1. संजक्षप्त िी्कड रर प्रारंभ

1.1 इन जिजनयमों को ''जचदकत्सा संस्ट्थानों म ें जिक्षक पात्रता योग्यता जिजनयम, 2022'' कहा जाएगा।

1.2 ये राजपत्र म ेंप्रकािन की तारीख को प्रिृत्त होंगे।

2. उद्देश्य राष्ट्रीय आयुर्विज्ञान आयोग के दायरे म ें आन े िाल े जचदकत्सा संस्ट्थानों म ें स्नातक रर स्नातकोत्तर जचदकत्सा जिक्षा प्रदान करन े िाल े जिजभन्न जिक्षण स्ट्पेजियजलटीज म ें संकाय की जनयुजि रर पदोन्नजत इन जिजनयमों म ें जनधाडररत न्यूनतम योग्यता रर अनुभि के अनुसार होनी चाजहए, तादक जचदकत्सा संस्ट्थानों में जिक्षण का मानक बनाए रखा जा सके।

3. जचदकत्सा सस्ट्ं थानों म ेंसकं ाय की जनयजु ि के जलए सामान्य मानदंड : जचदकत्सा कॉलेज या संस्ट्थान में जिक्षण पद पर जनयुजि करने स े पहले प्रत्येक जनयुजि प्राजधकारी जनम्नजलजखत मानदंडों का पालन करेंगे :

3.1 सभी जचदकत्सा जिक्षकों के पास भारतीय जचदकत्सा परर्द अजधजनयम, 1956 (1956 का 102) रर राष्ट्रीय आयुर्विज्ञान आयोग अजधजनयम, 2019 की अनुसूजचयों में से दकसी एक में िाजमल स्नातकोत्तर जडग्री या समकक्ष 1258 GI/2022 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] योग्यता होनी चाजहए। गैर-जचदकत्सा योग्यता िाल े जिक्षकों को छोड़कर, जचदकत्सा जिक्षक दकसी राज्य जचदकत्सा रजजस्ट्टर या राष्ट्रीय जचदकत्सा रजजस्ट्टर में पंजीकृत भी होना चाजहए।

3.2 अजधकतम आयु सीमा जब तक जिक्षक या जचदकत्सा अधीक्षक या डीन या प्राचायड या जनदेिक या, जैसा भी मामला हो, के पदों, जजसे राष्ट्रीय आयुर्विज्ञान आयोग के मानदंडों के अनुसार स्नातक रर स्नातकोत्तर जचदकत्सा जिक्षा प्रदान करने के जलए दकसी जचदकत्सा कॉलेज / संस्ट्थान म ें भरन े की आिश्यकता ह,ै पर दकसी व्यजि को जनयुि दकया जा सकता ह ै या सेिा जिस्ट्तार ददया जा सकता ह ै या सेिा में पुन: जनयोजजत दकया जा सकता ह,ै 70 ि्ड होगी।

3.3 िरीर-रचना जिभाग, िरीरदिया जिभाग रर जैि-रसायन जिभाग म ें ऐस े गरै -जचदकत्सा स्नातकों को सहायक प्रोफेसर के रूप म ें जनयिु दकया जा सकता ह ै जजनके पास एमएससी (प्रासंजगक जचदकत्सा) रर पीएचडी योग्यता होगी, जो मान्यता प्राप्त मेजडकल कॉलेज / संस्ट्थान द्वारा संबंजधत जि्य म ें पररसर पाठ्यिम पर जनयजमत छात्र के रूप म ें प्रदान गई हो। दकसी गैर-जचदकत्सा व्यजि को डीन या जनदेिक या प्राचायड या जचदकत्सा अधीक्षक या जिभागाध्यक्ष के रूप म ेंजनयुि नहीं दकया जा सकता ह।ै परंत ु यह दक जिक्षकों की न्यनू तम योग्यता के संबंध में 05 ददसबं र, 1998 को जचदकत्सा संस्ट्थान जिजनयम, 1998 के लाग ू होन े से पहले एमएससी जडग्री के आधार पर एनाटॉमी, दफजजयोलॉजी, बायोकेजमस्ट्री, फामाडकोलॉजी रर माइिो-बायोलॉजी के जि्यों में सहायक प्रोफेसर के रूप में जनयुि गैर-जचदकत्सा स्नातक सहायक प्रोफेसर के रूप में जिचार दकए जाने के पात्र होंगे। हालांदक, जिक्षण के उच्च पद पर पदोन्नजत के जलए संबंजधत जचदकत्सा जि्य में पीएचडी की जडग्री आिश्यक ह।ै ऐसे व्यजि अपनी सेिाजनिृजत्त के बाद जचदकत्सा कॉलेज म ें सेिा करने के जलए अनुमत आय ुतक उसी पद पर संकाय के रूप म ेंसेिा करन े के जलए भी पात्र होंगे, जजससे िे सिे ाजनिृत्त हुए थे।

3.4 जनयुजि प्राजधकारी कुछ समकक्ष स्नातकोत्तर योग्यताओं, जजन्ह ें राष्ट्रीय आयुर्विज्ञान आयोग द्वारा समय-समय पर अनुमोददत दकया जा सकता ह,ै पर संबंजधत जि्य में अपेजक्षत मान्यता प्राप्त योग्यता होने के जलए जिचार कर सकता ह।ै

3.5 ऐसे मामलों म ें जहां अपेजक्षत अनुभि िाले उम्मीदिार उपलब्ध नहीं होंगे, जनयुजि प्राजधकारी द्वारा योग्यता पर जिचार करने के जलए राष्ट्रीय आयुर्विज्ञान आयोग को संदभड भेजा जा सकता ह।ै

3.6 जचदकत्सा संस्ट्थान के डीन / जनदेिक / प्राचायड का पद दकसी मान्यता प्राप्त संस्ट्थान से मान्यता प्राप्त स्नातकोत्तर जचदकत्सा जडग्री रखन े िाल े व्यजि के पास होना चाजहए, जजसके पास जचदकत्सा कॉलेज / संस्ट्थान म ें प्रोफेसर / एसोजसएट प्रोफेसर के रूप में न्यूनतम दस ि् ड का जिक्षण अनभु ि हो, जजसम ें से कम से कम पांच ि्ड का अनुभि जिभाग में प्रोफेसर के रूप में होना चाजहए। इन पदों पर जनयुजि िररष्ठता सह योग्यता के आधार पर की जाएगी। जचदकत्सा संस्ट्थान के डीन / जनदिे क / प्राचायड जिभागाध्यक्ष के पद पर नहीं होंगे।

