1. सजं क्षप्त िीर्का और प्रारंभ- (1) इन जनयमों का संजक्षप्त नाम आयुर्वेद जिक्षण और अनुसंधान संस्ट्थान, आयुर्वेद जचदकत्सा और सिारी जनयम, 2024 ह।ै

(2) य ेरािपत्र में उनके प्रकािन की तारीख से प्रर्वृत्त होंगे।

2. पररभार्ाए-ँ (1) इन जनयमों में, िब तक दक संदभा से अन्यथा अपेजक्षत न हो- (क) "अजधजनयम" का अथ ाह ैआयुर्वेद जिक्षण और अनुसंधान संस्ट्थान अजधजनयम, 2020 (2020 का 16); (ख) “परीक्षा जनयंत्रक” का अथ ाह ैसंस्ट्थान के सक्षम प्राजधकारी द्वारा जनयुि परीक्षा जनयंत्रक;

(ग) "उपजनदेिक" का अथ ाह ैउपजनदेिक (स्नातक); (घ) "दोहरी मल्ू यांकन प्रणाली" का अथ ाइन जर्वजनयमों के जनयम 21 के तहत प्रदान की गई मल्ू यांकन प्रणाली ह;ै (ङ) "व्याख्यान" का अथ ाह ैउपदेिात्मक जिक्षण यानी कक्षा जिक्षण; और 1670 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (च) "गैर-व्याख्यान" म ें नैदाजनक या व्यार्वहाररक और प्रदिानात्मक जिक्षण िाजमल ह ै और प्रदिानात्मक जिक्षण म ें संबंजधत जर्वर्य की आर्वश्यकता के अनुसार छोटे समूह जिक्षण या ट्यूटोररयल या सेजमनार या सगं ोष्ठी या असाइनमेंट या फामेसी प्रजिक्षण या प्रयोगिाला प्रजिक्षण या जर्वच्छेदन या क्षेत्र का दौरा या कौिल प्रयोगिाला प्रजिक्षण या एकीकृत जिक्षण िाजमल ह।ै

(2) यहां प्रयुि और पररभाजर्त नहीं दकए गए लेदकन अजधजनयम में पररभाजर्त िब्दों और अजभव्यजियों का र्वही अथ ाहोगा िो उन्ह ेंअजधजनयम में ददया गया ह।ै

3. प्रर्विे - (1) छात्र स्नातक के जलए राष्ट्रीय पात्रता सह प्रर्विे परीक्षा में योग्यता के आधार पर आयुर्वेदाचाया (आयुर्वेद जचदकत्सा और सिरा ी स्नातक) कायाक्रम म ें प्रर्वेि के जलए पात्र होंगे िो केंद्र सरकार द्वारा नाजमत प्राजधकरण द्वारा आयोजित दकया िाएगा।

(2) अभ्यर्थायों को प्रर्वेि के जलए जनम्नजलजखत ितों को परू ा करना होगा, अथाात:् - (क) भौजतकी, रसायन जर्वज्ञान, िीर्व जर्वज्ञान और अंग्रेिी के साथ केंद्र और राज्य सरकार द्वारा मान्यता प्राप्त इंटरमीजडएट (10+2) या समकक्ष परीक्षा अर्वश्य उत्तीण ा की हो और सामान्य श्रणे ी के मामले म ें भौजतकी, रसायन जर्वज्ञान और िीर्व जर्वज्ञान म ें समेदकत रूप स े न्यूनतम पचास प्रजतित अंक प्राप्त दकए हों और अनुसूजचत िाजत, अनुसूजचत िनिाजत और अन्य जपछडे र्वगों के मामले म ेंचालीस प्रजतित अकं प्राप्त दकए हों;

(ख) ददव्यांग व्यजियों के संबंध में, ददव्यांग व्यजियों के अजधकार अजधजनयम, 2016 (2016 का 49) के तहत जनर्दाष्ट अभ्यथी के जलए भौजतकी, रसायन जर्वज्ञान और िीर्व जर्वज्ञान में उि योग्यता परीक्षा म ें सामान्य श्रेणी के मामल े में न्यूनतम योग्यता अंक पतैं ालीस प्रजतित होंग े और अनुसूजचत िाजत, अनुसूजचत िनिाजत और अन्य जपछड ेर्वगो के मामल े में चालीस प्रजतित होंगे। (ग) दकसी भी अभ्यथी को आयर्वु ेद जचदकत्सा और सिारी स्नातक कायाक्रम में तब तक प्रर्वेि नहीं ददया िाएगा िब तक दक र्वह कायाक्रम के पहले सेमेस्ट्टर या र्वर्ा में अपने प्रर्वेि के र्वर्ा के 31 ददसंबर को या उससे पहले सत्रह र्वर्ा की आय ुप्राप्त नहीं कर लते ा ह।ै (घ) एक िैक्षजणक सेमेस्ट्टर या र्वर्ा के जलए स्नातक कायाक्रम म ें प्रर्वेि के जलए, अभ्यथी को िक्षै जणक सत्र के जलए आयोजित राष्ट्रीय पात्रता सह प्रर्वेि परीक्षा में न्यनू तम पचास प्रजतित अंक प्राप्त करना आर्वश्यक होगा, बित े दक-

(i) अनुसूजचत िाजत, अनुसूजचत िनिाजत और अन्य जपछड े र्वगों से संबंजधत अभ्यर्थायों के जलए न्यनू तम अंक चालीस प्रजतित होंगे।

(ii) ददव्यांग व्यजियों के अजधकार अजधजनयम, 2016 (2016 का 49) के तहत जनर्दाष्ट बेंचमाका ददव्यांगता र्वाल े अभ्यर्थायों के जलए सामान्य श्रणे ी के मामल े में न्यूनतम अंक पैंतालीस प्रजतित होंग े और अनुसूजचत िाजत, अनुसूजचत िनिाजत और अन्य जपछड ेर्वगों के मामल े में चालीस प्रजतित होंगे।

(3) केंद्र सरकार द्वारा अनुमोददत जर्वदेिी नागररक अभ्यर्थायों के जलए दस सीटें आरजक्षत की िाएगी: बिते दक उप-जर्वजनयम (1) और (2) उि जर्वदेिी नागररक अभ्यर्थायों के जलए लागू नहीं होंगे और इन अभ्यर्थायों के जलए, केंद्र सरकार द्वारा अनमु ोददत दकसी अन्य समकक्ष योग्यता की अनुमजत दी िा सकती ह।ै

(4) सस्ट्ं थान केंद्र सरकार के मानदंडों के अनुसार प्रर्वेि नीजत लागू करेगा।

4. आरक्षण नीजत - जर्वजभन्न श्रेजणयों (अनुसूजचत िाजत, अनुसजू चत िनिाजत, अन्य जपछडा र्वगा, आर्थाक रूप स े कमिोर र्वग,ा बेंचमाका ददव्यांगता र्वाले व्यजि) के जलए आरक्षण प्रर्वेि के समय लागू ददिाजनदेिों के अनुरूप होगा।

5. काउंसललगं - (1) जनयम 3 म ें उजल्लजखत अहका परीक्षा के पररणाम घोजर्त होन े पर, संस्ट्थान के स्नातक कायाक्रम में प्रर्वेि आयुर् मंत्रालय प्रर्विे केंद्रीय काउंसललंग सजमजत द्वारा सीटों के आर्वंटन के आधार पर अजखल भारतीय सामान्य मेररट सूची के आधार पर ददया िाएगा और आर्वंरटत उम्मीदर्वार अपने दस्ट्तार्वेिों के सत्यापन के जलए भौजतक रूप से उपजस्ट्थत होंग ेतथा पात्र उम्मीदर्वारों को प्रर्वेि ददया िाएगा।

(2) उम्मीदर्वार को संस्ट्थान के मेजडकल परीक्षा बोडा द्वारा जचदकत्सा परीक्षा से गुिरना होगा और उसे उत्तीण ा करना होगा।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3

6. छात्रों का नामाकं न- (1) छात्र को उसके प्रर्वेि के छह महीने के भीतर संस्ट्थान के छात्र के रूप म ें नामांदकत दकया िाएगा।

(2) नामांकन िल्ु क का भगु तान केर्वल एक बार दकया िाएगा चाह े छात्र संस्ट्थान की परीक्षाओं म ें दकतनी भी बार उपजस्ट्थत हो।

(3) परीक्षा जनयंत्रक नामांकन का ररकॉडा बनाए रखेगा।

(4) नामांकन पर, प्रत्येक छात्र को एक नामांकन संख्या प्राप्त होगी जिसके तहत उसका नाम रजिस्ट्टर म ें दि ा दकया िाता ह ै और सभी पत्राचारों म ेंछात्र को र्वह नंबर संस्ट्थान को बताना होगा।

7. िल्ु क सरं चना - छात्रों को नामांकन िुल्क, र्वार्र्ाक िुल्क िैसे प्रर्वेि िुल्क, परीक्षा िल्ु क, ट्यिू न िुल्क और अन्य िुल्क (अनलु ग्नक–क) का भुगतान करना होगा िो संस्ट्थान द्वारा समय-समय पर जनर्दष्टा और जनधााररत दकया िाता ह।ै

8. कायक्रा म की अर्वजध- (1) कायाक्रम की अर्वजध िैक्षजणक सत्रों के जलए चार र्वर्ा और छह महीने और अजनर्वाय ा रोटेटरी इंटनाजिप के जलए एक र्वर्ा होगी।

(2) यदद दकसी कारण स े छात्र संस्ट्थान के प्राजधकारी की अनमु जत के साथ कायाक्रम को बीच म ें छोड देता है, तो उसे प्रर्वेि की तारीख से अजधकतम दस र्वर्ों की अर्वजध के भीतर कायाक्रम परू ा करने की अनुमजत दी िाएगी।

(3) ड्रॉप आउट छात्रों को क्रेजडट घंटे और क्रेजडट अंक के साथ संबंजधत जर्वर्यों या पाठ्यक्रमों में न्यूनतम योग्यता अंक प्राप्त करन े पर प्रजतलेख प्रदान दकया िाएगा।

9. जिक्षा का माध्यम- कायाक्रम के जलए जिक्षा का माध्यम संस्ट्कृत या अंग्रेिी या लहदं ी होगा।

10. अध्ययन पटै न-ा (1) आयुर्वदे ाचाया (आयुर्वेद जचदकत्सा और सिारी स्नातक) जडग्री कायाक्रम में दो भाग िाजमल होंगे, अथाात ् मुख्य पाठ्यक्रम और र्वैकजल्पक।

