1. (1) इन धर्धनयमों को पंिाब नैिनल बैंक (अधिकारी) सेर्ा (संशोिन) धर्धनयम, 2026 कहा जाएगा।

(2) ये आजधकाररक रािपत्र में उनके प्रकािन की जतजथ स ेलागू होंगे।

2. पंिाब नैिनल बैंक (अजधकारी) सेवा जवजनयम, 1979 ( इसके बाद जिन्ह ें उक्त जवजनयम के रूप म ेंसंदर्भजत ककया गया ह)ै के, जवजनयम 3 म,ें खडं (एफ) के जलए, जनम्नजलजखत खडं प्रजतस्ट्थाजपत ककया िाएगा, यथा:- (एफ) धचदकत्सा सुधर्िाओं तथा छुट्टी दकराया ठरयायत के प्रयोजन हते ु दकसी अधिकारी कमजचारीके संबंि म ें ‘पठरर्ार’ का अथ व होगा - 5262 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(i) अधिकारी कमचव ारी का पधत/पत्नी ;

(ii) पूणवतः आधित अधर्र्ाधहत बच्चे (सौतले े बच्चों और जवजधक रूप से गोि धलए गए बच्चों सधहत ) ;

(iii) पूणतव ः आधित शारीठरक या मानधसक रूप स े चालीस प्रजतित अथवा उससे अजधक कदव्ांगता वाले भाई या बहन;

(iv) धर्िर्ा पुधत्रयां और आधित तलाकशुिा या पररत्यक्त पुधत्रयां ;

(v) बहन,ें जिनम ें अधर्र्ाधहत या तलाकशुिा या पठरत्यि या पधत स े जवलग या धर्िर्ा बहन ें सजममजलत ह ैं ; और

(vi) कमवचारी पर पणू वतः आधित माता-धपता : बिते कक िारीररक या मानजसक रूप से कदव्ांग बच्चों के मामले म,ें उनकी आय ुपर ध्यान कदए जबना, उन्ह ेंजववाह के पश्चात भी आजित माना िाएगा, बित े ये आजित के जलए आय मानदंडो पूरा करत े हों। स्पष्टीकरण 1.— "पूण व रूप स े आधित पठरर्ार के सिस्य" स े अजभप्राय पठरर्ार के ऐस े सिस्य स े होगा धजसकी माधसक आय ₹ 18,000/- स ेअधिक न हो और यकद माता-धपता म ें स े दकसी एक की माधसक आय ₹ 18,000/- स े अधिक ह ै या माता-धपता िोनों की कुल माधसक आय ₹ 18,000/- स े अधिक ह,ै तो माता- धपता िोनों को अधिकारी कमचज ारी पर पूणवतः आधित नहीं माना जाएगा। स्पष्टीकरण 2.— धचदकत्सा व्यय प्रधतपूर्त व योजना और अर्काश दकराया ठरयायत के प्रयोजनों के धलए, सभी अधिकाठरयों, हते ु आधित धपता , माता, ससुर, सास म ेंस ेदकन्हीं िो को कवर दकया जाएगा। अधिकारी के पास एक कैलडें र र्र्व म ें एक बार आधितों म ेंस े दकसी एक या िोनों को प्रधतस्थाधपत करने का धर्कल्प होगा । स्पष्टीकरण 3. — यह पररभाषा 1 अप्रलै , 2024 से प्रभावी होगी तथा कैलेंडर वष ज 2024 के जलए, जचककत्सा बीमा योिना या पॉजलसी के प्रयोिन हते ु, आजितों की संिोजधत माजसक आय मानदंड 1 नवंबर, 2024” से प्रभावी होंगे।.

3. उि धर्धनयमों के धर्धनयम 4 म ें,— (ए) उप-धर्धनयम (7) के स्पष्टीकरण को जवलोजपत ककया जाएगा ; (बी) उप-धर्धनयम (9) और (10) के जलए धनम्नधलधित को प्रजतस्ट्थाजपत दकया जाएगा, अथातव ्: - “(9)1नर्ंबर, 2022 को एव ंसे प्रभावी, प्रत्येक ग्रडे के सापेक्ष जवधनर्िवष्ट र्ेतनमान धनम्नानुसार होंगे:

(ए) शीर् व कायवपालक संवगज वेतनमान VIII = ₹ 253000 - 9000/4 - 289000 वेतनमान VII = ₹156500 – 4340/4 – 173860[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 वेतनमान VI = ₹140500 - 4000/4 – 156500 (बी) र्ठरष्ठ प्रबंिन सवं गज वेतनमान V = ₹120940 – 3360/2 – 127660 – 3680/2 - 135020 वेतनमान IV = ₹102300 – 2980/4 – 114220– 3360/2 – 120940 (सी) मध्यम प्रबंिन सवं गज वेतनमान III = ₹ 85920-2680/5– 99320 - 2980/2 - 105280 वेतनमान II = ₹64820–2340/1 - 67160 -2680/10 - 93960 (डी) कजनष्ठ प्रबंिन संवग ज वेतनमान I = ₹48480-2000/7- 62480-2340/2-67160-2680/7-85920.

स्पष्टीकरण.- प्रत्येक अधिकारी जो कदनांक 31 अक्टूबर , 2022 को प्रभावी र्ेतनमानों से जवजनयजमत होने वाले ह ैंको 1 नर्ंबर, 2022 स े इस उप-धर्धनयम म ें धनिावठरत र्ेतनमान म ेंचरण- िर -चरण आिार पर संबंधित र्ेतनमानों म ेंपहल े चरण स ेआगे के अनरूु प चरणों म ें, जनयत ककया िाएगा और र्ते न र्ृधियां, जनर्दजष्ट मामलों को छोड़कर, सामान्य रूप से वार्षजकी की जतजथ पर होंगी ।

(10) उप-धर्धनयम (1) स े (9) की दकसी भी बात का यह अथव नहीं लगाया जाएगा दक बैंक के जलए हर समय इन सभी ग्रेडों म ेंसेर्ारत अधिकारी रिना आर्श्यक ह।ै

(11) 1 नर्म्बर, 2012 को या स े प्रभावी अधिकाठरयों को धनम्नानसु ार धर्शेर् भत्ते का भगु तान ककया िाएगा: वेतनमान I – III - मलू र्ेतन का 7.75 प्रधतशत एवं उस पर लागू महगं ाई भत्ता वेतनमान IV – V - मूल र्ेतन का 10 प्रधतशत एवं उस पर लागू महगं ाई भत्ता वेतनमान VI – VII - मलू र्ेतन का 11 प्रधतशत एवं उस पर लागू महगं ाई भत्ता

(12) 1 नर्म्बर, 2017 को या स े प्रभावी, अधिकाठरयों को धनम्नानुसार धर्शेर् भत्त े का भगु तान ककया िाएगा: वेतनमान I – III - मलू र्ेतन का 16.40 प्रधतशत एवं उस पर लाग ू महगं ाई भत्ता वेतनमान IV – V - मलू र्ेतन का 19 प्रधतशत एव ंउस पर लागू महगं ाई भत्ता वेतनमान VI - VIII - मलू र्ेतन का 20 प्रधतशत एवं उस पर लागू महगं ाई भत्ता बिते कक वेतनमान VIII केअजधकारी कदनांक 31.03.2020 को या स े जविेष भत्ते के जलए पात्र होंगे।

(13) 1 नर्ंबर , 2022 को या स े प्रभावी, अधिकाठरयों को धनम्नानुसार धर्शेर् भत्ते का भुगतान ककया िाएगा: वेतनमान I - मलू र्ेतन का 26.50 प्रधतशत एवं उस पर लागू महगं ाई भत्ता वेतनमान II – III - मलू र्ेतन का 28.30 प्रधतशत एवं उस पर लाग ू महगं ाई भत्ता4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] वेतनमान IV – V - मलू र्ेतन का 30.50 प्रधतशत एवं उस पर लाग ू महगं ाई भत्ता वेतनमान VI - VII - मलू र्ेतन का 31.50 प्रधतशत एवं उस पर लागू महगं ाई भत्ता वेतनमान VIII - मलू र्ेतन का 28.30 प्रधतशत एवं उस पर लागू महगं ाई भत्ता उप-जवजनयम (11), (12) और (13) में संदर्भजत जविेष भत्ता और उस पर लाग ूमहगं ाई भत्ता, अजधवार्षजता लाभों जैसे पररभाजषत अिं दान योिना( नई पिें न स्ट्कीम) सजहत, भधर्ष्य धनधि एवं उपादान के धलए संगजणत नहीं होगा।

4. उि धर्धनयमों के धर्धनयम 5 म ें, - (ए) उप-धर्धनयम (1) के स्थान पर धनम्नधलधित उप-धर्धनयम प्रधतस्थाधपत दकए जाएंग,े यथा:- “(1) जवजनयमन 4 के उप-जवजनयम (9) के प्रावधानों के अधीन, 1 नवंबर, 2022 से जनम्नजलजखत ितों के अधीन वेतन वृजियां प्रदान की िाएगी, यथा: - (ए) जवजनयम 4 के उप-जवजनयम (9) म ेंवर्णजत जनधाजररत वेतनमानों में जनर्दष्टज वेतन वृजि, सक्षम प्राजधकारी की स्ट्वीकृजत के अधीन, वार्षजक आधार पर उपार्िजत होंगी और दये होने की माह की पहली जतजथ को प्रदान की िाएगी;

(बी) र्ेतनमान I और र्ते नमान II के अधिकारी को अपने र्ेतनमान म ेंअधिकतम स्ट्तर पर तक पहुचं न े के एक र्र्व बाि, अगल े उच्चतर र्ेतनमान म ेंगजतरोध र्ेतन र्ृधि सधहत अजतररक्त र्ेतन र्ृधि दी जाएगी, िो उनकी दक्षता को पार करने से नीचे कदए गए िंड (सी) म ें धनर्िष्टव ह;ै (सी) कजनष्ठ प्रबंधन संवग जवेतनमान I के अजधकारी, िो उच्चतर स्ट्केल के अजधकतम स्ट्तर पर पहचं न े के पश्चात खंड (ख) के अनुसार मध्यम प्रबंधन संवग जस्ट्केल II के वेतनमान में पहचुँ गए ह,ैं सेवा के प्रत्येक दो वष ज की सेवा पूण जकरने के पश्चात सात गजतरोध वते न वृजि के पात्र होंगे, जिनम ेंसे प्रथम दो वेतन वृजियाुँ ₹ 2680/- तथा अगले पांच वते न ₹ 2980/- प्रजत वेतन होंगे। बशते दक अधिकारी पांचर्ीं गजतरोध र्ेतन र्ृधि जारी होन े के िो र्र्व पश्चात अथवा 1 नर्ंबर, 2022, जो भी बाि म ें हो, छिी गजतरोध र्ेतन र्ृधि के धलए पात्र होगा:

बशते आग े दक अधिकारी पांचर्ीं गजतरोध र्ेतन र्ृधि जारी होने के चार र्र्व पश्चात अथवा 1 नर्ंबर, 2022 को, जो भी बाि म ें हो, सातर्ीं गजतरोध र्ेतन र्ृधि हते ु पात्र होगा या;[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5 (डी) मध्यम प्रबंिन ग्रडे वेतनमान II के अधिकारी, जो िडं (ि) के अनुसार उच्चतर वेतनमान की अधिकता पर पहुचं ने के पश्चात ् मध्यम प्रबंिन ग्रडे वेतनमान III के र्ेतनमान म ें पहचुँ गए ह,ैं सेर्ा के प्रत्येक िो पूण व र्र्ों के धलए ₹ 2980/- की सात गजतरोध र्ते न र्ृधियों के धलए पात्र होंग े बशते दक अधिकारी पांचर्ीं गजतरोध र्ेतन र्ृधि जारी होने के िो र्र्व पश्चात अथवा 1 नर्ंबर, 2022, जो भी बाि म ें हो, छिी गजतरोध र्ेतन र्ृधि के धलए पात्र होगा:

बशते आग े दक अधिकारी पांचर्ीं गजतरोध र्ेतन र्ृधि जारी होने के चार र्र्व पश्चात अथवा 1 नर्ंबर, 2022, जो भी बाि म ें हो, सातर्ीं गजतरोध र्ेतन र्ृधि के धलए पात्र होगा; (ई) वास्ट्तजवक मध्यम प्रबंिन ग्रडे वेतनमान III म ेंअधिकारी, अथावत् र्े जो मध्यम प्रबंिन ग्रडे वेतनमान III म ें भती या पदोन्नत हए ह,ैंवे वेतनमान की अजधकतम सीमा पर पहुचं ने के पश्चात प्रत्येक िो र्र् वकी पूणज की गई सेवा के पश्चात आि गजतरोध र्ेतन र्ृधि के धलए पात्र होंग े जिनमें की प्रथम चार गजतरोध र्ेतन र्ृधियां ₹ 2980/- की होंगी तथा अगली चार गजतरोध र्ेतन र्ृधियां ₹ 3360/- होगी । बशते दक अधिकारी छिी गजतरोध र्ेतन र्ृधि जारी होने के िो र्र्व पश्चात अथवा 1 नर्ंबर, 2022, जो भी बाि म ेंहो, सातर्ीं गजतरोध र्ेतन र्ृधि के धलए पात्र होगा । बशते आग े दक अधिकारी छिी गजतरोध र्ेतन र्ृधि जारी होन े के चार र्र्व पश्चात अथवा 1 नर्ंबर, 2022, जो भी बाि म ें हो, आिर्ीं गजतरोध र्ेतन र्ृधि के धलए भी पात्र होगा ;

(एफ़) र्ठरष्ठ प्रबंिन ग्रडे वेतनमान IV के अधिकारी, वेतनमान की अधिकतम सीमा पर पहुचं न े के पश्चात्, सेर्ा के प्रत्येक िो पूण व र्र्ों के धलए पांच गजतरोध र्ेतन र्ृधि के धलए पात्र होंगे, धजनमें स ेप्रथम गजतरोध र्ेतन र्ृधि ₹ ₹ 3360/- की होगी तथा अगली चार गजतरोध र्ते न र्ृधियां प्रत्येक ₹ ₹ 3680/- की होगी बशते दक अधिकारी िसू री गजतरोध र्ेतन र्ृधि जारी होने के िो र्र्व पश्चात अथवा 1 नर्ंबर, 2022, जो भी बाि म ें हो, तीसरी गजतरोध र्ेतन र्ृधि के धलए पात्र होगा :

