर्ा पदोन्नजत तक के जलए, स्ट्टाइपडें रोक दी िाएगी।

(2) केंद्र सरकार या राज्य सरकार के रोिगार के तहत दकसी भी प्रायोजित अभ्यथी को, अध्ययन अर्वजध के दौरान, संस्ट्थान द्वारा दकसी पाररश्रजमक का भुगतान नहीं दकया िाएगा और इस संबंध में दकसी भी पाररश्रजमक का भुगतान संबंजधत सरकार की जिम्मेदारी होगी।

(3) सत्र के बीच म ेंपढाई छोड़ने र्वाले स्ट्कॉलरों को स्नाकोत्तर जडग्री कायाक्रम में िाजमल होन े से लेकर दो लाख रूपय ेकी बाडं राजि के साथ स्ट्कॉलर को भगु तान की गई स्ट्टाइपडें की पूरी राजि र्वापस करनी होगी।

(4) संस्ट्थान के जनदिे क जनयम 11 की उपधारा (3) में उजल्लजखत ऐसे मामलों पर जनणाय लेने के जलए सक्षम प्राजधकारी होंगे।

(5) अध्ययन अर्वजध के दौरान दकसी स्ट्कॉलर की मृत्यु की जस्ट्थजत में, स्ट्टाइपडें की कोई र्वसूली नहीं की िाएगी।

12. बाडं - (1) प्रत्येक चयजनत अभ्यथी को अनुलग्नक के अनसु ार जनधााररत प्रपत्र में स्नातकोत्तर जडग्री कायाक्रम में िाजमल होने से पहले संस्ट्थान के साथ बांड जनष्पाददत करना होगा।

(2) यदद छात्र बीच में ही कायक्रा म छोड़ देता ह,ै तो छात्र को संस्ट्थान स े रीजलर्व होन े के जलए मुआर्विे के रूप म ें संस्ट्थान को अजग्रम भगु तान दकए गए स्ट्टाइपेंड के साथ दो लाख रुपय ेका अजग्रम भगु तान करना होगा।

13. जडग्री कायक्रा म की अर्वजध और उपजस्ट्थजत- (1) चयजनत उम्मीदर्वारों को प्रर्वेि के बाद तीन र्वर्ा तक अध्ययन की अर्वजध से गुिरना होगा, जिसम ें से एक र्वर् ा प्रारंजभक पाठ्यक्रम के जलए और अगल े दो र्वर् ा जर्विेर्ज्ञ पाठ्यक्रम के जलए समर्पता होंगे।

(2) यदद छात्र दकसी भी कारण से संस्ट्थान के प्राजधकारी की उजचत अनुमजत के साथ जडग्री कायाक्रम बीच म ेंछोड़ दते ा है, तो उसे प्रर्वेि की तारीख से छह र्वर्ा की अजधकतम अर्वजध के भीतर जडग्री कायाक्रम परू ा करने की अनुमजत दी िाएगी।

(3) स्ट्कॉलरों को परीक्षा म ें िाजमल होन े हते ु पात्र बनने के जलए कुल व्याख्यान, प्रयोग और जक्लजनक म ें कम से कम पचहत्तर प्रजतित भाग लेन े की आर्वश्यकता होगी।

(4) स्ट्कॉलरों को अध्ययन की अर्वजध के दौरान अस्ट्पताल और उन्ह ें आर्वंरटत अन्य कताव्यों में भाग लने े की आर्वश्यकता होगी।

(5) सभी स्ट्कॉलरों को क्रमिः प्रारंजभक और अंजतम पाठ्यक्रम के दौरान अपन े संबंजधत जर्वभागों में कजनि या र्वररि जनर्वासी कताव्यों का पालन करना होगा।

(6) पहल े र्वर्ा में स्ट्कॉलरों को कजनि जनर्वाजसयों के रूप म ें काम करना होगा और एक ददन म ें कम से कम तीन से पांच घंटे इनडोर अस्ट्पताल, नाजमत प्रयोगिालाओं, फामेसी ड्यूरटयों म ें भाग लने ा होगा िहां उन्ह ें सभी संबंजधत ररकॉड ा परू े करन े होंगे।8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(7) दसू रे और तीसरे र्वर् ा के स्ट्कॉलरों को र्वररि जनर्वाजसयों के रूप म ें काम करना होगा और रोजगयों स े संबंजधत सभी नैदाजनक ररकॉड ा को परू ा करना होगा और संबंजधत जिक्षक को संबंजधत काया और बाह्य रोगी जर्वभाग कताव्यों के संचालन म ें सहायता करनी होगी और साथ ही अस्ट्पताल की इमरिेंसी और राजत्रकालीन ड्यूटी भी करनी होगी।

(8) सभी स्ट्कॉलरों को रजर्वर्वार और छुरियों के ददन भी अस्ट्पताल की ड्यूटी करनी होगी तथा उन्ह ें छुरियों के दौरान स्ट्टेिन से बाहर िाने के जलए जर्वभाग प्रमुख की जसफाररि पर डीन (िैक्षजणक) की पूर्वाानुमजत और अनुमोदन लने ा होगा।

(9) डीन (िैक्षजणक) या जनदेिक की पूर्वाानुमजत के जबना स्ट्कॉलर की तीस ददनों से अजधक की अनुपजस्ट्थजत पर, प्रर्वेि जबना दकसी सूचना के स्ट्र्वचाजलत रूप से समाप्त हो िाएगा।

(10) स्ट्कॉलरों को जर्विेर् व्याख्यान, प्रदिना , कायािाला, सेजमनार, प्रजिक्षण, अध्ययन दौरे और ऐसी अन्य गजतजर्वजधयों म ें भाग लने ा होगा िो संस्ट्थान द्वारा समय-समय पर आयोजित की िा सकती ह।ैं

(11) स्ट्कॉलरों को अध्ययन अर्वजध के दौरान एक साथ दकसी अन्य पूणाकाजलक जडग्री कायाक्रम में िाजमल होने की अनुमजत नहीं दी िाएगी, लेदकन उजचत माध्यम से डीन (िैक्षजणक) से अनुमजत के बाद ही उन्ह ें सौंपे गए कताव्यों और अध्ययन म ें बाधा डाल ेजबना जडप्लोमा या प्रमाणपत्र पाठ्यक्रम में िाजमल होने की अनुमजत दी िा सकती ह।ै

(12) यदद स्ट्कॉलर को जडग्री कायाक्रम के कायाकाल के दौरान दकसी सरकारी जनकाय में स्ट्थायी जनयुजि के जलए चनु ा िाता ह,ै तो स्ट्कॉलर सेर्वाओं को ज्र्वाइन कर सकता ह ै और जनयोिा से उजचत अनुमजत प्राप्त करने के बाद स्ट्कॉलर संस्ट्थान में ज्र्वाइन होने की तारीख से छह र्वर्ा की अर्वजध के भीतर जडग्री कायाक्रम पूरा कर सकता ह।ै

(13) यदद स्ट्कॉलर सेर्वा म ें ज्र्वाइन होन े के एक र्वर् ा बाद संस्ट्थान म ें ज्र्वाइन होन े की तारीख स े छह र्वर् ा की अर्वजध के भीतर अध्ययन पूरा करने में जर्वफल रहता है, तो प्रर्वेि रद्द माना िाएगा और उसे दो लाख रुपये की बांड राजि के साथ, स्ट्टाइपडें की पूरी राजि का भुगतान जनयम 11 का उप-जनयम (3) के अनुसार करना होगा।

(14) अध्ययन में दोबारा िाजमल होन े के मामल े में, स्ट्कॉलर को प्रत्येक र्वर् ा पचहत्तर प्रजतित उपजस्ट्थजत और अंजतम परीक्षा में िाजमल होन े से पहल ेिोध प्रबंध पूरा करन े के मानदडं ों को पूरा करना होगा।

14. प्रजिक्षण की पिजत- (1) अपनी-संबंजधत जर्विेर्ज्ञता म ें तुलनात्मक एर्व ं आलोचनात्मक अध्ययन के साथ-साथ िास्त्रीय ज्ञान में गहन प्रजिक्षण ददया िाएगा तथा सेर्वाकालीन प्रजिक्षण एर्वं प्रयोग पर बल ददया िाएगा।

(2) स्ट्कॉलरों को अपनी संबंजधत जर्विेर्ज्ञता म ें दकए गए िोध काया की जर्वजधयों और तकनीकों के बारे म ें िानना आर्वश्यक ह।ै

(3) प्रजिक्षण के जलए ऐसे पैटना की आर्वश्यकता होती ह ै तादक उसकी देखभाल के जलए सौंपे गए रोजगयों के प्रबंधन और उपचार में तथा आपात जस्ट्थजत से जनपटने के जलए स्ट्कोलर को श्रेणीबि जिम्मेदारी दी िा सके।

(4) स्ट्कॉलरों को अपनी जर्विेर्ज्ञता में स्नातक स्ट्कॉलरों या प्रजिक्षुओं के जिक्षण और प्रजिक्षण कायाक्रमों में भाग लेना होगा।

(5) प्रथम र्वर् ा की अर्वजध म,ें उन्ह ें आयुर्वेद के सभी जर्वर्यों पर मौजलक रूप स े लाग ू पहलुओं में पयााप्त ज्ञान प्रदान करन े पर िोर ददया िाएगा और जचदकत्सा के आधारभतू जर्वज्ञान म ें इसके सभी लाग ू और तुलनात्मक पहलुओं स े संबंजधत जर्विेर्ज्ञता से संबंजधत पयााप्त प्रजिक्षण ददया िाएगा।

(6) नैदाजनक प्रजिक्षण का उद्देश्य स्ट्कॉलर के ज्ञान का जर्वस्ट्तार करना ह ैतादक जर्विेर्ज्ञ के रूप में स्ट्र्वतंत्र काया कर सके।

(7) जडग्री कायाक्रम के सभी चरणों के दौरान स्ट्कॉलरों को एक योिनाबि कायाक्रम पर जर्वस्ट्तृत और गहन प्रजिक्षण ददया िाएगा और यदद आर्वश्यक हो तो ऐसा कायाक्रम डीन (िैक्षजणक) या उप जनदेिक (स्नातकोत्तर) के जनरीक्षण और िांच के जलए उपलब्ध होगा।

(8) जडग्री कायाक्रम के दौरान जिक्षण प्रौद्योजगकी और अनुसंधान जर्वजधयों पर पयााप्त प्रजिक्षण प्रदान दकया िाएगा।

(9) प्रत्येक जर्वभाग को जिक्षण और प्रजिक्षण के एक भाग के रूप म ें एक अध्ययन दौरे की योिना बनानी होगी और अध्ययन दौरे परू ी तरह स े जर्वर्य या जर्विेर्ज्ञता से संबंजधत स्ट्थानों पर होंगे, जिसका उद्देश्य क्षेत्र की अजतररि िानकारी और ज्ञान को िोड़ना होगा और अध्ययन दौरे में भारत म ेंजनम्नजलजखत स्ट्थानों का दौरा िाजमल होगा, अथाात:् - (क) आयुर्वेददक उद्योग;

(ख) िड़ी-बूरटयों या और्धीय पौधों के अर्वलोकन के जलए कोई र्वन या स्ट्थान;[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 9 (ग) जर्वजभन्न जर्वजिष्टताओं के प्रजसि आयुर्वेददक अस्ट्पताल, पंचकमा केंद्र या पारंपररक उपचार का स्ट्थान;