(2) प्रर्वेि के बाद, छात्र को सक्रं मणकालीन पाठ्यक्रम के आधार पर एक इंडक्िन कायाक्रम के माध्यम से पाठ्यक्रम में िाजमल दकया िाएगा।

(3) इंडक्िन कायाक्रम के दौरान, आयुर्वेद के छात्र पाठ्यक्रम में जनधााररत अन्य जर्वर्यों के साथ-साथ आयुर्वेद के जलए संस्ट्कृत की मूल बातें, बजु नयादी िीर्वन समथना और प्राथजमक जचदकत्सा सीखेंगे और प्रजिक्षण की न्यूनतम अर्वजध पद्रं ह ददन के जलए छह घंटे प्रजतददन होगी।

(4) स्नातक कायाक्रम सेमेस्ट्टर या र्वर्ों म ें आयोजित दकए िाएंगे और भारतीय जचदकत्सा पद्धजत राष्ट्रीय आयोग (स्नातक आयुर्वेद जिक्षा के न्यूनतम मानक) जर्वजनयम 2022 म ें जनर्दाष्ट कुल अर्वजध और जर्वर्यों को ध्यान म ें रखते हुए क्षैजति एकीकरण मॉडल में पढाया िाएगा।

(5) क्षैजति एकीकरण मॉडल म ें स्नातक कायाक्रम में पढाए िान े र्वाले जसद्धांतों, अर्वधारणाओं, बीमाररयों, नैदाजनक जस्ट्थजतयों आदद की सूची िाजमल होगी और करिनाई स्ट्तर के अनुसार सेमेस्ट्टर या र्वर्ों के पटै ना म ें सूचीबद्ध और जर्वतररत दकया िाएगा और अन्य संबद्ध जर्वर्यों को तदनसु ार संरेजखत दकया िाएगा।

(6) जर्वर्य की सामग्री के आधार पर उनकी अर्वजध के साथ एकीकृत जिक्षण मॉड्यलू , जिक्षण म ेंलचीलापन लान े के जलए सभी जर्वर्यों के जर्विेर्ज्ञों द्वारा तैयार दकए िाएंगे।

(7) प्रत्येक एकीकृत जिक्षण मॉड्यूल को क्रेजडट घंटे और क्रेजडट के संदभा में संरजचत दकया िाएगा।

(8) प्रारंजभक दो सेमेस्ट्टर या र्वर्ा के दौरान प्रजतददन न्यूनतम चार घंटे की सैद्धांजतक कक्षाए ं और न्यूनतम दो घंट े की गैर-व्याख्यान गजतजर्वजधयां आयोजित की िाएंगी।

(9) अगल े सेमेस्ट्टरों या र्वर्ों के जलए कुल काया घंटे प्रजतददन न्यनू तम सात घंटे होंग े और व्याख्यान तथा गरै - व्याख्यान गजतजर्वजधयों म ेंजिक्षण घंटों का अनुपात 1:2 होगा।

(10) पहला सेमेस्ट्टर या र्वर्ा आमतौर पर अक्टूबर के महीने म ेंिुरू होता ह।ै

(11) आगामी सेमेस्ट्टर या र्वर्ा पूर्वार्वती सेमेस्ट्टर या र्वर्ा की अंजतम परीक्षाओं के पूरा होने के बाद िुरू होंगे।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(12) र्वैकजल्पक जर्वर्य या तो ऑनलाइन या ऑफलाइन होंगे और छात्र को स्नातक कायाक्रम के दौरान कम से कम नौ र्वैकजल्पक जर्वर्यों में अहता ा प्राप्त करनी होगी, हालांदक, छात्रों को नौ से अजधक जितनी चाह ें उतनी संख्या में र्वैकजल्पक जर्वर्यों म ेंअहता ा प्राप्त करन े की स्ट्र्वतंत्रता ह।ै

(13) छात्र संस्ट्थान द्वारा जनर्दष्टा सूची से दकसी भी र्वैकजल्पक जर्वर्य का चयन कर सकते हैं, और समय-समय पर ऑफ़लाइन कक्षा के जलए संस्ट्थान द्वारा जनर्दष्टा घंटों या समय में अपन े सुजर्वधािनक समय के अनुसार अध्ययन कर सकते ह,ैं बिते दक ये अध्ययन घंटे इन जनयमों के तहत स्नातक कायाक्रम के जनर्दाष्ट जिक्षण घंटों से अजधक हों।

11. नदै ाजनक प्रजिक्षण - (1) छात्रों का नदै ाजनक प्रजिक्षण पहले सेमस्ट्े टर या र्वर् ा स े िुरू होगा और जर्वर्य स े संबंजधत नैदाजनक प्रजिक्षण गरै -व्याख्यान घंटों में सलं ग्न अस्ट्पताल (जनयजमत व्यार्वहाररक और प्रदिानात्मक जिक्षण के अलार्वा) म ेंप्रदान दकया िाएगा।

(2) जक्लजनकल पोलस्ट्टंग (बाह्य रोगी जर्वभाग और अतं :रोगी जर्वभाग म ें या ऑपरेिन जथएटर या पंचकम ा थरे ेपी कक्ष अथर्वा प्रसर्व कक्ष या दक्रयाकल्प कक्ष आदद) जपछल े चार सेमेस्ट्टर या दो र्वर्ों के दौरान जनम्नजलजखत जर्वर्यों के जलए जनधााररत जक्लजनकल या गैर-व्याख्यान जिक्षण घंटों के अनुसार गैर-व्याख्यान या नदै ाजनक बैचों के अनुसार रोटेिन के आधार पर होगा, अथाात:् - (क) कायजचदकत्सा;

(ख) पंचकम;ा (ग) िल्य तंत्र; (घ) िालाक्य तंत्र; (ङ) प्रसूजत तंत्र एर्व ंस्त्री रोग; (च) कौमारभृत्य-बालरोग; (छ) स्ट्र्वस्ट्थर्वृत्त एर्वं योग; (ि) आत्यजयक जचदकत्सा; और

(i) संस्ट्थान द्वारा समय-समय पर जनधााररत की गई कोई अन्य जर्विेर्ज्ञता।

(3) गरै -व्याख्यान गजतजर्वजधयों में, नैदाजनक या व्यार्वहाररक भाग सत्तर प्रजतित होंग े और प्रदिानात्मक जिक्षण तीस प्रजतित होंगे।

12. जर्वर्यों या पाठ्यक्रमों की सख्ं या, जिक्षण घटं े और अकं ों का जर्वतरण:-

(1) आयुर्वेदाचाया (आयुर्वेद जचदकत्सा और सिारी स्नातक) जडग्री कायाक्रम में चार र्वर्ा और छह महीने के कायाकाल के दौरान जनम्नजलजखत ताजलका में ददए गए उनके जिक्षण घटं ों के साथ जनम्नजलजखत जर्वर्य या पाठ्यक्रम िाजमल होंगे। ताजलका क्र.स.ं जर्वर्यों या पाठ्यक्रमों का नाम जिक्षण घटं ों की सख्ं या व्याख्यान गैर-व्याख्यान कुल

13. इंटनजा िप- (1) अजनर्वाय ा रोटेटरी इंटनाजिप की अर्वजध एक र्वर् ा होगी, और छात्र सभी सेमेस्ट्टर या र्वर्ों के सभी जर्वर्यों या पाठ्यक्रमों को उत्तीण ा करन े और संबंजधत राज्य पंिीकरण बोडा या पररर्द स ेअनंजतम पंिीकरण प्रमाण पत्र प्राप्त करने के बाद अजनर्वाया इंटनाजिप में िाजमल होन े के जलए पात्र होगा।

(2) इंटनाजिप ओररएंटेिन कायाक्रम- (क) संस्ट्थान को इंटनाजिप िुरू होने से पहल े एक अजनर्वाया तीन ददर्वसीय ओररएंटेिन कायाक्रम आयोजित करना होगा; (ख) ओररएंटेिन कायाक्रम का आयोिन इस उद्दश्े य से दकया िाएगा दक प्रजिक्षु को जचदकत्सा अभ्यास या पेिे, जचदकत्सा नैजतकता, और्धीय-कानूनी पहलुओं, जचदकत्सा ररकॉडा, जचदकत्सा बीमा, जचदकत्सा प्रमाणन, संचार कौिल,[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 7 आचरण और जिष्टाचार, राष्ट्रीय या राज्य के स्ट्र्वास्ट््य देखभाल कायाक्रम जनयमों और जर्वजनयमों के बारे में अपेजक्षत ज्ञान प्राप्त हो सके;

(ग) प्रत्येक प्रजिक्षु द्वारा एक लॉग बुक रखी िाएगी, जिसमें प्रजिक्षु ओररएंटेिन के दौरान की गई गजतजर्वजधयों का ददनांक-र्वार जर्वर्वरण दिा करेगा; (घ) ओररएंटेिन की अर्वजध जनधााररत इंटनाजिप अर्वजध को छोडकर होगी और केर्वल उन छात्रों को जिन्होंन े ओररएंटेिन कायाक्रम पूरा कर जलया ह,ै उन्ह ेंअपनी इंटनाजिप िरूु करने की अनुमजत दी िाएगी;

(ङ) समय-समय पर संस्ट्थान द्वारा ओररएंटेिन के संचालन के जलए मैनुअल जनर्दाष्ट दकया िाएगा।

(3) इंटना के काम के घंटे आि घंटे स ेकम नहीं होंगे।

(4) इंटना को इंटनाजिप के दौरान उसके द्वारा की गई सभी गजतजर्वजधयों र्वाली एक लॉगबुक रखनी होगी।

(5) आम तौर पर एक र्वर्ा की इंटनाजिप जनम्नानुसार होगी- (क) जर्वकल्प I: कॉलेि या संस्ट्थान से िुडे आयुर्वेद अस्ट्पताल में छह महीने के जक्लजनकल प्रजिक्षण में जर्वभाजित, और प्राथजमक स्ट्र्वास्ट््य केंद्र या सामुदाजयक स्ट्र्वास्ट््य केंद्र या ग्रामीण अस्ट्पताल या जिला अस्ट्पताल या जसजर्वल अस्ट्पताल या आधुजनक जचदकत्सा के दकसी भी सरकारी अस्ट्पताल या आयर्वु ेद के मान्यता प्राप्त जनिी अस्ट्पताल के जलए राष्ट्रीय प्रत्यायन बोडा के अस्ट्पतालों म ें छह महीने का प्रजिक्षण। हालांदक, केर्वल आउट पेिेंट जर्वभाग आधाररत जक्लजनक इंटनाजिप के जलए पात्र नहीं होंगे। (ख) जर्वकल्प II: कॉलेि या संस्ट्थान से िुडे आयुर्वेद अस्ट्पताल में बारह महीने का नैदाजनक प्रजिक्षण।