बशते आग े दक अधिकारी िसू री गजतरोध र्ेतन र्ृधि जारी होने के चार र्र्व पश्चात अथवा 1 नर्ंबर, 2022, जो भी बाि म ेंहो, अजतररक्त चौथी गजतरोध र्ेतन र्ृधि के धलए भी पात्र होगा : बशते यह भी दक अधिकारी िसू री गजतरोध र्ेतन र्ृधि जारी होने के छह र्र् व पश्चात अथवा 1 नर्ंबर, 2022, जो भी बाि म ेंहो, पांचर्ीं गजतरोध र्ेतन र्ृधि के धलए भी पात्र होगा ;6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (िी) र्ठरष्ठ प्रबंिन ग्रडे वेतनमान V के अधिकारी र्ते नमान की अधिकतम सीमा तक पहुचं ने के प्रत्येक िो र्र् व पश्चात ् ₹ 4000/- की चार गजतरोध र्ेतन र्ृधि के धलए पात्र होंगे :

बशते दक अधिकारी र्ेतनमान की अधिकतम सीमा तक पहुचं ने के चार र्र्व पश्चात अथवा 1 नर्ंबर, 2022 , जो भी बाि म ेंहो , दसू री गजतरोध र्ेतन र्ृधि के धलए पात्र होगा : बशते आग े दक अधिकारी र्ेतनमान की अजधकतम सीमा तक पहुचं ने के छह र्र्व पश्चात अथवा 1 नर्ंबर, 2022, जो भी बाि म ें हो, तीसरी गजतरोध र्ेतन र्धृ ि के धलए पात्र होगा :

बशते यह भी दक अधिकारी र्ेतनमान की अधिकतम सीमा तक पहुचं न े के आि र्र् व पश्चात अथवा 1 नर्ंबर, 2022, जो भी बाि म ें हो चौथी गजतरोध र्ते न र्ृधि के धलए भी पात्र होगा; (िी) िीष ज प्रबंधन ग्रेड वेतनमान VI के अजधकारी वेतनमान की अजधकतम सीमा पर पहचं ने के पश्चात सेवा के प्रत्येक दो पूण ज वषों के जलए तीन गजतरोध वेतन वृजि के जलए पात्र होंगे, जिनमें से प्रथम दो गजतरोध वेतन वृजियां ₹ 4000/- प्रत्येक की होंगी तथा तीसरी गजतरोध वेतन वृजि ₹ 4340/- की होगी:

बशते दक जो अधिकारी पहले ही अधिकतम र्ते नमान सीमा तक पहुचं गए ह,ैं व ेवेतनमान के अजधकतम स्ट्तर पर पहचुँ ने के िो र्र्व पश्चात अथवा 1 नर्ंबर, 2022, जो भी बाि म ें हो, ₹ 4000/- की पहली गजतरोध र्ेतन र्ृधि के धलए पात्र होगा ।:

बशते आग े दक जो अधिकारी पहले ही अधिकतम र्ेतनमान सीमा तक पहुचं चुका ह,ै र्ह अधिकतम र्ेतनमान तक पहुचं ने के चार र्र्व पश्चात अथवा 1 नवंबर,2022 को िो भी बाद में हो, ₹ 4000/- की जितीय गजतरोध र्ते न र्ृधि के धलए पात्र होगा:

बशते यह भी दक जो अधिकारी पहले ही अधिकतम र्ेतनमान सीमा तक पहुचं चुका ह,ै र्ह अधिकतम र्ेतनमान या अधिकतम र्ेतनमान तक पहुचं न े के छह र्र्व पश्चात अथवा 1 नर्ंबर, 2022, जो भी बाि म ें हो, ₹ 4340/- की तीसरी गजतरोध र्ेतन र्ृधि के धलए पात्र होगा ;

(i) िीष ज प्रबंधन ग्रेड वेतनमान VII के अजधकारी, वेतनमान के अजधकतम स्ट्तर तक पहचं न े के पश्चात सेवा के प्रत्येक दो पूण ज वषों के जलए ₹ 4340/- की तीन गजतरोध वेतन वृजि के जलए पात्र होंगे: बशते दक जो अधिकारी पहले ही अधिकतम र्ते नमान सीमा तक पहुचं चुका ह,ै र्ह र्ेतनमान के अधिकतम स्ट्तर तक पहुचं न ेके िो र्र्व पश्चात अथवा 1 नर्बं र, 2022, जो भी बाि म ें हो, प्रथम गजतरोध र्ेतनर्ृधि के धलए पात्र होगा :[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 7 बशते आग े दक जो अधिकारी पहले ही अधिकतम र्ेतनमान सीमा तक पहुचं चुका ह,ै र्ह र्ेतनमान के अधिकतम स्ट्तर तक पहुचं ने के चार र्र् व पश्चात अथवा 1 नर्ंबर, 2022, जो भी बाि म ें हो, दसू री गजतरोध र्ेतनर्ृधि के धलए पात्र होगा :

बशते यह भी दक जो अधिकारी पहले ही अधिकतम र्ेतनमान सीमा तक पहुचं चुके ह,ैं र्ह र्ेतनमान के अधिकतम स्ट्तर तक पहुचं ने के छह र्र्व पश्चात अथवा1 नर्ंबर, 2022, जो भी बाि म ें हो, तीसरी गजतरोध र्ेतनर्ृधि के धलए पात्र होंगे । नोट: इस उप-धर्धनयम के िंड (क) स े ( झ ) म ें यथाउधल्लधित र्ेतन र्ृधि उस अधिकारी को नहीं िी जाएगी जो पिोन्नधत के प्रस्ट्ताव को अस्र्ीकार कर िेता ह।ै स्पष्टीकरण-- इस उप -धर्धनयम के अतं गतव अगल े उच्चतर र्ेतनमान म ें ऐसी र्ेतन र्ृधि प्रिान करना पिोन्नधत नहीं माना जाएगा तथा अधिकाठरयों के धर्शेर्ाधिकार, अनलु ाभ, कतजव् एव ं उत्तरदाजयत्व उनके मूल पिों के अनुसार जारी रहगें े। " ( बी ) उप-धर्धनयम (2) म ें, -

(i) स्पष्टीकरण स ेपूर्व धनम्नधलधित प्रार्िान सजममजलत ककए िाएगं े, यथा:- “बिते कक 1 नवंबर, 2022 को एवं से, इंजडयन इंस्ट्टीट्यूट ऑफ बैंकसज के प्रमाजणत एसोजसएट परीक्षा के भाग II (भारतीय बैंकसज संस्ट्थान के प्रमाजणत एसोजसएट परीक्षा -II) को पूण ज करन े वाल े अजधकारी िूजनयर एसोजसएट ऑफ इंजडयन बैंकसज परीक्षा या भारतीय बैंकसज संस्ट्थान के प्रमाजणत एसोजसएट परीक्षा के भाग I को पूणज करने पर जमलने वाली एक वेतन वृजि के अजतररक्त उनके वेतनमान में दो वेतन वृजि के जलए पात्र होंगे:

बिते आगे कक िो अजधकारी 1 नवंबर, 2022 को बैंक में सेवारत थे तथा पहले ही भारतीय बैंकसज संस्ट्थान के प्रमाजणत एसोजसएट परीक्षा या भारतीय बैंकसज संस्ट्थान के प्रमाजणत एसोजसएट परीक्षा II पणू ज कर चुके ह,ैं वे 1 नवंबर, 2022 स े या भारतीय बैंकसज संस्ट्थान के प्रमाजणत एसोजसएट परीक्षा या भारतीय बैंकस ज संस्ट्थान के प्रमाजणत एसोजसएट परीक्षा II उत्तीणज करने की जतजथ, िो भी बाद में हो, स ेदसू रे अजतररक्त वते न वृजि के जलए पात्र होंग:े बिते यह भी कक ऐसे मामले में यकद कोई अजधकारी 8 माचज 2024 तक वेतनमान की अजधकतम सीमा (इंजडयन इंस्ट्टीट्यूट ऑफ बैंकसज का िूजनयर एसोजसएट या इंजडयन इंस्ट्टीट्यूट ऑफ प्रमाधणत एसोधसएट के मामले म)ें पर पहचं न े के पश्चात, या वेतनमान के अजधकतम सीमा से एक स्ट्तर कम [भारतीय बैंकसज संस्ट्थान के प्रमाजणत एसोजसएट परीक्षा (भारतीय बैंकसज संस्ट्थान के प्रमाजणत एसोजसएट परीक्षा II के मामले में) पर8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] पहचं ने के बाद, इंजडयन इंस्ट्टीट्यूट ऑफ बैंकसज का िूजनयर एसोजसएट / इंजडयन इंस्ट्टीट्यूट ऑफ प्रमाधणत एसोधसएट -I या सीएआईआईबी (इंजडयन इंस्ट्टीट्यूट ऑफ प्रमाधणत एसोधसएट II) पहले ही अर्िजत कर जलया ह ै या अर्िजत करन े वाला है, तथा उसन े ऐसी अहतज ा प्राप्त करने पर अन्यथा पात्र हो, ककन्त ु वेतन वृजि प्राप्त न हई हो तो, उन कार्मजकों के वते नमान में प्रदान करन े के जलए कोई वेतन वृजि नहीं हई हो, ऐस े मामलों म ें गजतरोध वेतन वृजि एक वष ज या दो वषज, िैसा भी मामला हो, आग ेबढाई िा सकती ह।ै

(ii) स्पष्टीकरण म ें , िडं (एच) के पश्चात् और नोट स े पूर्व, धनम्नधलधित िंड को सजममजलत ककया जाएगा, यथा:- “( i ) 1 नर्ंबर, 2022 को या से, अन्य बातें समान होने पर, व्यार्साधयक योग्यता र्ेतन की मात्रा धनम्नधलधित ताधलका म ेंयथाधनर्िवष्ट केअनुसार संशोधित होगी, यथा :- ताजलका वे कमजचारीजिन्होने इंजडयन इंस्ट्टीट्यूट ऑफ र्ेतनमान की अधिकतम सीमा तक पहुचं न े के एक बैंकसज का िूजनयर एसोजसएट या इंजडयन र्र्व पश्चात प्रधत माह ₹ 1370/- इंस्ट्टीट्यूट ऑफ बैंकसज का सर्टजफाइड एसोजसएट पाटज I उत्तीण ज ककया हो I वे कमजचारीधजन्होंने इंजडयन इंस्ट्टीट्यूट ऑफ (क) वेतनमान की उच्चतम सीमा पर पहुचं न े के एक प्रमाधणत एसोधसएट (सीएआईआईबी) के दोनों र्र्व पश्चात ₹ 1370/-; प्रधत माह भाग या इंजडयन इंस्ट्टीट्यूट ऑफ के प्रमाधणत (ख) वेतनमान की उच्चतम सीमा पर पहुचं ने के िो एसोधसएट -II) के िोनों भाग उत्तीणव ककए हो। र्र्व पश्चात ₹ 3425/-; प्रधत माह तथा (ग) वेतनमान की उच्चतम सीमा पर पहुचं ने के तीन र्र्व पश्चात ₹ 5480/-: प्रधत माह बशत े र्ेतनमान के अधिकतम स्तर पर पहुचं न े के पश्चात् इंजडयन इंस्ट्टीट्यूट ऑफ बैंकस ज के िूजनयर एसोजसएट या इंजडयन इंस्ट्टीट्यूट ऑफ बैंकसज के सर्टजफाइड एसोजसएट (िोनों म ें से कोई एक या िोनों भाग) की अहतज ा प्राप्त करने र्ाले अधिकारी कमजचारी को ऐसी योग्यता प्राप्त करन े की जतजथ स े व्यार्साधयक अहतज ा, र्ेतन की प्रथम दकस्त प्रिान की जाएगी तथा व्यार्साधयक अहतज ा र्ेतन की बाद की ककस्ट्तों को व्यार्साधयक अहतज ा र्ेतन की पहली दकस्त की जतजथ के संिभव मेंिारी ककया िाएगा। बिते आग ेकक 1 नवंबर, 2022 को या से वेतनमान VIII म ेंकायजरत ककसी अजधकारी कमजचारी को कोई व्ावसाजयक योग्यता भत्ता देय नहीं होगा;

( iii) नोट म,ें िडं (v) के पश्चात,् धनम्नधलधित िंड सधम्मधलत दकए जाएंगे यथा:-

(vi) व ेअजधकारी िो 1 नवंबर 2022 को बैंक में सेवारत थ ेतथा जिन्होंने पूवज में ही इंजडयन इंस्ट्टीट्यूट ऑफ बैंकसज के िूजनयर एसोजसएट (इंजडयन इंस्ट्टीट्यूट ऑफ प्रमाधणत एसोधसएट -I) या भारतीय बैंकसज[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 9 संस्ट्थान के प्रमाजणत एसोजसएट परीक्षा (इंजडयन इंस्ट्टीट्यूट ऑफ प्रमाधणत एसोधसएट II) पणू ज कर जलया ह ैएवं व्ावसाजयक अहतज ा वेतन-II प्राप्त कर रह ेह,ैं व ेव्ावसाजयक अहतज ा वेतन-II िारी होन ेके एक वषज पश्चात अथवा 1 नवंबर, 2022 से, िो भी बाद में हो, व्ावसाजयक अहतज ा वेतन-III के जलए पात्र होंगे।

(vii) वे अजधकारी जिन्होने न ेइंजडयन इंस्ट्टीट्यूट ऑफ बैंकसज के िूजनयर एसोजसएट (भारतीय बैंकसज संस्ट्थान के प्रमाजणत एसोजसएट परीक्षा -I) या इंजडयन इंस्ट्टीट्यटू ऑफ प्रमाधणत एसोधसएट (इंजडयन इंस्ट्टीट्यूट ऑफ प्रमाधणत एसोधसएट -II) पूण ज कर ली ह ै तथा 1 नर्ंबर 2022 को या उससे पूव ज र्ेतनमान की अधिकतम सीमा तक पहुचं गए ह ैं और 1 नर्ंबर, 2022 को या उससे पहल े प्रथम गजतरोध र्ेतन र्ृधि प्राप्त नहीं की ह,ै र्े 1 नर्ंबर, 2022 को या स े व्यार्साधयक अहतज ा र्ेतन-I के धलए पात्र होंगे एव ं व्यार्साधयक अहतज ा र्ेतन की अगली दकस्त इस िंड के अंतगजत व्यार्साधयक अहतज ा र्ेतन I िारी करन े की जतजथ के संिभव म ें होगी । ( सी ) उप-धर्धनयम (3) म ें,—

(i) िंड (जी) के पश्चात के नोट का लोप ककया जाएगा;