(घ) अनुसंधान केंद्र और प्रयोगिालाएं; (ङ) आयुर्वेद स ेसंबंजधत पांडुजलजप पुस्ट्तकालय, पुरातत्र्व स्ट्थल; और (च) प्रमुख राष्ट्रीय िक्षै जणक संस्ट्थान।

(10) जनदेिों का माध्यम लहदं ी, अग्रं ेिी या संस्ट्कृत में होगा।

15. परीक्षाए-ँ (1) स्नातकोत्तर जडग्री कायाक्रम म ेंदो मुख्य परीक्षाएँ होंगी, िैसे प्रारंजभक परीक्षा और अंजतम परीक्षा।

(2) अध्ययन के प्रथम र्वर् ा के पाठ्यक्रम के जलए जनधााररत जर्वर्यों में प्रारंजभक परीक्षा पहले िैक्षजणक र्वर् ा के अंत म ें आयोजित की िाएगी।

(3) जर्वजनयम 17 के उप-जर्वजनयम (2) म ें उजल्लजखत जर्विेर्ज्ञता के जर्वर्य म ें अंजतम परीक्षा तीसरे िैक्षजणक र्वर् ा के अतं म ें आयोजित की िाएगी।

(4) दसू रे र्वर् ा म ें कोई परीक्षा नहीं होगी लेदकन स्ट्कॉलरों को संस्ट्थान द्वारा प्रस्ट्ताजर्वत न्यूनतम एक अल्पकाजलक प्रमाणपत्र पाठ्यक्रम और जर्वश्व स्ट्र्वास्ट््य सगं िन, नेिनल प्रोग्राम ऑन टेक्नोलॉिी एन्हांस्ट्ड लर्निंग, स्ट्टडी र्वब्े स ऑफ एजक्टर्व-लर्नगिं फॉर यंग एजस्ट्परेंट माइंड्स, ओपन कोसा र्वेयर-मैसाचुसेट्स इंस्ट्टीट्यूट ऑफ टेक्नोलॉिी, जर्वजभन्न भारतीय प्रौद्योजगकी संस्ट्थानों से ऑनलाइन पाठ्यक्रम िैस े दकसी अन्य सरकारी मान्यता प्राप्त संगिन द्वारा प्रस्ट्ताजर्वत न्यनू तम एक ऑनलाइन पाठ्यक्रम पूरा करना होगा।

(5) पाठ्यक्रम को अजधमानतः सूचना जर्वज्ञान, डेटा प्रबंधन और व्याख्या, र्वैज्ञाजनक लेखन सचं ार कौिल, व्यजित्र्व जर्वकास, अस्ट्पताल प्रबंधन, और्जध अनुसधं ान और जर्वकास िैसे जर्वर्यों से चुना िा सकता ह।ै

(6) सस्ट्ं कृत भी आयुर्वेद के अध्ययन और अनुसंधान के जलए उपयोगी जर्वर्य हो सकता ह।ै

(7) स्ट्कॉलर को उसके अनुसंधान पररयोिना में संतोर्िनक प्रगजत, संबंजधत जर्वभाग म ें जनयजमतता और समयजनिा के आधार पर तथा पहले र्वर् ा के सभी जर्वर्यों को उत्तीणा करन े के बाद, अंजतम र्वर्ा म ेंपदोन्नत दकया िाएगा।

(8) प्रारंजभक और अंजतम र्वर्ा की परीक्षा उत्तीणा करने के जलए आर्वश्यक न्यूनतम अंक सैिांजतक और व्यार्वहाररक (जिसम ें व्यार्वहाररक, नैदाजनक और मौजखक परीक्षा िहां भी लागू हो, िाजमल ह)ैं म ेंअलग-अलग पचास प्रजतित होंगे, िैसा दक इन जनयमों की अंक जर्वतरण ताजलका में जनर्दाष्ट ह ैऔर कोई ग्रेस अकं स्ट्र्वीकाया नहीं होगा।

(9) पैंसि प्रजतित और उससे अजधक अंक प्राप्त करने र्वाला छात्र जर्वर्य म ें प्रथम श्रेणी और पचहत्तर प्रजतित और उसस े अजधक अंको को जर्वर्य में जर्वजिष्टता प्रदान दकए िाएगं े और ये अर्वाडा परू क परीक्षाओं के जलए लाग ूनहीं होंगे।

16. प्रारंजभक परीक्षा के जलए जर्वर्य- (1) इसम ें दो सैिांजतक पेपर होंग,े प्रत्येक तीन घंटे की अर्वजध का और सौ अंकों का होगा, उसके बाद व्यार्वहाररक या जक्लजनकल अथर्वा मौजखक परीक्षा होगी जिसमें नीचे दी गई ताजलका में उजल्लजखत जर्वर्य होंगे, अथाात्: - ताजलका क्र.स.ं जर्वर्यों का नाम सिै ाजं तक अकं मौजखक और प्रायोजगक अकं

1. अनुसंधान पिजत और जचदकत्सा सांजख्यकी 100(60+ 40) 100

2. जर्वजिष्ट जर्वर्य 100 100

(2) सस्ट्ं थान प्रत्येक सेमेस्ट्टर अथर्वा र्वर्ा में समय-समय पर जिक्षण पैटन ाऔर जर्वर्य या पाठ्यक्रम जनधााररत करेगा।

(3) यदद कोई स्ट्कॉलर केर्वल एक जर्वर्य में असफल होता ह,ै तो उसे दसू रे र्वर्ा के सत्र को िारी रखने की अनुमजत दी िाएगी और दकसी भी स्ट्कॉलर को दसू रे र्वर् ा से अंजतम (तीसरे) र्वर् ा में तब तक पदोन्नत नहीं दकया िाएगा, िब तक दक उसन े सभी जर्वर्यों में प्रथम र्वर्ा की परीक्षा उत्तीणा नहीं कर ली हो।

(4) बाद की पूरक प्रारंजभक परीक्षा प्रत्येक छह महीन े में आयोजित की िाएगी और प्रारंजभक परीक्षा को अजधकतम चार र्वर् ा की अर्वजध के भीतर उत्तीण ा करने के जलए अजधकतम चार परीक्षण (मुख्य परीक्षा सजहत) ददए िाएंग े और छात्र को10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] अजधकतम सीमा के भीतर उत्तीणा होने म ें उसकी असमथाता की जस्ट्थजत म ें आगे जडग्री कायाक्रम िारी रखने की अनुमजत नहीं दी िाएगी।

17. अजं तम परीक्षा योिना:- (1) सभी स्ट्कॉलर िो अंजतम र्वर्ा की परीक्षा में िाजमल होना चाहते हैं, उन्ह ें संस्ट्थान द्वारा जनर्दाष्ट जतजथ और उसके अनुमोदन से पहल ेडीन (िैक्षजणक) के माध्यम से िोध प्रबंध प्रस्ट्ततु करना होगा।

(3) सस्ट्ं थान समय-समय पर जर्वजिष्ट जर्वर्यों के प्रत्येक पेपर का जिक्षण पैटना और पाठ्यक्रम जनधााररत करेगा।

(4) सैिांजतक, व्यार्वहाररक, नदै ाजनक या मौजखक परीक्षाओं के जलए अंकों का जर्वभािन संबंजधत जर्वभाग द्वारा जनर्दाष्ट दकया िाएगा और अकादजमक पररर्द द्वारा अनुमोददत दकया िाएगा और समय-समय पर संिोजधत दकया िाएगा।

(5) अंजतम (ततृ ीय) र्वर् ा के अनत्तु ीणा छात्रों के जलए अनुर्वती पूरक परीक्षा प्रत्येक छह महीने म ेंआयोजित की िाएगी।

(6) स्नातकोत्तर जडग्री कायाक्रम की कुल अर्वजध छह र्वर् ासे अजधक नहीं होगी।

18. परीक्षा का सचं ालन- (1) सैिांजतक और प्रायोजगक परीक्षाओं के समय, डीन (िैक्षजणक) पीिासीन अजधकारी होंगे।

(2) प्रारंजभक परीक्षा में, प्रत्येक सैिांजतक प्रश्नपत्र कुल सौ अंकों का होगा, जिसमें दो भाग होंगे, अथाात् भाग ए और भाग बी।

(3) प्रारंजभक परीक्षा के जलए, एक उत्तर पुजस्ट्तका के जलए दो अलग-अलग परीक्षकों द्वारा दो मूल्यांकन होंग े तादक एकल मूल्यांकन की असंतुजलत प्रकृजत और पररणामी अजप्रय जस्ट्थजत को कम दकया िा सके।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 11

(4) दोहरे मल्ू यांकन के बाद, दोनों अंकों में कुल अंकों के बीस प्रजतित तक जभन्नता होने की जस्ट्थजत में, दोनों अंकों के औसत को अंजतम स्ट्कोर माना िाएगा।

(5) जभन्नात्मक अंकों के मामल े में, यदद अंि 0.5 या उससे ऊपर ह,ै तो इसे अगल े उच्चतम अंक तक पूणािंदकत दकया िाएगा और यदद स्ट्कोर 0.5 से नीचे ह ैतो इसे जनचले अंक मान तक पणू ािंदकत दकया िाएगा।

(6) दोहरे मल्ू यांकन के अतं में, यदद दो स्ट्र्वतंत्र अंकों के बीच अंतर कुल अंको के बीस प्रजतित से अजधक है, तो ऐसी उत्तर पुजस्ट्तकाओं को तीसरे पात्र परीक्षक द्वारा मल्ू यांकन पर जर्वचार दकया िाएगा।

(7) दो अलग-अलग परीक्षकों में स े एक परीक्षक बाहरी होगा और संबंजधत जर्वर्य के जलए प्रायोजगक या नैदाजनक या मौजखक परीक्षा भी आयोजित करेगा।

(8) अंजतम र्वर्ा की परीक्षा चार परीक्षकों की एक टीम द्वारा आयोजित की िाएगी, जिनम ें से दो परीक्षक बाहरी होंग े और ये चार परीक्षक प्रत्येक जर्विेर्ज्ञता या जर्वर्य के जलए सौ अंकों के चार सैिांजतक प्रश्न पत्र तैयार करेंगे।

(9) अंजतम र्वर्ा की परीक्षा के जलए, एक उत्तर पुजस्ट्तका के जलए चार परीक्षकों द्वारा चार मूल्यांकन होंगे और सभी अंको के औसत को अंजतम स्ट्कोर माना िाएगा।

(10) जभन्नात्मक अंकों के मामले म,ें यदद जभन्न 0.5 या उससे ऊपर ह,ै तो इस े अगल े उच्चतम अंक तक पूणािंदकत दकया िाएगा और यदद स्ट्कोर 0.5 से नीचे ह ैतो इसे जनचले अंक मान तक पणू ािंदकत दकया िाएगा।

(11) जिन परीक्षकों ने सैिांजतक पेपर तैयार दकया है, र्वे प्रायोजगक या नैदाजनक अथर्वा मौजखक परीक्षा भी आयोजित करेंगे।

(12) एक मान्यता प्राप्त स्नातकोत्तर जिक्षक, िैसा दक जर्वजनयम 21 में उजल्लजखत ह,ै पांच र्वर्ा के स्नातकोत्तर जिक्षण अनुभर्व के साथ सहायक प्रोफेसर या सबं ंजधत जर्वर्यों म ें इससे अजधक जिक्षण अनुभर्व हो, स्नातकोत्तर परीक्षा के जलए एक परीक्षक के रूप में जनयिु होन े के जलए पात्र होगा।