(6) कॉलेि या संस्ट्थान से िडु े आयुर्वेद अस्ट्पताल में, िैसा भी मामला हो, छह महीने या बारह महीने का नैदाजनक प्रजिक्षण जनम्नजलजखत ताजलका के अनुसार आयोजित दकया िाएगा, अथाता ्:- ताजलका क्र.सं. जर्वभाग छह माह का जर्वतरण जर्वदेिी छात्रों के जलए बारह महीनों का जर्वतरण

1. कायजचदकत्सा जिसमें मानस रोग, रसायन और र्वािीकरण या डेढ माह तीन महीन े स्ट्र्वस्ट््यर्वृत्त और योग या संजहता और जसद्धांत या आत्यजयक जचदकत्सा या अन्य जर्विेर् बाह्य रोगी जर्वभाग िाजमल ह।ैं

2. िल्य तंत्र एक माह दो महीने

3. िालाक्य तंत्र एक माह दो महीने

4. प्रसूजत तंत्र एर्वं स्त्री रोग एक माह दो महीने

5. कौमारभृत्य-बालरोग पंद्रह ददन एक माह

6. पंचकम ा एक माह दो महीने

(7) उप-जर्वजनयम (5) के तहत जर्वकल्प I के मामले म,ें िेर् छह महीनों के जलए, इंटन ा को राष्ट्रीय स्ट्र्वास्ट््य कायाक्रम के साथ उन्मुख और पररजचत कराने के उद्दश्े य स ेजनम्नजलजखत म ेंसे दकसी एक में प्रजिक्षण लेना होगा, (क) प्राथजमक स्ट्र्वास्ट््य केंद्र;

(ख) सामुदाजयक स्ट्र्वास्ट््य केंद्र या जिला अस्ट्पताल; (ग) आधुजनक जचदकत्सा का कोई भी मान्यता प्राप्त या अनुमोददत अस्ट्पताल; (घ) कोई भी मान्यता प्राप्त या अनमु ोददत आयुर्वेददक अस्ट्पताल; (ङ) आयुर्वेददक जर्वज्ञान अनुसंधान केंद्रीय पररर्द या केंद्रीय सरकार स्ट्र्वास्ट््य योिना की नैदाजनक इकाई।

(8) इंटना अजनर्वाया इंटनाजिप के दौरान संस्ट्थान स े िुड े अस्ट्पताल के संबंजधत जर्वभाग म ें समय-समय पर संस्ट्थान द्वारा जनधााररत की गई गजतजर्वजधयां करेगा।8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(9) कायजचदकत्सा के जलए, प्रजिक्षओंु को जनम्नजलजखत से पररजचत होन े और जनपटन े के जलए व्यार्वहाररक रूप स े प्रजिजक्षत दकया िाएगा, अथाात:् -

(i) सभी जनयजमत काया िैसे केस लेना, िांच करना, जनदान करना और आयुर्वेददक जचदकत्सा द्वारा सामान्य रोगों का प्रबंधन करना;

(ii) जनयजमत जक्लजनकल पथै ोलॉजिकल काया िैसे दक हीमोग्लोजबन का आकलन, संपणू ा हीमोग्राम, मूत्रजर्वश्लेर्ण, रिपरिीजर्वयों की माइक्रोस्ट्कोजपक िांच, थूक की िांच, मल की िांच, आयुर्वेददक तरीकों स े मूत्र एर्व ं मल परीक्षा, प्रयोगिाला डेटा और नैदाजनक जनष्कर्ों की व्याख्या और जनदान पर पहुचं ना; सभी पैथोलॉजिकल और रेजडयोलॉजिकल िांच िो जर्वजभन्न रोग जस्ट्थजतयों की जगरार्वट की जनगरानी के जलए उपयोगी ह।ैं

(iii) जनयजमत र्वाडा प्रदक्रयाओं म ें प्रजिक्षण और रोजगयों के आहार, जर्वहार/व्यर्वहार और जचदकत्सा अनुसूची के सत्यापन के संबंध में पयार्वेक्षण।

(10) पंचकमा के जलए, प्रजिक्ष ु को पर्वू ाकमा, प्रधानकम ा और पश्चातकमा के संबंध म ें पंचकमा प्रदक्रयाओं और तकनीकों स े पररजचत होने और उन्ह ेंसक्षम बनाने के जलए व्यार्वहाररक रूप से प्रजिजक्षत दकया िाएगा।

(11) िल्यतंत्र के जलए, प्रजिक्ष ु को जनम्नजलजखत से पररजचत होने और जनपटने के जलए व्यार्वहाररक रूप से प्रजिजक्षत दकया िाएगा, अथाात:् -

(i) आयुर्वेददक जसद्धांतों के अनुसार सामान्य सर्िाकल जर्वकारों का जनदान और प्रबंधन;

(ii) कुछ सर्िाकल आपात जस्ट्थजतयों िैसे फ्रैक्चर और संजधच्युजत, तीव्र उदरर्वेदना का प्रबंधन;

(iii) सेजटटक और एंटीसेजटटक्स तकनीक, नसबंदी का व्यार्वहाररक प्रजिक्षण;

(iv) इंटना को प्री-ऑपरेरटर्व और पोस्ट्ट-ऑपरेरटर्व प्रबंधन में िाजमल दकया िाएगा;

(v) स्ट्थानीय एनस्ट्े थेरटक तकनीकों का व्यार्वहाररक उपयोग और एनेस्ट्थेरटक दर्वाओं का उपयोग;

(vi) रेजडयोलॉजिकल प्रदक्रयाएं, एक्स-रे, इंरार्वीनस पाइलोग्राम, बरे रयम मील, सोनोग्राफी एर्व ं इलेक्रोकार्डायोग्राम की नैदाजनक व्याख्या;

(vii) िल्य जचदकत्सा प्रदक्रयाएं और जनयजमत र्वाडा तकनीकें िैसे- (क) तािा चोटों म ें टांके लगाना; (ख) घार्व, िलन, अल्सर और इसी तरह के मरि की ड्रेलसंग; (ग) फोडे का चीरा; (घ) जसस्ट्ट की छटाई; (ङ) जिराजर्वच्छेदन; और (च) एनो-रेक्टल रोगो म ेंक्षार सूत्र का अनुप्रयोग।

(12) िालक्य तंत्र के जलए, प्रजिक्षओंु को जनम्नजलजखत से पररजचत होने और जनपटने के जलए व्यार्वहाररक रूप से प्रजिजक्षत दकया िाएगा, अथाात:् -

(i) आयुर्वेददक जसद्धांतों के अनुसार सामान्य सर्िाकल जर्वकारों का जनदान और प्रबंधन;

(ii) ऑपरेिन स ेपहले और ऑपरेिन के बाद के प्रबंधन;

(iii) सर्िाकल प्रदक्रयाए,ं नाक, गला, दंत समस्ट्याएं और नेत्र संबंधी समस्ट्याएं;

(iv) बाह्य रोगी जर्वभाग म ेंसहायक उपकरणों के साथ आंख, कान, नाक, गल ेऔर अपर्वताक त्रुरट की िांच; और

(v) बाह्य रोगी जर्वभाग म ेंअंिना कमा, नस्ट्य, रिमोक्षण, कणापूरण, जिरोधारा, पुटपाक, कर्वल, गडं ूर् िैसी प्रदक्रयाएं।

(13) प्रसूजत एर्वं स्त्री रोग के जलए, प्रजिक्षु को जनम्नजलजखत स े पररजचत होन े और जनपटन े के जलए व्यार्वहाररक रूप स े प्रजिजक्षत दकया िाएगा, अथाात:् -[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 9

(i) प्रसर्वपूर्वा और प्रसर्वोत्तर समस्ट्याएं और उनके उपचार, प्रसर्वपूर्वा और प्रसर्वोत्तर देखभाल;

(ii) सामान्य एर्वं असामान्य प्रसर्व-र्वदे ना का प्रबंधन;

(iii) लघ ु एर्वं प्रमुख प्रसूजत िल्य जचदकत्सा प्रदक्रयाएं;

(iv) सभी जनयजमत काया िैसे दक केस लेना, िांच, जनदान, और आयुर्वेददक जचदकत्सा द्वारा सामान्य स्त्री रोगों का प्रबंधन;

(v) मजहलाओं म ेंसामान्य कैंसरिन्य जस्ट्थजतयों की िांच।

(14) कौमारभृत्य-बालरोग के जलए, प्रजिक्षओंु को टीकाकरण कायाक्रम के साथ-साथ नर्विात जििु की देखभाल और महत्र्वपूणा बाल जचदकत्सा समस्ट्याओं और उनके आयुर्वेददक प्रबंधन से पररजचत होने और उनसे जनपटन े के जलए व्यार्वहाररक रूप से प्रजिजक्षत दकया िाएगा।

(15) स्ट्र्वस्ट््यर्वृत्त और योग के जलए, प्रजिक्षु को पोर्ण संबंधी जर्वकारों, टीकाकरण, संक्रामक रोगों के प्रबंधन, पररर्वार कल्याण योिना कायाक्रम, आहार और जर्वहार पररकल्पना (आहार की योिना, ददनचयाा, ऋतचु याा) और अष्टांग योग के अभ्यास सजहत स्ट्थानीय रूप स े प्रचजलत स्ट्थाजनक बीमाररयों की रोकथाम और जनयंत्रण के कायाक्रमों से पररजचत होने और उनस ेजनपटन े के जलए व्यार्वहाररक रूप से प्रजिजक्षत दकया िाएगा।

(16) आत्यजयक जचदकत्सा में, प्रजिक्षु को सभी आपातकालीन मामलों से पररजचत होने और उनसे जनपटने के जलए व्यार्वहाररक रूप से प्रजिजक्षत दकया िाएगा और अस्ट्पताल के हताहत अनुभाग में हताहत और आघात के मामलों की पहचान और उनके प्राथजमक उपचार और ऐस े मामलों को जचजन्हत अस्ट्पतालों म ें रेफर करन े की प्रदक्रया म ें सदक्रय रूप से भाग लेन े के जलए प्रजिजक्षत दकया िाएगा।

