1. (i) इन जवजनयमों को “मेजडकल प्रैजटििनस ि का पंिीकरण और जिककत्सा की प्रैजटिस करने के जलए लाइसेंस (संिोधन), जवजनयम 2026" कहा िाएगा।

(ii) ये रािपत्र म ेंउनके प्रकािन की जतजर् स ेप्रवृत्त होंगे।

2. मेजडकल प्रैजटििनसि का पंिीकरण और जिककत्सा की प्रैजटिस करने के जलए लाइसेंस जवजनयम, 2023 म ें i. जवजनयम 2 के खंड (क) म ें 6207 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] क) - “अजतररि योग्यताए”ं ऐसी योग्यताए ंह ैंिो एनएमसी अजधजनयम 2019 के अध्याय VI के तहत जवजधवत मान्यता प्राप्त प्रार्जमक जिककत्सा योग्यताओं के अलावा ह ैं और जिन्ह ें स्नातकोत्तर जिककत्सा जवजनयमों के अनुसार पंिीकृत मेजडकल प्रैजटििनर द्वारा प्राप्त की गई ह।ै जनम्नजलजखत से प्रजतस्ट्र्ाजपत ककया िाएगा:

(क) - “अजतररि योग्यताए”ं ऐसी योग्यताए ंह ैंिो एनएमसी अजधजनयम 2019 के अध्याय VI के तहत जवजधवत मान्यता प्राप्त प्रार्जमक जिककत्सा योग्यताओं के अलावा ह ैं और जिन्ह ेंस्नातकोत्तर जिककत्सा जिक्षा जवजनयमों के अनुसार पंिीकृत मेजडकल प्रैजटििनर द्वारा प्राप्त की गई ह।ै ii. जवजनयम 2 के खंड (ख) म ें (ख) "जविेिी जिककत्सा स्नातक" ऐसा भारतीय नागररक होगा, जिसके पास राष्ट्रीय आयुर्वज्ञि ान आयोग द्वारा प्रार्जमक जिककत्सा योग्यता के रूप में वतमि ान में मान्यता प्राप्त आधुजनक/एलोपैजर्क जिककत्सा पद्धजत की प्रैजटिस करने के जलए जविेि में जस्ट्र्त ककसी एक जवश्वजवद्यालय/संस्ट्र्ान स ेजवजधवत योग्यता ह ैपरंतु ककसी भारतीय जवश्वजवद्यालय या भारतीय मेजडकल कॉलेि या भारतीय संस्ट्र्ान से प्रार्जमक जिककत्सा योग्यता (स्नातक जिककत्सा जडग्री) नहीं ह।ै जनम्नजलजखत से प्रजतस्ट्र्ाजपत ककया िाएगा:

(ख) "जविेिी जिककत्सा स्नातक (एफएमिी)" ऐसा भारतीय नागररक/भारत का प्रवासी नागररक (ओसीआई) होगा, जिसन े आधुजनक/एलोपैजर्क जिककत्सा पद्धजत म ेंप्रैजटिस करन ेके जलए जवजधवत योग्यता प्राप्त की ह ैलेककन उनके पास ककसी भारतीय जवश्वजवद्यालय या भारतीय मेजडकल कॉलेि या भारतीय संस्ट्र्ान से प्रार्जमक जिककत्सा योग्यता (स्नातक जिककत्सा जडग्री) नहीं ह।ै ii. जवजनयम 2 में खडं (ग) के बाि खंड (गग) िोडा िाएगा (गग) राष्ट्रीय जिककत्सा रजिस्ट्िर (एनएमआर) एनएमसी अजधजनयम, 2019 की धारा 31 में जनर्िष्टि ईएमआरबी द्वारा अनुरजक्षत मेजडकल प्रैजटििनर का एक राष्ट्रीय रजिस्ट्िर होगा जिसमें राज्य जिककत्सा पररषिों द्वारा अनुरजक्षत राज्य जिककत्सा रजिस्ट्िर (एसएमआर) के तहत पंिीकृत प्रत्येक मेजडकल प्रैजटििनर को एक जवजिष्ट पहिान (यूआईडी) संख्या आवंरित की िाएगी। एनएमआर संख्या इन जवजनयमों के प्रावधानों के अनुसार पूरे भारत में मेजडकल प्रैजटिस के जलए मान्य होगा। iv. जवजनयम 2 में खडं (ि) के बाि खंड (छ) िोडा िाएगा (छ) "व्यजि" से अजभप्राय ऐसे भारतीय नागररक, अर्वा भारत का प्रवासी नागररक (ओसीआई), या भारत में सक्षम प्राजधकारी द्वारा प्राजधकृत या प्रायोजित ककसी जविेिी नागररक से है, िो राष्ट्रीय आयुर्विज्ञान आयोग अजधजनयम, 2019 तर्ा उसके अधीन बनाए गए जवजनयमों के अनुसार भारत में मान्यता प्राप्त प्रार्जमक जिककत्सा योग्यता प्राप्त करता हो। v. जवजनयम 3 के खंड (ii) म ें

(ii) ऐसे ककसी व्यजि को भी संबंजधत राज्य जिककत्सा पररषि द्वारा इंिनिजिप करन े के जलए अनंजतम पंिीकरण प्रिान ककया िा सकता ह ैिो कोई जविेिी जिककत्सा योग्यता प्राप्त करता ह ैऔर अजधजनयम की धारा 15 के तहत आयोजित राष्ट्रीय जनकास परीक्षा (एनईएटसिी) उत्तीणि करता ह,ै और जविेिी जिककत्सा स्नातक जवजनयम, 2021 में जनर्िष्टि ितों को पूरा करता ह।ै[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 जनम्नजलजखत से प्रजतस्ट्र्ाजपत ककया िाएगा:

(ii) कोई भी एफएमिी जिसन े जविेिी जिककत्सा योग्यता प्राप्त करता ह ै और जविेिी जिककत्सा स्नातक परीक्षा (एफएमिीई) या अजधजनयम की धारा 15 के तहत आयोजित राष्ट्रीय जनकास परीक्षा (एनईएटसिी) उत्तीणि करता ह ै और जविेिी जिककत्सा स्नातक लाइसेंजसएि जवजनयम, 2021 में जनर्िष्टि ितों को पूरा करन ेपर उसे सबं ंजधत राज्य जिककत्सा पररषि द्वारा इंिनिजिप करन े के जलए अनंजतम पंिीकरण (provisional registration) भी किया िा सकता ह।ै vi. जवजनयम 4 के खंड (ii) म ें खंड (ii) - जविेिी जिककत्सा स्नातक जवजनयम, 2021 म ें जनर्िष्टि ितों को परू ा करन े के अधीन, ऐसा व्यजि भी एनएमआर म ें पंिीकरण के जलए पात्र होगा िो कोई जविेिी जिककत्सा योग्यता प्राप्त करता ह ैऔर अजधजनयम की धारा 15 के तहत आयोजित राष्ट्रीय जनकास परीक्षा उत्तीणि करता ह।ै जनम्नजलजखत से प्रजतस्ट्र्ाजपत ककया िाएगा:

(ii) कोई भी एफएमिी िो जविेिी जिककत्सा योग्यता प्राप्त करता ह ैऔर जविेिी जिककत्सा स्नातक परीक्षा (एफएमिीई) या अजधजनयम की धारा 15 के तहत आयोजित राष्ट्रीय जनकास परीक्षा (एनईएटसिी) उत्तीणि की हो वह जविेिी जिककत्सा स्नातक लाइसेंजसएि जवजनयम, 2021 में जनर्िष्टि ितों को परू ा करने पर, एनएमआर में पंिीकरण के जलए पात्र होगा। vii. जवजनयम 4 के खंड (iii) म ें

(iii) जवजिष्ट पहिान (यूआईडी) सख्ं या का सृिन: नैजतकता और जिककत्सा पंिीकरण बोड ि (ईएमआरबी), राष्ट्रीय आयुर्विज्ञान आयोग (एनएमसी) द्वारा केंद्रीय रूप से एक यूआईडी का सृिन ककया िाएगा और इस प्रकार प्रैजटििनर को एनएमआर में पंिीकरण और भारत म ेंजिककत्सा की प्रैजटिस करने की पात्रता प्रिान की िाएगी। जनम्नजलजखत से प्रजतस्ट्र्ाजपत ककया िाएगा:

(iii) जवजिष्ट पहिान (यआू ईडी) संख्या का सृिन: िब कोई व्यजि/एफएमिी संबंजधत राज्य जिककत्सा रजिस्ट्िर म ें पंिीकृत हो िाता ह,ै नैजतकता और जिककत्सा पंिीकरण बोडि (ईएमआरबी), राष्ट्रीय आयुर्विज्ञान आयोग (एनएमसी) द्वारा केंद्रीय स्ट्तर पर एक यआू ईडी सख्ं या सृजित की िाएगी; इस प्रकार प्रैजटििनर को एनएमआर म ेंपंिीकरण और भारत म ेंकहीं भी जिककत्सा की प्रैजटिस करने की पात्रता प्रिान की िाएगी। viii. जवजनयम 4 के खंड (iv) म ें

(iv) यूआईडी के सृिन के जलए प्रसंस्ट्करण िल्ु क (ईएमआरबी, एनएमसी द्वारा समय-समय पर यर्ा जनधािररत) सजिव, एनएमसी के पक्ष में िेय होगा। जनम्नजलजखत से प्रजतस्ट्र्ाजपत ककया िाएगा:

(iv) ईएमआरबी यह सुजनजित करेगा कक राष्ट्रीय रजिस्ट्िर और राज्य रजिस्ट्िर का इलेटरॉजनक समकालीकरण (ससंक्रोनाइिेिन) इस प्रकार ककया िाए कक ककसी एक रजिस्ट्िर में ककया गया कोई भी पररवतनि स्ट्वतः ही िसू रे रजिस्ट्िर म ें प्रजतसबंजबत हो िाए। ix. जवजनयम 5 के खंड (ii) में उपखडं (ि) तर्ा (ठ) को िोडा िाएगा (ि) जिककत्सा की प्रैजटिस करने के जलए लाइसेंस की सकक्रय/जनजरक्रय जस्ट्र्जत। (ठ) आरएमपी के जखलाफ अनुिासनात्मक कारिवाई का जववरण, यकि कोई हो। x. जवजनयम 5 में खडं (ii) के बाि खंड (iii) तर्ा (iv) िोडा िाएगा4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(iii) राष्ट्रीय जिककत्सा रजिस्ट्िर, पिं ीकृत मेजडकल प्रैजटििनसि के पंिीकरण जववरण और ककसी भी अनुिासनात्मक कायिवाही, जनलंबन, हिान,े बहाली के आििे या ककसी भी ऐसे आिेि िो राज्य जिककत्सा पररषि, नैजतकता और जिककत्सा पंिीकरण बोड,ि या राष्ट्रीय आयर्ु विज्ञान आयोग द्वारा िारी ककया गया है, केंद्रीय अजभलेखागार (ररपॉज़ििरी) के रूप में काय ि करेगा।

(iv) नैजतकता और जिककत्सा पंिीकरण बोड ि और राष्ट्रीय आयुर्विज्ञान आयोग को पूरे भारत में मेजडकल प्रैजटििनसि की एकरूपता, पारिर्िति ा और प्रभावी जवजनयम को बनाए रखने के जलए राज्य जिककत्सा पररषिों द्वारा जनयमों के पालन की जनगरानी के जलए जनिेि िारी करना, िानकारी मांगना, ररकॉडि मांगना, की िजि होगी। xi. जवजनयम 6 म ें