(ii) िंड (एच) के पश्चात ्धनम्नधलधित प्रजतस्थाधपत दकया जाएगा, यथा:- “( i ) 1 नर्ंबर, 2022 को एवं स,े अन्य बात ें समान होन े पर, मकान दकराया भत्त े के साथ जनधाजररत व्यधिगत र्ेतन धनम्नधलधित िरों पर होगा तथा सेर्ा की परू ी अर्धि के धलए समान बना रहगे ा: - ताजलका र्ते न र्धृ ि घटकों पर 1 नर्बं र, कुल देय स्ट्थायी वयै जक्तक र्ते न र्धृ ि 2022 को वते न घटक जहा ं महगं ाई भत्ता (₹) बकैं की आर्ासीय सजु वधा (₹) प्रदान की िाती ह ै(₹)

(i) इस उप-धर्धनयम के िडं (बी), (सी), (डी), (ई), (एफ़), (िी), (एच) और (आई) म ें ताधलका के कॉलम (3) के10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] अंतगतज यथाधनर्िवष्ट, जनयत र्यै धिक भत्ता या जनयत र्ैयधिक र्ेतन उन अधिकारी कमजचाररयों को िये होगा, धजन्ह ें बैंक का आर्ास उपलब्ि कराया गया ह।ै

(ii) मकान ककराया भत्ते के जलए पात्र अजधकाररयों के जलए जनयत वैयजक्तक भत्ता या जनयत वैयजक्तक वेतन, खडं (i) के अंतगतज ताजलका के कॉलम (1) और (2) में जनर्दष्टज कुल राजि होगी तथा िब संबंजधत अजधकारी कमजचाररयों िारा जवजनयम 4 के उप-जवजनयम (2), (3), (4), (5), (6), (7), (8) और (9) म ेंयथाजनर्दजष्ट प्रासंजगक वेतनमान की अंजतम वेतन वृजि अर्िजत करने पर प्राप्त मकान ककराया भत्ता होगा।

(iii) केर्ल र् े अधिकारी जो 1 नर्म्बर , 1993 को या उससे पूव ज बकैं म ें सेर्ारत हों, र्े अपन े धनयोधजत र्ेतनमान की अधिकतम सीमा पर पहुचं ने के एक र्र्व पश्चात् जनयत र्ैयधिक र्ेतन के धलए पात्र होंगे।

(iv) 1 नर्ंबर 1999 को एव ं स,े जनयत वैयजक्तक र्ेतन जारी करने के कारण उप धर्धनयम (2) म ें स्पष्टीकरण के िडं (सी) के अनुसार व्यार्साधयक अहतज ा र्ेतन जारी करन े की अनसु ूची म ें कोई पठरर्तनव नहीं होगा।: बिते कक जहां व्यार्साधयक अहतज ा र्ेतन की कोई दकस्त, जो पूर्वर्ती उपबंिों के कारण एक र्र्व के धलए आगे बढ गई ह ै तथा 1 नर्म्बर, 1999 को या उसके पश्चात जारी होने र्ाली ह,ै र्ह अधिकारी को इसी जतजथ स े जारी की जाएगी तथा व्यार्साधयक अहतज ा र्ेतन की िसू री दकस्त, यदि कोई हो, 1 नर्म्बर, 2000 को जारी की जाएगी ।

(v) जनयत वैयजक्तक भत्ता या जनयत वैयजक्तक र्ेतन का र्ेतन र्ृधि घटक, अजधवर्षजता लाभ के धलए रैंक दकया जाएगा।

(vi) कोई अधिकारी, धजसने िडं (ए) के अनुसार अधग्रम र्ेतन र्ृधि अर्जवत की ह,ै र्ेतनमान के अधिकतम स्तर पर पहुचं ने के एक र्र्व पश्चात, इस उप-धर्धनयम के िंड (बी), (सी), (डी) , (ई), (एफ़), (िी), (एच) और (आई) म ें यथाउधल्लधित जनयत र्ैयधिक भत्ता या जनयत र्ैयधिक र्ेतन की मात्रा प्राप्त करेगा।

5. उि धर्धनयमों के धर्धनयम 21 म ें,— (ए) उप-धर्धनयम (7) के पश्चात ्और स्पष्टीकरण स ेपूर्व , धनम्नधलधित उप-धर्धनयम को सजममजलत दकया जाएगा, यथा:- “(8) 1 नर्ंबर, 2022 को एवं से,— (ए) महगं ाई भत्ता सूचकांक के प्रधत प्रधतशत बबंि ुके र्ेतन का 1 प्रधतशत िये होगा ;[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 11 (बी) औद्योजगक कामगारों के जलए आधार वष ज 2016=100.01% अजखल भारतीय उपभोक्ता मूल्य सूचकांक(सीपीआई) कक जतमाही औसत में 123.03 अंकों से अजधक की वृजि या जगरावट के प्रत्येक पररवतजन के जलए उपरोक्त तरीके से महगं ाई भत्ते का भुगतान ककया िाएगा। सीपीआई 2016 के प्रत्येक जितीय िशमलर् स्थान में 123.03 अंकों स े अधिक पठरर्तवन के धलए र्ेतन पर महगं ाई भत्ते म ें0.01% पठरर्तवन (सी) महगं ाई भत्ते की दर म ेंपररवतजन जतमाही आधार पर 1 मई, 1 अगस्ट्त, 1 नवंबर और 1 फरवरी को जनम्नजलजखत के आधार पर िारी ककया िाएगा, यथा:- महगं ाई भत्ता माह के उपभोक्ता मल्ू य सचू काकं िारी करन ेकी माह हते ु लाग ू अकं ों का जतमाही औसत जतजथ 1 मई जनर्री, फरर्री एवं माच व मई, जनू एवं जलु ाई 1 अगस्त अप्रैल, मई एवं जनू अगस्त, धसतंबर एव ंअक्टूबर नर्ंबर, दिसंबर एव ं 1 नर्ंबर जुलाई, अगस्त एवं धसतंबर जनर्री 1 फरर्री अक्टूबर, नर्ंबर एवं दिसंबर फरर्री, माच व एवं अप्रैल;

(डी) महगं ाई भत्ते की कोई अधिकतम सीमा नहीं होगी ; (ई) जतमाही औसत धनकालते समय, केर्ल पहले िो िशमलर्ों पर ही धर्चार दकया जाएगा । (बी) उप जनयम (8) के पश्चात,स्पष्टीकरण म,ें िंड (ि) के स्थान पर धनम्नधलधित िडं प्रधतस्थाधपत दकया िाएगा, यथा :- “(बी) जवजनयम 5 के उप-धर्धनयम (2) म ेंस्पष्टीकरण के िंड (सी), (डी), (ई), (एफ़), (िी), (एच) और ( आई) म ें यथाधनर्िवष्ट व्यार्साधयक अहतज ा भत्ता या व्यार्साधयक अहतज ा र्ेतन , महगं ाई भत्त े के धलए रैंक दकया जाएगा ।”

6. उि धर्धनयमों के धर्धनयम 22 म ें, उप-धर्धनयम (1) के जलए, धनम्नधलधित उप-धर्धनयम प्रधतस्थाधपत दकया जाएगा, यथा:- 1 नर्ंबर, 2022 को एवं स,े— (ए) जहां अधिकारी को बैंक द्वारा आर्ासीय सुधर्िा प्रिान की जाती ह,ै र्हा ं वेतनमान के प्रथम स्ट्तर म ेंमलू र्ेतन के 0.35 प्रधतशत के बराबर राधश या आर्ास के धलए मानक दकराया, जो भी कम हो, उससे र्सूल ककया जाएगा;

(बी) जहां अधिकारी को बैंक द्वारा कोई आर्ासीय सुधर्िा प्रदान नहीं कक गई ह,ै वहाुँ अजधकारी धनम्नधलधित ताधलका म ें धर्धनर्िवष्ट िरों पर मकान दकराया भत्त े के धलए पात्र होगा , यथा :-12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] ताजलका क्र.सं. तनै ाती स्ट्थल मकान दकराया भत्ता

(1) (2) (3) ( 2 ) में प्रमुि “ए” िेणी के शहर तथा ग्रुप ए र्ेतन का 10.0% पठरयोजना क्षत्रे केंद्र

(3) क्षत्रे I के अन्य स्थान तथा ग्रुप बी में र्ेतन का 9.0% पठरयोजना क्षत्रे केंद्र तथा गोर्ा राज्य

(4) अन्य स्ट्थान र्ेतन का 8.0%: बशते दक यदि कोई अधिकारी दकराय े की रसीि प्रस्तुत करता ह ै तो उसे िये मकान दकराया भत्ता उसके िारा आवासीय सुजवधा के जलए भुगतान ककया गया वास्ट्तजवक ककराया होगा िो उपयुजक्त ताजलका के कॉलम (3) म ें उधल्लधित उपयुजक्त िरों के अनुसार िये मकान दकराया भत्त े का अधिकतम 150 प्रधतशत के साथ उसके पदस्ट्थ वेतनमान के प्रथम स्ट्तर में देय 0.35 प्रधतशत स े अजतररक्त होगा। नोट :- अधिकाठरयों के उनके स्र्ाधमत्र् आर्ास की लागत स े जडु े मकान दकराया भत्त े के िार् ेको भी पूवजवत मकान दकराया भत्त े के 150 प्रधतशत तक सीधमत रखा िाएगा।

7. उि धर्धनयमों के धर्धनयम 23 के जलए, जनम्नजलजखत जवजनयम प्रजतस्ट्थाजपत ककया िाएगा, यथा;- “23.(1)1 नर्ंबर, 2022 को एवं स,े यदि कोई अधिकारी नीच ेिी गई ताधलका के कॉलम (2) म ें उधल्लधित स्थान पर सेर्ा कर रहा ह ै, तो उस स्थान के प्रजत कॉलम (3) म ेंजवजनर्दजष्ट िर पर उस े नगर प्रधतपूरक भत्ता(सीसीए) िये होगा:— ताजलका क्र.सं. स्थान िर

1. क्षत्रे 1 तथा उससे ऊपर तथा गोर्ा राज्य म ें धस्थत स्थान ₹ 2300/- प्रधत माह

2. पांच लाि तथा उससे अधिक जनसंख्या र्ाले स्थान तथा राज्यों की ₹ 1900/- प्रधत माह. राजिाधनयााँ तथा चंडीगढ़, पुडुचेरी तथा पोटव ब्लेयर (2 ) 1 नर्ंबर, 2022 को एवं स,े धर्शेर् क्षत्रे भत्त े की िरें इन धर्धनयमों की अनुसूची म ें यथाधनर्िवष्ट अनुसार होंगी:

बशते दक जहां अनुसूची के कॉलम (1) म ें धनर्िवष्ट दकसी भी स्थान पर उप-धर्धनयम (10) के अतं गजत प्रिान दकए गए पवजतीय और ईंिन भत्त े भी िये ह,ैं तो अधिकारी िोनों भत्तों में स े केर्ल उच्चतर भत्त ेको प्राप्त करने के धलए पात्र होगा, िोनों को नहीं"।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 13 बशते आग े दक िोनों भत्तों म ेंस ेऐसा उच्चतर भत्ता, अधिकारी द्वारा 31 दिसम्बर, 1989 को धलए गए धर्शेर् भत्त े और पर्तव ीय एर् ं ईंिन भत्त े के योग स े कम ह ैतो ऐस े अंतर को तब तक व्यधिगत भत्त े के रूप म ें संरधक्षत दकया जाएगा जब तक अधिकारी उस स्थान पर रहता ह।ै

(3) 1 नवंबर, 2017 को एव ं से, यकद कोई अजधकारी समूह ए या समूह बी के अतं गतज आने वाल े जनर्दष्टज पररयोिना क्षेत्र में सेवारत ह,ै तो वह पररयोिना क्षेत्र क्षजतपर्ू तज भत्ते के जलए पात्र होगा, िो समूह 'ए' या समूह 'बी' के रूप में क्षेत्र के वगीकरण के अनुसार क्रमिः ₹ 600/- प्रजत माह या ₹ 525/- प्रजत माह की दर से होगा

(4) 1 अप्रैल , 2024 को एवं स े, यदि दकसी अधिकारी को शैक्षधणक र्र् व के मध्य म ें एक स्थान स ेिसू रे स्थान पर स्थानांतठरत दकया जाता ह ै और यदि उसके एक या एक स े अधिक बच्च े पूर् व स्थान पर स्कूल या कॉलेज म ें पढ़ रह े ह,ैं तो र्ह शक्षै धणक र्र् व की समाजप्त तक अधिकतम िो बच्चों के जलए उसके िारा दसू रे स्ट्थान पर ररपोटज ककए िान े की जतजथ से प्रधत माह ₹ 2500/-, प्रधत बच्चा की िर स े मध्य शक्षै धणक र्र् व स्थानांतरण के जलए भत्त े के धलए पात्र होगा । बिते कक यदि सभी बच्च े पूर्वर्ती स्थान पर पढना बंि कर देत े ह ैं तो ऐसा भत्ता बंद हो िाएगा।

(5) 1 अप्रलै , 2024 को एवं स े , यदि दकसी अधिकारी को बैंक के बाहर सेर्ा करने के धलए प्रधतधनयुि दकया जाता ह,ै तो र्ह उस पि स े जुडी पठरलधब्िया ं प्राप्त करन े का धर्कल्प चनु सकता ह,ै धजस पर उस े प्रधतधनयुि दकया गया ह,ै या र्ह अपन े र्ेतन के अधतठरि, अधिकतम प्रधत माह ₹ 7500/- के अधीन र्ेतन के 7.75 प्रधतशत की िर स े प्रधतधनयुधि भत्ता प्राप्त कर सकता ह,ै तथा ऐसे अन्य भत्त े जो उस स्थान पर बैंक की सेर्ा म ें तनै ात होने पर प्राप्त होत े :

बशते दक जहा ं ऐस े अधिकारी को दकसी ऐसे सगं िन म ें प्रधतधनयुि दकया जाता ह ै जो उसी स्थान पर पदस्ट्थ ह ै या प्रधशक्षण प्रधतष्ठान िो बैंक के स्र्ाधमत्र् र्ाले नही ह ैं जहा ं र्ह अपनी प्रधतधनयुधि स े िीक पहले तैनात था या प्रधशक्षण प्रधतष्ठान बैंक के स्र्ाधमत्र् र्ाले नहीं ह,ै तो उसे अधिकतम प्रधत माह ₹ 3750/- के अधीन अपन े र्ेतन के 4 प्रधतशत के बराबर प्रधतधनयुधि भत्ता प्राप्त होगा:

बशते आग े दक जहां दकसी अधिकारी को उसी नगरपाधलका सीमा या शहरी समुदाय के भीतर दकसी अन्य कायावलय या शािा म ें प्रधतधनयुि दकया जाता ह,ै मट्रे ो या प्रमुि ए िेणी के शहरों में जहां ऐसी प्रधतधनयुधि की िरू ी मलू शािा या कायावलय स े बीस दकलोमीटर या उससे अधिक ह,ै र्ह धर्धनयम 41 के उप-धर्धनयम (4) म ेंयथा प्रदत्त जवराम भत्त े के धलए पात्र होगा ।