3.7 संबद्ध जिक्षण अस्ट्पताल के जचदकत्सा अधीक्षक के पास दकसी मान्यता प्राप्त संस्ट्थान स े मान्यता प्राप्त स्नातकोत्तर जचदकत्सा जडग्री होनी चाजहए रर उसके पास अस्ट्पताल के सबं ंजधत जिभागों म ें प्रोफेसर / एसोजसएट प्रोफेसर के रूप म ें न्यूनतम दस ि्ड का जिक्षण अनुभि होना चाजहए, जजसमें से कम से कम पांच ि् ड का अनुभि प्रोफेसर के रूप म ें होना चाजहए। इन पदों पर जनयुजि िररष्ठता सह योग्यता के आधार पर की जाएगी। जचदकत्सा अधीक्षक जिभागाध्यक्ष के पद पर काजबज नहीं होंगे। हालााँदक, िह यूजनट के अध्यक्ष हो सकते ह।ैं

3.8 स्ट्टैंडअलोन स्नातकोत्तर ब्रॉड स्ट्पजे ियजलटी / सुपर स्ट्पेजियजलटी संस्ट्थान के डीन / जनदेिक / प्राचायड का पद दकसी मान्यता प्राप्त संस्ट्थान स े मान्यता प्राप्त स्नातकोत्तर जडग्री रखने िाल े व्यजि के पास होगा, जजसके पास प्रोफेसर / एसोजसएट प्रोफेसर के रूप में न्यूनतम दस ि् ड का जिक्षण अनभु ि हो, जजसम ें से कम से कम पांच ि्ड का अनुभि प्रोफेसर के रूप म ेंहो।

3.9 ब्रॉड रर सुपर स्ट्पेजियजलटी पाठ्यिमों के जिभागों के जिभागाध्यक्षों के पास, यथा जस्ट्थजत, सबं ंजधत स्ट्पेजियजलटी में मान्यता प्राप्त स्नातकोत्तर ब्रॉड स्ट्पेजियजलटी रर सुपर स्ट्पजे ियजलटी जडग्री होगी। ऐसे सभी ब्रॉड रर सुपर स्ट्पेजियजलटी पाठ्यिम, जो 01 जनिरी, 2009 के बाद िुरू दकए गए थ,े उनको इस जिजनयम की अजधसूचना की तारीख से पांच रर ि्ों के जलए इस अजनिायड आिश्यकता में छूट प्रदान की गई है।

3.10 सरकारी संस्ट्थानों में पात्र उम्मीदिारों में से इन प्रिासजनक पदों पर जनयुजि, इसमें प्रभारी बनाने की व्यिस्ट्था िाजमल ह,ै संस्ट्थान / सरकारी सेिा में प्रिेि की जतजथ के आधार पर परस्ट्पर लंबित िररष्ठता पर होगी।[भाग III—खण् ड 4] भारत का राजपत्र : असाधारण 3

3.11 समिती ड्यूटी / प्रजतजनयुजि पर सुपर स्ट्पेजियजलटी िाल े जि्य म ें जडग्री प्राप्त करन े के जलए जिक्षण संकाय द्वारा जबताई गई अिजध को संबंजधत सुपर स्ट्पेजियजलटी जिभाग म ें पदोन्नजत के जलए पात्रता मानदडं को पूरा करन े के जलए जिक्षण अनुभि के रूप में नहीं जगना जाएगा।

3.12 जचदकत्सा जि्यों में एमडी-पीएचडी धारकों के जलए, पीएचडी के दौरान जबताई गई अिजध को िररष्ठ रेजजडेंट अिजध के समकक्ष माना जाएगा रर िे संबंजधत जि्य में सहायक प्रोफेसर के रूप म ें सीधी जनयुजि के जलए पात्र ह।ैं

3.13 दकसी मान्यता प्राप्त जिश्वजिद्यालय स े एमएससी (स्ट्िास्ट््य सांजययकी / जचदकत्सा सांजययकी / जैि सांजययकी/ सांजययकी) के साथ पीएचडी की जडग्री िाल े व्यजि को सामदु ाजयक जचदकत्सा जिभाग में सांजययकी के सहायक प्रोफेसर के रूप म ेंजनयुि दकया जाएगा।

4. एमडी / एमएस के साथ डीएनबी (ब्रॉड स्ट्पजे ियजलटीज) रर डीएम / एमसीएच के साथ डीएनबी (सपु र स्ट्पजे ियजलटीज) की योग्यता की समकक्षता का जनधारड ण ब्रॉड स्ट्पेजियजलटीज रर सुपर स्ट्पेजियजलटी की योग्यता में राष्ट्रीय परीक्षा बोड ड (डीएनबी) का जडप्लोमेट, जब संबद्ध अस्ट्पताल िाले दकसी जचदकत्सा संस्ट्थान में अथिा पाचं सौ या अजधक जबस्ट्तरों िाले दकसी अस्ट्पताल में राष्ट्रीय परीक्षा बोड ड द्वारा प्रदान दकया गया हो, तो हर दजृि से संबंजधत ब्रॉड स्ट्पेजियजलटीज (एमडी / एमएस) रर सुपर स्ट्पेजियजलटी (डीएम / एमसीएच) स्नातकोत्तर योग्यता के समकक्ष होगा, परंतु अन्य सभी मामलों में, जिक्षण के प्रयोजनाथड ऐसी योग्यता के समकक्ष होन े के जलए एक ि्ड की अजतररि अिजध के जलए दकसी मेजडकल कॉलेज में िररष्ठ रेजजडेंसी की आिश्यकता होगी।

5. स्नातकोत्तर गाइड के रूप म ेंमनोनीत होन ेके जलए पात्रता :

5.1 ब्रॉड स्ट्पजे ियजलटीज: दकसी जचदकत्सा कॉलेज या संस्ट्थान के ऐसे जिक्षक को उस स्ट्पेजियजलटी में स्नातकोत्तर गाइड के रूप में मान्यता प्रदान की जाएगी जजसके पास ब्रॉड स्ट्पेजियजलटी के संबंजधत जि्य में स्नातकोत्तर जडग्री प्राप्त करन े के बाद सहायक प्रोफेसर रर उच्चतर पदधारी के रूप म ें कुल 5 साल का जिक्षण अनुभि होगा, बित े उस जि्य में स्नातकोत्तर पाठ्यिम संचाजलत करन े के जलए जिभाग को मान्यता / अनुमजत प्रदान की गई हो।