6. जिककत्सा की प्रैजटिस करने के जलए लाइसेंस प्रिान करना: जिककत्सा की प्रजै टिस करन ेके जलए लाइससें के जलए आविे न करन ेकी प्रकक्रया: क) लाइसेंस प्राप्त करने के उद्दश्े य से, कोई व्यजि नैजतकता और जिककत्सा पंिीकरण बोडि के वेब पोििल के माध्यम से ऐस े जववरण के सार् आवेिन कर सकता ह ैिो इलेटरॉजनक प्रारूप में जनर्ििष्ट ककए गए ह।ैं ख) पात्र व्यजि जिककत्सा की प्रैजटिस करने के जलए ककसी भी राज्य/राज्यों को िुन सकता ह ैऔर वेब पोििल के माध्यम स े ककए गए आवेिन संबंजधत राज्य/राज्य जिककत्सा पररषि के पास भेिा िाएगा। ग) राज्य जिककत्सा पररषि स्ट्वय ंको संतुष्ट करेगी और 30 किनों की अवजध के भीतर उजित िल्ु क लेन ेके बाि उस राज्य म ें की प्रैजटिस करने के जलए लाइसेंस िेने के आवेिन पर जविार करेगी। घ) लाइसेंस के प्रमाण पत्र म ें एक पंिीकरण संख्या िाजमल होगी िो इस तरह स े बनाई िाएगी कक संबंजधत राज्य/संघ राज्य क्षेत्र के कोड के सार् एक जवजिष्ट पहिान संख्या िोडी िाएगी। ङ) राज्य जिककत्सा पररषि द्वारा आवेिन के अनुमोिन पर, इस े राष्ट्रीय जिककत्सा रजिस्ट्िर और राज्य जिककत्सा रजिस्ट्िर में भी ििािया िाएगा। जनम्नजलजखत से प्रजतस्ट्र्ाजपत ककया िाएगा:

6. जिककत्सा की प्रैजटिस करने के जलए पंिीकरण और लाइसेंस प्रिान करना: जिककत्सा की प्रजै टिस करन ेके जलए पिं ीकरण और लाइससें के जलए आविे न करन ेकी प्रकक्रया: क) जिककत्सा की प्रैजटिस करने के जलए पंिीकरण और लाइसेंस प्राप्त करने के उद्देश्य से, कोई व्यजि/एफएमिी, राष्ट्रीय आयुर्विज्ञान आयोग के नैजतकता और जिककत्सा पंिीकरण बोडि के एकीकृत पंिीकरण पोििल के माध्यम से संबंजधत राज्य जिककत्सा पररषि म ेंआवेिन कर सकता ह ैिो इलेटरॉजनक प्रारूप म ेंजनर्ििष्ट ककए गए ह।ैं ख) हिा किया गया ग) संबंजधत राज्य जिककत्सा पररषि स्ट्वयं को संतष्टु करेगी और 30 किनों की अवजध के भीतर उजित िुल्क लने े के बाि जिककत्सा की प्रैजटिस करने के जलए पंिीकरण और लाइसेंस िेन े के आवेिन पर जविार करेगी। घ) हिा किया गया ङ) राज्य जिककत्सा पररषि द्वारा आवेिन के अनुमोिन पर इसे राज्य जिककत्सा रजिस्ट्िर और राष्ट्रीय जिककत्सा रजिस्ट्िर में ििािया िाएगा। एनएमआर का जवजिष्ट पहिान (यूआईडी) सख्ं या इस तरह से बनाया िाएगा कक संबंजधत राज्य/केंद्र िाजसत प्रिेि का कोड और आवंरित एसएमआर संख्या जनर्ििष्ट जवजिष्ट पहिान (यआू ईडी) संख्या में अतं र्निजहत होगी। ि) एसएमसी द्वारा जिककत्सा की प्रजै टिस करन ेके जलए पंिीकरण और लाइसेंस प्रिान करन ेऔर ईएमआरबी द्वारा राष्ट्रीय जिककत्सा रजिस्ट्िर म ें जवजिष्ट पहिान संख्या (यआू ईडी) के आविं न पर; मेजडकल प्रैजटििनर भारत के ककसी भी राज्य या केंद्र िाजसत प्रिेि में जिककत्सा की प्रैजटिस करने के जलए पात्र हो िाएगा; उसे ककसी िसू रे राज्य या केंद्र िाजसत प्रिेि म ेंप्रैजटिस करने के नए पिं ीकरण और लाइसेंस की आवश्यकता नहीं होगी।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5 xii. जवजनयम 7 के खंड (i) म ें

(i) िब भी एक पंिीकृत मेजडकल प्रैजटििनर, राष्ट्रीय आयुर्विज्ञान आयोग अजधजनयम, 2019 के तहत मान्यता प्राप्त अजतररि जिककत्सा योग्यता प्राप्त करेगा, राज्य रजिस्ट्िर/राष्ट्रीय रजिस्ट्िर में अपने नाम के सामने अजतररि जिककत्सा योग्यता ििि करन े के जलए संबंजधत राज्य जिककत्सा पररषि के पास आवेिन करेगा। जनम्नजलजखत से प्रजतस्ट्र्ाजपत ककया िाएगा:

(i) िब भी कोई पंिीकृत मेजडकल प्रैजटििनर, राष्ट्रीय आयुर्विज्ञान आयोग अजधजनयम, 2019 के तहत मान्यता प्राप्त अजतररि जिककत्सा योग्यता प्राप्त करता है, तो वह संबंजधत राज्य जिककत्सा पररषि, िहां वह मुख्य रूप से पंिीकृत ह,ै नैजतकता और जिककत्सा पंिीकरण बोडि के एकीकृत पंिीकरण पोििल के माध्यम से, राज्य रजिस्ट्िर म ें अपने नाम के सामन े अजतररि जिककत्सा योग्यता ििि करन े के जलए, आवेिन करेगा । xiii. जवजनयम 7 के खंड (vi) म ें

(vi) िब तक राष्ट्रीय रजिस्ट्िर लाग ूनहीं होता ह,ै अजतररि योग्यता के पंिीकरण की मौिूिा प्रणाली िारी रहगे ी। जनम्नजलजखत से प्रजतस्ट्र्ाजपत ककया िाएगा:

(vi) िब तक राष्ट्रीय रजिस्ट्िर परू ी तरह से लाग ू नहीं हो िाता, तब तक अजतररि योग्यता के पिं ीकरण की मौिूिा प्रणाली िारी रहगे ी। xiv. जवजनयम 8 के खंड (i) म ें

(i) जिककत्सा की प्रैजटिस करन े के जलए पंिीकृत मेजडकल प्रैजटििनर को िारी ककया गया लाइसेंस पांि वष ि की अवजध के जलए वैध होगा, जिसके बाि मेजडकल प्रैजटििनर को इन जवजनयमों के खडं 6 (ii) के तहत जनर्ििष्ट प्रकक्रया के अनुसार राज्य जिककत्सा पररषि के पास आवेिन करके लाइसेंस का नवीनीकरण कराना होगा। जनम्नजलजखत से प्रजतस्ट्र्ाजपत ककया िाएगा:

(i) ककसी पंिीकृत मेजडकल प्रैजटििनर को जिककत्सा की प्रैजटिस करने के जलए िारी ककया गया लाइसेंस पांि वषि की अवजध के जलए वधै होगा, जिसके बाि मेजडकल प्रैजटििनर को इन जवजनयमों के खंड 6(क) के तहत जनर्ििष्ट प्रकक्रया के अनुसार संबंजधत राज्य जिककत्सा पररषि में आवेिन करके लाइसेंस का नवीनीकरण कराना होगा। xv. जवजनयम 8 के खंड (iii) म ें

(iii) परंतु यह कक यकि लाइसेंस की वैधता समाप्त होने के तीन महीने के भीतर कोई आवेिन प्राप्त नहीं होगा, तो राज्य रजिस्ट्िर म ेंमेजडकल प्रैजटििनर के नाम की प्रजवजष्ट जनजरक्रय के रूप में पररवर्तित कर किया िाएगा और वह व्यजि जिककत्सा की प्रैजटिस करन े का हकिार नहीं होगा। राज्य रजिस्ट्िर म ें ककसी मेजडकल प्रैजटििनर के नाम के सामने जस्ट्र्जत - 'जनजरक्रय' की प्रजवजष्ट राष्ट्रीय रजिस्ट्िर म ेंस्ट्वयमेव प्रजतसबंजबत होगी। जनम्नजलजखत से प्रजतस्ट्र्ाजपत ककया िाएगा:

(iii) परंतु यह कक यकि लाइसेंस की वैधता समाप्त होने के तीन महीने के भीतर कोई आवेिन प्राप्त नहीं होता है, तो राज्य रजिस्ट्िर में मेजडकल प्रैजटििनर के नाम की प्रजवजष्ट जनजरक्रय के रूप में पररवर्तित हो िाएगी और व्यजि जिककत्सा की प्रैजटिस करने का हकिार नहीं होगा। राज्य रजिस्ट्िर म ेंऐसे मेजडकल प्रैजटििनर के नाम के सामने 'जनजरक्रय' जस्ट्र्जत की प्रजवजष्ट राष्ट्रीय रजिस्ट्िर म ेंस्ट्वतः प्रजतसबंजबत हो िाएगी।6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] xvi. जवजनयम 9 को हिा किया िाएगा और 9क को िोडा िाएगा:

9क. कजर्त पिे वे र किािार या जिककत्सा लापरवाही के मामलों म ेंअजधकार क्षत्रे

(1) इन जवजनयमों म ें जनजहत ककसी भी बात के होते हुए भी, िहा ं ककसी पंिीकृत मेजडकल प्रैजटििनर के जखलाफ पिे ेवर किािार, अनैजतक आिरण या जिककत्सीय लापरवाही का आरोप लगाया िाता है, वहां राज्य जिककत्सा पररषि जिसके क्षेत्रीय अजधकार-क्षेत्र में, कारिवाई का मामला हुआ ह,ै उसे इस मामल े की िांि करन े और जनणिय लेन े का अजधकार होगा। संबंजधत एसएमसी को जनणिय को लाग ू करने और ऑनलाइन रजिस्ट्िर में आरएमपी के क्रेडेंजियल्स में इस े िि ि करने का अजधकार होगा।

(2) िांि, अनिु ासनात्मक कायिवाही, अपील और उससे िुडे सभी मामलों की प्रकक्रया, राष्ट्रीय आयुर्विज्ञान आयोग अजधजनयम, 2019 के संबंजधत प्रावधानों के अतं गित बनाए गए संबंजधत जवजनयमों द्वारा जवजनयजमत होगी। xvii. जवजनयम 10 के खंड (i) म ें

(i) यकि ककसी पंिीकृत मेजडकल प्रैजटििनर का नाम राष्ट्रीय आयुर्विज्ञान आयोग द्वारा बनाए गए जवजनयमों के प्रावधानों के तहत स्ट्र्ायी या अस्ट्र्ायी रूप से राज्य रजिस्ट्िर स ेहिाया िाता है, तो संबंजधत राज्य जिककत्सा पररषि राज्य रजिस्ट्िर म ें संबंजधत मेजडकल प्रैजटििनर के नाम के सामने इस आिय की प्रजवजष्ट करेगी। जनम्नजलजखत से प्रजतस्ट्र्ाजपत ककया िाएगा

(i) यकि ककसी पंिीकृत मेजडकल प्रैजटििनर का नाम राष्ट्रीय आयुर्विज्ञान आयोग द्वारा बनाए गए जवजनयमों के प्रावधानों के तहत स्ट्र्ायी या अस्ट्र्ायी रूप से राज्य रजिस्ट्िर से हिा किया िाता है, तो प्रार्जमक पंिीकरण वाली राज्य जिककत्सा पररषि, संबंजधत मेजडकल प्रैजटििनर के नाम के सामने राज्य रजिस्ट्िर म ेंइस आिय की प्रजवजष्ट करेगी। xviii. जवजनयम 10 के खण्ड (ii) म ें

(ii) राष्ट्रीय आयुर्विज्ञान आयोग द्वारा बनाए गए जवजनयमों के प्रावधानों के तहत राज्य रजिस्ट्िर में ककसी पंिीकृत मेजडकल प्रैजटििनर के नाम की बहाली पर, राज्य जिककत्सा पररषि, राज्य रजिस्ट्िर में संबंजधत मेजडकल प्रैजटििनर के नाम के सामन े इस आिय की प्रजवजष्ट करेगी। जनम्नजलजखत से प्रजतस्ट्र्ाजपत ककया िाएगा

(ii) राष्ट्रीय आयुर्विज्ञान आयोग द्वारा बनाए गए जवजनयमों के प्रावधानों के तहत राज्य रजिस्ट्िर में ककसी पंिीकृत मेजडकल प्रैजटििनर के नाम की बहाली पर, प्रार्जमक पंिीकरण की राज्य जिककत्सा पररषि, राज्य रजिस्ट्िर म ें संबंजधत मेजडकल प्रैजटििनर के नाम के सामने इस आिय की प्रजवजष्ट करेगी। xix. जवजनयम 10 में खडं (iii) के बाि खंड (iv) िोडा िाएगा