(13) परीक्षा के समय दकसी भी कारण से बाहरी परीक्षक की अनुपलब्धता के मामले में, डीन (िैक्षजणक) परीक्षा जनयंत्रक को सूजचत करते हुए परीक्षा आयोजित करने के जलए नए परीक्षक को जनयुि करेगा और नर्व जनयुि परीक्षक अजधमानतः बाहरी होगा और ऐस े परीक्षक की अनुपलब्धता के मामल े में, संबंजधत जर्वर्य के आतं ररक र्वररि फैकल्टी को जनयुि दकया िाएगा।

19. िोध प्रबधं - (1) स्नातकोत्तर आयुर्वेद जडग्री कायाक्रम के एक भाग के रूप में, प्रत्येक स्ट्कॉलर संबंजधत जर्विेर्ज्ञता और पाठ्यक्रम से संबंजधत जर्वर्य पर एक िोध प्रबंध तैयार करेगा।

(2) िोध प्रबंध के सार संक्षपे के साथ िोध प्रबंध का िीर्ाक प्रथम र्वर्ा म ें प्रर्वेि के नौ महीन े के भीतर संस्ट्थान म ें पंिीकृत दकया िाएगा और प्रत्येक िोध प्रबंध का जर्वर्य प्रयोग उन्मुख हो सकता है, अप्रमाजणक दोहरार्व से मिु हो सकता ह ै और आयुर्वेद जर्वज्ञान के जर्वकास में सहायक हो सकता ह।ै

(3) िोध प्रबंध के सार संक्षेप म ें िोध प्रबंध का परू ा िीर्ाक, काया की आर्वश्यकता, काया की कायायोिना, जर्वभाग के नाम के साथ काया के जलए आर्वश्यक बिट और मागादिाक या पयार्वक्षे क तथा सह-मागादिाक अथर्वा सह-पयार्वेक्षक के नाम और पदनाम का स्ट्पष्ट रूप से उल्लेख दकया िाएगा।

(4) जर्वभागीय स्ट्कॉलरों के सभी िोध प्रबंध के सार संक्षेप पर जर्वभागीय अनुसंधान सजमजत में चचाा की िाएगी और जर्वभागीय अनुसंधान सजमजत के अनुमोदन के बाद, उन्ह ें संस्ट्थागत अनुसंधान सजमजत को भेिा िाएगा िो िोध प्रबंध के िीर्ाक और काया की प्रस्ट्ताजर्वत योिना का अनुमोदन करेगी।

(5) अनुमोदन के बाद, िोध प्रबंध के सार संक्षेप को संस्ट्थागत नैजतकता सजमजत या संस्ट्थागत पिु आचार सजमजत (िो भी लाग ूहो) को भेिा िाएगा, िो नैजतक मुद्दों की िांच करेगी और दकए िान े र्वाले काया के जलए अनुमोदन देगी।

(6) एक बार िब िोध प्रबंध का िीर्ाक स्ट्र्वीकृत हो िाता ह,ै तो जर्वभागीय अनुसंधान सजमजत और संस्ट्थागत नैजतकता सजमजत के अनुमोदन के बाद ही स्ट्कॉलरों को िीर्ाक या काया की प्रस्ट्ताजर्वत योिना को बदलन े की अनुमजत दी िाएगी, जिसके संबंध में अंततः परीक्षा जनयंत्रक को सूजचत करना होगा।

(7) संस्ट्थागत आचार सजमजत के अनुमोदन के बाद प्रत्येक नैदाजनक अनुसंधान काया को संभाजर्वत रूप से "भारत की नैदाजनक परीक्षण रजिस्ट्री" में पंिीकृत दकया िाएगा।12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(8) प्रत्येक स्ट्कॉलर को प्रत्येक सत्र के अतं म ें गाइड या पयार्वेक्षक द्वारा जर्वजधर्वत हस्ट्ताक्षररत और अग्रेजर्त काया की प्रगजत ररपोटा जर्वभागीय अनुसंधान सजमजत को प्रस्ट्तुत करनी होगी और जर्वभागीय अनुसंधान सजमजत काया की प्रगजत का आकलन और जनगरानी करेगी और तदनसु ार इसे अनुमोददत करेगी।

(9) िोध प्रबंध को स्ट्कॉलर द्वारा उसके द्वारा चुन े गए अनुसंधान प्रश्न पर दकए गए िोध के तरीकों और संभार्वनाओं को ररकॉडा पर रखा िाएगा और सस्ट्ं थान द्वारा अनुमोददत मागादिका या पयार्वेक्षक के मागादिना म ेंपूरा दकया िाएगा।

(10) िोध प्रबंध के जलए काम का उपयोग साजहत्य की खोि, इसके महत्र्वपूणा अध्ययन और इसके व्यार्वहाररक अनुप्रयोग को सीखने के जलए दकया िाएगा और िोध प्रबंध में स्ट्कॉलर के स्ट्र्वयं के िोध का जर्वर्वरण िाजमल होगा।

(11) िोध प्रबंध म ें साजहत्य की आलोचनात्मक समीक्षा, कायाप्रणाली, िोध के पररणाम, अध्ययन के िोध जनष्कर्ों के आधार पर चचाा, सारांि, जनष्कर्ा और संदभा िाजमल होंगे।

(12) िोध प्रबंध को ए4 आकार के कागि के दोनों तरफ एक इंच के मार्िान के साथ टाइप दकया िाना चाजहए और टाइलपंग 12 के फॉन्ट आकार म ें टाइम्स न्य ू रोमन के फॉन्ट के साथ 1.5 लाइन ररजि के साथ की िानी चाजहए और िीर्ाक का कर्वर संस्ट्थान द्वारा जनर्दाष्ट मानक प्रारूप में होगा और दर्वे नागरी जलजपयों के जलए यूजनकोड फोंट का उपयोग दकया िाएगा।

(13) िोध प्रबंध या काया में कहीं भी दकसी व्यजि की तस्ट्र्वीर नहीं लगाई िाएगी और साथ ही काया दकसी को समर्पात नहीं दकया िाएगा और िीर्ाक कर्वर तथा आतं ररक कर्वर का पैटन ासंस्ट्थान द्वारा ददए गए जनदेिों के अनरूु प होगा।

(14) िोध प्रबंध आम तौर पर चाटा, आरेख, फोटोग्राफ, ग्रंथ सचू ी आदद सजहत टाइप दकए गए दो सौ पचास पृिों से अजधक नहीं होना चाजहए।

(15) िोध प्रबंध म ेंजनष्कर्ा को कर्वर करन े र्वाले एक हिार पांच सौ से कम िब्दों का अंजतम सारांि िाजमल होगा।

(16) स्ट्कॉलर को अंजतम परीक्षा से तीन महीन े पहल े िोध प्रबंध िमा करना होगा, न दक संस्ट्थान द्वारा जनधााररत अंजतम जतजथ के बाद।

(17) िोध प्रबंध में स्ट्कॉलर, मागादिाक या पयार्वेक्षक और सह-मागादिाक अथर्वा सह-पयार्वेक्षक द्वारा जर्वजधर्वत हस्ट्ताक्षररत प्रमाण पत्र िाजमल होगा जिसमें कहा गया हो दक काया दकया गया ह ै और पयार्वेक्षक के प्रत्यक्ष पयार्वेक्षण के अधीन स्ट्कॉलर द्वारा स्ट्र्वयं डेटा एकत्र दकया गया ह ै िो प्रमाजणत करता ह ै दक र्वतामान िोध प्रबंध में उद्धतृ काया को जर्वजधर्वत स्ट्र्वीकार दकया गया ह।ै

(18) प्रत्येक िोध प्रबंध को साजहजत्यक नकल की दजृ ष्ट से िाचं ना होगा और प्रत्येक िोध प्रबंध के जलए लाइब्रेररयन द्वारा प्रमाण पत्र िारी दकया िाएगा।

(19) मागादिाक या पयार्वेक्षक और सह-मागदा िाक अथर्वा सह-पयार्वेक्षक के प्रमाण पत्र के साथ सॉफ्ट कॉपी के साथ बाध्य िोध प्रबधं और सारांि की प्रजतयों की संख्या जनर्दष्टा जतजथ के भीतर िमा की िाएगी, िो संस्ट्थान द्वारा समय-समय पर जनधााररत दकए गए ददिाजनदेिों के अनुसार जर्वभाग के प्रमुख द्वारा जर्वजधर्वत अग्रेजर्त की िाएगी।

(20) िोध प्रबधं का मल्ू यांकन संस्ट्थान द्वारा जनयुि तीन जनणाायकों द्वारा दकया िाएगा, जिनमें स े दो जनणाायक बाहरी होंग े और एक आंतररक (काया का मागादिाक) होगा और काया को बहुमत से अनुमोददत दकया िाएगा।

(21) यदद िोध प्रबंध स्ट्र्वीकृत नहीं होता ह,ै तो इसे जनणाायकों की रटप्पजणयों के साथ स्ट्कॉलर को र्वापस कर ददया िाएगा और स्ट्कॉलर आर्वश्यक सुधार करने के बाद िोध प्रबंध को संस्ट्थान में पनु : प्रस्ट्तुत कर सकता ह।ै

(22) स्ट्कॉलरों को जनणाायकों द्वारा िोध प्रबधं के अनुमोदन के बाद ही स्नातकोत्तर जडग्री कायाक्रम की अंजतम परीक्षा म ें िाजमल होने की अनुमजत दी िाएगी।

(23) िोध प्रबंध, अनुमोददत होने पर, संस्ट्थान की संपजत्त बन िाएगा और स्ट्कॉलरों द्वारा दकए गए िोध काया से संबंजधत दकसी भी प्रकािन और बौजिक संपदा अजधकारों में इस संस्ट्थान से संबिता र्वाल ेलेखक के रूप में पयार्वेक्षक या मागदा िाक के नाम का उल्लेख करना होगा और यदद दकसी जस्ट्थजत में इसे कायााजन्र्वत नहीं दकया िाता है, तो संस्ट्थान कानूनी कारार्वाई िुरू कर सकता ह।ै

(24) संबंजधत जर्विेर्ज्ञता स े सह-मागादिाक या सह-पयार्वेक्षक के साथ सह-चयन करके अंतर-जर्वर्यक अनुसंधान दकया िा सकता ह।ै[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 13

(25) यह र्वांछनीय ह ै दक प्रत्यके स्ट्कॉलर अपन े या अपने र्वतमा ान िोध प्रबंध काया के आधार पर एक िोध पत्र कम से कम जर्वश्वजर्वद्यालय अनुदान आयोग-िैक्षजणक अनुसधं ान और नैजतकता संघ म ें अनुक्रजमत, समीक्षा र्वाली पजत्रका म ें प्रकाजित करें।

20. गाइड या पयर्वा क्षे क- (1) संबंजधत जर्वर्य के जर्वजनयम 21 में उजल्लजखत एक मान्यता प्राप्त स्नातकोत्तर जिक्षक, संबंजधत जर्विेर्ज्ञता या जर्वर्य म ें प्राध्यापक या सह-प्राध्यापक और संबजं धत जर्विेर्ज्ञता या जर्वर्य में तीन र्वर्ा के स्नातकोत्तर जिक्षण अनुभर्व र्वाल ेसहायक प्राध्यापक, गाइड या पयार्वेक्षक के जलए पात्र होंगे।

