1. (1) आन जवजनयमों को सेंरल बैंक ऑफ आंजडया (ऄजधकारी) सेवा (संिोधन)जवजनयम, 2021 कहा जा सकता ह.ै

(2) जैसा कक आन जवजनयमों में बताया गया ह ैये जवजनयम कदनांक 1 नवंबर, 2012 से प्रभावी माने जायेंगे.

2. सेंरल बैंक ऑफ आंजडया (ऄजधकारी) सेवा जवजनयम, 1979 (आसके बाद कजथत जवजनयमों के रूप म ें संदर्भभत) में, जवजनयम 3 म,ें खंड (एफ) के जलए, जनम्नजलजखत खडं को प्रजतस्ट्थाजपत ककया जाएगा, ऄथावत:् - '(एफ) "पठरवार" का ऄथ व ह ै ऄजधकारी का पजत / की पत्नी, पूरी तरह स े अजित ऄजववाजहत बच्चे (सेतले े बच्च े और कानूनी रूप स े गोद जलए गए बच्चों सजहत), चालीस प्रजतित या ऄजधक जवकलागं ता वाले पूरी तरह से अजित िारीठरक और मानजसक रूप स े जवकलांग भाइ या बहन, जवधवा बेठियां और अजित तलाकि दा या पजत स े ऄलग रहनेवाली बेठियां, ऄजववाजहत या तलाकि दा या पठरत्यि या पजत से ऄलग रहनेवाली या जवधवा बहनें और माता-जपता जो पूरी तरह से ऄजधकारी पर जनभवर ह ैं और एक जववाजहत मजहला ऄजधकारी के मामले में ईसके प्राकृजतक माता-जपता या सास-सस र िाजमल हो सकते ह,ैं लेककन दोनों नहीं। 587 GI/2022 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] स्ट्पष्टीकरण .- "पूरी तरह से अजित" का ऄथव पठरवार के ऐसे सदस्ट्य से होगा जजसकी अय रुपये 10,000 प्रजत माह से ऄजधक नहीं ह ैऔर जहां माता-जपता पूरी तरह से अजित पठरवार सदस्ट्य ह,ैं माता या जपता की अय या माता-जपता दोनों की क ल अय यकद रुपये10,000 प्रजत माह से ऄजधक ह,ै माता या जपता या दोनों को पूरी तरह से ऄजधकारी पर जनभरव नहीं माना जाएगा।

3. ईि जवजनयमों के जवजनयम 4 म,ें ईप-जवजनयम (6) के जलए, जनम्नजलजखत ईप-जवजनयम सजममजलत ककए जाएगं ,े ऄथावत्:- "(6) कदनांक 1 नवंबर, 2012 को तथा ईसके बाद स ेप्रत् येक िणे ी के जलए जवजनदिषद‍ ि वेतनमान जनमन ान सार होंगे:

(ए) िीर्व कायवपालक िणे ी वेतनमान VII = ₹76520 -2120/4- 85000 वेतनमान VI = ₹68680 - 1960/4- 76520 (बी) वठरष्ठ प्रबंधन िणे ी वेतनमान V = 59170 - 1650/2 - 62470 - 1800/2- 66070 वेतनमान IV = 50030 - 1460/4 - 55870 - 1650/2– 59170 (सी) मध्य प्रबंधन िणे ी वेतनमान III = ₹42020 - 1310/5 - 48570 - 1460/2- 51490 वेतनमान II = ₹31705 - 1145/1 - 32850 - 1310/10- 45950 (डी) कजनष्ठ प्रबंधन िणे ी वेतनमान I = ₹23700 - 980/7 - 30560 - 1145/2 - 32850 - 1310/7- 42020 स्ट्पष्टीकरण :- प्रत् यके ऄजधकारी जो कदनांक 31 ऄक्िूबर 2012 को लागू वेतनमान द्वारा ऄजधिाजसत होता है, ईसका कदनांक 1 नवंबर, 2012 को आस ईप-जवजनयम में दिावए वेतनमान में यथा स्ट्तर अधार पर जनधावरण ककया जाएगा, ऄथावत संबंजधत वेतनमानों म ें प्रथम चरण से अग े तत्स ंगत चरणों पर जनधावरण ककया जाएगा एवं वेतनवृजायां सामान् यतः वार्भर्की की तारीख पर देय होगी।

(7) ईप-जवजनयम (1),(2),(3),(4),(5) और (6) में ककसी बात का ऄथव यह नहीं लगाया जाएगा कक बैंक के जलए हर समय आन सभी िेजणयों में ऄजधकारी रखना अवश् यक ह।ै

(8) कदनांक 1 नवंबर, 2012 से ऄजधकाठरयों को जविेर् भत्ते का भ गतान जनम्नान सार ककया जाएगा: वेतनमान I-III - मूल वेतन का 7.75% और ईस पर लागू महगं ाइ भत्ता वेतनमान IV-V - मूल वते न का 10% और ईस पर लागू महगं ाइ भत्ता वेतनमान VI-VII - मूल वते न का 11% और ईस पर लाग ूमहगं ाइ भत्ता बिते कक ककसी बात का ऄथव यह नहीं लगाया जाएगा कक बैंक के जलए हर समय आन सभी िेजणयों म ें ऄजधकारी रखना अवश् यक ह।ै नोि: ईप-जवजनयम (8) में जनदिषदष्ट जविेर् भत्ता, ईस पर लाग ू महगं ाइ भत्ते के साथ, सेवाजनवृजत्त लाभों जैसे कक नइ पेंिन योजना सजहत पेंिन, भजव‍य जनजध और ग्रेच्य िी के जलए गणना म ेंनहीं जलया जाएगा।”.

4. ईि जवजनयमों के जवजनयम 5 म,ें -

(i) ईप-जवजनयम (1) के स्ट्थान पर, जनम्नजलजखत ईप-जवजनयम को प्रजतस्ट्थाजपत ककया जाएगा, ऄथावत:्- "(1) जवजनयमन 4 के ईप-जवजनयमन (6) के प्रावधानों के ऄधीन, कदनांक 1 नवंबर, 2012 को तथा ईसके बाद से, वेतन वृजा जनम्नजलजखत के ऄधीन कदए जाएगी, ऄथावत्:- (ए) जवजनयम 4 के ईप-जवजनयम (6) में जनधावठरत वेतनमानों में जनदिषदष्ट वेतनवृजाया,ं सक्षम प्राजधकारी की मंजूरी के ऄधीन, वार्भर्क अधार पर ईपजचत (accrue) होंगी और वे ईस महीने की पहली तारीख को ईसे दी जाएंगी, जजसमें वे देय होती होंगी;[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 3 (बी) ऄपन े संबंजधत वते नमान म ें ऄजधकतम तक पहुचं न े के एक वर् व बाद, वेतनमान I और वेतनमान II के ऄजधकाठरयों को केवल ऄगले ईच्च वेतनमान में गत् यावरोध वेतन वृजा सजहत अगे वेतन वृजा प्रदान की जाएगी, जैसा कक नीचे खंड (सी) म ेंजनदिषदष्ट ह,ै बिते कक वे दक्षता बार को पार कर रह ेहों;

(सी) कजनष्ठ प्रबंधन िणे ी वेतनमान I के ऄजधकारी, जो ईच्चतम वेतनमान के ऄजधकतम तक पहुचं ने के बाद खडं (बी) के संदभ व में मध्य प्रबंधन िेणी वेतनमान II में स्ट्थानांतठरत हो गए ह,ैं सेवा के प्रत्येक तीन पणू व वर्ों के जलए चार गत् यावरोध वेतन वृजायों के जलए पात्र होंगे, जजनमें से पहल े दो ₹ 1310 प्रत्येक और ऄगल े दो ₹ 1460 प्रत्येक होंग;े (डी) मध्य प्रबंधन िेणी वेतनमान II के ऄजधकारी जो ईच्च वेतनमान की ऄजधकतम तक पहुचं ने के बाद खंड (बी) के संदभव म ें मध्य प्रबंधन िेणी वेतनमान III में स्ट्थानांतठरत हो गए ह,ैं प्रत्येक तीन पणू व वर्ों की सेवा के जलए 1460 रुपय े की तीन गत् यावरोध वेतन वृजा के जलए पात्र होंग े और तीसरी गत् यावरोध वेतन वृजा की प्राज के दो वर्व बाद चेथी गत् यावरोध वेतन वृजा रुपये 1460 की होगी:

बिते कक जजन ऄजधकाठरयों न ेतीसरे गत् यावरोध वेतन वृजा की प्राज के बाद दो वर् व या ऄजधक पूरा कर जलया ह ैईन्ह ें1 मइ, 2015 से चेथी गत् यावरोध वेतन वृजा दी जाएगी; (इ) मूल मध्य प्रबंधन िणे ी वेतनमान III के ऄजधकारी (जो मध्य प्रबंधन िणे ी वेतनमान III में भती या पदोन्नत हुए ह)ैं प्रत्येक तीन पूण व वर्ों की सेवा के जलए रुपये 1460 की तीन गत् यावरोध वेतन वृजा के जलए पात्र होंग े और कदनांक 1 मइ, 2015 को तीसरी गत् यावरोध वेतन वृजा की प्राज के बाद दो वर् व या ऄजधक पूण व करन े वाले ऄजधकाठरयों को रुपय े 1460 की चेथी गत् यावरोध वेतन वृजा दी जाएगी और चेथ े गत् यावरोध वेतन वृजा की प्राज के बाद दो वर्व पूणव करन े वाले ऄजधकाठरयों को रुपये 1460 की पांचवीं गत्य ावरोध वेतन वृजा दी जायगे ी बिते कक ऄजधकारी न े चेथ ेगत् यावरोध वेतन वृजा की प्राज के बाद दो वर्व पणू व कर जलए ह ैं ईन्ह ें1 मइ, 2015 से पांचवीं गत् यावरोध वेतन वृजा दी जाएगी;

(एफ) वठरष्ठ प्रबंधन िेणी वते नमान - IV के ऄजधकारी वेतनमान की ऄजधकतम तक पहुचं न े के तीन वर्व के बाद कदनांक 1 मइ, 2015 से रुपये 1650 की एक गत् यावरोध वेतन वृजा के जलए पात्र होंगे: बिते कक ऐसी वेतनवृजा ईस ऄजधकारी को ऄन मत नहीं होगी, जो पदोन् नजत प्रा्‍ त होने पर ईसे मना कर देता ह।ै स्ट्पष्टीकरण: - आस ईप-जवजनयम के तहत ऄगले ईच् चतर वेतनमान में दी गइ ऐसी वेतनवृजायों को पदोन् नजत नहीं माना जाएगा. ऐसी वेतनवृजायां पाने के पश् चात भी ऄजधकारी को, यथाजस्ट्थजत, ईसके ऄपने मलू पद

(substantive) के ही जविेर्ाजधकार, पठरलजधधयां, डयूिी, ईत् तरदाजयत् व ऄथवा पद जमलेंगे।”;

(ii) ईप-जवजनयम (2) म,ें स्ट्पष्टीकरण म ें, खंड (एफ) के बाद और नोि से पहले, जनम्नजलजखत खडं डाला जाएगा , ऄथावत:् "(जी) कदनाकं 1 नवबं र,2012 को तथा ईसके बाद से, ऄन्य बातों के समान रहत े हुए ्‍य ावसाजयक ऄहतव ा भत्त ा जनमन ताजलका के ऄन सार संिोजधत ककया गया ह:ै ताजलका

(1) (2) जजन्होंने आंजडयन आंस्ट्िीट्यूि ऑफ बैंकसव के जूजनयर एसोजसएि या ₹ 670 प्रजत माह, वेतनमान के ऄजधकतम पर आंजडयन आंस्ट्िीट्यूि ऑफ बैंकसव के सर्टिफाआड एसोजसएि पास ककया पहुचं ने के एक वर्व बाद हो- भाग I जजन्होंने आंजडयन आंस्ट्िीट्यूि ऑफ बैंकसव के सर्टिफाआड एसोजसएि के (i) ₹ 670 प्रजत माह, वेतनमान की ऄजधकतम पर दोनों पािव पास ककए हों पहुचं ने के एक वर्व बाद

(ii) ₹1680 प्रजत माह वेतनमान की ऄजधकतम पर पहुचं ने के दो वर्व बाद4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] बिते कक कोइ ऄजधकारी आंजडयन आंस्ट्िीट्यूि ऑफ बैंकसव के जूजनयर एसोजसएि या आंजडयन आंस्ट्िीट्यूि ऑफ बैंकसव के प्रमाजणत एसोजसएि (एक ऄथवा दोनों भागों) की योग्यता वते नमान के ऄजधकतम तक पहुचं ने के बाद प्रा करत े ह ैं तो ईन्ह ें ऐसी योग्यता प्रा करने की तारीख से पहली ककस्ट्त दी जाएगी. ्‍ यावसाजयक ऄहतव ा भत् ता की ऄगली ककश्त का जारी करना ्‍ यावसाजयक ऄहतव ा भत् ता की पहली ककस्ट्त जारी होने की तारीख के सदं भव में होगा।";

(iii) ईप-जवजनयम (3) म,ें खंड (इ) के तहत ताजलका के बाद, जनम्नजलजखत खडं डाला जाएगा, ऄथावत:् - "(एफ)" कदनांक 1 नवंबर, 2012 को तथा ईसके बाद स,े ऄन्य बातों के समान रहते हुए मकान ककराया भत्ते सजहत जनयत वैयजिक भत्ता, जनम्नान सार होगा और सेवा की पूरी ऄवजध के जलए एकसमान रहगे ा:

ताजलका वते न वजृ ा वते न वजृ ा घिकों पर 01.11.2012 को महगं ाइ भत्ता दये क ल जनयत वयै जिक भत्ता जहा ंबकैं घिक (₹) (₹) का अवास प्रदान ककया जाता ह ै(₹)

(i) आस ईप-जवजनयम के खंड (बी), (सी), (डी), (इ) और (एफ) म ें ताजलकाओं के कॉलम (3) के तहत आंजगत जनयत व्यजिगत भत्ता या जनयत व्यजिगत वेतन ईन ऄजधकाठरयों को देय होगा जजन्ह ें बैंक का अवास ईपलधध कराया जाता ह।ै

(ii) मकान ककराया भत् ता, के जलए पात्र ऄजधकाठरयों के जलए जनयत व्यजिगत भत्ता या जनयत व्यजिगत वते न खडं (एफ) के तहत ताजलका के कॉलम (1) और (2) के तहत जनदिषदष्ट क ल राजि और संबंजधत ऄजधकारी द्वारा जवजनयम 4 के ईप-जवजनयम (2), (3), (4), (5) और (6) में जनदिषदष्ट प्रासंजगक वेतनमान की ऄंजतम वते न वृजा ऄर्भजत करने पर जलया गया मकान ककराया भत्ता होगा।.

(iii) केवल वे ऄजधकारी जो 01.11.1993 को या ईससे पहले बैंक की सेवा म ें थे, वे ऄपन े वेतन के ऄजधकतम वेतनमान तक पहुचं न े के एक वर्व बाद जनयत व्यजिगत वेतन के जलए पात्र होंगे।

(iv) 1 नवंबर, 1999 को और ईसके बाद जनयत व्यजिगत वेतन की ठरहाइ के कारण ईप जवजनयमन (2) की व्याख्या (सी) के रूप में ्‍ यावसाजयक ऄहतव ा भत् ता की ठरहाइ की ऄन सूची म ेंकोइ पठरवतनव नहीं ककया जाएगा: बिते कक जहां पहले प्रावधानों के कारण ्‍ यावसाजयक ऄहतव ा भत् ता की ककसी भी ककस्ट्त एक साल से अग े कर दी गइ थी और जो 1 नवंबर, 1999 को या ईसके बाद जारी ककए जाने वाली थी ईसे ईसी तारीख से जारी कर कदया जायेगा और ्‍ यावसाजयक ऄहतव ा भत् ता की दसू री ककस्ट्त, यकद कोइ हो, को 1 नवंबर, 2000 से जारी कर दी जायगे ी।

(v) जनयत वैयजिक भत्ता या जनयत वैयजिक वेतन का वेतनवजृ ा घिक सेवाजनवृजत्त लाभों के जलए गणना में जलया जायेगा।

(vi) एक ऄजधकारी जजसन े आस ईप-जवजनयम के खंड (ए) के ऄन सार ऄजग्रम वेतन वृजा ऄर्भजत की है, ईसे वेतनमान के ऄजधकतम तक पहुचं ने के एक वर्व बाद ईपय वि खंड (बी), (सी), (डी), (इ) या (एफ) म ें ईजल्लजखत जनयत व्यजिगत भत्ता या जनयत व्यजिगत वेतन की मात्रा प्रा होगी।[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 5

5. ईि जवजनयमों के जवजनयम 21 में:-

(i) ईप-जवजनयम (5) के बाद, जनम्नजलजखत ईप-जवजनयम डाला जाएगा, ऄथावत्:- "(6) 1 नवंबर, 2012 को और ईसके बाद, महगांइ भत् ता वेतन के 0.10क की दर से ऄजखल भारतीय औसत िजमक वगव ईपभोक्त ा मूल् य सचू कांक (सामान् य) अधार 1960 =100 की जतमाही औसत में 4440 ऄंकों के उपर 4 ऄंक की प्रत् येक वृजा ऄथवा जगरावि के जहसाब से देय होगा। स्ट्पजष्टकरण :- आस ईप-जवजनयम के प्रयोजनों के जलए- (ए) महगं ाइ भत्ते के प्रयोजन के जलए "वेतन" का ऄथव गत् यावरोध वेतन वृजा और जविेर् भत्ता सजहत मूल वेतन स े होगा;

(बी) जवजनयम 5 के ईप-जवजनयम (2) में स्ट्पष्टीकरण के खंड (सी), (डी), (इ), (एफ) और (जी) में जनदिषदष्ट व्यावसाजयक ऄहतव ा भत्ता या ्‍ यावसाजयक ऄहतव ा वेतन महगं ाइ भत्ते की गणना के जलए पात्र होगा।”.