(iv) िहां प्रार्जमक पंिीकरण वाल ेराज्य जिककत्सा पररषि के अलावा ककसी अन्य एसएमसी द्वारा उजित िांि के बाि ककसी कारिवाई की जसफाररि की िाती ह;ै जिसमें पेिेवर किािार, अनैजतक आिरण या जिककत्सीय लापरवाही हुई हो; वहा ाँ इसे राष्ट्रीय रजिस्ट्िर में भी किखाया िाएगा और सार् ही प्रार्जमक पंिीकरण वाले एसएमसी के एसएमआर में भी स्ट्वतः अद्यतन हो िाएगा।

(xx) जवजनयम 11[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 7 अस्ट्र्ायी प्रावधान भारतीय जिककत्सा रजिस्ट्िर या राज्य जिककत्सा रजिस्ट्िर में नामांककत सभी मौिूिा मेजडकल प्रैजटििनर, जिनके पास इन जवजनयमों के अनुसार पंिीकरण सख्ं या नहीं है, एकबारगी उपाय के रूप म ें इन जवजनयमों के प्रकािन की तारीख स े तीन महीने की अवजध के भीतर नैजतकता और जिककत्सा पंिीकरण बोड ि के वेब पोििल म ें लाइसेंस को अद्य़तन करेंगे और पंिीकरण संख्या प्राप्त करेंगे और इस प्रकार सृजित लाइसेंस िारी होने की तारीख से पांि साल की अवजध के जलए वैध होगा। ऐसे मजे डकल प्रैजटििनर के लाइसेंस को अद्यतन करन ेके प्रयोिन के जलए, ईएमआरबी, एनएमसी द्वारा कोई िुल्क नहीं जलया िाएगा। जनम्नजलजखत से प्रजतस्ट्र्ाजपत ककया िाएगा अस्ट्र्ायी प्रावधान भारतीय जिककत्सा रजिस्ट्िर या राज्य जिककत्सा रजिस्ट्िर में नामांककत सभी मौिूिा मेजडकल प्रैजटििनर, जिनके पास इन जवजनयमों के अनुसार एनएमआर की जवजिष्ट पहिान (यआू ईडी) संख्या नहीं है, उन्ह ेंनैजतकता और जिककत्सा पंिीकरण बोड ि द्वारा तय समय-सीमा के भीतर बोड ि के वेब पोििल पर अद्य़तन करना होगा, िैसा कक नैजतकता और जिककत्सा पंिीकरण बोडि द्वारा तय ककया गया ह ै और एक बार के उपाय के रूप में जवजिष्ट पहिान (यूआईडी) संख्या प्राप्त करेंगे। ऐस े मेजडकल प्रैजटििनर के जवजिष्ट पहिान (यूआईडी) संख्या को अद्यतन करने के जलए, ईएमआरबी, एनएमसी द्वारा कोई िुल्क नहीं जलया िाएगा। xxi. जवजनयम 12 के खडं (i), (ii) एव ं(iii)

12. प्रजै टिस करन ेके लाइससें स ेइनकार i यकि राज्य जिककत्सा पररषि द्वारा प्रैजटिस करने/नवीनीकरण के जलए लाइसेंस प्रिान करने के आवेिन को ककसी भी आधार पर अस्ट्वीकार ककया िाता है, तो संबंजधत आवेिक इस तरह के जनणिय की प्राजप्त की तारीख से तीस किन के भीतर राज्य जिककत्सा पररषि के जनणयि के जखलाफ नैजतकता और जिककत्सा पंिीकरण बोडि के पास अपील िाजखल कर सकता ह।ै ii ऐसी अपील जनम्नजलजखत के सार् सजिव, राष्ट्रीय आयुर्विज्ञान आयोग को प्रस्ट्ततु की िा सकती ह:ै क. राज्य जिककत्सा पररषि को प्रस्ट्तुत मलू आवेिन। ख. यकि आवेिन की अस्ट्वीकृजत के जलए राज्य जिककत्सा पररषि से आिेि/संिार प्राप्त हुआ ह ैतो उसकी प्रजतजलजप। ग. अस्ट्वीकृजत के आधारों का जवरोध करन े वाला एक जलजखत आविे न। घ. सजिव, एनएमसी के पक्ष में िेय प्रसंस्ट्करण िल्ु क (ईएमआरबी, एनएमसी द्वारा समय-समय पर यर्ा जनधािररत)। iii. नैजतकता और जिककत्सा पंिीकरण बोडि अपील की िांि करेगा और तीस किन के भीतर जनणिय लगे ा। यकि नैजतकता और जिककत्सा पंिीकरण बोडि द्वारा अपील स्ट्वीकार की िाती है, तो इसके द्वारा यह आिेि पाररत ककया िा सकता ह ै कक राज्य जिककत्सा पररषि आवेिक को प्रैजटिस करने के जलए लाइसेंस प्रिान करे और ईएमआरबी द्वारा इस तरह से पाररत ककया गया आिेि राज्य जिककत्सा पररषि पर बाध्यकारी होगा। ऐस े मामल े में, राज्य जिककत्सा पररषि तत्काल और इस तरह के आिेि की प्राजप्त की तारीख से अजधक से अजधक पंद्रह किन के भीतर आवेिक को प्रैजटिस करने का लाइसेंस प्रिान करेगी। जनम्नजलजखत से प्रजतस्ट्र्ाजपत ककया िाएगा