(2) गाइड के जलए स्ट्कॉलरों का आर्वंटन संस्ट्थान द्वारा जर्वभागीय अनुसंधान सजमजत और डीन (िैक्षजणक) के परामि ा स े तैयार दकए गए रोस्ट्टर के आधार पर दकया िाएगा।

(3) संस्ट्थान द्वारा समय-समय पर िारी ददिा-जनदेिों के अनसु ार प्रत्येक गाइड के तहत स्ट्कॉलरों और सीटों का जर्वतरण, प्रत्येक र्वर्ा प्रोफेसर के तहत अजधकतम चार स्ट्कॉलर, सह-प्राध्यापक के तहत तीन स्ट्कॉलर और सहायक प्रोफेसर के तहत दो स्ट्कॉलर पंिीकृत हो सकत े ह।ैं

(4) िब मागादिाकों की संख्या आनुपाजतक रूप से कम हो, तो संकाय सदस्ट्य की योग्यता और पदनाम को ध्यान में रखत े हुए, अजतररि स्ट्कॉलरों का भी पंिीकरण दकया िा सकता ह।ै

(5) िोध प्रबंध परू ा होने से पहले गाइड की सेर्वाजनर्वृजत्त के मामले में, संबंजधत जर्वर्य या जर्वभाग का अगला पात्र सह- मागादिाक या सह-पयार्वेक्षक अथर्वा जिक्षक, जनदेिक से उजचत अनुमजत प्राप्त करन े के बाद, गाइड की जिम्मेदारी लगे ा।

(6) यदद दकसी डॉक्टर ऑफ मेजडजसन या डॉक्टर ऑफ सिारी (आयुर्वेद) स्ट्कॉलर का कोई मागदा िाक सेर्वाजनर्वृत्त हो िाता ह ै या दकसी कारण से पद से इस्ट्तीफा दे देता ह ै और उसके मागदा िान में िोध काया पूरा हो चकु ा ह ै तथा उसे जर्वभाग प्रमखु द्वारा प्रमाजणत दकया गया ह ै एर्वं उसके बाद जनदेिक को उसी गाइड के तहत िोध प्रबंध प्रस्ट्तुत करने की अनुमजत देने के जलए अजधकृत दकया गया ह।ै

(7) दकसी जिक्षक को अपनी सेर्वाजनर्वृजत्त से तीन र्वर्ा पहल े स्नातकोत्तर स्ट्कॉलरों को पंिीकृत करन े की अनुमजत नहीं दी िाएगी।

(8) दकसी भी जर्विेर्ज्ञता में उप-जर्वजनयम (1) के अनुसार योग्य गाइड या पयार्वेक्षक की अनुपलब्धता के मामले में, संस्ट्थान के जनदेिक को अंतररम उपाय के रूप में गाइड या पयार्वेक्षक के जलए पात्रता मानदंड म ेंछूट दने े का अजधकार ह।ै

21. स्नातकोत्तर जिक्षक के रूप म ें मान्यता - जनम्नजलजखत योग्यता और जिक्षण अनुभर्व रखन े र्वाले संस्ट्थान के जिक्षकों को स्नातकोत्तर जिक्षक के रूप में मान्यता दी िाएगी, अथाता ्: - (क) संबंजधत जर्विेर्ज्ञता या जर्वर्य में स्नातकोत्तर जडग्री;

(ख) स्नातकोत्तर जडग्री के बाद न्यूनतम तीन र्वर् ा का स्नातकोत्तर जिक्षण अनुभर्व या स्नातकोत्तर जडग्री के बाद न्यनू तम पांच र्वर्ा का स्नातक जिक्षण अनुभर्व; या (ग) आयुर्वेद या दकसी अन्य बुजनयादी जर्वज्ञान म ें स्नातकोत्तर जडग्री के साथ न्यूनतम दस र्वर् ा का अनुसंधान या औद्योजगक अनुभर्व रखने र्वाल ेजर्विेर्ज्ञ को संस्ट्थान के जर्वजिटटंग पोस्ट्ट ग्रेिुएट जिक्षक के रूप में मान्यता दी िा सकती ह।ै

22. र्वके ेिन और छुरिया-ँ (1) िैक्षजणक र्वर्ा के अंत में जर्वद्यार्थायों को पंद्रह ददनों की छुरियाँ होंगी और र्वेकेिन के साथ दकसी भी प्रकार की छुिी नहीं िुड़ी होगी। बिते दक जनदिे क के पास असाधारण पररजस्ट्थजतयों में अजतररि छुिी स्ट्र्वीकृत करन े की िजि होगी।

(2) स्ट्कॉलरों को प्रत्येक र्वर्ा दस ददनों तक आकजस्ट्मक छुिी की अनुमजत दी िाएगी और ऐसी छुिी को छुरियों या रजर्वर्वार के साथ िोड़ा िा सकता ह ै तथा स्ट्कॉलर ऐसी छुरियों सजहत एक समय में अजधकतम दस ददनों तक छुिी का लाभ उिा सकते ह।ैं

(3) छुरियों के बीच म,ें अर्वकाि को छुिी माना िाएगा।

(4) आकजस्ट्मक अर्वकाि को र्वके ेिन और जचदकत्सा अर्वकाि के साथ नहीं िोड़ा िा सकता है, और ऐस े अर्वकाि को अगल े िैक्षजणक र्वर् ा में आग ेनहीं बढाया िा सकता ह।ै

(5) स्ट्कॉलरों को एक पंिीकृत जचदकत्सा व्यर्वसायी का जचदकत्सा प्रमाण पत्र प्रस्ट्तुत करने पर एक र्वर्ा में पंद्रह ददनों की जचदकत्सा अर्वकाि की अनुमजत दी िाएगी और ऐसी छुिी को अगले िैक्षजणक र्वर् ा तक नहीं बढाया िा सकता ह।ै14 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(6) िहां भी पात्र हों, ज्र्वाइलनंग के बाद मातृत्र्व लाभ अजधजनयम, 1961 (1961 का 53) के अनुसार स्ट्कॉलरों को मातृत्र्व या बाल देखभाल अर्वकाि ददया िाएगा, ऐसे स्ट्कॉलरों को जनयम 13 के उप-जर्वजनयम (1) में जनर्दाष्ट अध्ययन अर्वजध पूरी करनी होगी।

(7) उप-जनयम (6) म ें उजल्लजखत छुिी अध्ययन की अर्वजध के दौरान एक बार महत्र्वपूणा दस्ट्तार्वेज़ प्रस्ट्तुत करन े पर दी िाएगी और इस छुिी के साथ दकसी भी प्रकार की छुिी नहीं िोडी िाएगी।

(8) जनदेिक के पास असाधारण पररजस्ट्थजतयों में तीस ददन तक की छुिी स्ट्र्वीकृत करन े की िजि ह ै और असाधारण पररजस्ट्थजतयों म ेंस्ट्र्वीकृत ऐसी छुरियों के जलए कोई स्ट्टाइपेंड नहीं ददया िाएगा।

(9) ऐसी छुिी िो असाधारण पररजस्ट्थजतयों म ेंस्ट्र्वीकृत हो, के जलए स्ट्टाइपेंड का कोई भगु तान नहीं दकया िाएगा।

(10) जिन स्ट्कॉलरों को खले , सेजमनार, अध्ययन दौरे में भाग लेने के जलए प्राजधकारी द्वारा प्रजतजनयुि या अनुमजत दी गई ह,ै उन्ह ें ड्यूटी या जर्विेर् छुिी दी िाएगी और ऐसी छुरियां र्वर्ा म ें पंद्रह ददनों स े अजधक नहीं होंगी; हालांदक, जनदिे क द्वारा छुिी को जर्विेर् मामले म ेंअजधकतम पंद्रह ददनों तक बढाया िा सकता ह।ै

(11) डीन (िैक्षजणक) की पूर्वा मंिूरी के जबना या ऊपर उजल्लजखत सीमा से अजधक स्ट्टाइपडें री या नॉन-स्ट्टाइपडें री स्ट्कॉलरों द्वारा ली गई दकसी भी अनुजचत छुिी या अनुपजस्ट्थजत को िानबूझकर अनुपजस्ट्थजत माना िाएगा और ऐसी अर्वजध के जलए कोई स्ट्टाइपेंड नहीं ददया िाएगा, तथा अनुिासनात्मक कारार्वाई प्रस्ट्ताजर्वत की िा सकती ह ै जिसमें छात्रर्वृजत्त की समाजप्त और संस्ट्थान द्वारा भगु तान दकए गए स्ट्टाइपडें की र्वसूली िाजमल हो सकती ह।ै

(12) जर्विेर् पररजस्ट्थजतयों म,ें स्ट्कॉलर को पंिीकृत जचदकत्सा व्यर्वसायी द्वारा िारी र्वैध जचदकत्सा प्रमाण पत्र के साथ जचदकत्सा आधार के तहत जबना स्ट्टाइपेंड के अजधकतम साि ददनों तक जचदकत्सा अर्वकाि का लाभ उिान े की अनुमजत दी िाएगी।

(13) नॉन-स्ट्टाइपेंडरी सीटों पर प्रर्वेि पाने र्वाल ेस्ट्कॉलर जर्वजनयम 22 के उप-जर्वजनयमों (1) स े(12) द्वारा िाजसत होंगे।

(14) प्राजधकारी के पास जबना दकसी स्ट्पष्टीकरण के र्वेकेिन सजहत छुिी रद्द करने का अजधकार सुरजक्षत ह।ै

23. अनजु चत साधनों एर्व ं उच्छृंखल आचरण पर जनयत्रं ण- (1) कोई भी छात्र परीक्षा और तत्संबंधी कायों के संबंध म ें अनुजचत साधनों का उपयोग या अव्यर्वजस्ट्थत आचरण नहीं करेगा, और ऐसा करने पर उसे संस्ट्थान के परीक्षा के प्रार्वधानों के अनुसार अपराध की प्रकृजत और गंभीरता के आधार पर दडं नीय अपराध माना िाएगा।

(2) ररपोटा प्राप्त होने पर या दकसी भी छात्र के कदाचार के संबंध में दकसी परीक्षा या परीक्षण के मामले का पता चलने पर, जनदेिक द्वारा जनयुि परीक्षा अनुिासनात्मक कारार्वाई सजमजत को उसमें जनधााररत प्रदक्रयाओं का पालन करने के बाद छात्र को दंजडत करने की िजि होगी और यदद अभ्यथी के जर्वरुि परीक्षा में कदाचार का आरोप जसि हो िाता ह ै तो सजमजत द्वारा उस जर्वद्याथी को जनम्नजलजखत में से कोई एक या अजधक दडं ददया िा सकता है, अथाात्:- (क) दकसी परीक्षा में उसके प्रर्वेि को रद्द करना या अस्ट्र्वीकार करना और उसके द्वारा भगु तान की गई कोई फीस िब्त करना;

(ख) उस परीक्षा का पररणाम रद्द करना जिसके साथ आरोप िड़ु ा हुआ है; (ग) उसे संस्ट्थान के दकसी भी पाठ्यक्रम म ें िाजमल होन े स े एक जर्वजिष्ट अर्वजध के जलए िो पांच र्वर् ा या उसस े अजधक की हो सकती ह ैया स्ट्थायी रूप से रोक देना। (घ) नीचे दी गई अनुसूची म ेंददए गए दंड के स्ट्तर के अनुसार दकसी भी संस्ट्थागत परीक्षा में उपजस्ट्थत होना:-