6. ईि जवजनयमों के जवजनयम 22 म,ें ईप-जवजनयम (1) के स्ट्थान पर जनम्नजलजखत ईप-जवजनयम प्रजतस्ट्थाजपत ककए जाएगं ,े ऄथावत:्- "(1) 1 नवंबर, 2012 को और ईसके बाद,- (ए) यकद ककसी ऄजधकारी को बैंक द्वारा अवासीय स जवधा प्रदान की जाती ह ै तो जजस वेतनमान में ईसे रखा गया ह ै ईसके प्रथम प्रक्रम में मलू वते न के 0.75 प्रजतित के समान राजि ऄथवा अवास के जलए मानक ककराया, आनमें से जो भी कम हो, वसूल ककया जाएगा;

(बी) यकद ककसी ऄजधकारी को बैंक द्वारा अवासीय स जवधा प्रदान नही की गइ ह ै तो वह जनमन जलजखत दरों पर मकान ककराया भत् ता पाने का पात्र होगा, ऄथावत:्- ताजलका काम का स्ट्थान मकान ककराया भत्ता

(1) (2)

(i) प्रम ख ए िेणी के िहर एवं समूह "ए" में पठरयोजना क्षेत्र केन् द्र वेतन का 9.0%

(ii) क्षेत्र I में ऄन् य स्ट्थ ान पर तथा समूह ‘बी’ में पठरयोजना क्षेत्र केन् द्र वेतन का 8.0% और गोवा राज्य

(iii) ऄन्य स्ट्थान वेतन का 7.0% बिते कक यकद कोइ ऄजधकारी ककराए की रसीद प्रस्ट्तत करता है, तो ईसे देय मकान ककराया भत्ता वेतनमान के प्रथम प्रक्रम म ें वेतन का 0.75 प्रजतित ऄजधक ईसके द्वारा अवासीय अवास के जलए भ गतान ककया गया वास्ट्तजवक ककराया होगा जो ईपरोि ताजलका के कॉलम (2) में ईजल्लजखत दरों के ऄन सार देय मकान ककराया भत्ता के ऄजधकतम 150 प्रजतित होगा। नोि: ऄजधकाठरयों के अवास ककराया भत्ते के दावे जो ईनके स्ट्वाजमत्व अवास की लागत स े ज डे हुए हैं, वे भी ईपय विान सार अवास ककराया भत्ते के 150 प्रजतित तक सीजमत रहगें े।”.

7. ईि जवजनयमों के जवजनयम 23 म,ें - (ए) ईप-जवजनयम 1), (2), (3), (4), और (5) के स्ट्थान पर जनम्नजलजखत ईप-जवजनयम प्रजतस्ट्थाजपत ककए जाएगं ,े ऄथावत्:- "(1) 1 नवंबर, 2012 को और ईसके बाद से, यकद कोइ ऄजधकारी नीचे दी गइ ताजलका के कॉलम 1 में वर्भणत ककसी स्ट्थ ान में कायव करता ह ैंतो ईसे ईस स्ट्थ ान के सामने कॉलम 2 म ेंईजल्लजखत दर पर नगर प्रजतपूरक भत् ता देय होगा:-6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] ताजलका स्ट्थान दरें

(1) (2) (ए) क्षेत्र - I के स्ट्थ ान और गोवा राज्य म।ें मूल वेतन का 4%, ऄजधकतम रुपये 870/- प्रजतमाह (बी) 5 लाख और ईससे ऄजधक जनसंख्य ा वाल े स्ट् थान और मूल वेतन का 3%, ऄजधकतम रुपये 600/- प्रजतमाह राज्य ों की राजधाजनयतथ तथा चंडीग प, पाजण्डचेरी एवं पोि व ध लेयर

(2) 1 नवंबर, 2012 को और ईसके बाद से, जविेर् क्षेत्रों भत्ते की दरों के रूप में आन जनयमों के ऄन सूची में जनदिषदष्ट ककया जाएगा।

(3) 1 नवंबर, 2012 को और ईसके बाद से, ऄगर कोइ ऄजधकारी ग्र प ए या ग्र प बी के पठरयोजना क्षेत्र म ें काय व करता ह ै तो ईन्ह ें ग्र प ए या ग्र प बी के रूप में क्षेत्र के वगीकरण के ऄन सार क्रमिः 400 रुपये प्रजत माह या 350 रुपय ेप्रजत माह की दर से पठरयोजना प्रजतपरू क भत्ता कदया जायेगा।

(4) 1 नवंबर, 2012 को और ईसके बाद से यकद कोइ ऄजधकारी ककसी िैक्षजणक वर्व के मध् य में एक स्ट् थान स े दसू रे स्ट्थ ान पर स्ट्थ ानांतठरत ककया जाता ह ै और ईसके पहले के स्ट् थान म,ें स्ट् कूल ऄथवा कालजे में प पने वाल े एक ऄथवा ऄजधक बच् च े ह ैं तो ईसे सभी बच् चों के जलए ईसके बाद के स्ट् थान पर ठरपोिव करन े की तारीख से िैक्षजणक वर् व की समाज तक ₹1100/- प्रजत माह का मध् य-िैक्षजणक वर् व स्ट्थ ानांतरण भत् ता कदया जाएगा, परंत ऐसा भत् ता ईस ऄवस्ट्थ ा म ेंरोक कदया जाएगा, यकद सभी बच् चे पहले के स्ट् थान पर प पना छोड देते ह।ैं

(5) 1 जून, 2015 को और ईसके बाद से, यकद ककसी ऄजधकारी को बैंक स े बाहर सेवा के जलए प्रजतजनय क् त ककया जाता ह ै तो वह प्रजतजनय जि के पद पर देय ईन सभी पठरलजधधयों को प्रा्‍ त करने के जलए ऄपना जवकल् प द े सकता ह,ै जजसके जलए वह प्रजतजनय क् त ककया गया ह.ै जवकल्प के रूप में, वह ऄपन े वेतन के ऄजतठरक्त , वेतन का 7.75क, ऄजधकतम रुपय े 4000/- प्रजत माह प्रजतजनय क्त भत् ता और ऐस े ऄन् य भत्त े ल े सकता ह,ै जो ईसे ईसी स्ट् थान पर बैंक की सेवा में तैनात होने की जस्ट्थजत में प्रा्‍ त होत:े परंत वह ककसी ऐसे सगं िन म ें प्रजतजनय ि ह ै जो ईसी स्ट्थान पर जस्ट्थत ह ै जहा ं वह ऄपनी प्रजतजनय जि स े िीक पहल े तनै ात था, तो ईस े ईसके वते न का 4%, ऄजधकतम ₹2000/- प्रजत माह प्रजतजनयज ि भत्त ा जमलेगा:

आसके ऄलावा, यकद ककसी ऄजधकारी को बैंक के प्रजिक्षण प्रजत‍ि ान म ें संकाय सदस्ट् य के रूप म ें प्रजतजनयक् त ककया जाता ह ै तो वह ऄपन े वते न का 4%, ऄजधकतम ₹ 2000/- प्रजत माह प्रजतजनयज ि भत्त े के जलए पात्र होगा।”;

(बी) ईप-जवजनयम (8) के स्ट्थान पर, जनम्नजलजखत ईप-जवजनयम को प्रजतस्ट्थाजपत ककया जाएगा, ऄथातव ्:- "(8) 1 नवंबर, 2012 को और ईसके बाद से यकद ईसका काय-व समय कदन के देरान 2 घंिों के न् यनू तम ऄंतराल से दो भागों म ेंबंिा हुअ ह ैतो ईसे ₹200/- प्रजत माह जवभक्त काय-व समय भत् ता कदया जाएगा।”;

(सी) ईप-जवजनयम (10) में: - (ए) " नवंबर 2007 का प्रथम कदन" ऄंकों, ऄक्षरों और िधदों के स्ट्थान पर "नवंबर, 2012 का प्रथम कदन " ऄंक, ऄक्षर और िधद प्रजतस्ट्थाजपत ककए जाएंग;े (बी) ताजलका के स्ट्थान पर जनम्नजलजखत ताजलका प्रजतस्ट्थाजपत की जाएगी, ऄथावत्:-[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 7 ताजलका स्ट्थान दर