12. पिं ीकरण और प्रजै टिस के जलए लाइससें स ेइनकार i यकि राज्य जिककत्सा पररषि द्वारा ककसी अभ्यर्ी का पंिीकरण और प्रैजटिस के जलए लाइसेंस प्रिान करन/े प्रैजटिस के जलए लाइसेंस के नवीनीकरण के आवेिन को ककसी भी आधार पर अस्ट्वीकार कर किया िाता है, तो संबंजधत आवेिक इस तरह के जनणिय की प्राजप्त की तारीख से तीस किनों के भीतर राज्य जिककत्सा पररषि के जनणिय के जखलाफ नैजतकता और जिककत्सा पंिीकरण बोड िमें अपील कर सकता ह।ै8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] ii ऐसी अपील जनम्नजलजखत के सार् सजिव, राष्ट्रीय आयुर्विज्ञान आयोग को प्रस्ट्ततु की िा सकती ह:ै क. राज्य जिककत्सा पररषि को प्रस्ट्तुत मलू आवेिन। ख. आवेिन अस्ट्वीकार ककए िान े के संबंध में राज्य जिककत्सा पररषि से प्राप्त आििे /संिार की प्रजत। ग. अस्ट्वीकृजत के आधारों का तकि िते े हुए एक जलजखत आवेिन। घ. सजिव, एनएमसी के पक्ष म ें िये प्रसंस्ट्करण (प्रोसेससंग) िुल्क (ईएमआरबी, एनएमसी द्वारा समय-समय पर यर्ा जनधािररत)। iii नैजतकता और जिककत्सा पंिीकरण बोड ि अपील की िांि करेगा और तीस किनों के भीतर जनणयि लेगा। यकि अपील को नैजतकता और जिककत्सा पंिीकरण बोड ि द्वारा स्ट्वीकार ककया िाता है, तो वह राज्य जिककत्सा पररषि को आवेिक को पंिीकरण और प्रैजटिस के जलए लाइसेंस प्रिान करन/े प्रैजटिस के जलए लाइसेंस का नवीनीकरण का आिेि पाररत कर सकता ह ैऔर ईएमआरबी द्वारा पाररत आििे राज्य जिककत्सा पररषि पर बाध्यकारी होगा। ऐसे मामले में, राज्य जिककत्सा पररषि तत्काल और इस तरह के आिेि की प्राजप्त की तारीख स ेपंद्रह किनों के भीतर आवेिक को प्रैजटिस करन ेके जलए पंिीकरण और लाइसेंस प्रिान करेगा। xxii. जवजनयम 13.1.1 के खंड (ii) म ेंउप खडं (ङ) के बाि उप खंड (ङङ) िोडा िाएगा। (ङङ) संबंजधत िेि की सक्षम जिककत्सा पररषि या लाइसेंससंग प्राजधकरण द्वारा िारी एक वैध गडु स्ट्िैंसडंग प्रमाण पत्र। xxiii. जवजनयम 13.1.1 में खडं (iii) का परंतुक िोडा िाएगा। परंत ु यह कक, िहा ं ककसी भी कारण से स्नातकोत्तर या सुपर-स्ट्पजे ियजलिी पाठ्यक्रम कायिकाल की अवजध बढाई िाती ह,ै तो जविेिी नागररक को जनधािररत समय सीमा के भीतर बढी हुई अवजध के जलए अस्ट्र्ायी पंिीकरण के बढाने या नवीनीकरण के जलए नैजतकता और जिककत्सा पंिीकरण बोडि में आवेिन करना होगा और अस्ट्र्ायी पंिीकरण केवल पाठ्यक्रम परू ा होने तक या नैजतकता और जिककत्सा पंिीकरण बोड िद्वारा मंिरू की गई बढी हुई अवजध के समाप्त होन ेतक वैध रहगे ा। xxiv. जवजनयम 13.1.2 में, खंड (iii)

NOTIFICATION New Delhi, the 11th August, 2026 No. R. 11061/05/2026-EMRB-Reg.—In exercise of the powers conferred by clauses (zj), (zk) and (zl) of sub

section (2) of section 57; of the National Medical Commission Act (30 of 2019), the National Medical Commission hereby makes the following Draft Regulations to amend the “Registration of Medical Practitioners and Licence to Practice Medicine Regulations, 2023” namely -

1. (i) These Regulations may be called the “Registration of Medical Practitioners and Licence to Practice Medicine (Amendment), Regulations 2026”.

(ii) They shall come into force from the date of their publication in the Official Gazette.

2. In Registration of Medical Practitioners and Licence to Practice Medicine Regulations, 2023 i. In Regulation 2 clause (a)

(a) - “Additional Qualifications” are those qualifications other than the Primary Medical Qualifications duly recognized under Chapter VI of the NMC Act 2019 and obtained by Registered Medical Practitioner as per Post Graduate Medical Regulations.

Shall be substituted as under:

(a) “Additional Qualifications” are those qualifications other than the Primary Medical Qualifications duly recognized under Chapter VI of the NMC Act 2019 and obtained by Registered Medical Practitioner as per Post Graduate Medical Education Regulations.

ii. In Regulation 2 (b)

(b) “Foreign Medical Graduate” will be an Indian Citizen who has duly qualified to practice modern / allopathic system of medicine, as currently recognized as a Primary Medical Qualification by the National Medical Commission, from an university / institution overseas but does not have primary medical qualification (undergraduate medical degree), from an Indian university or Indian medical college or an Indian institution.

Shall be substituted as under:

(b) “Foreign Medical Graduate(FMG)” will be an Indian Citizen/ Overseas Citizen of India (OCI), who has duly qualified to practice modern /allopathic system of medicine but does not have primary medical qualification (undergraduate medical degree), from an Indian university or Indian medical college or an Indian institution.

iii. In Regulation 2 clause (cc) shall be inserted after clause (c)

(cc) National Medical Register (NMR) shall be a National Register of medical practitioners maintained by EMRB as specified in Section 31 of NMC Act, 2019, with a Unique Identification (UID) Number assigned to every medical practitioner registered under State Medical Register (SMR) maintained by the State Medical Councils. The NMR Number shall be valid for the purpose of medical practice across India, in accordance with the provisions of these Regulations.

iv. In Regulation 2, clause (g) shall be inserted after clause (f)

(g) “Person" means an Indian citizen, or an Overseas Citizen of India (OCI), or any foreign national authorized or sponsored by the competent authority in India, who obtains a primary medical qualification in India recognized under the National Medical Commission Act, 2019, and the regulations made there under.

v. In Regulation 3 clause (ii)

(ii) Any person who obtains a foreign medical qualification and qualifies the National Exit Test (NExT) held under

section 15 of the Act, and fulfils conditions specified in the Foreign Medical Graduated Regulations, 2021 may also be granted provisional registration for doing internship by the concerned State Medical Council.

Shall be substituted as under:

(ii) Any FMG who obtains a foreign medical qualification and qualifies the Foreign Medical Graduate Examinations

(FMGE) or until National Exit Test (NEXT) comes into force held under section 15 of the Act, and fulfils conditions specified in the Foreign Medical Graduate Licentiate Regulations, 2021 may also be granted provisional registration for doing internship by the concerned State Medical Council.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 11 vi. In Regulation 4 clause (ii) clause (ii) - Any person who obtains a foreign medical qualification and qualifies the National Exit Test held under

section 15 of the Act, shall also be entitled for grant of registration in NMR, subject to fulfillment of conditions specified in the Foreign Medical Graduates Regulation, 2021.