(2) परीक्षा हॉल में परीक्षा के जर्वर्य से संबंजधत सामग्री लाना अथाात्:- दो परीक्षाओं में बैिने से र्वंजचत दकया िा सकता ह ै[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 15 (क) पेपर,पुस्ट्तक या नोट्स; या (ख) छात्र द्वारा पहन े गए कपड़ों के दकसी भी जहस्ट्स े पर या उसके िरीर के दकसी भी जहस्ट्से, या टेबल अथर्वा डेस्ट्क पर जलजखत नोट्स; या (ग) फुट-रूल या सेट-स्ट्वायर,प्रोरैक्टर, स्ट्लाइड रूलर आदद िसै उपकरण जिन पर नोट्स जलख ेहों।

(3) उत्तर-पुजस्ट्तका से नकल करना पाया गया या जसि हो िाता ह ै अथर्वा दो परीक्षाओं में बैिने से र्वंजचत अन्यथा यह स्ट्थाजपत हो िाता ह ैदक छात्र ने, दकया िा सकता ह ै (क) परीक्षा के दौरान या उसके बाद दकसी भी समय दकसी भी तरीके स े दकसी भी कागिात, दकताबें, नोट्स, उत्तर-पुजस्ट्तका या दकसी अन्य स्रोत स े नकल की या मदद ली; या (ख) दकसी अन्य छात्र को अपनी उत्तर-पुजस्ट्तका से नकल करन े की अनुमजत दी; या (ग) दकसी अन्य छात्र से सहायता प्राप्त की ह ैया सहायता की है; या (घ) दकसी अन्य छात्र के साथ अपनी उत्तर-पुजस्ट्तका या उसके दकसी भाग का आदान-प्रदान दकया

(4) प्रश्न पत्र (या उसके दकसी भाग) में बाहर स े उत्तीणा होन े या उत्तीणा होने का दो परीक्षाओं में बैिने से र्वंजचत प्रयास करने पर दकया िा सकता ह ै

(5) आपजत्तिनक सामग्री को जनगलना, उस े लेकर भाग िाना या उसे गायब तीन परीक्षाओं म ें बैिने स े कर देना या दकसी अन्य तरीके से नष्ट करना । र्वंजचत दकया िा सकता ह ै

(6) दकसी उत्तर-पुजस्ट्तका को अदं र या बाहर ल े िाना या उस े बदलना अथर्वा तीन परीक्षाओं म ें बैिने स े उत्तर जलखन े के बाद बदल देना (परीक्षा के दौरान या बाद में दकसी व्यजि र्वंजचत दकया िा सकता ह ै की सहायता या सहायता के बगैर या दकसी व्यजि के जमलीभगत से)।

(7) उत्तर-पुजस्ट्तका पयार्वेक्षक को न सौंपना या उत्तर-पुजस्ट्तका को नष्ट कर देना। दो परीक्षाओं में बैिने से र्वंजचत दकया िा सकता ह ै

(8) परीक्षा हॉल म ें गंभीर कदाचार या कमाचाररयों के साथ दव्यु र्वा हार अथर्वा दो परीक्षाओं में बैिने से र्वंजचत परीक्षा हॉल के अंदर या बाहर परीक्षा ड्यूटी पर जनयिु कमाचाररयों के दकया िा सकता ह ै साथ बल प्रयोग।

(9) अर्वज्ञा, बैिक पररर्वतान, परीक्षा खण्ड में या उसके आसपास दव्यु ार्वहार या एक परीक्षा म ें बैिन े से र्वंजचत उत्तर पुजस्ट्तका पर दकसी अन्य छात्र की सीट संख्या जलखना। दकया िा सकता ह ै

(10) अंक बढाने या खाली पन्नों पर उत्तर जलखन े के जलए परीक्षक के पास िाना। तीन परीक्षाओं म ें बैिने स े र्वंजचत दकया िा सकता ह ै

(11) प्रजतरूपण-प्रजतरूपणकताा (िो दकसी अन्य छात्र के जलए जलखता ह)ै , यदद छात्र को संस्ट्थान से स्ट्थायी रूप र्वह इस संस्ट्थान का छात्र होने के साथ-साथ प्रजतरूजपत छात्र भी ह।ै से र्वंजचत करना।

(12) िब उत्तर-पुजस्ट्तका में िाजमल हो, संबंजधत जर्वर्य का पररणाम रद्द दकया िा सकता ह ै (क) अपमानिनक या अश्लील अथर्वा धमकी भरी भार्ा; या (ख) परीक्षक स ेअपील; या (ग) पहचान प्रकट करन े के जलए जर्वजिष्ट जचह्न या जचह्न।

(13) आर्वेदन पत्र म ें दकसी भी प्रकार की गलत िानकारी के आधार पर परीक्षा एक परीक्षा म ें बैिन े से र्वंजचत में प्रर्वेि। दकया िा सकता ह ै16 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(14) यदद छ ात्र र्वीजडयो फुटेि में बात करते या कोई अन्य कदाचार करते हुए या एक परीक्षा म ें बैिन े से र्वंजचत परीक्षा हॉल में मोबाइल फोन या कोई अन्य इलेक्रॉजनक गैिटे रखते हुए दकया िा सकता ह ै पाया िाता ह।ै

(4) दकसी भी परीक्षा में दकसी भी अनुजचत साधन या कृत्य को अभ्यथी के जर्वरूि जसि दकया िाता है, िो उप-जर्वजनयम

(2) में खडं (घ) म ें उजल्लजखत नहीं ह,ै जनदेिक द्वारा जनयिु परीक्षा अनुिासनात्मक कारार्वाई सजमजत के पास छात्र द्वारा प्रयुि अनुजचत साधनों या कृत्यों के मामल े के अनुसार सिा जनधााररत करने की िजि होगी।

24. उपाजध प्रदान करना- जिन स्ट्कॉलरों न े जडग्री कायाक्रम पणू ा कर जलया ह ै और अंजतम र्वर्ा की परीक्षा म ें सफल घोजर्त दकए गए ह ै उन्ह ें संस्ट्थान के आगामी दीक्षांत समारोह में व्यजिगत रूप से या उनकी अनुपजस्ट्थजत में उसके जर्वकल्प को आर्वश्यक िल्ु क के भुगतान पर आयुर्वेद र्वाचस्ट्पजत [डॉक्टर ऑफ मेजडजसन-आयुर्वेद] या आयुर्वेद धन्र्वन्तरर [मास्ट्टर ऑफ सिारी- आयुर्वेद] जर्विेर्ज्ञता की जडग्री प्रदान की िाएगी।

25. िल्ु क - संस्ट्थान के िासी जनकाय द्वारा समय-समय पर जनधााररत दकया गया िुल्क स्ट्कॉलरों से जलया िाएगा िो उन पर लाग ूह ैऔर संस्ट्थान के जडग्रीधारकों को नामांकन िल्ु क का भुगतान करन े से छूट दी िाएगी।

26. जर्वजर्वध- स्नातकोत्तर आयुर्वदे जडग्री कायाक्रम करन े र्वाल े स्ट्कॉलरों को दकसी भी र्वैतजनक या अर्वैतजनक जनयुजि या सेर्वा अथर्वा काम करने या स्ट्र्व-रोिगार करने की अनुमजत नहीं दी िाएगी और स्ट्कॉलर को दकसी भी नई नौकरी या जनयुजि के जलए आर्वेदन िमा करते समय संस्ट्थान से 'अनापजत्त प्रमाण पत्र' प्राप्त करने के जलए जनदेजित दकया िाएगा और जडफॉल्टर अनुिासनात्मक कारार्वाई िैसे दक स्ट्टाइपेंड की र्वसूली और प्रर्विे समाजप्त के जलए पात्र होंगे।

NOTIFICATION New Delhi, the 27 February, 2024 F. No. L-12015/25/2021-AS(II).—In exercise of the powers conferred by clause (k), sub-section (1) of

section 28 and clause (f) of section 13 of the Institute of Teaching and Research in Ayurveda Act, 2020 (16 of 2020), the Institute of Teaching and Research in Ayurveda, with the previous approval of the Central Government, hereby makes the following regulations, namely:-

1. Short title and commencement.- (1) These regulations may be called the Institute of Teaching and Research in Ayurveda, Post Graduate- Ayurveda Regulations, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Definitions.- (1) In these regulations, unless the context otherwise requires,-

(a) “Act” means the Institute of Teaching and Research in Ayurveda Act, 2020 (16 of 2020);

(b) "applicant" means an individual who applies for admission to the Post Graduate in Ayurveda degree programmes of the Institute in a prescribed application form;

(c) “Co-Guide” or "Co-Supervisor" means an additional Guide or Supervisor, wherever needed, as approved by the Departmental Research Committee to supervise or guide the research work of the scholar and the Co-guide or Co- Supervisor may or may not be a fulltime faculty of the Institute.

(d) "Controller of Examinations" means the Controller of Examinations appointed by the competent authority of the Institute;

(e) “Examination Disciplinary Action Committee” means a committee comprising Dean (Academic), Dean (Post-Graduate), two nominated members and Controller of Examination for the purpose of disciplinary action.

(f) “Guide” or "Supervisor" means a full time faculty of the Institute who has been approved by the Academic Council to guide or supervise the research work of the research scholar;

(g) “Institutional Animal Ethics Committee” means committee for control and supervision of experiments on animals for a period of five years, comprising Biological Scientist, Scientist in-charge of Animal House facility, Two scientists from different biological discipline, A Veterinarian, Main Nominee, Link Nominee, Scientist from outside institute and social aware nominee;

(h) “Institutional Ethics Committee” means as per constitution given by Indian Council of Medical Research for a period of three years, comprising Chairperson (from outside Institute), Member Secretary (Ayurvedic Physician), Philosopher or Ethicist, Medical expert, Basic Medical Scientist

(Pharmacologist), Clinician from outside of the Institute, Medical expert-Ayurvedic Science, Lay persons from the community-Female and Male, Social Scientist and Legal Advisor;

(i) “Principal Investigator” means a person nominated by the Institute for research project to communicate with Institutional Research Committee in relation to project related matters and generation of intellectual property during execution of project.

(j) "Scholar" means a person who has been admitted for the Post Graduate degree programme and in compliance with these regulations;

(k) “Teacher” means a person appointed as Lecturer or Assistant Professor, Reader or Associate Professor, Professor and a person appointed in concerned basic science department as Pharmacologist, Pharmaceutical Chemist, Pharmacognosist, Biochemist, Microbiologist, Pathologist and Radiologist and other equivalent post in bio-allied field in the Institute on regular basis, and

(l) "Tenure of the degree programme" means the minimum period for which a scholar shall attend the Institute and department, including the time spent as resident or non-resident scholar till declared successfully passed in final (third) year examination by the Institute.

(2) The words and expressions used herein and not defined but defined in the Act shall have the same meaning as assigned to them in the Act.

3. Admission Committee.- (1) There shall be an Admission Committee consisting of the following members, namely:-[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 19 Admission Committee of the Institute.

1. Director Chairperson;

2. Deputy Director (Post Graduate) Member;

3. Dean (Academic) Member;

4. Three Heads of Departments of Ayurveda to be nominated Member; and by the Chairperson preferably on a rotation basis

5. Assistant Registrar (Administrative) Member-Secretary.

(2) The Committee shall supervise the admission process at Institute of Teaching and Research in Ayurveda in accordance with these regulations.