(6) 1 अप्रलै , 2024 स े , यदि दकसी अधिकारी को उच्चतर र्ेतनमान के दकसी पि पर एक समय म ें कम स े कम चार दिन या एक कैलडें र माह में कुल धमलाकर चार दिन तक स्ट्थानांपन्न काय व करना अपधे क्षत ह,ै तो उसे स्ट्थानापन्न अवजध के जलए यथानुपात उसके मूल र्ेतन का 15 प्रधतशत , के बराबर स्थानापन्न भत्ता14 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] प्राप्त होगा और स्थानापन्न भत्त े की गणना केर्ल भधर्ष्य धनधि और पेंशन के प्रयोजनों के धलए र्ते न के रूप म ेंकी जाएगी :

बिते कक, िहां कोई अजधकारी जवजनयम 6 के अंतगजत पदों के वगीकरण की समीक्षा के पररणामस्ट्वरूप उच्चतर वेतनमान में स्ट्थानापन्न के रूप में कायज करने के जलए आता है, तो वह वगीकरण की समीक्षा प्रभावी होने की जतजथ से एक वषज की अवजध के जलए स्ट्थानापन्न भत्त ेके जलए पात्र नहीं होगा।

(7) 1 अप्रलै , 2024 को एवं स े , कोई अधिकारी प्रत्येक लेखाबन्दी के धलए प्रधत धतमाही ₹ 1500/- की लेखाबन्दी के भत्त े के धलए पात्र होगा ।

(8) 1 नवंबर, 2017 को एवं से, यकद एक कदन के दौरान कायज के घंटे दो घंटे के न्यूनतम अतं राल के साथ जवभाजित ककए िाते ह,ैं तो एक अजधकारी ₹ 300 प्रजत माह की दर से जस्ट्ललट ड्यूटी भत्ते के जलए पात्र होगा।

(9) यकद ककसी अजधकारी का अवकाि के कदन वॉल्ट या लॉकर के अजभसंरक्षक के रूप म ें कायज करना अपेजक्षत ह,ै तो वह अपनी पात्रानुसार महगं ाई भत्ते के जलए पात्र होगा।

(10) ”1 नर्ंबर 2022 को एवं स,े कोई भी अधिकारी नीच े िी गई ताधलका म ें यथाधनर्िष्टव पवजतीय तथा ईंिन भत्त े के धलए पात्र होगा, यथा :- ताजलका क्र.स.ं स्ट्थान िर

1. 1000 मीटर या उससे अधिक परंत ु 1500 मीटर से र्ेतन का 2 प्रजतित, कम ऊंचाई र्ाला स्थान और मकावरा टाउन अधिकतम सीमा प्रधत माह ₹ 1450/-

2. 1500 मीटर या उससे अधिक परंत ु 3000 मीटर से कम र्ेतन का 2.5 प्रजतित , ऊंचाई र्ाला स्थान अधिकतम सीमा प्रधत माह ₹ 1900/-

3. 3000 मीटर और उससे अधिक ऊंचाई र्ाला स्थान र्ेतन का 5 प्रजतित, अधिकतम सीमा प्रधत माह ₹3750/-.

(11) 1 नर्ंबर, 2022 को एवं से , अधिकारी महगं ाई भत्ते के साथ प्रधत माह ₹ 850/- के जिक्षण भत्ते के के धलए पात्र होगा। नोट: जिक्षण भत्त े के साथ उस पर लाग ू महगं ाई भत्त े के गणना को अजधवार्षजता लाभों, अथावत ् पररभाजषत अिं दान पेंिन योिना(नई पेंिन योिना), भधर्ष्य धनधि और उपादान सधहत पशें न के धलए नहीं जाएगी।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 15

(12) 1 नर्ंबर, 2022 को एवं स े , ऐसे अधिकारी जो नगर प्रधतपरू क भत्त े के धलए पात्र क्षेत्रों के अलार्ा अन्य क्षेत्रों म ें तनै ात ह,ैं वे ₹1200/- प्रधतमाह के जनयत स्ट्थान भत्त े के धलए पात्र होंगे। जिसकी गणना महगं ाई भत्त,े अजधवर्षजता लाभ अथावत पररभाजषत अिं दान योिना(नई पेंशन योजना), भधर्ष्य धनधि तथा उपादान सजहत पेंिन के भगु तान के धलए नहीं की जाएगी।

(13) (ए) जवत्तीय वष ज 2023-24 स े जनम्नजलजखत चयजनत मानदंडों में स े बैंक की प्राथजमकताओं के अनुसार बैंक के सक्षम प्राजधकारी िारा प्रस्ट्तुत मैररक्स के आधार पर, सभी अजधकारी कमजचाररयों को उनकी, काय-ज प्रदिजन आधाररत प्रोत्साहन राजि (कायज-जनष्पादन आधाररत प्रोत्साहन) देय होगी:

( i ) चालू िाता बचत िाता (ii) गैर-धनष्पादित आजस्ट्तयां (iii) धर्शेर् उजल्लजखत िात े (iv) गैर-ब्याज आय (v) कुल कारोबार (vi) लाभप्रित्ता (vii) आजस्ट्तयों पर प्रजतफल या इदिटी पर प्रजतफल (viii) सरकारी योजनाएं। (बी) कायज-जनष्पादन आिाठरत प्रोत्साहन (पीएलआई) राधश 0-15 (अधिकतम) र्ेतन दिर्सों (मूल र्ेतन + महगं ाई भत्ता, म ें िये होगी, जो िडं (क ) म ें उधल्लधित सक्षम प्राधिकारी िारा प्रस्ट्तुत मैररक्स पर धनभरव करेगी ।

8. उि धर्धनयमों के धर्धनयम 24 म,ें (ए) उप-धर्धनयम (1), के स्थान पर धनम्नधलधित उप-धर्धनयम प्रधतस्थाधपत दकया जाएगा, यथा:- “(1) 1 नर्ंबर, 2022 को एवं स,े कोई भी अधिकारी स्र्य ंतथा पठरर्ार के धलए धचदकत्सा व्यय की प्रधतपूर्त व के धलए पात्र होगा, जिसके पास स्ट्व-प्रमाणन के आधार पर ऐसा व्य करन ेका प्रमाण हो, िो नीचे दी गई ताजलका में यथाजनर्दजष्ट दावा की गई राजियों के जलए लेखा जववरण िारा समर्थजत हो, यथा:- ताजलका क्र.सं. िणे ी प्रधतपर्ू त व की अधिकतम सीमा

1. कजनष्ठ प्रबंिन और मध्य प्रबंिन ग्रडे ₹ 13000/- प्रधत र्र्व या व्यय की गई राधश, जो भी कम हो

9. उि धर्धनयमों के धर्धनयम 25 म,ें उप-धर्धनयम (2) के स्थान पर, धनम्नधलधित उप-धर्धनयम प्रधतस्थाधपत दकए िाएंगे, यथा:- “(2) उप-धर्धनयम (1) म ेंधनधहत दकसी बात के होत े हुए भी, 1 नर्ंबर, 2022 को एवं स,े बैंक दकसी अधिकारी को आर्ासीय सुधर्िा उपलब्ि कराने के धलए स्र्तंत्र होगा, धजसके धलए अधिकारी को पदस्ट्थ र्ेतनमान के प्रथम स्ट्तर म ें मलू र्ेतन के 0.35 प्रधतशत के बराबर राधश या आर्ास के धलए मानक दकराया, जो भी कम हो, का भुगतान ककया िाएगा:

बशते दक जहां अधिकारी को ऐसे आर्ास पर फनीचर उपलब्ि कराया गया हो, र्हा ंपदस्ट्थ र्ेतनमान के प्रथम स्ट्तर म ेंमूल र्ेतन के 0.075 प्रधतशत के बराबर अधतठरि राधश बैंक द्वारा उससे र्सूल की जाएगी: बशते आग े दक जहां ऐसी आर्ासीय सुधर्िा बैंक द्वारा उपलब्ि कराई जाती ह,ै र्हा ं धबजली, पानी, गैस तथा सुरक्षा संबंधी शुल्क अधिकारी द्वारा र्हन दकया जाएगा ।

10. उि धर्धनयमों के धर्धनयम 31 म ें धनम्नधलधित प्रार्िान सजममजलत ककया जाएगा, यथा:- "बिते कक जहा ं स्र्ीकृधतदाता प्राधिकारी, अधिकारी का अवकाि अस्ट्वीकृत करता ह ैया उस े स्थधगत करता ह,ै र्हा ं र्ह उसके कारणों को धलधित रूप म ेंअधभलेधित करेगा ।"

11. उि धर्धनयमों के धर्धनयम 32 म,ें उप-धर्धनयम (2) के पश्चात,् धनम्नधलधित उप-धर्धनयम सजममजलत ककया िाएगा,यथा:-[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 17 “(3) 1 अप्रलै , 2024 को एवं स े , कोई अधिकारी कमवचारी एक र्र्व म ेंचार अर्सरों पर आि े दिन के धलए िो दिन के आकधस्मक अवकाि लने े के धलए पात्र होगा , धजसम ें स ेिो अर्सर प्रात: और िो अर्सर िोपहर के होंगे:

बशते दक इस िेणी के अतं गतव आकधस्मक अर्काश चौबीस घंटे पूवज आर्ेिन करन े के पश्चात धलया जाएगा: बिते, आगे कक आकधस्मक अर्काश के शेर् को अप्रयुि आकधस्मक अर्काश िाते म ेंले जात े समय , शेर् म ें कोई अशं , यदि कोई हो, को उपेजक्षत कर दिया जाएगा । "

12. उि धर्धनयमों के धर्धनयम 33 म:ें - (ए) उप-धर्धनयम (4) और (5) के स्थान पर, क्रमशः धनम्नधलधित उप-धर्धनयम प्रधतस्थाधपत दकए जाएंगे, यथा :- “(4) 1 जून, 2015 को एवं स,े धर्शेर्ाधिकार अर्काश अधिकतम िो सौ सत्तर दिनों तक संधचत दकया जा सकेगा, केवल उन मामलों को छोडकर जहां अर्काश के धलए आर्ेिन दकया गया हो तथा उस े अस्र्ीकार कर दिया गया हो:

बिते कक 1 अप्रलै , 2024 को एवं स े धर्शेर्ाधिकार अर्काश का नकिीकरण अधिकतम िो सौ पचपन दिनों तक सीधमत होगा : बशते आग े दक कोई अधिकारी अपनी रुजच के दकसी भी त्यौहार के समय प्रत्येक कैलडें र र्र् व के धलए पांच दिन की िर स ेधर्शेर्ाधिकार अर्काश के नकिीकरण के धलए भी पात्र होगा और कोई अधिकारी जो पहले ही पचपन र्र्व या उससे अधिक की आय ुपणू ज कर चुका ह,ै र्ह अपनी सेर्ाधनर्ृधत्त तक प्रत्येक कैलेंडर र्र् व के धलए सात दिनों की िर स े धर्शेर्ाधिकार अर्काश के नकदीकरण के जलए पात्र होगा ।

(5) धर्शेर्ाधिकार अर्काश का लाभ उठान े र्ाल े इच्छुक अधिकारी को सामान्यतः अर्काश दकराया ठरयायत के प्रयोजन को छोडकर, ऐसे अर्काश का लाभ उठान े के अपने इराि ेकी कम स े कम िस दिन पहले सूचना िेनी होगी: बिते कक 1 अप्रलै , 2024 को एवं से पंिीकृत रेड यूजनयन के पदाजधकाररयों और कायजकारी सजमजत के सदस्ट्यों के जलए जविेषाजधकार अवकाि का लाभ लने े के जलए दस कदनों की ऐसी कोई अजग्रम सूचना देने की आवश्यकता नहीं ह।ै18 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (बी) उप-धर्धनयम (6) के पश्चात ् धनम्नधलधित उप-धर्धनयम सजममजलत दकया िाएगा, यथा:- “(7) 1 अप्रलै , 2024 को एवं स े जविेषाजधकार अवकाि की गणना के प्रयोिनों के जलए, आकजस्ट्मक अवकाि और अजनवायज अवकाि को छोड़कर जलए गए सभी प्रकार के अवकाि को सजममजलत नहीं ककया िाएगा। ।

13. उि धर्धनयमों के धर्धनयम 34 म ें ,— ( ए ) उप-धर्धनयम (1) म ें, धनम्नधलधित परंतुक प्रजतस्थाधपत दकए िाएंग,े यथा:- बिते कक 1 अप्रलै , 2024 को एवं से , कोई भी अधिकारी सेर्ा के प्रत्येक र्र्व के धलए एक माह की िर स े अस्ट्वस्ट्थता अर्काश के धलए पात्र होगा :

बिते कक अस्ट्वस्ट्थता अवकाि की कुल संख्या (जवजनयम 35 म ेंउजल्लजखत अजतररक्त अस्ट्वस्ट्थता अवकाि सजहत) अजधकारी की समपूणज सेवा में सात सौ बीस कदन से अजधक नहीं होगी।" ( बी ) उप-धर्धनयम (5) के पश्चात ् धनम्नधलधित उप-धर्धनयम प्रजतस्ट्थाजपत दकए जाएगं े, यथा:- “(6) 1 अप्रलै , 2024 को एवं स,े एकल परुु र् अधभभार्क कमजचारीअपने आि र्र्व या उससे कम आय ु के बच्चों की अस्ट्वस्ट्थता के धलए धचदकत्सा प्रमाण पत्र प्रस्तुत कर अस्ट्वस्ट्थता अर्काश का लाभ उिा सकता ह।ै

(7) 1 अप्रैल, 2024 को एवं स ेमधहला कमवचारी धबना धचदकत्सा प्रमाण पत्र प्रस्ततु दकए प्रधत माह एक दिन का अस्ट्वस्ट्थता अवकाि ल ेसकती ह।ैं

(8) 1 अप्रलै , 2024 को एवं स,े अधिकारी कमजचारी धचदकत्सा प्रमाण पत्र प्रस्तुत करके अपने पंद्रह र्र्व या उससे कम आय ु के धर्जिष्ट आवश्यकता वाले बच्चे की अस्ट्वस्ट्थता के धलए एक कैलडें र र्र्व म ें अधिकतम दस दिनों की अर्धि के धलए अस्ट्वस्ट्थता अर्काश का लाभ उिा सकते ह ैं।

(9) 1 अप्रलै , 2024 को एवं स,े अट्ठार्न र्र्व या उससे अधिक आयु के अधिकारी कमजचारी, एक कैलेंडर र्र्व म ें अधिकतम तीस दिनों की अर्धि के धलए तनै ाती स्ट्थल के अजतररक्त दकसी अन्य केंद्र पर अपन े पधत/पत्नी के अस्पताल म ें भती होने पर अस्ट्वस्ट्थता अर्काश का लाभ उिा सकत े ह ैं।