(1) (2)

(ii) 1000 मीिर और ईससे ऄजधक लेककन वेतन का 2% ऄजधकतम ₹ 750 प्रजत माह 1500 मीिर से कम उंचाइ वाले स्ट्थान और मकावरा िाईन

(ii) 1500 मीिर और ईससे ऄजधक लेककन 3000 मीिर वेतन का 2.5 % ऄजधकतम 1000 रुपये से कम उंचाइ वाला स्ट्थान प्रजत माह

(iii) 3000 मीिर और ईससे ऄजधक की उंचाइ वाला वेतन का 5% ऄजधकतम 2000 रुपये प्रजत स्ट्थान माह

8. ईि जवजनयमों के जवजनयम 24 म,ें -

(i) ईप-जवजनयम (1) के स्ट्थान पर जनम्नजलजखत ईप-जवजनयम प्रजतस्ट्थाजपत ककए जाएंग,े ऄथातव ्:- "(1) 1 नवंबर 2012 और ईससे अग,े दावा की गइ राजि हते ककये गये खचव का खाता जववरण हते ऄजधकारी के ऄपन े प्रमाण पत्र के अधार पर ऄपन े व पठरवार के जलए जचककत्सा व्यय की प्रजतपूर्भत के जलए एक ऄजधकारी नीच े दी गइ ताजलका के ऄन सार वर्भणत राजि हते पात्र होगा ऄथावत:् - ताजलका िणे ी प्रजतपर्भू त की ऄजधकतम सीमा

(1) (2) कजनष्ठ प्रबंधन और मध्य प्रबंधन िेणी ₹ 8000/- प्रजत वर्व या खचव की गइ राजि जो भी कम हो वठरष्ठ प्रबंधन और िीर् व कायवकारी िणे ी ₹ 9050/- प्रजत वर्व या खचव की गइ राजि जो भी कम हो ध्यान द:ें (i) एक ऄजधकारी को ऄप्रय ि जचककत्सा सहायता राजि जमा करने की ऄन मजत दी जा सकती ह ै जो ककसी भी समय उपर वर्भणत ऄजधकतम राजि के तीन गन ा से ऄजधक न हो; या

(ii) वर्व 2012 के जलए, जचककत्सा सहायता योजना के तहत जचककत्सा व्यय की प्रजतपूर्भत दो महीने, यानी नवंबर, 2012 और कदसंबर, 2012 के जलए अन पाजतक रूप से ब पाइ जाएगी। (1ए) एक ऄजधकारी, बोडव द्वारा जनदिषदष्ट जनयमों और ितों के ऄन सार ऄपन े और ऄपने पठरवार के जलए जचककत्सा बीमा स जवधा के जलए पात्र होगा।”.

9. ईि जवजनयमों के जवजनयम 25 म,ें ईप-जवजनयम (2) के स्ट्थान पर जनम्नजलजखत ईप-जवजनयम प्रजतस्ट्थाजपत ककए जाएंगे, ऄथावत:्- "(2) ईप-जवजनयम (1) में जनजहत क छ होते हुए भी, बैंक के पास एक ऄजधकारी द्वारा 1 नवंबर 2012 और ईससे अग,े ऄपने पद के वेतनमान के पहल े चरण के मलू वेतन के 0.75 प्रजतित राजि ऄथवा अवास हते मानक ककराया, जो भी कम हो, का भ गतान करन े पर ईस ऄजधकारी को अवास ईपलधध कराने का जवकल्प होगा:

बिते कक जहां ऄजधकारी को ऐस े अवास को फनीचर सजहत ईपलधध कराया जाता है, वहा ं ईसके पद के वेतनमान के पहले चरण के मलू वेतन के 0.15 प्रजतित के बराबर ऄजतठरि राजि, बैंक द्वारा ईससे वसूल की जाएगी: अग,े यह कक जहा ं ऐसा अवासीय अवास बैंक द्वारा ईपलधध कराया जाता ह,ै वहां जबजली, पानी, गैस और संरक्षण का प्रभार ईस ऄजधकारी द्वारा वहन ककया जाएगा।”.8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

10. ईि जवजनयमों के जवजनयम 33 म,ें ईप-जवजनयम (4) के बाद, जनम्नजलजखत ईप-जवजनयम को प्रजतस्ट्थाजपत ककया जाएगा, ऄथावत:्- "(4) 1 नवंबर 2015 और ईससे अग,े केवल ईन कदनों को छोड्कर, जजनके जलय े ऄवकाि का अवेदन ककया गया ह ै ककत आसके जलये मना कर कदया गया ह,ै ऄर्भजत ऄवकाि दो से सत्तर कदनों से ऄजधक संजचत नहीं ककया जा सकता ह:ै बिते कक ऄर्भजत ऄवकाि का नकदीकरण ऄजधकतम दो से चालीस कदनों तक सीजमत होगा:

परन्त यह और कक ऄर्भजत ऄवकाि लेन े का आच्छ क ऄजधकारी सामान्यतया ऐसी छ टी ी लेन े के ऄपन े अिय की कम से कम पन्द्रह कदन पूव वसूचना देगा।".

11. ईि जवजनयमों के जवजनयम 34 म,ें ईप-जवजनयम (3) के बाद, जनम्नजलजखत ईप-जवजनयम सजममजलत ककए जाएंगे, ऄथावत:्- "(4) 1 जून 2015 और ईसस े अग,े एक ऄजधकारी को ईसके पूरे सेवाकाल के देरान एक बार ग द े या ऄगं दान करने के जलए ऄजधकतम 30 कदनों तक का जविेर् जचककत्सा ऄवकाि प्रदान ककया जा सकता है।”.

12. ईि जवजनयमों के जवजनयम 36 म,ें ईप-जवजनयम (2) और (3) के स्ट्थान पर जनम्नजलजखत ईप-जवजनयम प्रजतस्ट्थाजपत ककए जाएंग,े ऄथावत:्- "(2) 25 मइ 2015 स,े एक जनःसंतान मजहला ऄजधकारी को एक वर्व से कम ईम्र के बच्चे को कानूनी रूप से गोद लेन े हते ईसके परू े सेवाकाल के देरान एक बार, जनम्नजलजखत जनयमों और ितों के ऄधीन ऄजधकतम छह महीन े की ऄवजध के जलए ऄवकाि प्रदान ककया जा सकता ह:ै-

(i) केवल एक बच्चे को गोद लने े के जलए ऄवकाि कदया जाएगा;

(ii) बच्चे को गोद लेना एक ईजचत कानूनी प्रकक्रया के माध्यम से होना चाजहए और ऄजधकारी को ऐसा ऄवकाि स्ट्वीकृत करवाने के जलए गोद लने े का जवलेख पत्र बैंक को प्रस्ट्त त करना होगा;

(iii) जहां बच्चे का जन्म सरोगेसी के माध्यम से हुअ हो, ईन मामलों म,ें जैजवक मां को भी ऄवकाि ईपलधध होगा; तथा

(iv) यह ऄवकाि, पूरे सेवाकाल के देरान, बारह महीने की समग्र पात्रता के भीतर जलया जायगे ा।

(3) 25 मइ 2015 से, बारह महीने की क ल ऄवजध के भीतर, गभाविय ईच्छेदन के मामले में ऄजधकतम साि कदनों तक का ऄवकाि भी प्रदान ककया जा सकता है।

(4) मातृत्व ऄवकाि, जो मूल वेतन पर होगा, एक मजहला ऄजधकारी को ककसी एक ऄवसर पर ऄजधकतम छह महीने और ईसके परू े सेवाकाल के देरान, बारह महीन े से ऄजधक की ऄवजध के जलए नहीं कदया जाएगा: बिते कक बारह महीन े की क ल ऄवजध के भीतर गभवपात या गभाववस्ट्था के जचककत्सीय समापन के मामल े में भी ऄवकाि भी प्रदान ककया जा सकता ह।ै

(5) 1 जून 2015 से, दो जीजवत बच्चों तक वाले परु र् ऄजधकारी ऄपनी पत्नी की प्रसूजत के देरान पंद्रह कदन के जपतृत्व ऄवकाि के जलए पात्र होंगे, जजसे अकजस्ट्मक ऄवकाि को छोडकर ककसी भी ऄन्य प्रकार के ऄवकाि साथ जोडा जा सकता ह:ै बिते ऄवकाि अवेदन बच्चे के जन्म की तारीख से पन्द्रह कदन पहल े या छह महीने तक ककया गया हो।".