(3) Admission Committee shall be constituted by the Director of the Institute every year.

(4) Minimum fifty per cent. members are required to fulfill the quorum of the meeting.

4. Institutional Research Committee.- (1) There shall be an Institutional Research Committee consisting of the following members, namely:- Institutional Research Committee of the Institute.

1. Director Chairperson;

2. Deputy Director (Post Graduate) Member;

3. Deputy Director (Pharmacy) Member;

4. Dean (Academic) Member – Secretary;

5. Member-Secretary, Institutional Ethics Committee Member;

6. Member-Secretary, Institutional Animal Ethics Committee Member;

7. Biostatistician Member;

8. Head Biochemistry or Pathology or Microbiology to be nominated by Member;

Chairperson preferably on a rotation basis which can be finalised by the Chairperson.

9. Head Pharmacology or Pharmaceutical Chemistry or Pharmacognosy to Member; be nominated by Chairperson preferably on a rotation basis which can be finalised by the Chairperson.

10. Three head(s) of the teaching departments to be nominated by Members;

Chairperson preferably on a rotation basis which can be finalized by the Chairperson.

11. Head, Account section of the institute Member;

12. Three invited External experts to be nominated by Chairperson.

13. Members (s); and

14.

15. Dean (Research) Member- Secretary.

The Quorum of the meeting shall be minimum fifty per cent.

(2) The Institutional Research Committee shall be constituted by the Director on the recommendations of the Dean (Research) for a period of three years.

(3) While making the recommendations, the Institutional Research Committee shall ensure that the recommendations are made in conformity with these regulations and it shall have the following powers and functions, namely:-

(a) to review and monitor the research activities of the Institute;

(b) to review and approve the research proposals and other research project related matters;

(c) to examine the recommendations of the Departmental Research Committee and make appropriate decisions;

(d) to scrutinize the applications of the sponsoring agencies for determining the nature, purpose, quality20 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] and feasibility of the proposed sponsored research work or project and to approve and make necessary recommendations, if any;

(e) to appoint the Principal Investigator for the proposed sponsored research work or project;

(f) to change the Principal Investigator of research projects under special circumstances by giving preference to the Co‐ Principal Investigator, if any; and

(g) to review and recommend the Memorandum of Understanding with the National and International University or Institute or any reputed organisation or agencies.

(4) Institutional Research Committee shall meet quarterly or at least twice in a year:

provided that, the Chairperson of the Institutional Research Committee shall call the meeting at any time to address the research related activities.

(5) After each Institutional Research Committee meeting, Member-Secretary shall prepare the minutes of the meeting and after circulation among members shall be signed by Member-Secretary with the approval of Chairperson and copy of the minutes shall be communicated to the members, Director and Controller of Examination and other concerned.

(6) Minimum fifty per cent. members are required to fulfill the quorum of the meeting.

5. Departmental Research Committee.- (1) A Departmental Research Committee shall be constituted for each teaching department of the Institute by the Director on the recommendations of the concerned Head of the department for a period of three years and each Departmental Research Committee shall consist of minimum five members.

(2) Minimum fifty per cent. are required to fulfill the quorum and a regular teacher with Ph.D. degree shall be member of the Departmental Research Committee.

(3) The Departmental Research Committee shall consist of the following members, namely:- Departmental Research Committee of the Institute.

1. Head of the Department Chairperson;

2. All Professors in the Department Members;

3. One Associate Professor from the teaching staff of the Member;

Department by rotation

4. One Assistant Professor from the teaching staff of the Member- Secretary;

Department by rotation

5. One teacher from the other department to be nominated by Member; and Chairperson of Departmental Research Committee.

6. One Head of the research laboratory nominated by Member.

(4) The Dean (Research) is empowered to attend any Departmental Research Committee meeting and shall be considered as member of the particular meeting.

(5) The Chairperson shall be in the rank of Professor and in case Head of the department is not in the rank of Professor, the Director may appoint an Associate Professor of same department or suitable person as Chairperson.

(6) The Chairperson of Departmental Research Committee shall have power to co-opt such member of the staff of the Institute as may be helpful to them in their deliberation as temporary member.

(7) The Departmental Research Committee shall meet whenever require or at least quarterly.

(8) The Departmental Research Committee shall have the following powers and functions, namely:-

(a) to approve the field of research in which the scholars shall be recommended to carry on research;

(b) to recommend the change the Guide or Supervisor with justification, if necessary;

(c) to evaluate the progress reports of the research works and to discuss all other issues related to research work.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 21

(9) After each Departmental Research Committee meeting, the Member-Secretary of the Departmental Research Committee shall prepare the minutes of the meeting and after circulation among members, shall be signed by the Member-Secretary with the approval of the Chairperson of the Committee.

(10) A copy of the minutes shall be communicated to the Dean (Academic) and Dean (Research).

(11) In case of any dispute in Departmental Research Committee, the matter shall be referred to the Institutional Research Committee, whose decision shall be final and binding.

6. Specialties available for Post Graduate in Ayurveda Degree programme.- (1) The Institute shall grant the Post Graduate Ayurveda Degree in various Ayurveda Specialties.

7. Eligibility for admission in Post Graduate degree programme.-

(1) The applicant shall clear All India AYUSH Post Graduate Entrance Test conducted by an authority designated by the Central Government for the academic year of admission and the merit of previous entrance test shall not be considered for admission in Post Graduate degree programme.

(2) The applicant shall possess Bachelor of Ayurveda Medicine and Surgery degree from any Statutory University or Statutory body recognised by the Central Council of Indian Medicine or National Commission for Indian System of Medicine or any equivalent degree conferred by the Statutory bodies and must have completed the required period of pre-registration internship of one year and enrolled in Central register or State register of Indian System of Medicine.

8. Date of Admission.- The admission in Post Graduate degree programme shall be once in a year.

9. Mode of Admission.- (1) The applicants seeking admission for Post Graduate degree programme at the Institute shall have to qualify through All India AYUSH Post Graduate Entrance Test conducted by an authority designated by the Central Government according to the qualifying criteria laid down.

(2) The candidate shall apply in a prescribed application form, within the date fixed by the examination authority designated to conduct the All India AYUSH Post Graduate Entrance Test along with the application fees declared time to time through online mode.

(3) The details of the All India AYUSH Post Graduate Entrance Test shall be available on the website of the Institute and on the website of the authority designated to conduct the All India AYUSH Post Graduate Entrance Test.

(4) Centers for online entrance test shall be decided by the examination authority and shall be available on the website of the Institute and on the website of the authority designated to conduct the All India AYUSH Post Graduate Entrance Test.

(5) The result and all India merit list shall be published on the website of the Institute and on the website of the authority designated to conduct the All India AYUSH Post Graduate Entrance Test.

(6) The counselling shall be done as decided by the authority designated by the Central Government.

(7) The sponsored or nominated candidate shall also be required to qualify in Entrance Test along with the eligibility specified in regulation 7 except foreign nationals or nominated teachers or Medical officers.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 23

(8) Foreign National candidates seeking admission shall submit their applications to Institute of Teaching and Research in Ayurveda or through Indian Council for Cultural Relations (for availing AYUSH Scholarship for foreign nationals), Government of India, New Delhi and they are exempted from All India AYUSH Post Graduate Entrance Test.

(9) All the selected candidates shall be subjected to medical fitness and shall not be permitted to join the degree programme unless declared medically fit.

10. Reservation.- (1) The reservation for different categories the Scheduled Caste, the Scheduled Tribe, the Other Backward Class, the Economically Weaker Section, and the person with benchmark disabilities shall be as per the guidelines from the Department of Personnel and Training, Government of India at the time of admission.

(2) Three seats shall be reserved for the candidates nominated by the Central Government and the candidates sponsored by the State Government or Union territory Administration which do not have Government institutes or colleges having Post Graduate degree programmes, in the specialties or subject concerned shall be considered for nominations as per guideline provided by Ministry of Ayush from time to time.

(3) Three non-stipendiary seats shall be reserved for foreign national candidates and these candidates shall be nominated by the Ministry of Ayush from the application received from Indian Council for Cultural Relations.

(4) If any vacancy arises out of reserved quota seats, it shall be filled strictly by following the applicable Central Government norms.

11. Stipend.- (1) The scholars who are admitted on stipendiary seats shall be paid monthly stipend as determined by the Institute from time to time for a period not exceeding three years subject to his or her satisfactory attendance, main training, research progress, conduct and hospital work and in case of failure in preliminary examination, stipend shall be stopped till passing the examination and promotion to next year.

(2) No sponsored candidates under the employment of the Central Government or State Government shall be paid any emoluments by the institute during study period and payment of any remuneration in this regard shall be the responsibility of the concerned Government.

(3) The scholars giving up studies in the middle of the session shall be required to refund the whole amount of stipend paid to the scholar since joining the Post Graduate degree programme along with bond amount of rupees two lakh.

(4) The Director of the Institute shall be the competent authority to decide such cases as mentioned in sub-

section (3) of regulation 11.

(5) In the event of the death of a scholar during the study period, no recovery of the stipend paid shall be made.

12. Bond.- (1) Every selected candidate shall have to execute a bond with the Institute before joining the Post Graduate degree programme in the prescribed form as per Annexure.

(2) If the scholar leaves the programme in between, the scholar shall have to pay rupees two lakh to the Institute as compensation in advance to get relieved from the Institute along with the stipend paid in advance.

13. Tenure of Degree programme and Attendance.- (1) The selected candidates shall have to undergo a period of study for three years after admission, out of which one year shall be devoted to preliminary course and next two years devoted to specialty course.

(2) If student due to any reason leaves the degree programme in between with the due permission of authority of the Institute, he or she shall be allowed to complete the degree programme within maximum duration of six years from the date of admission.

(3) The scholars shall be required to attend at least seventy five per cent. of total lectures, practical and clinics to become eligible to appear in the examination.

(4) The scholars shall be required to attend the hospital and other duties as allotted to them during the period of study.

(5) All the scholars shall be required to do junior or senior resident duties in their respective departments during preliminary and final courses respectively.

(6) In first year the scholars shall have to work as junior residents and shall have to attend indoor hospital, designated laboratories, Pharmacy duties at least three to five hours in a day where they shall have to complete all the related records.

(7) The second and the third year scholars shall have to work as senior residents and shall have to complete all the clinical records pertaining to the patients and shall have to assist the concerned teacher in conducting related work and Out Patient Department duties as well have to attend hospital emergencies and night duties.24 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(8) All the scholars shall have to attend hospital duties on Sundays and holidays also and they are required to take prior permission and approval of the Dean (Academics), on the recommendation of Head of department for going out of station during holidays.

(9) On continued absence of the scholar for more than thirty days without prior permission of the Dean

(Academic) or Director, the admission shall be terminated automatically without any notice.

(10) The scholars shall be required to attend special lectures, demonstrations, workshop, seminars, training, study tours and such other activities which may be arranged by the Institute from time to time.

(11) Scholars shall not be permitted to join any other full time degree programme simultaneously during study period, but may be permitted to join diploma or certificate course, without disturbing the assigned duties and studies, only after permission from Dean (Academic) through proper channel.

(12) If the scholar gets selected for a permanent appointment in any Government body during the tenure of degree programme, the scholar may join the services and may complete the degree programme after getting due permission from the employer within a period of six year from date of joining in the Institute.