14. उि धर्धनयमों के धर्धनयम 36 के, उप-जवजनयम (1) म,ें -[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 19 (ए) खडं (ए) के जलए, जनम्नजलजखत खंड प्रजतस्ट्थाजपत ककया िाएगा, यथा:- “(ए) मजहला कमजचारी ककसी एक अवसर पर अजधकतम छ: माह की अवजध के जलए तथा अपनी संपूणज सेवा अवजध के दौरान अजधकतम बारह माह के जलए मलू वेतन पर मातृत्व अवकाि के जलए पात्र होगी:

बशते दक जडु र्ा बच्चों के जन्म के मामले म ेंमातृत्र् अर्काश की अर्धि आि माह होगी: बिते कक 1 अप्रलै , 2024 को एवं से एक ही प्रसव म ेंदो स ेअजधक बच्चों के िन्म की जस्ट्थजत म ें मातृत्व अवकाि की अवजध बारह माह होगी। बिते कक मातृत्र् अर्काश के साथ आकधस्मक अर्काश को छोडकर दकसी भी अन्य प्रकार के अर्काश को िोड़ा जा सकेगा " (बी) खंड (डी) के जलए, जनम्नजलजखत खंड प्रजतस्ट्थाजपत ककया िाएगा, यथा:- “(1) (डी) एक मधहला कमजचारीएक र्र्व स े कम आय ुके बच्च े को कानूनी रूप स ेगोि लेन े के धलए सेर्ा के िौरान एक बार अधिकतम नौ महीने की अर्धि के धलए अवकाि ल ेसकती ह,ै जो धनम्नधलधित ितों एवं जनबंधनों के अिीन होगा, अथावत: -

(i) केर्ल एक बच्च े को गोि लने े के धलए अवकाि कदया िाएगा;

(ii) बच्चे को गोि लेने की प्रदक्रया उधचत कानूनी प्रदक्रया के माध्यम स े होनी चाधहए तथा ऐसी अवकाि स्ट्वीकृजत के जलए कमचज ारीको बैंक के समक्ष गोि लने े का िस्तार्ेज प्रस्तुत करना होगा ।

(iii) यह अर्काश उन मामलों म ें बायोलोजिकल मा ुँ को भी उपलब्ि होगा जहां बच्च े का िन्म सरोगेसी के माध्यम स े हुआ हो ;

(iv) अवकाि का लाभ सम्पूणव सेर्ा काल के िौरान बारह महीने की समग्र पात्रता के भीतर धलया जाएगा " (सी) खंड (ई) के बाद, जनम्नजलजखत खंड सजममजलत ककए िाएंगे, यथा:- (एफ) 1 अप्रैल, 2024 को एवं से, बारह महीन े की समग्र सीमा के भीतर जचककत्सा प्रमाण पत्र प्रस्ट्तुत करने के अधीन इन जवरो फर्टजजलटी (आईवीएफ) उपचार के जलए मातृत्व अवकाि का लाभ उठाया िा सकता ह।ै20 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (िी) 1 अप्रलै , 2024 को एवं से, मजहला कमजचारीिारा जिि ुके मृत िन्म या िन्म के अट्ठाईस कदनों के भीतर जििु की मृत्यु की जस्ट्थजत में साठ कदनों तक जविेष मातृत्व अवकाि का लाभ उठाया िा सकता ह।ै

15. उि धर्धनयम के धर्धनयम 37ए के स्थान पर धनम्नधलधित धर्धनयम प्रधतस्थाधपत दकया जाएगा, यथा:- “ “37ए. जविेष आकजस्ट्मक अवकाि और जविेष अवकाि- (1) 1 नवंबर, 2020 से प्रभावी, कोई अजधकारी कमजचारी उन अवसरों पर जविषे आकजस्ट्मक अवकाि के जलए पात्र होगा िब वह िाखा िहां अजधकारी कायजरत ह ैअथवा वह स्ट्थान िहां वह रह रहा ह,ै कर्फय,ूज दंगों, जनषेधाज्ञा, प्राकृजतक आपदाओं, बाढ आकद और इसी तरह से प्रभाजवत होता ह।ै

(2) 1 नर्ंबर, 2020 स े प्रभार्ी, शारीठरक या अधस्थ धर्कलांग अधिकारी चार दिन के धर्शेर् आकधस्मक अर्काश के धलए पात्र होंगे ।

(3) 1 अप्रलै , 2024 स े प्रभार्ी अधिल भारतीय अधिकारी संघों या एसोधसएशनों के प्रमुि पिाधिकारी को एक कैलडें र र्र्व म ेंपच्चीस दिन का धर्शेर् अर्काश प्रिान दकया जाएगा ।

(4) 1 अप्रलै , 2024 स े प्रभार्ी , धर्भागीय जांच म ें बचाव प्रधतधनधि अधिकारी , दकसी अधिकारी कमजचारीका बचार् प्रस्तुतीकरण तैयार करने के उद्देश्य स े एक दिन का धर्शेर् अर्काश ले सकते ह ैं: बिते कक ऐसी जविेष छुट्टी एक वषज में अजधकतम दस अवसरों के जलए ली िा सकती ह।ै

(5) ककसी अजधकारी को जविेष आकजस्ट्मक अवकाि या कोई भी जविेष अवकाि प्रदान ककया िा सकता ह,ै िैसा कक केंद्र सरकार िारा समय-समय पर िारी कदिा-जनदेिों के अनुसार बोड जिारा तय ककया िाएगा।

16. उि धर्धनयमों के धर्धनयम 37 ए के पश्चात ् धनम्नधलधित धर्धनयम सधम्मधलत दकया जाएगा, यथा: “ 37 बी. शोक अर्काश.- दकसी अधिकारी /कमजचारी को पठरर्ार के सिस्यों (पधत/पत्नी, बच्चों, माता-धपता तथा सास-ससुर) की मृत्यु पर समय-समय पर बोड जिारा यथाजनधाजराइट कदनों के जलए शोक अर्काश प्रिान दकया जाएगा;

बिते आग ेकक बीच में पड़न े वाले अवकाि िोक छुरट्टयों का जहस्ट्सा होंगे: बिते यह भी कक उक्त अवकाि का उपयोग मृत्यु के अजधकतम पंद्रह कदनों के भीतर ककया िाना चाजहए: बिते कक उक्त अवकाि को जविेषाजधकार अवकाि की गणना के प्रयोिनाथ ज "सकक्रय सेवा" नहीं माना िाएगा। ।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 21

17. उि धर्धनयमों के धर्धनयम 41 म ें , - (ए) उप - धर्धनयम (1) के स्थान पर धनम्नधलधित उप जवजनयम प्रधतस्थाधपत दकए िाएगं े, यथा:- “(1) 1 अप्रलै , 2024 को एवं स,े जहां कहीं भी दकसी अधिकारी को ड्यूटी पर यात्रा करना आर्श्यक होगा, र्हा ं धनम्नधलधित प्रार्िान लागू होंगे, यथा : - (ए) कजनष्ठ प्रबंधन ग्रडे का कोई अजधकारी रािधानी या िताब्दी या तेिस या वंद ेभारत या अमृत भारत आकद िैसी प्रीजमयम रेनों सजहत ककसी भी रेन म ेंएसी प्रथम िणे ी म ेंयात्रा करन े का पात्र होगा (लक्िरी रेनों को छोड़कर):

बिते कक ऐसे अजधकारी, कारोबार अथवा लोकजहत की आवश्यकताओं को ध्यान म ेंरखत े हए, सक्षम प्राजधकारी िारा अनुमजत कदए िान े पर, हवाई िहाि (इकोनॉमी क्लास) से यात्रा कर सकता ह;ै (बी) मध्य प्रबंिन ग्रडे का कोई अधिकारी िडं (क) म ें उधल्लधित प्रीधमयम ट्रेनों सधहत दकसी भी ट्रेन म ें एसी प्रथम िेणी स े यात्रा करन े का पात्र होगा :

बशते दक यदि यात्रा की जान े र्ाली िरू ी 500 दकलोमीटर स ेअधिक हो तो र्ह हर्ाई जहाज (इकोनॉमी क्लास) स े यात्रा कर सकता ह:ै बिते आग ेकक वह कम दरू ी के जलए भी हवाई िहाि (इकोनॉमी क्लास) स ेयात्रा कर सकता है, यकद सक्षम प्राजधकारी िारा कारोबार अथवा लोकजहत की आवश्यकताओं को ध्यान में रखते हए ऐसी अनुमजत दी गई हो;

(सी) वररष्ठ प्रबंधन या िीषज कायजपालक ग्रेड का कोई अजधकारी प्रीजमयम रेनों सजहत ककसी भी रेन (िैसा कक खंड (क) में उजल्लजखत ह)ै िारा एसी प्रथम िेणी में या हवाई िहाि (इकोनॉमी क्लास) िारा एसी प्रथम िणे ी में यात्रा करने का पात्र है;

(डी) वररष्ठ प्रबंधन या िीष ज कायजपालक ग्रेड का कोई अजधकारी हवाई या रेल मागज स ेन िुड़ ेस्ट्थानों के मध्य कार से यात्रा कर सकता है, बिते कक दरू ी पाुँच सौ ककलोमीटर से अजधक न हो । बशते दक जब िो स्थानों के बीच की िरू ी का अजधकांित: भाग हर्ाई या रेल मागज द्वारा तय दकया जा सकता हो , तो केर्ल शेर् िरू ी सामान्यतः कार द्वारा तय की जानी चाधहए;22 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (ई) ककसी अन्य अजधकारी को कारोबार की आकजस्ट्मकताओं को ध्यान म ेंरखत े हए सक्षम प्राजधकारी िारा अपने स्ट्वयं के वाहन या टैक्सी अथवा बैंक के वाहन से यात्रा करने के जलए अजधकृत ककया िा सकता ह;ै (एफ़) ककसी भी ग्रेड या स्ट्केल का अजधकारी सड़क या हवाई या रेल से न िुड़ ेस्ट्थानों के बीच डीलक्स केजबन िेणी में िल पररवहन िारा यात्रा करन े के जलए पात्र होगा;

(िी) अधिकारी प्रीधमयम ट्रेनों (लक्जरी ट्रेनों को छोडकर) के दकराए के धलए पात्र होगा। नोट 1: रेल ककराये पर लगाया िाने वाला वस्ट्त ुएवं सेवा कर िुल्क पात्रता से अजतररक्त होगा । नोट 2: प्रचजलत गजतिील ककराया प्रणाली को ध्यान म ेंरखते हए, बुककंग की जतजथ पर ली गई रेल रटकट की लागत की प्रजतपूर्तज की िाएगी”:

19. उि धर्धनयमों के धर्धनयम 44 के स्थान पर धनम्नधलधित धर्धनयम प्रधतस्थाधपत दकए िाएगं े , यथा:- “44 (1) छुट्टी यात्रा ठरयायत – (1)चार र्र्व के प्रत्येक ब्लॉक के िौरान, अधिकारी िो र्र्व के प्रत्येक ब्लॉक म ेंएक बार अपन े धनर्ास स्थान की यात्रा के धलए छुट्टी यात्रा ठरयायत के धलए पात्र होगा:24 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] बिते कक, वह दो वष जके एक ब्लॉक में अपन ेजनवास स्ट्थान तक और दो वष ज के दसू रे ब्लॉक म ें भारत में ककसी भी स्ट्थान तक सबसे छोटे मागज स ेयात्रा कर सकता है:

(2) 1 अप्रलै , 2024 को एवं स,े वैकजल्पक रूप से, कोई अजधकारी चार वषज के ब्लॉक या दो वषज के ब्लॉक के दौरान ककसी भी समय जवकल्प का प्रयोग करके, िैसा भी मामला हो, अपनी छुट्टी यात्रा ररयायत (जनवास स्ट्थान की यात्रा के अलावा) का नकदीकरण कर सकता है, जिसके अतं गतज वह रेन िारा यात्रा की उस िेणी के जलए पात्र ककराए के समान राजि प्राप्त करने का पात्र होगा, जिसके जलए वह कजनष्ठ प्रबंधन ग्रेड वेतनमान I, मध्यम प्रबंधन ग्रेड वेतनमान II और मध्यम प्रबंधन ग्रडे वेतनमान III के अजधकाररयों के जलए 5,500 ककलोमीटर (एक तरफ़ से) की दरू ी तक और वररष्ठ प्रबंधन ग्रडे वेतनमान IV और उससे ऊपर के अजधकाररयों के जलए 6,500 ककलोमीटर (एक तरफ़ा) की दरू ी का पात्र ह:ै बशते दक कोई अधिकारी जो अपनी छुट्टी यात्रा ठरयायत के नकदीकरण के जवकल्प का चयन करता ह ै , र्ह उस ब्लॉक के िौरान, धजसम ें ऐसी नकिीकरण सुधर्िा ली जाती ह,ै केर्ल एक बार ही अपन े और अपने पठरर्ार के सिस्यों के धलए िार्ा प्रस्तुत कर सकेगा तथा छुट्टी यात्रा ठरयायत सुधर्िा को भुनात े समय, छुट्टी यात्रा ठरयायत सुधर्िा का लाभ उिात े समय, धर्शेर्ाधिकार छुट्टी के नकिीकरण की सुधर्िा भी उपलब्ि होगी।

(3) जिस माध्यम और वग ज से कोई अजधकारी छुट्टी यात्रा ररयायत का लाभ उठा सकता है, वह वही होगा जिसके जलए अजधकारी सामान्यतः स्ट्थानातं रण पर यात्रा करने का पात्र होता ह ै और अन्य जनबंधन और ितें, जिनके अधीन कोई अजधकारी छुट्टी यात्रा ररयायत का लाभ उठा सकता है, बोडज िारा समय-समय पर जनधाजररत की िाएगं ी।:

बशते दक 1 अप्रलै , 2024 से प्रभावी कजनष्ठ प्रबंधन ग्रडे वते नमान I का अधिकारी, छुट्टी यात्रा ठरयायत का लाभ उिाते हुए, सबसे कम दकराया र्ाली इकोनॉमी क्लास म ेंहर्ाई यात्रा करन ेका पात्र होगा, धजस धस्थधत म ेंप्रधतपूर्त वर्ास्तधर्क दकराया या यात्रा की गई िरू ी के धलए ट्रेन द्वारा एसी प्रथम िेणी के दकराए के धलए लाग ू दकराया , जो भी कम हो, होगी तथा यही धनयम तब लागू होंग ेजब मध्य प्रबंिन ग्रेड वेतनमान II और मध्य प्रबंिन ग्रेड वेतनमान III का कोई अधिकारी छुट्टी यात्रा ठरयायत का लाभ उिाता ह ै, जहां िरू ी 500 दकलोमीटर स े कम ह।ै