(17) प्राथजमक स्ट्र्वास्ट््य केंद्र या ग्रामीण अस्ट्पताल या सामुदाजयक स्ट्र्वास्ट््य केंद्र या जिला अस्ट्पताल या आधुजनक जचदकत्सा या आयुर्वेददक अस्ट्पताल के दकसी भी मान्यता प्राप्त या अनुमोददत अस्ट्पताल म ें छह महीने के इंटनाजिप प्रजिक्षण के दौरान, इंटना- (क) प्राथजमक स्ट्र्वास्ट््य केंद्र की ददनचयाा और उनके ररकॉडा के रखरखार्व से पररजचत हो सकेंगे;

(ख) ग्रामीण और दरू दराि के क्षेत्रों में अजधक प्रचजलत बीमाररयों और उनके प्रबंधन स ेपररजचत हो सकेंगे; (ग) ग्रामीण आबादी को स्ट्र्वास्ट््य दखे भाल के तरीके जसखाने और जर्वजभन्न टीकाकरण कायाक्रमों में भी िाजमल होना;

(घ) प्राथजमक स्ट्र्वास्ट््य केंद्र के जचदकत्सा या गरै -जचदकत्सा कमाचाररयों के जनयजमत कामकाि स े पररजचत हों और इस अर्वजध में कमाचाररयों के साथ हमेिा संपका में रहें; (ङ) दैजनक रोगी रजिस्ट्टर, पररर्वार जनयोिन रजिस्ट्टर, सर्िाकल रजिस्ट्टर इत्यादद िैसे प्रासंजगक रजिस्ट्टरों के रखरखार्व के काया से पररजचत हो िाएं और जर्वजभन्न सरकारी स्ट्र्वास्ट््य योिनाओं या कायाक्रमों म ेंसदक्रय भागीदारी लें;

(च) राज्य सरकार द्वारा कायााजन्र्वत जर्वजभन्न राष्ट्रीय स्ट्र्वास्ट््य कायाक्रमों में सदक्रय रूप से भाग लेना।

(18) एक प्रजिक्षु के जलए यह अजनर्वाया होगा दक र्वह ददन-प्रजतददन के आधार पर उसके द्वारा की गई या सहायता की गई या देखी गई प्रदक्रयाओं का ररकॉडा एक जनधााररत लॉग-बुक म ेंबनाए रखे।

(19) इंटना को काम का ररकॉड ा बनाए रखना होगा, जिस े उस जचदकत्सा अजधकारी या इकाई या जर्वभाग के प्रमुख द्वारा सत्याजपत और प्रमाजणत दकया िाएगा, जिसके अधीन र्वह काम करता ह।ै

(20) इंटनाजिप के अंत में उपजनदिे क (स्नातक) को संबंजधत प्राजधकारी द्वारा जर्वजधर्वत प्रमाजणत सभी प्रकार की लॉग-बुक प्रस्ट्तुत करने में जर्वफलता के पररणामस्ट्र्वरूप इंटनाजिप प्रजिक्षण कायाक्रम के दकसी भी या सभी जर्वर्यों में उसका प्रदिान रद्द दकया िा सकता ह।ै

14. इंटनजा िप का मल्ू याकं न - (1) मूल्यांकन प्रणाली, एक इंटना के कौिल का मूल्यांकन इस उद्देश्य के साथ सूचीबद्ध प्रदक्रयाओं की न्यूनतम संख्या का प्रदिान करत े समय करेगी दक इन प्रदक्रयाओं को सफलतापूर्वाक सीखने स े इंटन ा अपन ेर्वास्ट्तजर्वक अभ्यास म ेंइस ेसंचाजलत करने म ेंसक्षम हो िाएगा।

(2) मूल्यांकन प्रत्येक पोलस्ट्टंग के अतं म ें संबंजधत जर्वभागाध्यक्षों द्वारा दकया िाएगा, और ररपोटा उप जनदिे क (स्नातक) को प्रस्ट्तुत की िाएगी।10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(3) ररपोटा का आकलन करन े पर, उप जनदेिक (स्नातक) सात काया ददर्वसों के भीतर इंटनाजिप परू ा होने का प्रमाण पत्र िारी करेगा और सारांि संस्ट्थान के परीक्षा अनुभाग को भेिा िाएगा।

(4) यदद दकसी भी जर्वभाग म ें मूल्यांकन म ें दकसी प्रजिक्ष ु का प्रदिान असंतोर्िनक घोजर्त दकया िाता ह,ै तो उस े इंटनाजिप प्रजिक्षण म ें उस जर्वभाग के जलए जनधााररत ददनों की कुल संख्या की तीस प्रजतित की अर्वजध के जलए संबंजधत जर्वभाग में पोलस्ट्टंग दोहरानी होगी।

(5) एक प्रजिक्ष ु को मल्ू यांकन के संचालन के दकसी भी पहलू पर अपनी जिकायत अलग से संबंजधत जर्वभागाध्यक्ष और उपजनदेिक (स्नातक) को अपन े मूल्यांकन के पूरा होने की तारीख से तीन ददनों के भीतर दिा करने का अजधकार होगा और ऐसी जिकायत प्राप्त होने पर उपजनदेिक (स्नातक) को संबंजधत जर्वभाग के प्रमुख के परामिा से सात काया ददर्वसों के भीतर सौहादापूणा तरीके से जिकायत का जनपटान करना होगा।

15. इंटन ा के जलए छुट्टी- (1) इंटनाजिप अर्वजध के दौरान आकजस्ट्मक छुट्टी अजधकतम बारह ददनों के जलए होगी और संस्ट्थान द्वारा अनुमेय छुट्टी के अलार्वा इंटना को दकसी अन्य प्रकार की छुट्टी या अनुपजस्ट्थजत की अनुमजत नहीं दी िा सकती ह।ै

(2) इंटना एक साथ छह ददन की आकजस्ट्मक छुट्टी से अजधक छुट्टी का लाभ नहीं उिा सकता।

16. इंटनजा िप का समापन - इंटनाजिप के सफल समापन पर, उप जनदेिक (स्नातक) एक सप्ताह के भीतर इंटनाजिप पूरा होने का प्रमाण पत्र िारी करेगा और उप जनदिे क (स्नातक) उत्तीणा होने का दसू रा अंजतम प्रमाण पत्र िारी करन े के जलए उसकी एक प्रजत जनदेिक को भेिेगा।

17. सह-पाठ्यचया ा सबं धं ी गजतजर्वजधयाँ - छात्रों को िैक्षजणक कायक्रा म और इंटनाजिप के दौरान समय-समय पर संस्ट्थान द्वारा आयोजित जर्वजभन्न गजतजर्वजधयों िैसे कायािालाएं, सेजमनार, स्ट्र्वास्ट््य और जनदान जिजर्वर, योग, खले और सांस्ट्कृजतक गजतजर्वजधयां, ड्रग टूर, उद्योग मलु ाक़ात और राष्ट्रीय सेर्वा योिना में सदक्रय रूप से भाग लने ा होगा।

18. परीक्षाए-ं (1) नामांदकत छात्र अपने िैक्षजणक सत्र के जनधााररत समय के परू ा होन े के बाद परीक्षा में िाजमल होन े के पात्र होंगे।

(2) परीक्षा में बैिने के जलए पात्र होने के जलए आर्वश्यक न्यनू तम उपजस्ट्थजत कुल व्याख्यान और अलग-अलग जर्वर्य म ें व्यार्वहाररक या नैदाजनक कक्षाओं की पचहत्तर प्रजतित होगी; और (क) प्रामाजणक बीमारी के कारण, उप जनदेिक (स्नातक) संबंजधत छात्र की उपजस्ट्थजत को प्रत्येक जर्वर्य में पांच प्रजतित तक माफ कर सकते; और (ख) यदद कोई छात्र उपजस्ट्थजत म ें पांच से दस प्रजतित कम हो िाता ह ै तब उपजनदेिक (स्नातक) उपजस्ट्थजत माफ करन े संबंधी अंजतम जनणाय के जलए मामले को जनदिे क के पास भेिेंग।े

(3) सभी परीक्षाएं परीक्षा जनयंत्रक द्वारा जनधााररत की गई तारीखों और समय पर आयोजित की िाएंगी।

(4) पात्र छात्रों को जनधााररत परीक्षा िुल्क का भुगतान करना होगा और संस्ट्थान के परीक्षा जनयंत्रक द्वारा अजधसूजचत जनधााररत समय सीमा के भीतर परीक्षा फॉम ाजर्वजधर्वत भरकर िमा करना होगा।

(5) रचनात्मक और योगात्मक मूल्यांकन होगा और प्रत्येक जिक्षण मॉड्यूल के अतं में रचनात्मक मल्ू यांकन दकया िाएगा और प्रत्येक जर्वर्य के अंत में योगात्मक मूल्यांकन होगा।

(6) प्रारंजभक मूल्यांकन प्रश्नोत्तरी, पररयोिनाओं, असाइनमेंट, समूह गजतजर्वजधयों, प्रस्ट्तुजतयों आदद के रूप में होगा िैसा दक संबंजधत जर्वभाग द्वारा जनधााररत दकया गया ह ैऔर संस्ट्थान की िैक्षजणक पररर्द द्वारा अनमु ोददत दकया गया ह;ै

(7) योगात्मक मूल्यांकन प्रत्येक सेमेस्ट्टर या र्वर्ा के अंत में परीक्षाओं के रूप में होगा जिसमें सैद्धांजतक और व्यार्वहाररक परीक्षाएं िाजमल होंगी;

(8) सैद्धांजतक परीक्षा में लघ ु उत्तरीय प्रश्न और दीघ ा व्याख्यात्मक उत्तर र्वाले प्रश्न होंगे और जर्वर्य के पूरे पाठ्यक्रम को कर्वर करेंगे;

(9) प्रश्न पत्र अग्रं ेिी, लहदं ी और संस्ट्कृत भार्ा में होगा और उत्तर अग्रं ेिी, लहदं ी और संस्ट्कृत भार्ा में जलखे िा सकते हैं;[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 11

(10) परीक्षा उत्तीणा करने के जलए आर्वश्यक न्यनू तम अंक सैद्धांजतक जर्वर्यों में पचास प्रजतित होंगे और प्रयोगात्मक परीक्षा (जिसमें व्यार्वहाररक, नैदाजनक और मौजखक परीक्षा िहां भी लागू हो) के जलए अकं इन जनयमों की अकं जर्वतरण ताजलका में जनर्दष्टा अनसु ार प्रत्येक जर्वर्य के जलए अलग-अलग होंगे;