Shall be substituted as under:

(ii). Any FMG who obtains a foreign medical qualification and qualifies the Foreign Medical Graduate Examinations

(FMGE) or until the National Exit Test (NEXT) held under section 15 of the Act, shall also be entitled for grant of registration in NMR, subject to fulfillment of conditions specified in the Foreign Medical Graduates Licentiate Regulation, 2021.

vii. In Regulation 4 clause (iii)

(iii) Generation of Unique Identification (UID) Number: An UID shall be generated centrally by the Ethics & Medical Registration Board (EMRB), National Medical Commission (NMC) and thereby grant the practitioner, Registration in NMR and Eligibility to practice medicine in India.

Shall be substituted as under:

(iii) Generation of Unique Identification (UID) Number: Once any person/FMG has registered in the concerned State Medical Register; An UID shall be generated centrally by the Ethics & Medical Registration Board (EMRB), National Medical Commission (NMC); thereby granting the practitioner, Registration in NMR and Eligibility to practice medicine anywhere in India.

viii. In Regulation 4 clause (iv)

(iv) A processing fee for generation of UID (as prescribed by EMRB, NMC from time to time shall be payable), in favour of the Secretary, NMC.

Shall be substituted as under:

(iv) The EMRB shall ensure electronic synchronization of the National Register and the State Register in such a manner that any change in one register is automatically reflected in the other register. ix. In Regulation 5 in clause(ii) sub clause (k) & (l) shall be inserted-

(k) Active/Inactive status of licence to practice medicine

(l) Details of disciplinary action against the RMP, if any. x. In Regulation 5, after clause (ii), clause iii & clause iv shall be inserted-

(iii) The National Medical Register shall serve as the central repository of the registration particulars of Registered Medical Practitioners and of any disciplinary proceedings, orders of suspension, removal, restoration, or any such order issued by a State Medical Council, the Ethics and Medical Registration Board, or the National Medical Commission.

(iv) The Ethics and Medical Registration Board and the National Medical Commission shall have the power to issue directions, seek information, call for records, and monitor compliance by State Medical Councils for maintaining uniformity, transparency, and effective regulation of medical practitioners throughout India.

(xi) In Regulation 6

6. Grant of licence to practice medicine:

Procedure for making application for licence to practice medicine:

(a) For the purpose of obtaining licence, a person may apply through a web portal of the Ethics & Medical Registration Board containing such details as specified in the electronic format.

(b) The eligible person may opt any State/States to practice medicine and the application so made through the web portal shall be referred to the concerned State/ States Medical Council.

(c) The State Medical Council shall satisfy themselves and consider the application for grant of licence to practice medicine in that state after charging appropriate fee within a period of 30 days.

(d) The certificate of licence shall contain a registration number which shall be formed in such a way that a Unique Identification Number shall be suffixed with a Code of the concerned State/Union Territory.

(e) On approval of the application by the State Medical Council, the same shall be reflected in the National Medical Register and alsoin the State Medical Register.12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

6. Grant of Registration and licence to Practice Medicine:

Procedure for making application for Registration and licence to practice medicine: a) For the purpose of obtaining Registration and licence to practice medicine, a person/FMG shall apply to the concerned State Medical Council through Unified Registration portal of the Ethics & Medical Registration Board of the National Medical Commission containing such details as specified in the electronic format.

b) Deleted c) The concerned State Medical Council shall satisfy themselves and consider the application for grant of Registration and licence to practice medicine after charging appropriate fee within a period of 30 days.

d) Deleted e) On approval of the application by the State Medical Council, the same shall be reflected in the State Medical Register & the National Medical Register. The Unique Identification (UID) Number of NMR shall be formed in such a way that the Code of the concerned State / Union Territory and assigned SMR Number shall get embedded in the assigned Unique Identification (UID) Number.

f) Upon grant of registration and licence to practice medicine by a SMC and the allotment of a Unique Identification Number (UID) in the National Medical Register by EMRB; the medical practitioner shall be eligible to practice medicine in any State or Union Territory of India without requiring fresh registration & license to practice medicine in any other State or Union Territory.

(xii). In Regulation 7 clause (i)

(i) As and when a Registered Medical practitioner, obtains additional medical qualification recognized under the National Medical Commission Act, 2019 shall apply to the concerned State Medical Council for entering additional medical qualification against his/her name in the State Register/National Register.

Shall be substituted as:

(i) As and when a Registered Medical practitioner, obtains additional medical qualification recognized under the National Medical Commission Act, 2019 shall apply to the concerned State Medical Council where he / she is primarily registered, through the Unified Registration portal of the Ethics & Medical Registration Board, for entering additional medical qualification against his/her name in the State Register.

(xiii). In Regulation 7 clause (vi)

(vi). Before, the National Register comes into force the existing system of the registration of the additional qualification shall continue.

(vi). Till such time, the National Register comes fully into force; the existing system of the registration of the additional qualification shall continue.

(xiv). In Regulation 8 clause (i)

(i) The licence to practice medicine issued to a registered medical practitioner shall be valid for a period of Five years after which the medical practitioner shall have to renew the licencing by making an application to the State Medical Council as per the procedure specified under clause 6 (ii) of these Regulations.

Shall be substituted as:

(i) The licence to practice medicine issued to a registered medical practitioner shall be valid for a period of Five years after which the medical practitioner shall have to renew the licence by making an application to the concerned State Medical Council as per the procedure specified under clause 6(a) of these Regulations.

(xv). In Regulation 8 clause (iii)

(iii) Provided that if no application is received within three month of expiration of the validity of licence, the entry of the name of the medical practitioner in the State Register shall be converted as inactive and the person shall not be entitled to practice medicine. The entry of the status – ‘inactive’ made in the State Register against a medical practitioner, shall automatically reflected in the National Register.

Shall be substituted as:

(iii) Provided that if no application is received within three month of expiration of the validity of licence, the entry of the name of the medical practitioner in the State Register shall be converted as inactive and the person shall not be[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 13 entitled to practice medicine. The entry of the status – ‘inactive’ made in the State Register against a medical practitioner, shall automatically be reflected in the National Register.