5.2 सपु र स्ट्पजे ियजलटीज: दकसी जचदकत्सा कॉलेज या संस्ट्थान के ऐसे जिक्षक को सुपर स्ट्पेजियजलटी के उस जि्य में स्नातकोत्तर गाइड के रूप म ें मान्यता प्रदान की जाएगी जजसके पास सुपर स्ट्पेजियजलटी के संबंजधत जि्य म ें सुपर स्ट्पेजियजलटी जडग्री प्राप्त करने के बाद सहायक प्रोफेसर रर उच्चतर पदधारी के रूप में कुल 3 साल का जिक्षण अनुभि होगा, बित े उस जि्य म ें सुपर स्ट्पेजियजलटी पाठ्यिम संचाजलत करन े के जलए जिभाग को मान्यता / अनुमजत प्रदान की गई हो। इसके अलािा, ब्रॉड स्ट्पेजियजलटी / सुपर स्ट्पेजियजलटी के ऐसे पाठ्यिमों के मामल े में जो हाल ही म ें आरंभ दकए गए ह,ैं स्नातकोत्तर गाइड के रूप म ें मान्यता के जलए योग्यता रर अनुभि म ें छूट तत्कालीन भारतीय जचदकत्सा परर्द (एमसीआई) द्वारा पाठ्यिम िुरू होन े की तारीख से दस साल के जलए प्रदान की गई थी। सुपर स्ट्पेजियजलटी के सभी मौजूदा पाठ्यिमों के जलए यह छूट उस ददन समाप्त हो जाती ह ै जब िे उस तारीख से दस साल परू े कर लते े ह,ैं जजस ददन िे तत्कालीन भारतीय जचदकत्सा परर्द द्वारा िरूु दकए गए थे। तथाजप, संिमण अिजध के दौरान योग्यता रर अनुभि म ें इस छूट को ऐसे सभी ब्रॉड रर सुपर स्ट्पेजियजलटी पाठ्यिमों के जलए इस जिजनयम की अजधसूचना की तारीख से पांच रर ि्ों तक बढाया जाएगा जो 01 जनिरी, 2009 के बाद िुरू दकए गए। यह छूट 2009 से पहल े िुरू दकए गए पाठ्यिमों पर लागू नहीं ह।ै

6. संकाय की जनयजु ि रर पदोन्नजत के जलए मानदंड : संकाय की जनयुजि रर पदोन्नजत के मानदडं जनम्नानुसार होंग े: ताजलका 1 क : ब्रॉड स्ट्पजे ियजलटीज (एमडी / एमएस) जो 10 ि् ड स े अजधक समय स े अजस्ट्तत्ि म ें ह,ैं म ें सकं ाय की जनयजु ि रर पदोन्नजत के जलए मानदंड4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] पद िक्षै जणक योग्यता जिक्षण रर अनसु धं ान अनभु ि प्रोफेसर सबं ंजधत जि्य में एमडी / i. दकसी अनुमत / मान्यता प्राप्त जचदकत्सा कॉलेज / एमएस / डीएनबी संस्ट्थान म ें 3 साल के जलए जि्य म ें एसोजसएट पीजी के बाद 8 साल का प्रोफेसर। अनुभि ii. कम से कम चार िोध प्रकािन (एसोजसएट प्रोफेसर के रूप म ें कम से कम दो) होन े चाजहए [केिल ऐस े मूल पेपर, मेटा जिश्ले्ण, व्यिजस्ट्थत समीक्षा रर केस सीरीज़ पर जिचार दकया जाएगा जो मेडलाइन, पबमेड सेंरल, साइंस साइटेिन इंडेक्स, साइंस साइटेिन इंडेक्स इक्स्ट्पैजन्डड एम्बेस, स्ट्कोपस, डाइरेक्टरी ऑफ ओपन अक्सेस जनडल्स (डीओएज)े में अनुिजमत पजत्रकाओं में प्रकाजित होते ह]ैं। iii. एनएमसी द्वारा जनर्ददि संस्ट्थान स े जचदकत्सा जिक्षा प्रौद्योजगकी में बुजनयादी पाठ्यिम पूरा होना चाजहए। iv. एनएमसी द्वारा जनर्ददि संस्ट्थान से बायोमेजडकल ररसचड में बुजनयादी पाठ्यिम परू ा होना चाजहए। एसोजसएट प्रोफेसर संबंजधत जि्य में एमडी / i. दकसी अनुमत /मान्यता प्राप्त जचदकत्सा कॉलेज / एमएस / डीएनबी संस्ट्थान म ें 4 साल के जलए जि्य म ें सहायक पीजी के बाद 5 साल का प्रोफेसर के रूप में। अनुभि ii. कम से कम दो िोध प्रकािन होने चाजहए [केिल ऐसे मूल पेपर, मेटा जिश्ले्ण, व्यिजस्ट्थत समीक्षा रर केस सीरीज़ पर जिचार दकया जाएगा जो मेडलाइन, पबमडे सेंरल, साइंस साइटेिन इंडेक्स, साइंस साइटेिन इंडेक्स इक्स्ट्पैजन्डड एम्बेस, स्ट्कोपस, डाइरेक्टरी ऑफ ओपन अक्सेस जनडल्स (डीओएज)े में िाजमल पजत्रकाओं म ें प्रकाजित होत े ह]ैं। iii. एनएमसी द्वारा जनर्ददि संस्ट्थान (संस्ट्थानों) स े जचदकत्सा जिक्षा प्रौद्योजगकी म ें बुजनयादी पाठ्यिम पूरा होना चाजहए। iv. एनएमसी द्वारा जनर्ददि संस्ट्थान (संस्ट्थानों) स े बायोमेजडकल ररसचड में बुजनयादी पाठ्यिम परू ा होना चाजहए। सहायक प्रोफेसर संबंजधत जि्य में एमडी / एमडी / एमएस की जडग्री प्राप्त करन े के बाद दकसी एमएस / डीएनबी मान्यता प्राप्त / अनुमत जचदकत्सा कॉलेज में संबंजधत जि्य में िररष्ठ रेजजडेंट के रूप में एक ि्ड। िररष्ठ रेजजडेंट (जचदकत्सा िररष्ठ रेजजडेंट िह ह ै जो जचदकत्सा स्नातकोत्तर जडग्री (एमडी / एमएस / डीएनबी) प्राप्त स्नातकोत्तर) करने के बाद संबंजधत जिभाग में अपनी रेजीडेंसी कर रहा ह।ै ट्यूटर एमएससी (मेजडकल) जडग्री के साथ गरै -जचदकत्सा स्नातकोत्तर को ट्यूटर कहा जाएगा, िे चाह ेजजस भी जिभाग में काम कर रह ेहों। (गरै -जचदकत्सा स्नातकोत्तर)[भाग III—खण् ड 4] भारत का राजपत्र : असाधारण 5 पद िक्षै जणक योग्यता जिक्षण रर अनसु धं ान अनभु ि िररष्ठ रेजजडेंट रर ट्यूटर के पद पदािजध िाले पद ह ैं जो 3 ि्ड से अजधक नहीं होगी। प्रारंजभक जनयुजि के समय स्नातक की आयु 45 ि्ड से कम होनी चाजहए। पदािजध िाले िररष्ठ रेजजडेंट रर ट्यूटर के पद संकाय पद नहीं ह।ैं पूिड में प्रचजलत अन्य सभी पदनामों को हटा ददया गया ह।ै हालांदक, स्ट्थायी आधार पर जनयुि मौजूदा ट्यूटर / डेमन्स्ट्रैटर / रजजस्ट्रार को यथा जस्ट्थजत िररष्ठ रेजजडेंट रर ट्यूटर के रूप म ें दफर स े पदनाजमत दकया जाएगा रर ि े सेिाजनिृजत्त तक कायड करना जारी रखेंगे। ऊपर उजल्लजखत ित ें ऐस े िररष्ठ रेजजडेंट / ट्यूटर / डेमन्स्ट्रैटर / रजजस्ट्रार पर लाग ू नहीं होंगी, जजन्ह ें इन जिजनयमों की अजधसूचना से पहल े स्ट्थायी आधार पर जनयिु दकया गया ह।ै ताजलका 1ख : ब्रॉड स्ट्पजे ियजलटीज की सचू ी जजसम ें गरै -जचदकत्सा िजै क्षक योग्यता िाल े व्यजियों को सकं ाय (सहायक प्रोफेसर रर उसस ेआग)े के रूप म ेंजनयिु दकया जा सकता है ि. स.ं स्ट्पजे ियजलटी का नाम िक्षै जणक योग्यता