(11) छात्र समय-समय पर संस्ट्थान द्वारा जनधााररत र्वैकजल्पक जर्वर्यों की सूची से कई र्वैकजल्पक जर्वर्यों का चयन कर सकता ह,ै लेदकन उसे इंटनाजिप िुरू होने से पहले सकारात्मक रूप से न्यूनतम नौ र्वैकजल्पक जर्वर्यों में अहता ा प्राप्त करनी होगी और प्रत्येक र्वैकजल्पक जर्वर्य में न्यनू तम योग्यता अकं पचास प्रजतित होंगे;

(12) पैंसि प्रजतित और उससे अजधक अंक प्राप्त करन े र्वाला छात्र जर्वर्य में प्रथम श्रेणी और पचहत्तर प्रजतित और उससे अजधक अंक के जलए जर्वर्य म ेंजर्वजिष्टता प्रदान की िायेगी और ये अर्वाडा परू क परीक्षाओं के जलए लागू नहीं होंगे।

(13) यदद कोई छात्र संज्ञानात्मक कारणों से जनयजमत परीक्षा में उपजस्ट्थत होने म ें जर्वफल रहता है, तो उसे जनयजमत छात्र के रूप में पूरक परीक्षा में भाग लने ा होगा, जिसके जनयजमत परीक्षा में उपजस्ट्थत न होने पर उसके साथ कमतर व्यर्वहार नहीं दकया िाएगा।

(14) परीक्षाएं आमतौर पर प्रत्येक समे ेस्ट्टर या र्वर्ा के अंत तक आयोजित और पूरी की िाएगं ी और दकसी भी सेमेस्ट्टर या र्वर्ा के दो जर्वर्यों म ें असफल होने र्वाल े छात्र को अगल े सेमस्ट्े टर या र्वर् ा की सत्रांत परीक्षा म ें िाजमल होन े की अनुमजत दी िाएगी, हालांदक, छात्रों को बाद के सेमेस्ट्टर या र्वर्ा की अर्वजध की परीक्षा देन े की अनुमजत नहीं दी िाएगी िब तक दक छात्र जपछली परीक्षा के सभी जर्वर्यों या पाठ्यक्रमों को उत्तीणा नहीं कर लेता।

(15) अंजतम परीक्षा आम तौर पर नौर्वें सेमेस्ट्टर या साढे चार र्वर्ा के अंत तक आयोजित और पूरी की िाएगी और इसके बाद अंजतम सेमेस्ट्टर या र्वर् ा की पूरक परीक्षा प्रत्येक छह महीन ेमें आयोजित की िाएगी।

(16) छात्र को अंजतम सेमेस्ट्टर या र्वर्ा की परीक्षा म ें बैिन े की अनमु जत नहीं दी िाएगी, िब तक दक छात्र जपछली सभी परीक्षाओं के सभी जर्वर्यों या पाठ्यक्रमों को उत्तीणा नहीं कर लते ा।

(17) इसके बाद की पूरक परीक्षाएं प्रत्येक छह महीन े में आयोजित की िाएंगी।

(18) कायाक्रम पूरा करने की अजधकतम अर्वजध इंटनाजिप को छोडकर प्रर्वेि की तारीख से दस र्वर्ा स ेअजधक नहीं होगी।

19. अजं तम मल्ू याकं न – सैद्धांजतक जर्वर्यों का अंजतम मूल्यांकन पणू ा पाठ्यक्रम के आधार पर जनयजमत परीक्षा म ें दकया िाएगा, और परीक्षा में अंजतम प्रायोजगक मूल्यांकन व्यार्वहाररक या नैदाजनक प्रदिान (अकं ों का पचास प्रजतित र्वेटेि) और मौजखक परीक्षा (अकं ों का पचास प्रजतित र्वेटेि) म ेंहोगा।

20. ग्रसे माक्स-ा (1) एक छात्र को प्रजत सत्र अजधकतम दो जर्वर्यों में अजधकतम दस ग्रेसमाका ददए िा सकत े ह ैं और एक जर्वर्य में अजधकतम पांच अंक ददए िा सकते ह ैं और यह केर्वल मुख्य सैद्धांजतक परीक्षा अथाात सत्र में छात्र के पहले परीक्षण के जलए मान्य होंगे।

(2) दकसी भी प्रायोजगक परीक्षा में ग्रेसमाका के जलए कोई प्रार्वधान नहीं होगा।

21. दोहरी मल्ू याकं न प्रणाली- (1) एकल मल्ू यांकन म ें असंतुजलत प्रकृजत स े बचन े के जलए एक उत्तरपुजस्ट्तका के जलए दो अलग-अलग योग्य परीक्षकों द्वारा दो मल्ू यांकन दकये िायगें े।

(2) दोहरे मल्ू यांकन के बाद, दोनों स्ट्कोरो म ें कुल अंको का बीस प्रजतित तक जभन्नता होन े पर दोनों स्ट्कोरों के औसत को अंजतम स्ट्कोर माना िाएगा।

(3) जभन्नात्मक अंकों के मामले म,ें यदद अंि 0.5 या उससे ऊपर ह,ै तो इस े अगल े उच्चतम अंक तक पणू ाांदकत दकया िाएगा और यदद स्ट्कोर 0.5 से नीचे ह ैतो इसे जनचले अंक मान तक पणू ाांदकत दकया िाएगा।

(4) दोहरे मूल्यांकन के अंत में, यदद दो स्ट्र्वतंत्र स्ट्कोरो के बीच अतं र कुल अंको के बीस प्रजतित से अजधक ह,ै तो ऐसी उत्तर पुजस्ट्तकाओं का तीसरे पात्र परीक्षक द्वारा मूल्यांकन पर जर्वचार दकया िाएगा।

22. परीक्षा - (1) जसद्धांत और व्यार्वहाररक परीक्षाओं म ें परीक्षक बनने की पात्रता संबंजधत जर्वर्य में न्यूनतम पांच र्वर् ा का जिक्षण अनुभर्व होगा।

(2) व्यार्वहाररक परीक्षाओं म ें दो परीक्षक होंगे, संस्ट्थान से एक आंतररक परीक्षक और दसू रा दकसी भी मान्यता प्राप्त आयुर्वेद कॉलेि या संस्ट्थान स ेबाहरी परीक्षक।12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

23. अनजु चत साधनों और उच्छृंखल आचरण पर जनयत्रं ण- (1) कोई भी छात्र परीक्षा के संबंध म ें अनुजचत साधन या उच्छृंखल आचरण नहीं करेगा और ऐसा करना संस्ट्थान के परीक्षा प्रार्वधानों के अनुसार अपराध की प्रकृजत और गंभीरता के आधार पर दंडनीय अपराध माना िाएगा।

(2) दकसी परीक्षा या परीक्षण म ें दकसी भी छात्र के कदाचार के संबंध म ें ररपोटा प्राप्त होन े या दकसी मामले का पता चलने पर, जनदेिक द्वारा जनयुि परीक्षा अनुिासनात्मक कारार्वाई सजमजत के पास जनधााररत प्रदक्रयाओं का पालन करने के बाद छात्र को दंजडत करने की िजि होगी और कदाचार के जलए सजमजत द्वारा जनम्नजलजखत म ें से कोई एक या अजधक दण्ड ददया िा सकता ह,ै अथाात:् - (क) दकसी परीक्षा म ें उसके प्रर्वेि को रद्द करना या अस्ट्र्वीकार करना और उसके द्वारा भगु तान दकया गया कोई िल्ु क िब्त करना;

(ख) उस परीक्षा के पररणाम को रद्द करना जिसके साथ आरोप िुडा हुआ है; (ग) उसे एक जर्वजिष्ट अर्वजध के जलए, िो पांच र्वर्ा या उससे अजधक अथर्वा स्ट्थायी रूप से संस्ट्थान के दकसी भी िैक्षजणक कायाक्रम में िाजमल होन े से रोकना, हो सकता ह।ै

(3) नीचे दी गई अनुसूची म ें उि अनुसूची के कॉलम (2) म ें उजल्लजखत छात्र के अनुजचत साधन या कृत्य और कॉलम (3) में दण्ड का र्वणान ददया गया ह।ै अनसु चू ी: क्र.स.ं अनजु चत साधन या कृत्य दडं

(2) परीक्षा हॉल में परीक्षा के जर्वर्य से संबंजधत सामग्री लाना अथाात्:- दो परीक्षाओं म ें बैिने स े र्वंजचत (क) कागिात, दकताबें या नोट्स; या दकया िा सकता ह ै (ख) छात्र द्वारा पहन े गए कपडों के दकसी भी जहस्ट्स े पर या उसके िरीर के दकसी भी जहस्ट्से, या टेबल अथर्वा डेस्ट्क पर जलजखत नोट्स; या (ग) फुट-रूल या सेट-स्ट्वायर, प्रोरैक्टर, स्ट्लाइड रूलर आदद िैस े उपकरण जिन पर नोट्स जलखे हों।

(3) उत्तर-पुजस्ट्तका स े नकल करना पाया गया या जसद्ध हो िाता ह ै अथर्वा दो परीक्षाओं म ें बैिने स े र्वंजचत अन्यथा यह स्ट्थाजपत हो िाता ह ैदक छात्र ने, दकया िा सकता ह ै (क) परीक्षा के दौरान या उसके बाद दकसी भी समय दकसी भी तरीके से दकसी भी कागिात, दकताब,ें नोट्स, उत्तर-पुजस्ट्तका या दकसी अन्य स्रोत से नकल की या मदद ली; या (ख) दकसी अन्य छात्र को अपनी उत्तर-पुजस्ट्तका स े नकल करने की अनुमजत दी; या (ग) दकसी अन्य छात्र से सहायता ली ह ैया सहायता की ह;ै या (घ) दकसी अन्य छात्र के साथ अपनी उत्तर-पुजस्ट्तका या उसके दकसी भाग का आदान-प्रदान दकया।

(4) प्रश्नपत्र (या उसके दकसी भाग) में बाहर से उत्तीणा होने या उत्तीणा होने दो परीक्षाओं म ें बैिने स े र्वंजचत का प्रयास करने पर दकया िा सकता ह ै

(5) आपजत्तिनक सामग्री को जनगलना, उसे लेकर भाग िाना या उसे गायब तीन परीक्षाओं में बैिन े से र्वंजचत कर देना या दकसी अन्य माध्यम से नष्ट करना। दकया िा सकता ह ै

(6) दकसी उत्तर-पुजस्ट्तका को अंदर या बाहर ल े िाना या उसे बदलना तीन परीक्षाओं में बैिन े से र्वंजचत अथर्वा उत्तर जलखने के बाद उसे बदल देना (परीक्षा के दौरान या बाद दकया िा सकता ह ै में दकसी व्यजि की सहायता या सहायता के बगैर अथर्वा दकसी व्यजि के जमलीभगत से)[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 13