13. ईि जवजनयमों के जवजनयम 38 के स्ट्थान पर जनम्नजलजखत जवजनयम प्रजतस्ट्थाजपत ककया जाएगा, ऄथातव ्:- "38 ऄवकाि की समाज - नीचे कदए गए प्रावधान के ऄलावा, ककसी ऄजधकारी के खाते में जमा सभी ऄवकाि, त्यागपत्र, सेवाजनवृजत्त, मृत्य , सेवाम जि, जनलंबन या सेवा समाज पर समा हो जाएंग:े[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 9 बिते कक जब कोइ ऄजधकारी बैंक की सेवा से सेवाजनवृत्त होता है वह, ईसके ऄपने ईपजचत ऄजधकतम दो से चालीस कदनों तक के ऄर्भजत ऄवकाि तक ककसी भी ऄवजध की पठरलजधधयों के समान राजि का भ गतान प्रा करने का पात्र होगा:

परंत यह और कक जहां ककसी ऄजधकारी को ऄजनवायव रूप से सेवाजनवृत्त कर कदया गया ह,ै जजसमें सजा के तेर पर ऄजनवायव सेवाजनवृजत्त भी िाजमल ह,ै वह, ऄपन े ईपजचत ऄजधकतम दो से चालीस कदनों तक के ऄर्भजत ऄवकाि तक ककसी भी ऄवजध की पठरलजधधयों के समान राजि का भ गतान प्रा करन े का पात्र होगा:

परंत यह भी कक जहां ककसी ऄजधकारी की सेवा के देरान मृत्य हो जाती ह,ै वहां ईसके जवजधक प्रजतजनजधयों को ईसकी मृत्य की तारीख को ईसके खाते में दो से चालीस कदन के जविेर्ाजधकार ऄवकाि से ऄनजधक की पठरलजधधयों के बराबर राजि दये होगी:

परंत यह भी कक जवजनयमन 20 के ईप जवजनयमन (2) के ऄन सार देय सूचना देन े के पश्चात कदनांक 1 ऄप्रेल 2001 को और ईसस े अग,े एक ऄजधकारी जो सेवा से त्यागपत्र देता ह,ै ईसे, सेवा समाज के कदन ईसके खात े म ें जमा ऐसे ऄवकाि के अधे तक, ककत ऄजधकतम एक से बीस कदनों के ऄर्भजत ऄवकाि तक की पठरलजधधयों के समान राजि का भग तान प्रदान ककया जा सकता है।"।

14. ईि जवजनयमों के जवजनयम 41 म,ें - i) ईप-जवजनयम (1) के स्ट्थान पर जनम्नजलजखत खंड प्रजतस्ट्थाजपत ककया जाएगा, ऄथावत्:- "(1) कदनांक 1 नवंबर 2012 को और ईससे अग,े जहााँ एक ऄजधकारी ड्यूिी के जलए यात्रा करना ऄपेजक्षत, जनम्नजलजखत प्रावधान लाग ूहोंग,े ऄथावत्: - (ए) कजनष्ठ प्रबंधन िणे ी में एक ऄजधकारी रेन से प्रथम िेणी या एसी 2-ठियर स्ट्लीपर से यात्रा करने का पात्र ह ै:

ककत वह हवाइ (आकोनॉमी क्लास) से यात्रा कर सकता ह,ै बिते कक सक्षम प्राजधकारी द्वारा व्यापार या साववजजनक जहत की ऄत्यावश्यकताओं को ध्यान म ेंरखत े हुए ऄन मजत दी गइ हो; (बी) मध्य प्रबंधन िणे ी म ेंएक ऄजधकारी रेन से प्रथम िेणी या एसी 2-ठियर स्ट्लीपर से यात्रा करने का पात्र ह:ै ककत वह हवाइ (आकोनॉमी क्लास) से यात्रा कर सकता ह ै बिते कक यात्रा की दरू ी 1000 ककलोमीिर स े ऄजधक ह:ै ककत यह भी कक वह हवाइ यात्रा (आकोनॉमी क्लास) से कम दरू ी के जलए भी यात्रा कर सकता है, बिते यकद सक्षम प्राजधकारी द्वारा व्यवसाय या साववजजनक जहत की ऄत्यावश्यकताओं को ध्यान में रखते हुए ऐसा करन े की ऄन मजत दी जाती ह;ै (सी) वठरष्ठ प्रबंधन या िीर् व कायवकारी िणे ी म ें एक ऄजधकारी रेन या हवाइ (आकोनॉमी क्लास) द्वारा एसी प्रथम िेणी स े यात्रा करने का पात्र ह;ै (डी) वठरष्ठ प्रबंधन या िीर् व कायवकारी िेणी में एक ऄजधकारी हवाइ या रेल से नहीं ज डे स्ट्थानों के बीच कार स े यात्रा कर सकता ह ैबिते कक दरू ी 500 ककलोमीिर से ऄजधक न हो:

बिते कक जब दो स्ट्थानों के बीच की दरू ी का एक बडा जहस्ट्सा हवाइ या रेल द्वारा तय ककया जा सकता है, तो िेर् दरू ी सामान्य रूप से कार द्वारा तय की जानी चाजहए; (आ) ककसी ऄन्य ऄजधकारी को सक्षम प्राजधकारी द्वारा व्यवसाय की ऄजनवायवताओं को ध्यान म ें रखते हुए ऄपन े वाहन या िैक्सी या बैंक के वाहन से यात्रा करने के जलए ऄजधकृत ककया जा सकता है;

(एफ) ककसी भी िेणी या वेतनमान का ऄजधकारी सडक या हवाइ या रेल से नहीं जड े स्ट्थानों के बीच डीलक्स केजबन िेणी म ेंजल पठरवहन द्वारा यात्रा करने के जलए पात्र होगा।";

(ii) ईप-जवजनयम (4) म,ें खंड (ए) के स्ट्थान पर, जनम्नजलजखत खंड को प्रजतस्ट्थाजपत ककया जाएगा, ऄथातव ्: -10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] "(ए) 1 जून 2015 से और ईससे अग,े जनम्न ताजलका के कालम (1) में वर्भणत िणे ी या वेतनमान के ऄजधकारी ताजलका की पंजि के समक्ष कालम (2) में जनधावठरत दर से दैजनक जवराम भत्ता के जलए पात्र होंगे, ऄथावत:् - ताजलका ऄजधकाठरयों के िणे ी / वते नमान मरे ो (₹) प्रमख 'ए' िणे ी के क्षत्रे 1 (₹) ऄन्य स्ट्थान िहर (₹) (₹)

(1) (2) वेतनमान VI और ईससे उपर के 1800 1300 1100 950 ऄजधकारी वेतनमान IV और V के ऄजधकारी 1500 1300 1100 950 वेतनमान I/II/III के ऄजधकारी 1300 1100 950 800 बिते कक जहा ं ऄन पजस्ट्थजत की क ल ऄवजध अि घंिे से कम लेककन चार घंिे से ऄजधक हो, वहां ईपरोि दरों के अधे पर जवराम भत्ता देय होगा। स्ट्पष्टीकरण, - जवराम भत्ता की गणना के प्रयोजनों के जलए, "प्रजत कदन" का ऄथव चेबीस घंिे की प्रत्येक ऄवजध या ईसके बाद के ककसी भी भाग स े होगा, जजसे हवाइ यात्रा के मामले म ें प्रस्ट्थान के जलए ठरपोर्टिग समय से और ऄन्य मामलों में प्रस्ट्थान के जनधावठरत समय स े वापस अगमन के वास्ट्तजवक समय तक जगना जाता ह ै और जहा ं ऄन पजस्ट्थजत/देरे की क ल ऄवजध चेबीस घंिे से कम ह,ै "प्रजत कदन" का ऄथ वहोगा अि घंिे से कम की ऄवजध नहीं।"।

15. ईि जवजनयमों के जवजनयम 42 में, ईप-जवजनयम (3) के स्ट्थान पर, जनम्नजलजखत ईप- जवजनयम को प्रजतस्ट्थाजपत ककया जाएगा, ऄथावत:्- "(3) जून, 2015 के पहले कदन को और ईससे अग,े स्ट्थानांतरण पर एक ऄजधकारी पैककग, स्ट्थानीय पठरवहन, सामान का बीमा, अकद से जड े खचों के जलए एकम श्त राजि के जलए पात्र होगा, जैसा कक नीचे दी गइ ताजलका म ें जनदिषदष्ट ह,ै ऄथावत:् - ताजलका िणे ी या वते नमान राजि

(1) (2) िीर्व कायवपालक और वठरष्ठ प्रबंधन िणे ी 20,000 रुपय े (वेतनमान IV और ईससे उपर के ऄजधकारी) मध्य प्रबंधन और कजनष्ठ प्रबंधन िेणी 15,000 (वेतनमान III तक के ऄजधकारी)

16. ईि जवजनयमों के जवजनयम 44 म,ें ईप-जवजनयम (3) के स्ट्थान पर, जनम्नजलजखत ईप-जवजनयम को प्रजतस्ट्थाजपत ककया जाएगा, ऄथावत:्- "(3) चार वर्ो के प्रत्येक धलॉक के देरान, एक ऄजधकारी दो वर्व के प्रत्येक धलॉक म ें एक बार ऄपने ऄजधवास स्ट्थान की यात्रा के जलए छ टी ी यात्रा ठरयायत के जलए पात्र होगा:

बिते कक वह दो वर्व के एक धलॉक में ऄपने ऄजधवास स्ट्थान और दो वर्व के दसू रे धलॉक में भारत में ककसी भी स्ट्थान पर सबसे कम दरू ी के मागव से यात्रा कर सकता ह:ै बिते अग े यह भी कक कदनांक 1 जून, 2015 से, वैकजल्पक रूप स,े एक ऄजधकारी 4 वर्व के धलॉक या दो वर् व के धलॉक, जैसा भी मामला हो, में ककसी भी समय ऄभ्यपणव (सरैंडर) करके ऄपनी ऄवकाि ककराया स जवधा (ऄजधवास स्ट्थान की यात्रा के ऄलावा) का नकदीकरण कर सकता ह.ै ऐसा करन े पर वह रेन द्वारा यात्रा की ईस िेणी से, जजसका कक वह पात्र ह,ै कप्रक्षे वेतनमान I तथा मप्रक्षे वेतनमान II एवं III के ऄजधकाठरयों के जलए 4500[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 11 कक.मी. की दरू ी (एक तरफा) तथा वप्रक्ष े IV एवं आससे ऄजधक के ऄजधकाठरयों के जलए 5500 कक.मी. की दरू ी (एक तरफा) तक के पात्र ककराए के बराबर राजि को प्रा करने हते पात्र होंगे:

परंत यह भी कक कदनांक 1 जनू , 2015 से, ऄपनी ऄवकाि ककराया स जवधा के नकदीकरण को चन न े वाला ऄजधकारी ईस धलॉक ऄवजध म ें एक बार, जजसमें नकदीकरण की स जवधा ली गइ ह ै ऄपन े तथा ऄपन े पठरवार के सदस्ट्यों हते दावा कर सकता ह.ै ऄवकाि ककराया स जवधा लेते समय ऄर्भजत ऄवकाि का नकदीकरण भी ईपलधध होगा.

(3ए) छ टी ी ककराया ठरयायत का लाभ प्रा करने वाला कोइ ऄजधकारी यात्रा की ईस रीजत और िेणी के जलए पात्र होगा जैसा कक सामन्यत: स्ट्थानांतरण पर यात्रा के मामले म ेंह ैतथा ऄन्य जनयम एंव िते, जजसके ऄधीन ऄजधकारी द्वारा ऄवकाि ककराया ठरयायत ली जानी ह,ै जनदेिक मंडल द्वारा समय-समय पर जनधावठरत की जाती ह:ै बिते कदनांक 1 मइ 2010 से कजनष्ठ प्रबन्धन िणे ी वते नमान I के ऄजधकारी एलिीसी के समय हवाइ जहाज से न्यूनतम ककराए में ककफायती िेणी में यात्रा करने के पात्र ह.ै आस मामले में वास्ट्तजवक ककराया या तय की गइ दरू ी के रेन का एसी प्रथम िेणी का ककराया, दोनों में से जो कम हो, ईसकी प्रजतपूर्भत की जाएगी. यही जनयम मध्य प्रबन्धन िेणी वेतनमान II तथा मध्यम प्रबन्धक िेणी वेतनमान III के ऄजधकाठरयों द्वारा एलिीसी का लाभ लने े के समय लागू होगा जहां दरू ी 1000 ककलोमीिर से कम हों।”.

NOTIFICATION Mumbai, the 3rd January, 2022 F. No. CO:HRD:IRP:2021-22:236.—In exercise of the powers conferred by section 19, read with sub-section (2) of section 12 of the Banking Companies (Acquisition and Transfer of Undertakings) Act, 1970(5 of 1970), the Board of Directors of the Central Bank of India in consultation with the Reserve Bank of India and with the previous sanction of the Central Government, hereby makes the following regulations further to amend the Central Bank of India (Officers‘) Service Regulations, 1979, namely:-

1. (1) These regulations may be called the Central Bank of India (Officers‘) Service (Amendment) Regulations, 2021.

(2) Save as provided in these regulations, they shall be deemed to have come into force with effect from the 1st day of November, 2012.

2. In the Central Bank of India (Officers‘) Service Regulations, 1979 (hereinafter referred to as the said regulations), in regulation 3, for clause (f), the following clause shall be substituted, namely:- ‗(f) ―family‖ means the spouse of the officer, wholly dependent unmarried children(including step children and legally adopted children), wholly dependent physically and mentally challenged brother or sister with forty per cent or more disability, widowed daughters and dependent divorced or separated daughters, sisters including unmarried or divorced or abandoned or separated from husband or widowed sisters, and parents wholly dependent on the officer and in case of a married female officer may include her natural parents or parents-in-law, but not both.

Explanation.-―wholly dependent‖ shall mean such member of the family having an income not exceeding Rs. 10,000 per month and where the wholly dependent family members are parents, the income of any parent or aggregate income of both the parents if exceeds Rs.

10,000 per month, both the parents shall not be considered as wholly dependent on the officer.

3. In regulation 4 of the said regulations, for sub-regulation (6), the following sub-regulations shall be inserted, namely:- ―(6) With effect from the 1st November, 2012, the scales of pay specified against each grade shall

be as under:

(a) Top Executive Grade Scale VII = Rs.76520 -2120/4- 85000 Scale VI = Rs.68680 - 1960/4- 76520

(b) Senior Management Grade Scale V = Rs.59170 - 1650/2 – 62470 - 1800/2- 66070 Scale IV = Rs.50030 - 1460/4 – 55870 - 1650/2– 59170

(c) Middle Management Grade Scale III = Rs.42020 - 1310/5 – 48570 - 1460/2- 51490 Scale II = Rs.31705 - 1145/1 – 32850 - 1310/10- 45950

(d) Junior Management Grade Scale I = Rs.23700 - 980/7 – 30560 - 1145/2 – 32850 - 1310/7- 42020.

Explanation:- Every officer who is governed by the scales of pay as in force as on 31st October, 2012 shall be fitted in the scale of pay set out as in this sub-regulation as on 1st November, 2012 on stage to stage basis, or the corresponding stages from first stage onwards in the respective scales and the increments shall fall on the anniversary date as usual.

(7) Nothing in sub-regulation (1),(2),(3),(4),(5) and (6) shall be construed as requiring the Bank to have at all times, officers serving in all these grades.[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 17

(8) With effect from 1st day of November, 2012, officers shall be paid Special Allowance as under:

Scale I-III – 7.75% of Basic Pay plus applicable Dearness Allowance thereon Scale IV-V – 10% of Basic Pay plus applicable Dearness Allowance thereon Scale VI-VII – 11% of Basic Pay plus applicable Dearness Allowance thereon

Provided that nothing in this sub-regulation shall be construed as requiring the Bank to have at all times officers serving in this grade.

NOTE: The Special Allowance referred to in sub-regulation (8) with applicable Dearness Allowance thereon shall not be reckoned for superannuation benefits, such as pension including New Pension Scheme, Provident Fund and Gratuity‖.

4. In regulation 5 of the said regulations,-

(i) for sub-regulation (1), the following sub-regulation shall be substituted, namely:- ―(1) Subject to the provisions of sub-regulation (6) of regulation 4, on and from the 1st day of November, 2012, the increments shall be granted subject to the following, namely:-

(a) the increments specified in the scales of pay set out in sub-regulation (6) of regulation 4 shall, subject to the sanction of the Competent Authority, accrue on an annual basis and shall be granted on the first day of the month in which these fall due;

(b) one year after reaching the maximum in their respective Scales, officers in Scale I and Scale II, shall be granted further increments including stagnation increment in the next higher Scale only as specified in clause (c) below subject to their crossing the efficiency bar;

(c) officers in Junior Management Grade Scale I who have moved to Middle Management Grade Scale II in terms of clause (b) after reaching maximum of the higher Scale, shall be eligible for four stagnation increments for every three completed years of service of which the first two shall be Rs. 1310 each and next two Rs. 1460 each;

(d) officers in Middle Management Grade Scale II who have moved to Middle Management Grade Scale III in terms of clause (b) after reaching maximum of higher scale shall be eligible for three stagnation increments of Rs.1460 each for every three completed years of service and a fourth stagnation increment of Rs. 1460 two years after receipt of third

stagnation increment:

Provided that officers who have completed two years or more after receipt of the third stagnation increment shall be granted the fourth stagnation increment with effect from 1st May, 2015;