1. एनाटॉमी एमएससी (मेजडकल एनाटॉमी) के साथ पीएचडी मेजडकल एनाटॉमी

3. दफजजयोलॉजी एमएससी (मेजडकल दफजजयोलॉजी) के साथ पीएचडी मेजडकल दफजजयोलॉजी ताजलका 1ग : ऐसी ब्रॉड स्ट्पजे ियजलटीज (एमडी / एमएस) म ें सकं ाय की जनयजु ि रर पदोन्नजत जजसम ें तत्कालीन एमसीआई द्वारा ब्रॉड स्ट्पजे ियजलटी का पाठ्यिम स्ट्थाजपत दकया गया ह ै रर दस साल स े कम समय के जलए कायिड ील ह ै रर साथ ही राष्ट्रीय आयर्वु िज्ञान आयोग द्वारा िरूु दकए जान े के जलए प्रस्ट्ताजित नए ब्रॉड स्ट्पजे ियजलटी पाठ्यिमों के जलए भी मानदडं पद िक्षै जणक योग्यता जिक्षण रर अनसु धं ान अनभु ि प्रोफेसर संबंजधत जि्य में एमडी / एमएस / i. दकसी अनुमत / मान्यता प्राप्त मेजडकल कॉलेज / डीएनबी संस्ट्थान में ताजलका 4क में उजल्लजखत जि्यों में तीन साल के जलए एसोजसएट प्रोफेसर के रूप में। अथिा ii. उस स्ट्पेजियजलटी में समर्वपत सेिा के साथ दकसी संिमण काल के दौरान जिक्षण संस्ट्थान / उत्कृिता केंद्र में ब्रॉड स्ट्पेजियजलटी साल के जलए जििे् प्रजिक्षण। अथिा संिमण काल के दौरान ताजलका 4.क में उजल्लजखत ब्रॉड स्ट्पेजियजलटी म ेंएमडी / एमएस / डीएनबी िररष्ठ रेजजडेंट िररष्ठ रेजजडेंट िह ह ैजो जचदकत्सा स्नातकोत्तर जडग्री (एमडी / एमएस / डीएनबी) प्राप्त करने के बाद (जचदकत्सा संबंजधत जिभाग में अपनी रेजीडेंसी कर रहा ह।ै स्नातकोत्तर) एमएससी (मेजडकल) जडग्री के साथ गरै -जचदकत्सा स्नातकोत्तर को ट्यूटर कहा जाएगा, िे चाह े जजस ट्यूटर भी जिभाग में काम कर रह ेहों। (गरै -जचदकत्सा िररष्ठ रेजजडेंट रर ट्यूटर का पद पदािजध िाला पद ह ै जजसकी अिजध 3 ि् ड से अजधक नहीं होगी। स्नातकोत्तर) प्रारंजभक जनयुजि के समय स्नातक की आयु 45 ि् ड से कम होनी चाजहए।[भाग III—खण् ड 4] भारत का राजपत्र : असाधारण 7 पद िक्षै जणक योग्यता जिक्षण रर अनसु धं ान अनभु ि पदािजध िाले िररष्ठ रेजजडेंट रर ट्यूटर के पद संकाय पद नहीं ह।ैं पूिड में प्रचजलत अन्य सभी पदनामों को हटा ददया गया ह।ै हालांदक, स्ट्थायी आधार पर जनयुि मौजूदा ट्यूटर / डेमन्स्ट्रैटर / रजजस्ट्रार को यथा जस्ट्थजत िररष्ठ रेजजडेंट रर ट्यूटर के रूप में दफर से पदनाजमत दकया जाएगा रर ि े सेिाजनिृजत्त तक कायड करना जारी रखेंगे। ऊपर उजल्लजखत ितें ऐसे िररष्ठ रेजजडेंट / ट्यूटर / डेमन्स्ट्रैटर / रजजस्ट्रार पर लागू नहीं होंगी, जजन्हें इन जिजनयमों की अजधसूचना से पहल े स्ट्थायी आधार पर जनयिु डीएनबी संस्ट्थान म ें ताजलका 4ख म ें उजल्लजखत जि्य म ें तीन साल के जलए एसोजसएट प्रोफेसर। अथिा ii. उस स्ट्पेजियजलटी में समर्वपत सेिा के साथ दकसी संिमण काल के दौरान जिक्षण संस्ट्थान / उत्कृिता केंद्र में सुपर ताजलका 4.ख में उजल्लजखत ब्रॉड स्ट्पेजियजलटी के संबंजधत नए जि्य में तीन साल स्ट्पेजियजलटी के संबंजधत जि्य में एमडी / के जलए जििे् प्रजिक्षण। एमएस / डीएनबी iii. कम से कम चार िोध प्रकािन द्वारा जनर्ददि सस्ट्ं थान (संस्ट्थानों) से बायोमेजडकल ररसचड में बुजनयादी पाठ्यिम पूरा होना चाजहए। सहायक प्रोफेसर संबंजधत जि्य में डीएम / एमसीएच / उस स्ट्पेजियजलटी में समर्वपत सेिा के साथ दकसी डीएनबी जिक्षण संस्ट्थान / उत्कृिता केंद्र में सुपर स्ट्पेजियजलटी के संबंजधत नए जि्य म ें तीन साल के जलए जििे् अथिा प्रजिक्षण। संिमण काल के दौरान ताजलका 4.ख में उजल्लजखत ब्रॉड स्ट्पेजियजलटी के संबंजधत जि्य में एमडी / एमएस / डीएनबी िररष्ठ रेजजडेंट संबंजधत जि्य में डीएम / एमसीएच करने के जलए पंजीकृत (सुपर अथिा स्ट्पेजियजलटीज) संबंजधत ब्रॉड स्ट्पेजियजलटी में एमडी / एमएस / डीएनबी की जडग्री प्राप्त करने िाले स्नातक िररष्ठ रेजजडेंट का यह पद पदािजध िाला पद ह ै जजसकी अिजध 3 ि्ड से अजधक नहीं होगी। प्रारंजभक जनयुजि के समय स्नातक की आयु 45 ि् ड से कम होनी चाजहए।