(7) उत्तर-पुजस्ट्तका पयार्वेक्षक को न सौंपना या उत्तर-पुजस्ट्तका को नष्ट कर दो परीक्षाओं म ें बैिने स े र्वंजचत देना। दकया िा सकता ह ै

(8) परीक्षा हॉल में गंभीर कदाचार या कमाचाररयों के साथ दव्यु ार्वहार दो परीक्षाओं म ें बैिने स े र्वंजचत अथर्वा परीक्षा हॉल के अंदर या बाहर परीक्षा ड्यूटी पर जनयुि दकया िा सकता ह ै कमाचाररयों के साथ बल प्रयोग।

(9) अर्वज्ञा, सीट पररर्वतान, परीक्षा हॉल में या उसके आसपास दव्यु र्वा हार या एक परीक्षा में बैिने स े र्वंजचत उत्तर पुजस्ट्तका पर दकसी अन्य छात्र की सीट संख्या जलखना। दकया िा सकता ह ै

(10) अंक बढान े या खाली पन्नों पर उत्तर जलखन े के जलए परीक्षक के पास तीन परीक्षाओं में बैिन े से र्वंजचत िाना। दकया िा सकता ह ै

(11) प्रजतरूपण-प्रजतरूपणकताा (िो दकसी अन्य छात्र के जलए जलखता ह)ै , छात्र को संस्ट्थान से स्ट्थायी रूप यदद इस संस्ट्थान का छात्र होने के साथ-साथ प्रजतरूजपत छात्र भी ह।ै से र्वंजचत करना।

(12) िब उत्तर-पुजस्ट्तका में िाजमल हो, सबं ंजधत जर्वर्य का ररिल्ट रद्द (क) अपमानिनक या अश्लील अथर्वा धमकी भरी भार्ा; या दकया िा सकता ह ै (ख) परीक्षक स ेअपील; या (ग) पहचान प्रकट करन े के जलए जर्वजिष्ट जचह्न या जचह्न।

(13) आर्वेदन पत्र में दकसी भी प्रकार की गलत िानकारी के आधार पर एक परीक्षा में बैिने स े र्वंजचत परीक्षा में प्रर्वेि। दकया िा सकता ह ै

(14) यदद छात्र र्वीजडयो फुटेि म ें बात करते या कोई अन्य कदाचार करते हुए एक परीक्षा में बैिने स े र्वंजचत या परीक्षा हॉल में मोबाइल फोन या कोई अन्य इलेक्रॉजनक गैिेट दकया िा सकता ह ै रखते हुए पाया िाता ह।ै

(4) दकसी भी परीक्षा म ें अभ्यथी के जर्वरूद्ध कोई भी अनुजचत साधन या कृत्य साजबत दकया िाता है, जिसका उल्लेख उप-जर्वजनयम (3) में नहीं दकया गया ह,ै तो जनदिे क द्वारा जनयुि परीक्षा अनुिासनात्मक कारार्वाई सजमजत के पास छात्र द्वारा अनुजचत साधनों या कृत्यों के मामले के अनुसार सिा जनधााररत करन े की िजि होगी।

24. जडग्री प्रदान करना - अंजतम समे ेस्ट्टर या र्वर् ा की परीक्षा उत्तीणा करने और इंटनाजिप के संतोर्िनक समापन के बाद एक पात्र छात्र को 2500/- रुपये (समय-समय पर पररर्वतान) के भुगतान पर या तो व्यजिगत रूप से या उसकी अनुपजस्ट्थजत में उसके एर्वि में उसके जर्वकल्प को संस्ट्थान के आगामी दीक्षांत समारोह में आयुर्वेदाचाया (आयुर्वेद जचदकत्सा और सिारी स्नातक) की जडग्री से सम्माजनत दकया िाएगा।

25. निे नल एजग्िट टेस्ट्ट - आयुर्वेदाचाया (आयुर्वेद जचदकत्सा और सिारी स्नातक) जडग्री कायाक्रम के पूरा होन े के बाद, छात्रों को पंिीकरण के जलए भारतीय जचदकत्सा पद्धजत राष्ट्रीय आयोग द्वारा आयोजित 'निे नल एजग्िट टेस्ट्ट' में िाजमल होना होगा और उत्तीण ा करना होगा।

26. र्वके ेिन और छुरट्टयाँ - (1) संस्ट्थान के प्राजधकारी द्वारा जनधााररत दकए गए अनुसार सदी और गमी के मौसम के दौरान स्ट्कॉलरों को पंद्रह ददनों की छुरट्टयाँ दो अर्वसरों पर दी िाएंगी और र्वेकेिन के साथ दकसी भी प्रकार की छुट्टी नहीं िोडी िा सकती ह।ै

(2) जनदेिक को असाधारण पररजस्ट्थजतयों में अजतररि छुट्टी स्ट्र्वीकृत करन े का अजधकार होगा।

(3) उन छात्रों को ड्यूटी या जर्विर्े छुट्टी दी िाएगी, जिन्ह ें खले , सेजमनार म ें भाग लने े के जलए प्राजधकारी द्वारा प्रजतजनयुि या अनुमजत दी गई ह ैऔर ऐसी छुरट्टयां एक र्वर् ा में पंद्रह ददनों स ेअजधक नहीं होंगी।

(4) जनदेिक द्वारा जर्विेर् पररजस्ट्थजत में छुट्टी अजधकतम पन्द्रह ददन तक बढाई िा सकती ह।ै

NOTIFICATION New Delhi, the 27th February, 2024 F. No. L-12015/25/2021-AS(IV).—In exercise of the powers conferred by clause (k), sub-section (1) of

section 28 and clause (f) of section 13 of the Institute of Teaching and Research in Ayurveda Act, 2020 (16 of 2020), the Institute of Teaching and Research in Ayurveda, with the previous approval of the Central Government, hereby makes the following regulations, namely:-

1. Short title and commencement.- (1) These regulations may be called the Institute of Teaching and Research in Ayurveda for Under Graduate, Bachelor of Ayurvedic Medicine and Surgery Regulations,

2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Definitions.- (1) In these regulations, unless the context otherwise requires,-

(a) “Act” means the Institute of Teaching and Research in Ayurveda Act, 2020 (16 of 2020);

(b) "Controller of Examinations" means Controller of Examinations appointed by the competent authority of the Institute;

(c) “Deputy Director” means the Deputy Director (Under Graduate);

(d) “Double evaluation system” means the evaluation system as provided under regulation 21 of these regulations;

(e) “Lectures” means didactic teaching i.e. classroom teaching; and

(f) “Non-lectures” includes Clinical or Practical and demonstrative teaching and the demonstrative teaching includes small group teaching or tutorials or seminars or symposiums or assignments or pharmacy training or laboratory training or dissection or field visits or skill lab training or integrated learning, as per the requirement of the concerned subject.16 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(2) The words and expressions used herein and not defined but defined in the Act shall have the same meaning as assigned to them in the Act.

3. Admission.- (1) The students shall be eligible for admission to Ayurvedacharya (Bachelor of Ayurvedic Medicine and Surgery) programme on the basis of merit in the National Eligibility cum Entrance Test for Undergraduate which shall be conducted by an authority designated by the Central Government.

(2) A candidate shall fulfill the following conditions for admission, namely: -

(a) must have passed the intermediate (10+2) or its equivalent examination recognised by the Central and State Government with the Physics, Chemistry, Biology and English and must have obtained minimum of fifty per cent. marks taken together in Physics, Chemistry and Biology in the case of General category and forty per cent. marks in the case of the Scheduled Castes, Scheduled Tribes and Other Backward Classes;

(b) in respect of persons with disability, candidate specified under the Rights of Persons with Disabilities Act, 2016 (49 of 2016), the minimum qualifying marks in the said qualifying examination in Physics, Chemistry and Biology shall be forty-five per cent. in the case of General category and forty per cent. in the case of the Scheduled Castes, Scheduled Tribes and Other Backward Classes.

(c) no candidate shall be admitted to Bachelor of Ayurvedic Medicine and Surgery programme unless he or she has attained the age of seventeen years on or before the 31st December of the year of his or her admission in the first semester or year of the programme.

(d) for Admission to Under-graduate programme for an academic semester or year, it shall be necessary for a candidate to obtain a minimum of marks at fifty per cent. in the National Eligibility cum Entrance Test for Under-graduate held for the said academic session, provide that in respect of-

(i) candidates belonging to the Scheduled Castes, Scheduled Tribes and Other Backward Classes, the minimum marks shall be at forty per cent.

(ii) candidates with benchmark disabilities specified under the Rights of Persons with Disabilities Act, 2016 (49 of 2016), the minimum marks shall be at forty-five per cent. in the case of General category and forty per cent. in the case of the Scheduled Castes, Scheduled Tribes and Other Backward Classes.

(3) Ten seats shall be reserved for Foreign National candidates, approved by the Central Government:

Provided that sub-regulations (1) and (2) shall not be applicable for said Foreign National candidates and for these candidates, any other equivalent qualifications approved by the Central Government may be allowed.

(4) The Institute shall implement the admission policy, in accordance with norms of the Central Government.

4. Reservation policy.- The reservation for different categories (the Scheduled Cast, Scheduled Tribe, Other Backward Class, Economically Weaker Section, Person with benchmark disabilities) shall be as per the guidelines in force at the time of admission.

5. Counseling.- (1) On declaration of the results of the qualifying examination as mentioned in regulation 3, the admission to the Undergraduate programme of the Institute shall be granted on the basis of allotment of seats by the Ministry of Ayush Admissions Central Counseling Committee on the basis of All India common merit list and the allotted candidates shall present physically for verification of their credentials and the admission shall be granted to the eligible candidates.

(2) The candidate shall be required to undergo medical examination by the medical examination board of the Institute and has to pass the same.

6. Enrolment of the students.- (1) The student shall be enrolled as a student of the Institute within six months of his or her admission.

(2) The enrolment fee shall be paid once only irrespective of the number of times the student appears for examinations of the Institute.

(3) The Controller of Examinations shall maintain the record of the enrollment.

(4) On enrollment, every student shall receive an enrollment number under which his or her name has been entered in the register and in all communications; student shall have to quote that number to the Institute.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 17

7. Fees structure - The students shall have to pay an enrollment fee, annual fee like admission fee, examination fee, tuition fee and other fees (Annexure –A) specified and decided by the Institute from time to time.

8. Duration of programme.- (1) The duration of the programme shall be four years and six months for academic sessions and one year for compulsory rotatory internship.