(e) officers in substantive Middle Management Grade Scale III (those recruited in or promoted to Middle Management Grade Scale III) shall be eligible for three stagnation increments of Rs. 1460 each for every three completed years of service and fourth stagnation increment of Rs. 1460 to Officers who have completed two years or more after releasing third stagnation increment as on 1st May, 2015 and a fifth stagnation increment of Rs. 1460 two years after receipt of fourth stagnation increment provided that the Officers who have completed two years after receipt of the fourth stagnation increment shall be granted the fifth stagnation increment with effect from 1st Day of May, 2015;

(f) officers in Senior Management Grade Scale-IV shall be eligible for one stagnation increment of Rs. 1650 three years after reaching the maximum of scale with effect from 1st Day of May, 2015:

Provided that such increment shall not be allowed to an officer who refuses promotion when offered.18 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

Explanation:- Grant of such increments in the next higher Scale under this sub-regulation shall not amount to promotion and the privileges, perquisites, duties and responsibilities of the Officers shall continue as of their substantive posts.‖;

(ii) in sub-regulation(2), in the Explanation, after clause(f) and before the Note, the following clause shall be inserted, namely:- ―(g) On and from the 1st day of November, 2012, other things being equal, the quantum of

Professional Qualification Pay shall stand revised as specified in the table below:

Provided that an officer acquiring Junior Associate of Indian Institute of Bankers or Certified Associate of Indian Institute of Bankers(either or both parts) qualifications after reaching the maximum of the scale of pay shall be granted from the date of acquiring such qualification, the first installment of Professional Qualification Pay and the release of subsequent installments of Professional Qualification Pay shall be with reference to the date of release of first installment of Professional Qualification Pay.‖;

(iii) in sub-regulation(3), after the table under clause (e), the following clause shall be inserted, namely:- ―(f)‖ on and from the 1st day of November, 2012, other things being equal, Fixed Personal Pay together with House Rent Allowance shall be at the following rates and shall remain frozen for the

entire period of service:

Note:

(i) Fixed Personal Allowance or Fixed Personal Pay as indicated under column (3) of the tables in clauses (b),(c),(d),(e) and (f) of this sub-regulation shall be payable to those officer who are

provided with Bank‘s accommodation.

(ii) Fixed Personal Allowance or Fixed Personal Pay for officers eligible for House Rent Allowance shall be the aggregate amount specified under columns (1) and (2) of the Table under clause (f) and House Rent Allowance drawn by the concerned officer when the last increment of the relevant scale of pay as specified in sub-regulation (2), (3),(4), (5) and (6) of regulation 4 is earned.[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 19

(iii) Only Officers who were in the service of the Bank on or before 01.11.1993 shall be eligible for Fixed Personal Pay one year after reaching the maximum scale of the pay they are placed.

(iv) On and from 1st November,1999 there shall be no change in the schedule of release of Professional Qualification Pay as in explanation (c) of sub-regulation (2) on account of release of

Fixed Personal Pay:

Provided that where any installment of Professional Qualification Pay which on account of the earlier provisions has been shifted by a year and is scheduled for release on or after 1st November,1999, it shall be released to the officer on and from that date and second installment of Professional Qualification Pay, if any, shall be released on 1st November, 2000.

(v) The increment component of Fixed Personal Allowance or Fixed Personal Pay shall rank for superannuation benefits.

(vi) An officer who has earned the advance increment as in Clause (a) of this sub-regulation shall draw the quantum of Fixed Personal Allowance or Fixed Personal Pay as mentioned in clauses (b),

(c),(d), (e) or (f) above, one year after reaching the maximum of the scale.

5. In regulation 21 of the said regulations:-

(i) after sub-regulation(5), the following sub-regulation shall be inserted, namely:- ―(6) On and from the 1st day of November, 2012, Dearness Allowance shall be payable for every rise or fall of four points over 4440 points in the quarterly average of the All India Average Working Class Consumer Price Index (General) Base 1960=100 at 0.10% of pay.

Explanation:- For the purposes of this sub-regulation-

(a) ―pay‖ for the purpose of Dearness Allowance shall mean basic pay including Stagnation Increments plus Special Allowance;

(b) Professional Qualification Allowance or Professional Qualification Pay as specified in clauses (c), (d),(e),(f) and (g) to the explanation in sub-regulation(2) of regulation 5 shall rank for Dearness Allowance.‖.

6. In regulation 22 of the said regulations, for sub-regulations (1) , the following sub-regulations shall be substituted, namely:- ―(1) on and from the 1st day of November, 2012,-

(a) where an officer is provided with residential accommodation by the Bank, a sum equal to 0.75 per cent of the basic pay in the first stage of the scale of pay in which he is placed or the standard rent for the accommodation, whichever is less, shall be recovered from him;

(b) where an officer is not provided any residential accommodation by the Bank, he shall be eligible for House Rent Allowance at the rates specified in the following table, namely:- TABLE Place of Work House Rent Allowance

Provided that if an officer produces a rent receipt, the House Rent Allowance payable to him shall be the actual rent paid by him for the residential accommodation in excess over 0.75 per cent of pay in the first stage of the scale of pay in which he is placed with a maximum of 150 per cent of the House Rent Allowance payable as per aforesaid rates mentioned in column (2) of the above table.20 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

NOTE: The claims of officers for House rent Allowance linked to the cost of their ownership accommodation shall also be restricted to 150 per cent of the House Rent Allowance as hitherto.‖.

7. In regulation 23 of the said regulations,-

(A) for sub regulation (1), (2), (3), (4), and (5), the following sub-regulations shall be substituted,

namely:- ―(1) On and from the 1st Day of November, 2012, if an Officer is serving in a place mentioned in column (1) of the table below, a City Compensatory Allowance at the rate mentioned in column (2) thereof against that place shall be payable:- Places Rate

(ii) Places with population of five lakhs and over 3% of Basic Pay subject to a maximum of and State Capitals and Chandigarh, Puducherry Rs.600 per month. and Port Blair.

(2) On and from 1st Day of November, 2012, the rates of Special Areas Allowance shall be as specified in the Schedule to these regulations.

(3) On and from the 1st day of November, 2012, if an officer is serving in an area specified as Project Area falling in Group A or Group B, he shall be eligible for a Project Area Compensatory Allowance at the rate of Rs.400 per month or Rs.350 per month according to the classification of area as Group A or Group B.

(4) On and from the 1st day of June, 2015, if an officer is transferred from one place to another in the midst of an academic year and if he has one or more children studying in school or college, in the former place, he shall be eligible for a mid-academic year transfer allowance of Rs. 1100 per month from the date he reports to the latter place upto the end of the academic year in respect of all the children, provided that such allowance shall cease if all the children cease studying at the former place.

(5) On and from the 1st day of June, 2015, if an officer is deputed to serve outside the Bank, he may opt to receive the emoluments attached to the post to which he is deputed, or he may in addition to his pay, draw a deputation allowance at the rate of 7.75 per cent of pay subject to a maximum of Rs.4000 per month and such other allowances he would have drawn had he been posted in the Bank‘s service at that place:

Provided that where he is deputed to an organization which is located at the same place where he was posted immediately prior to his deputation, he shall receive a deputation allowance equal to 4 per cent of his pay subject to a maximum of Rs. 2000 per

month:

Provided further that an officer on deputation to the Training Establishment of the Bank as a faculty member shall be eligible for deputation allowance at the rate of 4 per cent of his pay subject to a maximum of Rs.2000 per month.‖;

(B) for sub-regulation (8), the following sub-regulation shall be substituted, namely:- ―(8) On and from the 1st day of November 2012, if the working hours during a day are split with minimum interval of two hours, an officer shall be eligible for a Split Duty Allowance at the rate of Rs.200 per month.‖;

(C) in sub-regulation(10):-

(a) for the figures, letters and words ―1st day of November 2007‖, the figures, letters and words ―1st day of November, 2012‖ shall be substituted;

(b) for the table, the following table shall be substituted, namely:-[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 21 TABLE Place Rate

8. In regulation 24 of the said regulations,-

(i) for sub-regulation (1), the following sub-regulations shall be substituted, namely:- ―(1) On and from the 1st day of November 2012, an officer shall be eligible for reimbursement of medical expenses for self and family on the strength of the officer‘s own certificate of having incurred such expenditure supported by a statement of accounts for the amounts claimed as specified in the table below, namely:- TABLE Grade Maximum limit of reimbursement

(1) (2) Junior Management and Middle Management Rs. 8000 per annum or the amount Grade incurred whichever is less Senior Management and Top Executive Rs. 9050 per annum or the amount Grade incurred whichever is less

Note: (i) an officer may be allowed to accumulate unavailed medical aid so as not to exceed at any time three times the maximum amount provided above; or

(ii) for the year 2012, the reimbursement of medical expenses under the medical aid scheme shall be enhanced proportionately for two months, that is, November, 2012 and December, 2012.

(1A) An officer shall be eligible for medical insurance facility for self and his family, as per the terms and conditions specified by the Board.‖.