7. संिमण काल के दौरान सकं ाय की जनयजु ि

7.1 दकसी नई ब्रॉड स्ट्पेजियजलटी या सुपर स्ट्पेजियजलटी के जलए िक्षै जणक योग्यता िह होगी जो नई स्ट्पेजियजलटी को अजधसूजचत करते समय दिाडई जाएगी। प्रिेि स्ट्तर की योग्यता के आधार पर जनयिु व्यजि उच्च पदों पर पदोन्नजत के जलए पात्र होंगे।

7.2 संिमण काल के दौरान जिक्षण संकाय के रूप में जनयिु व्यजि दस साल की संिमण अिजध के समाप्त हो जाने के बाद भी एसोजसएट प्रोफेसर / प्रोफेसर के पद पर पदोन्नजत के जलए पात्र होंगे। ऐसा व्यजि उसी या दकसी अन्य मान्यता प्राप्त जचदकत्सा संस्ट्थान म ें 70 ि् ड की आयु तक उसके द्वारा धाररत जिक्षण पद पर रहन े का भी हकदार होगा।

7.3 ब्रॉड स्ट्पेजियजलटी / सुपर स्ट्पेजियजलटी के ऐसे पाठ्यिमों के मामले में, जो हाल ही में आरंभ दकए गए ह,ैं संिमण अिजध के दौरान संकाय के रूप में जनयुजि के जलए योग्यता रर अनुभि में छूट तत्कालीन भारतीय जचदकत्सा परर्द द्वारा पाठ्यिम की िुरुआत की तारीख स े दस साल के जलए प्रदान की गई थी। बॉड स्ट्पेजियजलटी के सभी मौजूदा पाठ्यिमों के जलए यह छूट उस ददन समाप्त हो जाती ह ै जब िे उस तारीख से दस साल पूरे कर लते े ह,ैं जजस ददन िे तत्कालीन भारतीय जचदकत्सा परर्द द्वारा िुरू दकए गए थे।

7.4 खंड 7.3 में उजल्लजखत संिमण अिजध के दौरान योग्यता रर अनुभि में इस छूट को ऐसे सभी ब्रॉड रर सुपर स्ट्पेजियजलटी पाठ्यिमों के जलए इस जिजनयम की अजधसूचना की तारीख से पांच रर ि्ों तक बढाया जाएगा जो 01 जनिरी, 2009 के बाद िुरू दकए गए। यह छूट 2009 से पहल े िुरू दकए गए जिभागों पर लाग ूनहीं ह।ै

8. जचदकत्सा कॉलजे स्ट्थाजपत करन े / स्नातकोत्तर पाठ्यिम िरूु करन े के जलए केंद्र सरकार या राज्य सरकारों या स्ट्थानीय स्ट्ििासन या सािजड जनक जित्त पोज्त सस्ट्ं थानों द्वारा जनयोजजत परामिदड ाताओं / जिि्े ज्ञों के जलए जिक्षण पदनामों के जनधारड ण के जलए मानदंड

8.1 नए जचदकत्सा कॉलजे :[भाग III—खण् ड 4] भारत का राजपत्र : असाधारण 11 ऐसे गैर-जिक्षण परामिडदाता या जििे्ज्ञ सहायक प्रोफेसर के रूप में पदनाजमत होने रर स्ट्थायी रूप स े आत्मसात होने के जलए पात्र होंगे, जजनके पास स्नातकोत्तर जचदकत्सा की जडग्री ह ैतथा न्यूनतम 330 बेड िाले गैर- जिक्षण सरकारी अस्ट्पताल में संबंजधत स्ट्पेजियजलटी में कम से कम दो साल से काम कर रह े ह,ैं यदद उस अस्ट्पताल को स्नातक जचदकत्सा जिक्षा प्रदान करन े के जलए सरकारी जचदकत्सा कॉलेज म ें पररिर्वतत दकया जा रहा ह।ै उच्च जिक्षण पदनामों पर अनुिती पदोन्नजत इन जिजनयमों के अनुसार होगी। परंतु यह भी दक यह केिल एक बार का प्रािधान होगा रर इस प्रकार आत्मसात दकए गए जिक्षक को उस संस्ट्थान स े पांच साल के जलए स्ट्थानांतररत नहीं दकया जाना चाजहए। दकसी संकाय की अनुिती पदोन्नजत इन जिजनयमों के अनुसार होगी।

8.2 स्ट्टैंड-अलोन स्नातकोत्तर जचदकत्सा सस्ट्ं थान : ऐस े परामिडदाता या जििे्ज्ञ संबंजधत जिभाग म ें सहायक प्रोफेसर के रूप म ें समकक्ष होन े के जलए पात्र होंगे, जजनके पास आिश्यक स्नातकोत्तर जडग्री रर संबंजधत स्ट्पेजियजलटी / सुपर स्ट्पेजियजलटी जिभाग म ें कम स ेकम 2 साल की अिजध के जलए ऐसे संस्ट्थान या अस्ट्पताल म ें काम करन े का अनुभि ह,ै जो दकसी जचदकत्सा कॉलेज से जुड़ा नहीं ह,ै जहां स्नातकोत्तर जचदकत्सा जिक्षा जिजनयम, 2022 की धारा 9.3 के अनुसार स्नातकोत्तर जिक्षा प्रदान की जा रही ह।ै संबंधक जिश्वजिद्यालय को इसकी पुजि करनी होगी। उच्च जिक्षण पदनामों पर अनुिती पदोन्नजत इन जिजनयमों के अनुसार होगी।

9. रक्षा सिे ाओं के जचदकत्सा सस्ट्ं थानों म ें परामिदड ाताओं / जिि्े ज्ञों के जलए जिक्षण पदनामों का जनधारड ण करन े के जलए मानदंड :

9.1 प्रोफेसर : सिस्त्र बलों के ऐसे जििे्ज्ञ जचदकत्सा अजधकाररयों को संबंजधत जि्य में एसोजसएट प्रोफेसर के रूप म ें जनयुजि के जलए पात्र माना जा सकता ह,ै जजनके पास संबंजधत जि्य में आिश्यक मान्यता प्राप्त स्नातकोत्तर जडग्री प्राप्त करन े के बाद न्यूनतम 8 ि्ड का जिक्षण अनुभि ह,ै जजसम ें से कम स े कम तीन ि्ड का अनभु ि सिस्त्र बलों के दकसी जिक्षण अस्ट्पताल म ेंएसोजसएट प्रोफेसर के रूप में ह ैरर खंड 6 के अनुसार दो िोध प्रकािन ह।ैं