(2) If student due to any reason leaves the programme in between with the due permission of authority of the Institute, he or she shall be allowed to complete the programme within maximum duration of ten years from the date of admission.

(3) Drop out students shall be awarded transcript, on obtaining minimum qualifying marks in concerned subjects or courses along with credit hours and credit points.

9. Medium of instruction.- The medium of instruction for the programme shall be Sanskrit or English or Hindi.

10. Study pattern.- (1) The Ayurvedacharya (Bachelor of Ayurvedic Medicine and Surgery) degree programme shall comprise of two parts, namely, main course and electives.

(2) After admission, the student shall be inducted to the course through an induction programme based on the transitional curriculum.

(3) During the induction programme, the students of Ayurveda shall learn basics of Sanskrit for Ayurveda, basic life support and first aid along with other subjects as prescribed in the syllabus and the minimum duration of training shall be fifteen days for six hours per day.

(4) The Undergraduate programme shall be conducted in semesters or years and taught in horizontal integration model while keeping the total duration and subjects as specified in the National Commission for Indian System of Medicine (Minimum Standards of Undergraduate Ayurveda Education) Regulations 2022.

(5) The horizontal integration model shall be including, list of principles, concepts, diseases, clinical conditions etc. to be taught in Undergraduate programme and shall be listed and distributed in semesters or years pattern as per the difficulty level and the other allied subjects shall be aligned accordingly.

(6) Integrated teaching modules with their duration, based on the content of the topic, shall be prepared by the experts of all the subjects for flexibility in teaching.

(7) Each integrated teaching module shall be structured in terms of credit hours and credits.

(8) Minimum four hours of theory classes and minimum two hours of non-lecture activities per day shall be conducted during initial two semesters or year.

(9) Total working hours for next semesters or years shall be minimum seven hours per day and the proportion of teaching hours in lectures to non-lectures activities shall be 1:2.

(10) The first semester or year shall ordinarily start in month of October.

(11) The subsequent semesters or years shall start after the completion of the final examinations of the preceding semester or year.

(12) The elective subjects shall be either online or offline and the student shall qualify minimum of nine elective subjects during the graduation programme, however, the students have freedom to qualify as many numbers of elective subjects as they may.

(13) The students may select any elective subjects from the list specified by the Institute, and study at their convenient time for specified hours or the time specified by the Institute for offline class from time to time,

provided that these study hours are over and above the specified teaching hours of graduation programme under these regulations.

11. Clinical Training.- (1) The clinical training of the students shall start from the first semester or year and subject related clinical training shall be provided in the attached hospital (in addition to regular practical and demonstrative teaching) in non-lecture hours.

(2) The clinical postings (Out Patients Department and In Patient Department or operation theatre or labour room or Panchakarma therapy room or Kriyakalpa room etc.) during last four semesters or two years shall be on rotation basis as per the non-lecture or clinical batches in accordance with the clinical or non- lecture teaching hours stipulated for the following subjects, namely:-

(b) Panchakarma;

(c) Shalya Tantra;

(d) Shalakya Tantra;

(e) Prasuti Tantra evam Stri Roga;

(f) Kaumarabhritya– Balaroga;

(g) Swasthavritta evam Yoga;

(h) Atyayika Chikitsa; and

(i) Any other specialty as decided by the Institute from time to time.

(3) In non-lecture activities, the clinical or practical part shall be seventy per cent. and demonstrative teaching shall be thirty per cent.

12. NUMBER OF SUBJECTS OR COURSES, TEACHING HOURS AND MARKS DISTRIBUTION:-

(1) The Ayurvedacharya (Bachelor of Ayurvedic Medicine and Surgery) degree programme shall comprise of following subjects or courses with their teaching hours given in the following Table during the tenure of four years and six months.

(1) The Institute shall decide the teaching pattern and subjects or courses in each semester or year time to time.

13. Internship.- (1) The duration of compulsory rotatory internship shall be one year, and the student shall be eligible to join the compulsory internship after passing all the subjects or courses of all semesters or years and after getting provisional registration certificate from respective state registration board or council.

(2) Internship orientation programme,-

(a) the institute shall conduct a mandatory three days orientation program before the commencement of the20 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] internship;

(b) the orientation program shall be conducted with an aim to make the intern to acquire the requisite knowledge about the rules and regulations of the medical practice or profession, medical ethics, medico- legal aspects, medical records, medical insurance, medical certification, communication skills, conduct and etiquette, National or State health care programs;

(c) a log book shall be maintained by each intern, in which the intern shall enter date-wise details of activities undertaken during orientation;

(d) the period of orientation shall be excluding the prescribed internship period and those students who have completed the orientation programme only shall be allowed to start their internship;

(e) the manual for conducting the orientation shall be specified by the Institute from time to time.

(3) The working hours of intern shall be not less than eight hours.

(4) The intern shall maintain a log book containing all the activities undertaken by him during internship.

(5) Normally one-year internship shall be as under,-

(a) Option I: Divided into clinical training of six months in the Ayurveda hospital attached to the college or Institute, and six months in Primary Health Centre or Community Health Centre or Rural Hospital or District Hospital or Civil Hospital or any Government Hospital of modern medicine or Ayurveda or National Accreditation Board for Hospitals accredited private hospital of Ayurveda or Modern Medicine, however, only Outpatient department based clinics shall be not eligible for internship.

(b) Option II: Clinical training of all twelve months in Ayurveda hospital attached to the college or Institute.

(6) The clinical training of six months or twelve months, as the case may be, in the Ayurveda hospital attached to the college or Institute shall be conducted as per the following Table, namely:- Table Sl. (7) In case of option I under sub-regulation (5), for the remaining six months, intern shall undertake training in any of the followings with an object to orient and acquaint them with the National health Programme,

(a) Primary Health Centre;

(b) Community Health Centre or District Hospital;

(c) any recognised or approved hospital of modern medicine;

(d) any recognised or approved Ayurvedic hospital;

(e) in a clinical unit of Central Council for Research in Ayurvedic Sciences or Central Government Health Scheme.

(8) The intern shall undertake activities as decided by the Institute from time to time in the respective department in the hospital attached to the Institute during compulsory internship.

(9) For Kayachikitsa, the intern shall be practically trained to acquaint with and to deal with the following,

namely:-

(i) all routine works such as case taking, investigations, diagnosis and management of common diseases by Ayurvedic medicine;[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 21

(ii) routine clinical pathological work such as haemoglobin estimation, complete haemogram, urine analysis, microscopic examination of blood parasites, sputum examination, stool examination, mutra evam mala pariksha by Ayurvedic methods, interpretation of laboratory data and clinical findings and arriving at a diagnosis; all pathological and radiological investigations useful for monitoring the deterioration of different disease conditions.

(iii) training in routine ward procedures and supervision of patients in respect of their diet, habits and verification of medicine schedule.

(10) For Panchakarma, the intern shall be practically trained to acquaint with and to make him or her competent to deal with Panchakarma procedures and techniques regarding Purva Karma, Pradhana Karma, and Pashchat Karma.

(11) For Shalya Tantra, the intern shall be practically trained to acquaint with and to deal with the following,

namely:-

(i) diagnosis and management of common surgical disorders according to Ayurvedic principles;

(ii) management of certain surgical emergencies such as fractures and dislocations, acute abdomen;

(iii) practical training of aseptic and antiseptics techniques, sterilisation;

(iv) intern shall be involved in pre-operative and post-operative managements;

(v) practical use of local anesthetic techniques and use of anesthetic drugs;

(vi) radiological procedures, clinical interpretation of X-ray, intravenous pyelogram, barium meal, sonography and electrocardiogram;

(vii) surgical procedures and routine ward techniques such as-

(A) suturing of fresh injuries;

(B) dressing of wounds, burns, ulcers and similar ailments;

(C) incision of abscesses;

(D) excision of cysts;

(E) venesection; and

(F) application of Ksharasutra in ano-rectal diseases.

(12) For Shalakya Tantra, the intern shall be practically trained to acquaint with and to deal with the following,

namely:-

(i) diagnosis and management of common surgical disorders according to Ayurvedic principles;

(ii) the pre-operative and post-operative managements;

(iii) surgical procedures in ear, nose, throat, dental problems and ophthalmic problems;

(iv) examinations of eye, ear, nose, throat and refractive error with the supportive instruments in Out- Patient Department; and

(v) procedures like Anjana Karma, Nasya, Raktamokshan, Karnapuran, Shirodhara, Putpak, Kawal, Gandush at Out-Patient Department.

(13) For Prasuti Tantra evam Stri Roga, the intern shall be practically trained to acquaint with and to deal with the following, namely:-

(i) antenatal and post-natal problems and their remedies, antenatal and post- natal care;

(ii) management of normal and abnormal labours;

(iii) minor and major obstetric surgical procedures;

(iv) all routine works such as case taking, investigations, diagnosis, and management of common striroga by ayurvedic medicine;

(v) screening of common carcinomatous conditions in women.

(14) For Kaumarbritya– Balaroga, the intern shall be practically trained to acquaint with and to deal with the care of new born child along with immunisation programme, and the important pediatric problems and their Ayurvedic management.22 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(15) For Swasthavritta and Yoga, the intern shall be practically trained to acquaint with and to deal with the programmes of prevention and control of locally prevalent endemic diseases including nutritional disorders, immunisation, management of infectious diseases, family welfare planning programmes, Ahara and Vihara Parikalpana (planning of diet, daily and seasonal routines), and practice of Ashtanga Yoga.

(16) Atyayika chikitsa, the intern shall be practically trained to acquaint with and to deal with all emergency cases and participate actively in casualty section of the hospital in identification of casualty and trauma cases and their first aid treatment and also procedure for referring such cases to the identified hospitals.

(17) During the six months internship training in Primary Health Centre or rural hospital or Community Health Centre or District Hospital or any recognised or approved hospital of Modern medicine or Ayurvedic hospital, the interns shall –

(a) get acquainted with routine of the Primary Health Centre and maintenance of their records;

(b) get acquainted with the diseases more prevalent in rural and remote areas and their management;

(c) be involved in teaching of health care methods to rural population and also various immunisation programmes;

(d) get acquainted with the routine working of the medical or non-medical staff of Primary Health Centre and be always in contact with the staff in this period;

(e) get familiarised with the work of maintaining the relevant registers like daily patient register, family planning register, surgical register, etc. and take active participation in different Government health schemes or programmes;

(f) participate actively in different National Health Programmes implemented by the State Government.