(4) प्रत्येक चार र्र्व म ें एक बार, जब कोई अधिकारी छुट्टी यात्रा ठरयायत का लाभ उिाता ह,ै तो उसे एक बार म ें तीस दिन तक धर्शेर्ाधिकार अर्काश को समर्पवत करने और नकदीकरण/भुनान े की अनुमधत िी जा सकती ह ैअथवा िो र्र्व के एक ब्लॉक म ें अपने गृह नगर और िसू रे ब्लॉक म ें भारत म ें दकसी स्थान की यात्रा करत े समय, प्रत्येक ब्लॉक म ें अधिकतम पंद्रह दिन या एक ब्लॉक म ें तीस दिन के धर्शेर्ाधिकार अर्काश के भुनान े की अनुमधत िी जा सकती ह ै और अर्काश भुनान े के प्रयोजन के धलए उस माह के[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 25 धलए िये सभी पठरलधब्ियां, धजसके िौरान छुट्टी यात्रा ठरयायत का लाभ उिाया गया ह,ै स्र्ीकाय व होंगी :

बशते दक दकसी अधिकारी को, उसके धर्कल्प पर, प्रिानमंत्री राहत कोर् म ेंिान के धलए एक दिन के अधतठरि धर्शेर्ाधिकार अर्काश को भुनान ेकी अनुमधत िी जाएगी, बशते दक र्ह इस आशय का एक पत्र बैंक को ि े तथा बैंक को कोर् म ेंराधश भेजन े के धलए प्राधिकृत करे।

(5) जहां पधत और पत्नी िोनों एक ही बैंक म ें कायवरत ह,ैं र्हा ं अर्काश यात्रा ठरयायत का लाभ स्र्तंत्र रूप स े उिाया जा सकता ह।ै

(6) पूर्ोत्तर राज्यों म ें कायवरत कार्मजकों के धलए अर्काश यात्रा ठरयायत गुर्ाहाटी स े शुरू होगी तथा उनके कायवस्थल स ेगुर्ाहाटी तक का पात्र रेल दकराया अधतठरि रूप से भुगतान दकया जाएगा ।

(7) अंडमान और धनकोबार द्वीप समूह स े चेन्नई या कोलकाता, लक्षद्वीप स े कोधच्च, धहमाचल प्रिेश, उत्तरािंड, धसदिम, जम्म ू और कश्मीर म ें िरू -िराज के क्षेत्रों की शािाओं या दकसी अन्य क्षत्रे जो सीि े ट्रेन स े नहीं जडु े ह,ैं के धलए पात्र दकराया इन क्षेत्रों म ें कायजरत कार्मजकों के धलए धनकटतम प्रमुि रेलर् े स्टेशन तक सामान्य पात्रता के अजतररक्त छुट्टी यात्रा ठरयायत के अतं गतज अधतठरि रूप स े प्रधतपूर्त व की जाएगी।

(8) यात्रा के िौरान बेंचमाकव अक्षमता र्ाल े अधिकारी के साथ अनुरक्षक को धनम्नधलधित शतों के अिीन अर्काश यात्रा ठरयायत सुधर्िा िी जाएगी, यथा : (ए) प्रत्येक अर्सर पर सक्षम प्राधिकारी का अजग्रम अनुमोिन प्राप्त ककया िाए ह ै;

(बी) अजधकारी की िारीररक अक्षमता की प्रकृजत ऐसी हो कक यात्रा के जलए अनरु क्षक की आवश्यकता हो और संदेह की जस्ट्थजत में जवभागाध्यक्ष/जनयंत्रक का जनणजय अंजतम होगा; (सी) ऐसी बेंचमाकज अक्षमता वाल ेअजधकारी के साथ कोई वयस्ट्क पाररवाररक सदस्ट्य आजित के रूप में न हो;

(डी) ऐसी बेंचमाकज अक्षमता वाल ेअजधकारी तथा अनुरक्षक को रेल या बस ककराये में ररयायत, यकद कोई हो, का लाभ जमलगे ा, िो ऐसे मामलों में रेलवे या राज्य सड़क मागज प्राजधकाररयों िारा दी िा सकती है; तथा (ई) कोई अन्य व्जक्त िो आजित के रूप म ेंअवकाि यात्रा ररयायत का पात्र है, यकद वह ऐसे बेंचमाकज अक्षमता वाले अजधकारी के साथ यात्रा पर नहीं िाता ह।ै ।

(9) जहां दकसी अधिकारी ने अर्काश यात्रा ठरयायत अथवा अजग्रम अवकाि के जलए आर्ेिन दकया ह ै अथवा तथा ठटकट भी बुक कर धलया ह ै और प्रबंिन द्वारा छुट्टी यात्रा ठरयायत को अस्र्ीकार या स्थधगत कर दिया जाता ह,ै तो रद्दीकरण प्रभारों की प्रधतपूर्तव बैंक द्वारा की जाएगी ।26 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(10) जहां दकसी अधिकारी न े धनिाठव रत समय के अनुसार अर्काश यात्रा ठरयायत अथवा अर्काश के धलए आर्ेिन दकया ह ै तथा उसे स्र्ीकृजत प्राप्त हो गई ह ै तथा जब रेल ठटकटों की अधग्रम बुककंग संभर् नहीं ह,ै तो तत्काल या प्रीधमयम तत्काल के अन्तगजत िरीि े गए ठटकटों की प्रधतपूर्तव की जाएगी ।

F. No. HRDD/POL/OSR/(F).—In exercise of the powers conferred by section 19 read with sub-

section (2) of section 12 of the Banking Companies (Acquisition and Transfer of Undertakings) Act, 1970 (5 of 1970), the Board of Directors of the Punjab National Bank, after consultation with the Reserve Bank of India and with the previous sanction of the Central Government, except as respects things done or omitted to be done in pursuance of the Government of India, Ministry of Finance, Department of Financial Services, letter number 4/2/1/2022-IR, dated the 13th March, 2024, on and from the 1st November, 2022 till the date of publication of this notification in the Official Gazette, hereby makes the following regulations further to amend the Punjab National Bank (Officers’) Service Regulations, 1979, namely:-30 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

1. (1) These regulations may be called the Punjab National Bank (Officers’) Service (Amendment) Regulations, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Punjab National Bank (Officers’) Service Regulations, 1979 (hereinafter referred to as the said regulations), in regulation 3, for clause (f), the following clause shall be substituted, namely: - “(f) ‘family’, in relation to an officer employee for the purposes of medical facilities and for the purpose of leave fare concession, shall mean-

(i) the officer employee's spouse;

(ii) wholly dependent unmarried children (including step children and legally adopted children);

(iii) wholly dependent physically and mentally challenged brothers or sisters with forty per cent. or more disability;

(iv) widowed daughters and dependent divorced or separated daughters;

(v) sisters including unmarried or divorced or abandoned or separated from husband or widowed sisters; and

(vi) parents wholly dependent on the employee:

Provided that in the case of physically or mentally challenged children, irrespective of age, they shall be construed as dependents even after their marriage subject to fulfilling the income criteria for dependent.

Explanation 1.- The expression “wholly dependent family member’ shall mean such member of the family having a monthly income not exceeding Rs.18,000/- and if the monthly income of one of the parents exceeds Rs.18,000/- or the aggregate of monthly income of both the parents exceeds Rs.

18,000/-, both the parents shall not be considered as wholly dependent on the Officer employee.

Explanation 2.-For the purposes of medical expenses reimbursement scheme, and Leave Fare Concession for all Officers, any two of the dependent father, mother, father-in-law, mother-in-law shall be covered. The Officer shall have the choice to substitute either of the dependents or both once in a calendar year.

Explanation 3.-This definition shall be effective from the 1st April, 2024 and for the calendar year 2024, for the purpose of medical insurance scheme or policy, the revised monthly income criteria of dependents shall be effective from the 1st November, 2024.”.

3. In regulation 4 of the said regulations.,-

(a) the explanation to sub-regulation (7) shall be omitted;

(b) for sub-regulations (9) and (10), the following shall be substituted, namely:- “(9) On and from the 1st November, 2022, the scales of pay specified against each grade shall

be as under:

(a) Top Executive Grade Scale VIII= Rs.253000- 9000/4- 289000[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 31 Scale VII = Rs.156500 – 4340/4 – 173860 Scale VI = Rs.140500 - 4000/4 – 156500

(d) Junior Management Grade Scale I = Rs.48480-2000/7- 62480-2340/2-67160-2680/7-85920.

Explanation.- Every officer who is governed by the scales of pay as in force as on 31st October, 2022 shall be fitted in the scale of pay set out as in this sub–regulation as on 1st November, 2022 on stage-to-stage basis, that is, on corresponding stages from first stage onwards in the respective scales and the increments shall fall on the anniversary date as usual, except where provided otherwise.

(10) Nothing in sub-regulations (1) to (9) shall be construed as requiring the Bank to have at all times, officers serving in all these grades.

(11) On and from 1st day of November, 2012, officers shall be paid special allowances as under:

Scale I – III - 7.75 per cent. of Basic Pay plus applicable Dearness Allowance thereon Scale IV – V - 10 per cent. of Basic Pay plus applicable Dearness Allowance thereon Scale VI – VII - 11 per cent. of Basic Pay plus applicable Dearness Allowance thereon

(12) On and from the 1st day of November, 2017, officers shall be paid special allowances as under:

Scale I – III - 16.40 per cent. of Basic Pay plus applicable Dearness Allowance thereon Scale IV – V - 19 per cent. of Basic Pay plus applicable Dearness Allowance thereon Scale VI - VIII - 20 per cent. of Basic Pay plus applicable Dearness Allowance thereon

Provided that an Officer in Scale-VIII will be eligible for special allowance on and from the 31st March, 2020.

(13) On and from 1st day of November, 2022, officers shall be paid special allowances as under:

Scale I - 26.50 per cent. of Basic Pay plus applicable Dearness Allowance thereon.

Scale II – III - 28.30 per cent. of Basic Pay plus applicable Dearness Allowance thereon.

Scale IV – V - 30.50 per cent. of Basic Pay plus applicable Dearness Allowance thereon.

Scale VI - VII -31.50 per cent. of Basic Pay plus applicable Dearness Allowance thereon.

Scale VIII -28.30 per cent. of Basic Pay plus applicable Dearness Allowance thereon.

Note: The special allowance referred to sub-regulation (11), (12) and (13) with applicable Dearness Allowance thereon shall not be reckoned for superannuation benefits, such as pension including Defined Contribution Pension Scheme (National Pension Scheme), Provident Fund and Gratuity”.

4. In regulation 5 of the said regulations, -32 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(a) for sub-regulation (1), the following sub-regulation shall be substituted, namely: - “(1) Subject to the provisions of sub-regulation (9) of regulation 4, on and from the 1st November, 2022, the increments shall be granted subject to the following conditions, namely: -

(a) the increments specified in the scales of pay set out in sub-regulation (9) of regulation 4 shall, subject to the sanction of the Competent Authority, accrue on an annual basis and shall be granted on the first day of the month in which these fall due;

(b) one year after reaching maximum in their respective scales, officers in Scale I and Scale II, shall be granted further increments including stagnation increment in the next higher Scale only as specified in clause (c) below, subject to their crossing the efficiency bar;

(c) officers in Junior Management Grade Scale I, who have moved to scale of pay for Middle Management Grade Scale II in terms of clause (b) after reaching maximum of the higher Scale, shall be eligible for seven stagnation increments for every two completed years of service of which the first two shall be Rs. 2680/– each and the next five shall be of Rs 2980/- each:

Provided that the officer shall be eligible for the sixth stagnation increment two years after release of fifth stagnation increment or the 1st November, 2022, whichever is later:

Provided further that the officer shall be eligible for the seventh stagnation increment four years after release of fifth stagnation increment or the 1st November, 2022, whichever is later;

(d) officers in the Middle Management Grade Scale II, who have moved to scale of pay for Middle Management Grade Scale III in terms of clause (b), after reaching maximum of higher scale, shall be eligible for seven stagnation increments of Rs. 2980/- each for every

two completed years of service:

Provided that the officer shall be eligible for the sixth stagnation increment two years after release of fifth stagnation increment or the 1st November, 2022, whichever is

later:

Provided further that the officer shall be eligible for the seventh stagnation increment four years after release of fifth stagnation increment or the 1st November, 2022,

whichever is later:

(e) officers in substantive Middle Management Grade Scale III, that is, those who are recruited in or promoted to Middle Management Grade Scale III shall be eligible for eight stagnation increments for every two years of completed service after reaching the maximum of scale out of which first four stagnation increments shall be of Rs. 2980/- and the next four stagnation increments shall be of Rs. 3360/- each:

Provided that the officer shall be eligible for seventh stagnation increment two years after release of sixth stagnation increment or the 1st November, 2022, whichever is later.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 33

Provided further that the officer shall be eligible for the eighth stagnation increment four years after release of sixth stagnation increment or the 1st November, 2022, whichever is later;

(f) officers in Senior Management Grade Scale IV shall be eligible for five stagnation increments for every two completed years of service after reaching the maximum of scale, of which first stagnation increment shall be of Rs. 3360/- and the next four stagnation increments shall be of Rs. 3680/- each:

Provided that the officer shall be eligible for the third stagnation increment two years after release of second stagnation increment or the 1st November, 2022, whichever is

later:

Provided further that the officer shall be eligible for the fourth stagnation increment four years after release of second stagnation increment or the 1st November, 2022,

whichever is later:

Provided also that the officer shall be eligible for the fifth stagnation increment six years after release of second stagnation increment or the 1st November, 2022, whichever is later;

(g) officers in Senior Management Grade Scale V shall be eligible for four stagnation increments of Rs. 4000/- each for every two completed years of service after reaching the

maximum of scale:

Provided that the officer shall be eligible for the second stagnation increment four years after reaching the maximum of scale or the 1st November, 2022, whichever is later:

Provided further that the officer shall be eligible for the third stagnation increment six years after reaching the maximum of scale or the 1st November, 2022, whichever is later:

Provided also that the officer shall be eligible for the fourth stagnation increment eight years after reaching the maximum of scale or the 1st November, 2022, whichever is later;

(h) officers in Top Management Grade Scale VI shall be eligible for three stagnation increments for every two completed years of service after reaching the maximum scale of pay, out of which first two stagnation increments shall be of Rs 4000/- each and the third stagnation increment shall be of Rs 4340/-:

Provided that the officer who has already reached the maximum scale of pay shall be eligible for first stagnation increment of Rs 4000/- two years after reaching the maximum of scale or the 1st November, 2022, whichever is later:

Provided further that the officer who has already reached the maximum scale of pay shall be eligible for second stagnation increment of Rs 4000/- four years after reaching the maximum of scale or the 1st November, 2022, whichever is later:

Provided also that the officer who has already reached the maximum scale of pay shall be eligible for third stagnation increment of Rs 4340/- six years after reaching the maximum of scale or the 1st November, 2022, whichever is later:34 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(i) officers in Top Management Grade Scale VII shall be eligible for three stagnation increments of Rs. 4340/- each for every two completed years of service after reaching the

maximum of scale:

Provided that the officer who has already reached the maximum scale of pay shall be eligible for first stagnation increment, two years after reaching the maximum of scale or the 1st November, 2022, whichever is later:

Provided further that the officer who has already reached the maximum scale of pay shall be eligible for second stagnation increment four years after reaching the maximum of scale or the 1st November, 2022, whichever is later:

Provided also that the officer who has already reached the maximum scale of pay shall be eligible for third stagnation increment, six years after reaching the maximum of scale or the 1st November, 2022, whichever is later:

Note: The increments as mentioned above in clauses (a) to (i) of this sub-regulation shall not be allowed to an officer who refuses promotion when offered.