9.2 एसोजसएट प्रोफेसर: सिस्त्र बलों के ऐसे जििे्ज्ञ जचदकत्सा अजधकाररयों को संबंजधत जि्य में एसोजसएट प्रोफेसर के रूप म ें जनयुजि के जलए पात्र माना जा सकता ह,ै जजनके पास संबंजधत जि्य म ें आिश्यक मान्यता प्राप्त स्नातकोत्तर जडग्री प्राप्त करने के बाद न्यूनतम 5 ि्ड का जिक्षण अनुभि ह,ै जजसमें से कम से कम 4 ि्ड का अनुभि सिस्त्र बलों के दकसी जिक्षण अस्ट्पताल म ें सहायक प्रोफेसर के रूप में ह ै रर खडं 6 के अनुसार दो िोध प्रकािन ह।ैं

9.3 सहायक प्रोफेसर : सिस्त्र बलों के ऐसे जििे्ज्ञ जचदकत्सा अजधकाररयों को संबंजधत जि्य म ें सहायक प्रोफेसर के रूप में जनयुजि के जलए पात्र माना जा सकता ह,ै जजनके पास संबंजधत जि्य म ें आिश्यक मान्यता प्राप्त स्नातकोत्तर जडग्री प्राप्त करन े के बाद न्यूनतम 1 ि् डका जिक्षण अनुभि ह।ै

10. अजतजथ सकं ाय सभी जिभागों म ें स्नातकोत्तर छात्रों के जिक्षण की बोधगम्यता रर गुणित्ता बढान े के उद्देश्य से, जचदकत्सा कॉलेज / संस्ट्थान अंिकाजलक आधार पर जिदेि से अजतजथ संकाय के रूप में समकक्ष योग्यता िाले अजतररि संकाय सदस्ट्यों को जनयुि कर सकत े ह।ैं यह अंतराष्ट्रड ीय अजतजथ संकाय प्रासंजगक "िार्व्क एमबीबीएस प्रििे के जलए न्यूनतम आिश्यकता जिजनयम, 2020" रर "स्नातकोत्तर जचदकत्सा जिक्षा जिजनयम, 2022" म ें जनधाडररत न्यनू तम संकाय के अलािा होगा।

11. जिक्षण स्ट्पजे ियजलटीज की सचू ी

11.1 स्ट्पेजियजलटीज / जि्यों का नाम िही होगा जो स्नातकोत्तर जचदकत्सा जिक्षा जिजनयम, 2022 में ह।ै इन जिजनयमों में दकसी नई स्ट्पेजियजलटी के जड़ु ने / हटने पर उस ेइन जिजनयमों की संगत ताजलका म ेंदिाडया जाएगा।

11.2 दकसी जचदकत्सा संस्ट्थान के जिभाग म ें जिक्षण स्ट्पेजियजलटीज रर जचदकत्सा योग्यता िाल े सकं ाय की जनयुजि के जलए पूि ड योग्यता ब्रॉड स्ट्पेजियजलटीज के जलए ताजलका 4क रर सुपर स्ट्पेजियजलटीज के जलए ताजलका 4ख के अनुसार होगी।12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] I. ब्रॉड स्ट्पजे ियजलटी म ेंजिभागों की सचू ी :

12.3 ऐसे मामलों में िह संबंजधत जिभाग में सहायक प्रोफेसर के पद के जलए पात्र होंगे रर उनकी अनुिती पदोन्नजत ''जचदकत्सा संस्ट्थानों में जिक्षकों की पात्रता योग्यता जिजनयम, 2022'' के अनुसार होगी।

12.4 जब कभी संदभड प्राप्त होगा, तो एनएमसी द्वारा अन्य योग्यताओं का मल्ू यांकन दकया जाएगा।

13. अपील अस्ट्पिता रर जििाद के मामले में, जिक्षक दकसी जचदकत्सा संस्ट्थान में जिक्षण पद के जलए अपनी पात्रता के जनधाडरण के जलए संबंजधत संस्ट्थान रर जिश्वजिद्यालय के प्रमुख के माध्यम से राष्ट्रीय आयुर्विज्ञान आयोग को आिेदन कर सकत े ह।ैं

14. अपिाद खडं : इन जिजनयमों म ें दकसी बात के होते हुए भी, जचदकत्सा संस्ट्थान म ें जिक्षकों के जलए न्यूनतम योग्यता जिजनयम, 1998 के तहत की गई दकसी जनयुजि या इससे पहल े परर्दों की जसफाररि संरजक्षत होगी।

15. ''जचदकत्सा सस्ट्ं थानों म ेंजिक्षक पात्रता योग्यता जिजनयम, 2022'' म ेंसिं ोधन करन ेका प्रािधान राष्ट्रीय आयुर्विज्ञान आयोग को "जचदकत्सा संस्ट्थानों में जिक्षक पात्रता योग्यता जिजनयम, 2022" म ें कोई भी पररिधडन, जिलोपन, प्रजतस्ट्थापन या कोई अन्य संिोधन करन ेका अजधकार ह,ै जब भी आिश्यक हो।

NOTIFICATION New Delhi, the 14th February, 2022 TEACHERS ELIGIBILITY QUALIFICATIONS IN MEDICAL INSTITUTIONS REGULATIONS, 2022 F. No. NMC/MCI-23(I)/2021-MED.—In exercise of the powers conferred by section 57 of the National Medical Commission Act, 2019, the National Medical Commission, hereby makes the following Regulations, namely:-

1. Short title and commencement

1.3 These Regulations may be called the “Teachers Eligibility Qualifications in Medical Institutions Regulations, 2022”.

1.4 They shall come into force on the date of their publication in the Official Gazette.

2. Objectives Appointment and promotion of faculty in various teaching specialties imparting graduate and postgraduate medical education in medical institutions, falling within the purview of the National Medical Commission, has to be in accordance with the minimum qualifications and experience prescribed in these Regulations, so as to maintain a standard of teaching in medical institutions.

3. General Norms for Appointment of Faculty in Medical Institutions Every appointing authority before making an appointment to a teaching post in a medical college

or institution shall observe the following norms:

3.1 All Medical Teachers must possess a Postgraduate degree or equivalent qualification included in any one of the Schedules to the Indian Medical Council Act, 1956 (102 of 1956) and National Medical Commission Act, 2019. They must also be registered in a State Medical Register or National Medical Register, except in the case of teachers with non-medical qualifications.

3.2 The maximum age limit up to which a person can be appointed or granted extension or re- employed in service against the posts of Teacher or Medical Superintendent or Dean or Principal or Director or, as the case may be, which are required to be filled up as per the norms of the National Medical Commission in any Medical College/ Institution for imparting Graduate and Post-Graduate medical education shall be 70 years.

3.3 In the Departments of Anatomy, Physiology and Biochemistry, non-medical graduates having M.Sc. (relevant medical) and PhD qualifications, granted by the recognized Medical College/Institute as regular on campus course in the subject concerned, can be appointed as Assistant Professors. A non-medical person cannot be appointed as Dean or Director or Principal or Medical Superintendent or Head of the Department.