(13) If the scholar fails to complete the study within a period of six years from the joining date in the Institute, after a year joining to service, the admission shall be deemed cancelled and he or she shall be liable to pay whole amount of stipend along with bond amount of rupees two lakh sub-regulation (3) of regulation 11.

(14) In case of rejoining the study, the scholar shall fulfill the criteria of seventy-five per cent. attendance in each year and dissertation completion before appearing for the final examination.

14. Method of Training.- (1) Intensive training shall be given in classical knowledge along with comparative and critical study in their respective specialty and emphasis shall be given on in-service training and practical.

(2) The scholars are required to know about the methods and techniques of research work done in their respective specialty.

(3) The training requires in such a pattern so as to be given graded responsibility in the management and treatment of patients entrusted to his care and to deal with emergencies.

(4) The scholars shall be required to participate in the teaching and training programmes of Undergraduate scholars or internees, in their specialty.

(5) In the first year period, the emphasis shall be given to provide adequate knowledge in the applied aspects of the fundamentals of all the subjects of Ayurveda and adequate training in the basic science of medicine in all its applied and comparative aspects relevant to the specialty concerned.

(6) The clinical training shall aim to extend the knowledge of the scholar to undertake independent work as a specialist.

(7) Thorough and intensive training on a planned programme shall be given to the scholars during all stages of the degree programme and such programme shall be available for the inspection and scrutiny of the Dean

(Academic) or Deputy Director (Post Graduate), if required.

(8) Adequate training in teaching technology and research methods shall be provided during the degree programme.

(9) Each department has to plan a study tour as a part of teaching and training and a study tour shall strictly be at the places related to the subject or specialty which aim to add the sum of extra information and knowledge of the field and the study tour may include the visit of following places in India, namely:-

(a) ayurvedic industry;

(b) any forest or place for observation of herbs or medicinal plants;

(c) famous Ayurvedic hospitals of various specialties, panchakarma centers or place of traditional healing;

(d) research centers and laboratories;

(e) manuscript libraries, archeological sites related to Ayurveda; and

(f) leading National academic Institutes.

(10) The medium of instructions shall be in Hindi, English or Sanskrit.

15 Examinations.- (1) The Post Graduate degree programme shall have two main examinations, such as preliminary examination and final examination.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 25

(2) The preliminary examination shall be held at the end of the first academic year in the subjects prescribed for the first year course of study.

(3) The final examination shall be held at the end of the third academic year in the subject of specialisation mentioned in sub-regulation (2) of regulation 17.

(4) There shall be no examination in second year but scholar has to complete minimum one short term certificate course offered by the Institute and minimum one online course offered by any other Government recognised organisation like World Health Organisation, National Programme on Technology Enhanced Learning, Study Webs of Active-Learning for Young Aspirant Minds, Open Course Ware-Massachusetts Institute of Technology, Online courses from various Indian Institute of Technology.

(5) The course may preferably be chosen from subjects like informatics, data management and interpretation, scientific writing communication skills, personality development, hospital management, drug research and development.

(6) Sanskrit may also being useful subject for study of Ayurveda and research.

(7) The scholar shall be promoted to the final year on the basis of satisfactory progress in his research project, regularity and punctuality in concerned department and after passing all the first year subjects.

(8) The minimum marks required for passing the preliminary and final year examination shall be fifty per cent. in theory and in practical (that include practical, clinical and viva-voce wherever applicable) separately in each subject as specified in marks distribution table of these regulations and no grace marks shall be admissible.

(9) A student obtaining sixty-five per cent. and above marks shall be awarded first class in the subject and seventy-five per cent. and above marks shall be awarded distinction in the subject and these award shall not be applicable for supplementary examinations.

16. Subjects for Preliminary examination.- (1) There shall be two theory papers, each of three hours duration and of hundred marks, followed by practical or clinical or viva examination having the subjects, mentioned in table below, namely:- Table Sl. (2) The Institute shall decide the teaching pattern and subjects or courses in each semester or year time to time.

(3) If a scholar fails in one subject only, he or she shall be allowed to keep the terms of the second year and no scholar shall be promoted to final (third) year from second year unless he or she has passed the first year examination in all the subjects.

(4) The subsequent supplementary preliminary examination shall be held every six months and maximum four trials (including the main examination) shall be given to pass the preliminary examination within a period of maximum of four years and the student shall not be allowed to continue the degree programme further in case of his inability to pass within the maximum limit.

17. SCHEME OF FINAL EXAMINATION:-(1) ALL SCHOLARS WHO INTEND TO APPEAR IN THE FINAL YEAR EXAMINATION SHALL SUBMIT THE DISSERTATION THROUGH DEAN

(ACADEMIC) ON OR BEFORE THE DATE SPECIFIED BY THE INSTITUTE AND ITS APPROVAL.

(2) There shall be four theory papers each of hundred marks and of three hours duration, followed by practical or clinical or oral examination of hundred marks and specialty wise subjects for final year shall be as mentioned in table below, namely:- Table Paper No. Name of subjects. (3) The Institute shall decide the teaching pattern and syllabus of each paper of the specialty subjects time to time.

(4) Division of marks for theory, practical or clinical or viva voce examinations shall be specified by the concerned department and approved by the academic council and shall be amended from time to time.

(5) The subsequent supplementary examination for the failed students of final (third) year shall be held every six months.

(6) Total duration of Post Graduate degree programme shall not exceed six years.

18. Conduct of examination.- (1) At the time of theory and practical examinations, the Dean (Academic) shall be the Presiding Officer.

(2) In the preliminary examination, each theory question paper shall be of total hundred marks, consisting of two parts, namely, Part A and Part B.

(3) For preliminary examination, there shall be two evaluations for an answer book by two different examiners so that lopsided nature in single evaluation and consequent unpleasant situation is mitigated.

(4) After double evaluation, in case of variation of both the scores up to twenty per cent. of the total marks then the average of both the scores shall be considered as final score.

(5) In case of fractional scores, if the fraction is 0.5 or above, it shall be rounded up to next highest digit and if the score is below 0.5 it shall be rounded up to the lower digit value.

(6) At the end of double evaluation, if the variation between two independent scores is more than twenty per cent. of the total marks, then such answer books shall be considered for evaluation by third eligible examiner

(7) Among two separate examiners, one examiner shall be external and shall also conduct the practical or clinical or viva voce examination for the concerned subject.

(8) The final year examination shall be conducted by a team of four examiners, out of which two examiners shall be external and these four examiners shall set four theory question papers of hundred marks each, for each specialty or subject.

(9) For final year examination, there shall be four evaluations for an answer book by four examiners and the average of all the scores shall be considered as final score.

(10) In case of fractional scores, if the fraction is 0.5 or above, it shall be rounded up to next highest digit and if the score is below 0.5 it shall be rounded up to the lower digit value.

(11) The examiners who have set the theory papers shall conduct the practical or clinical or viva voce examination also.

(12) A recognised Post Graduate teacher as mentioned in regulation 21 with five years Post Graduate teaching experience as an Assistant Professor or above in concerned subject shall be eligible to be appointed as examiner for the Post Graduate examination.

(13) In case of unavailability of external examiner due to any cause at the time of examination, the Dean[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 27

(Academic) shall appoint the new examiner to conduct the examination with intimation to the Controller of Examination and the newly appointed examiner preferably shall be external and in case of unavailability of such examiner, internal senior faculty of concerned subject is to be appointed.

19. Dissertation.- (1) As a part of Post Graduate Ayurveda degree programme, each scholar shall prepare a dissertation on the subject related to concerned specialty and syllabus.

(2) The title of the dissertation along with synopsis shall be registered to Institute within nine months of admission in the first year and the subject of every dissertation may be practical oriented, related devoid of unpromising repetitions and shall be helpful in the development of Science of Ayurveda.

(3) The synopsis shall clearly mention the full title of the dissertation, need of the work, action plan of work, budget required for the work along with the name of the department and the name and designation of the Guide or Supervisor and Co- guide or Co-supervisor.

(4) All the synopsis of the departmental scholars shall be discussed in Departmental Research Committee and after approval of the Departmental Research Committee, they shall be forwarded to Institutional Research Committee which would approve the title of the dissertation and proposed scheme of work.

(5) After the approval, synopsis shall be forwarded to the Institutional Ethics Committee or Institutional Animal Ethics Committee (whatever is applicable), which shall look after the ethical issues and shall give approval for the work to be carried out.

(6) Once the title for the dissertation is approved, a scholar shall be allowed to change the title or the proposed scheme of work only after approval of Departmental Research Committee and Institutional Ethics Committee which shall ultimately intimate to the Controller of Examination.

(7) Each clinical research work after approval of the Institutional Ethics Committee shall be registered prospectively to “Clinical Trial Registry of India”.

(8) Every scholar shall present the progress report of the work duly signed and forwarded by the Guide or Supervisor to the Departmental Research Committee at the end of each term and the Departmental Research Committee shall assess and monitor the progress of the work and approve it accordingly.

(9) The dissertation shall place on record the methods and potentiality of the research carried out by the scholar on the problem selected by him and completed under the guidance of the Guide or Supervisor approved by the Institute.

(10) The working for the dissertation shall be well utilised for learning to search the literature, its critical study and its practical application and dissertation shall consist of the scholar’s own account of research.

(11) The dissertation shall consist of critical review of literature, methodology, results of the research, discussion on the basis of research findings of the study, summary, conclusion and references.

(12) The dissertation must be typed on both side of the paper of A4 size with a margin of one inch on either side and the typing shall be done in the font size of 12 with the fonts of Times New Roman with 1.5 line spacing and the title cover shall be in standard format as specified by the Institute and for Devanagari scripts Unicode fonts shall be used.

(13) Nowhere in the dissertation or work, the photo of an individual be fixed as well as the work shall not be dedicated to anybody and the pattern of the title cover and the inner covers shall be as per the directives given by the Institute.

(14) The dissertation ordinarily shall not exceed two hundred and fifty typed pages including charts, diagrams, photographs, bibliography and like.

(15) The dissertation shall contain at the end a summary of not more than one thousand and five hundred words covering the conclusion.

(16) The scholar shall have to submit the dissertation three months before the final examination and not later than the last date fixed by the Institute.

(17) The dissertation shall contain the certificate duly signed by scholar, Guide or Supervisor and Co-guide or Co-supervisor stating that the work has been carried out and data has been collected by scholar himself under direct supervision of the Guide certifying that the works cited in present dissertation are duly acknowledged.

(18) Each dissertation shall undergo for plagiarism check and a certificate for the same shall be issued by the Librarian to each dissertation.

(19) Number of copies of the bound dissertation and summary along with soft copy with the certificate of Guide28 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] or Supervisor and Co-guide or Co-supervisor shall be submitted within the specified date, duly forwarded by the Head of the department as per the guideline decided by the Institute from time to time.

(20) The dissertation shall be assessed by three adjudicators appointed by the Institute, out of which two adjudicators shall be external and one internal (Guide of the work) and work shall be approved by a majority of opinion.

(21) If the dissertation is not approved, it shall be returned to the scholar with the remarks of the adjudicators and the scholar can re-submit the dissertation after making necessary improvement to the Institute.

(22) The scholars shall be permitted to appear in the final examination of Post Graduate degree programme only after approval of the dissertation by the adjudicators.