Explanation.- Grant of such increments in the next higher scale under this sub-regulation shall not amount to promotion and the privileges, perquisites, duties and responsibilities of the officers shall continue as of their substantive posts.”;

(b) in sub-regulation (2),-

(i) before the explanation, the following provisos shall be inserted, namely:- “Provided that on and from the 1st November, 2022, officers completing Part II of Certified Associate of Indian Institute of Bankers examination or (Certified Associate of Indian Institute of Bankers -II) shall be eligible for two increments in their scale of pay apart from one increment for completing Junior Associate of Institute of Indian Bankers’ examination or Part I

of Certified Associate of Indian Institute of Bankers examination:

Provided further that Officers who were in the services of the Bank as on the 1st November 2022 and have already completed Certified Associate of Indian Institute of Bankers or Certified Associate of Indian Institute of Bankers examination II shall be eligible for second additional increment from 1st November, 2022 or date of passing Certified Associate of Indian Institute of Bankers or Certified Associate of Indian Institute of Bankers examination II, whichever is later.

Provided also that in case where an officer, as on the 8th March 2024, has already acquired or acquire, Junior Associate of Institute of Indian Bankers’ examination / Certified Associate of Indian Institute of Bankers examination I or Certified Associate of Indian Institute of Bankers examination II, or after reaching maximum of the scale of pay (in case of Junior Associate of Institute of Indian Bankers’ or Certified Associate of Indian Institute of Bankers examination), or after reaching the stage which is one stage less than maximum of scale of pay [in case of Certified Associate of Indian Institute of Bankers examination (Certified Associate of Indian Institute of Bankers examination Il)], and has not earned increments, otherwise entitled on account of acquiring such qualification, when there were no increments to provide in the scale of Pay of those employees, the stagnation increment in such cases may be advanced by one year or two years as the case may be.”;

(ii) in the Explanation, after clause (h) and before the Note, the following clause shall be[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 35 inserted, namely:- “(i) on and from the 1st November, 2022, other things being equal, the quantum of Professional Qualification Pay shall stand revised as specified in the following table, namely:- TABLE Those who have passed Junior Associate of Rs.1370/- per month one year after reaching Indian Institute of Bankers or Certified maximum of the Scale.

Associate of Indian Institute of Bankers Part I Those who have passed both parts of (a) Rs1370/- per month one year after reaching Certified Associate of Indian Institute of Bankers maximum of the Scale;

or both parts of Certified Associate of Indian (b) Rs.3425/- per month two years after reaching Institute of Bankers II maximum of the Scale; and

(c) Rs.5480/- per month three years after reaching

maximum of the Scale:

Provided that an officer employee acquiring Junior Associate of Indian Institute of Bankers or Certified Associate of Indian Institute of Bankers (either or both parts) qualifications after reaching the maximum of the scale of pay, shall be granted from the date of acquiring such qualification, the first installment of Professional Qualification Pay and the release of subsequent installments of Professional Qualification Pay shall be with reference to the date of release of first installment of Professional Qualification Pay.”:

Provided further that on and from the 1st day of November, 2022, no Professional Qualification allowance shall be payable to an officer employee working in Scale VIII.”;

(iii) in the Note, after clause (v), the following clauses shall be inserted, namely:- “(vi) officers who were in the services of the Bank as on the 1st November, 2022 and have already completed Junior Associate of Indian Institute of Bankers I (Certified Associate of Indian Institute of Bankers I) or Certified Associate of Indian Institute of Bankers (Certified Associate of Indian Institute of Bankers II) and drawing Professional Qualification Pay -II shall be eligible for Professional Qualification Pay -III one year after the release of Professional Qualification Pay-II or from the 1st November, 2022, whichever is later.

(vii) officers who have completed Junior Associate of Indian Institute of Bankers (Certified Associate of Indian Institute of Bankers -I) or Certified Associate of Indian Institute of Bankers (Certified Associate of Indian Institute of Bankers -II) and has reached the maximum in the scale of pay on or before 1st November, 2022 and has not received the 1ststagnation increment on or before 1st November 2022, shall be eligible for Professional Qualification Pay-I on and from the 1st November, 2022 and release of subsequent instalment of Professional Qualification Pay shall be with reference to the date of release of Professional Qualification Pay I under this clause.”;

(c) in sub-regulation (3),-

(i) the note after clause (g), shall be deleted;

(ii) after clause (h), the following shall be inserted, namely:-36 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] “(i) on and from the 1st November, 2022, other things being equal, Fixed Personal Pay together with House Rent Allowance shall be at the following rates and shall remain

frozen for the entire period of service:

Note:

(i) Fixed Personal Allowance or Fixed Personal Pay as indicated under column (3) of the Tables in clauses (b), (c), (d), (e), (f), (g) (h) and (i) of this sub-regulation shall be payable to those officers employees who are provided with Bank’s accommodation.

(ii) Fixed Personal Allowance or Fixed Personal Pay for officers eligible for House Rent Allowance shall be the aggregate amount specified under columns (1) and (2) of the Table under clause (i) and House Rent Allowance drawn by the concerned officer employees when the last increment of the relevant scale of pay as specified in sub regulations (2),(3), (4), (5), (6), (7), (8) and (9) of regulation 4 is earned;

(iii) Only officers who are in the service of the Bank on or before the 1st November, 1993 shall be eligible for Fixed Personal Pay one year after reaching the maximum scale of pay, they are placed.

(iv) On and from the 1st November, 1999, there shall be no change in the schedule of release of Professional Qualification Pay as in clause (c) of the Explanation to sub-regulation

(2) on account of release of Fixed Personal Pay:

Provided that where any installment of Professional Qualification Pay which on account of the earlier provisions has been shifted by a year and is scheduled for release on or after 1st November, 1999, it shall be released to the officer on and from this date and second installment of Professional Qualification Pay, if any, shall be released on 1st November, 2000.

(v) The increment component of Fixed Personal Allowance or Fixed Personal Pay shall rank for superannuation benefits.

(vi) An officer who has earned the advance increment as in clause (a) above shall draw the quantum of Fixed Personal Allowance or Fixed Personal Pay as mentioned in clauses

(b), (c), (d), (e), (f), (g), (h) and (i) above, one year after reaching the maximum of the scale.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 37

5. In regulation 21 of the said regulations,-

(a) after sub-regulation (7) and before the Explanation, following sub-regulation shall be inserted,

namely:- “(8) On and from the 1st November, 2022,-

(a) Dearness Allowance shall be payable at 1per cent. of pay per percentage point of Index;

(b) Dearness Allowance in the above manner shall be paid for every variation of rise or fall over

123.03 points in the quarterly average of the All India Consumer Price Index (CPI) for Industrial Workers Base 2016=100. 0.01per cent. change in Dearness Allowance on pay for change in every second decimal place of CPI 2016 over 123.03 points;

(c) the change in the Dearness Allowance rate shall be released on a quarterly basis on 1st May, 1stAugust, 1st November and 1st February based on the following, namely:- Dearness Alowance release Quarterly average of date Consumer Price Index Applicable for the month points of the months 1stMay January, February and March May, June and July 1stAugust April, May and June August, September and October 1stNovember July, August and September November, December and January 1st February October, November and February, March and April December

(d) there shall be no ceiling on Dearness Allowance;

(e) while working out quarterly average, only first two decimals will be considered.”;

(b) after sub-regulation(8), in the Explanation, for clause (b) the following shall be substituted,

namely:- “(b) Professional Qualification Allowance or Professional Qualification Pay as specified in clauses (c), (d), (e), (f), (g), (h) and (i) to the Explanation to sub-regulation (2) of regulation 5 shall rank for Dearness Allowance.”

6. In regulation 22 of the said regulations, for sub-regulations (1), the following sub-regulation shall be substituted, namely:- “(1) On and from the 1st November, 2022,-

(a) where an officer is provided with residential accommodation by the Bank, a sum equal to

0.35 per cent. of the basic pay in the first stage of the scale of pay in which he is placed or the standard rent for the accommodation, whichever is less, shall be recovered from him;

Provided that if an officer produces a rent receipt, the House Rent Allowance payable to him shall be the actual rent paid by him for the residential accommodation in excess over 0.35 per cent of pay in the first stage of the scale of pay in which he is placed with a maximum of 150 per cent of the House Rent Allowance payable as per aforesaid rates mentioned in column (3) of the above Table.

Note:- The claims of officers for House Rent Allowance linked to the cost of their ownership accommodation shall be also be restricted to 150 per cent. of House Rent Allowance as hitherto.”.

7. For regulation 23 of the said regulations, the following regulation shall be substituted, namely:- “23.(1) On and from the 1st November, 2022, if an officer is serving in a place mentioned in Column

(2) of the Table below, a city compensatory allowance at the rate specified in Column (3)

thereof against that place shall be payable:

Provided that where at any of the places indicated in column (1) of the Schedule, Hill and Fuel Allowance as provided under sub-regulation (10) is also payable, then the officer shall be eligible to draw only higher of the two allowances and not both.”;

Provided further that of such higher of the two allowances is less than the aggregate of Special Allowance and Hill and Fuel Allowance drawn by the Officer on 31st December, 1989 then such difference shall be protected as Personal Allowance till such time the Officer remains at that place.

(3) On and from the 1st November, 2017, if an officer is serving in an area to be specified as Project Area falling under Group A or Group B, he shall be eligible for a Project Area[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 39 Compensatory Allowance at the rate of Rs. 600/- per month or Rs.525/- per month according to the classification of area as Group ‘A’ or Group ‘B’ respectively.

(4) On and from the 1stApril, 2024, if an officer is transferred from one place to another in the middle of an academic year and if he has one or more children studying in school or college, in the former place, he shall be eligible for a mid-academic year transfer allowance of Rs.2500/- per month per child with a maximum upto two children, from the date he reports to the latter place upto the end of the academic year.

Provided that such allowance shall cease to be payable if all the children cease studying at the former place.

(5) On and from the 1stApril, 2024, if an officer is deputed to serve outside the Bank, he may opt to receive the emoluments attached to the post to which he is deputed, or he may in addition to his pay, draw a deputation allowance at the rate of 7.75 per cent. of pay subject to a maximum of Rs.7500/- per month and such other allowances he would have drawn had he been posted in the Bank’s service at that place:

Provided that where such officer is deputed to an organisation which is located at the same place or to the training establishment not owned by the Bank where he was posted immediately prior to his deputation or to the training establishment not owned by the Bank, he shall receive a deputation allowance equal to 4 per cent. of his pay subject to a maximum of Rs. 3750/- per month:

Provided further that where an Officer is deputed to another office or branch within the same municipal limits or urban agglomeration, in Metro or Major A class cities where the distance of such deputation is twenty kilometers and more from the parent branch or office, he shall be eligible for halting allowance as provided in sub-regulation (4) of Regulation 41.

(6) On and from the 1st April, 2024, if an officer is required to officiate in a post in a higher scale for a continuous period of not less than four days at a time or an aggregate of four days during a calendar month, he shall receive an officiating allowance equal to 15 per cent. of his Basic Pay, pro-rata for the period for which he officiates and officiating allowance will rank as pay

for the purposes of Provident Fund and Pension only:

Provided that, where an officer comes to officiate in a higher scale, as a consequence solely of the review of the categorization of posts under regulation 6, he shall not be eligible for the Officiating Allowance for a period of one year from the date on which the review of the categorization takes effect.

(7) On and from the 1st April, 2024, an officer shall be entitled for a closing allowance of Rs.1500/- per quarter for each of the closing.

(8) On and from the 1st Novemeber, 2017,, if the working hours during a day are split with minimum interval of two hours, an officer shall be eligible for a Split Duty Allowance at the rate of Rs. 300 per month.”.

(9) If an officer is required to work as custodian of a vault or locker on a holiday, he shall be eligible for a Diem Allowance at the rate to which he is entitled.

(10) On and from the 1stNovember, 2022, an officer shall be eligible for the Hill and Fuel allowance as specified in the table below, namely:-40 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] TABLE Sl. No. Place Rate

(11) On and from 1st November, 2022, an officer shall be eligible for Learning Allowance of Rs 850/- per month along with Dearness Allowance thereon.

Note: Learning allowance with applicable Dearness Allowance thereon shall not be reckoned for superannuation benefits, that is, Pension including Defined Contribution Pension Scheme (National Pension Scheme), Provident Fund and Gratuity.

(12) On and from the 1st November, 2022, an Officer shall be eligible for a fixed Location allowance of Rs.1200/- per month who are posted in areas other than the areas that are eligible for City Compensatory Allowance. This fixed allowance shall not be reckoned for payment of Dearness Allowance, superannuation benefits, viz, pension including Defined Contribution Pension Scheme(National Pension Scheme), Provident fund and Gratuity.

(13) (a) From the financial year 2023-24, Performance Linked Incentive shall be payable to all officer employees based on the metrics put in place by the Competent Authority of the Bank as per their priorities from the following select parameters, namely:

(i) Current Account Savings Account; (ii) Non-Performing Assets; (iii) Special Mention Accounts; (iv) Non – interest income; (v) Total Business; (vi) Profitability; (vii) Return on Assets or Return on Equity; (viii) Government Schemes.

(b) The Performance Linked Incentive amount shall be payable in 0-15 (maximum) number of days of pay (Basic + DA) depending on the metrics put in place by the Competent Authority as mentioned in clause (a) above.”.