Provided that non-medical graduates appointed as Assistant Professors in the subjects of Anatomy, Physiology, Biochemistry, Pharmacology and Microbiology on the basis of MSc degree prior to the coming into force of Minimum Qualifications for Teachers in Medical Institution Regulations, 1998 on 05.12.1998, shall be eligible to be considered as Assistant Professors. However, PhD degree in concerned medical subject is essential for promotion to higher teaching position. Such persons shall also be eligible after their retirement to serve as faculty on the same position from which they had retired until the permissible age for serving in a Medical College.

3.4 The appointing authority may consider certain equivalent postgraduate qualifications, which may be approved by the National Medical Commission from time to time, to be the requisite recognized qualification in the subject concerned.

3.5 In cases where candidates with requisite experience are not available, a reference may be made by the appointing authority to the National Medical Commission for consideration on merits.28 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

3.6 The position of Dean/Director/Principal of Medical College/Institution should be held by a person possessing recognized postgraduate medical degree from a recognized institution with a minimum of ten years teaching experience as Professor/Associate Professor in a Medical College/ Institution, out of which at least five years should be as Professor in the Department. Appointment to these posts shall be made on seniority-cum-merit basis. The Dean/Director/Principal of Medical Institution shall not hold the post of Head of the Department.

3.7 The Medical Superintendent of the affiliated teaching hospital shall possess a recognized postgraduate medical degree from a recognized Institution with a minimum of ten years teaching experience as Professor /Associate Professor in the relevant departments of the Hospital, out of which at least five years should be as Professor. Appointment to these posts shall be made on seniority-cum-merit basis. Medical Superintendent shall not occupy the position of the Head of the Department. However, he can head the unit.

3.8 The position of Dean/Director/Principal of Standalone Postgraduate Broad Specialty/Super Specialty Institution shall be held by a person possessing recognized postgraduate Degree from a recognized Institution with minimum of ten years teaching experience as Professor/Associate Professor, out of which, at least five years should be as Professor.

3.9 The Heads of the Departments of broad and super specialty courses shall possess a recognized Postgraduate broad specialty and super specialty degree, as the case may be, in the concerned specialty. This mandatory requirement is relaxed for five more years from the date of notification of this Regulation to all the Broad and Super Specialty courses which were started after 01 January, 2009.

3.10 Appointments to the administrative posts in Government Institutions including the in-charge arrangements, amongst eligible candidates, shall be on inter se vertical seniority based on date of entry into the Institution/Government Service.

3.11 The period spent by the teaching faculty towards acquisition of degree in Super Specialty subject on concurrent duties/deputation shall not be counted as teaching experience for fulfilling eligibility criteria for promotion in the concerned Super Specialty department.

3.12 For holders of MD - PhD in Medical Subjects, the period spent during PhD shall be considered equivalent to Senior Residency period and they are eligible for direct appointment as Assistant Professors in the concerned subject.

3.13 A person with MSc (Health Statistics/Medical Statistics/Bio Statistics/Statistics) with PhD from a recognized University shall be appointed as Assistant Professor of Statistics in the department of Community Medicine.

4. Determination of equivalence of the qualification of DNB (Broad Specialties) with MD/MS and DNB (Super Specialties) with DM/MCh The Diplomate of National Board (DNB) in broad specialty and super specialty qualifications when granted in a medical institution with attached hospital or in a hospital with the strength of five hundred or more beds, by the National Board of Examinations, shall be equivalent in all respects to the corresponding broad specialty (MD/MS) and super specialty (DM/MCh) postgraduate qualification, but in all other cases, senior residency in a medical college for an additional period of one year shall be required for such qualification to be equivalent for the purposes of teaching.

5. Eligibility for being designated as Postgraduate Guide

5.1 Broad Specialties: A teacher in a Medical College or Institution having a total of 5 years of teaching experience as Assistant Professor and above after obtaining post-graduate degree in the concerned broad specialty subject shall be recognized as Post Graduate Guide in that specialty,

provided the department has been recognized/permitted for conducting Postgraduate course in that subject.

5.2 Super Specialties: A teacher in a Medical College or Institution having a total of 3 years of teaching experience as Assistant Professor and above after obtaining Super Specialty degree in the concerned super specialty subject, shall be recognized as Post Graduate Guide in that Super[भाग III—खण् ड 4] भारत का राजपत्र : असाधारण 29 Specialty subject, provided the department has been recognized/ permitted for conducting Super Specialty courses in that subject.

Further, in the case of broad specialty/super specialty courses which were newly instituted, relaxation of qualification and experience for recognition as Post Graduate Guide was granted for ten years from the date of start of the course by the erstwhile Medical Council of India (MCI). This relaxation ceases to exist to all the existing super specialty courses on the day they complete ten years from the date on which they were started by erstwhile Medical Council of India. However, this relaxation of qualification and experience during transition period shall be extended by five more years from the date of notification of this Regulation to all the broad/super specialty courses which were started after 01 January, 2009. This relaxation is not applicable to the courses instituted before 2009.

6. Norms for Faculty Appointment and Promotion

The norms for Faculty Appointment and Promotion shall be as follows:

iii. Should have completed the basic course in Medical Education Technology from Institutions designated by NMC. iv. Assistant Professor MD/MS/DNB in the One year as Senior Resident in the concerned subject. concerned subject in a recognized/ permitted medical college after acquiring MD/MS Degree.

Senior Resident (Medical Senior Resident is one who is doing his residency in the concerned department Postgraduates) after obtaining Medical Postgraduate degree (MD/MS/DNB).

Tutors Non-medical Postgraduates with MSc (Medical) degree shall be called Tutors in whichever departments they are working. (Non-Medical Postgraduates) The posts of Senior Resident and Tutor are tenure positions not exceeding 3 years. The graduate must be below 45 years of age at the time of initial appointment.

The posts of tenured Senior Residents and Tutors are not faculty positions.

All other designations practiced earlier stands deleted.

However, existing Tutors/Demonstrators/Registrars appointed on permanent basis shall be renamed as Senior Residents and Tutors, as the case may be, and continue to work till superannuation.

The conditions mentioned above shall not be applicable to Senior Residents/Tutors/Demonstrators/Registrars who are appointed on permanent basis before the notification of these Regulations.

During Transition Period ii. Special training for three years in the MD/MS/DNB in broad specialty respective new broad specialty subject in a as provided in Table 4.A . teaching Institution/Centre of Excellence with dedicated service in that specialty.

iii. Should have at least two Research publications [only original papers, meta- analysis, systematic reviews, and case series that are published in journals included in Medline, Pubmed, Central Science Citation Index, Science Citation Index, Expanded Embase, Scopus, Directory of Open Access Journals (DoAJ) will be considered].

iv. Should have completed the basic course in Medical Education Technology from Institutions designated by NMC. v. Should have completed the basic course in Biomedical Research from Institutions designated by NMC.