(xvi). Regulation 9 shall be deleted and 9A shall be inserted:

9A. Jurisdiction in cases of alleged professional misconduct or medical negligence

(1) Notwithstanding anything contained in these Regulations, where an allegation of professional misconduct, unethical conduct, or medical negligence is made against a Registered Medical Practitioner, the State Medical Council within whose territorial jurisdiction, the cause of action has arisen shall have jurisdiction to inquire into and decide the matter.

The concerned SMC shall have the right to implement the decision and reflect against the credentials of the RMP in the online register.

(2) The procedure for inquiry, disciplinary proceedings, appeals, and all matters incidental thereto shall be governed by the corresponding Regulations framed under the relevant provisions of the National Medical Commission Act, 2019.

(xvii). In Regulation 10 clause (i)

(i) If the name of a registered medical practitioner is removed from the State Register under the provisions of the Regulations framed by the National Medical Commission, permanently or temporarily, the State Medical Council, shall make an entry against the name of the concerned medical practitioner for the effect in the State Register.

Shall be substituted as:

(i) If the name of a registered medical practitioner is removed from the State Register under the provisions of the Regulations framed by the National Medical Commission, permanently or temporarily, the State Medical Council of primary registration, shall make an entry against the name of the concerned medical practitioner for the effect in the State Register.

(xviii). In Regulation 10 clause (ii)

(ii) On restoration of name of any registered medical practitioner in the State register under the provision of the Regulations framed by the National Medical Commission, the State Medical Council, shall make an entry against the name of the concerned medical practitioner for that effect in the State Register.

Shall be substituted as under:

(xix) In Regulation 10 after clause (iii), clause (iv) shall be inserted

(iv) Where an action after due enquiry is recommended by the SMC other than State Medical Council of primary registration; in which professional misconduct, unethical conduct, or medical negligence has taken place; the same shall get reflected in the National Register with corresponding automatic updation in the SMR of SMC of Primary Registration.

(xx). Regulation 11 Transitory Provisions All the existing medical practitioner enrolled in the Indian Medical Register or the State Medical Register, not having the registration number as per these Regulation shall update in the web portal of the Ethics & Medical Registration Board within a period of three months of publishing of these Regulation and obtain the Registration Number as a onetime measure and the licence so generated shall be valid for period of five years from the date of issuance. For the purpose of updating of licence of such medical practitioner, no fee shall be charged by EMRB, NMC.

Shall be substituted as:

Transitory Provisions All the existing medical practitioner enrolled in the Indian Medical Register or the State Medical Register, not having the Unique Identification (UID) number of NMR as per these Regulation shall update in the web portal of the14 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] Ethics & Medical Registration Board within stipulated period, as decided by the Ethics & Medical Registration Board and obtain the Unique Identification (UID) Number as a onetime measure. For the purpose of updating of Unique Identification (UID) number of such medical practitioner, no fee shall be charged by EMRB, NMC.

(xxi). In Regulation 12 clause (i),(ii) & (iii)

12. Denial of Licence to Practice i. If the application of a candidate for grant of licence to practice / for renewal is rejected by the State Medical Council on any ground, the applicant concerned may file an appeal to the Ethics and Medical Registration Board against the decision of the State medical Council, within thirty days of receipt of such decision.

ii. Such an appeal may be submitted to the Secretary, National Medical Commission along with the following: a. Original application submitted to the State Medical Council. b. Copy if order/communication received from the State Medical Council for rejection of the appeal.

c. A written application contending the grounds of rejection. d. A processing fee (as prescribed by EMRB, NMC from time to time), in favour of the Secretary, NMC. iii. The Ethics and Medical Registration Board shall examine the appeal and take a decision within thirty days. If the appeal is allowed by the Ethics and Medical Registration Board, it may pass an order for the State Medical Council to grant licence to practice to the applicant and the order so passed by the EMRB shall by binding on the State Medical Council. In such case, the State Medical Council shall forthwith and not more than fifteen days of receipt of such order, shall grant licence to practice to the applicant.

Shall be substituted as:

(xxii). In Regulation 13.1.1 clause (ii), sub clause (ee) shall be inserted after sub clause (e)

(ee) A valid Good Standing Certificate issued by the competent Medical Council or licensing authority of the concerned country.

(xxiii). In Regulation 13.1.1 proviso to clause (iii) shall be inserted

Provided that, where the duration of the postgraduate or super-specialty course tenure is extended for any reason, the foreign citizen shall apply to the Ethics and Medical Registration Board for extension or renewal of the Temporary Registration for the extended period with stipulated time frame and the Temporary Registration shall remain valid only up to the completion of the course or until the expiry of the extended period as approved by the Ethics and Medical Registration Board.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 15

(xxiv). In Regulation 13.1.2, clause (iii)

(iii) On Scrutiny of the application, if the same is found to be correct as required in these regulations, the Ethics and Medical Registration Board may grant a temporary registration in respect of the foreign national which shall be provided for a maximum period of 12 months followed by a cooling off period of one year and shall be limited to the medical college/institution/hospital sponsoring the programme.

Shall be substituted as

(iii) On Scrutiny of the application, if the same is found to be correct as required in these regulations, the Ethics and Medical Registration Board may grant a temporary registration in respect of the foreign national which shall be provided for the duration of the course subject to maximum period of 24 Months followed by a cooling off period of one year and shall be limited to the medical college/institution/hospital sponsoring the programme.

The National Medical Commission proposes certain amendment to “Registration of Medical Practitioners and Licence to Practice Medicine Regulations, 2023”. The draft regulation amending the regulation in 2,3,4,5,6,7,8,10,11,12,13 inserted 9A and deleted 9, have been prepared and approved by the competent authority following due procedure and is hereby published for information of all stakeholders likely to be affected thereby and notice is hereby given that the said draft Regulation (amendment) shall be taken into consideration on or after the expiry of a period of thirty (30) days from the date on which the copies of the Gazette of India containing these draft Regulation (amendment) are made available to public.

The Draft “Registration of Medical Practitioners and Licence to Practice Medicine (Amendment), Regulations 2026” pre published in Gazette of India vide notification no. 246 dated 7th April 2026 (R-11012/04/2025-Regn/NMC) stands withdrawn.