9. In regulation 25 of the said regulations, for sub-regulation (2), the following sub-regulations shall be substituted, namely:- ―(2) Notwithstanding anything contained in sub-regulation (1), it shall be open to the Bank to provide residential accommodation to an Officer on payment by the Officer, on and from the 1st day of November, 2012, a sum equal to 0.75 per cent of the basic pay in the first stage of the scale of pay in which he is placed or the standard rent for the accommodation, whichever is less:

Provided that where the Officer is provided with furniture at such residence, a further sum equal to 0.15 per cent of basic pay in the first stage of the scale of pay in which he is placed

shall be recovered by the Bank from him:

Provided further that, where such residential accommodation is provided by the Bank, the charges for electricity, water, gas and conservancy shall be borne by the officer.‖.

10. In regulation 33 of the said regulations, after sub-regulation (4), the following sub regulation shall be substituted, namely:- ―(4) On and from 1st Day of June, 2015, Privilege Leave may be accumulated up to not more than two hundred and seventy days days except where leave has been applied and it

Provided that encashment of Privilege Leave shall be restricted up to a maximum

of two hundred and forty days:

Provided further that an Officer desiring to avail Privilege Leave shall ordinarily give not less than fifteen days notice of his intention to avail of such leave.‖.

11. In regulation 34 of the said regulations, after sub-regulation (3), the following sub-regulation shall be inserted, namely:- ―(4) On and from the 1st June, 2015, Special Sick Leave upto thirty days may be granted to an officer once during his entire period of service for donation of kidney or organ.‖.

12. In regulation 36 of the said regulations, for sub-regulation (2) and (3), the following sub-regulations shall be substituted, namely:- ―(2) With effect from the 25th day of May 2015, leave may also be granted once during service to a childless female officer for legally adopting a child who is below one year of age for a

maximum period of six months subject to the following terms and conditions:-

(i) leave will be granted for adoption of only one child;

(ii) the adoption of a child be through a proper legal process and the officer shall produce the adoption-deed to the Bank for sanctioning such leave;

(iii) the leave shall also be available to biological mother in cases where the child is born through surrogacy; and

(iv) the leave shall be availed within overall entitlement of twelve months during the entire period of service.

(3) With effect from the 25th day of May 2015, within the overall period of twelve months, leave may also be granted in case of hysterectomy upto a maximum of sixty days.

(4) Maternity leave, which shall be on substantive pay, shall be granted to a female officer for a period not exceeding six months on any one occasion and twelve months during the entire

period of her service:

Provided that within the overall period of twelve months, leave may also be granted in case of miscarriage or abortion or Medical Termination of Pregnancy.

(5) With effect from 1st day of June 2015, male officers having up to two surviving children shall be eligible for fifteen days paternity leave during his wife‘s confinement which may be

combined with any other kind of leave except casual leave:

Provided that the leave shall be applied upto fifteen days before or upto six months from the date of delivery of the child.‖.

13. For regulation 38 of the said regulations, the following regulation shall be substituted, namely:- ― 38 Lapse of Leave,- Save as provided below, all leave to the credit of an officer shall lapse on resignation, retirement, death, discharge, dismissal or termination:

Provided that where an officer retires from the Bank‘s service, he shall be eligible to be paid a sum equivalent to the emoluments of any period, not exceeding two hundred

and forty days of privilege leave that he had accumulated:

Provided further that where an officer has been compulsorily retired including as a measure of punishment, he shall be eligible to be paid a sum equivalent to emoluments of any period, not exceeding two hundred and forty days of privilege leave that he has

accumulated:

Provided also that where an officer dies while in service, there shall be payable to his legal representatives, a sum equivalent to the emoluments for the period not exceeding

two hundred and forty days of privilege leave to his credit as on the date of his death:

Provided also that where an officer resigns from service on or after 1st April, 2001 after giving due notice as in sub-regulation (2) of regulation 20, he may be paid a sum equivalent to the emoluments in respect of privilege leave to the extent of half of such[भाग III—खण् ड 4] भारत का राजपत्र : ऄसाधारण 23 leave to his credit on the date of cessation of service, subject to a maximum of one hundred and twenty days.‖.

14. In regulation 41 of the said regulations,-

(i) for sub-regulation (1), the following clause shall be substituted, namely:- ―(1) On and from 1st Day of November, 2012, wherever an officer is required to travel on duty, the following provisions shall apply, namely:-

(a) an officer in Junior Management Grade is entitled to travel by 1st class or AC2- tier

Sleeper by train:

Provided that he may travel by air (economy class) if so permitted by Competent Authority, having regard to the exigencies of business or public interest;

(b) an officer in Middle Management Grade is entitled to travel by 1st Class or AC2- tier

Sleeper by train:

Provided that he may travel by air (economy class) if the distance to be travelled is more than 1000 Kilometers:

Provided further that he may travel by air (economy class) even for a shorter distance if so permitted by the Competent Authority, having regard to the exigencies of business or public interest;

(c) an officer in Senior Management or Top Executive Grade is entitled to travel by AC 1st Class by train or by air(economy class);

(d) an officer in Senior Management or Top Executive Grade may travel by car between places not connected by air or rail provided that the distance does not exceed 500 Kilometers:

Provided that when a major part of the distance between the two places can be covered by air or rail only the rest of the distance should normally be covered by car;

(e) any other officer may be authorized by the Competent Authority, having regard to the exigencies of business, to travel by his own vehicle or by taxi or by the Bank‘s vehicle;

(f) an officer of any grade or scale shall be eligible to travel by water transport in deluxe cabin category between places not connected by road or air or rail.‖;

(ii) in sub-regulation (4), for clause (a), the following clause shall be substituted, namely:- ―(a) On and from the 1st day of June, 2015, an officer in the Grades or Scales set out in column (1) of the table below shall be entitled to per diem Halting Allowance at the corresponding rates set out in column (2) thereof, namely:- TABLE Grade/Scales of Officers Metro Major ‘A’ Class Area 1 Other Places (Rs.) Provided that where the total period of absence is less than eight hours but more than four hours, Halting Allowance at half the above rates shall be payable.

Explanation,- For the purposes of computing Halting Allowance, ―per diem‖ shall mean each period of twenty four hours or any subsequent part thereof, reckoned from the reporting time for departure in the case of air travel and the scheduled time of departure in other cases, to the24 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] actual time of arrival and where the total period of absence is less than twenty four hours, ―per diem‖ shall mean a period of not less than eight hours.‖.

15. In regulation 42 of the said regulations, for sub-regulation (3), the following sub-regulation shall be substituted, namely:- ―(3) On and from the first day of June, 2015, an officer on transfer shall be eligible to draw a lump sum amount for expenses connected with packing, local transportation, insuring the baggage, etc., as specified in the table below, namely:- TABLE Grade or Scale Amount

16. In regulation 44 of the said regulations, for sub-regulation (3), the following sub -regulation shall be substituted, namely:- ―(3) During each block of four years, an officer shall be eligible for leave travel concession for

travel to his place of domicile once in each block of two years:

Provided that he may travel in one block of two years to his place of domicile and in

another block of two years to any place in India by the shortest route:

Provided further that with effect from 1st June, 2015, alternatively, an officer, by exercising an option anytime during a four year block or two year block, as the case maybe, surrender and encash his Leave Travel Concession (other than travel to place of domicile) upon which he shall be entitled to receive an amount equivalent to the eligible fare for the class of travel by train to which he is entitled upto a distance of 4,500 Kilometers (one-way) for officers in JMG- Scale –I and MMG-Scale II and III and 5,500 Kilometers (one-way) for officers in SMG-Scale IV

and above:

Provided also that with effect from 1st June, 2015, an officer opting to encash his Leave Travel Concession, shall prefer the claim for himself and his family members only once during the block in which such encashment is availed of and the facility of encashment of privilege leave while availing of Leave Travel Concession is also available while encashing the facility of Leave Travel Concession.

(3A) The mode and class by which an officer may avail of Leave Travel Concession shall be the same as the officer is normally entitled to travel on transfer and other terms and conditions subject to which the Leave Travel Concession may be availed of by an officer, shall be as decided by the Board from time-to-time:

Provided that with effect from 1st May, 2010 an officer in Junior Management Grade Scale I while availing LTC shall be entitled to travel by air in the lowest fare economy class in which case the reimbursement will be the actual fare or the fare applicable to AC 1st Class fare by train for the distance travelled whichever is less and the same rules shall apply when an Officer in Middle Management Grade Scale II and Middle Management Grade Scale III while availing Leave Travel Concession where the distance is less than 1000 Kilometers.‖.

17. EXPLANATORY MEMORANDUM The retrospective effect given in these regulations relate to the pay and other allowances and benefits to the officers of the Central Bank of India and are essentially beneficial legislation. Hence, giving retrospective effect to the said provisions of these regulations will not adversely affect the interest of any person as a result of such retrospective application.