Assistant MD/MS/DNB in the concerned Special training for three years in the respective Professor subject new broad specialty subject in a teaching Institution/Centre of Excellence with dedicated OR service in that specialty.

Resident OR (Super Specialties) MD/MS/DNB qualified graduates in the concerned broad specialty. This post of senior resident is a tenured position not exceeding 3 years. The graduate must be below 45 years of age at the time of initial appointment.

7. Appointment of Faculty during transition period

7.1 The academic qualification for any new broad specialty or super specialty shall be the one shown at the time of notifying the new specialty. Persons appointed on the basis of the entry level qualification shall be eligible for promotion to the higher posts.

7.2 Persons appointed as teaching faculty during the transition period shall be eligible for promotion to the post of Associate Professor/ Professor even after the transition period of ten years are over.

Such person shall also be entitled to hold the teaching position held by him until the age of 70 years in the same or any other recognized Medical Institution.

7.3 In the case of Broad Specialty / Super Specialty courses which were newly instituted, relaxation of qualification and experience for appointment as faculty during transition period was granted for ten years from the date of start of the course by erstwhile Medical Council of India. This relaxation ceases to exist for all the existing Broad Specialty / Super Specialty courses on the day they completed ten years from the date on which they were started by erstwhile Medical Council of India.

7.4 This relaxation of qualification and experience during transition period mentioned in clause 7.3, shall be extended for five more years from the date of notification of this Regulation to all the Broad and super specialty courses which were started after 01 January, 2009. This relaxation is not applicable to the departments instituted before 2009.

8. Norms for Determination of Teaching Designations for Consultants/Specialists employed by Central Government or State Governments or Local Self-Government or Public Funded Institutions for establishing a Medical College/starting a Postgraduate course

8.1 New Medical College:

A non-teaching Consultant or Specialist, possessing postgraduate medical degree, working for at least two years in the concerned specialty in a minimum 330 bedded non-teaching Government Hospital shall be eligible to be designated as Assistant Professor and be absorbed permanently, if that Hospital is being converted into a Government Medical College for imparting undergraduate medical education. The subsequent promotions to higher teaching designations would be as per these regulations. Provided further that this would only be a one time provision and so absorbed teacher should not be transferred from that Institution for five years. 8.2 Stand-alone Postgraduate medical institution: Consultants or specialists having the required postgraduate degree and experience of working in the concerned specialty /super-specialty department for a period of not less than 2 years in the institution or hospital, not attached to any medical college, where postgraduate teaching is being imparted as per section 9.3 of the Postgraduate Medical Education Regulations, 2022, shall be eligible to be equated as an Assistant Professor in the department concerned. This has to be confirmed by the affiliating University. The subsequent promotions to higher teaching designations would be as per these regulations.

9. Norms for Determination of Teaching Designations for Consultants/Specialists in Medical Institutions of Defence Services

9.1 Professor: Specialist Medical Officers of the Armed Forces having minimum 8 years teaching experience after obtaining the requisite recognized postgraduate qualification in the subject, of which at least three years as Associate Professor in a teaching hospital of the Armed Forces, with two Research publications as per clause 6, can be considered eligible for appointment as Professor in the concerned subject.

9.2 Associate Professor: Specialist Medical Officer of the Armed Forces having minimum five years teaching experience after obtaining the requisite recognized postgraduate qualification in the subject, of which at least four years teaching experience as Assistant Professor in a teaching hospital of the Armed Forces, with two Research publication as per clause 6, can be considered eligible for appointment as Associate Professor in the concerned subject.

9.3 Assistant Professor: Specialist Medical Officers of the Armed Forces having minimum one year teaching experience after possessing requisite recognized post-graduate qualification in the subject, can be considered eligible for appointment as Assistant Professor in the concerned subject.

10. Visiting Faculty With a view to enhance the comprehensiveness and quality of teaching of Postgraduate students in all the departments, Medical Colleges/ Institutions may appoint additional Faculty Members from abroad with equivalent qualifications as Visiting Faculty on part time basis. This International Visiting faculty shall be over and above the minimum faculty prescribed in the relevant “Minimum Requirements for Annual MBBS Admissions Regulations, 2020” and the “Postgraduate Medical Education Regulations, 2022”.

11. Index of Teaching Specialties.

11.1 The nomenclature of the specialties/subjects shall be the same as that contained in the Postgraduate Medical Education Regulations- 2022. Any addition/deletion of a new specialty in these Regulations shall reflect in the corresponding table of these Regulations.

11.2 The teaching specialties and prior qualification for appointment of Faculty with Medical qualifications in the department of a Medical Institution shall be as per Table 4.A for broad specialties and Table 4.B for Super Specialties.

12. General Norms regarding Foreign Postgraduate Qualifications for Equivalence

12.1 In the case of a person with Postgraduate medical qualifications awarded in United Kingdom, United States of America, Canada, Australia and New Zealand, his qualifications can be considered as equivalent qualifications with MD/MS/DM/MCh, as the case may be, if he fulfils the following criteria in those countries.

United Kingdom: He should have completed Certificate of Completion of Specialist Training

(CCST) or equivalent training with final FRCS/FRCP degree and registered in that country to practice in that specialty.

United States of America and Canada: He should have MD qualification with Residency Training Certificate in the relevant specialty in USA. For Super specialties, successful completion of Residency Training Programme along with completion of accredited Fellowship programme in the relevant super specialty is essential.

Australia and New Zealand: He should have completed supervised training programme culminating in the Fellowship of the respective Specialty (FRACS/FRACP). For Super Specialties, minimum two years of supervised sub specialty Fellowship programme in the respective Sub Specialty is essential.

12.2 He should have done his complete duration of training in those countries and be registered there to practice in that specialty.

12.3 In such cases he will be eligible for the post of Assistant Professor in the respective department and his subsequent promotions would be as per Teachers “Eligibility Qualifications in Medical Institutions Regulations – 2022”.

12.4 Other qualifications will be evaluated by the NMC as and when reference is received.[भाग III—खण् ड 4] भारत का राजपत्र : असाधारण 49

13. Appeal A teacher may apply to the National Medical Commission through the concerned Head of the Institution and University for determination of his eligibility for a teaching position in a Medical Institution in the case of ambiguity and controversy.

14. Saving Clause Notwithstanding anything contained in these Regulations, any appointment made under the Minimum Qualifications for Teachers in Medical Institution Regulations, 1998 or the recommendation of the Councils prior to that, shall be protected.

15. Provision to amend the Teachers Eligibility Qualifications in Medical Institutions Regulations - 2022 National Medical Commission is empowered to make any addition, deletion, substitution or any other amendment to “Teachers Eligibility Qualifications in Medical Institutions Regulations – 2022”, as and when required.

16. Repeal: The “Minimum Qualifications for Teachers in Medical Institution Regulations, 1998” is hereby repealed.