(18) It shall be compulsory for an intern to maintain the record of procedures done or assisted or observed by him on day-to-day basis in a prescribed log-book.

(19) The intern shall maintain a record of work, which is to be verified and certified by the medical officer or Head of the unit or department under whom he works.

(20) Failure to produce log-book, complete in all respects duly certified by the concerned authority to the Deputy Director (Undergraduate) at the end of internship, may result in cancellation of his or her performance in any or all disciplines of internship training programme.

14. Assessment of the internship.- (1) The assessment system shall evaluate the skills of an intern while performing the minimum number of procedures as enlisted with an objective that successful learning of these procedures will enable the intern to conduct the same in their actual practice.

(2) The evaluation shall be carried out by respective Heads of departments at the end of each posting, and the report shall be submitted to the Deputy Director (Undergraduate).

(3) On assessing the report, the Deputy Director (Undergraduate) shall issue the internship completion certificate within seven working days and the summary shall be sent to the examination section of the institute.

(4) If performance of an intern declared as unsatisfactory, in an assessment in any of the departments, he shall be required to repeat the posting in the respective department for a period of thirty per cent. of the total number of days, prescribed for that department in internship training.

(5) An intern shall have the right to register his grievance in any aspects of conduct of evaluation, separately to the concerned Head of the Department and Deputy Director (Undergraduate), within three days from the date of completion of his evaluation, and on receipt of such grievance, the Deputy Director (Undergraduate) in consultation with the head of the concerned department shall redress or dispose of the grievance in an amicable manner within seven working days.

15. Leave for an intern.- (1) The casual leave shall be for maximum twelve days during the internship period and no other kind of leave or absence may be permitted to an intern except as may be permitted by the Institute.

(2) Intern cannot avail more than six days casual leave at a time.

16. Completion of internship.- Upon successful completion of internship, the Deputy Director

(Undergraduate) shall issue the certificate of completion of internship to the intern within a week and the[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 23 Deputy Director (Undergraduate) shall send a copy of the same to the Director for issuing a second provisional certificate of passing.

17. Co-curricular activities.- The students shall actively participate in various activities viz. workshops, seminars, health and diagnostic camps, yoga, sports and cultural activities, drug tour, industry visit and National Service Scheme organised by the Institute from time to time during the academic programme and internship.

18. Examinations.- (1) The enrolled students shall be eligible for appearing in the examination after completion of the stipulated time of their academic sessions.

(2) The minimum attendance required to be eligible for appearing in the examination shall be seventy-five per cent. of the total lectures and practicals or clinical classes in each subject separately; and

(a) on account of bona fide illness, the Deputy Director (Undergraduate) may condone the attendance of the concerned student up to five per cent. in each subject; and

(b) if a student falls short in attendance by five to ten per cent. then the Deputy Director (Undergraduate) shall refer the case to the Director for final decision on condoning the attendance.

(3) All the examinations shall be held on such dates and time as decided by the Controller of Examinations.

(4) The eligible students shall have to pay stipulated exam fee and submit the examination form duly filled within the prescribed time frame as notified by the Controller of Examinations of the Institute.

(5) There shall be formative and summative assessment and the formative assessment shall be carried out at the end of every teaching module and the summative assessment shall be at the end of every subject.

(6) The formative assessments shall be in form of quizzes, projects, assignments, group activities, presentations etc. as decided by the concerned department and approved by the Academic Council of the Institute;

(7) The summative assessments shall be in the form of examinations at the end of each semester or year which shall include theory and practical exams;

(8) The theory examination shall be short answer questions and long explanatory answer questions and shall cover the entire syllabus of the subject;

(9) The question paper shall be in English, Hindi and Sanskrit language and the answers may be written in English, Hindi and Sanskrit languages;

(10) The minimum marks required for passing the examination shall be fifty per cent. in theory and in practical (that include practical, clinical and viva-voce wherever applicable) separately in each subject as specified in marks distribution table of these regulations;

(11) Student may select any number of elective subjects from the list of elective subjects as prescribed by the Institute from time to time, but he shall qualify the minimum of nine elective subjects positively before commencement of the internship and the minimum qualifying marks in each elective subjects shall be fifty per cent;

(12) A student obtaining sixty-five per cent. and above marks shall be awarded first class in the subject and seventy-five per cent. and above marks shall be awarded distinction in the subject and these award shall not be applicable for supplementary examinations.

(13) In case a student fails to appear in regular examination for cognitive reasons, he or she shall appear in supplementary examination as regular student, whose non-appearance in regular examination shall not be treated as a trial.

(14) The examination shall be ordinarily held and completed by the end of each semester or year and the student failing in two subject of any semester or year shall be allowed to keep the term and exam of the next semester or year, however, the student shall not be allowed to keep term of subsequent semester or year unless the student passes all the subjects or courses of previous examination.

(15) The final examination shall be ordinarily held and completed by the end of ninth semester or four and half year and the subsequent supplementary examination of final semester or year shall be held in every six months.

(16) The student shall not be allowed to appear in final semester or year examination, unless the student passes all the subjects or courses of previous all examinations.

(17) The subsequent supplementary examinations shall be conducted every six months.24 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(18) The maximum duration of completion of programme shall not exceed ten years from the date of admission excluding internship.

19. Final Assessment.- The final assessment of theory shall be done in the regular examination based on full syllabus, and final practical assessment in examination shall be practical or clinical performance (fifty per cent. weightage of marks) and viva voce (fifty per cent. weightage of marks).

20. Grace marks.- (1) A student may be awarded maximum ten grace marks in maximum of two subjects per session with a maximum of five marks in one subject and shall be valid only for main theory examination i.e. first trial of the student in a session.

(2) There shall be no provision for grace mark in any practical exam.

21. Double evaluation system.- (1)There shall be two evaluations for an answer book by two different eligible examiners to avoid lopsided nature in single evaluation.

(2) After double evaluation, in case of variation of both the scores up to twenty per cent. of the total marks then the average of both the scores shall be considered as final score.

(3) In case of fractional scores, if the fraction is 0.5 or above, it shall be rounded up to next highest digit and if the score is below 0.5 it shall be rounded up to the lower digit value.

(4) At the end of double evaluation, if the variation between two independent scores is more than twenty per cent. of the total marks, then such answer books shall be considered for evaluation by third eligible examiner.

22. Examinership. - (1) The eligibility to be an examiner in the theory and practical examinations shall be a minimum of five years of teaching experience in the concerned subject.

(2) There shall be two examiners in the practical examinations, one internal examiner from the Institute and the other external examiner from any recognised Ayurveda college or Institute.

23. Control of unfair means and disorderly conduct.- (1) No student shall use unfair means or indulge in disorderly conduct at, or in connection with the examination and doing so shall be considered as an punishable offence depending upon the nature and gravity of the offence as per the provisions of examination of the Institute.

(2) On receipt of a report or on detection of an any case regarding the misconduct of any student at any examination or tests, the Examination Disciplinary Action Committee appointed by the Director shall have the power to punish the student after following the procedures as laid down therein and any one

or more of the following punishment may be awarded by the committee for misconduct namely:-

(a) cancelling or rejecting his admission to an examination and forfeiting fees if any, paid by him;

(b) cancelling his result of the examination with which the charge is connected;

(c) debarring him for a specific period which may be five years or more or permanently from joining any programme of the institute.

(3) The schedule below provides column (3) for punishment and unfair means or acts of student mentioned in column (2) of the said schedule.

(b) allowed another student to copy from his answer-book; or

(c) received help from or has helped another student; or

(d) exchanged his or her answer-book or apart thereof with another student.

(4) On passing or attempting to pass on the question paper (or part Disqualification from appearing thereof) outside in examinations for two exams

(5) Destruction of incriminating material(s) by swallowing, running Disqualification from appearing away with it or causing its in examinations disappearance or by any other means. for three exams

(6) Smuggling in or out of an answer-book or replacing or getting it Disqualification from appearing replaced after attempting answers (during or after the examination in examinations for three exams with or without the help or connivance of any person).

(7) Non delivery of answer-book to the supervisor or destroying Disqualification from appearing the answer book. in examinations for two exams

(8) Serious misconduct in the examination hall or misbehavior Disqualification from appearing with staff or using force with the staff appointed on exam duty in examinations for two exams inside or outside the examination hall.

(9) Disobedience, change of seat, misbehavior in or around examination Disqualification from appearing hall or writing another student’s seat in examinations number on the answer-book. for one exam

(10) Approaching examiner for raising marks or for writing the answer Disqualification from appearing on blank pages. in examinations for three exams

(11) Impersonation–impersonator (who writes for another student), if is a Permanently debarring the student of this institute as well as impersonated student. student from Institute.

(12) When answer-book contains, Cancelling the result of

(a) abusive or obscene or threatening language; or respective subject

(b) appeal to the examiner; or

(c) distinctive mark or sign to disclose the identity.

(13) Admission to the examination on any kind of false representation in Disqualification from appearing the application form. in examinations for one exam

(14) If the student is found talking or doing any other malpractice in the Disqualification from video footage or keeping mobile phone or any other electronic appearing in examinations gadgets in the examination hall. for one exams

(4) Any unfair means or acts in any examination is held proved against the candidate, which are not mentioned in sub-regulation (3), the Examination Disciplinary Action Committee appointed by the Director shall have the power to decide the punishment as per the case of unfair means or acts by the student.

24. Award of the degree.- An eligible student passing the final semester or year examination and after satisfactory completion of Internship shall be awarded with the Degree of Ayurvedacharya (Bachelor of Ayurvedic Medicine and Surgery), on payment of Rs. 2500/- (change from time to time) either in person or in absentia at his or her option at the succeeding convocation of the Institute.

25. National Exit Test.- After completion of Ayurvedacharya (Bachelor of Ayurvedic Medicine and Surgery) degree programme, the students shall have to appear and qualify ‘National Exit Test’ conducted by National Commission for Indian System of Medicine for getting registration.26 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

26. Vacations and Leave.- (1) Two vacations of fifteen days each shall be allowed to the scholars during winter and summer seasons as decided by the authority of the institute and no any kind of leave can be attached with vacation.

(2) The Director shall have power to sanction extra leave in extra ordinary circumstances.

(3) The duty or special leave shall be granted to the students, who are deputed or allowed by the authority to take part in the sports, seminar and such leave shall not exceed fifteen days in a year.

(4) The leave may be extended maximum up to fifteen days in special case by the Director.

27. The Director of the Institute has the final authority for any discrepancy in the interpretation of provisions of these regulations, and for reasons to be recorded in writing, may relax any provisions of these regulations with the approval or ratification of the Governing body of Institute.