(23) The dissertation, when approved, shall become the property of the Institute and any publication and intellectual property rights relating to research work carried by scholars must mention the name of the Supervisor or Guide as one of the author with affiliation to this Institution and if is not implemented in any case, the Institute may initiate the legal actions.

(24) Inter-disciplinary research may be done by co-opting the Co-guide or Co- supervisor from the concerned specialty.

(25) It is desirable that every scholar publish one research paper based on his or her current dissertation work in peer reviewed journal, at least indexed at University Grants Commission –Consortium for Academic Research and Ethics.

20. Guide or Supervisor.- (1) A recognised Post Graduate Teacher as mentioned in regulation 21 of the concerned subject of the status of a Professor or Associate Professor in the concerned specialty or subject shall be eligible for Guide or Supervisor and Assistant Professor with three years of Post Graduate teaching experience in the concerned specialty or subject shall be eligible for Guide or Supervisor.

(2) Allotment of the scholars to the Guide shall be done on the basis of a roaster prepared by the Institute in consultation with the Departmental Research Committee and Dean (Academic).

(3) The distribution of scholars and seat under each Guide as per the guideline issued by the Institute from time to time and every year maximum four scholars can be registered under Professor, three scholars under Associate Professor and two scholars under the Assistant professor.

(4) When the numbers of Guides proportionately are less, then considering merit and designation of the faculty member, extra scholars may also be registered.

(5) In case of retirement of Guide before the completion of the dissertation, the next eligible Co-guide or Co- supervisor or teacher of the concerned subject or department shall take responsibility of the Guide, after getting due permission from the Director.

(6) If a guide of any Doctor of Medicine or Doctor of Surgery (Ayurveda) scholar is retired or resign from the post due to any reason and the research work under his or her guidance been completed and same has been certified by the Head of department and thereafter the Director is empowered to allow the submission of dissertation under the same guide.

(7) A teacher shall not be allowed to register the Post Graduate scholars three years prior to his or her retirement.

(8) In case of unavailability of eligible Guide or Supervisor as per sub-regulation (1) in any specialty, the Director of Institute is empowered to relax the criteria for eligibility as Guide or Supervisor as an interim measure.

21. Recognition as Post Graduate Teacher.- Teachers of the Institute having following qualification and teaching experience shall be recognized as Post Graduate teachers, namely:-

(a) Post Graduate degree in concerned specialty or subject;

(b) minimum three years of Post Graduate teaching experience after Post Graduate degree or minimum five years Under Graduate teaching experience after Post Graduate degree; or

(c) a faculty having minimum ten years Research or Industrial experience with Post Graduate Degree in Ayurveda or any other basic science may be recognised as visiting Post Graduate teacher of the Institute.

22. Vacation and Leave.- (1) There shall be vacation of fifteen days for the scholars at the end of academic

year and no any kind of leave shall be attached with vacation:

Provided that the Director shall have power to sanction extra leave in extra ordinary circumstances.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 29

(2) The scholars shall be allowed casual leave up to ten days each year and such leave may be joined with the holidays or Sundays and the scholars may avail such leave maximum up to ten days at a time including holidays.

(3) In between holidays, a holiday shall be considered as holiday.

(4) The casual leave cannot be joined with vacation and medical leave, and such leave cannot be carry forwarded to the next academic year.

(5) The scholars shall be allowed fifteen days medical leave in a year on submission of medical certificate of a registered medical practitioner and such leave cannot be carry forwarded to the next academic year.

(6) Wherever eligible, maternity or child care leave shall be given to the scholars as per the Maternity Benefit Act, 1961 (53 of 1961) after joining, such scholars have to complete the study period as specified at sub- regulation (1) of regulation 13.

(7) The leave mentioned in sub-regulation (6) shall be allowed once during the period of study on production

of substantial document and no any kind of leave shall be attached with this leave:

(8) The Director has power to sanction up to thirty days leave in extra ordinary circumstances and no stipend shall be paid for repetition such kind of leave which is sanctioned in extra ordinary circumstances.

(9) No stipend shall be paid for such kind of leave which is sanctioned in extra ordinary circumstances.

(10) The duty or special leave shall be granted to the scholars who are deputed or allowed by the authority to take part in the sports, seminar, study tour and such leave shall not exceed fifteen days in a year; however, the leave may be extended maximum up to further fifteen days in special case by the Director.

(11) Any unreasonable leave or absence availed by stipendiary or non-stipendiary scholars without the previous approval of the Dean (Academic) or in excess of limit mentioned above shall be treated as willful absence and no stipend shall be granted for such period, and may invite disciplinary action which may include termination of the scholarship and recovery of the stipend paid by the Institute.

(12) Under the special circumstances, the scholar shall be allowed to avail medical leave up to maximum sixty days without stipend under medical ground with the valid medical certificate issue by registered medical practitioner.

(13) The scholars admitted on non-stipendiary seats shall be governed by the sub- regulations (1) to (12) of regulation 22.

(14) The authority reserves the right to cancel the leave including vacation without any explanation.

23. Control of unfair means and disorderly conduct. - (1) No student shall use unfair means or indulge in disorderly conduct at, or in connection with the examination and doing so shall be considered as on punishable offence depending upon the nature and gravity of the offence as per the provisions of examination of the Institute.

(2) On receipt of a report or on detection of a case regarding the misconduct of any student at any examination or tests, the Examination Disciplinary Action Committee appointed by the Director shall have the power to punish the student after following the procedures as laid down therein and any one or more of the following punishment may be awarded by the committee to the student where a charge of misconduct at an examination is held proved against the candidate, namely: -

(a) cancelling or rejecting his admission to an examination and forfeiting fees if any, paid by him;

(b) cancelling his result of the examination with which the charge is connected;

(c) debarring him for a specific period which may be five years or more or permanently from joining any course of the institute.

(d) appearing in any of the Institutional examination as per the level of punishment given in Schedule

(3) Copying is found or established from answer-book or it is otherwise Disqualification from established that the student has, appearing in examinations

(a) copied or taken help from any papers, books, notes, answer- for two exams book or any other sources in any manner during the examination or at any time thereafter; or

(b) allowed another student to copy from his or her answer-book; or

(c) received help from or has helped another student; or

(d) exchanged his or her answer-book or apart thereof with another student.

(4) On passing or attempting to pass on the question paper (or part thereof) Disqualification from outside appearing in examinations for two exams

(5) Destruction of incriminating material(s) by Disqualification from swallowing, running away with it or causing its disappearance appearing in examinations or by any other means. for three exams

(6) Smuggling in or out of an answer-book or replacing or getting it replaced Disqualification from after attempting answers (during or after the examination with or without appearing in examinations the help or for three exams connivance of any person).

(7) Non delivery of answer-book to the supervisor or destroying the Disqualification from answer book. appearing in examinations for two exams

(8) Serious misconduct in the examination hall or misbehavior with Disqualification from staff or using force with the staff appointed on exam duty inside or appearing in examinations outside the for two exams examination hall.

(9) Disobedience, change of seat, misbehavior in or around examination hall or Disqualification from writing another student’s seat appearing in examinations number on the answer-book. for one exam

(10) Approaching examiner for raising marks or for writing the answer on Disqualification from blank pages. appearing in examinations for three exams

(11) Impersonation–impersonator (who writes for another student), if is a Permanently debarring student of this institute as well as the student from Institute. impersonated student.

(12) When answer-book contains, Cancelling the result

(a) abusive or obscene or threatening language; or of respective subject

(b) appeal to the examiner; or

(c) distinctive mark or sign to disclose the identity.

(13) Admission to the examination on any kind of false representation in the Disqualification from application form. appearing in examinations for one exam

(14) If the student is found talking or doing any other malpractice in the Disqualification from video footage or keeping mobile phone or any other electronic appearing in examinations gadgets in the examination hall. for one exams[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 31

(3) The Schedule below provides punishment in column (3) for unfair, means or acts of student mentioned in column (2) of the said Schedule.

(4) Any unfair means or acts in any examination is held proved against the candidate, which are not mentioned in clause (d) in sub-regulation (2), the Examination Disciplinary Action Committee appointed by the Director shall have the power to decide the punishment as per the case of unfair means or acts by the student.

24. Award of the Degree. - The scholars who have completed the degree programme and have been declared successful in the final year examination shall be awarded the degree of Ayurveda Vachaspati [Doctor of Medicine- Ayurveda] or Ayurveda Dhanvantari [Master of Surgery– Ayurveda] specialty concerned, on payment of necessary fees, either in person or in absentia at his or her option at the succeeding convocation of the Institute.

25. Fees.- The fees as decided by the Governing Body of the Institute from time to time shall be charged from the scholars as may be applicable to them and the degree holders of the Institute shall be exempted from paying the enrolment fees.

26. Miscellaneous.- The scholars undergoing Post Graduate Ayurveda degree programme shall not be permitted to undertake any paid or unpaid appointments or service or work or engage himself or herself in self-employment and the scholar shall be directed to obtain ‘No Objection Certificate’ from the Institute while, submitting an application for any new job or appointments and the defaulters are liable for disciplinary action such as recovery of stipend and termination of admission.

27. Discretionary powers of authority.- The Director of the Institute has the final authority for any discrepancy in the interpretation of provisions of these regulations, and for reasons to be recorded in writing, may relax any provisions of these regulations with the approval or ratification of the Governing Body of the Institute.

42560 +DA in the first year, Rs. 45600 + DA in the second year and Rs 48640 + DA in the third year course of his or her training in this institution, and whereas the Institute of Teaching and Research in Ayurveda has agreed to award the same on terms here in after security for due performance by the student for the said terms.

Now this bond witnesses as follows:-

1. In pursuance of the said agreement and in consideration of Institute of Teaching and Research in Ayurveda giving to the students a stipend of Rs. 42560/- + DA for the first year and Rs 45600 + DA in the second year and Rs 48640 + DA per in the third year of the Post Graduate student during the course of the training as aforesaid, the student hereby convenience with the Institute of Teaching and Research in Ayurveda that he or she shall carry on with his or her studies in the Post Graduate Training course in Ayurved and complete the course after appearing at all the examinations as required under the rules.

2. After commencement of the said course for a period of three years (successfully) that, I hereby agree and abide by that I will serve the institution or any other institutions or any other institution ordered and directed to me by Institute of Teaching and Research in Ayurveda for a period of three years and if I breach of this condition on committing default in serving the Institution than I hereby agree and undertake that in case of a default on my part32 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] I shall be liable to refund in total emoluments of the said Post Graduate course drawn by me for a period of three years and I shall liable to pay all the expenses incurred for me by the institution.

3. In the pursuance of the said agreement, that if the said scholar while in institution shall duly and faithfully devote to and execute, perform and discharge all the duties without causing and inquiry loss or damage by reason of any act, default, negligence, or error in judgments to the Institution.

4. In pursuance of the said agreement and for consideration aforesaid the student and sureties hereby agree that if the student would fail to complete the course in accordance with the covenant in that behalf contain or in clause (1) above or shall discontinue his or her studies for any reason what so ever the student and sureties shall jointly and separately liable to pay to the Institute of Teaching and Research in Ayurveda, the total amount of fellowship paid by the Institute of Teaching and Research in Ayurveda and received by the scholar as aforesaid.

Student and sureties are hereby further agree that if the student leaves the institute without any sufficient reason within 2 (two) months of the Admission or due to any reason after 2 months of the Admission, then he or she to pay Rs. Two Lakhs only to the Institute. In advance to get back his or her original certificates or mark sheets.