8. In regulation 24 of the said regulations,-

(a) for sub-regulation (1), the following sub-regulation shall be substituted, namely:- “(1) On and from 1st November, 2022, an officer shall be eligible for reimbursement of medical expenses for self and family on the strength of the officer’s own certificate of having incurred such expenditure supported by a statement of accounts for the amounts claimed as specified in the table below, namely:-[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 41 TABLE S. (b) after sub-regulation (3), following sub-regulation shall be inserted, namely:- “(4) All officer employees shall also be eligible for reimbursement of Rs 500/- per year towards eye check-up.”.

9. In regulation 25 of the said regulations, for sub-regulation (2), the following sub-regulation shall be substituted, namely:- “(2) Notwithstanding anything contained in sub-regulation (1), on and from the 1st November, 2022, it shall be open to the Bank to provide residential accommodation to an officer on payment by the officer, a sum equal to 0.35 per cent. of the Basic Pay in the first stage of the scale of pay in which he is placed or the standard rent for the accommodation, whichever is less:

Provided that where the officer is provided with furniture at such residence, a further sum equal to 0.075per cent of Basic Pay in the first stage of the scale of pay in

which he is placed shall be recovered by the Bank from him:

Provided further that where such residential accommodation is provided by the Bank, the charges for electricity, water, gas and conservancy shall be borne by the officer.”

10. In Regulation 31 of the said regulations, following proviso shall be inserted, namely:- “Provided that where the Sanctioning Authority refuses or postpones the leave of the Officer, it shall record the reasons for the same in writing.”.

11. In regulation 32 of the said regulations, sub-regulation (2), the following sub-regulation shall be inserted, namely:- “(3) On and from 1st April, 2024, an officer employee shall be eligible to avail two days casual leave for half- a day on four occasions in a year, out of which two occasions shall be in the

morning and two occasions in the afternoon:42 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

Provided that casual leave under this category shall be availed after applying twenty-four

hours in advance:

Provided further that at the time of carrying over the balance in casual leave to unavailed casual leave account, the fraction in the balance, if any, shall be ignored.”.

12. In regulation 33 of the said regulations:-

(a) for sub-regulation (4) and (5), the following sub-regulations shall be substituted, namely: “(4) On and from 1st June, 2015, privilege leave may be accumulated upto not more than two hundred and seventy days, except where leave has been applied and it has been refused:

Provided that on and from 1st April, 2024, encashment of privilege leave shall be restricted upto a maximum of two hundred fifty-five days:

Provided further that an Officer shall also be eligible for encashment of privilege leave at the rate of five days for each calendar year at the time of any festival of his choice and an Officer who have already completed fifty-five years of age and above shall be eligible to encash Privilege Leave at the rate of seven days for each calendar year till his retirement.

(5) An officer desiring to avail of Privilege Leave shall ordinarily give not less than ten days notice of his intention to avail of such leave except for the purpose of Leave Fare

concession:

Provided that on and from the 1st April, 2024, no such advance notice of ten days shall be required for availing Privilege Leave for office bearers and Executive Committee members of a registered Trade Union.”;

(b) after sub-regulation (6), the following sub-regulation shall be inserted, namely:- “(7) On and from the 1st April 2024, for the purposes of calculating Privilege Leave, all types of leave availed except casual leave and mandatory leave shall be excluded.”.

13. In regulation 34 of the said regulations,-

(a) in sub-regulation (1), the following provisos shall be inserted, namely:- “Provided that on and from 1st April, 2024, an officer shall be eligible for sick leave at

the rate of one month for each year of service:

Provided further that the total number of sick leave (including Additional sick leave mentioned in Regulation 35) shall not exceed seven hundred and twenty days in the entire service of the officer.”;

(b) after sub-regulation (5), the following sub-regulations shall be inserted, namely:- “(6) On and from the 1st April 2024, a single male parent employee may avail sick leave for the sickness of his children of eight years and below subject to production of medical certificate.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 43

(7) On and from the 1st April 2024, a women employee may avail one day sick leave per month without production of medical certificate”.

(8) On and from the 1st April, 2024, officer employees may avail sick leave for the sickness of their Special Child of fifteen years and below for a maximum period of ten days in a calendar year subject to production of medical certificate”

(9) On and from the 1st April 2024, officer employees of age of fifty-eight years and above, may avail sick leave towards hospitalization of his or her spouse at a centre other than place of work for a maximum period of thirty days in a calendar year.”.

14. In regulation 36 of the said regulations, in sub-regulation (1),-

(a) for clause (a), the following clause shall be substituted, namely:- “(a) a female employee shall be eligible for maternity leave on substantive pay for a period not exceeding six months on any one occasion and twelve months during the entire period

of her service:

Provided that in case of delivery of twins, the period of maternity leave shall be eight

Months:

Provided further that on and from 1st April, 2024 in case of delivery of more than two children in one delivery, the period of maternity leave shall be twelve months:

Provided further that maternity leave may be availed combining with any other kind of leave except casual leave.”;

(b) For clause (d), the following clause shall be substituted, namely:- “ (d) female employee may avail leave once during service for legally adopting a child who is below one year of age, for a maximum period of nine months, subject to the following terms and conditions, namely:-

(i) leave will be granted for adoption of only one child.

(ii) the adoption of a child should be through a proper legal process and the employee should produce the adoption-deed to the Bank for sanctioning such leave;

(iii) the leave shall also be available to biological mother in cases where the child is born through surrogacy;

(iv) the leave shall be availed within overall entitlement of twelve months during the entire period of service.”.

(c) after clause (e), the following clauses shall be inserted, namely:- “(f) on and from the 1st April 2024, maternity leave may be availed for In vitro fertility

(IVF) treatment subject to production of medical certificate within the overall limit of twelve m onths.44 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(g) on and from the 1st April 2024, Special maternity leave may be availed by a female employee upto sixty days in case of a still born or death of the infant within twenty- eight days of birth.”.

15. For regulation 37A of the said regulation, the following regulation shall be substituted,

namely:- “37 A. Special casual leave and special leaves.- (1) With effect from the 1st November, 2020, an officer employee shall be eligible for Special Casual Leave on occasions when the branch where the officer is working or the place where he is residing is affected by curfew, riots, prohibitory orders, natural calamities, floods, and the like.

(2) With effect from the 1st November, 2020, a physically or orthopedically handicapped officer shall be eligible for four days special casual leave.

(3) With effect from 1st April, 2024, Principal Officer bearers of All India Officers’ Unions or Associations shall be granted special leave upto twenty-five days in a calendar year.

(4) With effect from 1st April, 2024, officers who are defense representatives in departmental enquiry, may avail one day special leave for the purpose of preparing the defense submission of

an officer employee:

Provided that such special leave shall be availed for a maximum of ten occasions in a year.

(5) An Officer may also be granted special casual leave and any special leave as may be decided by the Board in accordance with the guidelines of the Government.”.

16. After regulation 37 A of said regulations, the following shall be inserted, namely:- “37 B. Bereavement leave.- An officer employee shall be granted bereavement leave on the demise of the family members (Spouse, children, parents and parents-in-law) for such number of days as

may be decided by the Board from time to time:

Provided that the intervening holidays will form part of the leave:

Provided further that the said leave should be availed within a maximum period of

fifteen days of the demise:

Provided further that the said leave shall not be considered as ‘Active service” for the purpose of calculation of Privilege leave.”.

17. In regulation 41 of the said regulations,-

(a) for sub regulation (1), the following sub-regulation shall be substituted, namely:- “(1) On and from 1st April 2024, wherever an Officer is required to travel on duty, the following provisions shall apply, namely:-

(a) an officer in Junior Management Grade will be entitled to travel by AC 1st class by any train including Premium Trains like Rajdhani or Shatabdi or Tejas or Vande Bharat or Amrit Bharat, etc. (except luxury trains):[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 45

Provided that such officer may, however, travel by air (economy class) if so permitted by the Competent Authority, having regard to the exigencies of business or public interest;

(b) an officer in Middle Management Grade will be entitled to travel by AC 1st Class by any train including Premium Trains as mentioned in clause (a):

Provided that he may travel by air (economy class) if the distance to be travelled is more than 500 kilometers:

Provided further that he may travel by air (economy class) even for shorter distance, if so permitted by the Competent Authority, having regard to the exigencies of business or public interest;

(c) an officer in Senior Management or Top Executive Grade is entitled to travel by AC 1st Class by any train including premium trains (as mentioned in clause (a) above) or by air (economy class);

(d) an officer in Senior Management or Top Executive Grade may travel by car between places not connected by air or rail provided that the distance does not exceed five

hundred kilometers:

Provided that when a major part of the distance between the two places can be covered by air or rail only the rest of the distance should normally be covered by car;

(e) any other officer may be authorized by the Competent Authority, having regard to the exigencies of business, to travel by his own vehicle or by taxi or by the Bank’s vehicle;

(f) an officer of any grade or scale shall be eligible to travel by water transport in deluxe cabin category between places not connected by road or air or rail;

(g) an Officer shall be eligible for fare by premium trains (except luxury trains).

Note 1: Goods and Services Tax Charges levied on Train Fare shall be over and above the entitlement.

Note 2: In view of prevailing dynamic fare system, the cost of train tickets charged on the date of booking will be reimbursed.”;

(b) in sub-regulation (4), for clause (a), the following clause shall be substituted,

namely:- “ (a) Halting Allowance.- On and from 1st April 2024, an officer in the grades or scales set out in column (2) of the Table shall be entitled to `per diem’ Halting Allowance at the corresponding rates set out in column (3) thereof, namely:-46 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] TABLE S. Provided that where the total period of absence is less than eight hours but more than four hours, Halting Allowance at half the above rates shall be payable.

Explanation.- For the purpose of computing Halting allowance, “per diem” shall mean each period of twenty-four hours or any subsequent part thereof, reckoned from the reporting time for departure in the case of air travel and the scheduled time of departure in other cases, to the actual time of arrival and where the total period of absence is less than twenty-four hours, “per diem” shall mean a period of not less than eight hours.

18. In regulation 42 of the said regulations,-

(a) for sub-regulation (3), the following sub-regulation shall be substituted, namely:- “(3) On and from the 1stApril, 2024, an officer on transfer shall be eligible to draw a lump sum amount for expenses connected with packing, local transportation, insuring the baggage, etc., as specified in the Table below, namely:- TABLE Sl. (b) in sub-regulation (4), for the proviso, the following proviso shall be substituted, namely: “Provided that on and from the 1st April 2024, where no residential accommodation is made available by the Bank to an Officer at the new place of posting and where such an Officer may incur additional expenses in the process of taking over charge, for reasons beyond his control, the Competent Authority, from the date of joining of such officer at the new place, may on merits consider grant of either lodging and Boarding charges or (b) Halting Allowance for a[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 47 period of fifteen days or till the time the quarters are made available to him, whichever is earlier.”.

19. for regulation 44 of the said regulations, the following regulation shall be substituted,

namely:- “44 (1) Leave Travel Concession.- (1) During each block of four years, an officer shall be eligible for Leave Travel concession for travel to his place of domicile once in each block of two

years:

Provided that, he may travel in one block of two years to his place of domicile and

in another block of two years to any place in India by the shortest route:

(2) On and from from the 1st April, 2024, alternatively, an officer by exercising an option anytime during a four year block or two year block, as the case may be, surrender and encash his Leave Travel Concession (other than travel to place of domicile) upon which he shall be entitled to receive an amount equivalent to the eligible fare for the class of travel by train to which he is entitled up to a distance of 5,500 kilometers (one-way) for officers in Junior Management Grade Scale I, Middle Management Grade Scale II and Middle Management Grade Scale III and 6,500 kilometers (one-way) for officers in Senior

Management Grade Scale IV and above:

Provided that an officer opting to encash his Leave Travel Concession, shall prefer the claim for himself and his family members only once during the block in which such encashment is availed of and the facility of encashment of privilege leave while availing of Leave Travel Concession is also available while encashing the facility of Leave Travel Concession.

(3) The mode and class by which an officer may avail of Leave Travel Concession shall be the same as the officer is normally entitled to travel on transfer and other terms and conditions subject to which the Leave Travel Concession may be availed of by an officer, shall be as decided by the Board from time-to-time:

Provided that with effect from the 1st April, 2024, an officer in Junior Management Grade Scale I, while availing Leave Travel Concession shall be entitled to travel by air in the lowest fare economy class in which case the reimbursement will be the actual fare or the fare applicable to AC 1st Class fare by train for the distance travelled, whichever is less, and the same rules shall apply when an officer in Middle Management Grade Scale II and Middle Management Grade Scale III avails Leave Travel Concession, where the distance is less than 500 kilometers.

(4) Once in every four years, when an officer avails of Leave Travel Concession, he may be permitted to surrender and encash his privilege leave not exceeding thirty days at a time or he may while travelling in one block of two years to his home town and in other block any place in India, be permitted encashment of privilege leave with a maximum of fifteen days in each block or thirty days in one block and for the purpose of leave encashment all the emoluments payable for the month during which the leave travel concession is availed

shall be admissible:

Provided that an officer at his option shall be permitted to encash one day additional privilege leave for donation to Prime Minister’s Relief Fund subject to his giving a letter to the Bank to that effect and authorising the bank to remit the amount to the fund.48 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(5) Leave Travel concession can be availed independently where both husband and wife are working in the same Bank.

(6) For employees working in North-east States, Leave Travel concession shall begin from Guwahati and the eligible train fare from their place of work to Guwahati shall be additionally paid.

(7) The eligible fare for Andaman and Nicobar Islands to Chennai or Kolkata, Lakshadweep to Kochi, far-flung area branches in Himachal Pradesh, Uttarakhand, Sikkim, Jammu and Kashmir or any other areas which are not directly connected by train shall be additionally reimbursed under Leave Travel concession in addition to normal entitlement for the employees working in these areas to the nearest major Railway Station.

(8) Leave Travel concession facility shall be allowed for an escort who accompanies an Officer with benchmark disabilities on the journey subject to following conditions,

namely:

(a) prior approval of the competent authority is obtained on each occasion;

(b) the nature of physical disability of the Officer is such as to necessitate an escort for the journey an in case of doubt, the decision of the head of the Department / Controller shall be final;

(c) the officer with such benchmark disabilities does not have an adult family member as dependent to accompany him;

(d) the officer with such benchmark disabilities and the escort shall avail of the concession if any, in the Rail or Bus fare as might be extended by Railways or State Roadways authorities in such cases; and

(e) any other person who is entitled to Leave Travel concession as dependent does not accompany the officer with such benchmark disabilities on the journey.

(9) Where an officer has applied for Leave Travel concession or Leave in advance and has booked the tickets and the Leave Travel concession is declined or deferred by the management, the cancellation charges will be reimbursed by the Bank.

(10)Where an officer has applied for Leave Travel concession or leave as per stipulated time and the same is sanctioned and when advance booking of train tickets is not possible, tickets purchased under Tatkal/Premium tatkal will be reimbursed.”.

20.
